Introduction For philosophers, the current phase of the debate with which this volume is concerned can be taken to have begun in 1986, when Jane Heal and Robert Gordon published their seminal papers (Heal, 1986; Gordon, 1986; though see also, for example, Stich, 1981; Dennett, 1981). They raised a dissenting voice against what was becoming a philosophical orthodoxy: that our everyday, or folk, understanding of the mind should be thought of as theoretical. In opposition to this picture, Gordon and (...) Heal argued that we are not theorists but simulators. For psychologists, the debate had begun somewhat earlier when Heider (1958) produced his work on lay psychology; and in more recent times the psychological debate had continued in developmental psychology and in work on animal cognition. The aim of this paper is to study interpretation, specifically, to work toward an account of interpretation that seems descriptively and explanatorily correct. No account of interpretation can be philosophically helpful, I submit, if it is incompatible with a correct account of what people actually do when they interpret others. My question, then, is: how does the (naive) interpreter arrive at his/her judgments about the mental attitudes of others? Philosophers who have addressed this question have not, in my view, been (...) sufficiently psychological, or cognitivist, even those who are otherwise psychologically inclined. I shall defend some proposals about the activity of interpretation that are, I believe, psychologically more realistic than their chief competitors. (shrink)

We find it natural to say that creatures with minds can be understood ‘from the inside’. The paper explores what could be meant by this attractive but, on reflection, somewhat mysterious idea. It suggests that it may find a hospitable placement, which makes its content and appeal clearer, in one version of the so-called ‘simulation theory’ approach to grasp of psychological concepts. Simulation theory suggests that ability to use imagination in rethinking others’ thoughts and in recreating their trains of reasoning (...) is central to our grasp and use of psychological concepts.On this view to think of another’s mind is not to think of some intricate quasi-mechanical assemblage of items in the other’s head which causally explain her behavior. If this is all that the ‘inside’ of another person, i.e. her mind, were like, then there would be no question of anything being ‘from’ it. The simulation view, however, emphasizes that thoughts essentially have content and that identifying another’s thought, and working out its possible effects, involves identifying its content and oneself entertaining thoughts with the same content.So, on this approach, to think of another’s mind is to think of a complex but rationally unified set of thoughts, a set which is conceived as had by one subject but where the contents and relations can be grasped and appreciated by another. Some of these thoughts will be indexical and the whole can thus be said to constitute the subject’s point of view on the world, both literally and metaphorically. Grasping this point of view is, the paper suggests, what is meant by speaking of ‘understanding from the inside’. (shrink)

The debate over off-line simulation has largely focussed on the capacity to predict behavior, but the basic idea of off-line simulation can be cast in a much broader framework. The central claim of the off-line account of behavior prediction is that the practical reasoning mechanism is taken off-line and used for predicting behavior. However, there's no reason to suppose that the idea of off-line simulation can't be extended to mechanisms other than the practical reasoning system. In principle, any cognitive component (...) can be taken off-line and used to perform some other function. On this view of off-line simulation, such accounts differ radically from traditional information-based accounts of cognitive capacities. And cognitive penetrability provides a wedge for empirically determining whether a capacity requires an information-based account or an off-line simulation account. Stich and Nichols (1992) argued that the simulation theory of behavior prediction was inadequate because behavior prediction seemed to be cognitively penetrable. We present empirical evidence that supports the claim that the behavior prediction is cognitively penetrable. As a result, the simulation account of behavior prediction still seems unpromising. However, off-line simulation might provide accounts of other cognitive capacities. Indeed, off- line simulation accounts have recently been offered for a strikingly diverse set of capacities including counterfactual reasoning, empathy and mental imagery. Goldman, for instance, maintains that counterfactual reasoning and empathy clearly demand off-line simulation accounts. We argue that there are alternative information-based explanations of these phenomena. Nonetheless, the off-line accounts of these phenomena are interesting and clearly worthy of further exploration. Motor imagery typically involves an experience as of moving a body part. Recent studies reveal close parallels between the constraints on motor imagery and those on actual motor performance. How are these parallels to be explained? We advance a simulative theory of motor imagery, modeled on the idea that we predict and explain the decisions of others by simulating their decision-making processes. By proposing that motor imagery is essentially off-line motor action, we explain the tendency of motor imagery to mimic (...) motor performance. We close by arguing that a simulative theory of motor imagery gives (modest) support to and illumination of the simulative theory of decision-prediction. (shrink)

