The purpose of this article is to present the main contributions to peace, democracy, and the philosophy of education in Colombia, made by philosopher Guillermo Hoyos-Vásquez (Medellín, 1935 – Bogotá, 2013). The work of this Colombian philosopher stands out for its important contributions to political philosophy as the vital, supportive, and responsible exercise of thought concerning the public interest. Using Kant’s concept of practical reason, Husserl’s lifeworld [Lebenswelt], and Habermas’s communicative action as starting points, Hoyos-Vásquez succeeded in going beyond (...) these political philosophers by trying to apply their ideas in the midst of the difficult context of corruption, drug trafficking and armed conflict in Colombia over the past five decades. At the same time, Hoyos-Vásquez developed throughout his life a varied public activity as a thinker and educator, belying the myth of the theoretical distance between the philosopher and his/her political present or historical reality. The thought of Guillermo Hoyos-Vásquez, and his public action as an educator, represent a substantial contribution to contemporary political and educational philosophy, maintaining a close connection between theory and practice. Actualmente en Colombia los procesos de formación académica se centran poco o nada en la formación del carácter y en el desarrollo integral del ser humano. Por una parte, esto es resultado de factores económico-políticos que demandan de la educación una utilidad para el mercado, una academia que se enfoque en el hacer; en general, una educación medida por la capacidad de enseñar para la producción. -/- Por otra parte, nuestra educación es producto de los paradigmas e imaginarios sociales, (...) que convierten temas de esencial importancia como la ética y la moral, en irrelevantes principios aislados de la realidad y por tanto prescindibles de la experiencia educativa en colegios y universidades. -/- Es pues la educación moral en Colombia (con sus medios y fines), uno de los temas que debe ser objeto de reflexión, que permita señalar el mejor camino para una educación integral. Esta tarea es tanto extensa como compleja en su proceso de investigación, para lo cual servirá de guía un teórico de la educación que coincidió, como muchos otros, en la necesidad de pensar las implicaciones de los conceptos sociales de la moral. El filósofo, psicólogo y pedagogo John Dewey, autor del libro llamado democracia y sociedad, en el que describe las ¨teorías de la moral¨ como un intento de focalizar la moral como un elemento importante dentro de la disciplina y la instrucción escolar, en tanto que la moralidad concierne a la conducta. Teacher quality, its effect on students’ outcomes, and the association of these with economic growth, is the core of recent discussions in Latin America given the region’s weak results in international learning assessments. This paper investigates whether there is an effect of philosophy on the outcomes of critical reading for students in B.Ed. programs in Colombia. Relying on exact matching combined with propensity score matching with regression adjustment, we use national data from Colombia to show that students in (...) B.Ed. in philosophy outperformed students in other B.Ed. in critical reading test (0.401–0.124 SD), and, importantly, with higher effects observed for students with lower prior academic achievement (0.44 SD). This suggests that philosophy can help to narrow educational outcomes of students whose socioeconomic conditions are disadvantageous, contributing to social justice in education. (shrink)

Facultad de Jurisprudencia de la Universidad del Rosario conmemora los die años de la creación de la especialización en Derecho Ambiental, y tal coincidencia histórica fue una motivación adicional para proponer la realización de un análisis de la evolución normativa surtida para proponer la realización de un análisis de la evolución normativa surtida en este decenio, una evaluación de la gestión ambiental colombiana y de sus distintos impactos en una sociedad que cuenta hoy en día con herramientas constitucionales legales para la defensa de sus derechos e interese colectivos. La Universidad del Rosario ha sido parte de esta evolución, desarrollando un rol activo con el cual se han abierto espacios de discusión y de proposición de alternativas, herramientas y experiencias en pro de la protección integral de la diversidad étnica, cultural y natural de la Nación colombiana. Así, se ha constituido como facilitadora del proceso de la formación de los nuevos actores y ha tenido gran posicionamiento en procesos de participación y de estructuración de proyectos institucionales ambientales. Los intereses contrapuestos en relación con el manejo, uso, utilización y aprovechamiento de los recursos naturales de los territorios indígenas, generan conflictos ambientales en donde uno de los escenarios privilegiados de expresión de los mismos es el de la consulta previa: cuando se adelanta o por el contrario, cuando aunque sea obligatoria, no se impulsa o se hace de manera inadecuada, es decir, sin el cumplimiento de los requisitos mínimos establecidos.

