Enactivism does not have its primary philosophical roots in pragmatism: phenomenology (from Husserl to Jonas) is its first source of inspiration (with the exception of Hutto & Myin’s radical enactivism). That does not exclude the benefits of pragmatist readings of enactivism, and of enactivist readings of pragmatism. After having sketched those readings, this paper focuses on the philosophical concept of intentionality. I show that whereas enactivists endorse the idea that intentionality is a base-level property of cognition, pragmatism offer(ed) us some (...) reasons not to proceed this way. It is therefore doubtful to hold that pragmatists and enactivists would converge in the defence of a common, non-representational conception of intentionality. (shrink)

The article argues in favour of a pragmatist enactive interpretation of the emergence of the symbolic and contentful mind from a basic form of social communicative interaction in which basic cognitive capacities are involved. Through a critical overview of Radical Enactivists (RECers)’ view about language, the article focuses on Mead’s pragmatist behavioural theory of meaning that refers to the gestural conversation as the origin of the evolution of linguistic conversation. The article develops as follows. After exposing the main elements of (...) REC’s theory of cognition and language that involve the construction of a theory of natural signs (teleosemiotics) and basic directionality (Ur-intentionality), some critical points of Hutto and Myin’s proposal will be highlighted. To foster a continuist perspective of language, the behavioural theory of meaning and language that Mead develops from the notion of gesture will be analysed. His theory is akin to REC and could augment the bare bones of REC’s sketched perspective, helping to include Ur-intentionality in a broader non-dualistic phylogenetic and ontogenetic theory of symbolic language from gestural communication, thus helping to overcome the distinction between a content-less intentionality and a content-involving intentionality, i.e., a semantic propositional intentionality. Furthermore, a recent revival of Mead’s theory testifies to its up-to-date relevance to explain the innate social dimension of human and non-human animals, and the human communicative capacity through the conditioning of bio-social canons and structures. Eliminativism is a position most readily associated with the eliminative materialism of the Churchlands, denying that there are such things as propositional states. This position has created much controversy, despite the fact that intentionality has long been seen as perhaps the core problem for naturalistic philosophy. There is a more radical interpretation of eliminativism, however, denying not only mental states, such as beliefs and desires, but also intentionality (i.e., aboutness) on a global level. This position traces its contemporary origin back (...) to Quine, but has generally been assumed to undermine naturalism or, worse, to be incoherent by the majority of philosophers who maintain that there clearly are things or mental states that are about others. In a recent paper, Hutto and Satne (2015a) offer an update that tries to revive John Haugeland’s baseball analogy from his influential 1990 review paper The Intentionality All-Stars on the state of the game to argue that the failure of Neo-Cartesians, Neo- Behaviorists, and Neo-Pragmatists should urge us to make them work together to naturalize content and “win the game.” But Hutto and Satne misunderstand what the game is ultimately about. The goal of the Intentionality All-Stars is not to naturalize content against eliminativism but to defend a naturalist “thirdperson” view of the problem against first-person phenomenalists. For this goal, a naturalist defense of global content eliminativism would equally enable them to emerge victorious. Revisiting Haugeland, I will offer my own analysis of the current state of play to argue that global content eliminativism has not received sufficient attention and deserves a more prominent place in the debate than it currently occupies. In this paper, I attempt to address a fundamental challenge for machine intelligence: to understand whether and how a machine’s internal states and external outputs can exhibit original non-derivative intentionality. This question has three aspects. First, what does it take for a machine to exhibit original de dicto intentionality? Second, what does it take to exhibit original de re intentionality? Third, what is required for the machine to defer to the external objective world by respecting the word-to-world direction of fit? (...) I attempt to answer the first challenge by providing a constitutive counts-as understanding of de dicto intentionality. This analysis involves repurposing Kant’s vision of a self-legislating agent as a specification of a machine that reprograms itself. I attempt to answer the second and third challenges by extending Kant’s synchronic model of de dicto intentionality with Brandom’s interpretation of Hegel’s diachronic model of de re intentionality, using Hegel’s notion of recollection to provide an understanding of what is involved in achieving deference to the external world. Wilfrid Sellars’ denunciation of the Myth of the Given was meant to clarify, against empiricism, that perceptual episodes alone are insufficient to ground and justify perceptual knowledge. Sellars showed that in order to accomplish such epistemic tasks, more resources and capacities, such as those involved in using concepts, are needed. Perceptual knowledge belongs to the space of reasons and not to an independent realm of experience. Dan Hutto and Eric Myin have recently presented the Hard Problem of Content as an (...) ensemble of reasons against naturalistic accounts of content. In a nutshell, it states that covariance relations—even though they are naturalistically acceptable explanatory resources—do not constitute content. The authors exploit this move in order to promote their preferred radical enactivist and anti-representationalist option, according to which, basic minds—the lower stratum of cognition—do not involve content. Although it is controversial to argue that the Hard Problem of Content effectively dismisses naturalistic theories of representation, a central aspect of it—the idea that information as covariance does not suffice to explain content—finds support among the defenders of classical cognitive representationalism, such as Marcin Miłkowski. This support—together with the acknowledgment this remark about covariance is a point already made by Sellars in his criticism of the Myth of the Given—has a number of interesting implications. Not only is it of interest for the debates about representationalism in cognitive science, where it can be understood as an anticipatory move, but it also offers some clues and insights for reconsidering some issues along Sellarsian lines—a conflation between two concepts of representation that is often assumed in cognitive science, a distinction between two types of relevant normativities, and a reconsideration of the naturalism involved in such explanations. I argue that Sellars’s naturalization of Kant should be understood in terms of how he used behavioristic psychology and cybernetics. I first explore how Sellars used Edward Tolman’s cognitive-behavioristic psychology to naturalize Kant in the early essay “Language, Rules, and Behavior”. I then turn to Norbert Wiener’s understanding of feedback loops and circular causality. On this basis I argue that Sellars’s distinction between signifying and picturing, which he introduces in “Being and Being Known,” can be understood in terms of what (...) I call cybernetic behaviorism. I interpret picturing in terms of cycles of cybernetic behavior and signifying in terms of coordination between cybernetic behavior systems, or what I call triangulated cybernetic behavior. This leads to a formal, naturalistic understanding of personhood as the capacity to engage in triangulated cybernetic behavior. I conclude by showing that Sellars’s thought has the resources, which he did not exploit, for introducing the concept of second-order cybernetics. This suggests that Sellars’s philosophy of mind could be developed in the direction of autopoiesis and enactivism. (shrink)

