This chapter focuses on maintaining employment in the sector of small and medium-sized enterprises, which is crucial for the functioning of the economy. However, in an economic crisis, the changes in the area of employment of workers often become the foremost way of adapting to declining financial resources, which are the result of reduction of interest in the offer of the organisation by the customers. These actions had proven to be particularly evident in the case of global financial and economic (...) crisis, which also affected the Polish economy after 2008. The chapter suggests that the layoffs lead to rise in unemployment. Thus, there is a need to promote the outplacement, which is, a technique oriented on responsible dismissals in order to support a smooth transition of laid-off workers to new workplaces. In this way, both employees and companies increase their chances of maintaining competencies and better adapt to market competition requirements. This chapter explores the characteristics of the labour market policy in Poland, main features of the outplacement in the context of the crisis, examples of the outplacement implementation, plans for further development of the outplacement, and conclusions including directions for further research. Agencje zatrudnienia, mając zróżnicowane cele, struktury i formy zarządzania, podejmują w znacznej mierze działalność aktywizacyjną, zaadresowaną do grup znajdujących się w szczególnej sytuacji na rynku pracy, w tym do osób niepełnosprawnych. Opracowanie ma na celu przybliżenie potencjału krajowych agencji zatrudnienia osób niepełnosprawnych, które są prowadzone przez organizacje pozarządowe. Artykuł zwraca uwagę na teoretyczne koncepcje (...) współpracy publicznych i niepublicznych służb zatrudnienia na poziomie lokalnym i regionalnym. Przybliżono także wybrane wyniki badania własnego, w którym przeprowadzono analizę źródeł wtórnych i indywidualne telefoniczne wywiady kwestionariuszowe. W podsumowaniu przedstawiono rekomendacje praktyczne i potencjalne kierunki dalszych badań. ** Contemporary labor market policy involves not only the public sector as labour offices, but also private employment agencies run by commercial entities and non-governmental organizations. Employment agencies have different objectives, structures and forms of management. They take a large extent of activation services addressed to people in a specific situation on the labor market, including disabled persons. Article aims to introduce the capacity of national employment agencies for disabled people, which are run by non-governmental organizations. Article draws attention to theoretical concepts of cooperation between public and private employment services at local and regional. The chapter also shows selected results of research conducted on the basis of an analysis of secondary sources and individual questionnaire telephone interviews. One of the key challenges of social policy in Poland in the early 21st century is to adapt its management to the requirements of a service economy. Essential conditions for the mixed economy of welfare have been already created after adjustments of the subsystems of national social policy during the first years of membership in the European Union since 2004. Labour market policies already include the relationships between providers from the public sector, the commercial sector, and the (...) non-governmental sector. However, the tasks and services of individual entities and institutions still lack coordination and integration. This paper focus on the examples of possibilities for their development by combining the activation policy with concepts of the governance and welfare mix. The paper presents the results of the author’s research on the implementation of welfare mix solutions in the field of professional activation of the unemployed people in Poland. Two case studies are included the implementation of outplacement programs that are based on the cooperation between different entities; and the cooperation between the public employment services and non-governmental employment agencies in the activation of people with disabilities in the labour market. Moreover, basic concepts of ongoing reforms of active labour market policies in Poland were discussed. The republican tradition has long been ambivalent about markets and commercial society more generally: from the contrasting positions of Rousseau and Smith in the eighteenth century to recent neorepublican debates about capitalism, republicans have staked out diverse positions on fundamental issues of political economy. Rather than offering a systematic historical survey of these discussions, this chapter will instead focus on the leading neo-republican theory—that of Philip Pettit—and consider its implications for market society. As I will argue, Pettit’s theory is (...) even friendlier to markets than most have believed: far from condemning commercial society, his theory recognizes that competitive markets and their institutional preconditions are an alternative means to limit arbitrary power across the domestic, economic, and even political spheres. While most republican theorists have focused on political means to limit such power—including both constitutional means (e.g., separation of powers, judicial review, the rule of law, federalism) and participatory ones (democratic elections and oversight)—I will examine here an economic model of republicanism that can complement, substitute for, and at times displace the standard political model. Whether we look at spousal markets, labor markets, or residential markets within federal systems, state policies that heighten competition among their participants and resource exit from abusive relationships within them can advance freedom as non-domination as effectively or even more effectively than social-democratic approaches that have recently gained enthusiasts among republicans. These conclusions suggest that democracy, be it social or political, is just one means among others for restraining arbitrary power and is consequently less central to (certain versions of) republicanism than we may have expected. So long as they counteract domination, economic inroads into notionally democratic territory are no more worrisome than constitutional ones. (shrink)