Esta investigación retoma la obra de Gabriel García Márquez, Noticia de un secuestro (1996), con la volición de cuestionar la idea de Estado nación que está inmersa en el libro. Para ello, es necesario entender que la naturaleza del texto exige un conocimiento amplio al lector o al intérprete, puesto que su contenido revela datos multidisciplinarios. Además, es insoslayable realizar un análisis discursivo de la historia de ese contexto y cotejar con pasajes del mismo libro. Para facilitar esta labor, la (...) extrapolación de conceptos del teórico Luis Rodríguez Manzanera será de utilidad, ya que él despliega definiciones de Criminología, un tema frecuente en la obra. Verbigracia, la macrocriminalidad, una noción que él postula, permite que se comprenda la complexión del periodo histórico finisecular del siglo XX en Colombia, etapa que le corresponde a Noticia de un secuestro. Por otro lado, es menester dilucidar que este estudio no se reduce a lo literario, lo histórico y lo criminológico, sino que abarca distintas disciplinas, por lo que la exigencia en la consolidación epistemológica e interpretativa estará demostrada consuetudinariamente, sin obviar la inmanencia de la obra. Este tipo de análisis interdisciplinarios ya ha sido trabajado desde los Estudios Culturales, tal como se constata en las investigaciones de Richard Johnson (2000) o Néstor García Canclini (1997). De igual modo, el intento de establecer lineamientos y conexiones entre disciplinas como las de Literatura y Derecho ya ha sido desarrollado por Stanley Fish (1986), Faustino Martínez (2005), Carlos Pérez (2006) y Denise Schalet (2014). A diferencia de estos abordajes ya estudiados, el objetivo de esta investigación es detectar y fundamentar cómo se articula una propuesta ideológica desde una configuración que reanuda elementos históricos y literarios. En específico, lo que se busca es argumentar por qué fracasó implícitamente un proyecto sociopolítico de democracia y progreso, a partir de un panorama de violencia, narcoterrorismo, corrupción, negociaciones ilícitas, transgresión a los derechos humanos e inseguridad ciudadana. Con todo ello, esta tesis de maestría terminará siendo fructuosa para análisis postremos de discursos que tienen como esencia un soporte multidisciplinario. (shrink)

Between 2015 and 2017, a reform of teacher training policies was carried out in Colombia. The process of implementing this normativity is analyzed using the multiple case study methodology with five institutions in Bogotá and the consequences for these programs are examined: higher prices and reduction of students. It is evident that the implementation of the studied reform discouraged the training of teachers in philosophy. The changes implemented showed fractures in the legislation and a failure in the strategy of (...) commodification of education, since in an inequitable context like the Colombian one, solving the problems of education is not enough to regulate the education market. El daño ambiental ha despertado el interés de la doctrina en Colombia, aunque aún no se aborda con rigor y profundidad. La razón, entre otras, es la omisión de los avances que ha dado el derecho comparado, donde la concepción del rol de las instituciones jurídicas va hasta una comprensión integral del daño a partir de la alteración funcional de los sistemas. Existe hoy cierto consenso respecto al deber ser del régimen de responsabilidad aplicable a esta noción integral del (...) daño ambiental, capaz de hacer frente a los componentes del medio natural y a todos los que lo conforman. Con miras a la difusión y acrecentamiento de los estudios sobre el pensamiento grecolatino, se piensa para la región cafetera colombiana un avance importante en cuanto a la propuesta de proyectos y de actividades de talante dialógico a ejemplo de los países latinoamericanos (...) y europeos en que esos estudios poseen mayor alcance. English Abstract: Through the presentation of the history of social justice in global constitutional discourse, this article aims to demonstrate that, although in Colombia there is not a constitutionalized purpose or principle of social justice, as in other countries, the modern notion of distributive justice, also called social justice today, is implicit in the Constitution of 1991 because it enshrined as mandatory rules the three main elements of its meaning at the time of its promulgation: the principle of social (...) rule of law, the principle of human dignity and the right to a material equality. Thus, in Colombia social justice must not be understood in the Aristotelian sense of distributive justice but in accordance with these three elements, and can only be achieved if they are fulfilled. -/- Spanish Abstract: Mediante la presentación de la historia de la justicia social en el discurso constitucional global, este artículo pretende demostrar que, a pesar de no existir en Colombia, como en otros países, un valor o principio constitucional de justicia social, la noción moderna de justicia distributiva, también llamada hoy justicia social, se encuentra implícita en la Constitución de 1991 porque esta consagró como normas obligatorias los tres elementos principales de su significado en el tiempo en el que fue promulgada: el principio de Estado Social de Derecho, el principio de dignidad humana y el derecho a una igualdad material. Así pues, la justicia social debe entenderse en Colombia a partir de esos tres elementos, no según el sentido aristotélico de justicia distributiva, y sólo puede ser alcanzada si ellos se cumplen. Los subcontratados exclusivos son personas o negocios que están trabajando exclusivamente para el emprendimiento, es decir, no trabajan para otros al mismo tiempo.

From the local level to international politics, deliberation helps to increase mutual understanding and trust, in order to arrive at political decisions of high epistemic value and legitimacy. This book gives deliberation a dynamic dimension, analysing how levels of deliberation rise and fall in group discussions, and introducing the concept of 'deliberative transformative moments' and how they can be applied to deeply divided societies, where deliberation is most needed but also most difficult to work. Discussions between ex-guerrillas and ex-paramilitaries in (...) Colombia, Serbs and Bosnjaks in Bosnia-Herzegovina, and police officers and locals in Brazilian favelas are used as case studies, with participants addressing how peace can be attained in their countries. Allowing access to the records and transcripts of the discussions opens an opportunity for practitioners of conflict resolution to apply this research to their work in trouble spots of the world, creating a link between the theory and practice of deliberation. Objective Our study sought to (1) describe the practices and preferences of Colombian adolescents in accessing sexual and reproductive health services: accompanied versus alone; (2) compare actual practices with stated preferences; and (3) determine age and gender differences regarding the practice and these stated preferences. -/- Methods 812 participants aged 11–24 years old answered a survey in two Profamilia clinics in the cities of Medellin and Cali in Colombia. A cross-sectional analysis was performed to compare participants’ answers based on (...) the variables of gender and age. -/- Results A quarter of participants visited the clinic alone (25.4%). Females were more likely to go alone in comparison to males (26.3% vs 14.1%; p = 0.031), and older participants went alone more often than younger participants (p < 0.001). Most participants – 72.7% (95 %CI: 69.3–75.9) – expressed a preference in being accompanied to the clinic, and more than 90% had their preferences met. The preferences of older participants were, however, less likely to be met than those of younger participants (p < 0.001), notably, because they predominantly wanted to be accompanied. -/- Conclusion Contemporary public health and bioethics literature advocates in favor of developing health services that better meet the preferences of adolescents. The present research highlights an apparent blind spot related to the role that others (e.g., parents, friends, partners) can or should play in accompanying adolescent patients when they access sexual and reproductive health services. Respecting adolescents’ preferences, and hence their autonomy, is not simply a matter of ensuring freedom from constraints (e.g., their right and ability to go alone). Rather, it should also consider the liberty to choose whether to be accompanied when accessing SHRS and by whom. (shrink)

