This paper attempts to do two things. First, it recounts the problem of intentionality, as it has typically been conceptualized, and argues that it needs to be reconceptualized in light of the radical form of externalism most commonly referred to as the extended mind thesis. Second, it provides an explicit, novel argument for that thesis, what I call the argument from meaning making, and offers some defense of that argument. This second task occupies the core of the paper, and in (...) completing it I distinguish _active _ _cognition_ from _cyborg fantasy arguments_ for externalism, and develop the analogy between the extended mind thesis in the cognitive sciences and developmental systems theory in developmental biology. The rethinking of the problem of intentionality on offer leads not so much to a solution as to a dissolution of that problem, as traditionally conceived. (shrink)

Some recent cognitive-scientific research suggests that a considerable amount of intelligent action is generated not by the systematic activity of internal representations, but by complex interactions involving neural, bodily, and environmental factors. Following an analysis of this threat to representational explanation, we pursue an analogy between the role of genes in the production of biological form and the role of neural states in the production of behaviour, in order to develop a notion of genic representation. In both cases an appeal (...) to normal ecological context is used to balance multi-factoral, interactive causal determination against the intuition that certain aspects of the causal nexus play a special role in promoting adaptive success. Certain worries abut this vision help us to get a better grip on the concept of genic representation itself. We end with a puzzle concerning the relation between cognition and representation. Biologists studying complex causal systems typically identify some factors as causes and treat other factors as background conditions. For example, when geneticists explain biological phenomena, they often foreground genes and relegate the cellular milieu to the background. But factors in the milieu are as causally necessary as genes for the production of phenotypic traits, even traits at the molecular level such as amino acid sequences. Gene-centered biology has been criticized on the grounds that because there is parity among causes, the (...) “privileging” of genes reflects a reductionist bias, not an ontological difference. The idea that there is an ontological parity among causes is related to a philosophical puzzle identified by John Stuart Mill: what, other than our interests or biases, could possibly justify identifying some causes as the actual or operative ones, and other causes as mere background? The aim of this paper is to solve this conceptual puzzle and to explain why there is not an ontological parity among genes and the other factors. It turns out that solving this puzzle helps answer a seemingly unrelated philosophical question: what kind of causal generality matters in biology? (shrink)

Developmental systems theory is an attempt to sum up the ideas of a research tradition in developmental psychobiology that goes back at least to Daniel Lehrman’s work in the 1950s. It yields a representation of evolution that is quite capable of accommodating the traditional themes of natural selection and also the new results that are emerging from evolutionary developmental biology. But it adds something else - a framework for thinking about development and evolution without the distorting dichotomization of biological processes (...) into gene and non-gene and the vestiges of the ‘black-boxing’ of developmental processes in the modern synthesis, such as the asymmetric use of the concept of information. Phenomena that are marginalized in current gene-centric conceptions, such as extra-genetic inheritance, niche construction and phenotypic plasticity are placed center stage. (shrink)

