This book consists of a collection of essays written between 1965 and 1981. Some have been published elsewhere; others appear here for the first time. Although dealing with different figures and different periods, they have a common theme: all are concerned with examining how the method of hy pothesis came to be the ruling orthodoxy in the philosophy of science and the quasi-official methodology of the scientific community. It might have been otherwise. Barely three centuries ago, hypothetico deduction was in (...) both disfavor and disarray. Numerous rival methods for scientific inquiry - including eliminative and enumerative induction, analogy and derivation from first principles - were widely touted. The method of hypothesis, known since antiquity, found few proponents between 1700 and 1850. During the last century, of course, that ordering has been inverted and - despite an almost universal acknowledgement of its weaknesses - the method of hypothesis (usually under such descriptions as 'hypothetico deduction' or 'conjectures and refutations') has become the orthodoxy of the 20th century. Behind the waxing and waning of the method of hypothesis, embedded within the vicissitudes of its fortunes, there is a fascinating story to be told. The Victorian period in Britain was an “age of reform.” It is therefore not surprising that two of the era’s most eminent intellects described themselves as reformers. Both William Whewell and John Stuart Mill believed that by reforming philosophy—including the philosophy of science—they could effect social and political change. But their divergent visions of this societal transformation led to a sustained and spirited controversy that covered morality, politics, science, and economics. Situating their debate within the larger context of Victorian society (...) and its concerns, _Reforming Philosophy_ shows how two very different men captured the intellectual spirit of the day and engaged the attention of other scientists and philosophers, including the young Charles Darwin. The paper attempts to elucidate and evaluate William Whewell's notion of a "consilience of inductions." In section I Whewellian consilience is defined and shown to differ considerably from what latter-day writers talk about when they use the term. In section II a primary analysis of consilience is shown to yield two types of consilient processes, one in which one of the lower-level laws undergoes a conceptual change (the case aptly discussed in Butts [1977]), and one in which the explanatory theory (...) undergoes conceptual "stretching." In section III both consilient cases are compared to the non-consilient case in reference to L. J. Cohen's method of relevant variables. In section IV we examine the test procedures of the theory in all three cases, and it is shown that in the event of genuine consilience (consilience of the second type) a theory acquires extraordinarily high support. In the final section something is said of the short-comings of standard Bayesian confirmation theories that are highlighted by Whewellian consilience. (shrink)

William Whewell was a giant of Victorian intellectual culture. His influence, whether recognized or forgotten, is palpable in areas as diverse as moral philosophy, mineralogy, architecture, the politics of education, physics, engineering, and theology. Recent studies of the place of the sciences in nineteenth-century Britain have repeatedly indicated the significance of Whewell's sweeping and critical proposals for a reformed account of scientific knowledge and moral values. However, until now there has been no detailed study of the context and impact of (...) his project. This collection of essays by recognized authorities in the fields of history, history of science, and philosophy thus represents the first attempt to do justice to a magisterial nineteenth-century intellectual. This article examines the nineteenth-century debate about scientific method between John Stuart Mill and William Whewell. Contrary to standard interpretations (given, for example, by Achinstein, Buchdahl, Butts, and Laudan), I argue that their debate was not over whether to endorse an inductive methodology but rather over the nature of inductive reasoning in science and the types of conclusions yielded by it. Whewell endorses, while Mill rejects, a type of inductive reasoning in which inference is employed to find a property or (...) cause shared by the observed members of a class, which is generalized to all its members, including the unobserved ones. Because of this, Whewell’s inductivism, unlike Mill’s, is able to yield theoretical hypotheses referring to unob-servables such as molecules and light waves. This is contrary to the claims of some critics of inductivism who argue that inductivism is unable to yield such hypotheses. Moreover, I suggest that Whewell’s view of induction conforms more closely than Mill’s view to the practice of scientists such as Kepler, Newton, and Fresnel, who do attempt to discover laws involving unobservables. In this paper I demonstrate that, contrary to the standard interpretations, William Whewell's view of scientific method is neither that of the hypothetico-deductivist nor that of the retroductivist. Rather, he offers a unique inductive methodology, which he calls "discoverers' induction." After explicating this methodology, I show that Kepler's discovery of his first law of planetary motion conforms to it, as Whewell claims it does. In explaining Whewell's famous phrase about "happy guesses" in science, I suggest that Whewell intended a distinction (...) between "inductions," which can be empirically verified, and "mere hypotheses"--or guesses--which cannot. Finally, I argue that Whewell's discoverers' induction is a view worthy of our attention today, because it avoids a number of problems faced by prominent alternative methodologies. (shrink)