Starting from Brentano’s classical characterization of intentionality, we review the radical enactivist proposal about basic cognition and show that the underlying assumption that stripping teleosemantics of its representationalist commitments results in no explanatory loss is unwarranted. Significant features of basic cognition are lost, or so we argue, with the RECtification of teleosemantics that are retrieved by means of an alternative dubbed metaphysically non-committal content-ascriptivism.

Cooperation admits of degrees. When factory workers stage a slowdown, they do not cease to cooperate with management in the production of goods altogether, but they are not fully cooperative either. Full cooperation implies that participants in a joint action are committed to rendering appropriate contributions as needed toward their joint end so as to bring it about, consistently with the type of action and the generally agreed upon constraints within which they work, as efficiently as they can, where their (...) contributions are sensitive to information (where available) about how others are contributing in the sense that they adjust as needed their contributions in light of information about how others are contributing to ensure effective pursuit of their joint end, where this includes rendering aid to other participants if needed, insofar as they are able. Full cooperation entails those cooperating are engaged in a joint intentional action. Some prominent studies of joint intentional action focus exclusively on cases of full cooperation (notably that of Michael Bratman (2014)). But not all joint intentional action is fully cooperative. One example is the work slowdown. Another example is provided by competitive games like chess and football, or sports like boxing and wrestling, where participants are clearly not intending to contribute to the pursuit of all of the goals of the others engaged in the activity, even when those goals are internal to the type of activity in question, but instead intend actively to frustrate some of them. In this paper, I provide a taxonomy of forms of non-cooperative behavior within the context of behavior that is still to some degree cooperative, and I argue that the minimal conditions of joint intentional action define minimal cooperative behavior, that is, that minimally joint intentional action is per se minimally cooperative behavior. I define in precise terms what that comes to, and how it is possible in cases in which it seems that one or more participants are in one or more ways acting so as to frustrate the contributions of other participants to their joint action. The notion of “intentionality” is much invoked in various foundational theories of meaning, being very often equated with “meaning”, “content” and “reference”. In this paper, I propose and develop a basic distinction between two concepts and, more fundamentally, properties of intentionality: intentionality-T and intentionality-C. Representationalism is then defined as the position according to which intentionality-T can be reduced to intentionality-C, in the form of representational states. Nonrepresentationalism is rejecting this reduction, and argues that intentionality-T is more fundamental than intentionality-C. Non-representationalism (...) allows for a new layered view of the relations between cognitive intentionality and linguistic intentionality; this view is presented at the end of the paper. (shrink)

