Groups behave in a variety of ways. To show that this behavior amounts to action, it would be best to fit it into a general account of action. However, nearly every account from the philosophy of action requires the agent to have mental states such as beliefs, desires, and intentions. Unfortunately, theorists are divided over whether groups can instantiate these states—typically depending on whether or not they are willing to accept functionalism about the mind. But we can avoid this debate. (...) I show how a more general view of action captures what is central to action without mentioning mental states, and I argue that a group’s members can fulfill the role in group action that mental states play in our actions. Group behavior is explicable in terms of reasons, regardless of whether the group itself cognizes those reasons. After discussing the kind of reasons at issue and arguing that groups can act in light of them without minds, I assess how this account bears on the question of group responsibility. (shrink)

A group is lying when it makes a statement that it believes to be untrue but wants the addressee(s) to believe. But how can we distinguish statements that the group believes to be untrue from honest group statements based on mistaken beliefs or confusion within the group? I will suggest a narrative constraint for honest group statements, made up of two components. Narrative coherence requires that a new group statement should not conflict with group knowledge on the matter, or beliefs (...) of relevant operative subgroups, unless a coherent rationale is given. Narrative intention looks at the process of gathering new evidence on the area of expertise of the group and requires that the group position behind the statement is formed in good faith. The narrative constraint will help to distinguish group lies from more innocent erroneous statements of group beliefs when there is an internal disagreement within the group, including in cases involving spokespersons. In this paper, I provide the framework for an account of group assertion. On my view, there are two kinds of group assertion, coordinated and authority-based, with authority-based group assertion being the core notion. I argue against a deflationary view, according to which a group’s asserting is understood in terms of individual assertions, by showing that a group can assert a proposition even when no individual does. Instead, I argue on behalf of an inflationary view, according to which it is (...) the group itself that asserts, a conclusion supported by the fact that paradigmatic features of assertion apply only at the level of the group. A central virtue of my account is that it appreciates the important relationship that exists between most groups and their spokespersons, as well as the consequences that follow from this relationship. My view, thus, provides the framework for distinguishing when responsibility for an assertion lies at the collective level, and when it should be shouldered by an individual simply speaking for herself. The theory of collective agency and intentionality is a flourishing field of research, and our understanding of these phenomena has arguably increased greatly in recent years. Extant theories, however, are still ill-equipped to explain certain aspects of collective intentionality. In this article we draw attention to two such underappreciated aspects: the failure of the intentional states of collectives to supervene on the intentional states of their members, and the role of non-human factors in collective agency and intentionality. We propose a (...) theory of collective intentionality which builds on the ‘interpretationist’ tradition in metasemantics and the philosophy of mind as initiated by David Lewis and recently developed further by Robbie Williams. The collective-level analogue of interpretationism turns out to look different in some ways from the individual-level theory, but is well-suited to accommodating phenomena such as hybrid collective intentionality. Complemented with Kit Fine’s theory of variable embodiment, such a theory also provides a diachronic account of intentional collectives. (shrink)

The main thesis of this paper is that, whereas an intention simpliciter is a commitment to a plan of action, a conditional intention is a commitment to a contingency plan, a commitment about what to do upon (learning of) a certain contingency relevant to one’s interests obtaining. In unconditional intending, our commitment to acting is not contingent on finding out that some condition obtains. In conditional intending, we intend to undertake an action on some condition, impinging on our interests, which (...) is as yet unsettled for us, but about which we can find out without undue cost. Within collective epistemology, there is a class of theories that understand the epistemic status of collective attitude ascriptions, such as ‘the college union knows that the industrial action is going to plan’, or ‘the jury justifiedly believes that the suspect is guilty’, as saying that a sufficient subset of group member attitudes have the relevant epistemic status. In this paper, I will demonstrate that these summativist approaches to collective epistemology are incompatible with epistemic permissivism, the doctrine that a single body (...) of evidence may rationalize multiple doxastic attitudes. In particular, I will make use of epistemic permissivism to provide a general recipe for generating so-called divergence cases, which demonstrate situations in which rationality requires group-level and member-level attitudes to diverge. I will call this class of cases permissive divergence cases. While other divergence cases have been discussed in the literature, permissive divergence cases prove themselves to be less susceptible to many of the worries raised against their competitors, while being directly built on an often-defended epistemological thesis. Philosophers increasingly argue that collective agents can be blameworthy for wrongdoing. Advocates tend to endorse functionalism, on which collectives are analogous to complicated robots. This is puzzling: we don’t hold robots blameworthy. I argue we don’t hold robots blameworthy because blameworthiness presupposes the capacity for a mental state I call ‘moral self-awareness’. This raises a new problem for collective blameworthiness: collectives seem to lack the capacity for moral self-awareness. I solve the problem by giving an account of how collectives have (...) this capacity. The trick is to take seriously individuals’ status as flesh-and-blood material constituents of collectives. The idea will be: under certain conditions that I specify, an individual can be the locus of a collective's moral self-awareness. The account provides general insights concerning collectives’ dependence on members, the boundaries of membership, and the locus of collectives’ phenomenology. (shrink)

