Drawing on insights from causal theories of reference, teleosemantics, and state space semantics, a theory of naturalized mental representation. In A Mark of the Mental, Karen Neander considers the representational power of mental states—described by the cognitive scientist Zenon Pylyshyn as the “second hardest puzzle” of philosophy of mind. The puzzle at the heart of the book is sometimes called “the problem of mental content,” “Brentano's problem,” or “the problem of intentionality.” Its motivating mystery is how neurobiological states can have (...) semantic properties such as meaning or reference. Neander proposes a naturalistic account for sensory-perceptual representations. Neander draws on insights from state-space semantics, causal theories of reference, and teleosemantic theories. She proposes and defends an intuitive, theoretically well-motivated but highly controversial thesis: sensory-perceptual systems have the function to produce inner state changes that are the analogs of as well as caused by their referents. Neander shows that the three main elements—functions, causal-information relations, and relations of second-order similarity—complement rather than conflict with each other. After developing an argument for teleosemantics by examining the nature of explanation in the mind and brain sciences, she develops a theory of mental content and defends it against six main content-determinacy challenges to a naturalized semantics. It is a live possibility that certain of our experiences reliably misrepresent the world around us. I argue that tracking theories of mental representation have difficulty allowing for this possibility, and that this is a major consideration against them.

The 'content view', in slogan form, is 'Perceptual experiences have representational content'. I explain why the content view should be reformulated to remove any reference to 'experiences'. I then argue, against Bill Brewer, Charles Travis and others, that the content view is true. One corollary of the discussion is that the content of perception is relatively thin (confined, in the visual case, to roughly the output of 'mid-level' vision). In this paper I argue that causal relations between objects are represented in visual experience, and contrast my argument and its conclusion with Michotte's results from the 1960's.

Causal theories of mental content (CTs) ground certain aspects of a concept's meaning in the causal relations a concept bears to what it represents. Section 1 explains the problems CTs are meant to solve and introduces terminology commonly used to discuss these problems. Section 2 specifies criteria that any acceptable CT must satisfy. Sections 3, 4, and 5 critically survey various CTs, including those proposed by Fred Dretske, Jerry Fodor, Ruth Garrett Millikan, David Papineau, Dennis Stampe, Dan Ryder, and the (...) author himself. The aim of this paper is to defend the teleological theory of representation against an objection by Jerry Fodor. I shall argue that previous attempts to answer this objection fail to recognize the importance of belief-desire structure for the teleological theory of representation.

" Biosemantics " was the title of a paper on mental representation originally printed in The Journal of Philosophy in 1989. It contained a much abbreviated version of the work on mental representation in Language Thought and Other Biological Categories. There I had presented a naturalist theory of intentional signs generally, including linguistic representations, graphs, charts and diagrams, road sign symbols, animal communications, the "chemical signals" that regulate the function of glands, and so forth. But the term " biosemantics " (...) has usually been applied only to the theory of mental representation. Let me first characterize a more general class of theories called "teleological theories of mental content" of which biosemantics is an example. Then I will discuss the details that distinguish biosemantics from other naturalistic teleological theories. (shrink)

A central debate in the philosophy of perception concerns the range of properties that can be represented in perceptual experience. Are the contents of perceptual experience restricted to ‘low-level’ properties such as location, shape and texture, or can ‘high-level’ properties such as being a tomato, being a pine tree or being a watch also be represented in perceptual experience? This paper explores the bearing of gist perception on the admissible contents debate, arguing that it provides qualified support for the claim (...) that certain kinds of high-level properties—such as being a natural scene —can be perceptually represented. After presenting evidence about categorization behavior, this paper argues for the following theses: 1) that there is a border between perception and cognition; 2) that the border is to be characterized by perception being modular (and cognition not being so); 3) that perception outputs conceptualized representations, so views that posit that the output of perception is solely non-conceptual are false; and 4) that perceptual content consists of basic-level categories and not richer contents.