In group discussions of any kind there tends to be an up and down in the level of deliberation. To capture this dynamic we coined the concept of Deliberative Transformative Moments (DTM). In deeply divided societies deliberation is particularly important in order to arrive at peace and stability, but deliberation is also very difficult to be attained. Therefore, we wanted to learn about the conditions that in group discussions across the deep divisions of such societies help deliberation. We organized such (...) group discussions between ex-guerrillas and ex-paramilitaries in Colombia, Serbs and Bosnjaks in Srebrenica, and poor residents and local police officers in the favelas (slums) of Brazil. We could identify factors that help to transform discussions from low to high deliberation and risk transformations in the opposite direction. We could also identify factors that help to keep a discussion at a high level of deliberation, and, in a next step, we could determine to what extent long sequences of deliberation had a positive impact on the outcomes of the discussions. Finally, we show how our research results can have a long term effect if it is used in schools of such deeply divided societies. (shrink)

En los últimos tiempos el derecho ambiental ha ganado un puesto importante en el ámbito jurídico, hecho que refleja la preocupación que hoy se tiene por la relación del hombre con su entorno. Desde hace quince años, la Universidad Colegio Mayor de Nuestra señora del Rosario, por intermedio de su Facultad de Jurisprudencia y concretamente de la Especialización y la línea de investigación en Derecho Ambiental, ha propuesto a través de diversos proyectos avanzar en el conocimiento y análisis del ordenamiento (...) jurídico ambiental, aportando así al desarrollo, estructura y consolidación de esta rama jurídica. Bajo estos parámetros, el objetivo de esta publicación es hacer algunas reflexiones en torno a distintos temas que dentro del derecho público impactan o influyen al derecho ambiental y responder a los enormes desafíos que se presentan en la materia. Por tanto, el programa quiere contribuir desde la academia al diálogo crítico y propositivo que permita dar solución a los problemas encontrados en la aplicación del derecho ambiental. En el primer capítulo, Gloria Amparo Rodriguez describe los ordenamientos jurídicos constitucionales de Colombia, Ecuador y Bolivia a fin de analizar la forma en que cada uno de ellos consagra el derecho a un ambiente sano. A continuación, Martha Ovalle y Zelba Nidia Castro de Perez realizan un estudio de los principios de precaución y prevención, exponiendo su alcance, su fundamento desde el derecho internacional y cómo vienen siendo entendidos por nuestro ordenamiento jurídico, tanto jurisprudencial como legal. Luis Adolfo Diazgranados se ocupa de la responsabilidad de los funcionarios públicos en materia ambiental, para lo cual realiza un análisis de los deberes consagrados en la normatividad vigente. Continuando con esta temática, el profesor Jorge Agudo Gonzalez, de la Universidad Autónoma de Madrid, explora la incidencia del ambiente y los recursos naturales en los procesos contractuales, a fin de mostrar cómo estas materias se han constituido en variable fundamental en el devenir de la formación, celebración y ejecución de los contratos, desde un punto de vista crítico, los aspectos importantes del proceso sancionatorio ambiental, evidenciando las falencias y vacios del a Ley 1333 de 2009. Jairo Cabrera plantea algunas reflexiones sobre la responsabilidad, valiéndose de la doctrina internacional, sobre la problemática de la reparación por daño ambiental. Por su parte, Leonardo Güiza Suárez explica el régimen general de la responsabilidad ambiental en el ordenamiento jurídico a partir del daño de los bosques naturales y su incidencia sobre los derechos humanos. Andres Gomez Rey, desde la teoría del acto administrativo, desarrolla el análisis crítico del régimen jurídico de las aguas superficiales en el derecho ambiental. Giovani J. Herrera Carrascal realiza una disertación sobre los recursos naturales y el ambiente como elementos del espacio público que a su vez constituye en un componente del medio ambiente urbano a partir de la jurisprudencia y de las competencias respectivas. Por último, Marybell Ochoa Miranda trate el tema de los residuos hospitalarios en Colombia, exponiendo su régimen jurídico, las competencias de las autoridades ambientales, los deberes que en estos asuntos tienen los ciudadanos, proponiendo lineamientos para avanzar en la consolidación de la gestión integral de residuos hospitalarios y similares. Se refería a un relato que posibilite a los colombianos de todas las clases, razas, etnias y regiones, ubicar sus experiencias cotidianas en una mínima trama compartida de duelos y de logros.

