The jurisprudence under international human rights treaties has had a considerable impact across countries. Known for addressing complex agendas, the work of expert bodies under the treaties has been credited and relied upon for filling the gaps in the realization of several objectives, including the peace and security agenda. -/- In 1982, the Human Rights Committee (ICCPR), in a General Comment observed that “states have the supreme duty to prevent wars, acts of genocide and other acts of mass (...) violence ... Every effort … to avert the danger of war, especially thermonuclear war, and to strengthen international peace and security would constitute the most important condition and guarantee for the safeguarding of the right to life.” Over the years, all treaty bodies have contributed in this direction, endorsing peace and security so as “to protect people against direct and structural violence … as systemic problems and not merely as isolated incidents …”. A closer look at the jurisprudence on peace and security, emanating from treaty monitoring mechanisms including state periodic reports, interpretive statements, the individual communications procedure, and others, reveals its distinctive nature. The subsequent indirect climate change impacts on food and water security, and changes in natural resource exploitation and migration patterns, affect the lives and livelihoods of people and communities across the highly diverse region and threaten its peace and security. In Southeast Asia, the cross-cutting impacts of climate change on peace and security can be analysed through the framework of comprehensive security. Comprehensive security is the organising concept of security in the region, integrated and widely reflected in the security lexicon in the ASEAN region and beyond. Unlike the conventional notion of security, which is narrowly defined to mean defending state borders from military attack, comprehensive security is a much broader conceptualisation of security that “[goes] beyond (but does not exclude) the military threats to embrace the political, economic and socio-cultural dimensions.". This paper discusses how the general and abstract concept of legitimacy applies to international institutions, using the United Nations Security Council as an example. We argue that the evaluation of the Security Council’s legitimacy requires considering three significant and interrelated aspects: its purpose, competences, and procedural standards. We consider two possible interpretations of the Security Council’s purpose: on the one hand, maintaining peace and security, and, on the other, ensuring broader respect for human rights. Both (...) of these purposes are minimally morally acceptable for legitimacy. Second, we distinguish between three different competences of the UNSC: 1) the decision-making competence, 2) the quasi-legislative competence, and 3) the referral competence. On this basis, we argue that different procedural standards are required to legitimise these competences, which leads to a more differentiated understanding of the Security Council’s legitimacy. While maintaining that the membership structure of the Council is a severe problem for its legitimacy, we suggest other procedural standards that can help to improve its overall legitimacy, which include broad transparency, deliberation, and the revisability of the very terms of accountability themselves. This thesis examines the key moral principles that should govern decision-making by police and military when using lethal force. To this end, it provides an ethical analysis of the following question: Under what circumstances, if any, is it morally justified for the agents of state-sanctioned security institutions to use lethal force, in particular the police and the military? Recent literature in this area suggests that modern conflicts involve new and unique features that render conventional ways of thinking about the (...) ethics of armed conflict, and the use of lethal force, as inadequate or redundant. In particular, there is an increased concern with the moral difficulties created by “non-standard” cases. This is where the police or military are obliged to operate outside their conventional contexts. In such non-standard cases, on what moral basis can (or should) state actors – especially the police and military – use lethal force? One approach argues that there is nothing morally exceptional about the use of lethal force by police or military. This says the only available moral justification for using lethal force is killing in self-defence or defence of others. In contrast, I use an institutional approach to develop a moral framework for the state’s morally exceptional use of lethal force. The institutional approach is concerned with the ends (telos) or purpose of a social institution. It says that the moral purpose of a social institution alters the moral responsibilities of its agents; what is referred to as role morality. My analysis demonstrates that there is an important moral distinction between justified killing in self-defence and state-sanctioned uses of lethal force. My claim is that police and military uses of lethal force are not morally justified in the same way as the average person’s use of lethal force (i.e. self-defence or defence of others). Instead, I argue that the state-sanctioned institutional role of police and military give these state actors special moral duties, and therefore exceptional moral justification, for using lethal force. I argue that the institutional end of the police is the preservation of public safety. This includes using lethal force where it is necessary to protect life and prevent serious injury to jurisdictional inhabitants. In contrast, a morally responsible state uses military force to defend the “common good.” That is, when it is necessary to defend the peaceful functioning of a state from armed threats or other forms of political violence. I then conclude that non-standard cases require the addition of jus ad vim (or the just use of military force short-of-war) as a hybrid element to the moral framework for the state-sanctioned use of lethal force. This provides a better way of applying ethics to the use of military force when defending the common good against serious threats in non-standard cases. This is because jus ad vim complements the conventional military paradigm by permitting the use of military capabilities to defend the common good. But, at the same time, it inhibits the move towards the more destructive levels of violence characteristic of conventional warfighting. (shrink)

