Although several accounts of scientific understanding exist, the concept of understanding in relation to technology remains underexplored. This paper addresses this gap by proposing a philosophical account of technological understanding—the type of understanding that is required for and reflected by successfully designing and using technological artefacts. We develop this notion by building on the concept of scientific understanding. Drawing on parallels between science and technology, and specifically between scientific theories and technological artefacts, we extend the idea of scientific (...) understanding into the realm of technology. We argue that, just as scientific understanding involves the ability to explain a phenomenon using a theory, technological understanding involves the ability to use a technological artefact to realise a practical aim. Technological understanding can thus be considered a specific application of knowledge: it encompasses the cognitive skill of recognising how a practical aim can be achieved by using a technological artefact. In a context of design, this general notion of technological understanding is specified as the ability to design an artefact that, by producing a phenomenon through its physical structure, achieves the intended aim. We illustrate our concept of technological understanding through two running examples: magnetic resonance imaging (MRI) and superconducting quantum computers. Our account highlights the epistemic dimension of engaging with technology and, by allowing for context-dependent specifications, provides guidance for testing and improving technological understanding in specific contexts. The article gives a definition of the technical and economic potential of the application of the deforming broaching process. Research of the consequences of introducing deforming broaching into technological processes at manufacturing enterprises is carried out on the basis of application of system resource and matrix approach. On the basis of the performed researches, a methodological basis for the economic evaluation of the results of applying deforming broaching on the pro-duction has been developed. The article has improved the well-known scientific (...) and methodological foundations for the determination of technical and economic results of the application of deforming broaching due to the complex identifica-tion of production-organizational decisions - in technical and forms of evaluation in economic spheres. The developed approach gives an opportunity to more accu-rately assess the economic effect of introducing deforming broaching on the min-ing, metallurgical and machine building industries. This publication forms a basis for the interdisciplinary development of a certification system for artificial intelligence. In view of the rapid development of artificial intelligence with disruptive and lasting consequences for the economy, society, and everyday life, it highlights the resulting challenges that can be tackled only through interdisciplinary dialogue between IT, law, philosophy, and ethics. As a result of this interdisciplinary exchange, it also defines six AI-specific audit areas for trustworthy use of artificial intelligence. They comprise fairness, transparency, autonomy (...) and control, data protection as well as security and reliability while addressing ethical and legal requirements. Cloud computing is considered as a new type of technology, in fact, it is an extension of the information technology's developments which are based on the pooling of resources and infrastructure to provide services depend on using the cloud, in the sense that instead of these services and resources exist on local servers or personal devices, they are gathered in the cloud and be shared on the Internet. This technology has achieved an economic success no one can (...) deny it and resorting to use it has many advantages, today it becomes known and recognized and begins to invade the libraries' area and imposes itself day by day because of the benefits afforded by using applications that have the ability to change the nature of library's services through the web hosting services which can be accessed via any internet connected device. And actually, libraries started using services provided by this technology especially in the field of digitization, indexing, supply, storage and the service of sharing and exchanging information resources in the virtual environment. For this, there is a need to conduct scientific research to find out librarians' trends and motivations about the use of cloud computing in their field of work. Where this research examines the librarians' trends towards the use of cloud computing according to the technology acceptance model (TAM). The study depended on descriptive analytical method using a questionnaire tool, and it has included all the libraries of Mentouri-Constantine1, libraries of university Abdelhamid Mehri-Constantine2, libraries of university Constantine 3, and libraries of Emir Abdelkader university of the Islamic science. And it reached a set of results including: that cloud computing is not used in a very large proportion by librarians, and they haven't a good cognitive level of its services, but in return, an interest was found by them to the cloud as a technology helps the office work implementation and the performance efficiency lifting and appreciates library services. A qualitative study was conducted to examine the philosophy of technology of K-12 technology leaders, and explore the influence of their thinking on technology decision making. The research design aligned with CORBIN and STRAUSS grounded theory methods, and I proceeded from a research paradigm of critical realism. The subjects were school technology directors and instructional technology specialists, and data collection consisted of interviews and a written questionnaire. Data analysis involved the use of grounded theory methods (...) including memo writing, open and axial coding, constant comparison, the use of purposive and theoretical sampling, and theoretical saturation of categories. Three broad philosophy of technology views were widely held by participants: an instrumental view of technology, technological optimism, and a technological determinist perspective that saw technological change as inevitable. Technology leaders were guided by two main approaches to technology decision making, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). The core category and central phenomenon that emerged was that technology leaders approached technology leadership by placing greater emphasis on keeping up with technology, being influenced by an ideological orientation to technological change, and being concerned about preparing students for a technological future. The researcher concluded that as leaders deal with their perceived experience of the inevitability of technological change, and their concern for preparing students for a technological future, the core category Keep up with technology (or be left behind) is given the greater weight in technology decision making. Scholars have emphasized that decisions about technology can be influenced by philosophy of technology assumptions, and have argued for research that critically questions technological determinist assumptions. Empirical studies of technology management in fields other than K-12 education provided evidence that philosophy of technology assumptions, including technological determinism, can influence the practice of technology leadership. A qualitative study was conducted to a) examine what philosophy of technology assumptions are present in the thinking of K-12 (...) class='Hi'>technology leaders, b) investigate how the assumptions may influence technology decision making, and c) explore whether technological determinist assumptions are present. The research design aligned with Corbin and Strauss qualitative data analysis, and employed constant comparative analysis, theoretical sampling, and theoretical saturation of categories. Subjects involved 31 technology directors and instructional technology