Hartmut Rosa advances an account of the temporal structure of society from the perspective of critical theory. He identifies three categories of change in the tempo of modern social life: technological acceleration, evident in transportation, communication, and production; the acceleration of social change, reflected in cultural knowledge, social institutions, and personal relationships; and acceleration in the pace of life, which happens despite the expectation that technological change should increase an individual's free time. According to Rosa, both the structural and cultural (...) aspects of our institutions and practices are marked by the "shrinking of the present," a decreasing time period during which expectations based on past experience reliably match the future. When this phenomenon combines with technological acceleration and the increasing pace of life, time seems to flow ever faster, making our relationships to each other and the world fluid and problematic. It is as if we are standing on "slipping slopes," a steep social terrain that is itself in motion and in turn demands faster lives and technology. As Rosa deftly shows, this self-reinforcing feedback loop fundamentally determines the character of modern life. (shrink)

The work of Giorgio Agamben, one of Italy's most important and original philosophers, has been based on an uncommon erudition in classical traditions of philosophy and rhetoric, the grammarians of late antiquity, Christian theology, and modern philosophy. Recently, Agamben has begun to direct his thinking to the constitution of the social and to some concrete, ethico-political conclusions concerning the state of society today, and the place of the individual within it. In Homo Sacer, Agamben aims to connect the problem of (...) pure possibility, potentiality, and power with the problem of political and social ethics in a context where the latter has lost its previous religious, metaphysical, and cultural grounding. Taking his cue from Foucault's fragmentary analysis of biopolitics, Agamben probes with great breadth, intensity, and acuteness the covert or implicit presence of an idea of biopolitics in the history of traditional political theory. He argues that from the earliest treatises of political theory, notably in Aristotle's notion of man as a political animal, and throughout the history of Western thinking about sovereignty, a notion of sovereignty as power over "life" is implicit. The reason it remains merely implicit has to do, according to Agamben, with the way the sacred, or the idea of sacrality, becomes indissociable from the idea of sovereignty. Drawing upon Carl Schmitt's idea of the sovereign's status as the exception to the rules he safeguards, and on anthropological research that reveals the close interlinking of the sacred and the taboo, Agamben defines the sacred person as one who can be killed and yet not sacrificed—a paradox he sees as operative in the status of the modern individual living in a system that exerts control over the collective "naked life" of all individuals. Each of the books that Hannah Arendt published in her lifetime was unique, and to this day each continues to provoke fresh thought and interpretations. This article places Hannah Arendt’s fundamental view of the instrumentality of violence in dialogue with Walter Benjamin’s ‘Critique of Violence’ in order to demonstrate the importance for each of a notion of ‘mere life’ or ‘life itself’ to an understanding of the agency of violence in modernity. Arendt’s critique of vitalism is most fully developed in The Human Condition, where she describes an entanglement of the instrumental activity of homo faber with life and labour in the work of Bergson, Nietzsche (...) and Marx. I suggest that Bergson’s treatment of life as creative evolution unexpectedly yields an accurate description of politics as spontaneous, unpredictable motion that Arendt takes as typical of modernity. Since Arendt also credits Bergson with a decisive influence on what she takes to be a growing commitment to the life-enhancing, creative potential of violence in the oppositional movements of the 1960s, which she explores in her late essay, On Violence, I trace out the continuity between Arendt’s earlier account of homo faber and her later critique of postmodern oppositional violence. Hannah Arendt’s political theory is often understood to rest on a celebration of action, the memorable words and deeds of named individuals, over against the anonymous processes constitutive of ‘labor’ and ‘society’. Yet at key moments in _The Human Condition_ and _The Origins of Totalitarianism_, Arendt seems to signal a different relationship between political action and anonymity; and she does so in part via citations of the novels of William Faulkner. Using the apparently contradictory notion of ‘anonymous glory’ as a (...) heuristic, this essay reconsiders Arendt’s political thought through readings of the novels she cites, _A Fable_ and _Intruder in the Dust_. The essay argues that, for Arendt, a conception of action adequate to the scale of modern social power must somehow be both indelibly tied to individual deeds and immersed in a processual field that is indifferent to the needs for meaning or purpose or satisfaction that individuals bring to what they do; and that Arendt’s engagement with this problem both complicates the relation of action to its supposed opposites, and makes it more difficult to conceive of action’s recovery as a reliable source of theoretical or political redemption. This book offers the first authoritative guide to assumptions about time in theories of contemporary world politics. It demonstrates how predominant theories of the international or global "present" are affected by temporal assumptions, grounded in western political thought, that fundamentally shape what we can and cannot know about world politics today. The first part of the book traces the philosophical roots of assumptions about time in contemporary political theory. The second part examines contemporary theories of world politics, including liberal and (...) realist International Relations theories and the work of Habermas, Hardt and Negri, Virilio and Agamben. In each case, it is argued, assumptions about political time ensure the identification of the particular temporality of western experience with the political temporality of the world as such and put the theorist in the unsustainable position of holding the key to the direction of world history. In the final chapter, the book draws on postcolonial and feminist thinking, and the philosophical accounts of political time in the work of Derrida and Deleuze, to develop a new "untimely" way of thinking about time in world politics.