From year to year some of us, people of planet Earth, Earthlings, attacks intensify on the veto right in the UN Security Council. They consciously or unconsciously ignore its metaphisical, ontological and existential statuses established in 1945 by the founders of the United Nations as a result of the multimillion sacrificial struggle of all Humanity against nazism. Perhaps this is due to a misunderstanding of the metaphysics of international relations, the enduring existential significance of the veto for the viability (...) of the entire UN system in the nuclear-ecological information era, or because of the veiled, formal-procedural veto status enshrined in the UN Charter. The authors of the attacks substantiate their conclusions by the "non-democracy", "ineffectiveness" of the UN Security Council, "unfair privileges" of the five permanent members of the Security Council ("P1945"), a significant increase in the number of UN member states after 1945, the fate of the League of Nations, "geopolitical realities". According to the attackers, the veto in the UN Security Council makes the decision-making process "unequal and abortive", which does not contribute to maintaining peace and preventing civil wars, genocide, violation of human rights and aggression in international relations. Some politicians and experts propose not only to limit the veto right of the five permanent members of the UN Security Council, but to completely deprive them of this right, which, as we know, are nuclear powers and bear the main responsibility for international security, the preservation of peace and life itself on planet Earth. Taking into account 75-years experience in the use of the veto right in the UN Security Council, with the aim of strengthening the historical, metaphysical, existential and procedural-legal significance of the veto right, its fundamental role in resolving the most complex international problems in the context of the constantly increasing threats and risks of our times during the reform of the UN Security Council with the increased number of members of the Security Council, the UN Charter must establish two essential levels of the veto right: 1. Just war scholars are increasingly focusing on the importance of jus post bellum – justice after war – for the legitimacy of military campaigns. Should something akin to jus post bellum standards apply to terrorist campaigns? Assuming that at least some terrorist actors pursue legitimate goals or just causes, do such actors have greater difficulty satisfying the prospect-of-success criterion of Just War Theory than military actors? Further, may the use of the terrorist method as such – state or non-state – (...) jeopardize lasting peace in a way that other violent, for instance military, strategies do not? I will argue that there appears to be little reason to believe that terrorist campaigns are in principle less able to secure or at least contribute to a lasting peace than military campaigns; quite to the contrary. Or, put differently, if terrorism is an unlikely method for securing peace, then war is an even more unlikely one. (shrink)

As the war in Syria and the destruction of the Calais camp in France in 2016 bitterly demonstrate, declarations of human rights and asylum devolve into empty promises without a common sense of solidarity and an implicit understanding that we share responsibility for the world and one another. Today’s refugee crisis demonstrates that many of the problems that Hannah Arendt identified during the first half of the twentieth century are still with us. National security and the state of exception (...) increasingly place refugees and migrants at the borders of international law. This article argues that Immanuel Kant’s Perpetual Peace and Arendt’s postwar reflections on the stateless as modern pariahs continue to frame current debates on hospitality, human rights, and responsibility. Without a recognition of our common humanity and shared world, sovereign states will continue to find exceptions to the legal status of refugees and migrants, thus enabling their exclusion from political life and the very laws that should protect them. Falling outside human rights law and the rights of refugees leads to the uncertainty of the pariah. (shrink)

Suppose that state A attacks state D without warrant. The ensuing military conflict threatens international peace and security. State D (I assume) has a justification for defending itself by means of military force. Do third parties have a justification for intervening in that conflict by such means? To international public lawyers, the well-rehearsed and obvious answer is “yes.” Threats to international peace and security provide one of two exceptions to the legal and moral prohibition (as set (...) out in Article 2[4] of the UN Charter) on using force as a means for resolving interstate disputes. Just war theorists are not as verdictive. Compared to the ethics of humanitarian intervention and the ethics of national self-defense, the ethics of third-party military involvement in interstate conflicts remains underdeveloped in contemporary just war theory. This essay begins to fill that gap. I argue that to defend such interventions is tantamount to defending preventive military force, deterrent military force, and the resort to force in more cases than standardly thought. I then provide an account and limited defense of the deterrence argument. I show that deterrence is morally justified in relatively few cases and examine two problems with the argument: deterrence failures and the level of uncertainty under which leaders who use deterrent force operate. I conclude that we should take seriously the possibility that nonintervention, construed as the rejection of the direct use of military force, is the morally correct response to the most serious threats to international peace and security. The work argues the activation of the competence of the UN Security Council to review the complex humanitarian emergency situation in Venezuela, and adopt as a provisional measure a Humanitarian Electoral Intervention (IHE), which allows to settle and alleviate conflicts by holding some general elections, based on the experience of Cambodia (1992-1993) and Timor Leste (2001-2002), and thus ruling out any possibility of violence in the Venezuelan conflict, also removing any possibility of military intervention, bearing in mind that (...) the continuity or aggravation they constitute a threat to regional and world peace and security. There has been growing interest in the evaluation of research projects in Africa because of the quantum of funding devoted to research by governmental and non-governmental organizations. One area that has received a lot of research funding is farmer-herder conflicts due to its high impact on peace, security and development on the continent. This paper evaluates a Danida-funded research project in the Ashanti Region of Ghana dubbed “Access-Authority Nexus in Farmer-Herder Conflicts (AAN Project)”. Primary data was collected from (...) 