Ông Biden phát biểu rằng nếu có mối đe dọa tồn vong nào với nhân loại mà nguy hiểm hơn cả chiếnh tranh hạt nhân, thì đó là Trái Đất nóng lên 1,5⁰C (...) trong vòng 10-20 năm tới. Ông tái khẳng định mối nguy hiểm rình rập loài người này: “Đó sẽ là vấn nạn thực. Không có cách nào né tránh cả.” Có lẽ lời phát biểu này của Tổng thống Biden ở Hà Nội đã được tiếp lực bằng dữ liệu công bố mới nhất của cơ quan khí hậu Copernicus Climate Change Service thuộc Liên minh Châu Âu (EU) cho biết Trái Đất đã có 3 tháng liên tiếp đạt kỷ lục về nhiệt độ bình quân trong toàn bộ lịch sử dữ liệu. Trong bài viết này, chúng tôi đi sâu vào sự phức tạp trong các chính sách môi trường của Tổng thống Biden, đặc biệt tập trung vào lệnh cấm cấp phép khai thác dầu khí mới trên các vùng đất và vùng biển công cộng.

Vấn đề môi trường là trọng tâm của các cuộc thảo luận chính trị trong những năm gần đây, với việc các nhà lãnh đạo trên toàn thế giới thực hiện các biện pháp chống biến đổi khí hậu và giảm phát thải khí nhà kính. Để theo đuổi mục tiêu bảo vệ môi trường và giảm thiểu biến đổi khí hậu, Tổng thống Joe Biden đã thực hiện một loạt hành động nhằm giảm phát thải khí nhà kính (...) và hạn chế sự phụ thuộc của chúng ta vào nhiên liệu hóa thạch. Trong số các sáng kiến này, quyết định của Tổng thống Biden về việc đóng cửa Đường ống Keystone XL, hạn chế hoạt động khoan dầu ở một số khu vực nhất định và cấm cấp phép khai thác dầu khí mới trên các vùng đất và vùng biển công cộng là một động thái quan trọng. Tuy nhiên, những chính sách này đã gây ra cả sự ủng hộ lẫn tranh cãi. A fundamental fact is “pure” just in case it has no grounded entities—ex. Tokyo, President Biden, the River Nile, {Socrates}, etc.—among its constituents. Purity is the thesis that every fundamental fact is pure. I argue that Purity is false. My argument begins with a familiar conditional: if Purity is true, then there are no fundamental “grounding facts” or facts about what grounds what. This conditional is accepted by virtually all of Purity’s defenders. However, I argue that it is also (...) the first step toward Purity’s undoing. For, if every grounding fact has a ground, then some grounded entities have “groundmates” or distinct grounded entities that share their full grounds. But, if there are groundmates, then Purity is false. So Purity leads to a contradiction. Therefore, it is false. I close by noting that my argument against Purity also gives us a powerful reason to think that some grounding facts are fundamental. (shrink)

In this article I review the Supreme Court’s current use of its major questions doctrine to see if the justifications commonly offered for its existence can explain its current use. In the process of doing so, I examine what the doctrine is about, how it came into existence and how the Court has applied it, especially in context to two recent cases, West Virginia v. EPA and Biden v. Nebraska. As both of these cases implicate the regulatory state, I (...) place the primary focus of this article on how the doctrine should apply in context to judicial evaluation of the regulatory state. In so doing, I discover that the Court’s current reliance on constitutional separation of powers and checks and balances analyses seem too narrow both with respect to the concerns of the founding generation but also, and perhaps more importantly, to the Constitution’s goals for the kind of government it sought to establish going into the future. The detection of hate speech and fake news in political discourse is at the same time a crucial necessity for democratic societies and a challenge for several areas of study. However, most of the studies have focused on what is explicitly stated: false article information, language that expresses hatred, derogatory expressions. This paper argues that the explicit dimension of manipulation is only one – and the least problematic – of the risks of political discourse. The language of the unsaid is (...) much more dangerous and incomparably more difficult to detect, hidden in different types of fallacies and inappropriate uses of emotive language. Through a threefold coding scheme based on the instruments of argumentation theory and pragmatics, a corpus of argumentative tweets published by 4 politicians (Matteo Salvini, Donald Trump, Jair Bolsonaro, and Joseph Biden) within 6 months from their taking office (corresponding to the official end of their election campaign) is analyzed, detecting the types of argument, the fallacies, and the uses and misuses of “emotive words.” This coding results in the argumentation profiles of the speakers, which are compared statistically to show their different implicit strategies and deceptive tactics. Michael Goldhaber, who popularized the term the attention economy, said of the US Capitol insurrection: “It felt like an expression of a world in which everyone is desperately seeking their own audience and fracturing reality in the process. I only see that accelerating.” If we don’t do something about this, American democracy may not survive. For when there is no longer any common ground of evidence and reason, history shows that misinformation will eventually overwhelm public discourse and authoritarianism can take (...) over. That is precisely what dictators across the world gleefully anticipate will happen in the US. The Biden administration could combat this by establishing a digital fairness doctrine for the twenty-first century. This would not mean setting up a government agency as the arbiter of truth. The purpose of such a doctrine is simply to preserve the possibility of a functioning national discourse on critical issues of public interest. It would not run afoul of First Amendment free speech guarantees, given that it would do nothing to block speech itself. In fact, it would expand and enrich national conversations, by preventing echo chambers prone to systematic bias. (shrink)
