The program put forward in von Wright's last works defines deontic logic as ``a study of conditions which must be satisfied in rational norm-giving activity'' and thus introduces the perspective of logical pragmatics. In this paper a formal explication for von Wright's program is proposed within the framework of set-theoretic approach and extended to a two-sets model which allows for the separate treatment of obligation-norms and permission norms. The three translation functions connecting the language of deontic logic with the language (...) of the extended set-theoretical approach are introduced, and used in proving the correspondence between the deontic theorems, on one side, and the perfection properties of the norm-set and the ``counter-set'', on the other side. In this way the possibility of reinterpretation of standard deontic logic as the theory of perfection properties that ought to be achieved in norm-giving activity has been formally proved. The extended set-theoretic approach is applied to the problem of rationality of principles of completion of normative systems. The paper concludes with a plaidoyer for logical pragmatics turn envisaged in the late phase of Von Wright's work in deontic logic. (shrink)

The aim of this paper is to introduce a system of dynamic deontic logic in which the main problems related to the de finition of deontic concepts, especially those emerging from a standard analysis of permission in terms of possibility of doing an action without incurring in a violation of the law, are solved. The basic idea is to introduce two crucial distinctions allowing us to differentiate (i) what is ideal with respect to a given code, which fixes the types (...) of action that are abstractly prescribed, and what is ideal with respect to the specific situation in which the agent acts, and (ii) the transitions associated with actions and the results of actions, which can obtain even without the action being performed. We use a deontic logic of collective agency to study reducibility questions about collective agency and collective obligations. The logic that is at the basis of our study is a multi-modal logic in the tradition of *stit* logics of agency. Our full formal language has constants for collective and individual deontic admissibility, modalities for collective and individual agency, and modalities for collective and individual obligations. We classify its twenty-seven sublanguages in terms of their expressive power. The aim of the paper is to point out the modelling choices that lead to different systems of deontic action logic. A kind of a roadmap is presented. On the one hand it can help the reader to find the deontic logic appropriate for an intended application relying on the information considering the way in which a deontic logic represents actions and how it characterises deontic properties in relation to (the representation of) actions. Our preferences determine how we act and think, but exactly what the mechanics are and how they work is a central cause of concern in many disciplines. This book uses techniques from modern logics of information flow and action to develop a unified new theory of what preference is and how it changes. The theory emphasizes reasons for preference, as well as its entanglement with our beliefs. The received wisdom on ability modals is that they differ from their epistemic and deontic cousins in what inferences they license and better receive a universal or conditional analysis instead of an existential one. The goal of this paper is to sharpen the empirical picture about the semantics of ability modals, and to propose an analysis that explains what makes the can of ability so special but that also preserves the crucial idea that all uses of can share a common (...) lexical semantics. The resulting framework combines tools and techniques from dynamic and inquisitive semantics with insights from the literature of the role of agency in deontic logic. It explains not only why the can of ability, while essentially being an existential modal operator, sometimes resists distribution over disjunction and interacts with its duals in particular and hitherto unnoticed ways, but also has a tendency to license free choice inferences. In this paper I propose violation games as the basis of formal logics to represent and reason about norms, i.e. as the foundation of deontic logic. Deontic logic is an applied non-classical logic reflecting a way in which we conceptualize normative reasoning. By introducing violation games as a fundamental principle of deontic logic, I am introducing a new way of looking at familiar problems in normative reasoning, with the aim of introducing a new approach for handling norms in intelligent systems.

Statements not only update our current knowledge, but also have other dynamic effects. In particular, suggestions or commands ?upgrade' our preferences by changing the current order among worlds. We present a complete logic of knowledge update plus preference upgrade that works with dynamic-epistemic-style reduction axioms. This system can model changing obligations, conflicting commands, or ?regret'. We then show how to derive reduction axioms from arbitrary definable relation changes. This style of analysis also has a product update version with preferences between (...) actions, as well as worlds. Some illustrations are presented involving defaults and obligations. We conclude that our dynamic framework is viable, while admitting a further extension to more numerical ?utility update'. (shrink)

In Multi Agent Systems it is often the case that individual preferences are not compatible and coalitions compete to achieve a given result. The paper presents a language to talk about the conflict between coalitional choices and it expresses deontic notions to evaluate them. We will be specifically concerned with cases where the collective perspective is at odds with the individual perspective.

