This paper is about philosophical disputes where the literal content of what speakers communicate concerns such object-level issues as ground, supervenience, or real definition. It is tempting to think that such disputes straightforwardly express disagreements about these topics. In contrast to this, I suggest that, in many such cases, the disagreement that is expressed is actually one about which concepts should be employed. I make this case as follows. First, I look at non-philosophical, everyday disputes where a speaker employs a (...) metalinguistic usage of a term. This is where a speaker uses a term to express a view about the meaning of that term, or, relatedly, how to correctly use that term. A metalinguistic negotiation is a metalinguistic dispute that concerns a normative issue about what a word should mean, or, similarly, about how it should be used, rather than the descriptive issue about what it does mean. In constructing semantic theories of normative and evaluative terms, philosophers have commonly deployed a certain type of disagreement -based argument. The premise of the argument observes the possibility of genuine disagreement between users of a certain normative or evaluative term, while the conclusion of the argument is that, however differently those speakers employ the term, they must mean the same thing by it. After all, if they did not, then they would not really disagree. We argue that in many of (...) the cases in which this argument is deployed, the conclusion not only fails to follow from the premises, but is very likely false. Disagreements between speakers who do not mean the same things by their words are common, genuine, and not easily distinguished from ordinary disagreements over the truth of literally expressed content. We make this case by developing the notion of a metalinguistic negotiation, an exchange in which speakers tacitly negotiate the proper deployment of some linguistic expression in a context. Metalinguistic negotiations express disagreements over information that is conveyed pragmatically and about what concepts should be deployed in the context at hand. We argue that neither of these features poses any obstacle to metalinguistic negotiations serving to express genuine, substantive disagreements that can be well worth engaging in. Contrary to what has been widely assumed in the literature, many normative and evaluative disputes—among ordinary speakers and even among philosophers themselves—may be of exactly this type, a conclusion with important consequences for both the subject matter and the methodology of metanormative theory. Edmund Gettier is Professor Emeritus at the University of Massachusetts, Amherst. This short piece, published in 1963, seemed to many decisively to refute an otherwise attractive analysis of knowledge. It stimulated a renewed effort, still ongoing, to clarify exactly what knowledge comprises.

The discussion presents a framework of concepts that is intended to account for the rationality of semantic change and variation, suggesting that each scientific concept consists of three components of content: 1) reference, 2) inferential role, and 3) the epistemic goal pursued with the concept’s use. I argue that in the course of history a concept can change in any of these components, and that change in the concept’s inferential role and reference can be accounted for as being rational relative (...) to the third component, the concept’s epistemic goal. This framework is illustrated and defended by application to the history of the gene concept. It is explained how the molecular gene concept grew rationally out of the classical gene concept despite a change in reference, and why the use and reference of the contemporary molecular gene concept may legitimately vary from context to context. Woodward's long awaited book is an attempt to construct a comprehensive account of causation explanation that applies to a wide variety of causal and explanatory claims in different areas of science and everyday life. The book engages some of the relevant literature from other disciplines, as Woodward weaves together examples, counterexamples, criticisms, defenses, objections, and replies into a convincing defense of the core of his theory, which is that we can analyze causation by appeal to the notion of manipulation.

Intuitively, Gettier cases are instances of justified true beliefs that are not cases of knowledge. Should we therefore conclude that knowledge is not justified true belief? Only if we have reason to trust intuition here. But intuitions are unreliable in a wide range of cases. And it can be argued that the Gettier intuitions have a greater resemblance to unreliable intuitions than to reliable intuitions. Whats distinctive about the faulty intuitions, I argue, is that respecting them would mean abandoning a (...) simple, systematic and largely successful theory in favour of a complicated, disjunctive and idiosyncratic theory. So maybe respecting the Gettier intuitions was the wrong reaction, we should instead have been explaining why we are all so easily misled by these kinds of cases. (shrink)

It is always awkward when someone asks me informally what I’m working on and I answer that I’m trying to figure out what gender is. For outside a rather narrow segment of the academic world, the term ‘gender’ has come to function as the polite way to talk about the sexes. And one thing people feel pretty confident about is their knowledge of the difference between males and females. Males are those human beings with a range of familiar primary and (...) secondary sex characteristics, most important being the penis; females are those with a different set, most important being the vagina or, perhaps, the uterus. Enough said. Against this background, it isn’t clear what could be the point of an inquiry, especially a philosophical inquiry, into “what gender is”. (shrink)

