The engineering knowledge research program is part of the larger effort to articulate a philosophy of engineering and an engineering worldview. Engineering knowledge requires a more comprehensive conceptual framework than scientific knowledge. Engineering is not ‘merely’ applied science. Kuhn and Popper established the limits of scientific knowledge. In parallel, the embrace of complementarity and uncertainty in the new physics undermined the scientific concept of observer-independent knowledge. The paradigm shift from the scientific framework to the broader participant engineering framework entails a (...) problem shift. The detached scientific spectator seeks the ‘facts’ of ‘objective’ reality – out there. The participant, embodied in reality, seeks ‘methods’, about how to work in the world. The engineering knowledge research program is recursively enabling. Advances in engineering knowledge are involved in the unfolding of the nature of reality. Newly understood, quantum uncertainty entails that the participant is a natural inquirer. ‘Practical reason’ is concerned with ‘how we should live’– the defining question of morality. The engineering knowledge research program is selective seeking ‘important truths’, ‘important knowledge’, ‘important methods’ that manifest value, and serve the engineering agenda of ‘the construction of the good.’ The importance of engineering knowledge research program is clear in the new STEM curriculum where educators have been challenged to rethink the relation between science and engineering. A 2015 higher education initiative to integrate engineering colleges into liberal arts and sciences colleges has stalled due to the confusion and conflict between the engineering and scientific representations of knowledge. During the period of the Seven Years' (...) War, a reconstituted militia became a focus for patriotic enthusiasm, uniting national sentiment against France and effectively eradicating the remnants of Jacobite rhetoric and aspiration. Traditional opposition between Tory and Whig became irrelevant, while Court and Country jointly came to the support of the Pitt-Newcastle ministry. However, in due course the Old Corps disintegrated as George III succeeded to the throne with the promise of an end to factional strife and the beginning of a patriotic alliance in government. But while competing ideologies and interests on the domestic political scene were undergoing comprehensive realignment, the pursuit of a blue-water policy in tandem with strategic continental campaigns brought Britain's struggle against France into North America, the Caribbean, and India. Trade continued to expand into Asia and West Africa, but the principles of commercial advantage were continually brought into open conflict with the exigencies of war. The division of power in Europe became embroiled in a substantial redivision of empire, and by 1763 British territorial expansion had reached its zenith.When Burke was appointed private secretary to the Marquis of Rockingham, with the national debt standing at an all time high and the demands of imperial defense unlikely to diminish, the politics of empire called for urgent attention from all sections of the political establishment. This book is a record of my dialogues with Stephen Hawking, his graduate assistants and his nurses during a four city public lecture tour I organized for Hawking, including Portland, Eugene, Seattle, Vancouver, BC. We discussed 20th century science and philosophy of science. Since I was often the one being questioned, much of the contents reflect my PhD research at the University of London. My focus was on understanding the limits of science, as represented by quantum theory and relativity. My (...) mentors had been Paul Feyerabend and Imre Lakatos, and I was strongly influenced by Karl Popper and Thomas Kuhn. In one in depth presentation to Hawking I suggested that Newtonian space-time and Maxwellian space-time were complementary, were defined by complementary symmetry principles. I had opportunity to present the same arguments to Kip Thorne and Freeman Dyson. Hawking simply remarked that I 'may be right'. Thorne confirmed that practitioners of General Relativity use both depending on the problem at hand. Dyson was emphatic – "Yes. Definitely. Absolutely.". (shrink)

The philosophy of engineering is, in the first instance, concerned to make sense of what we do and how we do it as agents in the world. It is also concerned with understanding the nature of inquiry and exploration in the engineering enterprise. In these latter concerns, the philosophy of engineering constitutes the more general framework for understanding the nature of reality and the role of engineering in it. Mindfulness-based interventions (MBIs) are being actively implemented in a wide range of fields – psychology, mind/body health care and education at all levels – and there is growing evidence of their effectiveness in aiding present-moment focus, fostering emotional stability, and enhancing general mind/body well-being. However, as often happens with popular innovations, the burgeoning interest in and appeal of mindfulness practice has led to a reductionism and commodification – popularly labelled ‘McMindfulness’ – of the underpinning principles and ethical foundations of such (...) practice which threatens to subvert and militate against the achievement of the original aims of MBIs in general and their educational function in particular. It is argued here that mindfulness practice needs to be organically connected to its spiritual roots if the educational benefits of such practice are to be fully realised. (shrink)

