The study aimed to identify the knowledge management processes and their role in achieving competitive advantage at Al-Quds Open University. The study was based on the descriptive analytical method, and the study population consists of academic and administrative staff in each of the branches of Al-Quds Open University in (Tulkarm, Nablus and Jenin). The researchers selected a sample of the study population by the intentional non-probability method, the size of (70) employees. A questionnaire was prepared and supervised by a number (...) of specialists in order to obtain the results of the study. The study concluded that there is a positive direct relationship, that is, the higher the degree of application of knowledge management processes, the greater the degree of competitive advantage. Knowledge Technology came first with a score of 80.02% on all items. Competitive advantage came second with 81.74%. In the third place came "knowledge generation" where the total score on all paragraphs in this area (78.24%). In the fourth place, "knowledge transfer" (77.21%). "Developing and storing knowledge" came in fifth place (77.13%). "Acquisition of knowledge" came in sixth place (76.45%). Knowledge Organization ranked seventh (74.26%). The study recommended that the university should enable the employees to benefit from the experiences and expertise available to help generate knowledge. The University encourages the creation of knowledge through the system of incentives and open the way for creators to apply their creations and spread and invest in excellence and creativity. The university should design work performance levels based on the integration of knowledge and organize it according to policies that support freedom of research. The need for Palestinian universities to adopt a knowledge management approach. The need to adopt a system of incentives that rewards cognitive efforts, and give workers enough freedom to enable them to apply their knowledge. (shrink)

The past decade has seen a protracted debate over the semantics of epistemic modals. According to contextualists, epistemic modals quantify over the possibilities compatible with some contextually determined group’s information. Relativists often object that contextualism fails to do justice to the way we assess utterances containing epistemic modals for truth or falsity. However, recent empirical work seems to cast doubt on the relativist’s claim, suggesting that ordinary speakers’ judgments about epistemic modals are more closely in line with contextualism than relativism (...) (Knobe & Yalcin 2014; Khoo 2015). This paper furthers the debate by reporting new empirical research revealing a previously overlooked dimension of speakers’ truth-value judgments concerning epistemic modals. Our results show that these judgments vary systematically with the question under discussion in the conversational context in which the utterance is being assessed. We argue that this ‘QUD effect’ is difficult to explain if contextualism is true, but is readily explained by a suitably flexible form of relativism. (shrink)

Drawing on recent work in formal pragmatic theory, this paper shows that the manipulation of discourse structure—in particular, by way of shifting the Question Under Discussion mid-discourse—can constitute an act of epistemic injustice. I argue that the “All Lives Matter” response to the “Black Lives Matter” slogan is one such case; this response shifts the Question Under Discussion governing the overarching discourse from Do Black lives matter? to Which lives matter? This manipulation of the discourse structure systematically obscures the intended (...) meaning of “Black lives matter” and disincentivizes future utterances of it. (shrink)

Lying is standardly distinguished from misleading according to how a disbelieved proposition is conveyed. To lie, a speaker uses a sentence to say a proposition she does not believe. A speaker merely misleads by using a sentence to somehow convey but not say a disbelieved proposition. Front-and-center to the lying/misleading distinction is a conception of what-is-said by a sentence in a context. Stokke (2016, 2018) has recently argued that the standard account of lying/misleading is explanatorily inadequate unless paired with a (...) theory where what-is-said by a sentence is determined by the question under discussion or QUD. I present two objections to his theory, and conclude that no extant theory of what-is-said enables the standard account of the lying/misleading distinction to be explanatorily adequate. (shrink)