46 project stakeholders during a project review meeting. Each stakeholder responded to a questionnaire distributed to them and later explained for them to have a common understanding of it before providing responses. The OECD DAC Network on Project Development Assessment Framework was adapted to evaluate the project success. Stakeholders’ perceived project success was evaluated using Perception Index while project success criteria were assessed using correlation analysis. The results show that stakeholders perceived the AAN project to be effective in achieving its objectives of investigating the formation and erosion of access associated with the conflicts, capacity building and information dissemination to stakeholders. They also perceived it to be relevant to farmer-herder peaceful co-existence, and coherent with other existing interventions in the conflict area. The results further show that stakeholders recognized the project to have impacted positively on the number of conflict cases and their effects on livelihoods and state building Overall, they rated the project’s achievements as sustainable. The implication of the findings is that research is still necessary for the effective management of the farmer-herder conflicts despite the numerous research work already done on it. (shrink)

For the political naturalist, skepticism about political obligations only arises because of a basic confusion about the necessity of the state for human well-being. From this perspective, human beings are naturally political animals and cannot flourish outside of political relationships. In this paper, I suggest that this idea can be developed in two basic ways. For the thick naturalist, political institutions are constitutive of the best life. For the thin naturalist, they secure the basic background conditions of peace and (...) stability that are necessary for any minimally decent human life. Both approaches, however, are problematic, and while political institutions might have a special kind of value for human well-being, it is difficult to convert this claim into a justification for political obligations. To be sure, this does not mean that this book does not present a practical approach to well-being, quite the contrary. The author lists a series of areas the patient can focus on, in order to achieve a higher state of balance, healing, and happiness. Amongst these we find socialization, upbringing, and community, making friends, understanding and working on one’s emotions and the emotions of others, staying physically and mentally active, finding a sense of security and confidence, maintaining a sense of curiosity, finding a work-life balance and rediscovering peace and calmness, having goals, purposes, and meaning in life, and of course, understanding those negative, self-sabotaging mechanisms and processes which hinder such developments. War as intense armed conflict between states, governments, societies, or para groups, such as mercenaries, insurgents, etc is not old fashion but continues to be the vibrant and violet of society (ies). Many literatures relating to the war, Just war and just war theories pay attention mainly at the conflicts as a main cause of war but pass by about the cause of conflicts leading to the war. The objective of this paper is thus, to assess sources of conflicts leading (...) to the war, and come up with recommendation to narrow situations provoking conflicts leading to the war. Research approach employed was qualitative to qualify ideas and opinions of scholars, who conducted researches on war, just war and just war theories; books, journals and internet sources dedicated to the cause and consequences of war and sources concerned with the Jus Ad Bellum, Jus in Bello and Jus post Bellum have been reviewed. It was found that ambitions of humans to realize their unlimited natural rights, such as economic rights, political rights and extreme desire to un equitable utilization of such rights cause a war of “all against all”. The study recommends that authority better to avoid or reduce extent of conflict among humans, and humans to learn limit their unlimited natural rights for the sake of peace and security of the business. However, their environmental impacts are often shadowed due to national security reasons. The current paper aims to go through the devastating impacts of military operations and wars on climate change and biodiversity loss and challenges that hinder the inclusion of military-related activities into environmental crisis mitigation efforts. Meanwhile, wars and conflicts not only threaten to drain all human and material resources available to tackle environmental problems but also inflict long-lasting destructions, pains, and trauma that can lead to hatred and distrust among nations and parties. With the rising hatred and distrust, global agreement and commitment to address climate change and biodiversity will hardly be achieved. Moral fundamentalism is the habit of acting as though one has access to the exclusively right way to diagnose problems, along with the single approvable practical solution to any particular problem. This approach causes us to oversimplify situations, neglect broader context, take refuge in dogmatic absolutes, ignore possibilities for finding common ground, assume privileged access to the right way to proceed, and shut off honest inquiry. In this way, moral fundamentalism-exacerbated by social media silos-also makes the worst of native impulses (...) toward social bonding and antagonism. This makes it impossible to debate and achieve superordinate social goals, such as public health, justice, security, sustainability, peace, and democracy. Drawing from John Dewey's pluralistic and pragmatic approach to philosophical questions, Steven Fesmire develops an alternative to both the oversimplification of moral fundamentalism and the arbitrariness of relativism. His pragmatic pluralism is set up as a response to particular conditions and consequences, so it gains practical leverage with complex ethical, political, educational, and policy problems without flattening variability among values or presuming that abstract theories can determine what we ought to do. He argues that the reductive monistic premise that logically underlies moral fundamentalism is both unwarranted and constrictive, and there is little to be said in favor of the grand philosophical quest for a unifying principle that cannot be accommodated within a wider pluralistic approach. In a concrete and engaging style, Fesmire clarifies and illustrates the promises and challenges of democratic decision-making in societies struggling to grow beyond moral fundamentalism. (shrink)

