We review the literature for the long-term effects of war on human capital. We document the negative effects of exposure to war on individual health, prospective earnings, educational attainment, prospective earnings, and labor productivity in the long run. The findings call for immediate and effective actions to reduce the detrimental repercussions of war in both the short run and long run.

This study presents a description of an open database on scientific output of Vietnamese researchers in social sciences and humanities, one that corrects for the shortcomings in current research publication databases such as data duplication, slow update, and a substantial cost of doing science. Here, using scientists’ self-reports, open online sources and cross-checking with Scopus database, we introduce a manual system and its semi-automated version of the database on the profiles of 657 Vietnamese researchers in social sciences and humanities who (...) have published in Scopus-indexed journals from 2008 to 2018. The final system also records 973 foreign co-authors, 1,289 papers, and 789 affiliations. The data collection method, highly applicable for other sources, could be replicated in other developing countries while its content be used in cross-section, multivariate, and network data analyses. The open database is expected to help Vietnam revamp its research capacity and meet the public demand for greater transparency in science management. (shrink)

Vietnam has seen fast-rising debts, both domestic and external, in recent years. This paperreviews the literature on credit market in Vietnam, providing an up-to-date take on the domesticlending and borrowing landscape. The study highlights the strong demand for credit in both therural and urban areas, the ubiquity of informal lenders, the recent popularity of consumer financecompanies, as well as the government’s attempts to rein in its swelling public debt. Given thehigh level of borrowing, which is fueled by consumerism and geopolitics, (...) it is inevitable that theamount of debt will soon be higher than the saving of the borrowers. Unlike the conventional wisdom that creditors have more bargaining power over the borrowers, we suggest that—albeitlacking a quantitative estimation—when the debts pile up so high that the borrowers could not repay, the power dynamics may reverse. In this new politics of debt, the lenders fear to lose the money's worth and continue to lend and feed the insolvent debtors. The result is a toxic lending/borrowing market and profound lessons, from which the developing world could learn. (shrink)

The global water crisis is being exacerbated by climate change, even in the United States. Recycled water is a feasible alternative to alleviate the water shortage, but it is constrained by humans’ perceptions. The current study examines how residents’ water scarcity awareness and climate change belief influence their willingness to use recycled water directly and indirectly. Bayesian Mindsponge Framework (BMF) analytics was employed on a dataset of 1831 residents in Albuquerque, New Mexico, an arid inland region in the US. We (...) discovered that residents’ willingness to use direct recycled potable water is positively affected by their awareness of water scarcity, but the effect is conditional on their belief in the impacts of climate change on the water cycle. Meanwhile, the willingness to use indirect recycled potable water is influenced by water scarcity awareness, and the belief in climate change further enhances this effect. These findings implicate that fighting climate change denialism and informing the public of the water scarcity situation in the region can contribute to the effectiveness and sustainability of long-term water conservation and climate change alleviation efforts. Vietnam, with a geographical proximity and a high volume of trade with China, was the first country to record an outbreak of the new Coronavirus disease (COVID-19), caused by the Severe Acute Respiratory Syndrome Coronavirus 2 or SARS-CoV-2. While the country was expected to have a high risk of transmission, as of April 4, 2020—in comparison to attempts to contain the disease around the world—responses from Vietnam are being seen as prompt and effective in protecting the interests of its citizens, (...) with 239 confirmed cases and no fatalities. This study analyzes the situation in terms of Vietnam’s policy response, social media and science journalism. A self-made web crawl engine was used to scan and collect official media news related to COVID-19 between the beginning of January and April 4, yielding a comprehensive dataset of 14,952 news items. The findings shed light on how Vietnam—despite being under-resourced—has demonstrated political readiness to combat the emerging pandemic since the earliest days. Timely communication on any developments of the outbreak from the government and the media, combined with up-to-date research on the new virus by the Vietnamese science community, have altogether provided reliable sources of information. By emphasizing the need for immediate and genuine cooperation between government, civil society and private individuals, the case study offers valuable lessons for other nations concerning not only the concurrent fight against the COVID-19 pandemic but also the overall responses to a public health crisis. Entrepreneurship plays an indispensable role in the economic development and poverty reduction of emerging economies like Vietnam. The rapid development of technologies during the Fourth Industrial Revolution (Industry 4.0) has a significant impact on business in every field, especially in the innovation-focused area of entrepreneurship. However, the topic of entrepreneurial activities with technology applications in Vietnam is under-researched. In addition, the body of literature regarding entrepreneurial finance tends to focus on advanced economies, while mostly neglecting the contextual differences in developing (...) nations. Therefore, this research contributes to these topics by investigating the main characteristics of a high potential market for entrepreneurs in Vietnam, which is the English language training market (ELTM). It also aims at indicating the impacts of technology on the entrepreneurial firms within this market, with an emphasis on financing sources. To answer the research questions, this study employs a qualitative analysis and conducts 12 in-depth, semi-structured interviews with entrepreneurs and researchers in the field. The key findings in our study highlight the main contributing factors to the growth of the market, both universally and context-specific for a developing nation like Vietnam. It also lists the leaders in each market segment and the industry’s potential profit margin. The results also show that most entrepreneurs in the ELTM utilized private sources of finance rather than external ones, such as bank loans. It again confirms the idea from previous works that even with the rapid development of the economic and technological landscape, entrepreneurial activities in general barely benefit from additional sources of funding. However, it also points out the distinct characteristics of the ELTM that may influence these financing issues; for example, English training services usually collect revenues from customers before delivering their classes. This is of advantage for entrepreneurs in this area and helps significantly reduce the financial barriers. These findings, which are among the first attempts to contribute to a better understanding of entrepreneurial opportunities in the Industry 4.0 in Vietnam, provide valuable insights for policymakers and entrepreneurs, as well as investors. United Nations’ Sustainable Development Goals 4 Quality Education has highlighted major challenges for all nations to ensure inclusive and equitable quality access to education, facilities for children, and young adults. The SDG4 is even more important for developing nations as receiving proper education or vocational training, especially in science and technology, means a foundational step in improving other aspects of their citizens’ lives. However, the extant scientific literature about STEM education still lacks focus on developing countries, even more so in (...) the rural area. Using a dataset of 4967 observations of junior high school students from a rural area in a transition economy, the article employs the Bayesian approach to identify the interaction between gender, socioeconomic status, and students’ STEM academic achievements. The results report gender has little association with STEM academic achievements; however, female students (αa_Sex[2] = 2.83) appear to have achieved better results than their male counterparts (αa_Sex[1] = 2.68). Families with better economic status, parents with a high level of education (βb(EduMot) = 0.07), or non-manual jobs (αa_SexPJ[4] = 3.25) are found to be correlated with better study results. On the contrary, students with zero (βb(OnlyChi) = -0.14) or more than two siblings (βb(NumberofChi) = -0.01) are correlated with lower study results compared to those with only one sibling. These results imply the importance of providing women with opportunities for better education. Policymakers should also consider maintaining family size so the parents can provide their resources to each child equally. (shrink)