Recent theories in cognitive science have begun to focus on the active role of organisms in shaping their own environment, and the role of these environmental resources for cognition. Approaches such as situated, embedded, ecological, distributed and particularly extended cognition look beyond ‘what is inside your head’ to the old Gibsonian question of ‘what your head is inside of’ and with which it forms a wider whole—its internal and external cognitive niche. Since these views have been treated as a radical (...) departure from the received view of cognition, their proponents have looked for support to similar extended views within (the philosophy of) biology, most notably the theory of niche construction. This paper argues that there is an even closer and more fruitful parallel with developmental systems theory and developmental niche construction. These ask not ‘what is inside the genes you inherited’, but ‘what the inherited genes are inside of’ and with which they form a wider whole—their internal and external ontogenetic niche, understood as the set of epigenetic, social, ecological, epistemic and symbolic legacies inherited by the organism as necessary developmental resources. To the cognizing agent, the epistemic niche presents itself not just as a partially self-engineered selective niche, as the niche construction paradigm will have it, but even more so as a partially self-engineered ontogenetic niche, a problem-solving resource and scaffold for individual development and learning. This move should be beneficial for coming to grips with our own (including cognitive) nature: what is most distinctive about humans is their developmentally plastic brains immersed into a well-engineered, cumulatively constructed cognitive–developmental niche. This paper evaluates and criticises the developmental systems conception of evolution and develops instead an extension of the gene's eye conception of evolution. We argue (i) Dawkin's attempt to segregate developmental and evolutionary issues about genes is unsatisfactory. On plausible views of development it is arbitrary to single out genes as the units of selection. (ii) The genotype does not carry information about the phenotype in any way that distinguishes the role of the genes in development from that other factors. (...) (iii) There is no simple and general causal criterion which distinguishes the role of genes in development and evolution. (iv) There is, however, an important sense in which genes but not every other developmental factor represent the phenotype. (v) The idea that genes represent features of the phenotype forces us to recognise that genes are not the only, or almost the only, replicators. Many mechanisms of replication are involved in both development and evolution. (vi) A conception of evolutionary history which recognises both genetic and non-genetic replicators, lineages of replicators and interactors has advantages over both the radical rejection of the replicator/interactor distinction and the conservative restriction of replication to genetic replication. This book presents a collection of linked essays written by one of the leading philosophers of biology, Kim Sterelny, on the topic of biological evolution. The first half of the book explores most of the main theoretical controversies about evolution and selection. Sterelny argues that genes are not the only replicators: non-genetic inheritance is also extremely important, and is no mere epiphenomenon of gene selection. The second half of the book applies some of these ideas in considering cognitive evolution. Concentrating (...) on the mental capacities of simpler animals rather than those of humans, Sterelny argues for a general distinction between detection and representation, and that the evolution of belief, like that of representation, can be decoupled from the evolution of preference. These essays, some never before published, form a coherent whole that defends not just an overall conception of evolution, but also a distinctive take on cognitive evolution. (shrink)

I could summarise Being There unkindly, but not too inaccurately, as “Language of thought: bad. Everything else: good”. For the book is a fast and approving tour of a menagerie of alternatives to the classic computational theory of the mind. Some of the usual suspects appear— neural nets, connectionism—but they are not interrogated as deeply as the new members of the gang. For example, Clark walks us through some interesting new ideas in neuroscience. But none of the gang are pressed (...) very hard. Clark sketches a lot of interesting ideas but “sketches” is the right word. This is a book for the already sympathetic. For none of the examples are developed in the detail that would be required to convince a sceptic. A second issue concerns integration. Clark develops a number of themes as the book unwinds, but by the conclusion I was still uncertain about the extent to which the ideas in Being There are intended to be a package deal. (shrink)

Andy Clark and David Chalmers claim that cognitive processes can and do extend outside the head.1 Call this the “hypothesis of extended cognition” (HEC). HEC has been strongly criticised by Fred Adams, Ken Aizawa and Robert Rupert.2 In this paper I argue for two claims. First, HEC is a harder target than Rupert, Adams and Aizawa have supposed. A widely-held view about the nature of the mind, functionalism—a view to which Rupert, Adams and Aizawa appear to subscribe— entails HEC. Either (...) HEC is true, or functionalism is false. The relationship between functionalism and HEC goes beyond support for the relatively uncontroversial claim that it is logically or nomologically possible for cognition to extend (the “can” part of HEC); functionalism entails that cognitive processes do extend in the actual world. Second, I argue that the version of HEC entailed by functionalism is more radical than the version that Clark and Chalmers suggest. I argue that it is so radical as to form a counterexample to functionalism. If functionalism is modified to prevent these consequences, then HEC falls victim to Rupert, Adams and Aizawa’s original criticism. An advocate of HEC has two choices: (1) accept functionalism and radical HEC; (2) give up HEC entirely. Clark and Chalmers’ intermediate position of a modest form of HEC is unsustainable. The argument of this paper, although initially appearing to support Clark and Chalmers, ultimately argues against their position. The price of HEC is rampant expansion of the mind into the world, and the implausibility of such expansion is indicative of deep-seated problems with functionalism. The authors demonstrate that unselfish behavior is in fact an important feature of both biological and human nature. Their book provides a panoramic view of altruism throughout the animal kingdom--from self-sacrificing parasites to the human capacity for selflessness--even as it explains the evolutionary sense of such behavior.

Prominent defenders of the extended cognition thesis have looked to evolutionary theory for support. Roughly, the idea is that natural selection leads one to expect that cognitive strategies should exploit the environment, and exploitation of the right sort results in a cognitive system that extends beyond the head of the organism. I argue that proper appreciation of evolutionary theory should create no such expectation. Robert Rupert argues against the view that human cognitive processes comprise elements beyond the boundary of the organism, developing a systems-based conception in place of this extended view. He also argues for a conciliatory understanding of the relation between the computational approach to cognition and the embedded and embodied views.