The purpose of this chapter is to analyse approaches to the sharing economy from the perspective of public policy science. In the first part of the text, attention is paid to perceiving the development of the emerging sharing economy not only as phenomenon with positive economic effects but also as a set of public problems (e.g., on the labour market and for existing economic structures) that require intervention at the level of national governments as well as at international (...) level. Subsequent sections identify possible actions for regulating the development of the sharing economy. Labor supply globalization involves the integration of labor markets across borders, enabling businesses to access a diverse, global talent pool while workers can seek employment opportunities in new (...) regions. While this phenomenon offers economic advantages, it also brings about challenges and ethical considerations that must be addressed for a more equitable global workforce. -/- Drivers of Labor Supply Globalization -/- One of the primary drivers of labor supply globalization is offshoring and outsourcing. Companies, in their quest for reducing costs, often shift their production or services to countries with lower labor costs. This practice allows businesses in high-wage countries to remain competitive while capitalizing on cheaper labor in developing nations. For example, tech companies such as Apple and Microsoft outsource their customer support and tech support services to countries like India and the Philippines, where labor costs are significantly lower compared to the U.S. This shift has led to the rise of call centers and outsourcing hubs in these countries, where skilled workers provide services to global businesses. -/- Nike manufactures its products in Vietnam, China, and Indonesia, where labor costs are lower than in the U.S. This has allowed Nike to reduce production costs and offer more affordable products. Similarly, Apple’s assembly of iPhones occurs in China through its partnership with Foxconn, a major supplier based there. This practice is part of the company’s strategy to minimize labor expenses and maintain competitive pricing, which has sparked both criticism and admiration worldwide. -/- Another crucial factor in the globalization of labor is the increasing migration of workers. People are often motivated by the prospect of higher wages and better living conditions in economically developed countries. For instance, Mexican workers have migrated to the United States for decades, filling jobs in agriculture, construction, and hospitality industries. This migration has had a significant impact on both the economies of the U.S. and Mexico. Migrants from Central and Eastern Europe have similarly moved to Western European countries, particularly the UK, Germany, and France, to fill labor shortages in sectors like healthcare and manufacturing. The UK’s National Health Service (NHS), for example, relies heavily on healthcare professionals from countries like India, Philippines, and Poland. In fact, about 13% of NHS staff in the UK are foreign-born. -/- Additionally, migrants send remittances back home, which play a vital role in the economic development of their countries of origin. According to the World Bank, remittances from migrant workers in 2020 totaled over $540 billion globally, supporting families and contributing to poverty reduction. India and Mexico are among the top countries that receive remittances from migrants, with Indian workers abroad sending $83 billion back home in 2020 alone. -/- Technological advancements have further accelerated labor supply globalization. The rise of remote work and digital platforms has allowed workers to access job opportunities across the globe without needing to leave their countries. This trend is particularly prominent in knowledge-based industries such as information technology, finance, and marketing. For example, platforms like Upwork and Freelancer enable workers from countries like Pakistan, Ukraine, and Kenya to connect with clients in North America and Western Europe, offering services in areas such as software development, graphic design, and digital marketing. The COVID-19 pandemic acted as a catalyst for remote work, leading companies worldwide to embrace the flexibility of hiring international talent. Companies like Shopify, Twitter, and Facebook shifted to remote-first models, opening up opportunities for workers worldwide. -/- Impacts on the Global Economy -/- The globalization of labor supply has brought about both positive and negative impacts, especially in terms of economic growth and the redistribution of wealth. On the one hand, it has provided businesses with access to a larger pool of labor, which can