This book offers original accounts of a number of central social phenomena, many of which have received little if any prior philosophical attention. These phenomena include social groups, group languages, acting together, collective belief, mutual recognition, and social convention. In the course of developing her analyses Gilbert discusses the work of Emile Durkheim, Georg Simmel, Max Weber, David Lewis, among others.

This book develops a systematic philosophical theory of social action and group phenomena, in the process presenting detailed analyses of such central social notions as 'we-attitude' (especially 'we-intention' and mutual belief, social norm, joint action, and - most important - group goal, group belief, and group action). Though this is a philosophical work, it presents a unified conceptual framework that may be useful to social scientists, especially social psychologists, as well as philosophers. The book puts forward and defends a number (...) of systematic philosophical theses, resulting in not only a theory of social action but, more broadly, a philosophical theory of society, or at least those aspects of society with which social psychology is supposed to deal (individuals in groups, groups, joint action, and the like). The Philosophy of Sociality offers new ideas and conceptual tools for philosophers and social scientists in their analysis of the social world.

One of the most distinguished living social philosophers, Margaret Gilbert develops and extends her application of plural subject theory of human sociality, first introduced in her earlier works On Social Facts and Living Together. Sociality and Responsibility presents an extended discussion of her proposal that joint commitments inherently involve obligations and rights, proposing, in effect, a new theory of obligations and rights. In addition, it demonstrates the extensive range and fruitfulness of plural subject theory by presenting accounts of social rules, (...) scientific change, political obligation, collective remorse, collective guilt, shared intention and an important class of rights and obligations. This article explores the question: what is it for two or more people to intend to do something in the future? In a technical phrase, what is it for people to share an intention ? Extending and refining earlier work of the author’s, it argues for three criteria of adequacy for an account of shared intention (the disjunction, concurrence, and obligation criteria) and offers an account that satisfies them. According to this account, in technical terms explained in the paper, people (...) share an intention when and only when they are jointly committed to intend as a body to do such-and-such in the future. This account is compared and contrasted with the common approach that treats shared intention as a matter of personal intentions, with particular reference to the work of Michael Bratman. (shrink)

In the literature of collective intentions, the ‘we-intentions’ that lie behind cooperative actions are analysed in terms of individual mental states. The core forms of these analyses imply that all Nash equilibrium behaviour is the result of collective intentions, even though not all Nash equilibria are cooperative actions. Unsatisfactorily, the latter cases have to be excluded either by stipulation or by the addition of further, problematic conditions. We contend that the cooperative aspect of collective intentions is not a property of (...) the intentions themselves, but of the mode of reasoning by which they are formed. We analyse collective intentions as the outcome of team reasoning, a mode of practical reasoning used by individuals as members of groups. We describe this mode of reasoning in terms of formal schemata, discuss a range of possible accounts of group agency, and show how existing theories of collective intentions fit into this framework. Social action is central to social thought. This centrality reflects the overwhelming causal significance of action for social life, the centrality of action to any account of social phenomena, and the fact that conventions and normativity are features of human activity. This book provides philosophical analyses of fundamental categories of human social action, including cooperative action, conventional action, social norm governed action, and the actions of the occupants of organizational roles. A distinctive feature of the book is that it applies (...) these theories of social action categories to some important moral issues that arise in social contexts such as the collective responsibility for environmental pollution, humanitarian intervention, and dealing with the rights of minority groups. This paper gives an up-to-date account of we-intentions and responds to some critics of the author’s earlier work on the topic in question. While the main lines of the new account are basically the same as before, the present account considerably adds to the earlier work. For one thing, it shows how we-intentions and joint intentions can arise in terms of the so-called Bulletin Board View of joint intention acquisition, which relies heavily on some underlying mutually accepted conceptual and situational (...) presuppositions but does not require agreement making or joint intention to form a joint intention. The model yields categorical, unconditional intentions to participate in the content of the we-intention and joint intention (viz. shared we-intention upon analysis). The content of a we-intention can be, but need not be a joint action. Thus a participant alone cannot settle and control the content of the intention. Instead the participants jointly settle the content and control the satisfaction of the intention. These and some other features distinguish we-intentions from “action intentions”, viz. intentions that an agent can alone settle and satisfy. The paper discusses weintentions (and other “aim-intentions”) from this perspective and it also defends the author’s earlier account against a charge of vicious circularity that has been directed against it. Philosophers have proposed accounts of shared intentions that aim at capturing what makes a joint action intentionally joint. On these accounts, having a shared intention typically presupposes cognitively and conceptually demanding theory of mind skills. Yet, young children engage in what appears to be intentional, cooperative joint action long before they master these skills. In this paper, I attempt to characterize a modest or ‘lite’ notion of shared intention, inspired by Michael Bacharach’s approach to team–agency theory in terms of framing, (...) group identification and team reasoning. I argue that the account of shared intentions this approach yields is less cognitively and conceptually demanding than other accounts and is thus applicable to the intentional joint actions performed by young children. I also argue that it has limitations of its own and that considering what these limitations are may help us understand why we sometimes need to take other routes to shared intentions. (shrink)