The emergence of Large Language Models (LLMs) and advancements in Artificial Intelligence (AI) offer an opportunity for computational social science research at scale. Building upon prior explorations of LLM agent design, our work introduces a simulated agent society where complex social relationships dynamically form and evolve over time. Agents are imbued with psychological drives and placed in a sandbox survival environment. We conduct an evaluation of the agent society through the lens of Thomas Hobbes's seminal Social Contract Theory (SCT). We (...) analyze whether, as the theory postulates, agents seek to escape a brutish "state of nature" by surrendering rights to an absolute sovereign in exchange for order and security. Our experiments unveil an alignment: Initially, agents engage in unrestrained conflict, mirroring Hobbes's depiction of the state of nature. However, as the simulation progresses, social contracts emerge, leading to the authorization of an absolute sovereign and the establishment of a peaceful commonwealth founded on mutual cooperation. This congruence between our LLM agent society's evolutionary trajectory and Hobbes's theoretical account indicates LLMs' capability to model intricate social dynamics and potentially replicate forces that shape human societies. By enabling such insights into group behavior and emergent societal phenomena, LLM-driven multi-agent simulations, while unable to simulate all the nuances of human behavior, may hold potential for advancing our understanding of social structures, group dynamics, and complex human systems. Do we rightly expect a perfectly loving God to bring it about that, right now, we reasonably believe that He exists? It seems so. For love at its best desires the well-being of the beloved, not from a distance, but up close, explicitly participating in her life in a personal fashion, allowing her to draw from that relationship what she may need to flourish. But why suppose that we would be significantly better off were God to engage in an explicit, (...) personal relationship with us? Well, first, there would be broadly moral benefits. We would be able to draw on the resources of that relationship to overcome seemingly everpresent flaws in our character. And we would be more likely to emulate the self-giving love with which we were loved. So loved, we would be more likely to flourish as human beings. Secondly, there would be experiential benefits. We would be, for example, more likely to experience peace and joy stemming from the strong conviction that we were properly related to our Maker, security in suffering knowing that, ultimately, all shall be well, and there would be the sheer pleasure of God's loving presence. As a consequence of these moral and experiential benefits, our relationships with others would likely improve. Thirdly, to be personally related to God is intrinsically valuable, indeed, according to the Christian tradition, the greatest intrinsic good. In these ways our well-being would be enhanced if God were to relate personally to us. Moreover, the best love does not seek a personal relationship only for the sake of the beloved. As Robert Adams rightly notes, "It is an abuse of the word 'love' to say that one loves a person, or any other object, if one does not care, except instrumentally, about one's relation to that object."1 Thus, God would want a personal relationship with us not only for the benefit we would receive from it but for its own sake as well. So, if a perfectly loving God exists, He wants a personal relationship with us, or more accurately, every capable creature, those cognitively and affectively equipped to relate personally with Him.. South Asia, home to one-third of the world population, is a diverse region with distinct conflicts and politico-economic subtleties. It has large sections of an impoverished population due to a lack of adequate health, education, water, sewerage, and transportation facilities. Natural disasters, as well as the lack of access to basic facilities, increase the probability of conflict. Peacebuilding is the practice of developing policies that consolidate peace and restore order through political, economic, and social reforms. Primarily, it depends on (...) the security, economic, and political dynamics of the region where it is being carried out. Therefore, the challenges to peacebuilding in South Asia are immense. State security and peace of several South Asian countries are threatened by non-representative regimes, foreign interventions, internal ethnic conflicts, natural resource disputes, and deteriorating governance structures. So, South Asian countries are more vulnerable to cross-border terrorism and ethnic and sectarian conflicts [1]. Sikh Gurus [2] proclaim that if one considers people of one's community as friends and people of other communities as enemies, one can never attain peace of mind. This work establishes that the primary justification for the state is its role as the guarantor of last resort of the personal safety, liberty and property of the citizens. The essay upholds that the state exists fundamentally for the protection of life and property and ensuring the wellbeing of the citizens and unless it performs this basic function it has no reason to exist. The essay equally establishes that no other time since the civil war era has Nigeria's state been (...) seriously engulfed in perennial security challenges than now. It is the stand of this essay that the current trend of violence imprints on the psyche of Nigerians that the government security apparatus is incapable of guaranteeing the security, safety and wellbeing of the people. It is the candid opinion of this essay that the paradox of Nigeria's state security is that instead of