There has recently been a good deal of interest in the republican tradition, particularly in the political conception of freedom maintained within that tradition. I look here at the characterisation of republican liberty in a recent work of Quentin Skinner1and argue on historical and conceptual grounds for a small amendment—a simplification—that would make it equivalent to the view that freedom in political contexts should be identified with nondomination.

Slavery has long stood as a mirror image to the conception of a free person in republican theory. This essay contends that slavery deserves this central status in a theory of freedom, but a more thorough examination of slavery in theory and in practice will reveal additional insights about freedom previously unacknowledged by republicans. Slavery combines imperium and dominium in a way that both destroys freedom today and diminishes opportunities to achieve freedom tomorrow. Dominium and imperium working together are a (...) greater affront to freedom than either working alone. However, an examination of slavery in practice, focusing on the experiences of American slaves, demonstrates that republicanisms’ acknowledged strategies for freedom-seeking, acquiring insulation from domination through law and through norms, do not encompass the full range of options. Slaves also seek freedom through physical absence, economic activity, and culture. The account of slavery and freedom developed here suggests republican accounts of freedom should either give up their focus on thresholds of freedom, or consider the possibility of a plural conception of freedom that extends beyond just freedom as non-domination to include freedom as collective world-making, or both. This essay argues that the neo-Roman republican principle of "non-domination," as developed in the recent work of Philip Pettit, cannot serve as a single overarching political ideal, because it responds to only one of two important dimensions of concern about human agency. Through critical engagements with several aspects of Pettit's work, ranging from his philosophical account of freedom as "discursive control" to his appropriation of the distinction between dominium and imperium, the essay argues that the idea of domination, which responds (...) to concerns about "control," needs to be supplemented by the idea of usurpation, which responds to questions about "involvement"; and it shows how attention to both domination and usurpation (and to the interaction between them) can shed light on such phenomena as imperialism, slavery, and democracy. The early nineteenth century saw the demise of the Italian-Atlantic tradition of republicanism and the rise of classical liberalism. A distinct Franco-German tradition of republicanism emerged from the time of Jean-Jacques Rousseau and Immanuel Kant, which differs from the older way of thinking associated with neo-republicanism. This chapter examines the key differences between the Italian-Atlantic and Franco-German traditions of republicanism and places them in a historical context. It first considers classical republicanism and how the ideological ideal of equal freedom as (...) nondomination differs from the twin institutional ideals of a mixed constitution and a contestatory citizenry. It then looks at the classical liberal opposition that arose in response to Italian-Atlantic republicanism. It also discusses the views of Kant and Rousseau about freedom and the role of the citizenry, as well as their theory of the constitution. The absolutist opposition in Jean Bodin and Thomas Hobbes to the institutional ideals of republicanism is also explored. (shrink)

This article presents a critique of Philip Pettit’s concept of ‘freedom as non-domination’ and provides an alternative theory of both domination and republican political freedom. I argue that Pettit’s neo-republican concept of domination is insufficient to confront modern forms of domination and that this hampers his concept of republican freedom and its political relevance under the conditions of modernity. Whereas the neo-republican account of domination is defined by ‘arbitrary interference’, modern forms of domination, I argue, are characterized by routinization and (...) systemic forms of control and subordination. In the end, the neo-republican account of domination is more appropriate for 17th- and 18th-century social institutions rather than those that persist under modernity. In its place, I propose a more dynamic concept of domination and rework the concept of freedom in order to place the republican tradition within the context of modernity itself. I argue that the core insight of republicanism is its emphasis on the arrangement and reformation of social institutions to enhance social freedom. From this, I argue that republicanism can take its place as a more attractive alternative to liberal theory. (shrink)

The concept of non-domination is an important contribution to the study of freedom but it does not comprehend the whole of freedom. Insofar as domination requires a conscious capacity for control on the part of the dominant party, it fails to capture important threats to individual freedom that permeate many contemporary liberal democracies today. Much of the racism, sexism and other cultural biases that currently constrain the life-chances of members of subordinate groups in the USA are largely unconscious and unintentional, (...) and they do not always involve control. Although they constitute real barriers to freedom, these forms of influence are not accurately characterized as domination, and they will require different mechanisms to overcome them. To achieve the more capacious freedoms that liberal democracy promises, we will need to go beyond non-domination and to come to terms with the non-sovereign, socially distributed character of human agency. This essay places Isaiah Berlin’s famous “Two Concepts of Liberty” in conversation with perspectives defined as black fugitive thought. The latter is used to refer principally to Aimé Césaire, W. E. B. Du Bois and David Walker. It argues that the trope of liberty in Western liberal political theory, exemplified in a lineage that connects Berlin, John Stuart Mill and Benjamin Constant, has maintained its universal meaning and coherence by excluding and silencing any representations of its modernity gestations, affiliations and (...) entanglements with Atlantic slavery and European empires. This particular incarnation of theory is characterized as the Western discursive and hegemonic effects of colonial-racial foreclosure. Foreclosure describes the discursive contexts in which particular terms or references become impossible to formulate because the means by which they could be formulated have been excluded from the discursive context. Through an examination of the action of foreclosure, based largely on unraveling the liberal-colonial convergences of Two Concepts the essay reflects on the political and theoretical problems posed for black political thought by the hegemony of Western formulations of liberty that deny their indebtedness to Western colonialism. Drawing upon juxtapositions between white liberal/republican thinkers and black fugitivity thinkers, it argues a particular lineage of black political thought is compelled to conceive of itself as an escape from the colonial and racial hegemony of Western liberty. What is the opposite of freedom? In _Freedom as Marronage_, Neil Roberts answers this question with definitive force: slavery, and from there he unveils powerful new insights on the human condition as it has been understood between these poles. Crucial to his investigation is the concept of marronage—a form of slave escape that was an important aspect of Caribbean and Latin American slave systems. Examining this overlooked phenomenon—one of action from slavery and toward freedom—he deepens our understanding of freedom itself (...) and the origin of our political ideals. Roberts examines the liminal and transitional space of slave escape in order to develop a theory of freedom as marronage, which contends that freedom is fundamentally located within this space—that it is a form of perpetual flight. He engages a stunning variety of writers, including Hannah Arendt, W. E. B. Du Bois, Angela Davis, Frederick Douglass, Samuel Taylor Coleridge, and the Rastafari, among others, to develop a compelling lens through which to interpret the quandaries of slavery, freedom, and politics that still confront us today. David Walker’s famous 1829 Appeal to the Colored Citizens of the World expresses a puzzle at the very outset. What are we to make of the use of “Citizens” in the title given the denial of political rights to African Americans? This essay argues that the pamphlet relies on the cultural and linguistic norms associated with the term appeal in order to call into existence the political standing of black folks. Walker’s use of citizen does not need to rely on (...) a recognitive legal relationship precisely because it is the practice of judging that illuminates one’s political, indeed, citizenly standing. Properly understood, the Appeal aspires to transform blacks and whites, and when it informs the prophetic dimension of the text, it tilts the entire pamphlet in a democratic direction. This is the political power of the pamphlet; it exemplifies the call-and-response logic of democratic self-governance. (shrink)