specialists from Virginia school districts, and data collection involved interviews following a semi-structured protocol, and a written questionnaire with open-ended questions. The study found that three broad philosophy of technology views were widely held by participants, including an instrumental view of technology, technological optimism, and a technological determinist perspective that sees technological change as inevitable. The core category and central phenomenon that emerged was that technology leaders approach technology leadership through a practice of Keep up with technology (or be left behind). The core category had two main properties that are in conflict with each other, pressure to keep up with technology, and the resistance to technological change they encounter in schools. The study found that technology leaders are guided by two main approaches to technology decision making, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). As leaders deal with their perceived experience of the inevitability of technological change, and their concern for preparing students for a technological future, the core category Keep up with technology (or be left behind) is given the greater weight in technology decision making. The researcher recommends that similar qualitative studies be conducted involving technology leaders outside Virginia, and with other types of educators. It is also recommended that data from this or other qualitative studies be used to help develop and validate a quantitative instrument to measure philosophy of technology assumptions, for use in quantitative studies. Background The worldwide increase in older persons demands technological solutions to combat the shortage of caregiving and to enable aging in place. Smart home health technologies (SHHTs) are promoted and implemented as a possible solution from an economic and practical perspective. However, ethical considerations are equally important and need to be investigated. Methods We conducted a systematic review according to the PRISMA guidelines to investigate if and how ethical questions are discussed in the field of SHHTs in caregiving for older (...) persons. Results 156 peer-reviewed articles published in English, German and French were retrieved and analyzed across 10 electronic databases. Using narrative analysis, 7 ethical categories were mapped: privacy, autonomy, responsibility, human vs. artificial interactions, trust, ageism and stigma, and other concerns. Conclusion The findings of our systematic review show the (lack of) ethical consideration when it comes to the development and implementation of SHHTs for older persons. Our analysis is useful to promote careful ethical consideration when carrying out technology development, research and deployment to care for older persons. In today’s fast-changing educational settings, technology integration offers the opportunity to enhance mathematics instruction. This study determines the significant socio-cognitive factors among preservice mathematics teachers (PMTs) affecting their behavioral intention toward the use of technology. A descriptive-correlational research design was employed with 130 participants. Revised UTAUT construct items and behavioral intention scales were utilized through survey forms. Findings revealed that the participants were more inclined to use technology in their pedagogical approach. The only socio-cognitive factors significantly affecting (...) the participants’ positive inclination to utilize educational technology were performance expectancy, effort expectancy, and social influence. However, when controlling for the effects of the participants’ willingness to use technology, social influence became insignificant. Background: Liver cancer is one of the malignant tumors worldwide, while the prevention and control situation is grim at present, and the diffusion of its early screening technology still faces some challenges. This study aims to investigate the influencing mechanism of perceived ease of use, organizational support mechanism, and industry competitive pressure on hepatic early screening technologies use by physicians, so as to promote the wider use of corresponding technologies. -/- Methods: Under the theoretical guidance of technology-organization-environment framework (...) and mindsponge theory, this study took hepatic contrast-enhanced ultrasound as an example, and conducted a cross-sectional questionnaire by randomly selecting physicians from Fujian and Jiangxi provinces in China with a high and low incidence of liver cancer, respectively. Structural equation modeling was used to determine the correlation among perceived ease of use, organizational support mechanism, and industry competitive pressure, as well as their impact on the physicians’ behavior toward contrast-enhanced ultrasound use. -/- Results: The hypothesis model fits well with the data (χ2/df = 1.863, GFI = 0.937, AGFI = 0.908, RMSEA = 0.054, NFI = 0.959, IFI = 0.980, CFI = 0.980). Under technology-organization-environment framework, the perceived ease of use (β = 0.171, p < 0.05), organizational support mechanism (β = 0.423, p < 0.01), industry competitive pressure (β = 0.159, p < 0.05) significantly influenced physicians’ use of hepatic contrast-enhanced ultrasound. Besides, perceived ease of use and organizational support mechanism (β = 0.216, p < 0.01), perceived ease of use and industry competitive pressure (β = 0.671, p < 0.01), organizational support mechanism and industry competitive pressure (β = 0.330, p < 0.01) were all associated significantly. -/- Conclusion: From the lens of information processing (mindsponge theory) and technology-organization-environment framework, this study clarified the social and psychological influencing mechanism of perceived ease of use, organizational support mechanism, and industry competitive pressure on physicians’ use of hepatic contrast-enhanced ultrasound. The results will directly propose recommendations for expanding hepatic contrast-enhanced ultrasound utilization and indirectly promoting other appropriate and effective health technologies diffusion within the integrated health system. This paper examines the potential educational uses of chat-based large language models (LLMs), moving past initial hype and skepticism. Although LLM outputs often evoke fascination and resemble human writing, they are unpredictable and must be used with discernment. Several metaphors—like calculators, cars, and drunk tutors—highlight distinct models for student interactions with LLMs, which we explore in the paper. We suggest that LLMs hold a potential in students’ learning by fostering proleptic reasoning through scaffolding, i.e., presenting a technological accompaniment in anticipating (...) and responding to potential objections to arguments. Here, the technical limitations of LLMs can be reframed as beneficial when fostering anticipatory reasoning. Whether their outputs are accurate or not, evaluating them stimulates learning. LLMs require students to critically engage, emphasizing analytical thinking over mere memorization. This interaction helps solidify knowledge. Additionally, we explore how engaging with LLMs can prepare students for constructive collective discussions and provide first steps in addressing epistemic injustices by highlighting potential research blind spots. Thus, while acknowledging the sociopolitical and ethical complexities of using LLMs in education, we suggest that when used in an informed way, they can promote critical thinking through anticipatory reasoning. In this article, I show why it is necessary to abolish the use of predictive algorithms in the US criminal justice system at sentencing. After presenting the functioning of these algorithms in their context of emergence, I offer three arguments to demonstrate why their abolition is imperative. First, I show that sentencing based on predictive algorithms induces a process of rewriting the temporality of the judged individual, flattening their life into a present inescapably doomed by its past. Second, I demonstrate (...) that recursive processes, comprising predictive algorithms and the decisions based on their predictions, systematically suppress outliers and progressively transform reality to match predictions. In my third and final argument, I show that decisions made on the basis of predictive algorithms actively perform a biopolitical understanding of justice as management and modulation of risks. In such a framework, justice becomes a means to maintain a perverse social homeostasis that systematically exposes disenfranchised Black and Brown populations to risk. (shrink)

