Sometimes epistemologists theorize about belief, a tripartite attitude on which one can believe, withhold belief, or disbelieve a proposition. In other cases, epistemologists theorize about credence, a fine-grained attitude that represents one’s subjective probability or confidence level toward a proposition. How do these two attitudes relate to each other? This article explores the relationship between belief and credence in two categories: descriptive and normative. It then explains the broader significance of the belief-credence connection and concludes with general lessons from the (...) debate thus far. (shrink)

Belief-credence dualism is the view that we have both beliefs and credences and neither attitude is reducible to the other. Pragmatic encroachment is the view that practical stakes can affect the epistemic rationality of states like knowledge or justified belief. In this paper, I argue that dualism offers a unique explanation of pragmatic encroachment cases. First, I explain pragmatic encroachment and what motivates it. Then, I explain dualism and outline a particular argument for dualism. Finally, I show how dualism can (...) explain the intuitions that underlie pragmatic encroachment. My basic proposal is that in high-stakes cases, it is not that one cannot rationally believe that p; instead, one ought not to rely on one's belief that p. One should rather rely on one's credence in p. I conclude that we need not commit ourselves to pragmatic encroachment in order to explain the intuitiveness of the cases that motivate it. (shrink)

In discussions of whether and how pragmatic considerations can make a difference to what one ought to believe, two sets of cases feature. The first set, which dominates the debate about pragmatic reasons for belief, is exemplified by cases of being financially bribed to believe (or withhold from believing) something. The second set, which dominates the debate about pragmatic encroachment on epistemic justification, is exemplified by cases where acting on a belief rashly risks some disastrous outcome if the belief turns (...) out to be false. Call those who think that pragmatic considerations make a difference to what one ought to believe in the second kind of case, but not in the first, ‘moderate pragmatists’. Many philosophers – in particular, most advocates of pragmatic and moral encroachment – are moderate pragmatists. But moderate pragmatists owe us an explanation of exactly why the second kind of pragmatic consideration makes a difference, but the first kind doesn’t. I argue that the most promising of these explanations all fail: they are either theoretically undermotivated, or get key cases wrong, or both. Moderate pragmatism may be an unstable stopping point between a more extreme pragmatism, on one hand, and an uncompromising anti-pragmatism on the other. (shrink)

Can you rationally double-check what you already know? In this paper, I argue that you can. Agents can know that something is true and rationally double-check it at the very same time. I defend my position by considering a wide variety of cases where agents double-check their beliefs to gain epistemic improvements beyond knowledge. These include certainty, epistemic resilience, and sensitivity to error. Although this phenomenon is widespread, my proposal faces two types of challenges. First, some have defended ignorance norms, (...) on which agents are only allowed to inquire about things they don't already know. Second – motivated by strong conceptions of belief or pragmatic encroachment – some have argued that double-checking destroys knowledge. I argue that these competing views fail to capture both the epistemic value of double-checking and the many reasons why agents might double-check. Moreover, they rely on overly strong assumptions about what inquiry, knowledge, or belief requires. Finally, I marshal linguistic data in favor of the compatibility of knowledge and double-checking. According to an increasingly popular epistemological view, people need outright beliefs in addition to credences to simplify their reasoning. Outright beliefs simplify reasoning by allowing thinkers to ignore small error probabilities. What is outright believed can change between contexts. It has been claimed that thinkers manage shifts in their outright beliefs and credences across contexts by an updating procedure resembling conditionalization, which I call pseudo-conditionalization (PC). But conditionalization is notoriously complicated. The claim that thinkers manage their beliefs via PC is (...) thus in tension with the view that the function of beliefs is to simplify our reasoning. I propose to resolve this puzzle by rejecting the view that thinkers employ PC. Based on this solution, I furthermore argue for a descriptive and a normative claim. The descriptive claim is that the available strategies for managing beliefs and credences across contexts that are compatible with the simplifying function of outright beliefs can generate synchronic and diachronic incoherence in a thinker’s attitudes. Moreover, I argue that the view of outright belief as a simplifying heuristic is incompatible with the view that there are ideal norms of coherence or consistency governing outright beliefs that are too complicated for human thinkers to comply with. This paper defends an account of full belief, including an account of its relationship to credence. Along the way, I address several familiar and difficult questions about belief. Does fully believing a proposition require having maximal confidence in it? Are rational beliefs closed under entailment, or does the preface paradox show that rational agents can believe inconsistent propositions? Does whether you believe a proposition depend partly on your practical interests? My account of belief resolves the tension between conflicting answers to (...) these questions that have been defended in the literature. In addition, my account complements fruitful probabilistic theories of assertion and knowledge. (shrink)

