Thomas Kuhn ve svých pozdějších pracích ostře napadá tzv. silný program sociologie vědění a důsledně se vůči němu vymezuje. Tato skutečnost je zajímavá z toho důvodu, že představitelé silného programu se naopak ke Kuhnovi otevřeně hlásí a vydatně čerpají z jeho díla, neboť v něm spatřují řadu klíčových myšlenek, které implikují možnost sociologické analýzy vědeckého poznání. Cílem této studie je kriticky přezkoumat Kuhnovu kritiku silného programu a zhodnotit její oprávněnost. V první části je za tímto účelem nejprve rekonstruováno (...) Kuhnovo pojetí silného programu, jež je posléze porovnáno s pracemi jeho zakladatelů Davida Bloora a Barryho Barnese, v nichž je silný program teoreticky rozvíjen. V další části jsou Kuhnovy argumenty proti silnému programu konfrontovány s vybranou historickou studií, v níž je silný program aplikován v praxi. Třetí část pak obrací pozornost ke Kuhnovu vlastnímu pojetí vědy, které je v ní porovnáno se silným programem právě v těch aspektech, jež na něm Kuhn kritizuje. (shrink)

Tématem studie je dosud neprobádaná oblast vnějších dějin vzniku sociologie vědeckého poznání. Jejím záměrem je analýza vnějších faktorů, které se podílely na vzniku této disciplíny, a to za účelem nalezení odpovědi na otázku, proč vznikla právě v sedmdesátých letech minulého století na Oddělení pro studium vědy při Edinburské univerzitě a právě v podobě tzv. silného programu sociologie vědění. Skrze postavu zakladatele edinburského Oddělení pro studium vědy C. H. Waddingtona se studie zaměřuje konkrétně na dvě epizody, a to na vznik politicky (...) angažovaného hnutí britských levicových vědců ve třicátých letech prosazujících myšlenku sociální funkce vědy a na politizaci tzv. problému dvou kultur v poválečné Velké Británii, která vedla ke změně britské vědní politiky a k reformám britského systému vzdělání. Závěrečná část studie pak věnuje pozornost individuálním zájmům těch členů edinburského Oddělení pro studium vědy, kteří stáli za bezprostředním vznikem silného programu. (shrink)

Význam Thomase Kuhna z hlediska jeho vlivu na další vývoj představ o povaze vědy a konkrétně na vznik tzv. sociologie vědeckého poznání bývá dnes běžně spojován s jeho Strukturou vědeckých revolucí, zatímco jeho starším historickým pracím je v tomto ohledu jen zřídkakdy věnována pozornost. Příspěvek analyzuje právě tyto práce a pokouší se charakterizovat základní metodologické rysy Kuhnova přístupu k dějinám vědy, který je v nich uplatňován. Prostřednictvím jejich porovnání s metodologickými východisky rané sociologie vědeckého poznání se snaží zjistit, nakolik lze (...) již Kuhnovy historické práce považovat za významné ze sociologické perspektivy. Jelikož tyto práce pocházejí z doby, kdy byla historiografie vědy pod výrazným vlivem Alexandra Koyrého, příspěvek zkoumá také metodologická východiska jeho prací, aby bylo možno zjistit, do jaké míry se Kuhnův přístup vymykal standardní poválečné historiogra) i vědy navazující na Koyrého tradici. The conditions animals experience during the early developmental stages of their lives can have critical ongoing effects on their future health, welfare, and proper development. In this paper we draw on evolutionary theory to improve our understanding of the processes of developmental programming, particularly Predictive Adaptive Responses (PAR) that serve to match offspring phenotype with predicted future environmental conditions. When these predictions fail, a mismatch occurs between offspring phenotype and the environment, which can have long-lasting health and welfare effects. Examples (...) include metabolic diseases resulting from maternal nutrition and behavioral changes from maternal stress. An understanding of these processes and their evolutionary origins will help in identifying and providing appropriate developmental conditions to optimize offspring welfare. This serves as an example of the benefits of using evolutionary thinking within veterinary science and we suggest that in the same way that evolutionary medicine has helped our understanding of human health, the implementation of evolutionary veterinary science (EvoVetSci) could be a useful way forward for research in animal health and welfare. Some properties are causally relevant for a certain effect, others are not. In this paper we describe a problem for our understanding of this notion and then offer a solution in terms of the notion of a program explanation.