Purpose. To determine the potential of deforming broaching for the improvement of efficiency of cutter chisels in the mining industry. Methodology. The study of the application of the technological process of deforming broaching was carried out based on the experimental research into conditions of assembly of press couplings corresponding to cutting rock-destroying tools, the working surface of which is reinforced with solid-alloy inserts. Findings. Based on the conducted research, a new process of assembling the crowns of cutter chisels with the (...) use of deforming broaching was developed. Originality. It was determined that the range of angles of inclination of generatrix of the working cone of the deforming element and the roll-treading lip of the insert, which are necessary for efficient machining and pressing in crowns of cutters, is 4–16°. It was proven that the “solid alloy-steel” press couplings for cutter chisels will have the maximum bearing capacity at total tension a/d0 ≤ 3 %. It was found that it is necessary to foresee the following distribution of tensions: to perform 2 % of deformation by preliminary deforming broaching, and 1 % ‒ by pressing in an insert Practical value. The use of deforming broaching makes it possible to increase the strength of fastening the inserts of cutter chisels by 2 times, to reduce specific consumption of the tool by 4.4 times, and to increase the average drilling rate by 4 times. English - language Wikipedia is constantly being plagued by vandalistic contributions on a massive scale. In order to fight them its volunteer contributors deploy an array of software tools and autonomous bots. After an analysis of their functioning and the ‘ coactivity ’ in use between humans and bots, this research ‘ discloses ’ the moral issues that emerge from the combined patrolling by humans and bots. Administrators provide the stronger tools only to trusted users, thereby creating a new hierarchical (...) layer. Further, surveillance exhibits several troubling features : questionable profiling practices, the use of the controversial measure of reputation, ‘ oversurveillance ’ where quantity trumps quality, and a prospective loss of the required moral skills whenever bots take over from humans. The most troubling aspect, though, is that Wikipedia has become a Janus - faced institution. One face is the basic platform of MediaWiki software, transparent to all. Its other face is the anti - vandalism system, which, in contrast, is opaque to the average user, in particular as a result of the algorithms and neural networks in use. Finally it is argued that this secrecy impedes a much needed discussion to unfold ; a discussion that should focus on a ‘ rebalancing ’ of the anti - vandalism system and the development of more ethical information practices towards contributors. In this paper I try to show the relationship between the concept of freedom and the concept of technique as developed by Günther Anders. I will argue that in Anders’ writings there is a specific conception of freedom. The underlying idea is that freedom represents a sort of pathology. Humans live as strangers in the world, lacking in an a priori endowment that, for this very reason, they have to realize. Man acts as a producer of useful objects for his (...) own survival, and in this sense, there is a freedom to use technical capacity. Man is free to use technology to live in the world and without technology man couldn’t survive. Thus, with his own hands man manipulates the world, the production of which is led by a series of steps from a lack to technology, from abstraction to realization. The use of technology, however, according to Anders, is dramatic because there is no freedom, except to be free to use technology. (shrink)

There is an ongoing increase in the use of mobile health technologies that patients can use to monitor health-related outcomes and behaviours. While the dominant narrative around mHealth focuses on patient empowerment, there is potential for mHealth to fit into a growing push for patients to take personal responsibility for their health. I call the first of these uses ‘medical monitoring’, and the second ‘personal health surveillance’. After outlining two problems which the use of mHealth might seem to enable us (...) to overcome—fairness of burdens and reliance on self-reporting—I note that these problems would only really be solved by unacceptably comprehensive forms of personal health surveillance which applies to all of us at all times. A more plausible model is to use personal health surveillance as a last resort for patients who would otherwise independently qualify for responsibility-based penalties. However, I note that there are still a number of ethical and practical problems that such a policy would need to overcome. The prospects of mHealth enabling a fair, genuinely cost-saving policy of patient responsibility are slim. (shrink)

Theory development is an important component of academic research since it can lead to the acquisition of new knowledge, the development of a field of study, and the formation of theoretical foundations to explain various phenomena. The contribution of qualitative researchers to theory development and advancement remains significant and highly valued, especially in an era of various epochal shifts and technological innovation in the form of Artificial Intelligence (AI). Even so, the academic community has not yet fully explored the dynamics (...) of AI in research and there are significant gaps in our understanding of how AI can be used most effectively in the context of theory building. The aim of this paper, which is driven by critical and conceptualization methodological dynamics, is to investigate the role of AI in the theory development process. As such, it critically evaluates the opportunities and limitations of AI in theory building, delivers a conceptual map of the nexus between AI and theory development, and presents key considerations for the use of AI in the creation of new theories or the advancement of existing ones. Though the necessity of AI tools in theory creation is contested given that the researchers' cognitive and evaluative skills are regarded as critical in this process, the value of AI in advancing theory is not to be underestimated. Integrating medical imaging with computing technologies, such as Artificial Intelligence (AI) and its subsets: Machine learning (ML) and Deep Learning (DL) has advanced into an essential facet of present-day medicine, signaling a pivotal role in diagnostic decision-making and treatment plans (Huang et al., 2023). The significance of medical imaging is escalated by its sustained growth within the realm of modern healthcare (Varoquaux and Cheplygina, 2022). Nevertheless, the ever-increasing volume of medical images compared to the availability of imaging experts. Biomedical experts (...) and radiologists have resulted in a widening disparity, causing an excess and overwhelming workload on these healthcare professionals (Chen et al., 2021). Several studies indicate that the present-day biomedical radiologist is now saddled with the daunting task of interpreting an image almost every 10 seconds to keep pace with the burgeoning clinical demands (McDonald et al., 2015; Hosny et al., 2018; Lantsman et al., 2022). This cognitive drain has invariably led to inevitable consequences such as delays in diagnosis and an amplified risk of diagnostic errors – thus, the biomedical imaging aspect is in dire need of methods that would aid accurate diagnostics and analytics for improved decision making. In