The analysis of desire ascriptions has been a central topic of research for philosophers of language and mind. This work has mostly focused on providing a theory of want reports, that is, sentences of the form ‘S wants p’. In this paper, we turn from want reports to a closely related but relatively understudied construction, namely hope reports, that is, sentences of the form ‘S hopes p’. We present two contrasts involving hope reports and show that existing approaches to desire (...) fail to explain these contrasts. We then develop a novel account that combines some of the central insights in the literature. We argue that our theory provides an elegant account of our contrasts and yields a promising analysis of hoping. (shrink)

Deference in politics is often necessary. To answer questions like, “Should the government increase the federal minimum wage?” and “Should the state introduce a vaccine mandate?”, we need to know relevant scientific and economic facts, make complex value judgments, and answer questions about incentives and implementation. Lay citizens typically lack the time, resources, and competence to answer these questions on their own. Hence, they must defer to others. But to whom should they defer? A common answer is that they should—or (...) are at least permitted to—defer to co-partisans. This view initially seems attractive on both normative and empirical grounds. Against this, I argue that deference to co-partisans has overlooked moral and epistemic problems. In light of them, I propose several new ways to revise our expectations of citizens in a democracy both individually and institutionally. (shrink)

In Accuracy and the Laws of Credence Richard Pettigrew assumes a particular view of belief, which states that people don't have any other doxastic states besides credences. This is in tension with the popular position that people have both credences and outright beliefs. Pettigrew claims that such a dual view of belief is incompatible with the accuracy-first approach. I argue in this paper that it is not. This is good news for Pettigrew, since it broadens the appeal of his framework.

According to comparativism, degrees of belief are reducible to a system of purely ordinal comparisons of relative confidence. (For example, being more confident that P than that Q, or being equally confident that P and that Q.) In this paper, I raise several general challenges for comparativism, relating to (i) its capacity to illuminate apparently meaningful claims regarding intervals and ratios of strengths of belief, (ii) its capacity to draw enough intuitively meaningful and theoretically relevant distinctions between doxastic states, and (...) Traditionally epistemologists have taken doxastic states to come in three varieties—belief, disbelief, and suspension. Recently many epistemologists have taken our doxastic condition to be usefully represented by credences—quantified degrees of belief. Moreover, some have thought that this new credal picture is sufficient to account for everything we want to explain with the old traditional picture. Therefore, belief, disbelief, and suspension must map onto the new picture somehow. In this paper I challenge that possibility. Approaching the question from the angle of (...) suspension, I argue that all possible credal accounts face serious challenges. They either (i) falsify central claims that uphold the credal picture itself or (ii) do not permit suspension in cases where it is permissible or (iii) rule out the possibility of plainly possible confidence comparisons. This paper elaborates a new solution to the lottery paradox, according to which the paradox arises only when we lump together two distinct states of being confident that p under one general label of ‘belief that p’. The two-state conjecture is defended on the basis of some recent work on gradable adjectives. The conjecture is supported by independent considerations from the impossibility of constructing the lottery paradox both for risk-tolerating states such as being afraid, hoping or hypothesizing, and for risk-averse, (...) certainty-like states. The new proposal is compared to views within the increasingly popular debate opposing dualists to reductionists with respect to the relation between belief and degrees of belief. (shrink)