This paper gives an account of proxy agency in the context of collective action. It takes the case of a group announcing something by way of a spokesperson as an illustration. In proxy agency, it seems that one person or subgroup's doing something counts as or constitutes or is recognized as (tantamount to) another person or group's doing something. Proxy agency is pervasive in institutional action. It has been taken to be a straightforward counterexample to an appealing deflationary view of (...) collective action as a matter of all members of a group making a contribution to bringing about some event. I show that this is a mistake. I give a deflationary account of constitutive rules in terms of essentially collective action types. I then give an account of one form of constitutive agency in terms of constitutive rules. I next give an account of status functions—of which being a spokesperson is one—that also draws on the concept of a constitutive rule. I then show how these materials help us to see how proxy agency is an expression of the agency of all members of the group credited with doing something when the proxy acts. (shrink)

Given the premise that joint action plays some role in explaining how humans come to understand minds, what could joint action be? Not what a leading account, Michael Bratman's, says it is. For on that account engaging in joint action involves sharing intentions and sharing intentions requires much of the understanding of minds whose development is supposed to be explained by appeal to joint action. This paper therefore offers an account of a different kind of joint action, an account compatible (...) with the premise about development. The new account is no replacement for the leading account; rather the accounts characterise two kinds of joint action. Where the kind of joint characterised by the leading account involves shared intentions, the new account characterises a kind of joint action involving shared goals. (shrink)

This paper offers an analysis of the logical form of plural action sentences that shows that collective actions so ascribed are a matter of all members of a group contributing to bringing some event about. It then uses this as the basis for a reductive account of the content of we-intentions according to which what distinguishes we-intentions from I-intentions is that we-intentions are directed about bringing it about that members of a group act in accordance with a shared plan.

My concern here is to motivate some theses in the philosophy of mind concerning the interpersonal character of intentions. I will do so by investigating aspects of shared agency. The main point will be that when acting together with others one must be able to act directly on the intention of another or others in a way that is relevantly similar to the manner in which an agent acts on his or her own intentions. What exactly this means will become (...) clearer once we understand what it is to act directly on one’s own intentions. But I take it to be a fundamental assumption of the prevailing individualism of the theory of action— one at the core of its conception of the separateness of individuals— that one person cannot act directly on another’s intention. I agree that there is an important way in which we are or can be separate and autonomous thinkers and agents. But the way the individualist tries to capture this separateness is misguided. (shrink)

