The new normal education requires learners to be independent in the learning process without face-to-face instruction. This study determined the home-based learning activities in relation to the academic achievement of Grade 6 learners in Plaridel North District, Municipality of Plaridel, Misamis Occidental. The descriptive-correlational design was used in the study. There were 135 students who served as respondents, selected through purposive and convenient sampling techniques. The researcher-made Home-Based Learning Activities Questionnaire was used as a research instrument in determining the learners’ (...) learning activities at home. Documentary analysis was made to determine the learners' academic achievement. Mean, Standard Deviation, Pearson Product-Moment Correlation Coefficient, and Regression Analysis were used as statistical tools in analyzing the data gathered. Results revealed that the respondents had a very high engagement in home-based learning activities, and their academic achievement was generally very satisfactory. The level of engagement in home-based learning activities was highly influential to the learners' academic achievement. The efforts extended for modular distance learning can determine what learners can achieve academically. (shrink)

Los procesos de globalización constituyen un vasallaje cultural para la identidad regional de los pueblos originarios, por ello, aun cuando la identidad sea un concepto polisémico, ciertas actividades son necesarias para mantenerla o, incluso, acrecentarla. Los idiomas autóctonos, la preservación de su cosmovisión, sus tradiciones y la defensa de su patrimonio biocultural pueden ser elementos constitutivos de identidad, no para un aislamiento de los pueblos, sino para la construcción de una visión glocal.

Teaching while managing instructional workload is causal to the teaching-learning process. The study determined the teachers' instructional workload management to the teachers' teaching efficacy. It was conducted in a community college in Tangub City, Misamis Occidental. The descriptive-correlational design was used in the study. There were 15 program heads and 361 students who served as the respondents selected through a stratified random sampling technique. The researcher-made Teachers' Instructional Workload Management and Teachers' Teaching Efficacy Questionnaires were used as research instruments. Mean, (...) Standard Deviation, and Pearson Product-Moment Correlation Coefficient were used as statistical tools to analyze the data gathered. Results revealed that the teachers were very good in their instructional workload management. The teachers' teaching efficacy was very high. Some aspects of the teachers' instructional workload management like the preparation of instructional materials influenced the teachers' administration of assessment tasks and classroom management. Their conduct of consultation also influenced the administration of assessment tasks. Moreover, their submission of academic reports influenced the administration of assessment tasks and school resource utilization. The workload management of teachers play a crucial role in shaping teachers' teaching efficacy. It is recommended for teachers to manage their workload proactively since it can impact their teaching efficacy. (shrink)

Every higher education institution (HEI) needs to monitor the employability status of its graduates as this reflects the quality education that HEIs provide to their students. In this study, a retrospective approach was used to analyze the employment status of graduates of a state university in the Philippines from 2015 to 2019. A data mining procedure was adopted to obtain necessary data and analysis. It was hypothesized in the study that the employment rates are the same across programs per year. (...) Also, the employment rates from 2015 to 2019 are the same as the targeted employment rate in the strategic plan of the university. Statistical treatments such as mean, median, and standard deviation, Shapiro-Wilk test, and Analysis of Variance (ANOVA) were used to test the hypothesis. Results show that the employment rate of graduates of 2015-2019 is in the high-level category and significantly higher than the targeted employment rate in the university strategic plan. Similarly, findings show significant differences in the employability rates of graduates considering the programs they enrolled in. On the contrary, no significant difference in the employment rate of graduates per year graduated. The study concluded that the university is consistent in producing employable graduates. (shrink)

Job burnout, organizational commitment, and work environment continue to be important areas of research to be studied in the realm of company employment and employee retention. Job burnout is the state of physical and emotional exhaustion and perceiving one’s profession as dull or overwhelming. Meanwhile, organizational commitment refers to the company’s attitude towards the organization and their employees, encompassing loyalty, moral responsibility, and their willingness to work. And lastly, work environment provides opportunities for employees to establish connections, develop skills, and (...) maximize their full potential in performing tasks. For the current study, researchers utilized descriptive-correlational research design to investigate the influence of Work Environment towards the job burnout and organizational commitment of BPO agents in selected companies in Bulacan, Philippines. Hence, Danish Psychosocial Work Environment Questionnaire (DPQ), Maslach Burnout Inventory - General Survey (MBI-GS), and the Three-Dimensional Model of Organizational Commitment Scale (ACS, NCS, CCS) were employed to properly assess the study's objectives. Multiple Linear Regression Analysis was performed to analyze the collected data. Based on the analysis, findings show that work environment has no significant influence on the job burnout and organizational commitment of BPO Agents. Furthermore, the results of this study were thoroughly evaluated, leading to an in-depth discussion. Based on the findings, recommendations were made to benefit the stakeholders of the study and contributeto the existing body of knowledge. (shrink)