Recent scoreboard models of conversation, in addition to modeling update effects of assertions and questions, also make sense of how one may react to such discourse moves. An account of acceptance and rejection is captured by Farkas & Bruce (2010), while Bledin & Rawlins (2020) have recently made sense of how one may resist an assertion too. For rejection and resistance of assertions, truth comes out to be a crucial notion. Between X and Y, if Y doesn't believe p to (...) be true, then Y might resist or reject X's assertion of p. For questions however, truth cannot serve this purpose. A complete model of discourse would seek to offer explanation of resisting questions. Much like Bledin & Rawlins, one can non-exhaustively enumerate a class of resistance moves. In many ways, one can resist a request to make a particular question QUD. In this paper, we raise following question: which notion can serve to explain question uptake in discourse? In our paper, we show how the expected utility value (EUV) of questions can serve this role for questions. EUV is used by van Rooij (2003) to give an account of interpretation of questions; we think it can serve our intended purposes too. To demonstrate plausibility, we build a workable formalism. ABSTRACT Truth-conditions are systematically determined when they are the output of an algorithmic procedure that takes as input a set of semantic and contextual features. Truth-conditional sceptics have cast doubts on the thesis that truth-conditions are systematic in this sense. Against this form of scepticism, Schoubye and Stokke : 759–793) and Dobler : 451–474.) have provided systematic analyses of utterance truth-conditions. My aim is to argue that these theories are not immune to the kind of objections raised by truth-conditional sceptics. (...) Scientists, philosophers, and other researchers commonly assert their theories. This is surprising, as there are good reasons for skepticism about theories in cutting-edge research. I propose a new account of assertion in research contexts that vindicates these assertions. This account appeals to a distinct propositional attitude called endorsement, which is the rational attitude of committed advocacy researchers have to their theories. The account also appeals to a theory of conversational pragmatics known as the Question Under Discussion model, or QUD. Hence, (...) I call the theory the EQUD model. Motivating this account is a recognition that the speech act of assertion has two roles to play in research contexts. The first is the advocacy role, in which researchers assert a theory in order to advocate for it. The second is the evidential role, which is used to add to the common stock of information available to a field of inquiry. The EQUD model provides an account of warranted assertion for both these roles in research contexts. This success provides support for the theory of endorsement. It also provides support for information updating accounts of assertion. (shrink)

The aim of this paper is to evaluate the critical success factors and investigate the benefits that might be gained once implementing Electronic Customer Relationship Management at HEI from employee perspective. The study conducted at Al Quds Open University in Palestine and data collected from (300) employee through a questionnaire which consist of four variables. A number of statistical tools were intended for hypotheses testing and data analysis, including Spearman correlation coefficient for Validity, reliability correlation using Cronbach’s alpha, and Frequency (...) and Descriptive analysis. The overall findings of the current study show that all the features were important for staff and it was critical success factors, at the same time, websites were providing all the features discussed by the theory whereas staff showed their willingness to use those features if provided. It is also discovered that implementing Electronic Customer Relationship Management can cause staff retention, were provided efficiently and needed to be improved. Research limitations: The survey findings were based on QOU employee in Palestine, UAE and KSA branches not included in the study. (shrink)

Epistemic contextualism in the style of Lewis (1996) maintains that ascriptions of knowledge to a subject vary in truth with the alternatives that can be eliminated by the subject’s evidence in a context. Schaffer (2004, 2005, 2007, 2008, 2015), Schaffer and Knobe (2012), and Schaffer and Szabo ́ (2014) hold that the question under discussion or QUD always determines these alternatives in a context. This paper shows that the QUD does not perform such a role for "know" and uses this (...) result to draw a few lessons about the metasemantics of context- sensitivity. (shrink)