This thesis is an investigation into the nature of epistemic justification. It brings together themes from traditional, individual-centred epistemology, and collective, group-centred epistemology. The first half of the thesis is concerned with the question of whether rationality is epistemically permissive; that is, whether one body of evidence can rationalise more than one doxastic attitude. In chapter 1, I argue that permissive cases are best understood as epistemic standard conflicts. Doing so provides us with a novel understanding of the arbitrariness objection (...) against permissivism and enables us to reduce questions about epistemic permissibility to questions about the nature of incommensurability. In chapter 2, I show that the defended understanding of permissive cases generalises by defending it against an objection from self-fulfilling beliefs. In chapter 3, I demonstrate that we can use this view of epistemic rationality to generate so-called divergence arguments which show that the epistemic status of group-level attitudes and member-level attitudes can rationally diverge. In the second half of the thesis, I develop a novel evidentialist theory of epistemic justification, called Continuous Evidentialism. Continuous Evidentialism is inspired by some general methodological reflections (chapter 4), which suggest that we should opt for a theory of epistemic justification that analyses the epistemic status of group-level attitudes and member-level attitudes continuously. According to Continuous Evidentialism, to have a justified belief is to possess sufficient evidence and utilise that evidence in an epistemically responsible way when forming the belief. While I argue that we can reduce epistemic responsibility to higher-order evidentialist requirements. In chapter 5, I develop a theory of evidence, evidence possession and epistemic basing. Chapters 6 - 8, discuss various complications of the proposed theory, having to do with the alleged defeasibility of justification (chapter 6), epistemic responsibility (chapter 7), and the proposed reduction of epistemic responsibility (chapter 8). In proxy assertion an individual or group asserts something through a spokesperson. The chapter explains proxy assertion as resting on the assignment of a status role to a person (that of spokesperson) whose utterances acts in virtue of that role have the status function of signaling that the principal is committed in a way analogous to an individual asserting that in his own voice. The chapter briefly explains how status functions and status roles are grounded and then treats, in turn, (...) the case of a spokesperson for an individual and a group and the differences in the significance of what the spokesperson does in each case. Finally, it reviews complications introduced by spokesperson autonomy, where the spokesperson is given leave to represent her principal’s views or positions in her own words and to respond to questions on his behalf. In this paper, I explore what gives collective testimony its epistemic credentials, through a critical discussion of three competing accounts of the epistemology of collective testimony. According to the first view, collective testimony inherits its epistemic credentials from the beliefs the testimony expresses— where this can be seen either as the beliefs of all or some of the group’s members, or as the beliefs of group itself. The second view denies any necessary connection to belief, claiming instead that the epistemic (...) credentials of collective testimony derive from the reliability or truth-conduciveness of the statement that expresses the testimony. Finally, the third view claims that the epistemic credentials of collective testimony derive from the fact that it involves undertaking a collective commitment to trustworthiness, which makes the group susceptible to rebuke and blame if its testimony is not trustworthy. I argue that this last account holds the most promise for preserving what is distinctive about testimonial knowledge while still underwriting a robust epistemology of collective testimony. (shrink)