this review, the importance of AI-related technologies such as ML and/or DL methods are reviewed in relation to the processing of medical or biomedical images along with their potentials, challenges, and possible suggestions for future studies in the health landscape. In the context of mid-level professional writing jobs, we examine the productivity effects of a generative artificial intelligence technology, namely the assistive chatbot ChatGPT. We used ChatGPT to randomly expose half of the 444 college-educated professionals to occupation-specific, incentive-based writing tasks in a preregistered online experiment. Our results show that ChatGPT considerably increases average productivity: output quality improves by 0.4 standard deviations and task completion time drops by 0.8 standard deviations. By compressing the production distribution, ChatGPT also lessens worker (...) inequality, mainly helping individuals with lesser starting abilities. ChatGPT shifts the focus of activities from rough-drafting to idea generation and editing, thereby replacing worker effort rather than enhancing worker skills. Furthermore, exposure to ChatGPT increases job satisfaction and self-efficacy while also heightening both concerns and excitement about automation technologies. (shrink)

Abstract—The purpose of this study is to highlight and prove the positive impact in which blockchain could have on today’s IoT environment in terms of providing Cybersecurity for not just organizations, but other individuals who share data via the internet. The current IoT environs operates on a centralized cloud based server, meanwhile block chain operates on a decentralized server. The differentiation between the both plays a major role in the level of security they both provide; whereby, decentralized systems are less (...) vulnerable to cyber-attacks and centralized ones are not. In this report, real life illustrations are used to justify the knowledge that the block chain security could serve as a saving grace for internet users. Also, this form of security seems to be the only way to eradicate all forms of insecurity in supply chain and IoT breaches for businesses. An in depth understanding on how the block chain system operates would show why it’s held with such high hopes and how it can be beneficial for a wide range of industries. However, this research also highlights some difficulties that might arise in implementing the block chain system. It also gives ways in which the system can be gradually implemented. Firstly, the government needs to make it mandatory for businesses that deal with national based confidential data to implement block chain in their supply chain system to boost security. Secondly, top company officials like C.E. O’s need to take genuine interest in the block chain technology by investing in its development and making it a part of employee training, which in the long run would benefit the economy and business in return. Thirdly, a merge of more public and private businesses would help push the use of block chain further. Indeed, Dr. Lonnie Aarssen’s work What We Are will be used to illustrate the addiction to technology in a biological standpoint. More specifically, using Dr. Aarssen’s work, will display how we have developed a type of ‘nose blindness’ to technology by not living fulfilling lives. This will exemplify how individuals become accustomed to this mode of living and lose the participatory aspects of their lives. I will argue why I support Marcel's fear and present counterarguments regarding performative accounts to further my agreement. In this paper, I engage with the motif of “the pluriverse” such as it has increasingly been used in the past few years in several strands of critical humanities pertaining to the so-called “ontological turn”: science and technology studies (Bruno Latour, Isabelle Stengers), critical geography and political ontology (Mario Blaser), cultural anthropology (Marisol de la Cadena, Arturo Escobar, Eduardo Viveiros de Castro), decolonial thought (Walter Mignolo), or posthuman feminism (Donna Haraway). These various iterations of the figure of the pluriverse (...) constitute a loose network of textual traces, a supposedly new scene for ‘humanities’, organized around what is understood as a pluralistic ontology. In political terms, the discourse of the pluriverse presents itself as a strategic response to the violence of universalism. It advocates for a multiversal ethics, a pluriversal cosmopolitics based on interspecies and multi-natural kinships, and more aware of the multiplicity of worlds and world-making practices that make up the post-globalization scene. Based on readings of Bruno Latour, Eduardo Viveiros de Castro, Arturo Escobar and Marisol de la Cadena among others, I argue that the notion of pluriversality remains self-contradictory and self-defeating as long as it relies on an ontological representation of world/worlds in the form of copresence. Drawing on Derrida’s deconstruction of the concept of world (cosmos, mundus) in his late writings, I propose to think an exorbitant plurality, before the pluriverse and before being. Beyond ontological pluralism, Derrida’s “infinity of untranslatable worlds” also signifies an irreducible interruption, the end of the world, of any “world-in-common”, thus raising the stakes for the ethical demand towards the other. However, due to challenges caused by the digital divide and other factors, the use of ICTS and its contribution to socio-economic development is generally more intense in developed countries than in developing countries, and also more in urban areas than in rural areas. This article gives an overview of ICTS, the extent of its adoption in different fields, factors (...) that hinder ICTS driven socio-economic development in developing countries and rural areas, and various possible ways of maximizing potential benefits that marginalised communities can derive from the limited ICTS that is accessible to them. The study aims to identify the impact of the use of artificial intelligence techniques in improving the outputs of higher education in Business Administrative Colleges in the universities under study that formed the research community. As for the sample, it consisted of (130) academic respondents in these universities under study. The research concluded that there is a statistically significant effect of using artificial intelligence techniques (expert systems, neural networks) in improving the outputs of higher education in Business Administrative Colleges under (...) study. It was found that artificial intelligence technologies contribute to finding graduates who are able to carry out the process of modernization and professional development in various fields of work. These technologies also contribute to improving and developing the skills of graduates in the labor market and providing them with new skills and characteristics to perform their duties. The research recommended increasing interest in the expert systems technology by the universities under study because of its scientific importance in improving the outputs of higher education by reformulating them in the form of programs embraced by computers. Biological evolution and technological innovation, while differing in many respects, also share common features. In particular, implementation of a new technology in the market is analogous to the spreading of a new genetic trait in a population. Technological innovation may occur either through the accumulation of quantitative changes, as in the development of the ocean clipper, or it may be initiated by a new combination of features or subsystems, as in the case of steamships. Other examples of the latter (...) type are electric networks that combine the generation, distribution, and use of electricity, and containerized transportation that combines standardized containers, logistics, and ships. Biological evolution proceeds, phenotypically, in many small steps, but at the genetic level novel features may arise not only through the accumulation of many small, common mutational changes, but also when distinct, relatively rare genetic changes are followed by many further mutations. In particular, capabilities of biologically modern man may have been initiated, perhaps some 150 000 years ago, by one or few accidental but distinct combinations of modules and subroutines of gene regulation which are involved in the generation of the neural network in the cerebral cortex. It is even conceivable that it was one primary genetic event that initiated the evolution of biologically modern man, introducing some novel but subtle feature of connectivity into the cerebral cortex which allowed for meta-levels of abstraction and upgraded modes of information processing. This may have set the stage for the evolution of integrated but diverse higher capabilities such as structured language, symbolic thought, strategic thought, and cognition based empathy. (shrink)