Philosophers like G.H. von Wright and D. Makinson have pointed to serious challenges regarding the foundations of deontic logic. In this paper, I suggest that to deal successfully with these challenges a reconsideration of the research program of the discipline is useful. Some problems that have troubled this particular field of logical study for decades may disappear or appear more tractable if we view them from the perspective of a language game introduced by D. Lewis involving three characters: the Master, (...) the Slave and the Kibitzer. The adoption of this perspective opens a natural approach to a new layout of the domain of deontic studies. I propose dividing deontic logic into six sub-areas which are distinguished by their focus on the different idioms typical of the individual players, by conceiving the language game as either being static or as dynamic and by the aims of the logical inquiry. What kind of insights the proposed perspective provides is illustrated by an analysis of the so-called Ross paradox—a problem that has troubled deontic logic since its origins and, though it was many times pronounced solved, still keeps coming back ‘alive and kicking’. We shall introduce a set of fundamental legal concepts, providing a definition of each of them. This set will include, besides the usual deontic modalities (obligation, prohibition and permission), the following notions: obligative rights (rights related to other’s obligations), permissive rights, erga-omnes rights, normative conditionals, liability rights, different kinds of legal powers, potestative rights (rights to produce legal results), result-declarations (acts intended to produce legal determinations), and sources of the law.

In this paper, we develop a formalisation of the main ideas of the work of Van de Poel on responsibility. Using the basic concepts through which the meanings of responsibility are defined, we construct a logic which enables to express sentences like “individual i is accountable for φ”, “individual i is blameworthy for φ” and “individual i has the obligation to see to it that φ”. This formalization clarifies the definitions of responsibility given by Van de Poel and highlights their (...) differences and similarities. It also helps to assess the consistency of the formalisation of responsibility, not only by showing that definitions are not inconsistent, but also by providing a formal demonstration of the relation between three main meanings of responsibility. The formal account can be used to derive new properties of the concepts. With the help of the formalisation, we detect the occurrence of the problem of many hands by defining a logical framework for reasoning about collective and individual responsibility. This logic extends the Coalition Epistemic Dynamic Logic by adding a notion of group knowledge, agent ability and knowing how to its semantics. (shrink)

This paper combines propositional dynamic logic ) with propositional inquisitive logic ). The result of this combination is a logical system \ that conservatively extends both \ and \, and, moreover, allows for an interaction of the question-forming operator from \ with the structured modalities from \. We study this system from a semantic as well as a syntactic point of view. These two perspectives are linked via a completeness proof, which also shows that \ is decidable.

The semantics for a deontic action logic based on Boolean algebra is extended with an interpretation of action expressions in terms of sets of alternative actions, intended as a way to model choice. This results in a non-classical interpretation of action expressions, while sentences not in the scope of deontic operators are kept classical. A deontic structure based on Simons’ supercover semantics is used to interpret permission and obligation. It is argued that these constructions provide ways to handle various problems (...) related to free choice permission. The main result is a sound and complete axiomatization of the semantics. We describe a new way in which theories about the deontic status of actions can be represented in terms of the standard two-sorted extensional predicate calculus. Some of the resulting formal theories are easy to implement in Prolog; one prototype implementation--R. M. Lee's deontic expert shell DX--is briefly described.