In this paper, I argue that what counts as the proper function of a trait is a matter of the de facto perspective that the biological system, itself, possesses on what counts as proper functioning for that trait. Unlike non-perspectival accounts, internal perspectivalism does not succumb to generality problems. But unlike external perspectivalism, internal perspectivalism can provide a fully naturalistic, mind-independent grounding of proper function and natural norms. The attribution of perspectives to biological systems is intended to be neither metaphorical (...) nor anthropomorphic: I do not mean to imply that such systems thereby must possess agency, cognition, intentions, concepts, or mental or psychological states. Instead, such systems provide the grounding for norms of performance when they internally enforce their own standard of (i.e., their own perspective on) what constitutes proper functioning or malfunctioning. By operating with a fixed, determinate level of generality, such systems provide the basis for an account of proper function that is immune to generality problems. (shrink)

I argue that Richard Rorty was mistaken to argue that Sellars's commitment to picturing undermined his commitment to pragmatism. Instead, I argue that Sellarsian picturing, correctly interpreted, is itself continuous with pragmatism's emphasis on organism-environment interaction. I trace the origins of Rorty's misunderstanding of picturing to his misunderstanding of Kant, and hence to a misunderstanding of what it would mean to naturalize Kant.

I argue that Sellars’s distinction between signifying and picturing should be taken seriously by philosophers of mind, language, and cognition. I begin with interpretations of key Sellarsian texts in order to show that picturing is best understood as a theory of non-linguistic cognitive representations through which animals navigate their environments. This is distinct from the kind of discursive cognition that Sellars called ‘signifying’ and which is best understood in terms of socio-linguistic inferences. I argue that picturing is required because reflection (...) on signifying cannot adequately explain our need for cognitive friction. I then show how the idea of picturing is further developed by Paul Churchland, Ruth Garrett Millikan, and Huw Price. I finally turn to predictive processing as a theory of cognitive representation, and in particular Andy Clark’s ‘radical predictive processing’, to further characterize picturing. However, doing so has the cost of pushing picturing and signifying further apart than Sellars intended. (shrink)

According to Hutto and Satne, 521–536, 2015), an “essential tension” plagues contemporary neo-Pragmatist accounts of mental contents: their explanation of the emergence and constitution of intentional mental contents is circular. After identifying the problem, they also propose a solution: what neo-Pragmatists need to do, to overcome circularity, is to appeal to a primitive content-free variety of intentionality, different from the full-blown intentionality of propositional attitudes. In this paper, I will argue that, in addition to the problem of circularity, there is (...) another important problem that both neo-Pragmatist accounts, and Hutto and Satnes’s refinement of them, should also deal with: their difficulty to accommodate a host of recent empirical evidence and theoretical developments on the interdisciplinary field of animal cognition. I will call this difficulty the objection from animal minds, and I will present several arguments designed to show that, even though the notion of primitive intentionality, introduced by Hutto and Satne, may be useful to account for some of the most basic ways of dealing with the environment of nonhuman animals, it falls short of providing an adequate explanation of the full-range of cognitive capacities and behavioral dispositions that many animal species display. Thus, their proposal ends up being insufficient to help neo-Pragmatist approaches to overcome the problem of animal minds. Finally, I will suggest that overcoming this objection requires attributing to non-human animals some basic, yet content involving, kinds of intentional mental states. (shrink)

In the literature on the nature and role of cognitive representation, three positions are taken across the conceptual landscape: robust realism, primitivism, and eliminativism. Recently, a fourth alternative that tries to avoid the shortcomings of traditional views has been proposed: content pragmatism. My aim is to defend pragmatism about content against some recent objections moved against the view. According to these objections, content pragmatism fails to capture the role played by representation in the cognitive sciences; and/or is an unstable view (...) that ends up collapsing into one of the traditional alternatives. I argue that those arguments fail. I show that content pragmatism has as much claim to descriptive adequacy as the traditional theories. Moreover, I defend the robustness of the view by arguing that it does not collapse into any of the traditional positions. Content pragmatism therefore offers a valid and coherent account of the nature of representational content. (shrink)

In this paper, I review the objections against the claim that brains are computers, or, to be precise, information-processing mechanisms. By showing that practically all the popular objections are either based on uncharitable interpretation of the claim, or simply wrong, I argue that the claim is likely to be true, relevant to contemporary cognitive (neuro)science, and non-trivial.