Of the dozens of purported solutions to the liar paradox published in the past fifty years, the vast majority are "traditional" in the sense that they reject one of the premises or inference rules that are used to derive the paradoxical conclusion. Over the years, however, several philosophers have developed an alternative to the traditional approaches; according to them, our very competence with the concept of truth leads us to accept that the reasoning used to derive the paradox is sound. (...) That is, our conceptual competence leads us into inconsistency. I call this alternative the inconsistency approach to the liar. Although this approach has many positive features, I argue that several of the well-developed versions of it that have appeared recently are unacceptable. In particular, they do not recognize that if truth is an inconsistent concept, then we should replace it with new concepts that do the work of truth without giving rise to paradoxes. I outline an inconsistency approach to the liar paradox that satisfies this condition. (shrink)

What would something unlike us--a chimpanzee, say, or a computer--have to be able to do to qualify as a possible knower, like us? To answer this question at the very heart of our sense of ourselves, philosophers have long focused on intentionality and have looked to language as a key to this condition. Making It Explicit is an investigation into the nature of language--the social practices that distinguish us as rational, logical creatures--that revises the very terms of this inquiry. Where (...) accounts of the relation between language and mind have traditionally rested on the concept of representation, this book sets out an alternate approach based on inference, and on a conception of certain kinds of implicit assessment that become explicit in language. Making It Explicit is the first attempt to work out in detail a theory that renders linguistic meaning in terms of use--in short, to explain how semantic content can be conferred on expressions and attitudes that are suitably caught up in social practices. -/- At the center of this enterprise is a notion of discursive commitment. Being able to talk--and so in the fullest sense being able to think--is a matter of mastering the practices that govern such commitments, being able to keep track of one’s own commitments and those of others. But conceptual engineering still lacks an account of what concepts are as cognitive devices and of what engineering is in the case of conceptual cognition. And without such prior understanding of its subject matter, or so it is claimed here, conceptual engineering is bound to remain useless, merely operating as a piecemeal approach, with no overall grip on its target domain. The purpose of (...) this programmatic paper is to overcome this knowledge gap by providing some guidelines for developing the theories of concepts and of engineering (viz. ‘cognitive engineering’) that are presumably needed so as to make conceptual engineering an actionable method for the cognitive optimization of our conceptual devices. This paper argues for explanatory eliminativism about topics (and cognates, such as subject matters) relative to the domain of conceptual engineering. It has become usual to think that topics serve an important explanatory role in theories of conceptual engineering, namely, to determine the limits of revision. I argue, first, that such limits can be understood either as thenormative limitspertaining to the justification of conceptual engineering, as themetaphysical limitspertaining to the identity of the concepts in question, or as theterminological limitspertaining to (...) usage of the original terminology. Second, I argue that the metaphysical reading is disputable as a theory of concepts and inconsequential for conceptual engineers, and that neither of the two leading accounts of topics that have been presented in the literature—the samesaying account and functionalism—determine the limits of revision in either of the two remaining senses. In the absence of more promising competitors, I conclude that there is no theoretical role for topics to play in theories of conceptual engineering. An upshot of my argument is that conceptual engineers should stop worrying about things like topic (dis)continuity, and instead shift their attention to the issues that really matter for justifying conceptual revisions or replacements, making terminological choices, and underpinning conceptual engineering with a theory of concepts. ABSTRACT Conceptual engineering provides a prima facie attractive alternative to traditional, conceptual analysis based approaches to philosophical method – particularly for those with doubts about the epistemic merits of intuition. As such, it seems to be a natural fit for those persuaded by the critiques of intuition offered by experimental philosophy. Recently, a number of authors [Schupbach, J. 2015. “Experimental Explication.” Philosophy and Phenomenological Research 94 : 672–710; Shepherd, J., and J. Justus. 2015. “X-Phi and Carnapian Explication.” Erkenntnis 80 : (...) 381–402; Fisher, J. 2015. “Pragmatic Experimental Philosophy.” Philosophical Psychology 28: 412–433; Machery, E. 2017. Philosophy Within its Proper Bounds. Oxford University Press] have suggested that experimental philosophy might be employed in service of conceptual engineering. In this paper, I provide a novel argument for x-phi’s relevance to conceptual engineering, based on a ‘functionalist’ approach to conceptual engineering. In short, I argue that experimental philosophy is distinctively well-suited to investigation of the purposes or functions which our concepts serve, and the means by which they fulfil those functions. Experimental philosophy thereby uncovers potential engineering solutions that may serve as models for the conceptual engineer. (shrink)

