What is scientific progress? This paper advances an interpretation of this question, and an account that serves to answer it. Roughly, the question is here understood to concern what type of cognitive change with respect to a topic X constitutes a scientific improvement with respect to X. The answer explored in the paper is that the requisite type of cognitive change occurs when scientific results are made publicly available so as to make it possible for anyone to increase their understanding (...) of X. This account is briefly compared to two rival accounts of scientific progress, based respectively on increasing truthlikeness and accumulating knowledge, and is argued to be preferable to both. The functional approach to scientific progress has been mainly developed by Kuhn, Lakatos, Popper, Laudan, and more recently by Shan. The basic idea is that science progresses if key functions of science are fulfilled in a better way. This chapter defends the function approach. It begins with an overview of the two old versions of the functional approach by examining the work of Kuhn, Laudan, Popper, and Lakatos. Dellsén (2017) has recently argued for an understanding-based account of scientific progress, the noetic account, according to which science (or a particular scientific discipline) makes cognitive progress precisely when it increases our understanding of some aspect of the world. Dellsén contrasts this account with Bird’s (2007, 2015) epistemic account, according to which such progress is made precisely when our knowledge of the world is increased or accumulated. In a recent paper, Park (2017) criticizes various aspects of Dellsén’s account and his (...) arguments in favor of the noetic account as against Bird’s epistemic account. This paper responds to Park’s objections. Since a number of Park’s arguments rely on the idea that scientific progress may merely consists in “achieving the means to increase knowledge” (Park 2017: 570), I will start by discussing this “means-end thesis”. The aim of this paper is to contribute to the debate over the nature of scientific progress in philosophy of science by taking a quantitative, corpus-based approach. By employing the methods of data science and corpus linguistics, the following philosophical accounts of scientific progress are tested empirically: the semantic account of scientific progress, the epistemic account of scientific progress, and the noetic account of scientific progress. Overall, the results of this quantitative, corpus-based study lend some empirical support to the epistemic (...) and the noetic accounts over the semantic account of scientific progress, for they suggest that practicing scientists use the terms ‘knowledge’ and ‘understanding’ significantly more often than the term ‘truth’ when they talk about the aims or goals of scientific research in their published works. But the results do not favor the epistemic account over the noetic account, or vice versa, for they reveal no significant differences between the frequency with which practicing scientists use the terms ‘knowledge’ and ‘understanding’ when they talk about the aims or goals of scientific research in their published works. Van Fraassen (2007, 2017) consistently uses the English view of rationality to parry criticisms from scientific realists. I assume for the sake of argument that the English view of rationality is tenable, and then argue that it has disastrous implications for van Fraassen’s (1980) contextual theory of explanation, for the empiricist position that T is empirically adequate, and for scientific progress. If you invoke the English view of rationality to rationally disbelieve that your epistemic colleagues’ theories are true, they might, (...) in turn, invoke it to rationally disbelieve that your positive theories are true. I argue against the semantic view of scientific progress, according to which scientific progress consists in approximation to truth or increasing verisimilitude. The epistemic account and the noetic account hold that the essence of scientific progress is the increase in knowledge and understanding, respectively. Dellsén (2018) criticizes the epistemic account (Park, 2017a) and defends the noetic account (Dellsén, 2016). I argue that Dellsén’s criticisms against the epistemic account fail, and that his notion of understanding, which he claims requires neither belief nor justification, cannot explain scientific progress, although it can explain fictional progress in science-fiction.