the state being a framework of lawful order and the highest source of authority, it now constitutes the greatest threat to itself. The essay submits that peaceful protest is against the ruling elite that has exploited and appropriated the collective patrimony to itself. It substantiates the legality of EndSARS Protest necessitated by the improprieties of the unit of Nigeria Police Force – Special Anti-Robbery Squad (SARS) against human rights violation, extortion, torture brutality and extra-judicial killings by SARS due to sustained years of leadership deficit in Nigeria. The protest though hijacked by hoodlums is a wake-up call for articulation of good leadership and governance in Nigeria. Concerned for the dwindling fortunes of social development and seemingly declining interest in cultural affairs in Khana Local Gov eminent Area (KIIALGA) of Rivers State, this study set out to examine the place of proverbs, an important ingredient of oramedia (a coinage for traditional communication) in the service of humanity, with a focus on KIIALGA To accomplish this objective, this survey research drew a sample of subjects from the Khana population. The data generated by a 21 -item structured questionnaire \\ (...) ere analyzed using frequency distribution tables, percentages and mean scores(WMS) landings showed that the people of Khana are aware of the functionality of existing proverbs and also happily use them; that of these proverbs that have wide applicability across communities in Khana area, and the people know the ones most commonly used in Ihc LGA. It was also found that proverbs are used to publicize development messages; lo crack jokes that evoke health-enhancing laughter; to enliven messages during discourses on communal development; and to teach moral lessons. The study concluded that there are well-known proverbs in Khana that can be used to enrich messages and used to publicize events and disseminate development messages. It was then recommended, among other things, that for peace and sustainable development to be the lot of the people, proverbs should be used to spice messages that can bring about educational advancement, sports development, good health, cultural re-awakening, and security. Space situational awareness (SSA) is vital for international safety and security, and for the future of space travel. The sharing of SSA data and information should improve the state of global SSA for planetary defense and spaceflight safety. I take steps toward a Space Situational Awareness (SSA) Ontology, and outline some central objectives, requirements and desiderata in the ontology development process for this domain. The purpose of this ontological system is to explore the potential for the ontology research topic (...) to (i) represent SSA general knowledge, data, and entities/objects, (ii) clearly express the meaning of SSA data, and (iii) foster SSA data-sharing. The overall goal and motivation is to (iv) improve our capacity for planetary defense, e.g., from near- or deep-space objects and phenomena, and (v) facilitate safer and peaceful space access, navigation and travel, by improving global SSA. This research is thereby intended only for peaceful space-domain applications and uses, with particular interests in orbital debris. There is little application of ontology to the space domain as compared with other disciplines and little if any ontological development of SSA and related domains. As State Colleges and Universities (SUCs) grow, they need to offer more services to the community. This is termed as community extension program, and colleges are required by law to have one. The community's needs must be met, and they must also be looked at. This assessment aims to figure out what the communities around J.H. Cerilles State College (JHCSC) need. Through the Peace and Order, Security, and Ability to Serve Enrichment (POSASE) framework, this assessment also set up (...) the framework for extending community services in SUCs. The study's results showed that the communities close to JHCSC needed more governance extension initiatives in the areas of public safety and security, as well as disaster planning and response. It is incontrovertible that the problem of insecurity is part of the ravening realities in the current civil society. It is a general problem facing the whole world. However, it is more pronounced in some parts of the world than in others. In African countries, especially in Nigeria, insecurity has been a seemingly insurmountable problem. It has rendered all attempts made by the government and individuals to stabilize the country thereby strengthening the principle of social co-operation, harmony and peaceful coexistence (...) among citizens, abortive. This paper argued that security seems to be an illusion in an African country like Nigeria because all attempts by the government to ensure stability do not put into consideration the ‘six paradoxes of violence’ largely responsible for insecurity. The paper examined the problem of insecurity in Nigeria and the paradoxes that need to be addressed if the nation ever hopes to deal meaningfully and honestly, with the challenge of insecurity that is drifting it apart. The paper identified the sixparadoxes of violence as outlined by Ali Mazrui, then analysed how these six paradoxes serve as the major barriers to the peaceful coexistence of people in Nigeria, and how they persistently threaten the unity of the nation at any slight provocation. The paper also suggested some ways by which these paradoxes can be addressed thereby ensuring a level of peace and social stability. (shrink)