The biomedical literature makes extensive use of the concept of a genetic program. So far, however, the nature of genetic programs has received no satisfactory elucidation from the standpoint of computer science. This unsettling omission has led to doubts about the very existence of genetic programs, on the grounds that gene regulatory networks lack a predetermined schedule of execution, which may seem to contradict the very idea of a program. I show, however, that we can make perfect sense (...) of genetic programs, if only we abandon the preconception that all computers have a von Neumann architecture. Instead, genetic programs instantiate the computational architecture of Post–Newell Production Systems. That is, genetic programs are unordered sets of conditional instructions, instructions that fire independently when their conditions are matched. For illustration I present a paradigm Production System that regulates the functioning of the well-known lac operon of E. coli. On close reflection it turns out that not only genes, but also proteins encode instructions. I propose, therefore, to rename genetic programs to biomolecular programs. Biomolecular and/or genetic programs, and the cellular computers than run them, are to be understood not as von Neumann computers, but as Post–Newell production systems. (shrink)

A nation’s economy runs on the knowledge and skills of its people.Quality assurance mechanisms for higher education institutions must take cognizance of the graduates' acquisition of skills to become productive and contributory for societal development. The study is a quantitative survey assessing the attainment of the immediate program learning outcomes of the graduating Bachelor of Science in Information Technology of one campus of a public higher education institution in the Philippines. It also assessed the introspection and level of satisfaction (...) of the graduates in their studies. Findings disclosed that the graduates have a high level of attainment of the program's learning outcomes and a high level of satisfaction. The high school where the respondents graduated is the single variable that defined the difference in attainment of program intended learning outcomes. As to the graduates' introspections, themost significant percentage of them learned the program from family, relatives, and friends. Reasons for pursuing the degree program are because of parents’ influence, prestige of IT profession. Meanwhile, the university's reputation, affordable tuition fees, and proximity to home were the factors affecting the enrolment in the BSIT program. The findings will be the basis for strategic program interventions of the program. (shrink)

According to Peter Galison, the coordination of different “subcultures” within a scientific field happens through local exchanges within “trading zones.” In his view, the workability of such trading zones is not guaranteed, and science is not necessarily driven towards further integration. In this paper, we develop and apply quantitative methods (using semantic, authorship, and citation data from scientific literature), inspired by Galison’s framework, to the case of the disunity of high-energy physics. We give prominence to supersymmetry, a concept that has (...) given rise to several major but distinct research programs in the field, such as the formulation of a consistent theory of quantum gravity or the search for new particles. We show that “theory” and “phenomenology” in high-energy physics should be regarded as distinct theoretical subcultures, between which supersymmetry has helped sustain scientific “trades.” However, as we demonstrate using a topic model, the phenomenological component of supersymmetry research has lost traction and the ability of supersymmetry to tie these subcultures together is now compromised. Our work supports that even fields with an initially strong sentiment of unity may eventually generate diverging research programs and demonstrates the fruitfulness of the notion of trading zones for informing quantitative approaches to scientific pluralism. The article presents the reasons for which the issue of providing housing to low-income citizens has been a real challenge in Addis Ababa during the recent years and will continue to be, given that its population is growing extremely fast. It examines the tensions between the universal aspirations and the local realities in the case of some of Ethiopia’s most ambitious mass pro-poor housing schemes, such as the “Addis Ababa Grand Housing Program” (AAGHP), which was launched in 2004 and (...) was integrated in the “Integrated Housing Development Program” (IHDP) in 2006. The article argues that the quotidian practices of communities and their socio-economic and cultural characteristics are related to the spatial attributes of co-housing practices. Drawing upon the idea that there is a mutual correspondence between social and spatial structures, it places particular emphasis on the analysis of the IHDP and aims to show that to shape strategies that take into account the social and cultural aspects of daily life of the poor citizens of Addis Ababa, it is pivotal to invite them to take part in the decision-making processes regarding their resettlement. Departing from the fact that a large percentage of the housing supply in Addis Ababa consists of informal unplanned housing, the article also compares the commoning practices in kebele houses and condominium units. The former refers to the legal informal housing units owned by the government and rented to their dwellers, whereas the latter concerns the housing blocks built in the framework of the IHDP for the resettlement of the kebele dwellers. The article analyzes these processes of resettlement, shedding light of the fact that kebele houses were located at the inner city, whereas the condominiums are located in the suburbs. Despite the fact that the living conditions in the condominium units are of a much higher quality than those in the kebele houses, their design underestimated or even neglected the role of the commoning practices. The article highlights the advantages of commoning practices in architecture and urban planning, and how the implementation of participation-oriented solutions can respond to the difficulties of providing housing. It argues that understanding the significance of the endeavors that take into account the opinions of dwellers during the phase of decision-making goes hand in hand with considering commoning practices as a source of architecture and urban planning frameworks for low-cost housing in this specific context. The key argument of the article is that urban planning and architecture solutions in Addis Ababa should be based on the principles of the so-called “negotiated planning” approach, which implies a close analysis of the interconnections between planning, infrastructure, and land. Large sets of elements interacting locally and producing specific architectures reliably form a category that transcends the usual dividing line between biological and engineered systems. We propose to call them morphogenetically architected complex systems (MACS). While taking the emergence of properties seriously, the notion of MACS enables at the same time the design (or “meta-design”) of operational means that allow controlling and even, paradoxically, programming this emergence. To demonstrate our claim, we first show that among all the self-organized systems studied (...) in the field of Artificial Life, the specificity of MACS essentially lies in the close relation between their emergent properties and functional properties. Second, we argue that to be a MACS a system does not need to display more than weak emergent properties. Third, since the notion of weak emergence is based on the possibility of simulation, whether computational or mechanistic via machines, we see MACS as good candidates to help design artificial self-architected systems (such as robotic swarms) but also harness and redesign living ones (such as synthetic bacterial films). Turner argues that computer programs must have purposes, that implementation is not a kind of semantics, and that computers might need to understand what they do. I respectfully disagree: Computer programs need not have purposes, implementation is a kind of semantic interpretation, and neither human computers nor computing machines need to understand what they do.

