    A selection function based semantics is offered for the 'can' of ability based on the idea that 'John can run a four minute mile' is true iff John would do so under the right conditions, meaning that he would do so under at least one appropriately chosen test condition.     In this paper we show that the Hilbert system of agency and ability presented by Dag Elgesem is incomplete with respect to the intended semantics.