This precise provides an synopsis of my book "Intentionality and the Myths of the Given" (Routledge 2014). I describe the problem of intentionality in terms of the need to (1) do justice to both discursive intentionality (the intentionality of 'sapient' thought and talk) and somatic or bodily intentionality while also (2) avoiding the various Myths of the Given, including the epistemic and semantic Myths. I locate an early version to accomplish this project in C. I. Lewis. The argument shows why (...) Lewis's project fails and that a better account can be found in reconciling insights from Sellars and from Merleau-Ponty. (shrink)

This essay explores some of the central aspects of Aquinas's account of mental representation, focusing in particular on his views about the intentionality of concepts (or intelligible species). It begins by demonstrating the need for a new interpretation of his account, showing in particular that the standard interpretations all face insurmountable textual difficulties. It then develops the needed alternative and explains how it avoids the sorts of problems plaguing the standard interpretations. Finally, it draws out the implications of this interpretation (...) with the aim of correcting some persistent misunderstandings of the connection between Aquinas's views and those developed by contemporary philosophers of mind. We review the current state of play in the game of naturalizing content and analyse reasons why each of the main proposals, when taken in isolation, is unsatisfactory. Our diagnosis is that if there is to be progress two fundamental changes are necessary. First, the point of the game needs to be reconceived in terms of explaining the natural origins of content. Second, the pivotal assumption that intentionality is always and everywhere contentful must be abandoned. Reviving and updating Haugeland’s baseball (...) analogy in the light of these changes, we propose ways of redirecting the efforts of players on each base of his intentionality All-Star team, enabling them to start functioning effectively as a team. Only then is it likely that they will finally get their innings and maybe, just maybe, even win the game. (shrink)

Despite its internal divisions and the uncertainty surrounding many of its foundations, there is a growing consensus that the on‐going search for an alternative model of the mind finds a minimal theoretical identity in the pursuit of an anti‐Cartesian conception of mental phenomena. Nevertheless, this anti‐Cartesianism remains more or less explicitly committed to the neo‐Brentanian idea that intentionality is an essential feature of the mental—an idea that has prevailed since the advent of modern cognitive science in the 1950s. An issue (...) of compatibility is thereby raised, as neo‐Brentanism arguably sides with cognitive Cartesianism. The main goal of the paper is to put into full light one specific aspect of this largely unperceived problem of compatibility by arguing that the neo‐Brentanian property of intentionality is an essentially representational one that runs counter to the salient anti‐representationalism of anti‐Cartesianism. And, that this representational essence confronts the search for alternative models of the mind of an anti‐Cartesian kind with the following theoretical issue: To what extent is it possible to devise a non‐Brentanian property of intentionality, particularly one that is fully dissociated from the property of representation? This issue is shown to be much deeper and more difficult than it looks once the nature of representation is properly apprehended; it seems to be still waiting for an answer in the current search for an alternative model of the mind, if only because it has not yet be set in fully adequate terms. Daniel D. Hutto and Glenda Satne expose, and suggest a way to resolve, what they see as an “essential tension” which has plagued what they take to be the most promising approach to the nature of contentful states, that is, the neo-pragmatist approach. According to this approach, an adequate account of content essentially appeals to the notion of a social practice. This paper is a critical assessment of their proposal. On their view, the tension stems from the fact that participation (...) in a social practice seems to require that, in order to participate in one, an individual must have contentful states. This entails that participation in social practices cannot explain the origin of contentful states. They argue that the tension dissipates once contentless forms of intentionality come into view. I show that the tension cannot be addressed in the way in which they suggest, for the intermediate steps between primitive intentionality and contentful intentionality cannot in fact fully be accounted for. Nevertheless, Hutto and Satne shed valuable light on the location and scope of the gap in the transition between mindlessness and contentful mindedness. (shrink)