We review some of the work already done around the notion of phenomenal intentionality and propose a way of turning this body of work into a self-conscious research program for understanding intentionality.

As the philosophy of policing shifts from a traditional to a community-based approach, its implementation needs to be assessed. The study determined the program implementation of community-oriented policing in the town of Dumingag Zamboanga del Sur and its effectiveness in crime reduction from 2014 to 2018. The study employed a descriptive-survey method with the questionnaire-checklist as the main instrument used in gathering the data and information. The survey questionnaire underwent an evaluation process by field expert and tested using Cronbach’s (...) alpha. Weighted Arithmetic Mean, Percentage and ANOVA were the statistical tools used in the data analyses. The participants were PNP, residents, and Barangay Officials of Dumingag, Zamboanga del Sur. The results showed that PNP and Barangay officials perceived that the extent of community- oriented policing in Dumingag was implemented without lapses. However, residents rated that the implementation has minimal lapses. The study also revealed that there was a reduction of crimes committed for the past five years of the implementation. The result shows a significant difference among the perceived extent of implementation of the three groups of respondents. (shrink)

Background: Besides regulatory learning skills, learning also requires students to relate to their social context and negotiate it as they transition and adjust to medical training. As such, there is a need to consider and explore the role of social and cultural aspects in student learning, particularly in problem-based learning, where the learning paradigm differs from what most students have previously experienced. In this article, we report on the findings of a study exploring first-year medical students’ experiences during the first (...) semester of an undergraduate problem-based learning medical program at an African medical school. Method: We employed a qualitative case study approach using in-depth interviews with 23 first-year medical students. Participants ranged in age from 18 to 25 years. All students were bi/multilingual (some spoke three to five languages), with English as the learning language. We conducted an inductive thematic analysis to systematically identify and analyze patterns in the data using the Braun and Clarke framework. Results: Before medical school, students worked hard to compete for admission to medical school, were primarily taught using a teacher-centered approach, and preferred working alone. At the beginning of medical school, students found it challenging to understand the problem-based learning process, the role of the case, speaking and working effectively in a group, managing a heavy workload, and taking increased responsibility for their learning. By the end of the first semester, most students were handling the workload better, were more comfortable with their peers and facilitators, and appreciated the value of the problem-based learning approach. Conclusions: Our study highlights the importance of interrogating contextual sociocultural factors that could cause tension when implementing problem-based learning in non-western medical schools. Adjustment to problem-based learning requires a conceptual and pedagogic shift towards learner-centered practice, particularly concerning self direction, the role of the case, and collaborative learning. As such, there is a need to develop and implement research informed learning development programs that enable students to reflect on their sociocultural beliefs and practices, and enhance their regulatory learning competence to optimize meaningful and early engagement with the problem based learning process. We present SASC, Self-Adaptive Semantic Crossover, a new class of crossover operators for genetic programming. SASC operators are designed to induce the emergence and then preserve good building-blocks, using metacontrol techniques based on semantic compatibility measures. SASC performance is tested in a case study concerning the replication of investment funds.

The Simulation Hypothesis proposes that all of reality is in fact an artificial simulation, analogous to a computer simulation. Outlined here is a method for programming relativistic mass, space and time at the Planck level as applicable for use in Planck Universe-as-a-Simulation Hypothesis. For the virtual universe the model uses a 4-axis hyper-sphere that expands in incremental steps (the simulation clock-rate). Virtual particles that oscillate between an electric wave-state and a mass point-state are mapped within this hyper-sphere, the oscillation driven (...) by this expansion. Particles are assigned an N-S axis which determines the direction in which they are pulled along by the expansion, thus an independent particle motion may be dispensed with. Only in the mass point-state do particles have fixed hyper-sphere co-ordinates. The rate of expansion translates to the speed of light and so in terms of the hyper-sphere co-ordinates all particles (and objects) travel at the speed of light, time (as the clock-rate) and velocity (as the rate of expansion) are therefore constant, however photons, as the means of information exchange, are restricted to lateral movement across the hyper-sphere thus giving the appearance of a 3-D space. Lorentz formulas are used to translate between this 3-D space and the hyper-sphere co-ordinates, relativity resembling the mathematics of perspective. (shrink)

