Was wissen Sie über Kosovo? Nicht genug. Nicht genug jedenfalls über objektive, wertfrei vorgegebene Fakten, mit deren Hilfe man verantwortungsethische Bewertungen des NATO-Angriffs begründen könnte. Trotzdem halte ich drei wertende Aussagen über den Kosovo-Konflikt für vernünftig. Sie lauten (in alphabetischer Reihenfolge): Der bewaffnete Kampf der Albaner im Kosovo war moralisch falsch. Die Militäreinsätze der Serben im Kosovo waren moralisch falsch (schon vor Beginn der NATO-Bombardements und erst recht danach). Und schliesslich: Die Luftschläge des Westens gegen Serbien (...) waren moralisch falsch. Insbesondere diese letzte Behauptung ist der Zielpunkt des Aufsatzes. Mein Plädoyer für diese Behauptung verläuft auf einem dritten Weg zwischen der gesinnungsethischen Position pazifistischer Rigoristen und der verantwortungsethischen Position ihrer Kontrahenten. Die grundlegende Richtlinie für meine Untersuchung besteht darin, keine Behauptungen als objektiv auszugeben, die in Wirklichkeit auf Wertungen beruhen. Schon beim Blick auf die Vorkriegs- und Kriegsgeschehnisse im Kosovo kommen wir nicht ohne die Hilfe von Werten aus; und ich plädiere dafür, diese Geschehnisse im Lichte einer verzweifelten Menschenliebe anzusehen: Daraus ergibt sich eine neue Form von Pazifismus. Pacifists and their opponents disagree not only about moral questions, but rather often about factual questions as well—as seen when looking at the controversy surrounding the crisis in Kosovo. According to my reconstruction of pacifism, this is not surprising since the pacifist,legitimately, looks at the facts in the light of her system of value. Her opponent, in turn, looks at the facts in the light of an alternative value system, and the quarrel between the two parties about supposedly descriptive (...) matters never ceases, as there is no objective reality about the war in question that could settle the issue.In my view, the pacifist's value-laden way of looking at reality implicitly obeys three epistemic imperatives. First, the Epistemic Imperative concerning Human Nature ("Resist demonizing the other side; always try to understand the case from the other point of view"). Second, the Epistemic Imperative concerning Non-Violent Alternatives ("Always search for non-violent alternatives to military action"). Third, the Epistemic Imperative concerning Uncontrolled Escalation ("Hone your senses to the uncontrolled, irreversible side effects of military action, particularly to the danger of military escalation leading to another world war"). Objective reality has no way of telling us how far we should go in following these imperatives. Rather, we have to make the decision about how far we are going to take them ourselves. In this way, the pacifist's epistemic imperatives are comparable to Kant's regulative principles. (shrink)

Wer humanitäre Kriege moralisch beurteilen will, muss sich in einem chaotischen Meer der Möglichkeiten auskennen; er muss (z.B. in der Rückschau) wissen, was geschehen wäre, hätten sich die Akteure anders entschieden. Solche Fragen betreffen keine Fakten, sondern Kontrafakten; mit kühlem Realitätssinn alleine ist diesen Fragen nicht beizukommen. Im Herzstück dieses Aufsatzes steht eine erkenntnistheoretische Analyse kontrafaktischer Sätze (VI-XIII). Wenn ich recht liege, müssen wir uns bei der Beurteilung solcher Sätze nicht nur an die harten Fakten halten; zusätzlich brauchen wir weichere (...) Beurteilungskriterien wie Einfühlungsvermögen, narrative Intelligenz, Phantasie – und Werthaltungen. Dass eine bestimmte Form von Pazifismus im Lichte dieser erkenntnistheoretischen These an Plausibilität gewinnt, versuche ich in den Schlussabschnitten anhand des Kosovo-Kriegs plausibel zu machen. Der Aufsatz beginnt mit ausserrationalen Betrachtungen zugunsten des Pazifismus und versucht insgesamt, allerlei angeblich vernünftigen Gegenargumenten den Wind aus den Segeln zu nehmen. (shrink)

