According to a Kantian conception truthfulness is characterised as a requirement of respect for the agency of another. In lying we manipulate the other’s rational capacities to achieve ends we know or fear they may not share. This is paradigmatically a failure of respect. In this paper we argue that the importance of truthfulness also lies in significant part in the ways in which it supports our agential need to make sense of the world, other people, and ourselves. Since sense-making (...) is something we do together, and that we can support or undermine, it generates norms of interaction that constitute a further, distinct, mode of recognition and respect for another’s agency. But the requirements of truthfulness and support for sense-making sometimes conflict. Through a series of cases, we analyze why and when a rigid insistence on truthfulness is disrespectful of the other and undermining of their agency. (shrink)

Modular learning was used to assist elementary learners in continuing their education during the pandemic. This modular learning posed academic challenges. This phenomenological study delved into the academic challenges of modular learning of public-school elementary school learners. Validated In-depth interview protocol (IDI) was used to collect the data from ten (10) Grade six learners. Findings revealed that these academic challenges include unfavorable learning environments, reading comprehension issues, lack of motivation, and poor quality of printed learning modules that affect the learners (...) ability to comprehend and finish the module effectively. Consequently, modular learning allows learners to take responsibility for their learning by utilizing the available answers key, optimizing internet usage, scheduling time properly, and guessing answers. Considerably, the learners used face-to-face conversations, personal messages, and phone calls to communicate their educational queries. Moreover, the structure of self-learning modules facilitates independent study and complicates learners understanding. It is recommended that there is a need to enhance policies for improving module quality, allocate sufficient funds to improve the printed module quality, conduct relevant teacher training and workshops for developing quality printed modules, and sustain the home visitation program to monitor students modular learning progress. In this chapter we focus on the structure of close personal relations and diagnose how these relationships are disrupted by addiction. We draw upon Peter Strawson’s landmark paper ‘Freedom and Resentment’ (2008, first published 1962) to argue that loved ones of those with addiction veer between, (1) reactive attitudes of blame and resentment generated by disappointed expectations of goodwill and reciprocity, and (2) the detached objective stance from which the addicted person is seen as less blameworthy but also as less (...) fit for ordinary interpersonal relationships. We examine how these responses, in turn, shape the addicted person’s view of themselves, their character and their capacities, and provide a negative narrative trajectory that impedes recovery. We close with a consideration of how these effects might be mitigated by adopting less demanding variations of the participant stance. (shrink)

Tarlac State University (TSU) is a multi-ethnic and multicultural institution with a student population that is predominated by the Kapampangan, Ilocano, and Tagalog ethnolinguistic groups. Using a modified Katz and Braly trait checklist, a comparative study was able to: 1) profile the stereotypes of these three ethnolinguistic groups, 2) determine their uniformity indices, 3) determine their positivity/negativity indices, 4) compare and contrast their profiled stereotypes, 5) compare and contrast their uniformity indices, and 6) compare and contrast their positivity/negativity indices. This (...) paper was able to establish that (1) the salient traits of the Kapampangan ethnic stereotype are mayabang, masarap magluto, and galante/magastos; those of the Ilocano ethnic stereotype are kuripot, baduy, and madiskarte; and those of the Tagalog ethnic stereotype are maka-Diyos, maganda/guwapo, (2) the Ilocano and the Tagalog ethnic stereotypes shared the most number of traits, while the Kapampangan and Ilocano ethnic stereotypes shared the least number of traits, (3) the Ilocano ethnic stereotype is the sharpest, while the Tagalog ethnic stereotype is the blurriest, and (4) the Tagalog ethnic stereotype is the most positive, while the Kapampangan ethnic stereotype is the most negative. Understanding the dynamics among these ethnolinguistic groups would hopefully lead towards building a more cohesive student body in TSU, or citizens of Tarlac City, or inhabitants of Tarlac Province. This paper is also important in providing a model study that can be replicated in other multicultural institutions and locations in the country. (shrink)