Hilbert’s program was an ambitious and wide-ranging project in the philosophy and foundations of mathematics. In order to “dispose of the foundational questions in mathematics once and for all,” Hilbert proposed a two-pronged approach in 1921: first, classical mathematics should be formalized in axiomatic systems; second, using only restricted, “finitary” means, one should give proofs of the consistency of these axiomatic systems. Although Gödel’s incompleteness theorems show that the program as originally conceived cannot be carried out, it had (...) many partial successes, and generated important advances in logical theory and metatheory, both at the time and since. The article discusses the historical background and development of Hilbert’s program, its philosophical underpinnings and consequences, and its subsequent development and influences since the 1930s. Trans theory is characterized in part by the apparent tension between discursive analyses of cisgender society and phenomenological descriptions of trans experiences. While traditional inquiry into the history of philosophy proposes an interminable opposition between phenomenology and discourse analysis, Rubin’s alternative suggestion is that within the domain of trans studies that they fulfill complimentary dimensions of investigation. Discourse analysis and phenomenology converge in trans studies because they are submitted to the same ethical and political imperative: the systematic development of the (...) trans archive. Both discourse analysis and phenomenology as methods in trans studies are directed toward the development of a genuinely trans history, perspective, and theory, with special methodological consideration toward the way that this perspective is misunderstood or obscured by dominant frameworks within cisgender society. In what follows, I provide a brief reconstruction of two major interventions in trans phenomenology, demonstrating that each is carefully concerned with distinctly archival considerations, but I further argue that each project remains incomplete because of an incomplete bracketing of medicalized cisgender concepts. I then propose a brief alternative program aimed at the full suspension of cisgender categories that I call transgender existentialism. (shrink)

India, despite being the world's largest vaccine manufacturer is now struggling with various unprecedented social, legal, moral issues with the ongoing Covid-19 vaccination program for 1.3 billion people, the largest democracy in the world. With three major vaccines including Covishield, homemade vaccine Covaxin, and Russia's Sputnik V, India is still facing acute scarcity of vaccines and raw material supply. This is not only unfortunate but also reveals the ethically-triggered facts about the imbalanced healthcare system between public and private sectors, (...) ineffective inequitable healthcare policies, unaccountable data reports that raise mistrust and confusion, and a deeper concern about global unfair distribution. Between April and November 1912, Bertrand Russell and Ludwig Wittgenstein were engaged in a joint philosophical program. Wittgenstein‘s meeting with Gottlob Frege in December 1912 led, however, to its dissolution – the joint program was abandoned. Section 2 of this paper outlines the key points of that program, identifying what Russell and Wittgenstein each contributed to it. The third section determines precisely those features of their collaborative work that Frege criticized. Finally, building upon the evidence developed in (...) the preceding two sections, section 4 recasts along previously undeveloped lines Wittgenstein‘s logical–philosophical discoveries in the two years following his encounter with Frege in 1912. The paper concludes, in section 5, with an overview of the dramatic consequences the Frege-Wittgenstein critique had for Russell‘s philosophical development. (shrink)

In modern zoos, enrichment programs have become a standard part of animal care routines. Although 'higher' primates usually receive complex enrichment programs, encompassing many types of enrichment, these are less common for prosimians. These animals often largely receive food-based enrichment, as was previously the case at Auckland Zoo, where the ring-tailed lemur enrichment schedule contained only three different items, all food-related. Lemurs tend to be considered less curious and quick to learn than other primates, as well as being less manually (...) dextrous, and for these reasons can be overlooked for complex enrichment. However, they have strong sensory abilities, in particular an acute sense of smell (Sauther et al 1999). This paper describes an enrichment program designed for the lemurs at Auckland Zoo with the aim of stimulating all senses. (shrink)

In this paper, I set out some basic elements of a deontic logic with an implementation appropriate for handling conflicting legal obligations for purposes of programming autonomous machine agents. Kantian justice demands that the prescriptive system of enforceable public laws be consistent, yet statutes or case holdings may often describe legal obligations that contradict; moreover, even fundamental constitutional rights may come into conflict. I argue that a deontic logic of the law should not try to work around such conflicts but, (...) instead, identify and expose them so that the rights and duties that generate inconsistencies in public law can be explicitly qualified and the conflicts resolved. I then argue that a credulous, non-monotonic deontic logic can describe inconsistent legal obligations while meeting Kant’s demand for consistency in the prescriptive system of public law. Finally, I propose an implementation of this logic via a modified form of “answer set programming,” which I demonstrate with some simple examples. (shrink)

