In this chapter, we examine the key moral issues for the intelligence community with regard to the use of robots for intelligence collection. First, we survey the diverse range of spy robots that currently exist or are emerging, and examine their value for national security. This includes describing a number of plausible scenarios in which they have been (or could be) used, including: surveillance, attack, sentry, information collection, delivery, extraction, detention, interrogation and as Trojan horses. Second, we examine several areas (...) in which spy robots present serious ethical and legal challenges. We conclude by examining some moral concerns with shifting from intelligence collection to action, as enabled by robotics technology. (shrink)

Since Benjamin Libet’s famous experiments in 1979, the study of the will has become a focal point in the cognitive sciences. Just like Libet the scien-tists Daniel Wegner and Thalia Wheatley came to doubt that the will is causally efficacious. In their influential study I Spy from 1999, they created an experi-mental setup to show that agents erroneously experience their actions as caused by their thoughts. Instead, these actions are caused by unconscious neural pro-cesses; the agent’s ‘causal experience of will’ (...) is just an illusion. Both the scien-tific method and the conclusion drawn from the empirical results have already been criticized by philosophers. In this paper, I will analyze the action performed in I Spy and criticize more fundamentally the assumption of a ‘causal experience of will’. I will argue that the I Spy study does not show that the agent’s causal experience of will is illusory, because it does not show that there is a causal ex-perience of will. Against Wegner and Wheatley’s assumption, I will show that it is unlikely that the participants in I Spy experienced their conscious thoughts as causally efficacious for an action, that they did not perform at all. It is more likely, that they experienced their own bodily movement as causally efficacious for a cooperative action, that they did not perform solely by themselves. (shrink)

According to latitudinarianism, S’s belief that x is F is about x solely in virtue of S’s believing a proposition that ascribes F- ness to x. Saul Kripke (2011b) has recently objected to this view by arguing that it entails that S believes of arbitrary objects that they are F. In this paper I revisit Ernest Sosa’s (1995a, 1995b) notion of associative aboutness to put forward a novel account of mental reference, called ‘associative exportation,’ that evades the troublesome consequence pointed (...) out by Kripke, while preserving the spirit of latitudinarianism. In particular, the proposed view: (1) does not invoke any form of acquaintance with the object of belief; (2) validates a weak reducibility thesis of de re belief to de dicto; (3) is compatible with the observation that our unreflective aboutness judgments are latitudinarian; (4) offers new insights about the notorious tallest- spy objection. It will be the thesis of this paper that there are among our mental acts some which fall into the category of real material relations. That is: some acts are necessarily such as to involve a plurality of objects as their relata or fundamenta. Suppose Bruno walks into his study and sees a cat. To describe the seeing, here, as a relation, is to affirm that it serves somehow to tie Bruno to the cat. Bruno's act of seeing, unlike his (...) feeling depressed, his putative thinking-about-Santa-Claus or his musing, abstractedly, about the tallest spy, has at least two fundamenta: it is, as a matter of necessity, dependent for its existence upon both Bruno himself and the cat that he sees. This idea will naturally raise echoes of Russell's doctrine of knowledge by acquaintance. 'I am acquainted with an object', Russell tells us, 'when I have a direct cognitive relation to that object, i. e. when I am directly aware of the object itself' (1918, p. 209). And indeed a distinction in many ways like that between acquaintance and description will find a place within the theory here projected, but there are crucial differences. (shrink)

In this paper, I will discuss what I will call “skeptical pragmatic invariantism” as a potential response to the intuitions we have about scenarios such as the so-called bank cases. SPI, very roughly, is a form of epistemic invariantism that says the following: The subject in the bank cases doesn’t know that the bank will be open. The knowledge ascription in the low standards case seems appropriate nevertheless because it has a true implicature. The goal of this paper is to (...) show that SPI is mistaken. In particular, I will show that SPI is incompatible with reasonable assumptions about how we are aware of the presence of implicatures. Such objections are not new, but extant formulations are wanting for reasons I will point out below. One may worry that refuting SPI is not a worthwhile project given that this view is an implausible minority position anyway. To respond, I will argue that, contrary to common opinion, other familiar objections to SPI fail and, thus, that SPI is a promising position to begin with. (shrink)