In The Gay Science (1882), Nietzsche heralded the problem of nihilism with his famous declaration “God is dead,” which signalled the collapse of a transcendent basis for the underpinning morality of European civilization. He associated this collapse with the rise of the natural sciences whose methods and pervasive outlook he was concerned would progressively shape “an essentially mechanistic [and hence meaningless] world.” The Russian novelist Turgenev had also associated a scientific outlook with nihilism through the scientism of Yevgeny Bazarov, a (...) character in Fathers and Sons. A century or so later, can we correlate relevant scientific results and the nihilistic consequences that worried these and other nineteenth-century authors? The aversion of empirical disciplines to such non-empirical concepts as personhood and agency, and their methodological exclusion of the very idea of value would make this a difficult task. Recent neuroscientific (MRI) investigations into free will might provide a useful starting point for anyone interested in this sociological question, as might the research results of experimental or evolutionary psychologists studying what they take human beings to be. In this paper, I turn instead to a more basic issue of science. I will question the universality of a principle of identity assumed by a scientific understanding of what it means for anything to exist. I will argue that the essential features of human existence present an exception to this principle of identity and thereby fall outside the grasp of scientific inquiry. The basis of this argument will be an explanation of why it is nonetheless rational for us to affirm personhood, agency, moral values, and many more concepts that disappear under the scrutiny of the sciences. Although it has been given qualified approval by a number of philosophers of education, the so-called ‘therapeutic turn’ in education has been the subject of criticism by several commentators on post-compulsory and adult learning over the last few years. A key feature of this alleged development in recent educational policy is said to be the replacement of the traditional goals of knowledge and understanding with personal and social objectives concerned with enhancing and developing confidence and self-esteem in learners. After offering (...) some critical observations on these developments, I suggest that there are some educationally justifiable goals underpinning what has been described as a therapeutic turn. Whilst accepting that ‘self-esteem’ and cognate concepts cannot provide a general end or universal aim of education, the therapeutic function is more valuable and significant than is generally acknowledged. This claim is justified by an examination of the concept of ‘mindfulness’ that, it is argued, can be an immensely powerful and valuable notion, which is integrally connected with the centrally transformative and developmental nature of learning and educational activity at all levels. Tesón's “humanitarian rationales” for the war in Iraq strain the traditional understanding of humanitarian intervention: The first, that the war was fought to overthrow a tyrant. The second, that it was a defense strategy establishing democratic regimes peacefully, but by force if necessary.