Dellsén (2016a) argues that understanding requires neither justification nor belief. I object that ridding understanding of justification and belief comes with the following costs. (i) No claim about the world can be inferred from what we understand. (ii) We run into either Moore’s paradox or certain disconcerting questions. (iii) Understanding does not represent the world. (iv) Understanding cannot take the central place in epistemology. (v) Understanding cannot be invoked to give an account of scientific progress. This paper presents the results of an empirical study following up on Mizrahi (2021). Using the same methods of text mining and corpus analysis used by Mizrahi (2021), we test empirically a philosophical account of scientific progress that Mizrahi (2021) left out of his empirical study, namely, the so-called functional-internalist account of scientific progress according to which the aim or goal or scientific research is to solve problems. In general, our results do not lend much empirical evidence in support of (...) the problem-solving model of scientific progress over the other philosophical accounts of scientific progress (namely, the epistemic, noetic, and semantic accounts of scientific progress) tested in Mizrahi (2021) and in this follow-up study. Of all the subjects in the JSTOR database we have tested in this study, however, Mathematics is an interesting exception as far as the problem-solving model of scientific progress is concerned. For, in Mathematics alone, we have found that there is significantly more talk of the aims and/or goals of research in terms of solutions than in terms of truth, knowledge, or understanding. Mizrahi (2017a) advances an argument in support of Weak Scientism, which is the view that scientific knowledge is the best (but not the only) knowledge we have, according to which Weak Scientism follows from the premises that scientific knowledge is quantitatively and qualitatively better than non-scientific knowledge. In this paper, I develop a different argument for Weak Scientism. This latter argument for Weak Scientism proceeds from the premise that academic disciplines that make progress are superior to academic disciplines that do (...) not make progress. In other words, other things being equal, it is generally better for an academic discipline to make progress than to make little or no progress, given that an academic discipline that is making little or no progress is an academic discipline that is failing to achieve its epistemic goals. Now, if there is no question among academic philosophers that science makes progress, and significantly so, but there is an open question among academic philosophers as to whether academic philosophy makes progress (and if so, how much), then academic philosophers would have to agree that science is superior to academic philosophy in terms of making progress. I develop this argument in this paper and provide empirical evidence suggesting that the premises would be acceptable to academic philosophers. (shrink)

When science makes cognitive progress, who or what is it that improves in the requisite way? According to a widespread and unchallenged assumption, it is the cognitive attitudes of scientists themselves, i.e. the agents by whom scientific progress is made, that improve during progressive episodes. This paper argues against this assumption and explores a different approach. Scientific progress should be defined in terms of potential improvements to the cognitive attitudes of those for whom progress is made, i.e. the receivers rather (...) than the producers of scientific information. This includes not only scientists themselves, but also various other individuals who utilize scientific information in different ways for the benefit of society as a whole. (shrink)

Contemporary debate surrounding the nature of scientific progress has focused upon the precise role played by justification, with two realist accounts having dominated proceedings. Recently, however, a third realist account has been put forward, one which offers no role for justification at all. According to Finnur Dellsén’s (Stud Hist Philos Sci Part A 56:72–83, 2016) noetic account, science progresses when understanding increases, that is, when scientists grasp how to correctly explain or predict more aspects of the world that they could (...) before. In this paper, we argue that the noetic account is severely undermotivated. Dellsén provides three examples intended to show that understanding can increase absent the justification required for true belief to constitute knowledge. However, we demonstrate that a lack of clarity in each case allows for two contrasting interpretations, neither of which serves its intended purpose. On the first, the agent involved lacks both knowledge and understanding; and, on the second, the agent involved successfully gains both knowledge and understanding. While neither interpretation supports Dellsén’s claim that understanding can be prised apart from knowledge, we argue that, in general, agents in such cases ought to be attributed neither knowledge nor understanding. Given that the separability of knowledge and understanding is a necessary component of the noetic account, we conclude that there is little support for the idea that science progresses through increasing understanding rather than the accumulation of knowledge. This undergraduate textbook introduces some fundamental issues in philosophy of science for students of philosophy and science students. The book is divided into two parts. Part 1 deals with knowledge and values. Chap. 1 presents the classical conception of knowledge as initiated by the ancient Greeks and elaborated during the development of science, introducing the central concepts of truth, belief and justification. Aspects of the quest for objectivity are taken up in the following two chapters. Moral issues are broached in (...) Chap. 4, which discusses some aspects of the use and abuse of science, taking up the responsibilities of scientists in properly conducting their business and decision-makers in their concerns with the import of science for society. Part 2 contrasts the view of scientific progress as the rejecting of old hypotheses and theories and replacing them with new ones, represented by Karl Popper, with the conception of progress as accumulating knowledge, saving as much as possible from older theories, represented by Pierre Duhem. A concluding chapter defends the natural attitude of taking the theories of modern science to be literally true, i.e. realism, in the face of arguments drawn partly from the history of scientific progress in criticism of this stance. In a recent paper in this journal, entitled ‘Scientific Progress: Why Getting Closer to Truth is Not Enough’ (2017), Moti Mizrahi argues that the view of progress as approximation to the truth or increasing verisimilitude is plainly false. The key premise of his argument is that on such a view of progress, in order to get closer to the truth one only needs to arbitrarily add a true disjunct to a hypothesis or theory. Since quite clearly scientific progress is not (...) a matter of adding true disjuncts to theories, the argument goes, the view of progress as approximation to the truth is untenable. We show that the key premise of Mizrahi’s argument is false: according to verisimilitude-based accounts of progress, adding arbitrary true disjuncts to existing theories is just not enough to get closer to the truth. Lyons’s (2003, 2018) axiological realism holds that science pursues true theories. I object that despite its name, it is a variant of scientific antirealism, and is susceptible to all the problems with scientific antirealism. Lyons (2003, 2018) also advances a variant of surrealism as an alternative to the realist explanation for success. I object that it does not give rise to understanding because it is an ad hoc explanans and because it gives a conditional explanation. Lyons might use axiological realism (...) to account for the success of a theory. I object that some alternative axiological explanations are better than the axiological realist explanation, and that the axiological realist explanation is teleological. Finally, I argue that Putnam’s realist position is more elegant than Lyons’s. (shrink)