Recent scholarship on climate and conflict has increasingly examined the dynamic relationship between environmental scarcities and geopolitical tensions. Overall, climate-related shocks often lead to escalated disputes over natural resources, thus positioning climate hazards not only as an environmental issue but also as a catalyst that intensifies existing geopolitical and social frictions. The discourse on climate and conflict has mostly centred on its direct effects on natural resources and environmental conditions. However, its role in precipitating conflicts underscores the critical need to (...) incorporate climate considerations within broader security and policy frameworks. In recent decades, one of the most compelling developments in this field is the inclusion of environmental issues within the security paradigm. Environmental degradation, global warming, and climate change are now recognized as critical threats that transcend national borders, impacting personal, national, and international security . These factors have broadened our comprehension of the relationships among environmental transformation, conflict, and vulnerability, and have highlighted the importance of conservation and sustainable development in fostering peace, stability, and human security. Despite the increased attention on climate in conflict and security studies, the mechanisms through which an environmental catastrophe, or the threat of it, gets securitized in conflict remain under investigated. Understanding how these threats are framed and leveraged by conflicting parties can provide critical insights into the intersection of environmental risks and geopolitical strategies, thereby enriching the discourse on environmental security and conflict dynamics. Most case studies focus on the securitization of natural resources, such as water in the Nile and Indus basins, concentrating on resource scarcity rather than potential catastrophes. Additionally, research on the Israeli-Palestinian conflict and domestic politics in the United Kingdom and the Netherlands shows how framing environmental threats as national security issues can influence power dynamics and foster global action. However, these cases suggest that previous research has predominantly investigated how states strategically employ environmental narratives within the framework of national security for political and economic advantages, often in contexts removed from direct conflict scenarios. Moreover, much of the discussion on environmental securitization has focused on state-centric perspectives and inter-state conflicts. This emphasis on state actions, both in domestic and international arenas, has left a significant gap concerning the weaponization of environmental threats by non-state actors within ongoing conflicts. In that sense, the contribution of my thesis is twofold. First, it analyzes the weaponization of a looming environmental catastrophe within a conflict setting. Second, it focuses on a case where non-state actors, specifically the Houthis, are primary securitization actors. More specifically, my thesis addresses the existing gap in the literature by analysing the case of the FSO Safer, a deteriorating oil storage tanker moored off the coast of Yemen. Before the United Nations’ successful offloading plan, the tanker held over one million barrels of crude oil, posing a significant risk of massive ecological and economic damage due to its poor condition and lack of maintenance since the onset of the Yemeni conflict. Despite the imminent threat of an ecological disaster, the conflicting parties in Yemen – the Houthis and the internationally recognized government – have used the Safer as a bargaining chip rather than prioritizing immediate remedial action. This has put the entire region in a state of suspense, with the potential for disastrous oil leakage that could impact the Red Sea's marine ecosystems and the broader geopolitical stability. The FSO Safer crisis has directly inspired the research question of this study, highlighting the need to understand the strategic use of environmental threats in geopolitical conflicts. This crisis vividly illustrates how impending ecological disasters are not solely managed as environmental or humanitarian issues but are intricately woven into the fabric of international security and conflict negotiation strategies. It prompts critical inquiries into how and why such existential threats are leveraged by involved parties to advance their geopolitical agendas. Still, philosophy can help us to think about what we should do, not merely what we should believe. Thus, in what follows I draw on my previous work on privacy, democracy and security, in order to highlight aspects of recent events which – or so I hope – may prove useful both for political thought and action. The aim of the article is to develop the existing methodological approaches to assessing the military and economic capabilities of the country in conditions of war and peace. To achieve the purpose of the study, its decomposition was carried out and the following were investigated: existing approaches to assessing the military and economic potential of the country, the country's power and national power; the concept of critical load of the national economy is revealed; the generally accepted norms on financing (...) of defense needs are resulted; the experience of financing the needs of defense by the leading countries of the world - in the conditions of the Second World War is given; a methodical approach to assessing the military and economic capabilities of the country is proposed. The article proposes a methodical approach to assessing the military and economic capabilities of the country. According to the results of the research, the existing theory of military economy has been improved in the context of understanding the allowable burden on the country's economy in conditions of war and the development of methodological approaches to assessing the country's military and economic capabilities. The proposed methodological approach is the development of existing military-economic thought and capability-based military-economic planning. The proposed methodological approach allows to assess the ability of the national economy to meet military and economic needs in wartime by industry and type of military support, taking into account the critical load of the national economy, which will help simplify and improve the process of military policy decisions. The practical value of the study is that the proposed method of assessing the military and economic capabilities of the country allows to identify critical sectors of the economy, assess their ability to provide resources for military needs in wartime, based on which to form and make appropriate management decisions. The results of the study can be used in further studies of the development of military and economic potential of the country, balancing military and civilian economic needs in war, as well as military-economic planning based on capabilities. A limitation of the study is the use of publicly available sources. Traditional encryption techniques, while secure, often hinder efficient data retrieval, especially when using keyword searches. To address this, attribute-based keyword search (ABKS) offers a promising solution by allowing secure, fine-grained access control and efficient keyword searches over encrypted data.