Martin Peterson’s The Ethics of Technology: A Geometric Analysis of Five Moral Principles offers a welcome contribution to the ethics of technology, understood by Peterson as a branch of applied ethics that attempts ‘to identify the morally right courses of action when we develop, use, or modify technological artifacts’ (3). He argues that problems within this field are best treated by the use of five domain-specific principles: the Cost-Benefit Principle, the Precautionary Principle, the Sustainability Principle, the Autonomy Principle, (...) and the Fairness Principle. These principles are, in turn, to be understood and applied with reference to the geometric method. This method is perhaps the most interesting and novel part of Peterson’s book, and I’ll devote the bulk of my review to it. (shrink)

Abstract: In the future, it will be possible to create advance simulations of ancestor in computers. Superintelligent AI could make these simulations very similar to the real past by creating a simulation of all of humanity. Such a simulation would use all available data about the past, including internet archives, DNA samples, advanced nanotech-based archeology, human memories, as well as text, photos and videos. This means that currently living people will be recreated in such a simulation, and in some sense, (...) “resurrected”. Such “resurrectional simulation” could be deliberately created just for this goal: to return to life all people who have ever lived. The main technical problem of such simulation will be uncertainty about the past, which increases exponentially for more remote times. Such problem could be partly addressed by “acausal trade” between different branches of the multiverse, which will create slightly different versions of the simulation using a quantum randomness generator. Such trade will result in resurrection of all possible people (including those who existed in other branches). Ethical problems of such a resurrectional simulation include: a) possible resurrection of some people against their will; b) such simulation may create additional suffering; с) such simulation could be used by hostile AI to return people to life and then torture them. The debate between instrumentalist and technological determinist positions on the nature of technology characterised the early history of the philosophy of technology. In recent years however technological determinism has ceased to be viewed as a credible philosophical position within the field. This paper uses Merleau-Ponty’s phenomenology to reconsider the technological determinist outlook in phenomenological terms as an experiential response to the encounter with the phenomenon of modern technology. Recasting the instrumentalist-determinist debate in a phenomenological manner enables one (...) to reconcile the apparent dualism of the instrumentalist and determinist positions through Merleau-Ponty’s ontology of the flesh. This ontology has recently been used to ground accounts of virtual embodiment. We argue that in addition to explaining away the classical form of technological determinism, it can also phenomenologically ground a novel understanding of technological determinism. The study sought to find out the role of computer technology in music education in Colleges of Education in the Volta Region of Ghana. It aimed at surveying the use of computer technology for teaching music and exploring the instructional prospects for computer technology usage in music in Colleges of Education. The study employed Rogers’ Diffusion Innovation theory and descriptive survey research method. Data was collected from the respondents using questionnaire, interview, and observation. The study revealed that (...) even though about 90% of the music tutors have good academic qualification and over five years teaching experience, lack of competence in handling computer technology in teaching music among some music tutors and incoherent ICT initiatives hindered proper application of computer technology in the field of music education. Today, a rights-based approach to technology regulation is central to national and international law-making. A human-rights-based approach would involve viewing technology from the prism of human rights objectives and principles. A more specific turn would be to evaluate their impact on specific rights, namely the right to life, right to peaceful assembly, right to development, right to redressal, rights against discrimination, right to education, etc. Normative frameworks have emerged to further protect human rights from technology-based harms. This (...) paper covers a few conceptual and institutional considerations highlighted in seminal works from scholars and international human rights institutions. To name a few; (1) technology and discriminatory challenges (2) design and use of technology (3) digital divide amongst countries (4) duty of actors, (5) neoliberal technologies, (6) the use of prohibitions and remedies, and (7) the emergence of new human rights. Much of the advocacy and rights-based interventions around the globe are attentive to technology’s challenges to human rights. Technology offers unique sets of opportunities, from human flourishing to civilization survival, but also challenges, from partial misuse to global apocalypse. Yet technology is shaped by the social environment in which it is developed and used, prompting questions about its desirable governance format. In this context, we look at governance challenges of large technical systems, specifically the peaceful use of high-power lasers in space, in order to propose a conceptual framework for legitimate global governance. Specifically, we adopt a (...) context-based approach to legitimacy to address the trade-offs between effectiveness (output legitimacy) and inclusivity (input legitimacy) in the governance of large technical systems. We show that distinguishing two basic phases of space laser policy which call for different legitimacy criteria helps balance out the trade-offs without sacrificing either effectiveness or inclusivity. Finally, we construe LTSs’ governance as a tool for creating globally networked spaces which may enable coordinated global democratic governance. (shrink)