The collaborative projects described in this e-book have already produced thrilling new danceworks, new technologies, and innovative experimental methods. As the papers collected here show, a further happy outcome is the emergence of intriguing and hybrid kinds of writing. Aesthetic theory, cognitive psychology, and dance criticism merge, as authors are appropriately driven more by the heterogeneous nature of their topics than by any fixed disciplinary affiliation. We can spy here the beginnings of a mixed phenomenology and ethnography of dance practice (...) and choreographic cognition, which is deeply informed and empirically inspired by the best current theory in the sciences of the embodied mind [footnote 1]. These sciences must themselves increasingly deal with culture and cognition all at once: questions about pleasure in movement, habit and skill, and kinaesthetic memory, for example, require neuroscientific, physiological, psychological, sociological, and anthropological investigation simultaneously. These then are essentially collaborative enterprises, and the active interpenetration of the concerns of dance practitioners and academic researchers is one remarkable success of Unspok en Knowledges and Conceiving Connections. Cílem článku je ukázat, že německá raná romantika, která položila filosofické základy romantického hnutí, nebere příklon k subjektivitě prožívání jako odklon od poznání, nýbrž jako jiný způsob poznání. Romantická niternost nachází svůj protějšek ve zkušenosti světa, jemuž umění dokáže propůjčit hlubší význam než racionální filosofie a věda. Tento nový pohled na poznání je romantiky použit jak na výklad přírody, tak duchovní lidské skutečnosti. Článek upozorňuje na to, že vedle dědictví spinozismu měla romantická epistemologie důležitý zdroj v některých úvahách Kantovy Kritiky (...) soudnosti. Tato vazba je sledována zvláště na příkladu filosofie umění F. W. J. Schellinga. Argumentace článku je rozvinuta v kritické konfrontaci se subjektivistickou interpretací romantiky H.-G. Gadamera, čímž se ozřejmuje její širší epistemologický dosah i aktuálnost. Návaznost německých romantiků na Kantovu Kritiku soudnosti se spíše než tendencí k subjektivizaci estetiky projevovala ve snaze o estetizaci poznání. (shrink)

Cyberspeak, the language of cybernetics, or its metalanguage to be more precise, consists of words that are both explaining and describing human/animal and machine forms of control and communication, while in newspeak, words were value-laden, which means they had strong positive or negative connotations connected to their use. For example, a 'spy' could only be a foreign agent, while a Russian one was a 'patriot'. First, it will be shown how there are still remnants of cyberspeak in modern science, pinpointing (...) its cybernetic background and shaping our thoughts without us realizing they had any cybernetic origin whatsoever. Second, it will be investigated how newspeak, as its counterpart, can be analyzed from the theory of speech acts. Third, the current war in Ukraine allowed us a brief analysis of newspeak present in Russian public communication today (Putin's speeches), which will again be connected to their performative aspect. It was at a conference in Maryland in 1994 honoring the 83rd birthday of John Wheeler. The first morning of the meeting I spied Asher walk out of the lecture hall and into a long hallway where, in the distance, he saw a group of old colleagues. (...) His words came out so spontaneously and so lovingly it left a mark on me. I thought, “What a wonderful way to lead a life!—to have results that effect the world over, to travel the world reporting them, to see each conference as a family reunion.” Asher was a man of family—his blood family in Israel and his family of physicist colleagues throughout the world. James Olson, author of the book Fair Play: The Moral Dilemmas of Spying (p.15), questions “What actions by a state are permissible in pursuing the state’s interests? Are lying, cheating, manipulation, deception, coercion and other techniques of espionage and covert action justifiable in national self-defense?” To expand his thought, to that end, I say, “Can different moral and ethical theories co-exist during war or conflict?” Can we extend our range of options in dealing with terrorism globally in an effort (...) to satisfy our national security objectives using principles outlined in the many moral and ethical theories? In short answer, yes. This paper will address moral and ethical theories that I believe justify the use of a range of options or extended options to combat terrorism to meet our national security objectives without severely corrupting our universal morals or ethics. -/- Strictly speaking from a theory basis, and a common sense approach-with no religious affirmations-I ascribe to a combination of principles of the Just War theory and Moral Absolutism philosophy. It is my belief that we cannot engage terrorists’ Realpolitik and normative ethical relativist frame-of- mind to justify the use of force based on one moral or ethical theory or philosophy. A combination of principles from the Just War theory and Moral Absolutism philosophy can morally and ethically justify engagement in combating terrorism. (shrink)

I develop a contractualist theory of just intelligence collection based on the collective moral responsibility to deliver security to a community and use the theory to justify certain kinds of signals interception. I also consider the rights of various intelligence targets like intelligence officers, service personnel, government employees, militants, and family members of all of these groups in order to consider how targets' waivers or forfeitures might create the moral space for just surveillance. Even people who are not doing anything (...) prejudicial to other states' security can be modeled as ceding rights against diagnostic collection--light touch collection limited to ascertaining if someone is likely an intelligence threat--as part of their duty to support just foreign institutions. Foreign intelligence officers could not perform the same job potential targets can reasonably demand their intelligence agencies perform on their behalf without this ceding of rights. More invasive forms of collection can only be justified if officers can reasonably model their citizens consenting to being the target of the same sort of collection by adversary states. (shrink)

This chapter addresses the morality of two types of national security electronic surveillance (SIGINT) programs: the analysis of communication “metadata” and dragnet searches for keywords in electronic communication. The chapter develops a standard for assessing coercive government action based on respect for the autonomy of inhabitants of liberal states and argues that both types of SIGINT can potentially meet this standard. That said, the collection of metadata creates opportunities for abuse of power, and so judgments about the trustworthiness and competence (...) of the government engaging in the collection must be made in order to decide whether metadata collection is justified in a particular state. Further, the moral standard proposed has a reflexive element justifying adversary states’ intelligence collection against one another. Therefore, high-tech forms of SIGINT can only be justified at the cost of justifying cruder versions of signals intelligence collection practiced by a state’s less-advanced adversaries. (shrink)