Colombian literature of the nineteenth century captures the emerging process of the new nation and shows the ethical changes needed for the formation of a new country. By using the Colombian novel and poetry produced in the nineteenth-century, this paper will show how these are unfolded in practical effects of the works, drawing on the authors’ desire to influence with their work the ethical and political progress of the country, their society and the life of citizens, and to contribute to (...) the foundation of the modern state in Colombia through a citizen ethics proposed in the texts. Additionally, this paper stresses the literary effort of reappraising the national moral and political situation, of confronting this with the past and, accordingly, of assessing the current situation. -/- La literatura colombiana del siglo XIX captura el proceso de la emergente nación e indica los cambios éticos necesarios para la conformación de un nuevo país. Recurriendo a la novela y la poesía colombiana del siglo XIX, se evidenciará cómo se despliega en estas efectos prácticos de las obras, bajo el anhelo del autor de incidir con sus letras en el progreso ético y político del país, la sociedad y la vida de los ciudadanos, con la fundación del Estado Moderno en Colombia a través de una ética ciudadana propuesta en los textos. Igualmente, se resalta el empeño literario de revaluar la situación moral y política nacional, confrontarla respecto al pasado y evaluar la actualidad conforme a ella. (shrink)

Colombia es el país donde por primera vez se legisló sobre eutanasia en América Latina y el Caribe, en el sentido de despenalizar o legalizar su práctica. La novedad del caso colombiano está en la vía jurídica mediante la cual se despenalizó el “homicidio por piedad”, denominación tipificada en el Código Penal para la eutanasia. Como se explicará en el capítulo correspondiente, la eutanasia en Colombia se despenaliza mediante una sentencia de la Corte Constitucional, máximo organismo del poder (...) judicial del país, sin pasar antes por el Congreso de la República (rama legislativa). Este artilugio jurídico fue el mismo que se utilizó en los EUA, en la década del setenta del siglo pasado, para hacer ver el aborto como si fuera un derecho derivado de la Constitución (caso Roe vs. Wade), que sin embargo fue corregido por la misma Corte Suprema de ese país en 2022. En la sentencia Dows vs. Jackson se indica que el aborto no es un derecho constitucional y que los organismos judiciales no son competentes para regular sobre esa materia y sobre otras análogas. Una de ellas es la eutanasia. Luego de una introducción donde se expone parte de la historia de la eutanasia, se pasa a la terminología relacionada con ella. Algunos argumentos a favor de la eutanasia son examinados para mostrar lo que hay detrás de cada uno y concluir por qué su práctica no es una buena idea. En la parte central del libro se hace una reflexión sobre la valoración ética que se puede hacer del acto eutanásico. Posteriormente se ofrecen unas reflexiones sobre la cultura de la muerte, pero sobre todo del sentido que el sufrimiento puede tener para el ser humano. Antes de las conclusiones el lector encontrará dos ensayos sobre la eutanasia en el mundo y en Colombia, que procuran aportar datos para una mejor comprensión de la situación. En el último capítulo se incluye un estudio breve sobre lo que dicen las religiones de la eutanasia. Las conclusiones se aprovechan para mostrar cómo la medicina paliativa y los cuidados paliativos son el mejor recurso médico que hace innecesario el que alguien pueda plantearse la aplicación de la eutanasia. Además, se explica qué son las voluntades anticipadas y la objeción de conciencia. -/- . (shrink)

Extant literature suggests a positive correlation between social trust (also called generalized trust) and life satisfaction. However, the psychological pathways underlying this relationship can be complex. Using the Bayesian Mindsponge Framework (BMF), we examined the influence of social trust in a high-violence environment. Employing Bayesian analysis on a sample of 1237 adults in Cali, Colombia, we found that in a linear relationship, generalized trust is positively associated with life satisfaction. However, in a model including the interactions between trust and (...) education level as well as between trust and socioeconomic status, generalized trust is found to be negatively associated with life satisfaction. In this non-linear relationship, both education level and socioeconomic status have moderating effects against the negative association between generalized trust and life satisfaction. In other words, less educated people living in worse socioeconomic conditions are more likely to have lower life satisfaction when they have higher levels of social trust. In contrast, highly educated people living in better socioeconomic conditions are more likely to have higher life satisfaction when they have higher levels of social trust. Due to the facilitating function of trust in information processing, lowering the rigor of the filtering system in a high-violence social environment will likely put an individual at risk. Based on our findings, we suggest that policymakers should consider the impacts of social contexts when advocating for increasing social trust. We also recommend that researchers carefully examine the psychological mechanism underlying an observed association before making suggestions for policymaking. (shrink)