Self-control is integral to successful human agency. Without it we cannot extend our agency across time and secure central social, moral, and personal goods. But self-control is not a unitary capacity. In the first part of this paper we provide a taxonomy of self-control and trace its connections to agency and the self. In part two, we turn our attention to the external conditions that support successful agency and the exercise of self-control. We argue that what we call moral security (...) is a critical foundation for agency. Parts three and four explore what happens to agency when moral security is lacking, as in the case of those subject to racism, and those living in poverty. The disadvantages suffered by those who are poor, in a racial minority or other oppressed group, or suffering mental illness or addiction, are often attributed to a lack of individual self-control or personal responsibility. In particular, members of these groups are often seen as irresponsibly focused on short-term pleasures over long-term good, a view underwritten by particular psychological theories of self-control. We explore how narratives about racism and poverty undermine moral security, and limit and distort the possibility of synchronic and diachronic self-control. Where moral security is undermined, the connection between self-control and diachronic goods often fails to obtain and agency contracts accordingly. We close with some preliminary reflections on the implications for responsibility. (shrink)

In this paper we look at two kinds of relations that give rise to reasons for action of a distinctive sort: friendship and erotic love. We argue that what is common to these different relations of affection is that the people in them exhibit dispositions toward mutual direction by one another and interpretation of one another (in a sense that we describe in detail below). This mutual responsiveness is, in part, a matter of responding to reasons that arise from the (...) relation of love or friendship. These reasons are frequently distinct from – and may be opposed to – normative reasons arising from prudence or even morality. Yet reasons of love are normative: they too may obligate us. They may make demands on us that conflict with our present desires and require considerable sacrifice. (shrink)

The new normal education requires learners to be independent in the learning process without face-to-face instruction. This study determined the home-based learning activities in relation to the academic achievement of Grade 6 learners in Plaridel North District, Municipality of Plaridel, Misamis Occidental. The descriptive-correlational design was used in the study. There were 135 students who served as respondents, selected through purposive and convenient sampling techniques. The researcher-made Home-Based Learning Activities Questionnaire was used as a research instrument in determining the learners’ (...) learning activities at home. Documentary analysis was made to determine the learners' academic achievement. Mean, Standard Deviation, Pearson Product-Moment Correlation Coefficient, and Regression Analysis were used as statistical tools in analyzing the data gathered. Results revealed that the respondents had a very high engagement in home-based learning activities, and their academic achievement was generally very satisfactory. The level of engagement in home-based learning activities was highly influential to the learners' academic achievement. The efforts extended for modular distance learning can determine what learners can achieve academically. (shrink)

Los idiomas autóctonos, la preservación de su cosmovisión, sus tradiciones y la defensa de su patrimonio biocultural pueden ser elementos constitutivos de identidad, no para un aislamiento de los pueblos, sino para la construcción de una visión glocal.

In this chapter we draw comparisons between Kass’ views on the normative authority of repugnance and social intuitionist accounts of moral judgement which are similarly sceptical about the role of reasoned reflection in moral judgement. We survey the empirical claims made in support of giving moral primacy to intuitions generated by emotions such as repugnance, as well as some common objections. We then examine accounts which integrate intuition and reflection, and argue that plausible accounts of wisdom are in tension with (...) Kass’ claim that our inarticulable emotional responses can be the expression of deep wisdom. We conclude that while repugnance and other emotions have a role to play in informing deliberation and judgement, we have reason to be cautious in giving them normative authority. Affective responses alone cannot discharge the burden of justification for moral judgement and are just one tool relied upon by those we consider wise. (shrink)

Every higher education institution (HEI) needs to monitor the employability status of its graduates as this reflects the quality education that HEIs provide to their students. In this study, a retrospective approach was used to analyze the employment status of graduates of a state university in the Philippines from 2015 to 2019. A data mining procedure was adopted to obtain necessary data and analysis. It was hypothesized in the study that the employment rates are the same across programs per year. (...) Also, the employment rates from 2015 to 2019 are the same as the targeted employment rate in the strategic plan of the university. Statistical treatments such as mean, median, and standard deviation, Shapiro-Wilk test, and Analysis of Variance (ANOVA) were used to test the hypothesis. Results show that the employment rate of graduates of 2015-2019 is in the high-level category and significantly higher than the targeted employment rate in the university strategic plan. Similarly, findings show significant differences in the employability rates of graduates considering the programs they enrolled in. On the contrary, no significant difference in the employment rate of graduates per year graduated. The study concluded that the university is consistent in producing employable graduates. (shrink)