Conceptual engineers aim to revise rather than describe our concepts. But what are concepts? And how does one engineer them? Answering these questions is of central importance for implementing and theorizing about conceptual engineering. This paper discusses and criticizes two influential views of this issue: semanticism, according to which conceptual engineers aim to change linguistic meanings, and psychologism, according to which conceptual engineers aim to change psychological structures. I argue that neither of these accounts can give us the full story. (...) Instead, I propose and defend the Dual Content View of Conceptual Engineering. On this view, conceptual engineering targets concepts, where concepts are understood as having two kinds of contents: referential content and cognitive content. I show that this view is independently plausible and that it gives us a comprehensive account of conceptual engineering that helps to make progress on some of the most difficult problems surrounding conceptual engineering. Philosophical theories often hinge on claims about what is necessary or possible. But what are possibilities and necessities, and how could we come to know about them? This book aims to help demystify the methodology of philosophy, by treating such claims not as attempted descriptions of strange facts or distant 'possible worlds', but rather as ways of expressing rules or norms.

What is human understanding and why should we care about it? I propose a method of philosophical investigation called ‘function-first epistemology’ and use this method to investigate the nature and value of understanding-why. I argue that the concept of understanding-why serves the practical function of identifying good explainers, which is an important role in the general economy of our concepts. This hypothesis sheds light on a variety of issues in the epistemology of understanding including the role of explanation, the relationship (...) between understanding-why and knowledge, and the value of understanding-why. I conclude that understanding-why is valuable and yet knowledge plays more important roles in our epistemic life. (shrink)

This book is about the nature and value of knowledge. At its core is a simple idea: we can answer many interesting and difficult philosophical questions by reflecting on the role (purpose, function) of epistemic evaluation in human life. I call this approach ‘function-first epistemology’. I use this method to illuminate the nature and value of knowledge, the foundations of epistemic normativity, the epistemology of testimony, and skepticism.

Traditional views on philosophical methodology characterize our primary philosophical goal as production of a successful conceptual analysis. The notion of conceptual analysis, however, faces several challenges—from experimental philosophy to more traditional worries such as the paradox of analysis. This paper explores an alternate approach, commonly called conceptual engineering, which aims at recommending conceptual revisions. An important question for the conceptual engineer is as follows: what counts as a case of successful conceptual engineering? What sorts of revisions are permitted, and what (...) sorts are too revisionary? In this paper I examine ‘functional’ approaches to conceptual engineering, ultimately arguing for a ‘radical’ functionalism according to which even revisions which ‘change the subject’ are permitted, and successful re-engineering is constrained only by the requirement that continuity in needed functions of a pre-engineering concept be maintained somewhere in the postengineering conceptual scheme. I further argue that this approach suggests a heightened role, in metaphilosophical discourse, for a neglected epistemic goal—conceptual efficacy. (shrink)

Herman Cappelen investigates how language and other representational devices can go wrong, and how to fix them. We use language to understand and talk about the world, but what if our language has deficiencies that prevent it from playing that role? How can we revise our concepts, and what are the limits on revision?

Kevin Scharp proposes an original theory of the nature and logic of truth on which truth is an inconsistent concept that should be replaced for certain theoretical purposes. He argues that truth is best understood as an inconsistent concept, and proposes a detailed theory of inconsistent concepts that can be applied to the case of truth. Truth also happens to be a useful concept, but its inconsistency inhibits its utility; as such, it should be replaced with consistent concepts that can (...) do truth's job without giving rise to paradoxes. To this end, Scharp offers a pair of replacements, which he dubs ascending truth and descending truth, along with an axiomatic theory of them and a new kind of possible-worlds semantics for this theory. He goes to develop Davidson's idea that truth is best understood as the core of a measurement system for rational phenomena, and offers a semantic theory that treats truth predicates as assessment-sensitive and solves the problems posed by the liar and other paradoxes. Modality presents notorious philosophical problems, including the epistemic problem of how we could come to know modal facts and metaphysical problems about how to place modal facts in the natural world. These problems arise from thinking of modal claims as attempts to describe modal features of this world that explain what makes them true. Here I propose a different view of modal discourse in which talk about what is “metaphysically necessary” does not aim to describe modal features of the world, (...) but, rather, provides a particularly useful way of expressing constitutive semantic and conceptual rules in the object language. The result is a “modal normativist” view that enables us to avoid the epistemic problems of modality and mitigate the metaphysical worries, while also leaving open the possibility of a unified account of the function of modal language. Finally, I address a serious challenge: we have the norms we do in order to track the modal facts of the world, so that the order of explanation must go in the opposite direction. I close by showing how the normativist may answer that challenge. (shrink)