The excessive population growth leading to urbanization and, subsequent to it, urban sprawl, increases the size and number of urban settlements. Consequently, to fulfill the land needed for this expansion, humans encroach the public open areas, including highly crucial urban green spaces. Generally, any kind of greenness within the city, known as urban green spaces, benefits the ecosystem and the inhabitants. Hence, the green infrastructure, universally, should be preserved. Urban parks, specifically urban forest parks, serving as recreational green public spaces, (...) are beneficial for environmental issues and human’s mental and physical health, in other words, well-being, by enabling them to interact with nature. To appropriately preserve the urban forest parks, being aware of the motivational factors for the visitors have a key role. While the willingness factors vary amongst people, it is important to know whether different people can experience the same park diversely, which is almost attractive in terms of general park features. Hence, the study refers to the concept of sense of place, capable of turning spaces into the desired places, framing the users’ behavior and transmitting cultural meaning. Augmentation occurs using Information and Communication Technologies (ICTs) in urban environments. It can be as simple as telecommunication technologies or very complicated ones. With their everyday use in peoples’ lifestyles, they have penetrated humans’ real lives, fading away the border detaching the real world from the world of computer-mediated services. Nowadays, a holistic technological perspective dominates the urban areas rather than individual ICT projects, which can reshape people’s interaction with their surroundings. Hence, the ICT-enriched spaces result in augmented spaces that convey a sense of place, supporting meaning-making and behavior framing. With its recent definition, gamification, which is the process of making activities more game-like, is a sample of augmentation. While triggering motivation in the users, it can support inducing new behaviors or reshaping the existing ones. Currently, gamification is spread out to various domains, both in academia and amongst practitioners. However, while gamification may involve any type of content, it is called a serious game in the case of transmitting serious educational content besides being entertaining. They are able to engage the player with the education of a certain topic or enhancement of a specific skill. The recent covid-19 outbreak and consequent confinement periods affected people's everyday lifestyles. While suddenly, people lost the freedom of being outdoor, experiencing new places, and interacting with each other, the technology rescued them from such a phenomenon. Virtual environment served them as a mediator to be in the same place, interact, and experience their daily activities in a novel form. Additionally, gamification changed even the sense of their virtual places. This thesis aims to enrich the park visitors’ experience via entertainingly introducing the Atatürk urban forest park to them, accompanied with educational content, by means of a locative serious game. The game benefits from the public awareness reinforcement to serve urban green space preservation. It generates a sense of placeness in its in situ mobile version and desktop version, played remotely, to frame the players’ behavior for the sake of its aim. The thesis is divided into six chapters to achieve its intended aim: The first chapter, the introduction, describes the excessive population growth leading to urbanization and its subsequent, urban sprawl, which increases the size and number of urban settlements and decreases the area of highly crucial urban green spaces. Discussing the green infrastructure benefits, this part emphasizes the importance of its preservation. After a brief debate around the possible ways of this conservation, this chapter continues with the thesis's purpose, method, and content. The literature review part, located in the second and the third chapter, introduces the types, definitions, and the benefits of the urban green spaces, instanced as parks and urban forest parks. This chapter continues with a description of the park experience, followed by the concept of the sense of place. Augmentation and the use of ICTs for behavior framing are described, followed by the idea of gamification, serious games, related case studies, and software. Next, in the fourth chapter, the thesis continues with the research part. Firstly, it introduces the selected area, Atatürk Urban Forest Park, with its detailed fauna and flora information. Then, it proceeds with the game development part, introducing the operated 360° panoramic field photography with a smartphone and using 3dvista Virtual Tour PRO software as the game development tool to provide a locative serious game. For the evaluation of the developed game’s success, in the fifth chapter, the thesis conducts an online survey, including a Google form questionnaire, requested to be filled after the gameplay, focused on the remote version, inspired by the pandemic situation. Finally, in the last chapter, the thesis results are concluded, and the discussions around the future possibilities of the provided method and its capabilities are made to enlighten the field for further studies. This research aims to identify the use of decision support systems as an entry point for operations of re-engineering in the Palestinian universities in Gaza Strip. The researchers used the method of questionnaire to collect data, and the researchers used a sample stratified random way, were (350) questionnaire distributed on the research sample and (312) questionnaire were collected back (89.1%). The study results showed that the most important ones are: there exists statistically significant impact at the level of significance (α (...) ≤ 0.05) for physical requirements, human requirements. technical requirements and regulatory requirements. The results showed also, the presence of statistically significant differences between the averages of the study sample estimates on the use of decision support systems as an entry point for operations of re-engineering in the Palestinian universities in Gaza Strip due to the variable sex in favor of males requirements. Furthermore, the results showed the existence of differences to the variable name of the university and each area of study for the benefit of the Islamic University then Al-Azhar University and then Al-Aqsa University. The study also concluded a series of recommendations including: encourage Palestinian universities in Gaza Strip, which are planning to re-engine Information Systems to start implementing the programs in the radical change as soon as possible. The need for the Palestinian universities in Gaza Strip, to develop the infrastructure for information technology in general, and decision support systems, in particular, when doing re-engineering operations. And the need for a separate unit of decision support systems and organizational structure to allow information to flow seamlessly between colleges and various departments and divisions. And investment of available information in building the capacities of integration techniques, in order to enable them to continue with the re-engineering of Information Systems. (shrink)

Wearable and mobile technology has advanced in leaps and bounds in the last decade with technological advances creating a role from enhancing healthy living to monitoring and treating disease. However, the discussion about the ethical use of such commercial technology in the community, especially in minors, is lacking behind. In this paper, we first summarize the major ethical concerns that arise from the usage of commercially available wearable technology in children, with a focus on smart watches, highlighting (...) issues around the consent process, mitigation of risk and potential confidentiality and privacy issues, as well as the potential for therapeutic misconceptions when used without medical advice. Then through a relevant thought experiment we move on to outline some further ethical concerns that are connected to the use of wearables by minors, to wit the issue of informed consent in the case of minors, forcing them to live in the spotlight, and compromising their right to an open future. We conclude with the view that mitigating potential pitfalls and enhancing the benefits of wearable technology especially for minors requires brave and comprehensive moral debates. (shrink)