The decline in autobiographical memory function in people with Alzheimer’s dementia has been argued to cause a loss of self-identity. Prior research suggests that people perceive changes in moral traits and loss of memories with a “social-moral core” as most impactful to the maintenance of identity. However, such research has so far asked people to rate from a third-person perspective, considering the extent to which hypothetical others maintain their identity in the face of various impairments. In the current study, we (...) examined the impact of perspective, comparing first- and third-person perspectives, as well as memory type. This online study asked 201 participants to consider hypothetical scenarios in which either themselves or another person experienced different types of memory failures associated with a diagnosis of AD. For each scenario, participants rated the degree to which the depicted individual remained the same person, and how impactful the impairment was. Social semantic memory failures – involving failures to recognise a loved one – were rated as most detrimental to self-continuity, and procedural memory failures the least. Averaged across all memory types, people considered their own and their partner’s self-continuity to be more resilient to memory failures than that of a parent or stranger. However, this pattern was reversed for some memory types: forgetting semantic or episodic information about close relationships was rated as more detrimental from a first-person than third-person perspective. Our findings suggest that perspective and type of memory impairment interact to impact judgements about the extent to which people maintain their identity when they experience dementia, and highlight the importance of social relationships to maintaining a sense of self. Job burnout, organizational commitment, and work environment continue to be important areas of research to be studied in the realm of company employment and employee retention. Job burnout is the state of physical and emotional exhaustion and perceiving one’s profession as dull or overwhelming. Meanwhile, organizational commitment refers to the company’s attitude towards the organization and their employees, encompassing loyalty, moral responsibility, and their willingness to work. And lastly, work environment provides opportunities for employees to establish connections, develop skills, and (...) maximize their full potential in performing tasks. For the current study, researchers utilized descriptive-correlational research design to investigate the influence of Work Environment towards the job burnout and organizational commitment of BPO agents in selected companies in Bulacan, Philippines. Hence, Danish Psychosocial Work Environment Questionnaire (DPQ), Maslach Burnout Inventory - General Survey (MBI-GS), and the Three-Dimensional Model of Organizational Commitment Scale (ACS, NCS, CCS) were employed to properly assess the study's objectives. Multiple Linear Regression Analysis was performed to analyze the collected data. Based on the analysis, findings show that work environment has no significant influence on the job burnout and organizational commitment of BPO Agents. Furthermore, the results of this study were thoroughly evaluated, leading to an in-depth discussion. Based on the findings, recommendations were made to benefit the stakeholders of the study and contributeto the existing body of knowledge. (shrink)

One of the main highlights from last year’s event was the 2022 Philippine National and Local Elections. The Philippine elections involve a lot of people interaction from poll workers and other deputized agencies. Further, this study explores the lived experiences, challenges, and coping mechanisms of poll watchers during the 2022 Philippine election. Employing the Interpretative Phenomenological Analysis, the findings of this study were: (1) Filipino workers value a good-paying job and preferred meaningful work. (2) Amidst the experiences and challenges, the (...) poll watchers remain determined and motivated to take part in the seasonal election. (3) Poll watchers must be physically, emotionally, and mentally prepared to participate in this crucial work. Mainly, pollwatching is a self-reliant job. (shrink)

The gendered occupational role can have an impact on both employees and organizations they work for. This study aims to explore different sides and factors that are related to experience, challenges, and coping mechanisms of male dry cleaners amidst gendered occupational roles. The methodology used were: Heideggeran Phenomenology, Semi- structured Interview Guide, Interpretative Phenomenological Analysis (IPA) by van Kaam and modified by Moustakas. This st udy had 15 participants. Based on the data collected, the following themes were identified in this (...) study; namely, (1) The Steadf ast, (2) and The Challenged. Likewise, the following sub themes were identified from the data- gathering and are based on their perspectives. Masculinity of a male laundry employee can really affect the perspective of an in dividual, the more the male look masculine the more that the people can easily conclude that his physique is not suitable on the jobs like laundry, because people always expect that men should work on a heavy work like truck, construction sites, etc. (shrink)