Reviewing the state of play in the attempt to naturalise content a quarter of a century after John Haugeland’s survey paper “The Intentionality All-Stars”, Dan Hutto and Glenda Satne propose a new naturalistic account of content that supposedly synthesizes what is best in the three failed programs of neo-Cartesianism, neo-Behaviourism and neo-Pragmatism. They propose to appeal to a Relaxed Naturalism, a non-reductive genealogical form of explanation and a primitive notion of contentless ur-intentionality. In this paper I argue that the authors’ (...) Relaxed Naturalism is a broad form of Scientific Naturalism and, as such, it is unable to account for the problem of conceptual normativity that arises for any scientific naturalist attempt to explain content – whether reductive or not. This is based on the irreconcilability of the objective third-personal character of scientific inquiry and the intersubjective second-personal nature of the normativity of content. I suggest that the authors would do better to simply become neo-Pragmatists who, properly understood, are Liberal Naturalists who have the conceptual and methodological resources to acknowledge and do justice to conceptually normative content. This essay argues that the pervasive twentieth century understanding of meaning — a sign stands for an object — is incorrect. In its place, it offers the following definition, which is framed not in terms of a single relation, but in terms of a relation between two relations : a sign stands for its object on the one hand, and its interpretant on the other, in such a way as to make the interpretant stand in relation to the object corresponding (...) to it own relation to the object. Using this definition, it reanalyzes key concepts and foundational arguments from linguistics so far as they relate to anthropology and psychology. Such terms include: concept, intentional state, motivation, ground, iconicity, speech community, norm, performativity, joint-attention, embodiment, intersubjectivity, agency, role, functionalism, pragmatics, social construction, realism, and natural language. Intentionality (‘directedness’, ‘aboutness’) is both a central topic in contemporary philosophy of mind, phenomenology and the cognitive sciences, and one of the themes with which both analytic and Continental philosophers have separately engaged starting from Brentano and Edmund Husserl’s ground-breaking Logical Investigations (1901) through Roderick M. Chisholm, Daniel C. Dennett’s The Intentional Stance, John Searle’s Intentionality, to the recent work of Tim Crane, Robert Brandom, Shaun Gallagher and Dan Zahavi, among many others. In this paper, I shall review recent discussions (...) of intentionality, including some recent explorations of the history of the concept (paying particular attention to Anselm), and suggest some ways the phenomenological approach of Husserl and Heidegger can still offer insights for contemporary philosophy of mind and consciousness. I reconstruct Aristotle’s reasons for thinking that the intellect cannot have a bodily organ. I present Aristotle’s account of the aboutness or intentionality of cognitive states, both perceptual and intellectual. On my interpretation, Aristotle’s account is based around the notion of cognitive powers taking on forms in a special preservative way. Based on this account, Aristotle argues that no physical structure could enable a bodily part or combination of bodily parts to produce or determine the full range of forms that (...) the human intellect can understand. For Aristotle, cognitive powers with bodily organs are always spatiotemporally limited, but the understanding is not. Aristotle claims that our understanding applies to all instances of the thing understood wherever and whenever they exist. On Aristotle’s own account the intellect in its nature is only “potential,” it does not actually possess any form. Thus nothing prevents it from possessing all forms. (shrink)

Can computer systems ever be considered moral agents? This paper considers two factors that are explored in the recent philosophical literature. First, there are the important domains in which computers are allowed to act, made possible by their greater functional capacities. Second, there is the claim that these functional capacities appear to embody relevant human abilities, such as autonomy and responsibility. I argue that neither the first (Domain-Function) factor nor the second (Simulacrum) factor gets at the central issue in the (...) case for computer moral agency: whether they can have the kinds of intentional states that cause their decisions and actions. I give an account that builds on traditional action theory and allows us to conceive of computers as genuine moral agents in virtue of their own causally efficacious intentional states. These states can cause harm or benefit to moral patients, but do not depend on computer consciousness or intelligence. (shrink)

How or in virtue of what does any one particular action differ from another? Available views on the issue of action individuation tend to emphasize the descriptive features of actions, such as where and when they occur, or what they cause or are caused by. I contend instead that actions are individuated by their normative features, such as what licenses them and what they license in turn. In this essay, deploying a suggestion from Sellars and Brandom, I argue specifically that (...) actions are individuated by their normative function or role. (shrink)

In this paper I examine William Ockham’s theory of judgment and, in particular, his account of the nature and ontological status of its objects. Commentators, both past and present, habitually interpret Ockham as defending a kind of anti-realism about objects of judgment. My aim in this paper is two-fold. The first is to show that the traditional interpretation rests on a failure to appreciate the ways in which Ockham’s theory of judgment changes over the course of his career. The second, (...) and larger, aim is to show that careful attention to these changes in Ockham’s account (and to the motivations for them) sheds new light on broader developments in his philosophy of mind—specifically, on his views about the nature of concepts and on his account of the nature and structure of intentionality itself. Many now accept the thesis that norms are somehow constitutively involved in people's contentful intentional states. I distinguish three versions of this normative thesis that disagree about the type of norms constitutively involved. Are they objective norms of correctness, subjective norms of rationality, or intersubjective norms of social practices? I show the advantages of the third version, arguing that it improves upon the other two versions, as well as incorporating their principal insights. I then defend it against two serious challenges: (...) (1) If content is constituted by others' normative judgments, how can content be causally efficacious? (2) This account appears to make having contentful thoughts a matter of people having contentful thoughts about your thoughts. That appears to be viciously circular and so can't be naturalistic. In this section, we will start with an influential attempt to define `intelligence', and then we will move to a consideration of how human intelligence is to be investigated on the machine model. The last part of the section will discuss the relation between the mental and the biological.