Technological innovations are increasingly promoted as solutions to climate change. However, many innovations, including Carbon Capture and Storage, bioplastics, and glacier geo engineering, face significant limitations, high costs, and unintended consequences that undermine their sustainability benefits. Using Granular Interaction Thinking Theory (GITT), grounded on information theory, quantum mechanics, and Mindsponge theory, in this study, we analyze how excessive technological innovations create an “innovation curse” and contribute to the erosion of Indigenous and Local Knowledge. Our findings reveal that market and institutional (...) biases favor high-tech solutions, sidelining proven ecological strategies that operate within planetary boundaries. We propose the eco-surplus framework, which emphasizes the integration of Indigenous and Local Knowledge and nature-based solutions as scalable, cost-effective climate interventions. Transitioning from an “eco-deficit” to an “eco surplus” culture requires institutional shifts that prioritize ecological intelligence over proprietary technologies. Our study emphasizes the urgency of aligning sustainability efforts with regenerative, community-driven practices to foster long-term environmental resilience. (shrink)

This paper proposes a specific approach to understanding the nature of technology that encompasses the entire field of technological praxis, from the making of primitive tools to using the Internet. In that approach, technology is a specific form of human agency that yields to (an imperfect) realization of human control over a technological situation—that is, a situation not governed to an end by natural constraints but by specific human aims. The components of such technological situations are a given (...) collection of natural or artificial beings, humans, human aims, and situation-bound tools. By performing technological situation analysis, the essential form of tool making, the complex system of relationships between science and technology, technological practices with and without machines, the finiteness or imperfectness of any technology, and engineering (i.e., the possibility of the creation of technological situations) can be considered. For a better characterization of the approach to technology, the paper also presents a comparison of other philosophies of technology. Following Feenberg’s comparative analysis, the so-called fundamental question of the philosophy of technology is formulated, its two sides are identified, and it is applied for clarification of our position within philosophy of technology. In our approach, all human praxis can be considered to be technological; more precisely, every human activity has a technological aspect or dimension. (shrink)

In Bulgaria, integrating technology and innovation is crucial for advancing sustainable healthcare disaster management, enhancing disaster response and recovery, and minimizing long-term environmental and social impacts. The purpose of the study is to assess the impact of modern technological innovations on the effectiveness of disaster management in health care in Bulgaria with a focus on Health Information Systems (HIS), Telemedicine, Telehealth, e-Health, Electronic Health Records, Artificial Intelligence (AI), Public Communication Platforms, and Data Security and Privacy. These innovations, when integrated (...) effectively, can significantly strengthen Bulgaria's preparedness and response capabilities, improving efficiency and reducing the environmental footprint of disaster interventions. Collaboration with technology experts, research institutions, and international organizations is essential for successful implementation. The research aims to assess how these technologies can enhance disaster management efficacy, adopting a methodical approach using Systematic Literature Reviews (SLRs). Systematic Literature Reviews (SLRs) utilize precise criteria for research selection and evaluation to reduce bias, systematically compiling and analyzing data from various studies to offer evidence-based insights. They are crucial for uncovering research gaps, indicating areas needing further exploration. Findings highlight the transformative potential of technology integration in streamlining communication, data management, and operational efficiency. The study underscores the urgent need for an integrated approach and a culture of innovation within the healthcare sector, emphasizing ongoing assessment and adaptation of technology-based strategies. While acknowledging limitations and calling for further research, the study provides valuable insights into Bulgaria's healthcare disaster management strategies and sets the stage for future investigations to refine and expand upon these strategies. Clinical practice is a part of the integral learning method in nursing education. The use of information and communication technologies (ICT) in clinical learning is highly encouraged among nursing students to support evidence-based nursing and student-centered learning. Through the information-processing lens of the mindsponge theory, this study views performance expectancy (or perceived usefulness) and effort expectancy (or perceived ease of use) as results of subjective benefit and cost judgments determining the students’ ICT using intention for supporting clinical learning, respectively. Therefore, (...) the study examines whether effort expectancy moderates the relationship between performance expectancy and the intention to use ICT among Moroccan nursing students. The Bayesian Mindsponge Framework (BMF) analytics was employed on a dataset of 702 Moroccan nursing students. We found that nursing students’ performance expectancy is positively associated with the intention to adopt ICT and social media, while effort expectancy positively moderates this relationship. Moreover, the model with effort expectancy as the moderator was discovered to have a significantly larger weight than the model with effort expectancy as the direct predictor, validating our information-processing reasoning. This study provides a new perspective on the interplay between the benefit and cost perceptions of ICT use to support clinical learning methods in nursing education. Moreover, given the limited education resources, especially in developing countries like Morocco, we recommend nursing education and training prioritize communicating the benefits of ICTs and social media over ease of use. Doing so would help improve the effectiveness and efficiency of nursing education and training while lowering costs. (shrink)

Purpose. Our study aims at developing a conceptual model of transdisciplinary synthesis of philosophical-anthropological, sociopolitical and epistemological aspects of co-evolution of the scientific and technical designs of High Hume class and the socio-cultural / political context in the process of anthropo-socio-cultural genesis. The relevance of the topic is justified by the technologization of all spheres of human existence and the emergence of High Hume class technologies, which can be called technology-driven equally. As a result, the concepts of "bio-power" and (...) "biopolitics" have become ones of the most frequently mentioned in modern philosophical and anthropological discourse and attract increasing attention of philosophers, sociologists, and, in the last decadecades, experts in the field of practical political science and economics (Foucault, Agamben, Žižek, Kebnik, Nadesan, etc.). Theoretical basis. It is problem-theoretical research; We synthesize the results of our publications in recent years. We proceed from the fact that the main question of the informational phase of the development of a technogenic civilization lies in the rationalization and technologization of the evolutionary process, i.e. in the removal of the fundamental ontological antinomy “Evolution versus Reasonable Design”, as a result for modern neoliberal political democracy, biopower and its theoretical understanding (biopolitics) are effective tools and technologies to form of optimal trends of the global evolutionary process, in the framework of this ideological system. We have chosen the comparative conceptual analysis combining with the results of the content analysis of Web publications by the main method of the study. Originality of the research is in the fact that the central core of such a model is the use of a conceptual and terminological apparatus for describing the mechanisms of the progressive evolution of complex systems, known as the “triple spiral” by Ledeisdorf-Itskovich. This allowed us to integrate the bio-power phenomenon into the general scheme of a stable evolutionary strategy of a technogenic