increase efficiency, reduce production costs, and foster economic growth. Companies can outsource certain tasks to countries where labor is cheaper, allowing them to allocate resources toward higher-value work in their home countries. For instance, Nike manufactures its products in Vietnam, China, and Indonesia, where labor costs are significantly lower than In the U.S. This has allowed the company to reduce production costs and offer more affordable products, benefiting both the company and consumers. Similarly, Amazon has outsourced a significant portion of its customer support functions to regions such as India and Brazil, where labor costs are more affordable. -/- Moreover, the migration of workers and the subsequent remittances they send back home contribute to poverty alleviation in developing countries. Remittances are often a lifeline for families in low-income nations, improving their access to education, healthcare, and housing. For example, India and China are among the largest recipients of remittances, with millions of migrant workers in the Middle East and North America sending money back to their families. In 2020, India received approximately $83 billion in remittances, according to the World Bank. -/- However, the globalization of labor has also led to increased wage disparity and job insecurity in many industries. In developed countries, businesses that offshore jobs to countries with cheaper labor have led to significant job losses in sectors like manufacturing, customer service, and call centers. For example, in the U.S., the offshoring of manufacturing jobs to countries like China has been linked to the decline of the domestic manufacturing sector. In 2017, the Economic Policy Institute reported that U.S. workers had lost over 3 million manufacturing jobs due to trade with China alone. -/- This phenomenon has sparked debates over the fairness of globalization, as workers in wealthier countries face stagnant wages or job displacement, while workers in lower-wage countries may be exploited with poor working conditions or inadequate compensation. The Rana Plaza disaster in Bangladesh in 2013, which killed over 1,100 garment workers, is a stark reminder of the exploitation that can occur in global supply chains. Companies like Walmart and H&M had their products manufactured in the Rana Plaza factory, sparking global outrage and highlighting the risks faced by workers in low-cost production hubs. -/- Additionally, labor rights and standards vary significantly between countries. In developed economies, labor laws and worker protections tend to be stronger, while in developing nations, workers often face exploitation, unsafe working conditions, and lack of benefits. This discrepancy has raised ethical concerns about the treatment of workers in global supply chains, especially in industries like textiles, electronics, and agriculture. For instance, in Apple’s supply chain, there have been reports of workers facing harsh conditions and long hours at factories in China, leading to calls for reform and greater transparency. -/- Addressing the Challenges of Labor Supply Globalization -/- To mitigate the negative effects of labor supply globalization, it is essential to implement policies that promote fair wages, worker rights, and social protections. Governments and international organizations must work together to ensure that workers in all countries, regardless of their location or industry, are afforded basic labor rights and protections. For example, the International Labour Organization (ILO) has established global labor standards to improve working conditions and protect workers’ rights worldwide. These standards aim to ensure fair wages, safety, and decent working conditions for workers in all sectors. -/- One potential solution is the establishment of global labor standards that set minimum requirements for wages, working conditions, and benefits for workers in all countries. International agreements and treaties could help ensure that workers in lower-income countries are not subject to exploitation, and that companies that benefit from globalization are held accountable for the welfare of their employees. Additionally, businesses must embrace corporate social responsibility (CSR), ensuring that their supply chains adhere to ethical labor practices and contribute to local economic development. For example, companies like Patagonia and Fair Trade USA have committed to ethical sourcing practices, ensuring that workers in their supply chains are treated fairly and paid a living wage. -/- Another solution involves supporting workers who may face job displacement due to outsourcing or automation. Governments can invest in education and retraining programs, enabling workers to acquire new skills that are in demand in the global economy. For example, the European Union has invested in programs that retrain workers in sectors like manufacturing and coal mining, helping them transition to new jobs in renewable energy and technology. By providing access to lifelong learning and career development, workers can better adapt to changing job markets and enhance their employability. -/- Conclusion -/- Labor supply globalization is a defining feature of the modern world, reshaping how businesses operate and how workers engage with the global economy. It has brought about opportunities for economic growth, poverty reduction, and increased efficiency. Adults aged 65 and above comprise the fastest growing sector of the world’s population. In