As a generation of ‘digital natives,’ secondary students who were born from 2002 to 2010 have various approaches to acquiring digital knowledge. Digital literacy and resilience are crucial for them to navigate the digital world as much as the real world; however, these remain under-researched subjects, especially in developing countries. In Vietnam, the education system has put considerable effort into teaching students these skills to promote quality education as part of the United Nations-defined Sustainable Development Goal 4 (SDG4). This study, which utilizes a dataset of 1061 Vietnamese students taken from the United Nations Educational, Scientific, and Cultural Organization (UNESCO)’s “Digital Kids Asia Pacific (DKAP)” project, employs Bayesian statistics to explore the relationship between the students’ background and their digital abilities. Results show that economic status and parents’ level of education are positively correlated with digital literacy. Students from urban schools have only a slightly higher level of digital literacy than their rural counterparts, suggesting that school location may not be a defining explanatory element in the variation of digital literacy and resilience among Vietnamese students. Students’ digital literacy and, especially resilience, also have associations with their gender. Moreover, as students are digitally literate, they are more likely to be digitally resilient. Following SDG4, i.e., Quality Education, it is advisable for schools, and especially parents, to seriously invest in creating a safe, educational environment to enhance digital literacy among students. Every year, the Vietnamese people reportedly burned about 50,000 tons of joss papers, which took the form of not only bank notes, but iPhones, cars, clothes, even housekeepers, in hope of pleasing the dead. The practice was mistakenly attributed to traditional Buddhist teachings but originated in fact from China, which most Vietnamese were not aware of. In other aspects of life, there were many similar examples of Vietnamese so ready and comfortable with adding new norms, values, and beliefs, even contradictory (...) ones, to their culture. This phenomenon, dubbed “cultural additivity”, prompted us to study the co-existence, interaction, and influences among core values and norms of the Three Teachings –Confucianism, Buddhism, and Taoism–as shown through Vietnamese folktales. By applying Bayesian logistic regression, we evaluated the possibility of whether the key message of a story was dominated by a religion (dependent variables), as affected by the appearance of values and anti-values pertaining to the Three Teachings in the story (independent variables). Our main findings included the existence of the cultural additivity of Confucian and Taoist values. More specifically, empirical results showed that the interaction or addition of the values of Taoism and Confucianism in folktales together helped predict whether the key message of a story was about Confucianism, β{VT ⋅ VC} = 0.86. Meanwhile, there was no such statistical tendency for Buddhism. The results lead to a number of important implications. First, this showed the dominance of Confucianism because the fact that Confucian and Taoist values appeared together in a story led to the story’s key message dominated by Confucianism. Thus, it presented the evidence of Confucian dominance and against liberal interpretations of the concept of the Common Roots of Three Religions (“tam giáo đồng nguyên”) as religious unification or unicity. Second, the concept of “cultural additivity” could help explain many interesting socio-cultural phenomena, namely the absence of religious intolerance and extremism in the Vietnamese society, outrageous cases of sophistry in education, the low productivity in creative endeavors like science and technology, the misleading branding strategy in business. We are aware that our results are only preliminary and more studies, both theoretical and empirical, must be carried out to give a full account of the explanatory reach of “cultural additivity”. The current debate over aesthetic testimony typically focuses on cases of doxastic repetition — where, when an agent, on receiving aesthetic testimony that p, acquires the belief that p without qualification. I suggest that we broaden the set of cases under consideration. I consider a number of cases of action from testimony, including reconsidering a disliked album based on testimony, and choosing an artistic educational institution from testimony. But this cannot simply be explained by supposing that testimony is usable for (...) action, but unusable for doxastic repetition. I consider a new asymmetry in the usability aesthetic testimony. Consider the following cases: we seem unwilling to accept somebody hanging a painting in their bedroom based merely on testimony, but entirely willing to accept hanging a painting in a museum based merely on testimony. The switch in intuitive acceptability seems to track, in some complicated way, the line between public life and private life. These new cases weigh against a number of standing theories of aesthetic testimony. I suggest that we look further afield, and that something like a sensibility theory, in the style of John McDowell and David Wiggins, will prove to be the best fit for our intuitions for the usability of aesthetic testimony. I propose the following explanation for the new asymmetry: we are willing to accept testimony about whether a work merits being found beautiful; but we are unwilling to accept testimony about whether something actually is beautiful. Wе find thаt intеrаctiоns with pееrs suffеring frоm CPH dеprеss аchiеvеmеnt in bоth mаth аnd lаnguаgе аmоng Viеtnаmеsе fifth grаdеrs. Spеcificаlly, а оnе stаndаrd dеviаtiоn incrеаsе in thе Pееrs’ Viоlеncе Indеx is аssоciаtеd with а rеductiоn in thе mаth аnd thе lаnguаgе tеst scоrеs by 0.11 аnd 0.14 stаndаrd dеviаtiоns, rеspеctivеly. A better understanding of the factors that mitigate the consequences of nutrition-related hazards and encourage resilience is required to prevent against or improve poor development outcomes. This study included a review of the literature. Dietary adequacy is essential for growth and development, but current data suggests that nutrition supplements alone is insufficient to generate resilience to defend against, alleviate, and recover from nutritional stressors, as well as to promote healthy development. It is vital to combine nutrition therapy with stimulation and (...) responsive care. Combined nutrition and psychosocial stimulation treatments may be successful in promoting protective factors and mitigating risks for impaired cognitive, motor, social, and affective functioning, hence assisting children in adapting to adversity. Thời trang nhanh vốn được biết đến là ngành công nghiệp tỷ đô với những cuộc chạy đua giữa các thương hiệu để cho ra mắt những thiết kế mới liên tục, đi cùng với đó là thời gian từ khâu sản xuất tới khi bị vứt bỏ ngày càng bị cắt ngắn để tối đa hóa lợi nhuận. Đây là một ví dụ rất điển hình của văn hóa thâm hụt sinh thái trong giới kinh doanh [1]. Cũng vì (...) lý do này, ngành công nghiệp thời trang đã bị chỉ trích vì tạo ra nhiều ảnh hưởng tiêu cực đến môi trường, như thải ra 10% tổng lượng khí thải carbon, là ngành công nghiệp xả nước thải lớn thứ 2 trên thế giới, và chỉ riêng việc giặt các loại vải dệt tổng hợp như polyester đã thải ra 35% tổng số hạt vi nhựa trong đại dương [2]. Việc (...) một nghiên cứu lý thuyết được vinh danh bởi tạp chí khoa học được bảo trợ bởi Đại học Oviedo - một trong những trường đại học lâu đời nhất tại châu Âu (450 tuổi), là tín hiệu tích cực về sự lan tỏa và đóng góp của khoa học Việt Nam. Today, soft computing is a field that is used a lot in solving real-world problems, such as problems in economics, finance, banking... With the aim to serve for solving the real problem, many new theories and/or tools which were proposed, improved to help soft computing used more efficiently. We can mention some theories as fuzzy sets theory (L. Zadeh, 1965), intuitionistic fuzzy set (K Atanasov, 1986), neutrosophic set (F. Smarandache 1999). In this paper, we introduce a new notion of sup (...) port-neutrosophic set (SNS), which is the combination a neutrosophic set with a fuzzy set. So, SNS set is a direct extension of fuzzy set and neutrosophic sets (F. Smarandache). Then, we define some operators on the support-neutrosophic sets, and investigate some properties of these operators. (shrink)