civilization. The conclusions. We justified the transformation of biopolitics into the main factor in the global evolution of self-organizing human-sized systems, including the biosphere as a whole. This is achieved through the creation of a specific (bio) ethical system of imperatives and the activities of individuals in relation to themselves and other agents of social actions. Bioethics with a trail of associated conceptual areas (biosociology, bioeconomics, biohistory, etc.) turned out to be the only rationalized regulator of the process of biological and sociocultural evolution. The triple spiral biotechnology – bioeconomy – bioenergy as the material substance of the life of technological civilization is reflected in the ideal world as a triad of bioethics – biosociology – biopolitics. Both triads form closed cycles of evolutionary transformations that transmit and amplify the initial momentum of transformations on each other through a cascade mechanism with positive feedback. This paper engages the ongoing debate around the possibility of virtue friendships in the Aristotelian sense through online mediation. However, I argue that since the current literature has remained overly focused on the mere possibility of virtual friendship, it has obscured the more common phenomena of using digital communication to sustain previous in-person friendships which are now at a distance. While I agree with those who argue that entirely virtual friendship is possible, I argue that the current rebuttals to the (...) objections regarding embodiment are lacking. We can see this more clearly when we shift our consideration to more ordinary cases of virtual friendship. I discuss this problem of disembodiment by engaging with an interpretive issue of Aristotle’s “living together” which has played a key role in the current literature. I then turn to expand the current debate by examining how physical absence, disembodiment, and the technology we use to overcome such disembodiment, shapes and impacts friendships at a distance. In short, I explore the tendencies of technology of which virtual friends ought to be aware. I argue that even though virtual virtue friendships are possible via technology, the medium makes it harder and limits the possible experiences within friendships. Even if we overcome these tendencies, technologically mediated virtue friendships require more discipline for a diminished experience. While these limitations and extra disciplines in no way make virtual friendship unimportant, I argue that the fullest possible virtual friendship will be lesser than the fullest possible traditional friendship. The increasing demand for transparency in AI has recently come under scrutiny. The question is often posted in terms of “epistemic double standards”, and whether the standards for transparency in AI ought to be higher than, or equivalent to, our standards for ordinary human reasoners. I agree that the push for increased transparency in AI deserves closer examination, and that comparing these standards to our standards of transparency for other opaque systems is an appropriate starting point. I suggest that a (...) more fruitful exploration of this question will involve a different comparison class. We routinely treat judgments made by highly trained experts in specialized fields as fair or well-grounded even though—by the nature of expert/layperson division of epistemic labor—an expert will not be able to provide an explanation of the reasoning behind these judgments that makes sense to most other people. Regardless, laypeople are thought to be acting reasonably—and ethically—in deferring to the judgments of experts that concern their areas of specialization. I suggest that we reframe our question regarding the appropriate standards of transparency in AI as one that asks when, why, and to what degree it would be ethical to accept opacity in AI. I argue that our epistemic relation to certain opaque AI technology may be relevantly similar to the layperson’s epistemic relation to the expert in certain respects, such that the successful expert/layperson division of epistemic labor can serve as a blueprint for the ethical use of opaque AI. Using research grants administrators and their clients (academic researchers) as the lens, this paper investigated the relevance and implication of a fraud prevention policy at a University of Technology (UoT) in South Africa. The paper adopted a quantitative approach in which closed-ended questions were complemented by open-ended questions in the survey questionnaire in the attempt to capture the perceptions of both research grants administrators and their clients on the relevance and implications of a fraud and irregularity prevention policy. The (...) results indicate that both research grants administrators (71.4 %), and their clients (73%) do not know if UoTx has a fraud and irregularity policy. While only 36% of research grants administrators indicated that they would feel safe reporting deceitful activities, a slight majority (59%) of the clients reported same. With regards to the steps to follow to report fraudulent activity, it was noted that while all (100%) the research grants administrators noted that they were clueless, ironically an overwhelming majority of their clients indicated otherwise. Notwithstanding, both research grants administrators and their clients (93% and 95% respectively) concurred that a fraud prevention policy was necessary for UoTx. The implication is that having phenomenal controls that are not effectively publicized, monitored or worse still overridden by someone are useless. (shrink)

The study determined the chemical composition and acceptability of organic bath soap among students in Yaba College of Technology, Yaba, Lagos State, Nigeria. The study was guided by two research questions. Mixed method research design was used for the study. Population was 46 which comprised all Home Economics students from the Department of Vocational Education. In-home use questionnaire was used for data collection. The study produced two samples of turmeric bath soap. Findings showed that the chemical compositions of the (...) turmeric soap samples are in accordance with the specifications of the Standard Organization of Nigeria (SON) with toilet soap specifications of pH ranging from 9 to 11, total fatty matter ranging from 60-75 gm and total free caustic soda ranging from 0.05 to 0.08 %. Findings showed that the sensory evaluation attributes for colour, smell, consistency foam ability and skin sensitivity were accepted after use for three months as the samples were skin friendly, safe to use without side effects. It was recommended that turmeric body soap and turmeric face gel can be produced in large quantities for commercial purpose as a form of income generation for unemployed graduates. (shrink)

How could ectogestative technology disrupt gender roles, parenting practices, and concepts such as ‘birth’, ‘body’, or ‘parent’? In this chapter, we situate this emerging technology in the context of the history of reproductive technologies and analyse the potential social and conceptual disruptions to which it could contribute. An ectogestative device, better known as ‘artificial womb’, enables the extra-uterine gestation of a human being, or mammal more generally. It is currently developed with the main goal of improving the survival (...) chances of extremely premature neonates. We argue that the intended use of the technology in neonatal intensive care units, as an alternative to current incubators (’partial-ectogestation’), challenges concepts such as ‘birth’, ‘fetus’, and ‘neonate’, and has several ethico-legal implications. We moreover address a more futuristic scenario where the entire embryological and fetal development could happen within an artificial womb (’full-ectogestation’). Such a scenario reveals the disruption of gender roles, parenting practices, and concepts such as ‘mother’, ‘father’, and ‘parent’. Both full- and partial-ectogestation would have implications for engineering and design, law-making, ethics, and philosophical anthropology. (shrink)