Two partners plan to rob a bank. The first recruits a driver while the second purchases a shotgun from a gun dealer. The driver knows he’s taking part in a robbery, although not a bank robbery. The gun dealer should have checked his customer’s police record before the sale, but failed to do so. The bank is robbed, a guard is killed, and the robbers escape, only to be caught later. “They committed bank robbery,” a prosecutor will say. But does (...) “they” include the gun dealer, whose lax standards made the robbery possible? “They conspired to rob the bank”—but does “they” here include the driver, who didn’t know it was a bank they were robbing? “They killed a bank guard”—but does it matter which robber inside the bank pulled the trigger? Most reductionist accounts of intentional joint action include a condition that it must be common knowledge between participants that they have certain intentions and beliefs that cause and coordinate the joint action. However, this condition has typically simply been taken for granted rather than argued for. The condition is not necessary for ensuring that participants are jointly responsible for the action in which each participates, nor for ensuring that each treats the others as partners rather than as social tools. It (...) is thus something of a mystery why the condition is so widely accepted. By rejecting three arguments that could potentially support it, I argue that reductionists should get rid of the condition. I show that two of the arguments fail. While the third argument is intuitively compelling, it builds on key premises that are unavailable to the reductionist. (shrink)

Shared agency is of central importance in our lives in many ways. We enjoy engaging in certain joint activities with others. We also engage in joint activities to achieve complex goals. Current approaches propose that we understand shared agency in terms of the more basic phenomenon of shared intention. However, they have presented two antagonistic views about the nature of this phenomenon. Some have argued that shared intention should be understood as being primarily a structure of attitudes of individual participants (...) and their interrelations (Bratman, Searle, Tuomela and Miller). Others have claimed that shared intention should be regarded as being primarily a normative transaction which gives rise to interpersonal obligations (Gilbert). In contrast to these approaches, I propose a compromise view. I argue that shared intention involves a complex socio-psychological structure which ensures, in the absence of special circumstances, the existence of relevant moral obligations. My argument involves two main steps. First, I show that shared intention includes important relations of mutual reliance between the participants. Then, I argue that the existence of these relations of mutual reliance in shared intention helps us explain why, failing special circumstances, shared intention generates those obligations. This provides, in my view, a solution to the vexed question of the relation between shared intention and interpersonal obligations. (shrink)

This chapter explains the mechanism of proxy agency whereby a group (or individual) acts through another authorized to represent it.

Philosophers have in general offered only a partial view of the normative grounds of reliance. Some maintain that either one of evidence or of pragmatic considerations has a normative bearing on reliance, but are silent about whether the other kind of consideration has such a bearing on it as well. Others assert that both kinds of considerations have a normative bearing on reliance, but sidestep the question of what their relative normative bearing is. Many philosophers have offered accounts of shared actions aimed at capturing what makes joint actions intentionally joint. I first discuss two leading accounts of shared intentions, proposed by Michael Bratman and Margaret Gilbert. I argue that Gilbert’s account imposes more normativity on shared intentions than is strictly needed and that Bratman’s account requires too much cognitive sophistication on the part of agents. I then turn to the team-agency theory developed by economists that I see as offering an alternative route to (...) shared intention. I concentrate on Michael Bacharach’s version of team-agency theory, according to which shared agency is a matter of team-reasoning, team-reasoning depends on group identification and group identification is the result of processes of self-framing. I argue that it can yield an account of shared intention that is less normatively loaded and less cognitively demanding. (shrink)

Shared activity is often simply willed into existence by individuals. This poses a problem. Philosophical reflection suggests that shared activity involves a distinctive, interlocking structure of intentions. But it is not obvious how one can form the intention necessary for shared activity without settling what fellow participants will do and thereby compromising their agency and autonomy. One response to this problem suggests that an individual can have the requisite intention if she makes the appropriate predictions about fellow participants. I argue (...) that implementing this predictive strategy risks derailing practical reasoning and preventing one from forming the intention. My alternative proposal for reconciling shared activity with autonomy appeals to the idea of acting directly on another's intention. In particular, I appeal to the entitlement one sometimes has to another's practical judgment, and the corresponding authority the other sometimes has to settle what one is to do. (shrink)