The present study investigated freehand cutting technique in dressmaking as an entrepreneurial skill among secondary school students for sustainable development in Port Harcourt Metropolis. The researcher employed a descriptive survey research design. The study was conducted in Port Harcourt, Rivers State. The population for the study included all students in eight government secondary schools in Rivers State. A sample of 25 students was randomly selected from each of the schools, resulting in a total of 200 respondents. The researcher created a (...) self-made questionnaire. The results emphasized the importance of teaching freehand cutting technique in dressmaking in secondary schools, as well as the need to provide Nigerian youths with training in various skills, such as creativity and innovation, entrepreneurship skills, managerial experience, and record keeping. Many philosophers have claimed that evidence for a theory is better when multiple independent tests yield the same result, i.e., when experimental results are robust. Little has been said about the grounds on which such a claim rests, however. The present essay presents an analysis of the evidential value of robustness that rests on the fallibility of assumptions about the reliability of testing procedures and a distinction between the strength of evidence and the security of an evidence claim. In spite of his post-World War II works on international law, which seems more purely juridical, Hans Kelsen continues to put forward in his vast body of work an implicit – and sometimes even explicit – juridical objectivism and pacifism. Especially before and during the second World War he makes – by means of many moral-political writings – an effort for a more effective assurance of international peace. The fact that Kelsen regards the law as the pre-eminent means to (...) achieve the end of peace, is – in view of the tradition running from Hobbes to Kant – still not very innovating. But the primary and central role he assigns to the judiciary in order to guarantee international peace is on the other hand really original. To bring out Kelsen’s juridical objectivism and pacifism, I restrict myself in this article to his plea before and during the second World War for the judicial primacy in the international legal order. In that plea, which is spread over many writings and founded by several arguments, I distinguish however three main convincing arguments – namely an evolutionary, a technical and a moral-political argument – for the establishment of an international court with compulsory jurisdiction as the ‘guardian of international peace’. The fact that Kelsen’s original plea is still relevant to our times, is already evident from the post-World War II UN-system of peace-enforcement, which still functions little satisfactorily and of which the existing plans of reform go no further than strengthening the position of the Security Council, the current hardly effective ‘maintainer of world peace’. This study assessed two motivational strategies and their respective ties to the service delivery in public universities in Cross River State. In achieving the central and specific targets of this research, four research questions and two null hypotheses were answered and tested in the study. The entire population of 440 security personnel in two public universities was studied, based on the census approach and following the ex-post facto research design. Three sets of expert-validated questionnaires, with Cronbach reliability estimates of (...) 0.80, 0.79 and 0.83 respectively, were used for data collection. Collected data were analysed using descriptive statistics and inferential statistics such as Pearson Product Moment Correlation and the One-way ANOVA. The level of incentives provision and security service delivery in universities was moderate. There were notable disparities between promotion, provision of incentives and security service delivery in universities. Security personnel discharged, on average, services beyond the extent of promotion and incentives provided to them. Provision of incentives did not relate significantly to security service delivery; however, staff promotion significantly influences security service delivery in universities. It was concluded that there are loopholes in the motivational practices of universities for security personnel. The service delivery of security personnel at universities in Cross River State is yet to be at an acceptable point that can promote institutional safety and goal attainment in the short- and long run. It was recommended, among other things, that security personnel who are due for promotion should not be denied such an opportunity, as it represents one of the strongest motivational factors in universities. This paper compares different normative and institutional paradigms of journalism with respect to peaceful conflict resolution and democratic communication. It begins with the problematic but still dominant 'regime of objectivity,' and then considers three contemporary challengers: peace journalism, alternative media, and media democratization/communication rights movements. The paradigms are compared in terms of such factors as public philosophy, epistemological assumptions, characteristic practices, institutional entailments, relationship to dominant institutions and power structures, allies and opponents, and antagonisms and synergies between them. In our study of U.S. counterterrorism programs, we found that anthropology needs a mode of analysis that considers security as a form distinct from insecurity, in order to capture the very heterogeneity of security objects, logics and forms of action. This article first presents a genealogy for the anthropology of security, and identifies four main approaches: violence and State terror; military, militarization, and militarism; para-state securitization; and what we submit as “security analytics.” Security analytics moves (...) away from studying security formations, and how much violence or insecurity they yield, to identifying security forms of action, whether or not they are part of the nation-state. As a framework for anthropological inquiry, it is oriented toward capturing how these forms of action work and what types of security they produce. We then illustrate this approach through our fieldwork on counterterrorism in the domains of law enforcement, biomedical research and federal-state counter extremism. In each of our cases, we use security analytics to arrive at a diagnosis of the form of action. The set of conceptual distinctions that we propose as an aid to approaching empirical situations and the study of security is, on another level, a proposal for an approach to anthropology today. We do not expect that the distinctions that aid us will suffice for every situation. Rather, we submit that this work presents a set of specific insights about contemporary U.S. security, and an example of a new approach to anthropological problems. (shrink)