As COVID-19 emerged as a phenomenon of the total environment, and despite the intertwined and complex relationships that make humanity an organic part of the Bio- and Geospheres, the majority of our responses to it have been corrective in character, with few or no consideration for unintended consequences which bring about further vulnerability to unanticipated global events. Tackling COVID-19 entails a systemic and precautionary approach to human-nature relations, which we frame as regaining diversity in the Geo-, Bio-, and Anthropospheres. Its (...) implementation requires nothing short of an overhaul in the way we interact with and build knowledge from natural and social environments. Hence, we discuss the urgency of shifting from current to precautionary approaches to COVID-19 and look, through the lens of diversity, at the anticipated benefits in four systems crucially affecting and affected by the pandemic: health, land, knowledge and innovation. Our reflections offer a glimpse of the sort of changes needed, from pursuing planetary health and creating more harmonious forms of land use to providing a multi-level platform for other ways of knowing/understanding and turning innovation into a source of global public goods. These exemplary initiatives introduce and solidify systemic thinking in policymaking and move priorities from reaction-based strategies to precautionary frameworks. (shrink)

A dominant view of guilt and shame is that they have opposing action tendencies: guilt- prone people are more likely to avoid or overcome dysfunctional patterns of behaviour, making amends for past misdoings, whereas shame-prone people are more likely to persist in dysfunctional patterns of behaviour, avoiding responsibility for past misdoings and/or lashing out in defensive aggression. Some have suggested that addiction treatment should make use of these insights, tailoring therapy according to people’s degree of guilt-proneness versus shame-proneness. In this (...) paper, we challenge this dominant view, reviewing empirical findings from others as well as our own to question (1) whether shame and guilt can be so easily disentangled in the experience of people with addiction, and (2) whether shame and guilt have the opposing action tendencies standardly attributed to them. We recommend a shift in theoretical perspective that explains our main finding that both emotions can be either destructive or constructive for recovery, depending on how these emotions are managed. We argue such management depends in turn on a person’s quality of self-blame (retributive or ‘scaffolding’), impacting upon their attitude towards their own agency as someone with fixed and unchanging dispositions (shame and guilt destructive for recovery) or as someone capable of changing themselves (shame and guilt productive for recovery). With an eye to therapeutic intervention, we then explore how this shift in attitude towards the self can be accomplished. Specifically, we discuss empathy-driven affective and narratively-driven cognitive components of a process that allow individuals to move away from the register of retributive self-blame into a register of scaffolding ‘reproach’, thereby enabling them to manage their experiences of both shame and guilt in a more generative way. En este artículo se debaten tres aspectos del concepto de la moral: el primero se refiere a la puesta en duda de la existencia misma, no sólo del concepto sino de la posible o imposible fundamentación de lo moral per se. En segundo lugar, la positivización del término llevado a lo normativo como una búsqueda de objetividad de lo moral y, el tercer aspecto, la crítica a la moral imperativa desde posturas dogmáticas. Se defiende que no es suficiente la perfectibilidad (...) de las leyes desde un punto de vista de la moralidad, sino que existe lo que podríamos llamar un fundamento personal, y al mismo tiempo, colectivo de comprensión del Derecho; entendido como el bienestar individual y colectivo para la realización de una vida plena en la polis. La moralidad, por tanto, si bien no es posible definirla en modo explicativo, racional, necesita de una base en valores compartidos con aspiraciones objetivistas y, al mismo tiempo, universalistas. The change also known as transition from one modality to another paves the way to surface different stressors and tensions among the teachers and learners. In the literature, little attention was given to the teachers who experienced transition from the change of modality as more research studies focused on the learners’ academic performance. This study used a Heideggerian Phenomenology research design in explicating the lived experiences of the (...) teachers exposed in the transition from modular instruction to face-to-face classes. Interpretative Phenomenological Analysis (IPA) popularized by Moustakas and modified by Van Kaam was used in analyzing the authentic experiences of the participants. There were 8 participants in this study when the data saturation was reached. Semi-structured questionnaire was utilized in conducting the interview. There are four emerging themes generated – The Defect, The Struggles, Pedagogical Challenges, and the Inevitable Stressors. These themes are clear manifestations of how teachers are surviving and thriving in these trying times. Finally, this paper was able to establish that the positivity/ negativity indices of the Kapampangan and Tagalog ethnic stereotype and self-stereotype are both closest to each other; while those of the Ilocano ethnic stereotype and self-stereotype are farthest to each other. This paper is significant not only in knowing whether there is a difference between how the three ethnolinguistic groups construct each other’s stereotypes and their respective self-stereotypes, but more so in laying down the preliminary information that would lead towards understanding the dynamics among these same ethnolinguistic groups, and towards building a more cohesive student body in TSU, or citizens of Tarlac City, or inhabitants of Tarlac Province. This paper is also important in providing a model study that can be replicated in other multicultural institutions and locations in the country. (shrink)