This paper aims to measure Knowledge Management Maturity (KMM) in the universities to determine the impact of knowledge management on high performance. This study was applied on Al-Quds Open University in Gaza strip, Palestine. Asian productivity organization model was applied to measure KMM. Second dimension which assess high performance was developed by the authors. The controlled sample was (306). Several statistical tools were used for data analysis and hypotheses testing, including reliability Correlation using Cronbach’s alpha, “ANOVA”, Simple Linear Regression and (...) Step Wise Regression.The overall findings of the current study suggest that KMM is suitable for measuring high performance. KMM assessment shows that maturity level is in level three. Findings also support the main hypothesis and it is sub- hypotheses. The most important factors effecting high performance are: Processes, KM leadership, People, KM Outcomes and Learning and Innovation. Furthermore the current study is unique by the virtue of its nature, scope and way of implied investigation, as it is the first comparative study in the universities of Palestine explores the status of KMM using the Asian productivity Model. In this paper, we propose an account of metaphor identification on the basis of contextual coherence. In doing so, we build on previous work by Nicholas Asher and Alex Lascarides that appeals to rhetorical relations in order to explain discourse structure and the constraints on the interpretation of metaphor that follow from it. Applying this general idea to our problem, we will show that rhetorical relations are sometimes insufficient and sometimes inadequate for deciding whether a given utterance is a case (...) of metaphor. They are insufficient, since rhetorical relations fall short at times of providing a basis for disambiguating between literal and metaphorical interpretations. In such cases, contextual information other than previous discourse needs to enter the picture. To this effect, we bring the idea of external consistency into play. Beyond that, though, we will argue that rhetorical relations are sometimes inadequate to account for coherence, if conceived as relations among sentences only. The reason is that extra-linguistic elements of the situation in which the sentence is uttered may be crucial for getting at the preferred interpretation. To account for these cases, we allow rhetorical relations to connect both with previous discourse and with extra-linguistic situations. In our final refinement of the notion of contextual coherence, we forfeit any appeal to rhetorical relations in favour of Questions Under Discussion (QUD). We defend the view that this account does not only explain the same sort of cases. What is more, it solves the issue of metaphor identification in impoverished contexts. (shrink)

Abstract: The study aimed to identify the relationship between psychological capital and dedication to work among administrative employees in Palestinian universities, and in order to achieve the objectives of the study, a descriptive analytical approach was used, and the study population consisted of all administrative employees in Palestinian universities: the Islamic University, Al-Azhar University, Palestine University, and Al-Quds Open University The number of (1104) male and female employees was chosen, and a proportional stratified sample of (320) male and female employees (...) was chosen, where the study tools were applied to them, represented by the psychological capital questionnaire and the job link questionnaire, and (294) male and female employees responded with a response rate of (91.90%). The study reached several results, the most important of which was that the level of psychological capital was high in Palestinian universities, where the relative weight reached (80.23%), and the field of optimism came first with a relative weight (82.05%), then the field of self-efficacy with a relative weight (80.75%), then The field of hope with a relative weight (79.75%), and finally the field of flexibility with a relative weight (78.37%). The results also showed that the level of dedication to work among the administrative employees in Palestinian universities in Gaza Strip was high and reached (82.52%), and the results showed that there are no differences between Respondents' responses about psychological capital were attributed to the variable of gender and years of service, while differences appeared in favor of the age variable in favor of the group (over 50 years and 31-40 years), differences in favor of bachelors and postgraduate studies at the expense of the diploma, and differences attributed to the variable of work status in favor of the academic in an administrative position . In light of the results of the study, the researchers recommend that the employee be given tasks and responsibilities that enhance his tendencies and positive outlook on the nature of his work, and provide a work environment that supports creativity and has the necessary vitality and interest in building human relationships. Conversational exculpature is a pragmatic process whereby information is subtracted from, rather than added to, what the speaker literally says. This pragmatic content subtraction explains why we can say “Rob is six feet tall” without implying that Rob is between 5'0.99" and 6'0.01" tall, and why we can say “Ellen has a hat like the one Sherlock Holmes always wears” without implying Holmes exists or has a hat. This article presents a simple formalism for understanding this pragmatic mechanism, specifying how, (...) in context, the result of such subtractions is determined. And it shows how the resulting theory of conversational exculpature accounts for a varied range of linguistic phenomena. A distinctive feature of the approach is the crucial role played by the question under discussion in determining the result of a given exculpature. (shrink)