Nietzsche regarded nihilism as an outgrowth of the natural sciences which, he worried, were bringing about “an essentially mechanistic [and hence meaningless] world.” Nihilism in this sense refers to the doctrine that there are no values, or that everything we might value is worthless. In the last issue of Modern Horizons, I offered this conditional explanation of the relation of science and nihilism: that a scientific worldview is nihilistic insofar as it rules out the existence of anything that cannot in (...) principle be precisely picked out or identified.i What kinds of entities would a scientific worldview eliminate on the basis of such an assumption? The list is long and various, but it includes those intentional (mentalii) entities of our consciousness that underwrite the existence of persons, and more basically of thought itself – e.g., belief, value, agency, truth, and meaning. I argued in that previous paper that intentional concepts are ultimately inscrutable, and yet impossible coherently to deny. I claimed that we could no more doubt the existence of values than we could doubt reality itself – and when I spoke of values I had in mind the (suspicion-engendering) concept of the good, and was even toying with the related idea of the Logos (an even more suspect concept). There are a several attractive reasons why the idea of the good, or the Logos, might be regarded with suspicion, and why either might reasonably be discarded as a pseudo concept. Leaving the latter concern until later, we might worry that insisting on the possibility of an overarching good supports the idea of a total worldview, or that we are gradually progressing towards a single correct vision of things. A progressivist, totalising vision would seem to foreclose on outlooks, values, and persons that deviate from its most likely trajectory, and may stymie or interfere with incommensurate forms of otherness,iii awkward disturbances, and idiosyncrasies threatening its more well-established precincts – perhaps whatever stands out as strange, rare, and indissolubly individual. The idea of an emerging universal standard of values thus might amount to a source of oppression, e.g., if it provides a warrant to transform a currently limited universally prescriptive set of global practices and institutes into an ever more elaborate totalising hierarchy. In the discussion below, I will say why the good, conceived as the Logos, suggests a more salutary trajectory for individuals, and erodes support for either a totalitarian vision or a dissolving nihilistic outlook on the world. A dramatic problem facing the concept of the self is whether there is anything to make sense of. Despite the speculative view that there is an essential role for the perceiver in measurement, a physicalist view of reality currently seems to be ruling out the conditions of subjectivity required to keep the concept of the self. Eliminative materialism states this position explicitly. The doctrine holds that we have no objective grounds for attributing personhood to anyone, and can therefore dispense with (...) the concept. That implication would require us to dispense with many of the most basic commitments of our manifest or common sense image of the world. And it would require us to abandon, to maintain as an act of bad faith, or radically to adjust, virtually every significant basic commitment underlying the variety of traditions that have evolved historically from the (natural) platform of common sense. Daniel Dennett’s sympathies seem to be divided over this issue. He is reluctant to eliminate the most fundamental linguistic-conceptual-institutional commitments that have evolved from common sense. Yet, I will argue, the basis of his support for these, beneath the surface of his rhetoric, is a mirage. His view of persons and related (intentional) concepts is a case in point. In place of the eliminative materialist position, Dennett recommends that we regard the self as a highly useful “theorist’s fiction.” He adopts a similar epistemic stance toward intention, belief, mind, and so on. In this paper I aim to show that Dennett’s recommendation is based on a subtle version of the dualism of subject and object (or scheme and content), which he seems to agree that we should transcend. Against Dennett’s view of the self as a “theorist’s fiction,” I argue in favour of a version of Donald Davidson’s realist thesis that, once we properly appreciate the significance of abandoning this pervasive dualism, we can maintain the self and associated intentional items – belief, mind, and so on – within a thoroughly realist ontology. Is there a political philosophy of conservatism? A history of the phenomenon written along sceptical lines casts doubt on the existence of a transhistorical doctrine, or even an enduring conservative outlook. The main typologies of conservatism uniformly trace its origins to opposition to the French Revolution. Accordingly, Edmund Burke is standardly singled out as the ‘father’ of this style of politics. Yet Burke was de facto an opposition Whig who devoted his career to assorted programmes of reform. In restoring Burke (...) to his original milieu, the argument presented here takes issue with 20th-century accounts of conservative ideology developed by such figures as Karl Mannheim, Klaus Epstein and Samuel Huntington. It argues that the idea of a conservative tradition is best seen as a belated construction, and that the notion of a univocal philosophy of conservatism is basically misconceived. (shrink)

Lockheed Martin Corp. has funded research to generate a framework and methodology for developing semantic reasoning applications to support the discipline oflntelligence Analysis. This chapter outlines that framework, discusses how it may be used to advance the information sharing and integrated analytic needs of the Intelligence Community, and suggests a system I software architecture for such applications.

Despite recent neuroscientific research purporting to reveal that free will is an illusion, this paper will argue that agency is an inescapable feature of rationality and thought. My aim will not be to address the methodology or interpretation of such research, which I will only mention in passing. Rather, I will examine a collection of basic concepts which are presupposed by thought, and propose that these concepts are interrelated in ways that makes them both basic and irreducibly complex. The collection (...) includes such concepts as belief, value, meaning, and truth. I will argue that free will belongs to this collection, and as such is also presupposed by thought. This proposal is opposed to a methodological tendency in analytic philosophy, to eliminate aspects of concepts which can’t be given a clear analysis, and to the wish of many empirical psychologists and cognitive scientists to reduce intentional/mental states to neurons and other mindless phenomena which they regard as more fundamental. Instead of offering a direct critique of either of these methodological attitudes, I will try to place the concept of freedom in its proper conceptual context, and make a positive case for its reality. Fictional and non-fictional texts rely on the same language to express their meaning; yet many philosophers in the analytic tradition would say, with reason, that fictional texts literally make no truth claims, or more modestly that the rhetorical and literary devices to which fiction and non-fiction writers alike have recourse are unconnected to truth or have no propositional content. These related views are associated with a doctrine in the philosophy of language, most notably advanced by the late Donald Davidson, which (...) holds that we understand the semantic structure of a language by applying to it a theory of truth, which involves discovering the truth conditions of its sentences. This approach to semantic theory raises several seemingly intractable problems, such as the problem of stating the meaning of non-declarative sentences, e.g. questions and imperatives. The chief aim of this paper will be to try to dispel these problems by suggesting an adjustment in Davidson’s account of the relation of truth to meaning, one which will also allow us to picture such troublesome linguistic items as metaphor within a semantic theory, and to expand the range of objects which can be brought into a general theory of meaning. The size of animal exhibits has important effects on their lives and welfare. However, most references to exhibit size only consider floor space and height dimensions, without considering the space afforded by usable features within the exhibit. In this paper, we develop two possible methods for measuring the usable space of zoo exhibits and apply these to a sample exhibit. Having a metric for usable space in place will provide a better reflection of the quality of different exhibits, and enhance (...) comparisons between exhibits. (shrink)