Although pragmatism and phenomenology have both contributed significantly to the genealogy of so-called “4E” – embodied, embedded, enactive and extended – cognition, there is benefit to be had from a systematic comparative study of these roots. As existing 4E cognition literature has tended to emphasise one or the other tradition, issues remain to be addressed concerning their commonalities – and possible incompatibilities. We begin by exploring pragmatism and phenomenology’s shared focus on contesting intellectualism, and its key assumption of mindedness as (...) representation. We then outline distinctive insights from both traditions regarding the nature and role of habits, in order to put forward a habit-based epistemology as an alternative to the Cartesian idea-based epistemology that has dominated modern philosophy. We pay particular attention to the work of classical pragmatist C.S. Peirce, arguing that his semiotics, which analyses sign-use as habit, shows how theorists of embodied cognition can break a certain false dichotomy between embodiment and logical or intellectual structure which has prevented them from fully theorising propositional knowledge. In this way, our work both augments and challenges the Dewey/Merleau-Ponty connection that has been much more extensively explored by the field. (shrink)

This dissertation argues that cognition is a kind of natural agency. Natural agency is the capacity that certain systems have to act in accordance with their own norms. Natural agents are systems that bias their repertoires in response to affordances in the pursuit of their goals. Cognition is a special mode of this general phenomenon. Cognitive systems are agents that have the additional capacity to actively take their worlds to be certain ways, regardless of whether the world is really that (...) way. In this way, cognitive systems are desituated. Desituatedness is the root of specifically cognitive capacities for representation and abstraction. There are two main reasons why this view needs defending. First, natural agency is typically viewed as incompatible with natural science because it is committed to a teleological mode of explanation. Second, cognition is typically held to be categorically distinct from natural agency. This dissertation argues against both of these views. It argues against the incompatibility of agency and natural science by demonstrating that systems biology, general systems theory, and sciences that deal with complex systems have typically underappreciated conceptual and theoretical resources for grounding agency in the causal structure of the world. These conceptual resources do not, however, reduce agency to systems theory because the normativity inherent in agency demands descriptive resources beyond those of even the most sophisticated systems theory. It argues against the categorical difference between natural agency and cognition by pointing out that separating cognition from a richer web of situated, ecologically embedded relations between the agent and the world generates the frame problem, which is an insuperable obstacle to making cognition that is sufficiently responsive to the complexity of the world. Rooting cognition in natural agency is a more robust empirical bet for theorizing cognition and artificial intelligence. (shrink)

This paper disputes the widespread assumption that beliefs and desires may be attributed as theoretical entities in the service of the explanation and predic- tion of human behavior. The literature contains no clear account of how beliefs and desires might generate actions, and there is good reason to deny that principles of rationality generate a choice on the basis of an agent’s beliefs and desires. An alter- native conception of beliefs and desires is here introduced, according to which an attribution (...) of belief is, in a certain sense, an assertion on the believer’s behalf and an attribution of desire is, in a certain sense, a command on the desirer’s behalf. In terms of this conception of the attribution of beliefs and desires, we can begin to understand how attributions of beliefs and desires can be explanatory, although we still cannot expect the attribution of beliefs and desires to generate predictions based on an assumption of rationality. Finally, the reality of beliefs and desires is likened to the reality of money; it is the reality of things governed by objective norms. (shrink)

In this essay, we draw on John Haugeland’s work in order to argue that Burge is wrong to think that exercises of perceptual constancy mechanisms suffice for perceptual representation. Although Haugeland did not live to read or respond to Burge’s Origins of Objectivity, we think that his work contains resources that can be developed into a critique of the very foundation of Burge’s approach. Specifically, we identify two related problems for Burge. First, if (what Burge calls) mere sensory responses are (...) not representational, then neither are exercises of constancy mechanisms, since the differences between them do not suffice to imply that one is representational and the other is not. Second, taken by themselves, exercises of constancy mechanisms are only derivatively representational, so merely understanding how they work is not sufficient for understanding what is required for something, in itself, to be representational (and thereby provide a full solution to the problem of perceptual representation). Following a brief reconstruction of Hutto & Satne’s paper we focus our critical comments on two issues. First we take up H&S’s claim that a non-representational form of ur-intentionality exists that performs essential work in setting the scene for content-involving forms of intentionality. We will take issue with the characterisation that H&S give of this non-representational form of intentionality. Part of our commentary will therefore be aimed at motivating an alternative account of how there can be intentionality without mental content, (...) which we have called skilled intentionality. Skilled intentionality is the individual’s selective openness and responsiveness to a rich landscape of affordances.A second issue we take up concerns the distinction between ur-intentionality and content-involving intentionality. We will argue that our notion of skilled intentionality as it is found in humans cuts across these two categories. Instead of distinguishing between different forms of intentionality we recommend focusing on how skilled intentionality takes different forms in different forms of life. (shrink)