Năm 2007, Việt Nam chính thức trở thành thành viên của Tổ chức thương mại thế giới WTO, là dấu mốc quan trọng trong sự nghiệp công nghiệp hoá, hiện đại hoá đất nước, bắt đầu quá trình hội nhập sâu rộng với thị trường quốc tế nói chung và trong lĩnh vực ngân hàng nói riêng. Vào thời kỳ khai sáng, để trao đổi ý tưởng khoa học, các nhà triết học và sử học tự nhiên thường xuất bản chung một quyển sách và viết thư cho nhau. Điều này tạo tiền đề cho việc thành lập các hội và các tạp chí khoa học đầu tiên trên thế giới. Các hội học thuật bao gồm Viện Hàn lâm Khoa học Leopoldina (năm 1652), Hội Hoàng gia Luân Đôn (1660), và Học viện Khoa học Pháp (...) (1666). Tạp chí khoa học đầu tiên là Journal des sçavans (tháng 01/1665) và ngay sau đấy là Philosophical Transactions of The Royal Society (tháng 03/1665). Việc xuất hiện các tạp chí học thuật có thể xem như là kết quả của một quá trình “tiến hóa”, trong đó giới khoa học cố gắng tìm cách cải thiện hiệu suất và hiệu quả của việc lưu thông và trao đổi các thông tin khoa học. Tuy nhiên, khi số lượng thông tin tăng nhanh chóng, việc đảm bảo chất lượng là một trong những ưu tiên hàng đầu của giới khoa học. JBS đang làm hồ sơ niêm yết cổ phiếu tại Sở giao dịch chứng khoán New York (NYSE), với hy vọng sẽ có thể bắt đầu niêm yết vào cuối năm 2023. Serendipity is defined as an ability to notice, evaluate, and take advantage of unexpected information for survival purposes (both natural and social). Based on this definition, Nancy K. Napier and Vuong Quan Hoang propose a framework to develop the notion of serendipity as a strategic advantage (or competitive advantage), both in practice and in research.