The Victorian polymath William Stanley Jevons is generally and rightly venerated as one of the great innovators of economic theory and method in what came to be known as the 'marginalist revolution'. This book is an investigation into the cultural and intellectual resources that Jevons drew upon to revolutionize research methods in economics. Jevons's uniform approach to the sciences was based on a firm belief in the mechanical constitution of the universe and a firm conviction that all scientific knowledge was (...) limited and therefore hypothetical in character. Jevons's mechanical beliefs found their way into his early meteorological studies, his formal logic, and his economic pursuits. By using mechanical analogies as instruments of discovery, Jevons was able to bridge the divide between theory and statistics that had become more or less institutionalized in mid nineteenth-century Britain. In this article, the author offers a discussion of the evidential role of the Galilean constant in the history of physics. The author argues that measurable constants help theories constrain data. Theories are engines for research, and this helps explain why the Duhem-Quine thesis does not undermine scientific practice. The author connects his argument to discussion of two famous papers in the history of economic methodology, Milton Friedman's 'Methodology of Positive Economics', which appealed to example of Galilean Law of Fall (...) in its argument; and Vernon Smith's 'Economics in the Laboratory'. While the author offers some criticism of Friedman and Smith, most of the article is a friendly reinterpretation of their insights. (shrink)

ABSTRACT In 1833 John Herschel published a graphical method for determining the orbits of double stars. He argued that his method, which depended on human judgment rather than mathematical analysis, gave better results than computation, given the uncertainty in the data. Herschel found that astronomy and terrestrial physics were especially suitable for graphical treatment, and he expected that graphs would soon become important in all areas of science. He argued with William Whewell and James D. Forbes over the process of (...) induction, over the application of probability, and over the moral content of science. Graphs entered into all these debates; but because they constituted a method, not a metaphysics, they were acceptable to most practicing scientists and became increasingly popular throughout the nineteenth century. n this paper I deal with a neglected topic with respect to unification in Newton’s Principia. I will clarify Newton’s notion and practice of unification . In order to do so, I will use the recent theories on unification as tools of analysis . I will argue, after showing that neither Kitcher’s nor Schurz’s account aptly capture Newton’s notion and practice of unification, that Salmon’s later work is a good starting point for analysing this notion and its practice in the (...) In this essay, I shall argue that Galileo introduced a new scientifically useful notion of causality. This new notion of causality was an interventionist notion, according to which causal relations can be discovered by actively exploring and manipulating natural processes. The presence of this conception can be seen from Galileo's explanation of floating bodies and his theory of the tides. I shall point to the similarity between Galileo's notion of "cause" and recent interventionist accounts of causation in the philosophy of (...) science (especially James Woodward's). (shrink)

In this paper Whewell’s concept of necessity is scrutinized and its historical development is outlined (ca. 1833-1860). Particular attention will be paid to how Whewell interpreted the laws of the inductive sciences as being necessary since the laws of nature are concretizations of the Fundamental Ideas which can be partially described by Axioms.

What is the relation between science and philosophy of science? Specifically, does it matter whether a philosopher of science knows much about science or is actually engaged in scientific research? William Whewell is an obvious person to consider in relation to this question. Whewell was actively engaged in science in several important ways, some of which have not been previously noted. He conducted research in a number of scientific fields, he devised new terminology for the new discoveries made by other (...) scientists, and he frequently attempted to guide the experimental work of other scientists. Moreover, he was a philosopher of science who explicitly claimed to be inferring his methodological injunctions from an extensive study of the history of scientific work . My recent study of his unpublished letters and notebooks indicates that the intimate relation between science and philosophy was always foremost in Whewell’s mind; it was not a theoretical stance adopted after his philosophy was well-developed, as some have suggested. In this paper I will present an examination of the relation between Whewell’s involvement in science and the writing of his philosophy of science as a springboard to consider the more general question . Further insight into the relation between science and philosophy of science will be gained by contrasting Whewell’s strong involvement in science with the lack of such involvement in the case of his philosophical antagonist, J.S. William Whewell's views on the philosophy of science were dismissed as incoherent and eclectic when he introduced them in the middle of the 19th century, though some leading contemporaries engaged and even incorporated them. When his ideas were resurrected a century later, they were dismissed as poor induction rather than original thinking. Wettersten (philosophy of science, Mannheim U., Germany) explores why Whewell's impact continues to be felt, and why almost all theorists have had to come to terms with his ideas. (...) The aim of Galileo’s tidal theory was to show that the tides were produced entirely by the earth’s motion and thereby to demonstrate the physical truth of Copernicanism. However, in the Dialogue Concerning the Two Chief World Systems Galileo did not explain some of the most significant aspects of the theory completely. As a consequence, the way the theory works has long been disputed. Though there exist a number of interpretations in the literature, the most widely accepted are based on (...) ideas that are not explicitly articulated by Galileo in the Dialogue. This essay attempts to understand the way the theory functions in terms of Galilean physics. It is an interpretation of the theory based solely on Galileo’s arguments—and one that reveals it to have had some unrecognized consequences. This interpretation indicates that Galileo’s theory would not have worked in the manner he described in the Dialogue. (shrink)

The nineteenth-century appraisal of Whewell's philosophy as confused, eclectic, and metaphysical is still dominant today. Yet he keeps reappearing on the agenda of the historians and philosophers of science. Why? Whewell continues to be a puzzle. Historians evade the puzzle by deeming him to have had no serious philosophy but some interesting ideas and/or to have been socially important. Menachim Fisch's recent study offers promise of a new appraisal. But Fisch's account leads back to the puzzle. Fisch poses the question (...) well, promises a new answer, but does not provide one. The puzzle will remain until the strength of Whewell's turn away from empiricist problems to Kantian ones has been appreciated. (shrink)