the context of increasing numbers of older adults, employment policies have become a prominent issue. Governments recognize the importance of increasing participation in working age population and providing them with equal workplace opportunities. Yet, it appears that policies raising employment rates of older adults have become a slogan that governments use for election purposes, but the reality is different. In the groundbreaking report “Working Better with (...) Age: Poland‘ prepared by the Organization for Economic Cooperation and Development, Poland, the Czech Republic, and Slovakia belong to a group of countries where the increase in the employment rate of older adults is well below the OECD average. The objective of our critical review is to evaluate current employment policies for older adults, including but not limited to healthy work conditions, age management strategies, employment services for older workers, and strategies implemented to prevent the age discrimination, in these three countries. This article also discusses the reasons for the reduction in the employment of older adults, the current barriers in employing older adults that require governments’ attention, and suggests solutions for creating an age-friendly labor market that can effectively make use of older adults’ competencies. Employment rates for people of different ages are significantly affected by government policies with regard to higher education, pensions, and retirement age. (shrink)

Throughout its history the European integration process has not undermined but rather strengthened the autonomy of Member States vis-à-vis wider societal interests in relation to political economy, labour markets and social provisions. Both the ‘golden age nation state’ of the 1960s as well as the considerable transformations of Member State political economies over the past decades, and especially after the euro-crisis, was to a considerable degree orchestrated through transnational, most notably European, arrangements. In both cases the primary objective has been (...) to strengthened state capacities of public power and law against the encroachment of private interests into the state. In spite of this continuity considerable changes can however be observed in the substantial economic policies advanced due to the switch from a Keynesian to a monetarist economic paradigm. The gig economy is a phenomenon that is rapidly expanding, redefining the nature of work and contributing to a significant change in how contemporary economies are organised. Its expansion is not unproblematic. This article provides a clear and systematic analysis of the main ethical challenges caused by the gig economy. Following a brief overview of the gig economy, its scope and scale, we map the key ethical problems that it gives rise to, as they are discussed in the relevant literature. (...) We map them onto three categories: the new organisation of work (what is done), the new nature of work (how it is done), and the new status of workers (who does it). We then evaluate a recent initiative from the EU that seeks to address the challenges of the gig economy. The 2019 report of the European High-Level Expert Group on the Impact of the Digital Transformation on EU Labour Markets is a positive step in the right direction. However, we argue that ethical concerns relating to algorithmic systems as mechanisms of control, and the discrimination, exclusion and disconnectedness faced by gig workers require further deliberation and policy response. A child, according to Nigerian law (2019), "is a conceptualized term used for anybody that is 14 years old and below." Anshana Arora (2020) found that Africa’s child population will reach 1 billion by 2055, making it the largest child population among all continents. Yet, according to a recent report by UNICEF (2020), between 2005 and 2020, more than 93,000 children were verified as "child soldiers," used in different armed conflicts in Africa. Other cases document girls being treated as slaves, (...) forced to work day and night peddling goods in the market. Additionally, there is widespread systemic abuse of children in Africa. This paper, therefore, explores the children of Africa: child soldiers and child labour; and the potential solutions for ending the plight of exploited children. Using the analytic method, an endeavor was made to show the implication of child labor and child soldiers in Africa. The paper concluded that ending the recruitment of children into violent conflict is possible by addressing the root causes of child exploitation, which can be achieved through the proactive creation of good policies, re-education, and skill development training and advocacy programs. This paper aims to disclose an expression of age and workplace discrimination in the Lithuanian labor market. The paper is discussing theoretical aspects of age discrimination and presents the results of the sociological survey research results carried out in 2014. The purpose of this paper is to disclose age and workplace discrimination at the Lithuanian labor market. Analysis of scientific literature and quantitative research results allows to state that older adults are experiencing discrimination because of, among (...) others, their age, gender, and stereotypes. Research results revealed that age and workplace discrimination is increasing with the age of the respondents, e.g., the expression in older age groups is more intensive. For the age group of 40-50, age discrimination is