The Simulation Hypothesis proposes that all of reality, including the earth and the universe, is in fact an artificial simulation, analogous to a computer simulation, and as such our reality is an illusion. In this essay I describe a method for programming mass, length, time and charge (MLTA) as geometrical objects derived from the formula for a virtual electron; $f_e = 4\pi^2r^3$ ($r = 2^6 3 \pi^2 \alpha \Omega^5$) where the fine structure constant $\alpha$ = 137.03599... and $\Omega$ = 2.00713494... (...) are mathematical constants and the MLTA geometries are; M = (1), T = ($2\pi$), L = ($2\pi^2\Omega^2$), A = ($4\pi \Omega)^3/\alpha$. As objects they are independent of any set of units and also of any numbering system, terrestrial or alien. As the geometries are interrelated according to $f_e$, we can replace designations such as ($kg, m, s, A$) with a rule set; mass = $u^{15}$, length = $u^{-13}$, time = $u^{-30}$, ampere = $u^{3}$. The formula $f_e$ is unit-less ($u^0$) and combines these geometries in the following ratio M$^9$T$^{11}$/L$^{15}$ and (AL)$^3$/T, as such these ratio are unit-less. To translate MLTA to their respective SI Planck units requires an additional 2 unit-dependent scalars. We may thereby derive the CODATA 2014 physical constants via the 2 (fixed) mathematical constants ($\alpha, \Omega$), 2 dimensioned scalars and the rule set $u$. As all constants can be defined geometrically, the least precise constants ($G, h, e, m_e, k_B$...) can also be solved via the most precise ($c, \mu_0, R_\infty, \alpha$), numerical precision then limited by the precision of the fine structure constant $\alpha$. In this paper, we introduce the integer programming in neutrosophic environment, by considering coffecients of problem as a triangulare neutrosophic numbers. The degrees of acceptance, indeterminacy and rejection of objectives are simultaneously considered. The Neutrosophic Integer Programming Problem (NIP) is transformed into a crisp programming model, using truth membership (T), indeterminacy membership (I), and falsity membership (F) functions as well as single valued triangular neutrosophic numbers. To measure the efficiency of the model, we solved several numerical examples.

In the debate over whether mathematical facts, properties, or entities explain physical events (in what philosophers call “extra-mathematical” explanations), Aidan Lyon’s (2012) affirmative answer stands out for its employment of the program explanation (PE) methodology of Frank Jackson and Philip Pettit (1990). Juha Saatsi (2012; 2016) objects, however, that Lyon’s examples from the indispensabilist literature are (i) unsuitable for PE, (ii) nominalizable into non-mathematical terms, and (iii) mysterious about the explanatory relation alleged to obtain between the PE’s mathematical explanantia (...) and physical explananda. In this paper, I propose a counterexample to Saatsi’s objections. My counterexample is Frank Jackson’s (1998a) program explanation for color experience, which I argue needs recasting as an extra-mathematical PE due to its implicit reliance on reflectance, a property that suffers conceptual regress unless redefined with Fourier harmonics. Pace Saatsi, I argue that this recast example is an authoritative PE, non-nominalizable, and minimally esoteric. Important for the indispensability debate at large, moreover, is that my counterexample reifies Fourier harmonics without the Enhanced Indispensability Argument (an argument to which Lyon applies PE as a premise). Indispensabilists have long overlooked the conditionalization of a limited mathematical realism on property realism, and my counterexample to Saatsi exploits this conditionalization. (shrink)

The Sangguniang Kabataan is an essential part of the government to develop the youth in the society and to encourage a meaningful youth participation in different sectors in the community. This study assesses the Sangguniang Kabataan performance in Cuenca, Batangas as it encapsulates the strength and weaknesses of the programs together with the needs, comments, and suggestions of the youth as guided by the National Youth Commission’s Nine Centers of Meaningful Youth Participation in line with some selected United Nations Sustainable (...) Developmental Goals through a mixed-method study. The study uses the responses of 250 youth participants from 20 barangays which revealed that their assessments put the programs, projects, and activities of the Sangguniang Kabataan on the lower threshold of the verbal interpretation “Agree” while the qualitative side of the survey revealed the priority needs of the youth. The study suggested a thematic development plan to be used as a framework for the next proposal of the SK officials, namely: Assistance, Developmental, and Social Transformation programs, projects, and activities. In the article “A Tension in the Strong Program: The Relation between the Rational and the Social,” I stated that David Bloor, citing the principle of symmetry, expresses that rational and irrational beliefs must be explained in the same way, that is, by causes of the same kind. On this wise, he rejects the methodology of traditional philosophers and historians of science as asymmetrical; since they explain evidence-based beliefs with epistemic reasons and unreasonable beliefs—e.g. beliefs based on indoctrination, propaganda, (...) ideology, and superstition—citing social factors. On the other hand, Bloor argues that the rational is made entirely of the social and, therefore, is itself a kind of social factor. But by admitting this maximum conception of social constructivism, Bloor can no longer consider the rational and the social as two separate identities and accuse the traditional view of asymmetry. However, Professor Finn Collin says that Bloor’s critique of the traditional model never commits him to the duality of the rational and the social. (shrink)