En México y en otros países, eufemísticamente llama-dos "en desarrollo", los sistemas públicos de atención a la salud enfrentan continuos recortes presupuestales, lo que impacta negativamente a los recursos materiales y a la disminución de plazas para los egresados de las carreras de medicina, esto es, menos contratos de médicos de base en hospitales, clínicas y centros de salud. Bajo este panorama adverso, algunos administradores, desarrolladores de software y no pocos políticos preclaros, suponen que la salida a los problemas económicos (...) estará en el uso intensivo de la inteligencia artificial (en adelante IA) y la robótica. Una vez que los algoritmos sean adecuadamente entrenados, un ejército de robots doctores serán capaces de hacer valoraciones más precisas, diagnósticos 100% acertados, y prescripciones farmacológicas exactas; mucho mejor que los médicos humanos. Además, la IA no se cansa, no protesta, no se sindicaliza… ¿Realidad o ficción? En países como China y el Reino Unido ya se utilizan técnicas computacionales para la interpretación de imágenes de rayos X, detección de tumores, prótesis inteligentes e incluso IA para predecir los resultados de un ataque cerebrovascular isquémico. En México se incorporó a RoomieBot, un robot que sirve para el diagnóstico de pacientes con posible coronavirus. La cirugía robótica Da Vinci es buen ejemplo de cómo la IA puede trabajar colaborativamente con la o el cirujano en el quirófano. Sin embargo, aún quedan por resolver grandes desafíos antes de preocuparse por el llamado desempleo tecnológico de los egresados. Si bien la IA es una valiosa herramienta, en estricto sentido, en esta y en otras muchas áreas su autonomía total es todavía una quimera, por ejemplo: los vehículos autónomos pueden ser engañados y hackeados, y no existe aún un robot que pueda hacer un simple nudo a las correas de sus zapatos sin asistencia 2. Por otra parte, se requiere un marco normativo-todavía inexistente-para la aplicación universal de IA en los cuidados de la salud. Los principios de la bioética están claramente establecidos: la beneficencia, la no maleficencia, la autonomía y la justicia, así como el Juramento Hipocrático. No es así para IA, donde los países interesados no llegan al consenso de los principios morales básicos de la medicina que debería extrapolar 3. Hasta que no se solucionen los problemas técnicos, tecnológicos y, sobre todo, los dilemas éticos, la IA deberá continuar como la útil herramienta que es para la medicina; sin embargo, sustituir el valor intrínseco kantiano de la persona es algo que, seguramente, tendremos mucho tiempo para reflexionar y, acaso, algún día resolver de manera satisfactoria. Los autores presentan los resultados de un estudio con la participación de 445 estudiantes, titulado: «La adquisición del inglés por medio de las clases en línea en estudiantes de nivel superior del Complejo Regional Nororiental durante la pandemia de COVID-19»; en él, entre otras conclusiones, proponen dinamizar la práctica digital y flexibilizar los métodos de evaluación, puesto que la 25 Introducción interacción social en el aprendizaje de una lengua extranjera es imperativa para motivar a los estudiantes.

La entrevista al doctor Darío Villanueva es sobre el panorama literario del siglo XXI. A partir de cuatro tópicos fundamentales y reincidentes: los libros, los escritores, las editoriales y la realidad. Estos han sido incorporados en las preguntas para desentrañar el sistema literario que se ha originado en los últimos años. Frente a estas interrogantes, se notará que existen algunos obstáculos que han tergiversado y entorpecido la labor de la escritura, así como el canon literario, tal como la cultura (...) de masas y la diversificación que se aprecia desde la posmodernidad. Las preguntas que se le realizaron estuvieron orientadas a conocer la propuesta literaria del autor en cuanto a su producción artística, debido a que el narrador ha trabajado con un lineamiento particular y ha incursionado en los géneros de la poesía, la novela y el cuento. Asimismo, se hace mención de aquellas experiencias regionales y de la capital que le sirvieron para afianzar (...) su vocación como escritor. Para terminar, es necesario acotar que también fue importante hacer referencia a las influencias que tuvo de otros narradores y corrientes, así como del repertorio bibliográfico que fue extrayendo de su formación escolar y universitaria. The definition of "philosophical analysis" is far from obvious and the definition adopted by the editors should be mentioned. The editors wish to designate with this term, as is often done in the English-speaking world, a much broader tradition than that of "analytical philosophy", one initiated by the disciples of the second Wittgenstein and including Moore, Russell, Wittgenstein, the Vienna Circle, neo-empiricism and the "philosophy of ordinary language". From the editors' introductions it is clear that there was a number of (...) reasons that at first delayed and hindered the reception of the analytic tradition in Latin America, and later forced this tradition into a position of open confrontation with the pre-existing philosophical schools of continental derivation. In this clash, cultural factors played a role, as did the dramatic socio-political events of these countries, events that also influenced the personal destinies of many of the authors who appear in the anthology who emigrated or were removed from teaching by military dictatorships. Jeanette Edwards observes a pattern of questions of the form “Why do anthropology fieldwork in location X?” - she only hears the question posed of some places - and she explains this pattern by saying that some places are taken to be obviously legitimate for anthropology fieldwork whereas others are not. I draw distinctions between legitimate and illegitimate, obviously legitimate and not obviously legitimate, and better and worse. The distinctions lead to a different explanation.