This chapter analyzes the revolutionary impact of genomic science on the study of evolution, and addresses the issues that modern evolutionary biology has either learned or needs to grapple with in the age of genomics. It suggests that transposable elements are genomic constituents which can result in novel genes or gene functions. The chapter proposes that although epigenetic changes remain compatible with the Modern Synthesis, dissecting the details could possibly result in new insights into the dynamics of the evolutionary process (...) which are not currently considered. In 1809--the year of Charles Darwin's birth--Jean-Baptiste Lamarck published Philosophie zoologique, the first comprehensive and systematic theory of biological evolution. The Lamarckian approach emphasizes the generation of developmental variations; Darwinism stresses selection. Lamarck's ideas were eventually eclipsed by Darwinian concepts, especially after the emergence of the Modern Synthesis in the twentieth century. The different approaches--which can be seen as complementary rather than mutually exclusive--have important implications for the kinds of questions biologists ask and for the type of research they conduct. (...) Lamarckism has been evolving--or, in Lamarckian terminology, transforming--since Philosophie zoologique's description of biological processes mediated by "subtle fluids." Essays in this book focus on new developments in biology that make Lamarck's ideas relevant not only to modern empirical and theoretical research but also to problems in the philosophy of biology. Contributors discuss the historical transformations of Lamarckism from the 1820s to the 1940s, and the different understandings of Lamarck and Lamarckism; the Modern Synthesis and its emphasis on Mendelian genetics; theoretical and experimental research on such "Lamarckian" topics as plasticity, soft (epigenetic) inheritance, and individuality; and the importance of a developmental approach to evolution in the philosophy of biology. In Supersizing the Mind, Andy Clark argues that the human mind is not bound inside the head but extends into body and environment.

The 'developmental systems' perspective in biology is intended to replace the idea of a genetic program. This new perspective is strongly convergent with recent work in psychology on situated/embodied cognition and on the role of external 'scaffolding' in cognitive development. Cognitive processes, including those which can be explained in evolutionary terms, are not 'inherited' or produced in accordance with an inherited program. Instead, they are constructed in each generation through the interaction of a range of developmental resources. The attractors which (...) emerge during development and explain robust and/or widespread outcomes are themselves constructed during the process. At no stage is there an explanatory stopping point where some resources control or program the rest of the developmental cascade. 'Human nature' is a description of how things generally turn out, not an explanation of why they turn out that way. Finally, we suggest that what is distinctive about human development is its degree of reliance on external scaffolding. (shrink)

Shapiro tests these hypotheses against two rivals, the mental constraint thesis and the embodied mind thesis. Collecting evidence from a variety of sources (e.g., neuroscience, evolutionary theory, and embodied cognition) he concludes that the multiple realizability thesis, accepted by most philosophers as a virtual truism, is much less obvious than commonly assumed, and that there is even stronger reason to give up the separability thesis. Where does the mind stop and the rest of the world begin? The question invites two standard replies. Some accept the demarcations of skin and skull, and say that what is outside the body is outside the mind. Others are impressed by arguments suggesting that the meaning of our words "just ain't in the head", and hold that this externalism about meaning carries over into an externalism about mind. It is intended to facilitate the study of interactions between the many factors that influence development without reviving `dichotomous' debates over nature or nurture, gene or environment, biology or culture. Several recent papers have addressed the relationship between DST and the thriving new discipline of evolutionary developmental biology. The contributions to this literature by evolutionary developmental biologists contain three important misunderstandings of DST.