Franz Brentano was not a systematic writer, but he was very much a systematic thinker. Through his manuscripts, lecture notes, letters, dictations, and occasional published writings, one can discern a systematic, unified approach to the true, the good, and the beautiful. My goal here is to articulate explicitly this approach, and the philosophical program it reflects. Many people in the developing world access essential health services either partially or primarily through programs run by international non-governmental organizations (INGOs). Given that such programs are typically designed and run by Westerners, and funded by Western countries and their citizens, it is not surprising that such programs are regarded by many as vehicles for Western cultural imperialism. In this chapter, I consider this phenomenon as it emerges in the context of development and humanitarian aid programs, particularly those delivering medical (...) treatment, nutrition and access to clean water. I argue that in order to avoid contributing to cultural imperialism, INGOs have a duty to ensure that they do not offer services in a way that requires their beneficiaries to choose between accessing essential health services and violating or otherwise undermining traditional norms and practices which have significance for their beneficiaries. Following Onora O'Neill, I argue that offers requiring such a choice are effectively “unrefuseable” and so coercive. INGOs therefore, must avoid making such offers, and can accomplish this by means of an iterated process of reciprocal negotiation under conditions of equality, in which both the INGOs’ and the beneficiaries’ deep values and concerns play a role. In essence, I claim that employing such a process is a requirement of procedural justice, given the non-ideal conditions in which INGOs must operate. (shrink)

Citizen Satisfaction Index System (CSIS) was used to assess the delivery of support to education initiatives in the municipality of Banga, Aklan, Philippines. The samples were determined using multiple application of stratified random sampling approach. In accordance with the Philippine Statistical Authority's Data on Census Population and Housing for 2015, barangays having a bigger share of the population contributed more respondents to the 150 targeted participants. Following the inclusion criteria, the probability respondents were chosen using the Kish Grid. Pre-numbered questionnaires (...) were distributed, with odd numbers targeting male responders and even numbers targeting females. The following criteria were used to evaluate the respondents' assessments: awareness, availment of the program/service, satisfaction, and need for action. Furthermore, interviews were conducted to better understand and investigate the respondents' thoughts, behavior, and perspectives. The reasons for their reaction were also obtained. The data was provided in percentage as well as frequency distributions. The study inferred that awareness on alternative learning system and/or special education program should be improved since it is the only program that attained low rating for awareness. Most of the residents were not able to avail education programs because they have no household member who attends school. Majority of the respondents who availed the services were satisfied. However, scholarship and other assistance programs to students may be enhanced to improve service delivery. It is highly recommended by the citizens to improve accessibility to scholarship programs and other forms of financial assistance to students. (shrink)