Pazifisten und deren Gegner streiten sich meist nicht bloss über moralische, sondern auch über faktisch-deskriptive Fragen. Zum Beispiel sind beide Seiten bei der Kosovo-Krise (1998/9) zu völlig entgegengesetzten Beschreibungen gekommen. Laut meiner Rekonstruktion des Pazifismus ist das keine Überraschung, weil der Pazifist die Fakten legitimerweise im Lichte seines Systems von Werten betrachtet. Seine Gegnerin betrachtet die Fakten dagegen im Lichte eines alternativen Wertsystems, und der Streit zwischen den beiden Parteien, der sich angeblich auf wertfrei deskriptivem Boden bewegt, kommt zu (...) keinem Ende, weil es keine objektiven Tatsachen aus dem betreffenden Krieg gibt, die den Streit für die eine oder die andere Seite eindeutig entscheiden könnten. Wenn ich recht habe, lässt sich die wertbeladene Weltsicht des Pazifisten als eine Befolgung dreier epistemischer Imperative verstehen: Erstens befolgt er den epistemischen Imperativ zur Natur des Menschen ("Wehre Dich gegen Dämonisierungen der Gegenseite; versuche immer, den Fall aus der Sicht der Gegenseite zu verstehen"). Zweitens befolgt er den epistemischen Imperativ zugunsten friedfertiger Alternativen ("Suche immer nach friedfertigen Alternativen zum geplanten Militäreinsatz"). Und drittens befolgt er den epistemischen Imperativ bezüglich unkontrollierbarer Eskalation ("Schärfe deinen Blick für unkontrollierbare, irreversible Nebenfolgen des militärischen Einsatzes, und achte besonders auf die Gefahr, dass ein weiterer Weltkrieg ausbrechen könnte"). Nicht die objektive Realität entscheidet darüber, wie weit man bei der Befolgung dieser Imperative gehen sollte. Die Entscheidung hängt vielmehr von uns selbst ab – so ähnlich wie im Fall einer Naturwissenschaftlerin, die sich dafür entscheidet, hinter dem Chaos des Mannigfaltigen noch nach einer gemeinsamen Tiefenstruktur zu suchen. Diese Parallele hat eine überraschende Konsequenz. Die epistemischen Imperative des Pazifisten können mit Kants regulativen Prinzipien verglichen werden, die laut Kant notwendig sind, um unseren naturwissenschaftlichen Untersuchungen eine Orientierung zu geben. Und wenn sich also die Erkenntnismethode des Pazifisten in entscheidender Hinsicht nicht von der naturwissenschaftlichen Erkenntnismethode unterscheidet, dann verdienen die Pazifisten einen Vorwurf ganz sicher nicht: den Vorwurf, auf irrationale Weise blind zu sein für die harten Wirklichkeiten. Selbst wer den Pazifismus ablehnt, sollte ihm nicht den intellektuellen Respekt verweigern. Dass der Pazifismus in der Tat eine attraktive Position darstellt, werde ich am Ende meiner Überlegungen plausibel zu machen versuchen. (shrink)