In the trust-health relationship, how trusting other people in society may promote good health is a topic often examined. However, the other direction of influence – how health may affect trust – has not been well explored. In order to investigate this possible effect, we employed Bayesian Mindsponge Framework (BMF) analytics to go deeper into the information processing mechanisms underlying the expressions of trust. Conducting Bayesian analysis on a dataset of 1237 residents from Cali, Colombia, we found that general (...) health status is positively associated with generalized trust, but recent experiences of illnesses/injuries have a negative moderating effect. Personalized trust is largely unchanged across different general health conditions, but the trust level becomes higher with recent experiences of illnesses/injuries. Psychophysiological mechanisms of increasing information filtering intensity toward unfamiliar sources during a vulnerable state of health is a plausible explanation of found patterns in generalized trust. Because established personal relationships are reinforced information channels, personalized trust is not affected as much. Rather, the results suggest that people may rely even more on loved ones when they are in bad health conditions. This exploratory study shows that the trust-health relationship can be examined from a different angle that may provide new insights. (shrink)

Deliberative Transformative Moments (DTM) is a new concept that serves as an amendment to the DQI. With this new concept it is easier to get at the quick give-and-take of discussions of small groups of ordinary citizens. As an illustration, we apply the concept to discussions about the peace process among Colombian ex-combatants, ex-guerrillas and ex-paramilitaries. Specifically, we show how personal stories can transform a discussion from a low to a high level of deliberation and how they can have the (...) opposite effect. To increase the level of deliberation in the general population, we recommend that good illustrations of DTM’s should be part of the school programs from an early age on, so that children learn how to discuss with others who have different opinions and values. En este capítulo se analiza la figura de la obtención vegetal: su alcance, dimensión, requisitos y caracterización frente a otros derechos de propiedad intelectual, para así abordar su ámbito de protección y su tratamiento en el ámbito internacional. Se pretende en este sentido plantear que la tendencia regulatoria en materia de obtenciones vegetales en Colombia no sólo va en contravía de los intereses de los pueblos indígenas, sino además de su patrimonio colectivo que les ha garantizado una gran diversidad (...) que hoy por hoy es sustento de su alimentación. Con lo anterior se lleva a cabo un singular esfuerzo para tratar de forma comprensiva este asunto, buscando la primacía del consentimiento libre, previo e informado de las comunidades potencialmente afectadas. Recent experimental research has revealed surprising patterns in people's intuitions about free will and moral responsibility. One limitation of this research, however, is that it has been conducted exclusively on people from Western cultures. The present paper extends previous research by presenting a cross-cultural study examining intuitions about free will and moral responsibility in subjects from the United States, Hong Kong, India and Colombia. The results revealed a striking degree of cross-cultural convergence. En este trabajo, se toma en cuenta el manuscrito de Gabriel García Márquez, Noticia de un secuestro (1996), el cual tiene una configuración narrativa muy peculiar. Su género os- cila entre la novela y la crónica periodística. Eso permite que se ausculten algunos rasgos inherentes en su composición, como el hecho de abordar temas sociológicos e históricos que comprenden el periodo finisecular del siglo XX en Colombia. Frente a ese contexto, lo que concierne en esta investigación es tratar lo (...) macrocriminal desde la perspectiva de lo transgresor, como el que se justifique desde lo ilegal cualquier acción por la ineficacia del mismo Gobierno. Loyalty is considered central to people’s moral life, yet little is known about how people think about what it means to be loyal. We used a prototype approach to understand how loyalty is represented in Colombia and the United States and how these representations mediate attributions of loyalty and moral judgments of loyalty violations. Across 7 studies (N = 1,984), we found cross-cultural similarities in the associative meaning of loyalty (Study 1) but found differences in the centrality of features (...) associated with loyalty (Study 2) and the latent structure of loyalty representations (Study 3). Colombians represent loyalty in terms of more general moral characteristics, while US participants represent loyalty in terms of interpersonal commitment, both in contrast with current approaches to loyalty. By comparing representations of loyalty and honesty, we establish that difference in loyalty conceptualizations reflect a different way of thinking about loyalty rather than morality more generally (Study 4). Further, Colombians attributed greater loyalty to individuals with general moral characteristics compared to participants from the United States sample (Study 5) and were more likely to classify non-loyal values as loyalty-related (Study 6). While the centrality of prototypical features predicts categorizing norm violations as loyalty-related, differences in prototypical structure account for differences in the severity of moral judgment for such violations (Study 7), which suggests that loyalty representations have similar functions even though these representations differ in structural characteristics. RESUMEN En los departamentos de filosofía del país existe una marcada disparidad entre la cantidad de hombres y mujeres que se dedican a la filosofía. En este ensayo esbozo algunas razones por las que considero que esta situación amerita una reflexión filosófica por parte de nuestra comunidad. En la primera parte intento delimitar el espacio en el que se sitúa mi reflexión. En la segunda presento dos modelos con los que en el entorno anglosajón se ha intentado dar cuenta de (...) la situación de las mujeres en filosofía y muestro la forma como se aplican al espacio acotado en la parte anterior. En la tercera sección desarrollo algunas consideraciones adicionales sobre dichos modelos, y en la cuarta esbozo dos disquisiciones de carácter más específico. ABSTRACT Philosophy departments in Colombia feature a marked disparity between the number of men and women dedicated to philosophy. In this essay, I set forth the reasons why I believe our community needs to carry out a philosophical reflection on this situation. In the first part, I delimit the space in which my reflection is situated. In the second, I present two models used in the English-speaking world to account for the situation of women in philosophy, showing how they can be applied to the space delimited in the first section. In the third section, I develop further considerations on those models, and in the final section, I outline two more specific explanations. (shrink)