There seems to be no clear consensus in the existing literature about the role of deontic logic in legal knowledge representation — in large part, we argue, because of an apparent misunderstanding of what deontic logic is, and a misplaced preoccupation with the surface formulation of legislative texts. Our aim in this paper is to indicate, first, which aspects of legal reasoning are addressed by deontic logic, and then to sketch out the beginnings of a methodology for its use in (...) the analysis and representation of law.The essential point for which we argue is that deontic logic — in some form or other —needs to be taken seriously whenever it is necessary to make explicit, and then reason about, the distinction between what ought to be the case and what is the case, or as we also say, between the ideal and the actual. We take the library regulations at Imperial College as the main illustration, and small examples from genuinely legal domains to introduce specific points. In conclusion, we touch on the role of deontic logic in the development of the theory of normative positions. (shrink)

This paper studies long-term norms concerning actions. In Meyer's Propositional Deontic Logic (PDₑL), only immediate duties can be expressed, however, often one has duties of longer durations such as: "Never do that", or "Do this someday". In this paper, we will investigate how to amend (PDₑL) so that such long-term duties can be expressed. This leads to the interesting and suprising consequence that the long-term prohibition and obligation are not interdefinable in our semantics, while there is a duality between these (...) two notions. As a consequence, we have provided a new analysis of the long-term obligation by introducing a new atomic proposition I (indebtedness) to represent the condition that an agent has some unfulfilled obligation. In the present paper we model the Navya-Nyāya analysis of Vedic and secular injunctions and prohibitions by means of Giordani’s and Canavotto’s system ADL of dynamic deontic logic. Navya-Naiyāyikas analyze the meaning of injunctions and prohibitions by reducing them to plain indicative statements about certain properties whose presence or absence in the enjoined or prohibited action serves as a criterion for the truth or falsity of the “inducing” or “restraining knowledge”, a kind of qualificative cognition instilled in the recipient of (...) an injunction or prohibition. Thus, Navya-Naiyāyikas have found their own way to solve Jørgensen’s Puzzle concerning the very idea of a deontic logic as a tool to analyze arguments based on sentences which do not seem to be truth-apt. The teleological aspect of the Navya-Nyāya characterization of an enjoined or prohibited action can also give a clue to solutions of other puzzles and paradoxes which have beset the development of deontic logic in the West. A specific contrary-to-duty puzzle from the Indian tradition is related to the śyena, a malefic sacrifice meant for harming one’s enemy. The Vedic injunction to perform such a sacrifice runs counter to a religious practitioner’s duty not to harm a living being. In the present paper we examine the cogency of the very different solutions to this dilemma suggested by the Mīmāṃsaka Prabhākara on the one hand and the Navya-Naiyāyika Gaṅgeśa on the other hand. Aim of the present paper is to provide a formal characterization of various different notions of responsibility within groups of agents (Who did that? Who gets the blame? Who is accountable for that? etc.). To pursue this aim, the papers proposes an organic analysis of organized collective agency by tackling the issues of organizational structure, role enactment, organizational activities, task-division and task-allocation. The result consists in a semantic framework based on dynamic logic in which all these concepts can be represented (...) and in which various notions of responsibility find a formalization. The background motivation of the work consists in those responsibility-related issues which are of particular interest for the theory and development of multi-agent systems. (shrink)

The biennial DEON conferences are designed to promote interdisciplinary cooperation amongst scholars interested in linking the formal-logical study of normative concepts and normative systems with computer science, artificial intelligence, linguistics, philosophy, organization theory and law. In addition to these general themes, DEON 2016 encouraged a special focus on the topic "Reasons, Argumentation and Justification.".

We present a solution to the paradox of free choice permission by introducing strong and weak permission in a deontic logic of action. It is shown how counterintuitive consequences of strong permission can be avoided by limiting the contexts in which an action can be performed. This is done by introducing the only operator, which allows us to say that only is performed (and nothing else), and by introducing contextual interpretation of action terms.