The critics in this volume raise several important challenges to the modal normativist position developed in Norms and Necessity, including whether the relation I claim holds between semantic rules and necessity claims generates spurious claims of metaphysical necessity, whether the view is circular (implicitly relying on a more 'robust' form of modal realism), and whether it conflicts with truth-conditional semantics. They also raise probing questions about how it compares to other views of modality, including a Lewisian view and an essentialist (...) view. In these replies, I respond to these challenges in ways that precisify the relevant understanding of ‘semantic rules' and the forms they can take, that make clearer the direction of explanation in modal normativism in ways that show the view doesn't rely on a more ‘robust’ form of modal realism, and that give reason for thinking that there is actually no conflict between modal normativism and truth-conditional semantics. I also aim to give a fuller assessment of how it compares to other approaches to modality, including an essentialist approach. (shrink)

Can we engineer conceptual change? While a positive answer to this question would be exciting news for philosophy, there has been a growing number of pessimistic voices in the literature. This paper resists this trend. Its central aim is to argue not only that conceptual engineering is possible but also that it is not even distinctively hard. In order to achieve this, we will develop a novel approach to conceptual engineering that has two key components. First, it proposes a reorientation (...) of the conceptual engineering project away from fixing conceptual defects and towards bringing about conceptual innovation. Second, it offers a new account of when conceptual engineering is successful in terms of etiological functions. We then turn to the reasons that have motivated various forms of pessimism about conceptual engineering and show that, on our novel approach, none of them stands up to scrutiny. (shrink)

Conceptual engineers have recently turned to the notion of conceptual functions to do a variety of explanatory work. Functions are supposed to explain what speakers are debating about in metalinguistic negotiations, to capture when two concepts are about the same thing, and to help guide our normative inquiries into which concepts we should use. In this paper, I argue that this recent “functional turn” should be deflated. Contra most interpreters, we should not try to use a substantive notion of conceptual (...) functions to handle various problems for conceptual engineering. The primary accounts of function appealed to by conceptual engineers, namely etiological and system functions, are not suited to handle many of the problems functions are supposed to handle, and it’s dubious whether any other account of function would do better. Instead of trying to use substantive functions to solve theoretical problems, we should deflate those problems themselves by focusing only on what matters to us, as speakers or theorists, in a given inquiry. This paper is about conceptual engineering. Specifically, it discusses a common objection to CE, which I call the Discontinuity Objection. According to the Discontinuity Objection, CE leads to problematic discontinuities in subject and/or inquiry – making it philosophically uninteresting or irrelevant. I argue that a conceptual engineer can dismiss the Discontinuity Objection by showing that the pre-engineering concept persists through the proposed changes. In other words, the Discontinuity Objection does not apply if the proposal involves identity-preserving changes. Two existing views (...) on identity-preserving changes are considered and rejected. I then argue that an identity-preserving conceptual change is one that allows the concept to continue to perform its function. A concept’s function is its job, its point and purpose, its role in a conceptual repertoire. In a slogan: Preserve a concept’s function, and you preserve the concept itself; preserve the concept, and you preserve the subject. The paper concludes by discussing some implications of this view. In this chapter I lay out a notion of philosophical naturalism that aligns with pragmatism. It is developed and illustrated by a presentation of my views on natural kinds and my theory of concepts. Both accounts reflect a methodological naturalism and are defended not by way of metaphysical considerations, but in terms of their philosophical fruitfulness. A core theme is that the epistemic interests of scientists have to be taken into account by any naturalistic philosophy of science in general, and (...) any account of natural kinds and scientific concepts in particular. I conclude with general methodological remarks on how to develop and defend philosophical notions without using intuitions. (shrink)