Si no me falla la memoria, fue el dibujante Álvaro Barrios quien afirmó que el trabajo del artista contemporáneo colombiano se desarrolla según una agenda de trabajo. Si miramos algunos fenómenos del arte último en Colombia, podemos señalar que su agenda está determinada por el intento de comprensión de los procesos de la violencia en el país, a partir de una amplia gama de aproximaciones al concepto de memoria que ha tenido resonancia en las disciplinas humanísticas, las investigaciones académicas, (...) el uso político del concepto por parte de la legislación estatal, y una gran diversidad de eventos artísticos. Desde el ámbito del arte, exposiciones como Destierro y reparación (2008), Tapices de Mampuján (2010), La guerra que no hemos visto (2009) o La piel de la memoria (2011), han discutido sobre la violencia en Colombia desde la aproximación a los procesos de comprensión de la memoria y nuestro pasado reciente. Así, la imbricación de violencia y memoria se manifiesta en la visión del pasado y en los efectos que este puede desplegar sobre el presente, en tanto se ha considerado, incluso, a la memoria como una instancia de reconciliación social. In this text, I consider two examples in the history of emancipation and manumission of enslaved, Black populations in the Caribbean and South America in order to theorize a colonial mode of conceiving of freedom at play in the first half of the nineteenth century. This mode is marked by the figure of the promise, enacting a notion of freedom as a constantly deferred, external compensation. Indeed, instead of an immediate decision deeming the practice of enslavement and trade of human (...) beings unacceptable, and an effective liberation of the enslaved Black populations in these different emancipation proclamations, the various histories of manumission in Latin America and the Caribbean show a long series of political and legal attempts to reduce and limit the extent of the slave trade that deferred the process of liberation for decades. Moreover, in many of these territories the practice did not end with the official proclamation of emancipation but was continued by illegal practices and mutations into legal forms of exploitation and oppression that are still operative today. After outlining this first trajectory, reconstructing the promise of manumission in the historical examples of Martinique (as read by Édouard Glissant) and La Gran Colombia and the Republic of Nueva Granada (contemporary Panamá, Colombia, Venezuela, and Ecuador), I analyze a second mode of investigation in examples of individual and collective strategies of liberation coming from the enslaved themselves, as reconstructed by contemporary feminist scholars in South America. These strategies appropriate liberation not as a promise, but as a negotiation and calculation that begins with the enslaved’s resistance to their oppressive conditions and that ultimately depends on the external concession by juridical authorities. In the third section of the chapter, I read these practices not as marronage, as they are sometimes approached, but as a different mode of turning back to these glimpses of freedom that more effectively challenge the narrative of emancipation and, with it, the promise of manumission in our present. -/- . OBJECTIVE: To describe the prevalence pattern of anemia among Indigenous children in Latin America. METHODS: PRISMA guidelines were followed. Records were identified from the databases PubMed, Google Scholar, and Lilacs by two independent researchers between May and June 2021. Studies were included if the following criteria were met: a) studied Indigenous people b) was about children (from 0 to 12 years old); c) reported a prevalence estimate of anemia; d) had been conducted in any of the countries of Latin America; (...) e) was published either in English, Portuguese, or Spanish; f) is a peer-reviewed article; and g) was published at any date. RESULTS: Out of 2,401 unique records retrieved, 42 articles met the inclusion criteria. A total of 39 different Indigenous communities were analyzed in the articles, and in 21 of them (54.0%) child anemia was a severe public health problem (prevalence ≥ 40%). Those communities were the Aymara (Bolivia); Aruak, Guaraní, Kamaiurá, Karapotó, Karibe, Kaxinanuá, Ma-cro-Jê, Suruí, Terena, Xavante (Brazil); Cabécar (Costa Rica), Achuar, Aguaruna, Awajún, Urarina, Yomybato (Peru); Piaroa and Yucpa (Venezuela); and Quechua (Peru and Bolivia). Children below two years had the highest prevalence of anemia (between 16.2% and 86.1%). Among Indigenous people, risk factors for anemia include nutrition, poor living conditions, access to health services, racism, and discrimination. Bolivia and Guatemala are scarcely studied, despite having the highest proportion of Indigenous communities in Latin America. CONCLUSIONS: Anemia constitutes a poorly documented public health problem among Indigenous children in 21 Indigenous communities in Bolivia, Brazil, Colombia, Costa Rica, Ecuador, Guatemala, Mexico, and Peru. In all Indigenous communities included in this study child anemia was an issue, especially in younger children. (shrink)

In the ancient Greek world, the concept of 'miasma,' which becomes permanent and has the potential to grow over time due to evil acts such as murder committed in the city, is a concept frequently referred to in many classical tragedies. To the extent that miasma has a bad connotation due to its nature and is a situation that occurs due to evil actions, it can be considered together with the philosophical problem of evil. In this study, we aim to (...) examine the concept of miasma by focusing on the characters in La Jauría, one of the most prominent films of recent South American cinema, rather than a purely conceptual analysis of the concept. Filmed in the jungles of Colombia and directed by Colombian director Andrés Ramírez Pulido, the 2022 film La Jauría is a psychological drama that focuses on the lives of young people involved in crime. The tragic story of Eliu, the protagonist of the film, which takes place mainly in a prison specially designed to rehabilitate inmates, seems to us to be a very suitable focal point for examining the concepts of miasma, catharsis, and ecstasy, which are frequently referred to in ancient Greek tragedy. To do so, we will first address the various contexts in which miasma has been used historically, considering the flow of events in the movie La Jauría. Then, we will look at the relationship of the concept of miasma with the problem of evil. Finally, we will discuss the possibilities of the concept of purification, which is seen as a kind of antidote to miasma. (shrink)