A new deontic logic, Action Type Deontic Logic, is presented. To motivate this logic, a number of benchmark cases are shown, representing inferences a deontic logic should validate. Some of the benchmark cases are singled out for further comments and some formal approaches to deontic reasoning are evaluated with respect to the benchmark cases. After that follows an informal introduction to the ideas behind the formal semantics, focussing on the distinction between action types and action tokens. Then the syntax and (...) semantics of Action Type Deontic Logic is presented and it is shown to meet the benchmarks. Finally, possibilities for further research are indicated. In the appendix, decidability of the satisfiability of formulas is proved via a technique known from monadic First Order Logic. (shrink)

We present the inconsistency-adaptive deontic logic DP r , a nonmonotonic logic for dealing with conflicts between normative statements. On the one hand, this logic does not lead to explosion in view of normative conflicts such as O A ∧ O ∼A, O A ∧ P ∼A or even O A ∧ ∼O A. On the other hand, DP r still verifies all intuitively reliable inferences valid in Standard Deontic Logic (SDL). DP r interprets a given premise set ‘as normally (...) as possible’ with respect to SDL. Whereas some SDL-rules are verified unconditionally by DP r , others are verified conditionally. The latter are applicable unless they rely on formulas that turn out to behave inconsistently in view of the premises. This dynamic process is mirrored by the proof theory of DP r. (shrink)

We formalize what it means to have permission to say something. We adapt the dynamic logic of permission by van der Meyden (J Log Comput 6(3):465–479, 1996 ) to the case where atomic actions are public truthful announcements. We also add a notion of obligation. Our logic is an extension of the logic of public announcements introduced by Plaza ( 1989 ) with dynamic modal operators for permission and for obligation. We axiomatize the logic and show that it is decidable.

One of the important extensions of PDL is PDL with intersection of programs. We devote this paper to its complete axiomatization.

This paper is devoted to the completeness issue of RMLCI — the relative modal logic with composition and intersection— a restriction of the propositional dynamic logic with intersection. The trouble with RMLCI is that the operation of intersection is not modally definable. Using the notion of mosaics, we give a new proof of a theorem considered in a previous paper “Complete axiomatization of a relative modal logic with composition and intersection”. The theorem asserts that the proof theory of RMLCI is (...) complete for the standard Kripke semantics of RMLCI. (shrink)

Knowledge based privacy policies are more declarative than traditional action based ones, because they specify only what is permitted or forbidden to know, and leave the derivation of the permitted actions to a security monitor. This inference problem is already non trivial with a static privacy policy, and becomes challenging when privacy policies can change over time. We therefore introduce a dynamic modal logic that permits not only to reason about permitted and forbidden knowledge to derive the permitted actions, but (...) also to represent explicitly the declarative privacy policies together with their dynamics. The logic can be used to check both regulatory and behavioral compliance, respectively by checking that the permissions and obligations set up by the security monitor of an organization are not in conflict with the privacy policies, and by checking that these obligations are indeed enforced. In Meyer’s promising account [7] deontic logic is reduced to a dynamic logic. Meyer claims that with his account “we get rid of most (if not all) of the nasty paradoxes that have plagued traditional deontic logic.” But as was shown by van der Meyden in [4], Meyer’s logic also contains a paradoxical formula. In this paper we will show that another paradox can be proven, one which also effects Meyer’s “solution” to contrary to duty obligations and his logic in (...) general. (shrink)

Deontic logic is devoted to the study of logical properties of normative predicates such as permission, obligation and prohibition. Since it is usual to apply these predicates to actions, many deontic logicians have proposed formalisms where actions and action combinators are present. Some standard action combinators are action conjunction, choice between actions and not doing a given action. These combinators resemble boolean operators, and therefore the theory of boolean algebra offers a well-known athematical framework to study the properties of the (...) classic deontic operators when applied to actions. In his seminal work, Segerberg uses constructions coming from boolean algebras to formalize the usual deontic notions. Segerberg’s work provided the initial step to understand logical properties of deontic operators when they are applied to actions. In the last years, other authors have proposed related logics. In this chapter we introduce Segerberg’s work, study related formalisms and investigate further challenges in this area. (shrink)