This paper uses some modest claims about knowledge to identify a significant problem for contemporary American trial procedure. First, suppose that legal proof requires knowledge. In particular, suppose that the defendant in a jury trial is proven guilty only if the jury knows that the defendant is guilty. Second, suppose that knowledge is subject to pragmatic encroachment. In particular, whether the jury knows the defendant is guilty depends on what’s at stake in their decision to convict, including the consequences that (...) the defendant may face if convicted. Then in order to know whether a defendant has been proven guilty, jurors may need to know something about the potential consequences of conviction. But in nearly every American criminal trial, this information is withheld from jurors. -/- In §1, I lay out the philosophical premises of my argument. In §2, I say more about why these premises present a problem for American trial procedure, and I identify social and political structures that exacerbate the problem. I describe the reasoning that has led courts to withhold sentencing information from jurors, and I diagnose the flaw in this reasoning. In §3, I expand my initial argument, strengthening its conclusions and offering alternative sets of premises that still entail them. I argue that the legal ramifications of pragmatic encroachment depend on highly controversial questions in epistemology, questions about the precise nature of practical stakes. Proponents of zetetic encroachment claim that certain zetetic or inquiry-related considerations can have a bearing on the epistemic rationality of one’s belief formation. Since facts about the interestingness or importance of a topic can be the right kind of reasons for inquisitive attitudes, such as curiosity, and inquisitive attitudes are ways to suspend judgement, these facts also amount to reasons against believing. This mechanism is said to explain several contentious phenomena in epistemology, such as the occurrence of pragmatic encroachment. In (...) this paper, I provide two lines of reasoning against zetetic encroachment. First, on any contrastivist understanding of epistemic reasons, the case in favour of zetetic encroachment loses all its motivational force. According to the preference-centric approach to understanding partial belief, the connection between partial beliefs and preferences is key to understanding what partial beliefs are and how they’re measured. As Ramsey put it, the ‘degree of a belief is a causal property of it, which we can express vaguely as the extent to which we are prepared to act on it’ The Foundations of Mathematics and Other Logical Essays, Routledge, Oxon, pp 156–198, 1931). But this idea is not as popular as (...) it once was. Nowadays, the preference-centric approach is frequently dismissed out-of-hand as behaviouristic, unpalatably anti-realist, and/or prone to devastating counterexamples. Cases like Eriksson and Hájek’s :183–213, 2007) preferenceless Zen monk and Christensen’s :356–376, 2001) other roles argument have suggested to many that any account of partial belief that ties them too closely to preferences is irretrievably flawed. Comparativism is the view that comparative confidences (e.g., being more confident that P than that Q) are more fundamental than degrees of belief (e.g., believing that P with some strength x). In this paper, I outline the basis for a new, non-probabilistic version of comparativism inspired by a suggestion made by Frank Ramsey in `Probability and Partial Belief'. I show how, and to what extent, `Ramseyan comparativism' might be used to weaken the (unrealistically strong) probabilistic coherence conditions that comparativism traditionally (...) relies on. However, since it is commonly held that beliefs are directly governed by epistemic as opposed to moral norms, how could it be objectionable to hold paternalistic beliefs about others if they are supported by the evidence? Drawing on central elements of relational egalitarianism, this paper attempts to bridge this gap. In a first step, it argues that holding paternalistic beliefs about others implies a failure to regard (...) them as equals in terms of their moral agency. In a second step, it shows that the fact that we should regard others as equals in this sense raises the threshold for sufficiency of evidence for paternalistic beliefs to be epistemically justified. That is, moral reasons of relational equality encroach on the epistemic. However, these reasons are not decisive. In cases where others are about to jeopardize critical goods such as their lives, mobility or future autonomy, relational equality sometimes calls for paternalistic action and, by extension, the formation of beliefs that render such action rational. The upshot is that in order to meet demands of relational equality we have a pro tanto reason to not hold paternalistic beliefs about others. (shrink)

James Joyce's article “A Nonpragmatic Vindication of Probabilism” introduced an approach to arguing for credal norms by appealing to the epistemic value of accuracy. The central thought was that credences ought to accurately represent the world, a guiding thought that has gone on to generate an entire research paradigm on the rationality of credences. Recently, a number of epistemologists have begun to apply this same thought to full beliefs, attempting to explain and argue for norms of belief in terms of (...) epistemic value. This paper examines these recent attempts, showing how they interact with work on the accuracy of credences. It then examines how differing judgments about epistemic value give rise to distinct rational requirements for belief, concluding by considering some of the fundamental questions and issues yet to be fully explored. The thesis defended in this article is that epistemology should treat some of our cognitive limitations not as unfortunate defects or external perturbations to be idealized away in theories of epistemic agency, but as necessary underpinnings of good reasoning. We begin with a problem regarding deliberation that calls epistemic agency into question: our reasons in support of belief are never conclusive and never rule out all doubt. Yet we must rule out all doubt to close deliberation; we must close deliberation (...) to form a full belief; and we must form a full belief to have knowledge. The problem with the first step calls the whole into question. The solution (if we seek an alternative to rejecting traditional epistemic agency, including the existence of beliefs) is our limitations: they prevent us from considering all possible doubt, leaving a tractable space of possibilities. When these limitations are virtuous, they contribute to an effective cognitive system. Once we understand the role of our limitations, it will lead us to a deeper understanding of deliberation, belief, epistemic virtue, and epistemic agency. Limitations are as much a part of agency as, for example, logical relations are. Idealizing them away means idealizing away actual agency. (shrink)