Abstract: This research employs a Random Forest classification model to predict and assess obesity and cardiovascular disease (CVD) risk based on a comprehensive dataset collected from individuals in Mexico, Peru, and Colombia. The dataset comprises 17 attributes, including information on eating habits, physical condition, gender, age, height, and weight. The study focuses on classifying individuals into different health risk categories using machine learning algorithms. Our Random Forest model achieved remarkable performance with an accuracy, F1-score, recall, and precision all reaching (...) 97.23%. The model's success is attributed to its ability to effectively leverage attributes related to eating habits, physical condition, and demographic factors. Feature importance analysis reveals key factors contributing to accurate predictions. This paper contributes to the field of health analytics by demonstrating the effectiveness of Random Forest in predicting and categorizing health risks. The insights gained from this research have the potential to inform personalized health interventions and contribute to the advancement of precision health strategies. Furthermore, the study highlights the importance of leveraging machine learning techniques for health risk assessment in diverse populations. (shrink)

El autor Luis Rodríguez Manzanera propone el concepto de macrocriminalidad al referirse a una etapa histórica que involucra el desarrollo de manifestaciones delictivas, que se mantienen por una justificación sociopolítica y que implica a toda una sociedad. Esta definición fue propicia incorporarla para el análisis de Noticia de un secuestro (1996), debido a que, en esta novela periodística, se narran sucesos vinculados con acciones subversivas que respaldan el tráfico ilícito de drogas, junto con atentados que provocó Pablo Escobar, organizador del (...) Cartel de Medellín (Colombia), a las entidades gubernamentales. Algunos indicadores que se apropian a esta conceptualización son la violencia, la locura y el narcoterrorismo. (shrink)