Jeanette Edwards did fieldwork in the English town of Bacup. Why do fieldwork there? She writes that she is often asked this, whereas the question is unlikely to be asked of an anthropologist who does fieldwork in Papua New Guinea, because it is “axiomatically” an acceptable place for fieldwork. I present two responses to Edwards’ thinking, one of which concerns an asymmetry in how “skeptics” present their questions.

Jeanette Edwards sounds as if she wishes to reject the question “Why did you do fieldwork there?” I propose a metaphysical route to this, which is to say, “The self before fieldwork is not my self,” but this conflicts with the traditional Lockean account of personal identity.

Jeanette Edwards tells us that she is often asked about why she did fieldwork in the English town of Bacup, whereas she has not heard anthropologists who did fieldwork in Papua New Guinea asked why there. She commits herself to a certain explanation for this: potential inquirers assume that non-Western societies are legitimate objects of study for social anthropology but this is not assumed for Western societies. I propose another explanation: it is not about the legitimacy of the object (...) of study, rather “your” levels of commitment. Would you do that for anthropology? (shrink)

In recent years, philosophers have looked to empirical findings about psychopaths to help determine whether moral agency is underwritten by reason, or by some affective capacity, such as empathy. Since one of psychopaths’ most glaring deficits is a lack of empathy, and they are widely considered to be amoral, psychopaths are often taken as a test case for the hypothesis that empathy is necessary for moral agency. However, people with autism also lack empathy, so it is reasonable to think that (...) any empirically-informed attempt to answer the question of whether empathy is necessary for moral agency should give due attention to autism as well as psychopathy. Jeanette Kennett’s thought-provoking paper ‘Autism, Empathy and Moral Agency’ (2002) is an early and arguably the most notable example of such an attempt. Kennett argues that although autistic people and psychopaths both lack empathy, autistic people possess a ‘reverence for reason’ that enables them to become capable moral agents. By contrast, psychopaths lack this rational capacity, and it is this defect of reason rather than an empathic impairment that explains why they are amoral. Kennett thus concludes that empathy is not necessary for moral agency. In this chapter, I challenge Kennett’s argument. First, I review the empirical evidence in order to demonstrate that there is a component of empathy called affective empathy that is impaired in psychopaths but largely preserved in autistics. As such, the claim that psychopaths and autistics share a common lack of empathy is unjustified. Second, I challenge Kennett’s claim that empathy plays no role in explaining the moral difference between psychopaths and autistics. Instead, I contend that the intact affective empathy of autistic people is a crucial component of their capacity to act from reverence for reason. (shrink)