Trung Quốc là nền kinh tế lớn hàng đầu thế giới, vận hành với hiệu suất cao để đáp ứng nhu cầu sinh kế của hơn 1,4 tỷ người dân, và cung cấp một lượng hàng hóa công nghệ, tiêu dùng và cả nông phẩm tới thế giới. Hệ quả tất yếu của quá trình tăng trưởng liên tục hơn 4 thập niên là việc sử dụng tài nguyên, và trong quá trình sản xuất, chế tạo, chế biến cũng sản (...) sinh ra một lượng khí nhà kính (GHG) tích lũy khổng lồ phát thải vào khí quyển. Trong một thống kê được đăng trên The Guardian năm 2017, thế giới đã nhận thấy trong giai đoạn 1988-2015, 100 tổ hợp công nghiệp hàng đầu thế giới chịu trách nhiệm cho việc phát thải tới 71% tổng tồn lượng GHG trong khí quyển. Dẫn đầu danh sách này trên phương diện quốc gia là Trung Quốc, với thống kê chỉ 5 đại công ty Trung Quốc đã chiếm tới gần 17% tổng lượng phát thải, trong đó tổ hợp ngành than có trách nhiệm lớn nhất, tới 14,32%. Sau những tiến bộ công nghệ vượt bậc cũng như tích lũy thặng dư nền kinh tế, quá trình hiện đại hóa ở Trung Quốc sang thời kỳ Chủ tịch Tập Cận Bình đã chuyển hướng sang bảo vệ môi trường với các mục tiêu phát thải nghiêm ngặt. Chẳng hạn như xác định nhóm ngành sản xuất gang thép với vai trò lớn trong mục tiêu giảm phát thải GHG, chính phủ và lãnh đạo công nghiệp liên tục tìm kiếm giải pháp cho sự hạn chế nguồn tài nguyên, thúc đẩy khuếch tán công nghệ, ứng dụng tiến bộ trong giảm phát thải và thu giữ, chôn lấp các-bon, thích hợp với ngành thép, dựa trên đánh giá bằng hệ thống phân tích hướng tới giải quyết mục tiêu biến đổi khí hậu có tên viết tắt “C3IAM/NET-IS.”. Cá voi là loài động vật được Tổ chức Quốc tế về Bảo tồn Thiên nhiên (WWF) liệt vào danh sách có nguy cơ tuyệt chủng, và được những nhà hoạt động môi trường đấu tranh qua hàng thập kỷ qua để bảo vệ khỏi bị săn bắt do mức độ tàn bạo và lợi ích kinh tế không đáng kể.