Simulation Theory says we need not rely exclusively on prepositional knowledge of other minds in order to explain the actions of others. Seeking to know what you will do, I imagine myself in your situation, and see what decision I come up with. I argue that this conception of simulation naturally generalizes: various bits of our mental machine can be run‘off‐line’, fulfilling functions other than those they were made for. In particular, I suggest that visual imagery results when the visual (...) system is run off‐line. Heal (1996a) maintains that evidence of cognitive penetrability doesn't determine whether stimulation theory or theory theory wins. Given the wide variety of mechanisms and processes that get called ‘simulation’, we argue that it's not useful to ask‘who wins?’. The label ‘simulation’picks out no natural or theoretically interesting category. We propose a more fine‐grained taxonomy and argue that some processes that have been labelled ‘simulation’, eg.,‘actual‐situation‐simulation’, clearly do exist, while other processes labelled ‘simulation’, e.g., ‘pretence‐driven‐off‐line‐simulation’are quite controversial. We do concede that (...) evidence of cognitive penetrability isn't decisive evidence against pretence‐driven‐off‐line‐simulation. Nonetheless, advocates of pretence‐driven‐off‐line‐simulation need to provide some explanation of the experimental evidence of penetrability. We argue that Heal's suggestion that simulation is restricted to‘rational’processes is unprincipled, and we offer an alternative proposal for restricted simulation. (shrink)

Can we understand other minds ‘from the inside’? What would this mean? There is an attraction which many have felt in the idea that creatures with minds, people, invite a kind of understanding which inanimate objects such as rocks, plants and machines, do not invite and that it is appropriate to seek to understand them ‘from the inside’. What I hope to do in this paper is to introduce and defend one version of the so-called ‘simulation’ approach to our grasp (...) and use of psychological concepts, a version which gives central importance to the idea of shared rationality, and in so doing to tease out and defend one strand in the complex of ideas which finds expression in this mysterious phrase. This paper explores two models of empathy. One model places theory centre stage; the other emphasises our capacity to re‐enact fragments of another's mental life. I argue that considerations of parsimony strongly support the latter, simulative approach. My results have consequences for the current debate between the theory‐theory and simulation theory. That debate is standardly conceived as a debate about mental state attribution rather than about empathy. However, on the simulation model, empathy and mental state attribution involve a common mechanism. (...) Thus the strength of the simulative approach to empathy lends considerable credence to the simulation account of mental state attribution. Stephen Stich and Shaun Nichols advance the debate over folk psychology with their vivid depiction of the contest between the simulation theory and the theory-theory (Stich & Nichols, this issue). At least two aspects of their presentation I find highly congenial. First, they give a generally fair characterization of the simulation theory, in some respects even improving its formulation. Though I have a few minor quarrels with their formulation, it is mostly quite faithful to the version which I have found (...) attractive (Goldman, 1989).Second, I concur with Stich and Nichols in their assertion that the theory-theory and the simulation theory are the only two games in town. Where I disagree, of course, is in Stich and Nichols’s contention that their arguments so dim the prospects of the simulation theory that it should no longer be taken seriously. On the contrary, I shall maintain, the simulation theory remains a very plausible contender, and should receive careful and respectful consideration in the continuing investigation. (shrink)