The success of a piece of behaviour is often explained by its being caused by a true representation (similarly, failure falsity). In some simple organisms, success is just survival and reproduction. Scientists explain why a piece of behaviour helped the organism to survive and reproduce by adverting to the behaviour’s having been caused by a true representation. That usage should, if possible, be vindicated by an adequate naturalistic theory of content. Teleosemantics cannot do so, when it is applied to simple (...) representing systems (Godfrey-Smith 1996). Here it is argued that the teleosemantic approach to content should therefore be modified, not abandoned, at least for simple representing systems. The new ‘infotel-semantics’ adds an input condition to the output condition offered by teleosemantics, recognising that it is constitutive of content in a simple representing system that the tokening of a representation should correlate probabilistically with the obtaining of its specific evolutionary success condition. It is well known that informational theories of representation have trouble accounting for error. Informational semantics is a family of theories attempting a naturalistic, unashamedly reductive explanation of the semantic and intentional properties of thought and language. Most simply, the informational approach explains truth-conditional content in terms of causal, nomic, or simply regular correlation between a representation and a state of affairs. The central work is Dretske, and the theory was largely developed at the University of Wisconsin by Fred Dretske, (...) Dennis Stampe, and Berent Enc. Recently, informational semantics has roamed far beyond its Wisconsin home, and built a sizeable collection of followers. Converts include Jerry Fodor, Robert Stalnaker and, less faithfully, Paul and Patricia Churchland and Hartry Field. But for some years informational semantics has been hounded by a problem with error – the classic presentation is Fodor – and no other problem has hounded the theory so persistently. (shrink)

Theories of content purport to explain, among other things, in virtue of what beliefs have the truth conditions they do have. The desire for such a theory has many sources, but prominent among them are two puzzling facts that are notoriously difficult to explain: beliefs can be false, and there are normative constraints on the formation of beliefs.2 If we knew in virtue of what beliefs had truth conditions, we would be better positioned to explain how it is possible for (...) an agent to believe that which is not the case. Moreover, we do not say merely of such an agent that he believes that p when p is not the case. We say the agent made a mistake, and often criticize him accordingly; we think agents ought not have false beliefs, and that such beliefs should be changed; etc. An adequate theory of content would, presumably, reveal the source of these normative facts about the mental lives of agents. Indeed, it is typically taken to be an adequacy constraint on a theory of content that it help explain the possibility of error and the "normativity" of content. This chapter argues, using the method of phenomenal contrast, that causation is represented in visual experience. The conclusion is contrasted with the conclusions drawn by Michotte in his book The Perception of Causation.

The paper offers a partial, broad-stroke sketch of visual perception, and argues that certain kinds of normal visual misperceptions are systematic and widespread.

Perceptions "present" objects as red, as round, etc.-- in general as possessing some property. This is the "perceptual content" of the title, And the article attempts to answer the following question: what is a materialistically adequate basis for assigning content to what are, after all, neurophysiological states of biological organisms? The thesis is that a state is a perception that presents its object as "F" if the "biological function" of the state is to detect the presence of objects that are (...) "F". The theory contrasts with causal/informational theories, and with internalist theories, for example those which assign content on the basis of introspected feel. Its advantages are that it permits perceptual error while at the same time allowing content to be expressed in terms of external properties. The argument of the paper is illustrated throughout by examples from biology and computational psychology. (shrink)

Abstract“Sign stimuli” elicit specific patterns of behavior when an organism's motivation is appropriate. In the toad, visually released prey-catching involves orienting toward the prey, approaching, fixating, and snapping. For these action patterns to be selected and released, the prey must be recognized and localized in space. Toads discriminate prey from nonprey by certain spatiotemporal stimulus features. The stimulus-response relations are mediated by innate releasing mechanisms (RMs) with recognition properties partly modifiable by experience. Striato-pretecto-tectal connectivity determines the RM's recognition and localization (...) properties, whereas medialpallio-thalamo-tectal circuitry makes the system sensitive to changes in internal state and to prior history of exposure to stimuli. RMs encode the diverse stimulus conditions referring to the same prey object through different combinations of “specialized” tectal neurons, involving cells selectively tuned to prey features. The prey-selective neurons express the outcome of information processing in functional units consisting of interconnected cells. Excitatory and inhibitory interactions among feature-sensitive tectal and pretectal neurons specify the perceptual operations involved in distinguishing the prey from its background, selecting its features, and discriminating it from predators. Other connections indicate stimulus location. The results of these analyses are transmitted by specialized neurons projecting from the tectum to bulbar/spinal motor systems, providing a sensorimotor interface. Specific combinations of such projective neurons – mediating feature- and space-related messages – form “command releasing systems” that activate corresponding motor pattern generators for appropriate prey-catching action patterns.