lower than the full sample average. Age discrimination is exposing for the age group of 56-60 and is the most intensive for persons 60 years old and older. The research results revealed that older employees have obstacles for career and future perspectives; older people are more often facing discriminative behavior, lacking social justice, insufficient personal respect labor relations, and are more often experiencing pressure to leave the job or facing unreasonable dismissal. While neoclassical, Keynesian, and game-theoretic models treat economic activity as a function of supply and demand equilibria—subject to inefficiencies, speculation, and boom-bust cycles—this paper proposes that markets are structured by resonance fields rather than stochastic fluctuations. -/- By applying prime-phase economic dynamics, we demonstrate that capital flows, debt cycles, (...) and labor efficiency emerge from structured synchronization patterns. These patterns act as entropy minimization mechanisms, governing wealth distribution and innovation cycles in ways that probability-based models fail to capture. Instead of treating economic crises as unpredictable shocks or treating productivity as a linear function of inputs, this framework suggests that economic turbulence and stratification arise from resonance misalignment—a failure to maintain phase coherence across financial, labor, and technological domains. -/- Key implications include: • Redefining capital allocation as a function of coherence optimization, not speculative probability. • Rethinking inflation and deflation as resonance distortions rather than money supply imbalances. • Modeling economic growth as a function of phase-locking efficiency rather than GDP expansion. • Predicting market crashes through coherence instability rather than external shocks. -/- If economics is structured as a resonance system rather than a probabilistic market, then the role of economic policy shifts. Care-supporting policies incentivise women’s withdrawal from the labour market, thereby reinforcing statistical discrimination and further undermining equality of opportunities between women and men for positions of advantage. This, I argue, is not sufficient reason against such policies. Supporting care also improves the overall condition of disadvantaged women who are care-givers; justice gives priority to the latter. Moreover, some of the most advantageous existing jobs entail excessive benefits; we should discount the value of allocating such jobs meritocratically. Further, women who (...) have a real chance to occupy positions of advantage have most likely already enjoyed more than their fair share of opportunities; they lack a claim to more. Women can have a complaint grounded in the expressive disvalue of sexist discrimination. This gives them special claims against men occupying the vast majority of top positions and against their higher share of opportunities for positions of advantage. But their claim does not speak against care-supporting policies. (shrink)

There is a loud and persistent drum beat of support for schools, for citizenship, for diversity and inclusion, and increasingly for labor market readiness with very little critical attention to the assumptions underlying these agendas, let alone to their many internal contradictions. Accordingly, in this book I examine the philosophical, motivational, and practical challenges of education theory, policy, and practice in the twenty-first century. As I proceed, I do not neglect the historical, comparative international context so essential (...) to better understanding where we are, as well as what is attainable in terms of educational justice. I argue that we must constructively critique some of our most cherished beliefs about education if we are to save the hope of real justice from the rhetoric of imagined justice. (shrink)

Most advanced industrial societies are ‘work-centered,’ according high value and prestige to work. Indeed, belief in an interpersonal moral duty to work is encoded in both popular attitudes toward work and in policies such as ‘workfare’. Here I argue that despite the intuitive appeal of reciprocity or fair play as the moral basis for a duty to work, the vast majority of individuals in advanced industrialized societies have no such duty to work. For current economic conditions, labor markets, and (...) government policies entail that the conditions for a reciprocity-based argument to apply to most workers are not usually met. More specifically, many workers fail to provide valuable goods through working or their working does not result in net social benefit. Concurrently, many workers do not receive adequate benefits from working in that they neither have their basic needs met or do not even enjoy an improvement in welfare thanks to working. Hence, workers neither provide nor receive the benefits needed for a reciprocity-based duty to work to apply to them. Furthermore, these conditions are conditions over which workers themselves have very little control. Most workers therefore could not fulfill their ostensible duty to work even if they made conscientious efforts to do so. In most cases, a person who fails to work morally wrongs no one, and in the case of any particular individual or worker, the defeasible presumption ought to be that she has no duty to work. (shrink)