The nature/nurture debate is not dead. Dichotomous views of development still underlie many fundamental debates in the biological and social sciences. Developmental systems theory offers a new conceptual framework with which to resolve such debates. DST views ontogeny as contingent cycles of interaction among a varied set of developmental resources, no one of which controls the process. These factors include DNA, cellular and organismic structure, and social and ecological interactions. DST has excited interest from a wide range of researchers, from (...) molecular biologists to anthropologists, because of its ability to integrate evolutionary theory and other disciplines without falling into traditional oppositions. In the last decade it has become en vogue for cognitive comparative psychologists to study animal behavior in an ‘integrated’ fashion to account for both the ‘innate’ and the ‘acquired’. We will argue that these studies, instead of really integrating the concepts of ‘nature’ and ‘nurture’, rather cement this old dichotomy. They combine empty nativist interpretation of behavior systems with blatantly environmentalist explanations of learning. We identify the main culprit as the failure to take development seriously. While in some areas (...) of biology interest in the relationship between behavior and development has surged through topics such as extragenetic inheritance, niche construction, and phenotypic plasticity, this has gone almost completely unnoticed in the study of animal behavior in comparative psychology, and is frequently ignored in ethology too. The main aims of this paper are to clarify the relationship between the concepts of learning, experience, and development, and to investigate whether and how all three concepts can be usefully deployed in the study of animal behavior. This will require the full integration of the psychological study of behavior into biology, and of the idea of learning into a wider concept of experience. We lay out how, in a systems view of development, learning may just appear as one among many processes in which experience influences behavior. This new synthesis should help to overcome the age-old dualism between innate and acquired. It thereby opens up the possibility of developing scientifically more fruitful distinctions. (shrink)

In this book, Mark Rowlands challenges the Cartesian view of the mind as a self-contained monadic entity, and offers in its place a radical externalist or environmentalist model of cognitive processes. Cognition is not something done exclusively in the head, but fundamentally something done in the world. Drawing on both evolutionary theory and a detailed examination of the processes involved in perception, memory, thought and language use, Rowlands argues that cognition is, in part, a process whereby creatures manipulate and exploit (...) relevant objects in their environment. It is not simply an internal process of information processing; equally significantly, it is an external process of information processing. The paper argues against the central dogma and its interpretation by C. Kenneth Waters and Alex Rosenberg. I argue that certain phenomena in the regulation of gene expression provide a break with the central dogma, according to which sequence specificity for a gene product must be template derived. My thesis of 'molecular epigenesis' with its three classes of phenomena, sequence 'activation', 'selection', and 'creation', is exemplified by processes such as transcriptional activation, alternative cis- and trans-splicing, and RNA editing. It argues (...) that other molecular resources share the causal role of genes; the sequence specificity for the linear sequence of any gene product is distributed between the coding sequence, cis-acting sequences, trans-acting factors, environmental signals, and the contingent history of the cell (thesis of distributed causal specificity). I conclude that the central dogma has unnecessarily restricted genetic research to the sequencing of protein-coding genes, unilinear pathway analyses, and the focus on exclusive specificity. In Cognitive Integration: Attacking The Bounds of Cognition Richard Menary argues that the real pay-off from extended-mind-style arguments is not a new form of externalism in the philosophy of mind, but a view in which the 'internal' and 'external' aspects of cognition are integrated into a whole. Menary argues that the manipulation of external vehicles constitutes cognitive processes and that cognition is hybrid: internal and external processes and vehicles complement one another in the completion of cognitive tasks. However, we cannot (...) make good on these claims without understanding the cognitive norms by which we manipulate bodily external vehicles of cognition. -/- Shaun Gallagher: “Menary sets out some extremely welcome clarifications that help to integrate the models of embodied and extended cognition. He not only provides convincing responses to all of the main objections that have been made against these approaches, he also puts flesh on the integrated model by incorporating concepts such as epistemic action, by expanding the discussion to include a Peircean view of representation, by demonstrating its evolutionary roots, and by exploring its implications for language and cognition. Ideas about heredity and evolution are undergoing a revolutionary change. New findings in molecular biology challenge the gene-centered version of Darwinian theory according to which adaptation occurs only through natural selection of chance DNA variations. In Evolution in Four Dimensions, Eva Jablonka and Marion Lamb argue that there is more to heredity than genes. They trace four "dimensions" in evolution -- four inheritance systems that play a role in evolution: genetic, epigenetic, behavioral, and symbolic. These systems, they argue, can all (...) provide variations on which natural selection can act. Evolution in Four Dimensions offers a richer, more complex view of evolution than the gene-based, one-dimensional view held by many today. The new synthesis advanced by Jablonka and Lamb makes clear that induced and acquired changes also play a role in evolution.After discussing each of the four inheritance systems in detail, Jablonka and Lamb "put Humpty Dumpty together again" by showing how all of these systems interact. They consider how each may have originated and guided evolutionary history and they discuss the social and philosophical implications of the four-dimensional view of evolution. Each chapter ends with a dialogue in which the authors engage the contrarieties of the fictional "I.M.," or Ifcha Mistabra -- Aramaic for "the opposite conjecture" -- refining their arguments against I.M.'s vigorous counterarguments.