Cooperation admits of degrees. When factory workers stage a slowdown, they do not cease to cooperate with management in the production of goods altogether, but they are not fully cooperative either. Full cooperation implies that participants in a joint action are committed to rendering appropriate contributions as needed toward their joint end so as to bring it about, consistently with the type of action and the generally agreed upon constraints within which they work, as efficiently as they can, where their (...) contributions are sensitive to information (where available) about how others are contributing in the sense that they adjust as needed their contributions in light of information about how others are contributing to ensure effective pursuit of their joint end, where this includes rendering aid to other participants if needed, insofar as they are able. Full cooperation entails those cooperating are engaged in a joint intentional action. Some prominent studies of joint intentional action focus exclusively on cases of full cooperation (notably that of Michael Bratman (2014)). But not all joint intentional action is fully cooperative. One example is the work slowdown. Another example is provided by competitive games like chess and football, or sports like boxing and wrestling, where participants are clearly not intending to contribute to the pursuit of all of the goals of the others engaged in the activity, even when those goals are internal to the type of activity in question, but instead intend actively to frustrate some of them. In this paper, I provide a taxonomy of forms of non-cooperative behavior within the context of behavior that is still to some degree cooperative, and I argue that the minimal conditions of joint intentional action define minimal cooperative behavior, that is, that minimally joint intentional action is per se minimally cooperative behavior. I define in precise terms what that comes to, and how it is possible in cases in which it seems that one or more participants are in one or more ways acting so as to frustrate the contributions of other participants to their joint action. Strawson style counterexamples to Grice’s account of communication show that a communicative intention has to be overt. Saying what overtness consists in has proven to be difficult for Gricean accounts. In this paper, I show that a common explanation of overtness, one that construes it in terms of a network of shared beliefs or knowledge, is mistaken. I offer an alternative, collectivist, model of communication. This model takes the utterer’s communicative intention to be a we-intention, a kind of intention with (...) a distinctive content that cannot be reduced to an intention in favor of an individual action. I show that the collectivist model can explain overtness in terms of a general feature of we-intentions, namely the requirement that the participants in a shared activity are to intend to act in accordance with meshing subplans. Legal norms are an invention. This paper advances a proposal about what kind of invention they are. The proposal is that legal norms derive from rules which specify role functions in a legal system. Legal rules attach to agents in virtue of their status within the system in which the rules operate. The point of legal rules or a legal system is to solve to large scale coordination problems, specifically the problem of organizing social and economic life among a group (...) of people and their successors, though not every legal rule pertains to a coordination problem. The framework for thinking about legal norms that I describe is a framework for thinking about institutions and policies more generally. The idea is to show that legal norms are a species of institutional norm. There are two central ideas. The first is the idea of a role in an institution. The second is the idea of proxy agency. Proxy agency involves one agent or group acting under the authorization of another agent or group (perhaps subsuming it) in a way that makes the actions of the proxy count as actions (under a description) of the individual or group for which it is a proxy. We get the characteristic structure of a legal system by conceiving of an institutional group, itself conceived of as a set of interlocking roles realized in individuals, as having one or more roles for proxy agents who are authorized by the group to make policy for the group. The set of rules governing the basic constitution of the group and spelling out the powers of the policy proxies determine fundamental norms for the group with specific role responsibilities attaching to particular positions in institutional arrangements. The policies determine further norms whose force derives from the fundamental norms. We must then say some further things to distinguish institutions and policies which we wish to designate as legal. The paper provides an analysis of group proxy speech acts using tools developed more generally for analyzing institutional agency, particularly the concepts of shared intention, proxy agent, status role, status function, convention (...) and constitutive rule. This paper provides an analysis of the phrase ‘acting on behalf of another.’ To do this, acting on behalf is first distinguished from ‘acting for the sake of another,’ the latter being a matter of other-directed motivation, the former of what we call ‘normative other-directedness’—i.e., acting on the claims and duties of the other. Second, we provide a distinction between two kinds of acting on behalf of another: representation as other-directedness plus normative replacement, and normative support as other-directedness without normative (...) replacement. This is contribution to a symposium on Michael Bratman's book Shared Agency : A Planning Theory of Acting Together.