Minimum wages are usually assumed to be inefficient as they prevent the full exploitation of mutual gains from trade. Yet advocates of wage regulation policies have repeatedly claimed that this loss in market efficiency can be justified by the pursuit of ethical goals. Policy makers, it is argued, should not focus on efficiency alone. Rather, they should try to find an adequate balance between efficiency and equity targets. This idea is based on a two-worlds-paradigm that sees ethics and (...) economics as two inherently conflicting ways of thinking. We, however, believe that this view of the relationship between ethics and economics is fundamentally flawed and blurs our understanding of how an ethically responsible regulation of the labour market should be conducted. In drawing on an economic-ethical approach that resolves the antinomy between efficiency and equity, we show that ethics and economics are, in fact, two sides of the same coin and that minimum wage legislation can only be ethically responsible, if it is at the same time economically efficient. In other words, we can have our cake and eat it too. On the basis of our approach, we develop two simple game theoretical models for different types of labour markets and derive policy implications from an economic-ethical viewpoint. We suggest that under the assumption of perfectly competitive labour markets a tax-funded wage subsidy is preferable over minimum wages, as it makes everyone better off. If, however, employers have monopsony power in the wage setting process, the minimum wage is justifiable under certain conditions. (shrink)

The dual labor market theory is one of the primary explanations for the gender differences in earnings. It shows that gender inequality and stereotypes lead to employment of men and women in different segments of the labor market characterized by various incomes. This theory is based on the hypothesis that such markets are divided into segments, which are divided by different rules of conduct for workers and employers. Differences also include production conditions, terms of employment, productivity (...) of employees, and the characteristics of the workers’ jobs. The policy of earmarked paternity leave aims to promote mothers’ position in the labor market and fathers’ relationship with their child. Critics argue that the policy prevents parents from pursuing their own ideas about what is best for them. This provides reason to consider whether the policy is paternalistic or, in other ways, disrespectful of parental autonomy. I argue that the state implicates itself in the gender inequalities that result from parents’ unequal parental leave agreements (...) when the state financially facilitates such agreements. Aristotle, in his work Politics, described the family as the smallest social unit, essential for the survival and well-being of the individual and the state. Thus, even if ongoing discrimination in the labor market were eliminated, through affirmative action policies or other such remedies, women would still be as a disadvantage relative to men.For women, the costs and benefits of behaving like men are different than they are for their male counterparts. One of the purposes of the Bologna Process was to facilitate the construction of a Europe of Knowledge through educational governance, yet it fails to reach its purpose because of several unexplained assumptions that undermine the conceptual standing of the whole project; it is the purpose of this paper to bring these assumptions to light. -/- A knowledge economy cannot exist without the knowledge workers which were previously formed in educational institutions, therefore the project for a Europe of Knowledge is (...) usually linked with the educational policies especially those affecting the higher education institutions. -/- One such policy area is the Bologna Process which explicitly traces its purpose to the construction of an educational system that will facilitate the smooth delivery of employable graduates to the European labor market. This presentation has two purposes. First to show through a textual analysis of the Bologna ministerial declarations how the subject of higher education is constructed to single out the European citizen, understood in a narrow sense as the employable, mobile and skilled graduate. Second, to show that the notion of citizenship used in the Bologna declarations is ill-construed. -/- Starting from T. H. Marshall’s classical distinction between the three understandings of citizenship (civic, political, and social), this paper will show that the Bologna discourse on citizenship borrows and mixes illegitimately from the three notions, without making it explicit why such a hybrid notion of citizenship is used in the first place. I provide an alternative to the two prevailing accounts of justice in immigration policy, the free migration view and the state discretion view. Against the background of an internationalist conception of domestic and global justice that grounds special duties of justice between co-citizens in their shared participation in a distinctive scheme of social cooperation, I defend three principles of justice to guide labor immigration policy: the Difference Principle, the Duty of Beneficence, and the Duty of Assistance. In a market economy, human work is offered and sought in the labor market. It is valued because of the level of demand for it and the rarity of the required qualifications. At the same time, because of the different contexts and conditions, there are many labor markets that are defined as the professional labor markets, local labor markets, dual labor markets, and black and gray labor markets.