Cognitive science typically postulates unconscious mental phenomena, computational or otherwise, to explain cognitive capacities. The mental phenomena in question are supposed to be inaccessible in principle to consciousness. I try to show that this is a mistake, because all unconscious intentionality must be accessible in principle to consciousness; we have no notion of intrinsic intentionality except in terms of its accessibility to consciousness. I call this claim the The argument for it proceeds in six steps. The essential point is that (...) intrinsic intentionality has aspectual shape: Our mental representations represent the world under specific aspects, and these aspectual features are essential to a mental state's being the state that it is. A new class of visuomotor neuron has been recently discovered in the monkey’s premotor cortex: mirror neurons. These neurons respond both when a particular action is performed by the recorded monkey and when the same action, performed by another individual, is observed. Mirror neurons appear to form a cortical system matching observation and execution of goal-related motor actions. Experimental evidence suggests that a similar matching system also exists in humans. What might be the functional role of this matching system? One (...) possible function is to enable an organism to detect certain mental states of observed conspecifics. This function might be part of, or a precursor to, a more general mind-reading ability. Two different accounts of mind-reading have been suggested. According to “theory theory‘, mental states are represented as inferred posits of a naive theory. According to “simulation theory‘, other people’s mental states are represented by adopting their perspective: by tracking or matching their states with resonant states of one’s own. The activity of mirror neurons, and the fact that observers undergo motor facilitation in the same muscular groups as those utilized by target agents, are findings that accord well with simulation theory but would not be predicted by theory theory. Three major questions should be answered by any theory of “folk psychology”, or mentalizing. The first question concerns the contents of mental concepts; the second concerns the processes of mental-state attribution ; and the third concerns the development or acquisition of mentalizing skills. Some major problems are presented for different variants of the “theory-theory” approach, namely, philosophical functionalism, the child-scientist approach, and the modularist approach. The approach favored here is an “introspection-simulation” approach: introspection as an account of first-person mental-state attribution, (...) and simulation as an account of third-person mental-state attribution. The simulationist part of the story is clarified and defended in some detail, including a discussion of the relation between knowledge and simulation. Special attention is given to empirical findings that support the notion that pretend states could really be “facsimiles” of their genuine counterparts, a relationship that seems to be required if simulation is to produce successful mental-state attributions. : Stich, Nichols et al. assert that the process of deriving predictions by simulation must be cognitively impenetrable. Hence, they claim, the occurrence of certain errors in prediction provides empirical evidence against simulation theory. But it is false that simulation‐derived prediction must be cognitively impenetrable. Moreover the errors they cite, which are instances of irrationality, are not evidence against the version of simulation theory that takes the central domain of simulation to be intelligible transitions between states with content.

A central goal of contemporary cognitive science is the explanation of cognitive abilities or capacities. [Cummins 1983] During the last three decades a wide range of cognitive capacities have been subjected to careful empirical scrutiny. The adult's ability to produce and comprehend natural language sentences and the child's capacity to acquire a natural language were among the first to be explored. [Chomsky 1965, Fodor, Bever & Garrett 1974, Pinker 1989] There is also a rich literature on the ability to solve (...) mathematical problems [Greeno 1983], the ability to recognize objects visually [Rock 1983, Gregory 1970, Marr 1982], the ability to manipulate and predict the behavior of middle sized physical objects [McClosky 1983, Hayes 1985], and a host of others. The essays in this volume make it abundantly clear that there is no shortage of disagreement about the plausibility of the simulation theory. As we see it, there are at least three factors contributing to this disagreement. In some instances the issues in dispute are broadly empirical. Different people have different views on which theory is favored by experiments reported in the literature, and different hunches about how future experiments are likely to turn out. In 3.1 and 3.3 we will (...) consider two cases that fall under this heading. With a bit of luck these disputes will be resolved as more experiments are done and more data become available. Faulty arguments are a second source of disagreement. In 3.2 and 3.4 we will set out two dubious arguments advanced by our critics and try to explain exactly why we think they are mistaken. The third source of disagreement is terminological. Terms like "theory-theory," "simulation theory" and a number of others are often not clearly defined, and they are used in different ways by different authors. (Worse yet, we suspect they are sometimes used in different ways by a single author on different occasions). Thus it is sometimes the case that what appears to be a substantive disagreement turns out to be simply a verbal dispute. Moreover, since the labels "theory-theory" and "simulation theory" are each used to characterize a broad range of theories, it may well turn out that some of the theories falling under both headings are correct. In Sections 1 and 2, we will set out a variety of different views for which the labels "theory-theory" and "simulation theory" might be used. As we proceed we'll point out a number of places where disagreements diminish when distinctions among different versions of the theory-theory and the simulation theory are kept clearly in mind. It is generally assumed that the debate between theory‐theory and simulation theory is an empirical one, but this view of the structure of the debate is misleading. It is an a priori truth that theory‐theory is mistaken and equally a priori that simulation in one sense (here labelled ‘co‐cognition’) is central in thinking about the thoughts of others. Given this, it is a further question how our co‐cognitive powers are realized in sub‐personal machinery.