It is often held that, in contrast to Husserl, Heidegger's account of intentionality makes no essential reference to the first- person stance. This paper argues, on the contrary, that an account of the first- person, or 'subjectivity', is crucial to Heidegger's account of intelligibility and so of the intentionality, or 'aboutness' of our acts and thoughts, that rests upon it. It first offers an argument as to why the account of intelligibility in Division I of Being and Time, based on (...) a form of third- person self-awareness, provides a necessary, but not a sufficient, condition for intentionality. It then shows that Heidegger provides a further necessary condition in his analysis of the collapse of the one-self in Division II. This condition is 'conscience', which is both a genuine first- person mode of self-awareness and, it is argued, the origin of reason as that which distinguishes factic 'grounds' from normative 'justifications'. This text maps out a territory for political philosophy of mind, with emphasis on habit, affect and an expanded notion of the social niche. We first survey the historical development of classic philosophy of mind towards the articulation of political philosophy of mind and discuss further influences for the field. We then outline commitments to relationality, dynamism, and emergence, to adopt a post-cognitivist view of cognition as embodied and situated, as ongoing dynamic interaction with the environment. We propose to move (...) beyond the user/resource framework dominant in extended mind approaches and to surpass what Jesper Aagaard calls the “dogma of harmony” prevalent in 4E approaches. Moving beyond the individual subject, towards situated agents shaped by institutional procedures, social domains and subjectification practices, we highlight the role of affect and habit in processes of societal mind-shaping. We propose a critical methodology: inverting key concepts from philosophy of mind to bring out their ambivalent standing amidst oppressive and exploitative social structures, thereby expanding the purview of the socio-material niches in which cognitive and affective capacities are developed and expressed. We discuss work on habit in the enactivist and pragmatist traditions to put our method of concept inversion and niche expansion to work. The article is meant to be an introduction and invitation to join an emerging scholarly effort at the intersection of philosophy of mind, 4E cognitive science and social as well as political philosophy. I develop an interdisciplinary framework for understanding the nature of agents and agency that is compatible with recent developments in the metaphysics of science and that also does justice to the mechanistic and normative characteristics of agents and agency as they are understood in moral philosophy, social psychology, neuroscience, robotics, and economics. The framework I develop is internal perspectivalist. That is to say, it counts agents as real in a perspective-dependent way, but not in a way that depends on an (...) external perspective. Whether or not something counts as an agent depends on whether it is able to have a certain kind of perspective. My approach differs from many others by treating possession of a perspective as more basic than the possession of agency, representational content/vehicles, cognition, intentions, goals, concepts, or mental or psychological states; these latter capabilities require the former, not the other way around. I explain what it means for a system to be able to have a perspective at all, beginning with simple cases in biology, and show how self-contained normative perspectives about proper function and control can emerge from mechanisms with relatively simple dynamics. I then describe how increasingly complex control architectures can become organized that allow for more complex perspectives that approach agency. Next, I provide my own account of the kind of perspective that is necessary for agency itself, the goal being to provide a reference against which other accounts can be compared. Finally, I introduce a crucial distinction that is necessary for understanding human agency: that between inclinational and committal agency, and venture a hypothesis about how the normative perspective underlying committal agency might be mechanistically realized. Predictive processing and its apparent commitment to explaining cognition in terms of Bayesian inference over hierarchical generative models seems to flatly contradict the pragmatist conception of mind and experience. Against this, I argue that this appearance results from philosophical overlays at odd with the science itself, and that the two frameworks are in fact well-poised for mutually beneficial theoretical exchange. Specifically, I argue: first, that predictive processing illuminates pragmatism’s commitment to both the primacy of pragmatic coping in accounts of the (...) mind and the profound organism-relativity of experience; second, that this pragmatic, “narcissistic” character of prediction error minimization undermines its ability to explain the distinctive normativity of intentionality; and third, that predictive processing therefore mandates an extra-neural account of intentional content of exactly the sort that pragmatism’s communitarian vision of human thought can provide. In this paper I assess the extent to which Daniel Dennett’s Intentional Stance Theory fits into the overall proposal for a programme on naturalizing mental content outlined by Daniel Hutto and Glenda Satne in this issue. I argue that in order to fit the proposal, two changes need to be made: the reality of intentional states should not be grounded in the reality of behavioral patterns but in the ascription-independent status of Ur-intentionality that is the at the root of all (...) intentionality, including content-involving intentonality. This is tricky since Ur-intentionality resembles ‘original intentionality’, which is a notion Dennett rejects, and the ascription-dependent status of content-involving intentionality should be kept intact. adopting the intentional stance is possible only as part of socio-cultural practices, which implies that this is an exclusively human capacity. I also argue that both changes to the theory are feasible and should be considered improvements relative to the original position developed by Dennett. (shrink)