This contribution pays special attention to the Italian legal framework concerning the collaborative and sharing economy, with a focus on those economic initiatives which are platform mediated. This choice is due to the importance of the concept of “platform” in the definitions of the CSE provided at both the Italian and the European levels. As highlighted in some studies, most actors of the CSE can be considered not only economic disruptors but also policy disruptors. Thus, the chapter tries to (...) shed light on the difficulties Italian regulators had while dealing with the emergence of these actors, especially in sectors such as food, accommodation, delivery, and transport. Italian policymakers were not able to design new regulatory frameworks to cope with the challenges of CSE, privileging bans or almost total deregulation over the elaboration of innovative rules. Regarding the issue of digital labour, the Italian legislator adopted a partial solution, creating a framework that dualizes the labour market, maybe with the aim of satisfying both digital workers and platforms. The paper focuses itself on discussing the trend and practice of entrepreneurship education and training (EET) at tertiary level in the world. The author also supports the idea that entrepreneurship can be learnt through EET programs under certain circumstances. After examining the Vietnamese context for private entrepreneurs, including the government’s policy and the practice on startup since its independence in 1945, his analysis shows that Vietnam is a prospective market not only for domestic business people but also for (...) foreign investors. Marie Oldfield, Pro Bono Economics & Refugee Council. Over half the total applications for asylum the UK receives each year are initially rejected, yet nearly a third of these initial rejections are subsequently overturned on appeal. This process that fails to get decisions right first time imposes significant costs, not just on the applicants themselves, but also more widely on UK taxpayers. Asylum seekers are not entitled to welfare benefits nor employment except in some limited cases, and are often placed (...) in unsuitable conditions with lack of appropriate support to prepare their case for asylum. These unfortunate circumstances mean that they are unable to gather and present all the required evidence first time, even when the case for asylum is legitimate. As a result, the application is rejected and thus begins a cycle of appeals that might eventually lead to a successful outcome for the asylum seeker but will, in the process, burden the taxpayer with unnecessary administrative cost and cause the asylum seeker needless distress and prevent them from accessing suitable economic opportunities. • Our study estimates that there are approximately 4,000 initial rejections that are successfully appealed each year and, with each appeal incurring direct administrative costs of around £1,000, the price tag of incorrect initial decisions adds up to a hefty £4 million per year in unnecessary administrative costs alone. • There are other costs, too, that negatively impact asylum seekers and taxpayers, albeit in a more indirect manner. The longer the appeals process is dragged out, the more delay there is to successful asylum seekers entering the labour market which means lost economic activity and forgone tax revenue for the Exchequer. Long periods of unemployment also result in skills attrition and lower the probability of the asylum seeker successfully entering the labour market in the future. • A lengthy appeals process heightens stress and worsens mental health in asylum seekers, a group arguably already more vulnerable on this front. Unnecessary human suffering aside, there is also a monetary cost borne by the taxpayer should NHS mental health services become involved. Thus, there is a pressing and viable case for providing asylum seekers a stable environment in which to complete their applications for asylum. This would increase the likelihood of reaching correct decisions in the first instance, avoid unnecessary administrative costs of an arduous appeals process, enable successful asylum seekers to access the labour market and contribute to the Exchequer, and avoid placing extra demands on already strained NHS mental health services. With the transition of the pandemic-gripped labor market en masse to remote capabilities to avert from a national or international economic meltdown, a concern arises that many job seekers simply cannot fit into the new roles being developed and implemented. Beyond the loss of on-site work, the market is unable to reverse the loss of many roles that are, and have been, taken over by artificial (computer) intelligence systems. The “business-as-usual” mentality that many have come to associate (...) with pre-pandemic life supposedly took these losses into account, much to various societies’ detriment during this international crisis. And unlike at the turn of the millennium, the market has come to realize that it cannot function without advanced computer intelligence (CI) systems. Arguments can be made that humanity’s currently most sophisticated CI systems come nowhere near replicating the nuances that would prompt one to classify the system as being “human-like,” and that they will remain this way for the foreseeable future. However, what is conveniently ignored in this assessment is how not even three generations have passed since computer systems became an integral aspect of daily life. While the loss of work for humans as a result of this advancement of technology may not immediately