This paper develops a taxonomy of kinds of actions that can be seen in group agency, human–machine interactions, and virtual realities. These kinds of actions are special in that they are not embodied in the ordinary sense. I begin by analysing the notion of embodiment into three separate assumptions that together comprise what I call the Embodiment View. Although this view may find support in paradigmatic cases of agency, I suggest that each of its assumptions can be relaxed. With each (...) assumption that is given up, a different kind of disembodied action becomes available. The taxonomy gives a systematic overview and suggests that disembodied actions have the same theoretical relevance as the actions of any ordinarily embodied human. (shrink)

We are responsible for some things but not for others. In this thesis, I investigate what it takes for an entity to be responsible for something. This question has two components: agents and actions. I argue for a permissive view about agents. Entities such as groups or artificially intelligent systems may be agents in the sense required for responsibility. With respect to actions, I argue for a causal view. The relation in virtue of which agents are responsible for actions is (...) a causal one. I claim that responsibility requires causation and I develop a causal account of agency. This account is particularly apt for addressing the relationship between agency and moral responsibility and sheds light on the causal foundations of moral responsibility. (shrink)

Within the broader scope of joint actions, there is a particular kind, i.e. transgenerational actions, the realization of which requires a long time span and, consequently, a complex and peculiar subject. This paper starts from the detailed definition of transgenerational actions, such as complex, long-term, and asymmetrical actions and aims at outlining a theory of their subject. Such a theory, without embracing the principles of holism, is able to give account of subjects’ specificities. In particular, this is possible if we (...) focus on the notion of end, as defined by Seumas Miller. The paper will then examine an example of transgenerational action to highlight how a theory which is both non-reductionist and non-holistic allows us to address the question of responsibility – and therefore of normativity, so pressing when it comes to social issues – from another point of view: the phenomenological one. Not implying a notion of collective responsibility, like the one held by traditional plural subject theories, this point of view focuses on the possibility of stimulating the sense of responsibility in the individuals who constitute the collective subject. Several authors have argued that socially significant places such as countries, cities and establishments are immaterial objects, despite their being spatially located. In contrast, we aim to defend a reductive materialist view of such entities, which identifies them with their physical territories or premises. Accordingly, these are all material objects; typically, aggregates of land and infrastructure. Admittedly, our terms for these entities may also sometimes be used to denote their associated groups of people. But as long as countries, cities and (...) establishments are understood as places, we submit, they are all material objects: the physical territories or premises of their associated groups. The authors in this symposium on Sparing Civilians gave me much to think about; their criticisms have helped me to strengthen the argument for moral distinction, and enhance the moral protection of civilians in war. In this response I address their objections thematically, focusing in turn on each chapter of the book.