According to a common claim, a necessary condition for a collective action (as opposed to a mere set of intertwined or parallel actions) to take place is that the notion of collective action figures in the content of each participant’s attitudes. Insofar as this claim is part of a conceptual analysis, it gives rise to a circularity challenge that has been explicitly addressed by Michael Bratman and Christopher Kutz.1 I will briefly show how the problem arises within Bratman’s and Kutz’s (...) analyses, and then proceed to criticize some possible responses, including the ones proposed by Bratman and Kutz. My conclusion is that in order to avoid circularity and retain the features that are supposed to make this sort of account attractive, we need a notion of collectivity that does not presuppose intention. I suggest that we should make a distinction between collective and noncollective activity merely in terms of dispositions and causal agency. There are independent reasons to think that we actually possess such a distinct causal conception of collectivity. It is not necessary for the participants in a jointly intentional collective action to possess a stronger notion of their intended collective activity than this. In particular, they do not need to possess the concept of a jointly intentional collective action. (shrink)

In this article I attempt to provide a conceptual framework for thinking about reliance in a systematic way. I argue that reliance is a cognitive attitude that has a tighter connection to the guidance of our thought and action than ordinary belief does. My main thesis is that reliance has a ‘constitutive aim’: namely, it aims at guiding our thought and action in a way that is sensible from the standpoint of practical or theoretical ends. This helps explain why reliance (...) is, in contrast to belief, typically formed and revised in response to pragmatic considerations. (shrink)

In 'Joint Action and Development', Stephen Butterfill argues that if several agents' actions are driven by what he calls a "shared goal"—a certain pattern of goal-relations and expectations—then these actions constitute a joint action. This kind of joint action is sufficiently cognitively undemanding for children to engage in, and therefore has the potential to play a part in fostering their understanding of other minds. Part of the functional role of shared goals is to enable agents to choose means that are (...) appropriate to realising a goal with others rather than individually. By offering a counterexample, I show that the pattern of goal-relations and expectations specified by Butterfill cannot play this role. I then provide an appropriately conceptually and cognitively undemanding amendment with which the account can be saved. (shrink)

In this paper, I distinguish three claims, which I label individual intentional autonomy, individual intentional autarky, and intentional individualism. The autonomy claim is that under normal circumstances, each individual's behavior has to be interpreted as his or her own action. The autarky claim is that the intentional interpretation of an individual's behavior has to bottom out in that individual's own volitions, or pro-attitudes. The individualism claim is weaker, arguing that any interpretation of an individual's behavior has to be given in (...) terms of individual intentional states. I argue that individual intentional autonomy implies neither individual intentional autarky, nor intentional individualism, with which it is usually lumped together. I further argue that this insight is the key to an adequate view of an important class of actions, i.e., plural actions. (shrink)

In this article I propose an original view of the nature of shared intention. In contrast to psychological views (Bratman, Searle, Tuomela) and normative views (Gilbert), I argue that both functional roles played by attitudes of individual participants and interpersonal obligations are factors of central and independent significance for explaining what shared intention is. It is widely agreed that shared intention (I) normally motivates participants to act, and (II) normally creates obligations between them. I argue that the view I propose (...) can explain why it is not a mere accident that both (I) and (II) are true of shared intention, while psychological and normative views cannot. The basic idea is that shared intention involves a structure of attitudes of individuals –including, most importantly, attitudes of reliance – which normally plays the relevant motivating roles and creates the relevant obligations. This paper clarifies Searle's account of we-intentions and then argues that it is subject to counterexamples, some of which are derived from examples Searle uses against other accounts. It then offers an alternative reductive account that is not subject to the counterexamples.