This article attempts to explain the value that we assign to the presence of friends at the time when life is ending. It first shows that Aristotle’s treatment of friendship does not provide a clear account of such value. It then uses J. L. Austin’s notion of performativity to supplement one recent theory of friendship – given by Dean Cocking and Jeanette Kennett – in such a way that that theory can then account for friendship’s special value at our (...) time of death. El fenómeno de la corrupción es un cáncer que afecta a nuestro país y que es necesario erradicar; éste diluye las oportunidades de desarrollo económico y social, privilegiando la sola conjunción de intereses particulares, de actores políticos en acuerdos no legales en beneficio propio, los cuales derivan en actos de corrupción. Estudios recientes señalan que el nivel de corrupción presente en un sistema político está directamente relacionado con el tipo de estructura institucional que lo defina (Boehm y Lambsdorff, 2009), así (...) como de la ineficacia de los organismos de control (Casar, 2015; Cárdenas, 2010; Rojas, 2010; Carbonell, 2009; Restrepo, 2004), por lo que se requiere de la acción ciudadana para combatir la corrupción (Sandoval, 2010; Villanueva, 2006). Este trabajo, centra nuestra atención en la administración pública federal, presentando como propuesta para empoderar la acción ciudadana en el combate de la corrupción y en el Sistema Nacional Anticorrupción; la figura de Whistleblowers o generador de alerta ciudadana, desde dos principios fundamentales: i) reconociendo la obligación del ciudadano de informar sobre actos de corrupción y ii) el otorgamiento por parte de la autoridad de la protección de testigos. Estas dos acciones derivarán en dos resultados importantes: i) Consolidar la denuncia ciudadana para informar a la sociedad sobre actos de corrupción y ii) y el ejercicio de la libertad de la información a fin de que la sociedad este en posibilidades de ser informada sobre actos de corrupción. Estas acciones permitirán promover y consolidar una cultura de la denuncia de actos de corrupción que pueden ser constitutivos de delito como pilar fundamental en el Sistema Nacional Anticorrupción en México. This paper presents what I at least regard as a University of Oxford style response to a question often posed to social anthropologist Jeanette Edwards, “Why Bacup?” The question can be a brief way of communicating various puzzles which an inquirer is seeking to solve and I presume “an Oxford person” is going to ask for a clarification of the question, perhaps offering some options.

In “Neurosentimentalism and Moral Agency”, Philip Gerrans and Jeanette Kennett argue that prominent versions of metaethical sentimentalism and moral realism ignore the importance, for moral agency and moral judgment, of the capacity to experientially project oneself into the past and possible futures – to engage in ‘mental time travel’. They contend that such views are committed to taking subjects with impaired capacities for MTT to be moral judgers, and thus confront a dilemma: either allow that these subjects are moral (...) agents, or deny that moral agency is required for moral judgment. In reply, we argue for two main claims. First, it is implausible that moral agency is required for moral judgment, and Gerrans and Kennett give us no good reason for thinking it is. Second, at least some of the subjects in question seem able to make moral judgments, and Gerrans and Kennett give us no good reason to doubt that they can. We conclude that they have not shown a problem for any of the metaethical views in question. (shrink)

In her paper, “The cost of conscience: Kant on conscience and conscientious objection,” Jeanette Kennett argues that a Kantian view of conscientious objection in medicine would bar physicians from refusing to perform certain practices based on conscience. I offer a response in the following manner: First, I reconstruct her main argument; second, I present a more accurate picture of Kant’s view of conscience. I conclude that, given a Kantian framework, a physician should be allowed to refuse to perform practices (...) that break the moral law and, thus, refuse practices that violate her conscience. This paper objects to an explanation I extract from Jeanette Edwards, concerning a pattern she observes of questions asked and not asked. There are propositions accepted as axioms which apparently lead to that pattern. I present an axiomatization but it leads to different questions.

The phenomenon of corruption is a cancer that affects our country and that it is necessary to eradicate; This dilutes the opportunities for economic and social development, privileging the single conjunction of particular interests, political actors in non-legal agreements for their own benefit, which lead to acts of corruption. Recent studies indicate that the level of corruption present in a political system is directly related to the type of institutional structure that defines it (Boehm and Lambsdorff, 2009), as well as (...) the ineffectiveness of the control organisms (Casar, 2015; Cárdenas, 2010, Rojas, 2010, Carbonell, 2009, Restrepo, 2004), which requires citizen action to combat corruption (Sandoval, 2010, Villanueva, 2006). This work, focuses our attention on the federal public administration, presenting as a proposal to empower the citizen action in the fight against corruption and in the National Anticorruption System; the figure of Whistleblowers or generator of citizen alert, based on two fundamental principles: i) recognizing the citizen's obligation to report acts of corruption and ii) the granting by the authority of witness protection. These two actions will result in two important results: i) Consolidate the citizen's complaint to inform society about acts of corruption and ii) and the exercise of freedom of information so that society is able to be informed about acts of corruption. These actions will allow promoting and consolidating a culture of reporting acts of corruption that may constitute a crime as a fundamental pillar in the National Anticorruption System in Mexico.