This paper provides the first systematic philosophical analysis of an increasingly important part of modern scientific practice: analogue quantum simulation. We introduce the distinction between `simulation' and `emulation' as applied in the context of two case studies. Based upon this distinction, and building upon ideas from the recent philosophical literature on scientific understanding, we provide a normative framework to isolate and support the goals of scientists undertaking analogue quantum simulation and emulation. Organizational research constitutes a differentiated, complex and fragmented field with multiple contradicting and incommensurable theories that make fundamentally different claims about the social and organizational reality. In contrast to natural sciences, the progress in this field can’t be attributed to the principle of truthlikeness where theories compete against each other and only best theories survive and prove they are closer to the truth and thus demonstrate scientific knowledge accumulation. We defend the structural realist view on the nature of organizational theories (...) in order to demonstrate that despite the multiplicity of isolated and competing explanations of organization-environment relations these theories are still logically compatible and mutually consistent which, in turn, assures theoretical progress in the field. Although postulating different and incompatible ontologies, three most successful organization-environments theories, namely, contingency theory, new institutionalism and population ecology share the same explanations of the relations between organizations and environments at the structural level. Without this principle one would say that what occurs in the field of organization theory is a change rather than a progress. (shrink)

So far, various approaches have been proposed to explain the progress of science. These approaches, which fall under a fourfold classification, are as follows: semantic, functional, epistemic, and noetic approaches. Each of these approaches, based on the intended purpose of science, defines progress on the same basis. The semantic approach defines progress based on the approximation to the truth, the functional approach based on problem-solving, the epistemic approach based on knowledge accumulation, and the noetic approach based on increased understanding. With (...) a stratified description of the world, Roy Bhaskar sees science as the movement toward deeper layers aimed at discovering productive mechanisms. He also explains progress based on the layering and acquisition of knowledge of the underlying layers. But because he believes in the social nature of science and considers knowledge a social product and subject to change, he acknowledges the fallibility of cognition. Hence, it is believed that moving to a new layer does not necessarily lead to the progress of science. However, it is possible that by acquiring knowledge about the new layer, our previous knowledge will be revised and corrected. In this article, while expressing the Bhaskar theory of scientific progress and explaining its contingency with respect to the fallibility of cognition, we pursue a basic goal. This goal is summarized in the review of all four approaches in order to show their lack of attention to the fallibility of cognition and its effect on explaining progress. What has been done in this article is based on two phases: explaining the contingency of the progress of science for Bhaskar and examining the four approaches to the progress of science in order to show their inattention to the fallibility of cognition. In his philosophy, referring to the two dimensions of transitive and intransitive, Roy Bhaskar considers the purpose of science to be the acquisition of knowledge about intransitive objects, and this knowledge is achieved through a social activity. Since this cognition is a social product and belongs to the transitive dimension of science, it will be fallible and subject to change. Bhaskar concludes with philosophical arguments that the world contains generative mechanisms, but that it is the task of science to discover their nature and exactly what mechanisms are at work. This requires work in two theoretical dimensions, namely the use of conceptual tools and a practical dimension, that is, the use of experimental tools. Now, as the theoretical and technical conditions under which cognition is formed and evaluated are themselves expanding and subject to change and modification, our knowledge may also be expanded or corrected. In this study, it was found that the semantic approach is unaware of the effect of fallibility on the evidence used to estimate the approximation to the truth and, consequently, progress. The functional approach ignores this effect in solving the problems posed by theories. The epistemic approach does not take into account the fallibility of evidence used to justify and validate the evidence, and finally, the noetic approach neglects the effect of the fallibility on what the explanation and prediction are based on. These have led to these approaches, which consider the satisfaction of the criteria in question necessarily leads to progress. (shrink)