The concept of ‘Ethnicity’ still enjoys some currency in the historical and social science literature. However, the cogency of the idea remains disputed. First coming to prominence in the 1980s, the word is often used to depict the character of social relations in the context of conflicts over sovereignty. The case of Northern Ireland presents a paradigmatic example. This article is a rejoinder to Ian McBride’s contention that my scepticism about the notion lacks justification. With reference to disputes over the (...) state, I show in response that ‘ethnicity’ in effect means nationality. I further claim that the nation state is a successor to the dynastic state. In clarifying the meaning of this arrangement, the article brings out how the nation is a juridical rather than empirical category. More specifically, it derives from the notion of corporate personality in law. For this reason, its retrospective integrity is a matter of fabrication, depending on the fiction of ancestral continuity. At the same time, its future-oriented cohesiveness means that it must be invested with a unifying will. I conclude that the legitimacy of a nation state rests on its democratic will, whose coherence is expressed in the action of its government. (shrink)

G. W. F. Hegel (1770–1831) has commonly been seen as Europe’s leading philosopher since Kant. His influence extended across the globe down to the Second World War – not least through his dissident disciple, Karl Marx. Since then, despite intermittent revivals, his importance has tended to be eclipsed by a rising tide of anti-modernist polemic, extending from Heidegger to postmodernism. Central to Hegel’s political thought was his view of the French Revolution. But notwithstanding its pivotal role in the development of (...) his ideas, his reaction to that event has been systematically misconstrued. In presenting a more faithful account of Hegel’s interpretation of his own era, the argument presented here places his response to contemporary developments in the context of a series of World Revolutions which framed the meaning of his age. This approach serves to illustrate the unique combination of historical and philosophical reasoning on which Hegel’s thought depended. In the process, reconstructing his arguments raises challenging questions about the applicability of bygone political ideas to later historical periods. (shrink)

ABSTRACT Intellectual historians have tended to focus either on shifts in sensibility or, more analytically, on the substance and structure of thought. They might usefully, however, examine both, as well as the reciprocal action of the one upon the other. This applies equally to political and religious ideas. In early twentieth-century Ireland, it was the relationship between religion and politics that stirred controversy. How would the institutions of church and state function, respectively, under Home Rule and the Union. Opposing camps (...) advanced competing prognostications. This contest forces us to rethink the claim that revolutionary insurgency in Ireland was a species of ‘political religion’. The evidence points to a more complex picture while at the same time highlighting the persistence of sectarian attitudes in the historiography of the period. (shrink)

Hobbes's place in the history of political philosophy is a highly controversial one. An international symposium held at Queen Mary, University of London in February 2009 was devoted to debating his significance and legacy. The event focussed on recent books on Hobbes by Quentin Skinner and Philip Pettit, and was organised around four commentaries on these new works by distinguished scholars. This paper is designed to introduce the subject of the symposium together with the commentaries and subsequent responses from Petit (...) and Skinner. It examines the themes of language and liberty in the philosophy of Hobbes and concludes by highlighting some of the ways in which further research into Hobbes's debt to Aristotle's Politics will prove fruitful and illuminating. Kant’s conception of nature’s having a “purposiveness without a purpose” was quickly picked by the Romantics and made into a theory of art as revealing the otherwise hidden unity of nature and freedom. Other responses (such as Hegel’s) turned instead to Kant’s concept of judgment and used this to develop a theory that, instead of the Romantics’ conception of the non-discursive manifestation of the absolute, argued for the discursively articulable realization of conceptual truths. Although Hegel did not argue for the (...) “end of art” (although it is widely held that he did just that), he did, curiously enough, claim that it is art and not philosophy which tells us about the “life” of agents. To see how he reconciles that claim with his otherwise entirely discursively oriented philosophy, it is necessary to look at his thesis of the end of art’s “absolute” importance. Hegel’s worries have to do with the impossibility of fully exhibiting the “inner” in the “outer” in modern art and with the newly emerging problem of “fraudulence” in the poet’s voice. This is illustrated by examples drawn from the history of music and the problems besetting the lyric poet in modern life. Because of these problems, we are, Hegel says, now “amphibious animals” having to live in different and seemingly incompatible worlds. Hegel’s student, Heinrich Heine, found that the only satisfactory way of responding to this was for the modern artist to adopt a distinctive type of irony in response to the Hegel’s worries about modern art. This form of irony, it is argued, is itself Hegelian in spirit. (shrink)