The objective of this article is to shed light on some challenging questions regarding public health and medical ethics that the Turkish healthcare system has recently been forced to confront. In recent years, terrorists in eastern Turkey have launched increasingly destructive attacks, including numerous attempts to undermine the social order by targeting not only government agencies but also the healthcare system. In this study, 54 terrorist incidents specifically targeting the Turkish healthcare system and healthcare professionals were analyzed and divided into (...) 6 categories according to the type of attack. Each category was evaluated in terms of the relevant ethical issues, with regard to both public health and medical ethics. This study shows that terrorist activity may lead to numerous breaches of public health and clinical ethics rules. Therefore, healthcare policy must involve special precautions to minimize breaches of public health and medical ethics in the face of terrorist attacks. (shrink)

There has been a persistent misunderstanding of the nature of cosmopolitanism in Immanuel Kant’s 1795 essay “Perpetual Peace,” viewing it as a qualitative break from the bellicose natural law tradition preceding it. This misunderstanding is in part due to Kant’s explicitly critical comments about colonialism as well as his attempt to rhetorically distance his cosmopolitanism from traditional natural law theory. In this paper, I argue that the necessary foundation for Kant’s cosmopolitan subjectivity and right was forged in the experience (...) of European colonialism and the (pre-Kantian) theory it engendered. It is in this context that we witness the universalization of subjectivity and the subjectivization of right, emerging from the justificatory needs of extra-national jurisdiction and resource appropriation. This form of cosmopolitanism, whose emergence necessarily tracks the rise of global capitalism, continues to exert great and often uncritical influence on theories and practices of peace today. Sikhism, a panentheistic religion, originated in the Punjab province of the Indian subcontinent during the 15th century. It is one of the youngest and fifth major world religions. The fundamental beliefs of Sikhism have been enshrined in the sacred scripture, Sri Guru Granth Sahib. These beliefs include faith in and meditation on one universal creator, unity of all humankind, engaging in selfless service, striving for social justice for all, honest livelihood and ethical conduct while living a householder's life. Sikhism has (...) about 28 million adherents worldwide. World peace is an ideal state of freedom, peace, and happiness among and within all nations and people. This idea of a peaceful world, free from violence, provides a basis for peoples and nations to willingly cooperate to prevent warfare. While different cultures, religions, philosophies, and organizations may have different concepts about how such an ideal state might come about, they have in common this ideal of a cessation of all hostility amongst all humanity. World Peace could be established through religious or secular organizations that address human rights, education, or diplomacy to end all forms of fighting. All religions are potential bearers of peace, reconciliation and reflection. This is true for Sikhism as well. As we are aware that peaceful co-existence between individuals, communities and nations is possible provided freedom, justice, human dignity, and equal opportunity to all are guaranteed. Sikhism with its doctrines of sangat (holy company), pangat (equality), wand chhakna (sharing with others), love of nature, sarbat da bhala (universal welfare), seva (selfless service), universal brotherhood, justice, liberty and fraternity, offers a pragmatic approach to achieve our well-cherished goal of world peace. Russian aggression against Ukraine has become one of the most serious challenges for the international security system. One of the regions where Russian propaganda has been spread widely is Latin America. And one of the countries especially influenced by the Russian disinformation in the region is Brazil. The goal of this article is to define characteristics of the Russian propaganda in Latin America regarding Russian aggression against Ukraine, particularly, look at the case of Brazil, trace features of the Kremlin (...) propaganda in this country at the current stage and outline possible ways of countering this propaganda. It can be concluded that Russian propaganda in Latin American and in Brazil, particularly, has several specific characteristics-it is widespread, long-standing and generally supported. Key current narratives concerning the ongoing Russian aggression against Ukraine include the nuclear threat, calls for peace negotiations between Ukraine and Russia and accusing the West of russofobia. Other false narratives include accusing Ukraine of war crimes and provocations, as well as dangers of further “escalation” of the war. Among reasons for common misconceptions about the Russia-Ukraine war in Brazil one can name a simple lack of information and familiarity with the local politics. This gap is partially the result of Ukraine’s insufficient communication with the Latin American and Brazilian audiences and the countries’ lack of interest in each other for many years. In order to counter Russian propaganda in Latin American and Brazil, in particular, Ukraine should enhance its communication and diplomatic efforts, cooperate with the Ukrainian diaspora in the region and consistently deconstruct Russian disinformation narratives. In the long-term perspective, it is worthwhile increasing opportunities to study the Spanish and Portuguese languages and have respective Regional Studies courses at Ukrainian educational institutions. This research examines ethical issues in computational linguistics that can be applied to national defense by analyzing philosophical and security language. The increasing use of language contexts, such as intelligence and communication data analysis, raises ethical and philosophical challenges related to privacy, control, and accuracy. This research aims to identify and analyze ethical issues, especially in the use of computational linguistics in defense applications, as well as their implications for the protection of individual rights and privacy. This method involves (...) reviewing ethical technology references and analyzing the philosophical design of language and security. Deontological and utilitarian ethical theories are applied to evaluate the moral impacts and consequences of using the language of technology in a defense context. The results demonstrate that using linguistics in defense can pose privacy risks, misuse of data, and the potential for significant bias in decision-making. This often involves collecting data from multiple sources, creating challenges to ensure data is managed ethically and responsibly. Conclusion: This shows the need for a solid ethical and regulatory framework to ensure technology's fair and responsible use in context defense. Implications of the findings include the need for ongoing dialogue between technology developers, policymakers, and the public to mitigate ethical risks and ensure that application technologies comply with critical and security principles. With a comprehensive and responsible approach, technological linguistics can improve military safety and effectiveness without compromising individual rights and privacy. (shrink)