As it has been shaped by improvements in its tools and methods, and by its discourse with critics, I describe how the astrological research program has advanced through three stages of modelling and design limitations. Single-factor tests (for example, the many Sun-sign–only experiments that have been published) are typically underdeterministic. Multi-factor tests, unless they are very well designed, can easily become overdeterministic. Chart-matching tests have been vulnerable to confirmation bias errors until the development of a machine-based, whole-chart matching protocol (...) that has objectively produced evidence of high effect-sizes. A meta-analysis of recent results shows the rapid advancement and how to further improve the results. The value of the program is not only to corroborate the taxonomic counterfactuals of astrological “cookbooks,” but to extend their explanatory reach by the comparison of astrological postulates and inferences with philosophies in other disciplines in terms of quantifiable processes and emergent effects. The engineering knowledge research program is part of the larger effort to articulate a philosophy of engineering and an engineering worldview. Engineering knowledge requires a more comprehensive conceptual framework than scientific knowledge. Engineering is not ‘merely’ applied science. Kuhn and Popper established the limits of scientific knowledge. In parallel, the embrace of complementarity and uncertainty in the new physics undermined the scientific concept of observer-independent knowledge. The paradigm shift from the scientific framework to the broader participant engineering framework entails (...) a problem shift. The detached scientific spectator seeks the ‘facts’ of ‘objective’ reality – out there. The participant, embodied in reality, seeks ‘methods’, about how to work in the world. The engineering knowledge research program is recursively enabling. Advances in engineering knowledge are involved in the unfolding of the nature of reality. Newly understood, quantum uncertainty entails that the participant is a natural inquirer. ‘Practical reason’ is concerned with ‘how we should live’– the defining question of morality. The engineering knowledge research program is selective seeking ‘important truths’, ‘important knowledge’, ‘important methods’ that manifest value, and serve the engineering agenda of ‘the construction of the good.’ The importance of engineering knowledge research program is clear in the new STEM curriculum where educators have been challenged to rethink the relation between science and engineering. A 2015 higher education initiative to integrate engineering colleges into liberal arts and sciences colleges has stalled due to the confusion and conflict between the engineering and scientific representations of knowledge. Outlined here is a simulation hypothesis approach that uses an expanding (the simulation clock-rate measured in units of Planck time) 4-axis hyper-sphere and mathematical particles that oscillate between an electric wave-state and a mass (unit of Planck mass per unit of Planck time) point-state. Particles are assigned a spin axis which determines the direction in which they are pulled by this (hyper-sphere pilot wave) expansion, thus all particles travel at, and only at, the velocity of expansion (the origin of $c$), (...) however only the particle point-state has definable co-ordinates within the hyper-sphere. Photons are the mechanism of information exchange, as they lack a mass state they can only travel laterally (in hypersphere co-ordinate terms) between particles and so this hypersphere expansion cannot be directly observed, relativity then becomes the mathematics of perspective translating between the absolute (hypersphere) and the relative motion (3D space) co-ordinate systems. A discrete `pixel' lattice geometry is assigned as the gravitational space. Units of $\hbar c$ `physically' link particles into orbital pairs. As these are direct particle to particle links, a gravitational force between macro objects is not required, the gravitational orbit as the sum of these individual orbiting pairs. A 14.6 billion year old hyper-sphere (the sum of Planck black-hole units) has similar parameters to the cosmic microwave background. Neutral Theory is controversial in ecology. Ecologists and philosophers have diagnosed the source of the controversy as: its false assumption that individuals in different species within the same trophic level are ecologically equivalent, its conflict with Competition Theory and the adaptation of species, its role as a null hypothesis, and as a Lakatosian research programme. In this paper, I show why we should instead understand the conflict at the level of research programs which involve more than theory. The Neutralist and (...) Competitionist research programs borrow and construct theories, models, and experiments for various aims and given their home ecological systems. I present a holistic and pragmatic view of the controversy that foregrounds the interrelation between many kinds of practices and decisions in ecological research. (shrink)

According to Discrete Emotion Theory, a number of emotions are distinguishable on the basis of neural, physiological, behavioral and expressive features. Critics of this view emphasize the variability and context-sensitivity of emotions. This paper discusses some of these criticisms, and argues that they do not undermine the claim that emotions are discrete. This paper also presents some works in dynamical affective science, and argues that to conceive of discrete emotions as self-organizing and softly assembled patterns of various processes accounts more (...) naturally than traditional Discrete Emotion Theory for the variability and context-sensitivity of emotions. As the 19th century drew to a close, logicians formalized an ideal notion of proof. They were driven by nothing other than an abiding interest in truth, and their proofs were as ethereal as the mind of God. Yet within decades these mathematical abstractions were realized by the hand of man, in the digital stored-program computer. How it came to be recognized that proofs and programs are the same thing is a story that spans a century, a chase with (...) as many twists and turns as a thriller. At the end of the story is a new principle for designing programming languages that will guide computers into the 21st century. -/- For my money, Gentzen’s natural deduction and Church’s lambda calculus are on a par with Einstein’s relativity and Dirac’s quantum physics for elegance and insight. And the maths are a lot simpler. I want to show you the essence of these ideas. I’ll need a few symbols, but not too many, and I’ll explain as I go along. -/- To simplify, I’ll present the story as we understand it now, with some asides to fill in the history. First, I’ll introduce Gentzen’s natural deduction, a formalism for proofs. Next, I’ll introduce Church’s lambda calculus, a formalism for programs. Then I’ll explain why proofs and programs are really the same thing, and how simplifying a proof corresponds to executing a program. Finally, I’ll conclude with a look at how these principles are being applied to design a new generation of programming languages, particularly mobile code for the Internet. (shrink)