In response to its current crisis, scholars call for the revitalisation of democracy through democratic innovations. While they make ample use of life metaphors describing democracy as a living organism, no comprehensive understanding of ‘life’ has been established within democratic theory. The Black Lives Matter (BLM) movement articulates the urgency of refocusing on life and its meaning through radical democratic practice. This article employs a grounded theory approach, enriched with participatory methods, to develop a radical democratic concept of life in (...) conversation with BLM. It conceptualises life as the existence of a perspective that constantly transforms through its fundamental interconnectedness. Building on this concept, the article outlines four principles of a living democracy that go beyond the revitalisation discourse. A living democracy (1) safeguards the existence of all humans and nonhumans, (2) nurtures a diversity of perspectives, (3) fosters social and planetary connectivity, and (4) enables self- and collective transformation. Research and engineering in the quantum domain involve long chains of activity involving theory development, hypothesis formation, experimentation, device prototyping, device testing, and many more. At each stage multiple paths become possible, and of the paths pursued, the majority will lead nowhere. Our quantum metascience approach provides a strategy which enables all stakeholders to gain an overview of those developments along these tracks, that are relevant to their specific concerns. It provides a controlled vocabulary, built out of terms that are (...) designed to be maximally comprehensible to all groups of stakeholders and across all the sub-fields of the quantum domain. PURPOSE: The conventional wisdom in dental and medical education is that dental and medical students experience "ethical erosion" over the duration of dental and medical school. There is some evidence for this claim, but in the case of dental education this evidence consists entirely of survey research, which doesn't measure behavior. The purpose of this study was to measure the altruistic behavior of dental students, in order to fill the significant gap in knowledge of how students are disposed to behave, (...) rather than how they are disposed to think. -/- METHODS: To test the altruistic behavior of dental students, we conducted a field experiment using the Ultimatum Game, which is a game commonly used in economics to observe social behavior. Students from each of the four years of dental school played the game in standardized conditions with real money. -/- RESULTS: Students exhibited greater levels of altruism than the general population typically does. Students' altruism peaked in year four. Students' altruism was associated with the socioeconomic status of responder. -/- CONCLUSION: The results suggest that that dental students are more altruistic than the population average and that altruism increases during their education. Thus, if a decreasing ability to behave altruistically is observed during dental school, it is not likely due to a general disposition of students, but rather some factor specific to the educational environment in which the decrease is observed. In the Terry Achane case, a birth father who was in the military was not notified when his child's birth mother put up their child for adoption. Birth fathers are often stereotyped as uninvolved and irresponsible, especially when they are not married to the birth mother. Terry Achane was married. The adoption agency made little effort to contact him, raising ethical issues about the roles played by the race, economic status, and perhaps religious beliefs of the adopting parents.

In debates over life and death it is often said that one should err on the side of caution—that is, on the side of life. In light of the recent case of Terri Schiavo, it is explained how the “err-on-the-side-of-life” argument proceeds, and an objection to it is offered.

This article discusses anglophone readings of G. W. F. Hegel against the backdrop of German-language scholarship. The article starts by differentiating types of metaphysics (I). Following a taxonomy introduced by Paul Redding, I then discuss Charles Taylor’s Christian-mystical (II), the so-called »non-metaphysical« (III) and the »revised metaphysical« reading (IV). Terry Pinkard’s work serves as an example of (III) and Stephen Houlgate’s as an example of (IV). I highlight problematic aspects of each reading that concern: the meaning of »reason in the (...) world« (II), the anti-relativist clout of Hegel’s philosophy (III) and the difference between the development of logical concepts and the empirical origin of the world and human thinking (IV). Mark Timmons and Terry Horgan have argued that the new moral realism, which rests on the causal theory of reference, is untenable. While I do agree that the new moral realism is untenable, I do not think that Timmons and Horgan have succeeded in showing that it is. I will lay out the case for new moral realism and Horgan and Timmons’ argument against it, and then argue that their argument fails. Further, I will discuss Boyd’s semantic theory as well (...) as attempts to improve upon it, raise serious problems for these semantic accounts, and suggest an alternative view that accounts for our use of moral terms.