The post-conflict societies of Bosnia and Kosovo continue to be plagued by the deleterious effects of ethno-nationalism and ethnic enclaves. Unfortunately, this mix impedes both democracy and peace building within these Balkan countries. One way to promote such building is for these enclaves to collapse, thereby allowing multiethnic societies to develop. This essay proposes that enclaves be dealt with physically by ridding them of those evocative objects that help to create and maintain enclaves. By getting physical in this way, (...) however, we find ourselves in a dilemma, caught on the horns of legality and expediency. Yet there is a promising path between the horns that involves civic design. This essay offers a physicalist theory of managing these impediments to democracy and peace building, beginning with four hypotheses, followed by an abstraction and mathematization in the form of a matrix, a dilemma arising from these hypotheses, and possible solutions. Seit kurzem wird des öfteren in Deutschland die Ansicht geäußert, Deutschland solle nun seine fremdenfeindliche Vergangenheit im Zweiten Weltkrieg endlich hinter sich lassen und von nun ab als >>normalisiertes<< Land der Zukunft gegenübertreten. Diese Meinung entsteht aus der Voraussetzung, daß Deutschland durch seine Geschichte von Xenophobie und Genozid im Zweiten Weltkrieg als abnormal, als ungewöhnlich gekennzeichnet ist. Aber das ist nicht wahr. Deutschlands blutige Geschichte ist mit derjenigen der Vereinigten Staaten, Großbritanniens, der Niederlande, Rußlands, Chinas, Japans, der Türkei, Vietnams, Kambodschas, (...) Somalias, Ruandas, des Irak, des Kosovo, Bosniens, und anderer Länder vergleichbar. Zu vergleichen bedeutet weder zu relativieren, noch zu entschuldigen, sondern bloß anzuerkennen, daß die Verbrechen gegen die Menschlichkeit, die in verschiedenen Ländern stattfinden, einige gemeinsame Eigenschaften haben. Although hypointellectuals have long been a part of our cultural landscape, it is in post-conflict societies, such as those in Bosnia and Kosovo, that there has arisen a strong need for a different breed of intellectual, one who is more than simply a social critic, an educator, a person of action, and a compassionate individual. Enter the non-partisan intellectual—the hyperintellectual. It is the hyperintellectual, whose non-partisanship is manifested through a reciprocating critique and defense of both the nationalist enterprise and (...) strong interventionism of the International Community, who strives to create a climate of understanding and to enlarge the moral space so as to reduce the divisiveness between opposing parties. It is in this way that the hyperintellectual acts as a catalyst for the creation of a democratic culture within the civil societies of Bosnia and Kosovo. (shrink)

[1] If asked to name career diplomats who have tackled some very difficult international crises, many foreign policy makers would put Richard Holbrooke near the top of the list. Not many negotiators have wielded moral principle, power, and reason as well as Holbrooke. His book on the Bosnia negotiations leading up to the 1995 Dayton Peace Agreement is timely, given the ethnic cleansing that is being carried out in Kosovo, a southern province of Yugoslavia's Serb Republic. Once again we (...) are faced with unrest in the Balkans. We have seen the daily newspaper headlines change from "24 Albanian Men Killed in Kosovo" and "Hopes Fade for New Kosovo Talks" to "NATO Air Campaign Expanded" and "Chinese Embassy Bombed in Belgrade." Although talk of "Bosnian Muslims," "the Bosnian Army" and "Srebrenica' has been replaced with "Kosovars," "the Kosovo Liberation Army," and "Rogovo," two of the main actors in the Bosnia negotiations have returned to put their stamp on the Kosovo negotiations: President Slobodan Milosevic and U.S. envoy Richard Holbrooke. Unfortunately, Holbrooke's words that begin the last paragraph of his book seem to have come true: "There will be other Bosnias in our lives." With that in mind, Holbrooke's book will best he appreciated as a harbinger of things to come in Kosovo and elsewhere. (shrink)

The world's political and military leaders are under increasing pressure to intervene in the affairs of sovereign nations. Although the sovereignty of states and the corollary principle of nonintervention have been part of the foundation of international law, there is some latitude for states, as well as collective security organizations, to intervene in another state's domestic and foreign affairs, thus making sovereignty and the principle less than absolute. In this paper I first sketch a reasonable foundation for sovereignty of states (...) and the principle of nonintervention. Second, I offer a decision-making procedure for justified intervention. Finally, I argue that there is an important difference between the strategic argument and the humanitarian argument, a difference that may have profound implications for the future use of the latter argument by our political leaders.