I briefly review the three basic strategies for naturalizing intentionality discussed by Haugeland 4:383–427, 1990, and Hutto and Satne, recounting their deficits. Then, I focus on Dennett’s version of what Haugeland calls the “second-base … neo-behaviorist” strategy. After briefly explaining Dennett’s proposal, I defend it against four common objections: circularity, relativity, under-specified rationality, and failure to track robustly natural facts. I conclude by recounting the advantages of Dennettian neo-behaviorism over the neo-Cartesian and neo-pragmatist alternatives, as well as Hutto and Satne’s (...) proposal that intentionality comes in two distinct kinds. In their target article, Hutto and Satne eloquently articulate the failings of most current attempts to naturalize mental content. Furthermore, we think they are correct in their insistence that the only way forward is by drawing a distinction between two kinds of intentionality, one of which is considerably weaker than—and should be deployed to explain—the propositional variety most philosophers take for granted. The problem is that their own rendering of this weaker form of intentionality—contentless intentionality—is too weak. What’s needed is (...) a species of intentionality distinct from both the industrial-strength version beloved by philosophers and the intentionality lite recommended by Hutto and Satne. We briefly motivate and sketch this alternative, and say a few words about the account of cognition that it spawns. (shrink)

The general idea of enactive perception is that actual and potential embodied activities determine perceptual experience. Some extended mind theorists, such as Andy Clark, refute this claim despite their general emphasis on the importance of the body. I propose a compromise to this opposition. The extended mind thesis is allegedly a consequence of our commonsense understanding of the mind. Furthermore, extended mind theorists assume the existence of non-human minds. I explore the precise nature of the commonsense understanding of the mind, (...) which accepts both extended minds and non-human minds. In the area of philosophy of mind, there are two theories of intentionality based on such commonsense understandings: neo-behaviorism defended, e.g., by Daniel Dennett, and neo-pragmatism advocated, e.g., by Robert Brandom. Neither account is in full agreement with how people ordinarily use their commonsense understanding. Neo-pragmatism, however, can overcome its problem—its inability to explain why people routinely find intentionality in non-humans—by incorporating the phenomenological suggestion that interactional bodily skills determine how we perceive others’ intentionality. I call this integrative position embodied neo-pragmatism . I conclude that the extended view of the mind makes sense, without denying the existence of non-human minds, only by assuming embodied neo-pragmatism and hence the general idea of enactive perception. Debate on the nature of representation in cognitive systems tends to oscillate between robustly realist views and various anti‐realist options. I defend an alternative view, deflationary realism, which sees cognitive representation as an offshoot of the extended application to cognitive systems of an explanatory model whose primary domain is public representation use. This extended application, justified by a common explanatory target, embodies idealisations, partial mismatches between model and reality. By seeing representation as part of an idealised model, deflationary realism avoids (...) the problems with robust realist views, while keeping allegiance to realism. (shrink)

Over the last thirty years, a group of philosophers associated with the University of Pittsburgh—Robert Brandom, James Conant, John Haugeland, and John McDowell—have developed a novel reading of Kant. Their interest turns on Kant’s problem of objective purport: how can my thoughts be about the world? This paper summarizes the shared reading of Kant’s Transcendental Deduction by these four philosophers and how it solves the problem of objective purport. But I also show these philosophers radically diverge in how they view (...) Kant’s relevance for contemporary philosophy. I highlight an important distinction between those that hold a quietist response to Kant, evident in Conant and McDowell, and those that hold a constructive response, evident in Brandom and Haugeland. The upshot is that the Pittsburgh Kantians have a distinctive approach to Kant, but also radically different responses to his problem of objective purport. (shrink)

According to Enactivism, cognition should be understood in terms of a dynamic interaction between an acting organism and its environment. Further, this view holds that organisms do not passively receive information from this environment, they rather selectively create this environment by engaging in interaction with the world. Radical Enactivism adds that basic cognition does so without entertaining representations and hence that representations are not an essential constituent of cognition. Some proponents think that getting rid of representations amounts to a revolutionary (...) alternative to standard views about cognition. To emphasize the impact, they claim that this ‘radicalization’ should be applied to all enactivist friendly views, including, another current and potentially revolutionary approach to cognition: predictive processing. In this paper, we will show that this is not the case. After introducing the problem, we will argue that ‘radicalizing’ predictive processing does not add any value to this approach. After this, we will analyze whether or not radical Enactivism can count as a revolution within cognitive science at all and conclude that it cannot. Finally, in section 5 we will claim that cognitive science is better off when embracing heterogeneity. (shrink)