In this paper, I offer reasons to conclude that either belief impermissivism or credal impermissivism is false. That is to say, I argue against the conjunction of belief impermissivism and credal impermissivism. I defend this conclusion in three ways. First, I show what I take to be an implausible consequence of holding that for any rational credence in p, there is only one correlating rational belief-attitude toward p, given a body of evidence. Second, I provide thought experiments designed to support (...) the intuition that there are at least a few credences in some cases for which more than one belief-attitude is rationally permissible. Third, I provide one possible theoretical grounding for my position by appeal to Jamesian values. (shrink)

Belief is a familiar attitude: taking something to be the case or regarding it as true. But we are more confident in some of our beliefs than in others. For this reason, many epistemologists appeal to a second attitude, called credence, similar to a degree of confidence. This raises the question: how do belief and credence relate to each other? On a belief-first view, beliefs are more fundamental and credences are a species of beliefs, e.g. beliefs about probabilities. On a (...) credence-first view, credences are more fundamental and beliefs are a species of credence, e.g. credence above some threshold. In this thesis, I develop and defend a third view that I call belief-credence dualism. On this view, belief and credence are independent, equally fundamental attitudes, and neither reduces to the other. I begin by motivating the project: why should we care about the relationship between belief and credence? I argue it has broad implications for many debates in epistemology and beyond. Then, I defend dualism, arguing that it can explain features of our mental lives that a credence-first view and a belief-first view cannot. I also argue that dualism has attractive, interesting implications when applied to the pragmatic encroachment debate. Finally, I explore implications of dualism, both for the nature of evidence and how faith might go beyond the evidence but nonetheless be epistemically rational. I conclude that the human mind is, in some ways, complex, but we should be happy with this conclusion also long as each mental state we posit has a clear role to play. (shrink)

Salience reasoning, many have argued, can help solve coordination problems, but only if such reasoning is supplemented by higher-order predictions, e.g. beliefs about what others believe yet others will choose. In this paper, I will argue that this line of reasoning is self-undermining. Higher-order behavioral predictions defeat salience-based behavioral predictions. To anchor my argument in the philosophical literature, I will develop it in response and opposition to the popular Lewisian model of salience reasoning in coordination games. This model imports the (...) problematic higher-order beliefs by way of a ‘symmetric reasoning’ constraint. In the second part of this paper, I will argue that a player may employ salience reasoning only if she suspends judgment about what others believe yet others will do. (shrink)

Traditional epistemologists assumed that the most important doxastic norms were rational requirements on belief. This orthodoxy has recently been challenged by the work of revolutionary epistemologists on the rational requirements on credences. Revolutionary epistemology takes it that such contemporary work is important precisely because traditional epistemologists are mistaken—credal norms are more fundamental than, and determinative of, belief norms. To make sense of their innovative project, many revolutionary epistemologists have also adopted another commitment, that norms on credences are governed by a (...) fundamental accuracy norm. Unfortunately for the revolutionary epistemologist, it has been difficult to define a measure of accuracy while maintaining that credal norms are more basic than belief norms. In this paper, I criticize one such proposal for measuring accuracy, that the accuracy of our credences should be assessed in terms of what we know, arguing that this picture ultimately cannot vindicate the revolutionary approach. This paper discusses the conditions under which an agent is rationally permitted to leave some uncertain propositions relevant to her decision out of her deliberation. By relying on the view that belief involves a defeasible disposition to treat a proposition as true in one’s reasoning, we examine the conditions under which such a disposition can be overridden and under which an agent should take into account her uncertainty as to a proposition she believes in the course of a particular deliberation. (...) We argue that, in some contexts, an agent can be faced with the choice of either accepting or not accepting a proposition she believes in the course of her deliberation. We provide a description of such higher-order deliberations within the framework of expected utility theory and draw conclusions regarding the phenomenon of pragmatic encroachment on knowledge. This book takes purism about knowledge as the default position and defends it from the challenges of pragmatic encroachment. The book is divided into two parts, a negative and a positive one. The negative part critically examines existing purist strategies in response to pragmatic encroachment. The positive part provides a new theory of how practical factors can systematically influence our confidence and explores some implications of such influence.