One of the many proposals put forth recently in the revival of bioethics concerns solidarity, which is part of the agenda for the discipline in the twenty-first century. In this article, solidarity is proposed as a bioethical value, inasmuch as it cannot be achieved without considering the person towards whom one shows solidarity and without taking into account his or her environment. It is not possible to make bioethical judgments or to accomplish in-depth biological thinking when forgetting the person who (...) is at the source or heart of the matter. Based on a study of the experience of a group of health volunteers in Medellin (Colombia), this research found evidence of the existence of three elements that, together, serve as a hinge between solidarity and bioethics. -/- Entre las muchas propuestas que se han hecho recientemente en ese resurgir de la bioética se encuentra la solidaridad, consti­tuyéndose parte de la agenda del siglo XXI sobre esta disciplina. Proponemos la solidaridad como un valor bioético puesto que así como no se puede ser solidario sin tener en cuenta a la persona con quien soy solidario y su entorno, no se pueden emitir juicios bioéticos o hacer una reflexión bioética de fondo olvidando a quien se tiene en frente. A partir de un estudio de la expe­riencia de una población de voluntarios del sector salud en Medellín, Colombia, se logró evidenciar que existen tres elementos que, en conjunto, sirven de bisagra entre la solidaridad y la bioética. Para el desarrollo de este estudio, tomo en cuenta la novela periodística de Gabriel García Márquez, titulada Noticia de un secuestro (1996), la misma que sirve como referente para abordar una etapa crítica por la que atravesaba Colombia durante los dos últimos decenios del siglo XX. Este lapso se caracterizó por la presencia de corrupción gubernamental, el tráfico de drogas y la lucha armada. Ante esta situación social y política, se plantea como solución legal la incorporación de una política (...) criminológica, la cual es posible transferir en dos áreas específicas: las entidades del orden y los miembros de grupos narcoterroristas. En este proceso de menoscabar las deficiencias que provocan el Estado y sus opositores, los textos La arqueología del saber, Microfísica del poder y Vigilar y castigar de Michel Foucault son de utilidad por postular una nueva modalidad de afrontar la forma de sancionar a un reo, basada en la disciplina y proyectada hacia su reinserción eficaz en la sociedad. This paper presents a Peircean take on Wittgenstein's famous rule-following problem as it pertains to 'knowing how to go on in mathematics'. I argue that McDowell's advice that the philosophical picture of 'rules as rails' must be abandoned is not sufficient on its own to fully appreciate mathematics' unique blend of creativity and rigor. Rather, we need to understand how Peirce counterposes to the brute compulsion of 'Secondness', both the spontaneity of 'Firstness' and also the rational intelligibility of 'Thirdness'. Based on a qualitative research developed with former fighters from the paramilitarism and the extinct FARC guerrilla in Colombia, this article develops, from a feminist perspective, the analytical and political proposition of understanding armed groups as technologies of gender, understanding the production of militarized masculinities. The article conceptualizes the notion of militarized masculinities from a double component: militarization and militarism, while comparing paramilitary and guerrilla masculinities, emphasizing in how insurgent masculinity emerged inside the FARC as a type of militarized (...) masculinity characterized, among other things, by a communal subjectivity. Tomando como referencia la novela periodística Noticia de un secuestro (1996) del Premio Nobel de Literatura de Colombia, Gabriel García Márquez, indago sobre el concepto de víctima, articulado por Olga Islas de González, con la intención de plantear la necesidad que requiere el texto sobre la búsqueda de un Estado nación, justificado en la práctica de la democracia, la libertad de expresión, el cumplimiento de las leyes y la Constitución: en oposición a lo expuesto en el período macrocriminal de (...) los últimos dos decenios del siglo XX en Colombia. Todo ello se muestra con el propósito de identificar el rol de los organismos encargados de contrarrestar las deficiencias de la sociedad colombiana, a través de la Policía (como el hecho de resguardar la seguridad ciudadana, que sería posible con una mayor investigación de su parte y una mejoría en el ámbito de la Criminalística). Asimismo, es de utilidad la extrapolación de las leyes (Decretos 2047/1990, 3030/1990 y 303/1991) que se establecen para aminorar el narcoterrorismo en ese país, sobre todo, para solicitar la extradición de los miembros del Cartel de Medellín a Estados Unidos, donde las sanciones para estos delitos relacionados era la pena de muerte. Noticia de un secuestro (1996), novela periodística del Premio Nobel de Literatura Gabriel García Márquez, ha permitido que se realicen trabajos hermenéuticos en función de los Estudios Culturales, ya que su contenido abarca períodos históricos de Colombia, la Sociología, la Criminología y la política: todo ello vinculado con la prosa literaria del escritor. En esta oportunidad, lo que represento son tres vertientes de investigación que se han desarrollado sobre la base del estudio de esta obra, las cuales son la (...) manifestación intencionada de la violencia social en Colombia, la constitución del compromiso político-ciudadano y la fidelidad autoral por la exposición histórica en la misma novela. La finalidad de la confrontación y el diálogo intertextual con la crítica literaria es la de establecer un panorama hermenéutico con respecto a lo determinado en Noticia de un secuestro (1996). Sheep production is the most representative livestock activities in Brazil and in the world. However, the reproductive performance of these animals is determined by factors genetic, physical environment, management and, especially, nutritional. Thirty half-breed lambs from Dorper × Santa Inês were used, with initial weight and age of 31.87 ± 0.5 kg and 157 days, respectively. These animals were prepared on a diet with three food levels (ad libitum, 30% and 70%). Morphometric measurements were measured at intervals of 16 to (...) 20 days in 56 experimental days. The measurements performed were scrotal circumference (CE), chest circumference (CT), body condition score (ECC), withers height (AC) and scrotal bag thickness (EBE), body weight (CP) and semen collection. Interaction occurrence for biometric measurements between food levels and age (p <0.05). The TC and ECC values were higher in animals fed ad libitum (p <0.001). EBE had higher values in animals ad libitum and at 211 days of age (p <0.001). The CP was increasing for the animals ad libitum and (p <0.05) throughout the experiment, while the T30 was only in the initial period. T70 animals did not grow during the whole experiment. CE was influenced by diet (p <0.001) and age (p <0.001) independently. So that animals under food restriction had less development and was higher in older animals. The AC values were influenced only by age (p <0.001), demonstrating the effect of age growth. We conclude that it is not advantageous to submit lambs, it corrects food reproduction. Noticia de un secuestro (1996) desarrolla una temática diferente a la obra literaria general de Gabriel García Marquez (quien de hecho la publicó en vida) debido a que representa un contexto propio de los Estudios Culturales. Para esta propuesta utilizaremos el método hermenéutico propuesto por Gadamer, el cual está basado en la mención de las investigaciones hechas hasta el momento por la crítica literaria junto con la sistematización que se hace de las mismas. Presentaremos en este artículo tres focalizaciones que (...) la crítica literaria ha desarrollado (entendiendo por esta el concepto de hermenéutica) sobre el texto ya aludido. La primera se basa en asumir que la novela sería una alegoría de Colombia; mientras que la segunda, la cuestionaría en tanto género literario, pues podría ser “novela periodística”, “novela histórica”, “novela documental”, etc. Finalmente, se expondrán las nociones teóricas y los métodos interpretativos que han usado los críticos para abordarla. El objetivo de este artículo es confrontar y promover el diálogo intertextual con los aportes manifestados para que se instaure un panorama hermenéutico sobre la base de la novela. (shrink)

Resumen Con el presente artículo se pretende analizar la colonialidad del poder como eje central de las relaciones de dominación que marcaron la primera década del siglo XXI en Colombia, más específicamente estudiando los casos del clientelismo político en zonas periféricas como el Casanare, y el caso Carimagua. Para desarrollar esta investigación, se realizó un análisis documental tomando como referente autores de la filosofía política latinoamericana como Anibal Quijano y Santiago Castro- Gómez quienes a su vez se apoyan en (...) Michel Foucault para definir el concepto de relaciones de poder, y la propuesta de Fernán González en torno a la necesidad de un análisis multiescalar del poder y la violencia, con el fin de proponer una alternativa al análisis tradicional de las relaciones de poder en Colombia. -/- . En el presente artículo se realiza una aproximación de derecho comparado — en Colombia, España y en los sistemas comunitarios andino y europeo — a la vulgarización de la marca y a su caducidad como efecto estabilizador del mercado.