BackgroundPublic involvement activities are promoted as measures for ensuring good governance in challenging fields, such as biomedical research and innovation. Proponents of public involvement activities include individual researchers as well as non-governmental and governmental organizations. However, the concept of ‘public’ in public involvement deserves more attention by researchers because it is not purely theoretical: it has important practical functions in the guidance, evaluation and translation of public involvement activities.DiscussionThis article focuses on collective agency as one property a public as a (...) small group of participants in a public involvement activity could exhibit. It introduces a prominent theoretical approach to collective agents as one specific kind of social entities and demonstrates how this approach can be applied to current practice in public involvement activities. A brief discussion of different types of representation as they are used in the existing literature on this topic is also included because representation and collective agency can be closely related to each other. Suggestions and ideas that are derived from this reasoning include the proposal to use a ‘validity check’ for the generation of collective agents as a regular element of certain types of public involvement activities, the consequences of combining collective agency and representativeness as a further property a public could exhibit, and standards for reporting the content of public involvement activities in scientific publications.SummaryThis article discusses the importance of the concept of ‘public’ in public involvement activities, with a focus on biomedical research and innovation. Despite growing interest in automated (or algorithmic) decision-making (ADM), little work has been done to conceptually clarify the term. This article aims to tackle this issue by developing a conceptualization of ADM specifically tailored to organizational contexts. It has two main goals: (1) to meaningfully demarcate ADM from similar, yet distinct algorithm-supported practices; and (2) to draw internal distinctions such that different ADM types can be meaningfully distinguished. The proposed conceptualization builds on three arguments: First, ADM primarily refers to the (...) automation of practical decisions (decisions to _φ_) as opposed to cognitive decisions (decisions that _p_). Second, rather than referring to algorithms as literally making decisions, ADM refers to the use of algorithms to solve decision problems at an organizational level. Third, since algorithmic tools by nature primarily settle cognitive decision problems, their classification as ADM depends on whether and to what extent an algorithmically generated output _p_ has an action triggering effect—i.e., translates into a consequential action _φ_. The examination of precisely this _p_-_φ_ relationship, allows us to pinpoint different ADM types (suggesting, offloading, superseding). Taking these three arguments into account, we arrive at the following definition: ADM refers to the practice of using algorithms to solve decision problems, where these algorithms can play a suggesting, offloading, or superseding role relative to humans, and decisions are defined as action triggering choices. This paper gives a first theoretical formulation to a religious phenomenon which has not received much attention in philosophical discourse so far despite appearing in different highly heterogeneous religions. Vicarious religious ordinance refers to cases in which a living or deceased fully mature human being is knowingly or unknowingly assigned a religious affiliation without their consent or the consent of their dependents. I shall first offer three real-world examples of vicarious religious ordinance from Mormonism, Islam, and Shintoism and then raise (...) some normative concerns. I suggest (i) that vicarious religious ordinance does not fit neatly into current debates about religious epistemology, especially the recent debate on religious disagreement. I argue (ii) that normative questions as to why vicarious religious ordinance elicits indignation in its ‘victims’ is not easily explained through adducing similar examples. This paper aims to motivate further coordinated research on this topic. (shrink)

In this paper I will argue in favor of the so-called content account of collective intentionality by critically discussing John Searle's approach. I will raise two objections against the view: it will be argued that the approach cannot adequately explain the difference between individual and collective intentional attitudes. Moreover, it will be shown that Searle's view has problems to account for a characteristic way in which collective mental states can fail. Both objections reveal crucial advantages of the content account. In recent years, political theorists have begun to systematically consider the concept and justification of territorial rights, and advance rival theories of state’s (or nation’s) rights over territory. This article aims to advance our understanding of the challenge facing territorial rights theories, by closely analysing one of the most developed and important theories of territory, viz., the nationalist theory. It argues that nationalist theory, which employs a quasi-Lockean argument for territorial rights, faces a problem of attribution: What value-adding activities can (...) be attributed to a cultural nation, which is viewed as the primary holder of territorial rights by the theory? It proceeds to examine three approaches to solve the problem of attribution – but argues that all of them fail. In the concluding section, the paper explores the potential implications of this largely critical argument for all attempts to develop a coherent and plausible normative theory of territory. This paper explores some features of the epistemic environment in social media and online communication. We argue that digital environments differ from offline ones in at least two ways: (a) online environments are thoroughly structured and programmed. Every action is defined and limited by the underlying code created by the system’s developers, providing the tools users need to navigate the online space. In contrast, offline environments are open to chance and unpredictability, allowing for events and actions that the system has (...) not predetermined; (b) every action is traced and used to evaluate levels of engagement with content and posts, with significant epistemic consequences. This creates a “dense” environment in which users are deeply entangled. In this regard, the concept of purely passive engagement is challenged, since activities such as just watching a video or reading a post can alter the epistemic landscape and promote specific content with which a person interacts. As a result, online social environments facilitate a variety of indirect communicative and epistemic activities across the network. Given this, the paper suggests that in such settings, attentional disengagement and avoidance should be considered a potential proactive way to modulate self-exposure. This strategy is aimed not only at protecting individuals from harmful content but also at actively shaping the information flow and knowledge structure within the environment. Managing one’s own attention can thus significantly influence how information is perceived and disseminated, essentially controlling the personal and collective epistemic environment. (shrink)