reach concerning levels, it still begs the question of how society should react to a lack of non-specialized work and the value of “humanness” in the labor market. This article contributes to the debate on the relationship between marketing and propaganda through an analysis of social marketing as a mode of governing in permanent campaigning. The working hypothesis is that social marketing operations are agitational rather than propagandistic. The conceptual approach stems from a comparison of propaganda and marketing with Fordist and post-Fordist modes of production and governance. The research into the role of agitation involves an empirical study of the UK government campaign against benefit fraud, the most (...) expensive of its kind. Using a combination of methodologies, the political context is framed through a discourse analysis that charts the historical emergence of the problem of benefit fraud and the material effects of this discourse on welfare spending allocation, content analysis is used to identify correspondences between different newspapers’ rhetoric and policy under different governments, and semiotic analysis helps to decode the message of the campaign against benefit fraud, as it relates to the overall government’s strategy on this issue. The study offers insights into the political strategy of the government of New Labour between 1997 and 2010 and its resort to agitational techniques, exposing the limitations of government marketing and public relations in the context of an overall crisis of its political legitimacy, in both economic and political terms. The global response to child labour is based on the standards set by three major international conventions. This review examines the historical development of the conceptualizations of various forms of child labour, relevant views and perspectives, contemporary theoretical underpinnings, and policy suggestions. The emerging evidence shows that child labour incidences in all its forms have increased in many parts of the world, and the global target to eradicate child labour by 2025 seems unattainable. The evaluation indicates that the current (...) global age-based abolitionist policy to fight child labour has lost some ground. The covid-19 pandemic has worsened the situation and the worst forms of child labour have become even more widespread and deeply normalized in many contexts and communities. The current scholarship of child labour remains critically ignorant of the relevant societal and cultural norms. Contemporary theorists and empiricists emphasize on constructing knowledge with the children and families engaged in child labour and focusing on finding innovative community-led alternatives to the worst forms of child labour. The use of modular construction technology has emerged as a promising solution to the challenges of the construction industry all over the world. This paper examines the new horizons and opportunities that modular construction technology offers not only in the Albanian context but also in some European countries. The paper provides an overview of the status of Albania's construction market and emphasizes the advantages of modular construction technology, including quicker construction, lower costs, and better quality control. Unfortunately, prefabricated constructions (...) are not very present Albanian construction industry, and it is not given the proper attention due to lack of infrastructure, organizational purposes, and lack of proper experience. The paper also examines the challenges associated with the implementation of modular construction technology in Albania, exploring the history of prefabricated constructions, also including regulatory barriers, lack of awareness, and the need for skilled labor. Finally, the paper concludes by suggesting strategies to overcome these challenges and promote the adoption of modular construction technology in Albania, such as targeted government policies, education and training programs, and partnerships between industry stakeholders. The paper aims at finding a way out of deadlocks in Malthus scholarship concerning his relationship to utilitarianism. The main claim is that Malthus viewed his own population theory and political economy as Hifsdisziplinen to moral and political philosophy, that is, empirical enquiries required in order to be able to pronounce justified value judgments on such matters as the Poor Laws. On the other hand, Malthus’s population theory and political economy were no value-free science and his policy advice – (...) far from being “utilitarian” – resulted from his overall system of ideas and was explicitly based on a set of traditional moral assumptions. These in turn were justified by a peculiar meta-ethical theory, which has been named in a somewhat improper way “theological utilitarianism” and which I propose to name instead “consequentialist voluntarism”. The issue of poverty and its remedies is the one where Malthus’s peculiar approach, once applied to a real-world issue, displays it potentialities, yielding a kind of policy-advice that is softer and more flexible than the one that may be drawn from Benthamite utilitarianism. The reconstruction shows how, through subsequent approximations and under pressure of critics, Malthus yields finally a kind of Institutional approach to policies concerning poverty, making room for generalized basic education, free markets for labour and for corn, colonies, and private beneficence. Such a mix of policies should bring about for the lower classes of society “the means of being respectable, virtuous and happy”. -/- . (shrink)