The human dimensions involved in the operational objectives of Restorative Justice demand the highest quality of program design and staff training. In this paper, I argue that this desideratum has yet to be fully realized in existing Restorative Justice programs, in particular, with regard to the facilitation of reconciliation. I begin by presenting the chief problems associated with the concentration on reparation in Restorative Justice programs, to the neglect of reconciliation. I then argue that this phenomenon is, in part, (...) a consequence of (i) the almost universal use of service-delivery criteria in the evaluation of Restorative Justice programs, and (ii) the absence of research on the interactional processes involved within the victim-offender encounter itself, using suitably designed methodological tools. Metaphors have computable semantics. A program called NETMET both generates metaphors and produces partial literal interpretations of metaphors. NETMET is based on Kittay's semantic field theory of metaphor and Black's interaction theory of metaphor. Input to NETMET consists of a list of literal propositions. NETMET creates metaphors by finding topic and source semantic fields, producing an analogical map from source to topic, then generating utterances in which terms in the source are identified with or predicated of terms in the (...) topic. Given a metaphor, NETMET utilizes if-then rules to generate the implication complex of that metaphor. The literal leaves of the implication complex comprise a partial literal interpretation. In “A Tension in the Strong Program: The Relation between the Rational and the Social”, Shahram Shahryari (2021) advances the following thesis: In his Strong Program in the sociology of science, David Bloor blames traditional philosophy of science for adopting a dualist strategy in explaining scientific developments, as it employs rational explanation for successful science and social explanation for flawed science. Instead, according to Bloor, all scientific developments should be explained monistically, i.e. in terms of social causes. This (...) is also referred to as the Symmetry Principle, and it is a key tenet in the Strong Program. The author detects a tension here, as Bloor apparently asserts that traditional philosophy of science deploys two kinds of explanation, and simultaneously insists that there is only one kind, i.e. social explanation. Doctoral graduates in philosophy are an excellent source of information about the discipline: they are at the cutting edge of research trends, have an inside view of researchfocused departments, and their employment prospects provide early insights on the future health of the discipline. We report on the results of a survey sent to recent PhD graduates and current students, as well as data gathering efforts by Academic Placement Data and Analysis that have taken place over the past ten years. Evolutionary applications of game theory present one of the most pedagogically accessible varieties of genuine, contemporary theoretical biology. We present here Oyun (OY-oon, http://charlespence.net/oyun), a program designed to run iterated prisoner’s dilemma tournaments, competitions between prisoner’s dilemma strategies developed by the students themselves. Using this software, students are able to readily design and tweak their own strategies, and to see how they fare both in round-robin tournaments and in “evolutionary” tournaments, where the scores in a given “generation” directly determine (...) contribution to the population in the next generation. Oyun is freely available, runs on Windows, Mac, and Linux computers, and the process of creating new prisoner’s dilemma strategies is both easy to teach and easy for students to grasp. In this paper, I introduce an intrinsic account of the quantum state. This account contains three desirable features that the standard platonistic account lacks: (1) it does not refer to any abstract mathematical objects such as complex numbers, (2) it is independent of the usual arbitrary conventions in the wave function representation, and (3) it explains why the quantum state has its amplitude and phase degrees of freedom. -/- Consequently, this account extends Hartry Field’s program outlined in Science Without (...) Numbers (1980), responds to David Malament’s long-standing impossibility conjecture (1982), and establishes an important first step towards a genuinely intrinsic and nominalistic account of quantum mechanics. I will also compare the present account to Mark Balaguer’s (1996) nominalization of quantum mechanics and discuss how it might bear on the debate about “wave function realism.” In closing, I will suggest some possible ways to extend this account to accommodate spinorial degrees of freedom and a variable number of particles (e.g. for particle creation and annihilation). -/- Along the way, I axiomatize the quantum phase structure as what I shall call a “periodic difference structure” and prove a representation theorem as well as a uniqueness theorem. An ageing population is a global phenomenon that takes place in Latvia, too. The active ageing policy is a social response to social challenges caused by demographic changes. Growing generational gap is a challenge to all “greying societies‘ in Europe and Latvia in particular. The active ageing policy is oriented to provide possibilities for older adults to live independently. However, long-term care institutions remain necessary, especially for those who live alone and have serious health problems. LTCIs are mostly orientated to (...) provide primary needs and health care. People regardless of their age also need a social and cultural life, but for older people who live in LTCIs, it is insufficient. The study shows those who are residing in LTCIs settings are subject to everyday routine. LTCIs care provision is very much dependent on the authorities of the institution. The insufficient level of interaction between older people and the more active part of society prevents the finding of effective ways of achieving that the care in LTCIs is in accordance with the active ageing policy. The study aims to find out ways how intergenerational cultural programs of professional and amateur activities are implemented in LTCIs. The study uses a qualitative approach to explore how LTCIs intergenerational cultural programs are helping to keep our youngest and oldest generations connected. (shrink)

Argument-mapping software abounds, and one of the reasons is that using the software has been shown to teach/promote/improve critical thinking skills. These positive results are very encouraging, but they also raise the question of whether the computer tutorial environment is producing these results, or whether learning argument mapping, even with just paper and pencil, is sufficient. Based on the results of two empirical studies, I argue that the basic skill of being able to represent an argument diagrammatically plays an important (...) role in the improvement of critical-thinking skills. While these studies do not offer a direct comparison between the two methods, it is important for anyone wishing to employ argument mapping in the classroom to know that significant results can be obtained even with the most rudimentary of tools.