Philosophers of action of different persuasions have suggested that there is a tight connection between the phenomenon of intending and the phenomena of “being settled on” and of “settling” a course of action. For many, this connection supports an important constraint on intention: one may only intend what one takes one’s so intending as settling. Traditionally, this has been understood as a doxastic constraint on intention: what one takes one’s intention as settling is what one believes one’s so intending as (...) settling. This paper proposes an alternative conception of such a constraint. The idea is to conceive of it in terms of the attitude of reliance, rather than of belief. The aim of the paper is three-fold: to clarify the connection between intending to act and the phenomena of being settled on and of settling a course of action, to provide support for the reliance conception of the cited constraint, and to show that this conception drives a wedge in the familiar dispute, between doxastic and conative accounts of intention, as to whether intending to act necessarily involves the belief that one will so act. Writers on collective action are in broad agreement that in order for a group of agents to form a collective intention, the members of that group must have beliefs about the beliefs of the other members. But in spite of the fact that this so-called "interactive knowledge" is central to virtually every account of collective intention, writers on this subject have not offered a detailed account of the nature of interactive knowledge. In this paper, we argue that such an account (...) is necessary for any adequate analysis of collective intention. Furthermore, we argue that an application of Robert Aumann's theory of interactive knowledge may be used to address several puzzling features of collective intention. The intentions of others often enter into your practical reasoning, even when you’re acting on your own. Given all the agents around you, you’ll come to grief if what they’re up to is never a consideration in what you decide to do and how you do it. There are occasions, however, when the intentions of another figure in your practical reasoning in a particularly intimate and decisive fashion. I will speak of there being on such occasions a practical intersubjectivity of (...) intentions holding between you and the other individual. I will try to identify this practical intersubjectivity, and to take some preliminary steps toward giving a philosophical account of it. Occasions of practical intersubjectivity are usually those where individuals share agency, or do things jointly, such as when they walk together, kiss, or paint a house together. I will not assume that all instances of practical intersubjectivity are instances of shared agency. But the converse is true: any instance of shared agency involves a practical intersubjectivity holding between the participants. An account of shared agency is inadequate if it fails to handle practical intersubjectivity. The paper is structured as follows. In section 1, I present an example to illustrate this idea of practical intersubjectivity, at least as it appears in the context of shared agency. Practical intersubjectivity is a normative phenomenon, and it is on this basis that in section 2 I distinguish it from the mere coordination of intentions some have recognized as essential for shared activity. The task of section 3 is to show how practical intersubjectivity cannot be adequately described in terms of ordinary intentions familiar from the study of individual agency. I compare Bratman’s theory with Gilbert’s. I draw attention to their similarities, query Bratman’s claim that his theory is the more parsimonious, and point to one theoretical advantage of Gilbert’s theory.

A central claim in Michael Bratman’s account of shared agency is that there need be no radical conceptual, metaphysical or normative discontinuity between robust forms of small-scale shared intentional agency, i.e., modest sociality, and individual planning agency. What I propose to do is consider another potential discontinuity, whose existence would throw doubt on his contention that the structure of a robust form of modest sociality is entirely continuous with structures at work in individual planning agency. My main point will be (...) that he may be wrong in assuming that the basic cognitive infrastructure sufficient to support individual agency doesn’t have to be supplemented in significant ways to support shared agency. This work provides a rigorous analysis of what Tuomela calls ‘the we-perspective’. Tuomela's overarching project is to argue that ‘conceptualizing social life and theorizing about it requires the use of group concepts, indeed the we-perspective and, especially, the we-mode.’ Already some of the complexities of Tuomela's approach will be evident – viz. in the distinction, implied in the above quotation and carried through systematically throughout the work, between the ‘we-perspective’ and the ‘we-mode’. For, indeed, it is possible, on his account, (...) to take up the we-perspective from the I-mode and, indeed, this is probably quite common, but is not adequate to ground the analysis of social and institutional concepts. As Tuomela puts it, ‘The concept of social institution is a we-mode concept, and in actual practice, at least some we-mode thinking and acting is required for institutions to function adequately.’ Since ‘we-mode’ is the more central notion, let us begin with that. It will be instructive to quote Tuomela at length : " Agent A, a member of group g, has ATT, the attitude ATT with content p, in … ". (shrink)

In an important new book on shared agency, Michael Bratman develops an account of the normative demand for the coordination of intentions amongst participants in shared agency. Bratman seeks to understand this form of normative guidance in terms of that associated with individual planning intentions. I give reasons to resist his form of reductionism. In addition, I note how Bratman’s discussion raises the interesting issue of the function or purpose of shared intention and of shared agency more generally. According to (...) Bratman, the function of shared intention is to promote interpersonal coordination of intention and action. I suggest that power sharing amongst participants must also be included as a function of shared intention. (shrink)