Rừng là một phần cực kỳ quan trọng của hệ sinh thái Trái đất và con người. Rừng chiếm 75% tổng sản lượng sơ cấp của sinh quyển Trái đất và chứa 80% sinh khối thực vật của Trái đất. Sản lượng sơ cấp ròng rừng cung cấp ước tính là 21,9 gigaton (GT) sinh khối mỗi năm đối với rừng nhiệt đới, 8,1 GT đối với rừng ôn đới và 2,6 GT đối với rừng phương Bắc (1). Đất và (...) rừng luôn có mối liên hệ nội tại. Trong hàng triệu năm, đất đã cung cấp nền tảng cần thiết cho toàn bộ hệ sinh thái rừng phát triển. Ở chiều ngược lại, rừng giúp đảm bảo sự màu mỡ của đất cho thực vật tiếp tục sinh trưởng và phát triển, tạo điều kiện cho sản xuất nông nghiệp. (shrink)

Trong quá trình phát triển của phong trào bảo vệ môi trường, đã xuất hiện nhiều học thuyết và trường phái khác nhau. Một trong số này thuộc về các học thuyết bảo vệ môi trường lạ đời (đôi khi mang sắc thái cực đoan), thể hiện sự tận tụy và độc đáo trong việc bảo vệ môi trường với mọi biện pháp. Vì họ đặt môi trường lên hàng đầu, nên những quan điểm này thường phản ánh quan điểm (...) cấp tiến và đôi khi khá khác biệt về quan hệ giữa con người và môi trường. Vì vậy, chúng thường không được chấp nhận rộng rãi hoặc không thực tế. Tuy nhiên, dưới góc nhìn tập trung vào bảo vệ môi trường, những học thuyết này cũng đem đến cho chúng ta nhận thức về những xung đột lợi ích mà nhiều nhà hoạt động môi trường thường bỏ qua. Chúng cũng làm nổi bật mục tiêu quan trọng của việc hài hòa lợi ích của con người và thiên nhiên. Bài viết này sẽ tập trung phân tích một số học thuyết bảo vệ môi trường lạ đời phổ biến nhất, để mang đến một cái nhìn đa chiều về vấn đề môi trường. (shrink)

Trong cuộc sống hằng ngày của chúng ta, khoa học và công nghệ dường như có thể thấy được ở bất cứ đâu. Vì thế, chúng ta đều có nhu cầu tích hợp và sử dụng các thông tin khoa học cho các cân nhắc quan trọng, ví dụ như những quyết định về chăm sóc y tế, an toàn thực phẩm, đầu tư, sáng tạo, và biến đổi khí hậu. Truyền thông khoa học là việc cực kỳ quan trọng (...) vì nó giúp chuyển hóa các kết quả nghiên cứu khoa học (thông tin đã được phần nào kiểm chứng thông qua quá trình đánh giá nghiêm ngặt) thành một phần của kiến thức tập thể được ứng dụng trong cuộc sống hàng ngày. Các kiến thức này sẽ giúp làm tăng sự hiệu quả và phù hợp của quá trình đưa ra quyết định và hành động các cá nhân trong tập thể đấy. (shrink)

Vào ngày 3 tháng 9 năm 2022, Retraction Watch thông báo rằng bốn bài báo được xuất bản trong Proceedings of the National Academy of Sciences (PNAS) đã bị rút vào cùng một ngày (02 tháng 9 năm 2022). Đáng chú ý hơn là cả bốn bài đều có tác giả chung là Gregg Semenza, một nhà nghiên cứu hàng đầu về cơ chế phân tử của quá trình điều chỉnh oxy – Gregg Semenza. Semenza đã chia sẻ Giải Nobel (...)