One of the main highlights from last year’s event was the 2022 Philippine National and Local Elections. The Philippine elections involve a lot of people interaction from poll workers and other deputized agencies. Further, this study explores the lived experiences, challenges, and coping mechanisms of poll watchers during the 2022 Philippine election. Employing the Interpretative Phenomenological Analysis, the findings of this study were: (1) Filipino workers value a good-paying job and preferred meaningful work. (2) Amidst the experiences and challenges, the (...) poll watchers remain determined and motivated to take part in the seasonal election. (3) Poll watchers must be physically, emotionally, and mentally prepared to participate in this crucial work. Mainly, pollwatching is a self-reliant job. (shrink)

The gendered occupational role can have an impact on both employees and organizations they work for. This study aims to explore different sides and factors that are related to experience, challenges, and coping mechanisms of male dry cleaners amidst gendered occupational roles. The methodology used were: Heideggeran Phenomenology, Semi- structured Interview Guide, Interpretative Phenomenological Analysis (IPA) by van Kaam and modified by Moustakas. This st udy had 15 participants. Based on the data collected, the following themes were identified in this (...) study; namely, (1) The Steadf ast, (2) and The Challenged. Likewise, the following sub themes were identified from the data- gathering and are based on their perspectives. As COVID-19 emerged as a phenomenon of the total environment, and despite the intertwined and complex relationships that make humanity an organic part of the Bio- and Geospheres, the majority of our responses to it have been corrective in character, with few or no consideration for unintended consequences which bring about further vulnerability to unanticipated global events. Tackling COVID-19 entails a systemic and precautionary approach to human-nature relations, which we frame as regaining diversity in the Geo-, Bio-, and Anthropospheres. Its (...) implementation requires nothing short of an overhaul in the way we interact with and build knowledge from natural and social environments. Hence, we discuss the urgency of shifting from current to precautionary approaches to COVID-19 and look, through the lens of diversity, at the anticipated benefits in four systems crucially affecting and affected by the pandemic: health, land, knowledge and innovation. Our reflections offer a glimpse of the sort of changes needed, from pursuing planetary health and creating more harmonious forms of land use to providing a multi-level platform for other ways of knowing/understanding and turning innovation into a source of global public goods. These exemplary initiatives introduce and solidify systemic thinking in policymaking and move priorities from reaction-based strategies to precautionary frameworks. (shrink)

This study used a Heideggerian Phenomenology research design in explicating the lived experiences of the (...) teachers exposed in the transition from modular instruction to face-to-face classes. Interpretative Phenomenological Analysis (IPA) popularized by Moustakas and modified by Van Kaam was used in analyzing the authentic experiences of the participants. There were 8 participants in this study when the data saturation was reached. Semi-structured questionnaire was utilized in conducting the interview. There are four emerging themes generated – The Defect, The Struggles, Pedagogical Challenges, and the Inevitable Stressors. These themes are clear manifestations of how teachers are surviving and thriving in these trying times. En México y en otros países, eufemísticamente llama-dos "en desarrollo", los sistemas públicos de atención a la salud enfrentan continuos recortes presupuestales, lo que impacta negativamente a los recursos materiales y a la disminución de plazas para los egresados de las carreras de medicina, esto es, menos contratos de médicos de base en hospitales, clínicas y centros de salud. Bajo este panorama adverso, algunos administradores, desarrolladores de software y no pocos políticos preclaros, suponen que la salida a los problemas económicos (...) estará en el uso intensivo de la inteligencia artificial (en adelante IA) y la robótica. Una vez que los algoritmos sean adecuadamente entrenados, un ejército de robots doctores serán capaces de hacer valoraciones más precisas, diagnósticos 100% acertados, y prescripciones farmacológicas exactas; mucho mejor que los médicos humanos. Además, la IA no se cansa, no protesta, no se sindicaliza… ¿Realidad o ficción? En países como China y el Reino Unido ya se utilizan técnicas computacionales para la interpretación de imágenes de rayos X, detección de tumores, prótesis inteligentes e incluso IA para predecir los resultados de un ataque cerebrovascular isquémico. En México se incorporó a RoomieBot, un robot que sirve para el diagnóstico de pacientes con posible coronavirus. La cirugía robótica Da Vinci es buen ejemplo de cómo la IA puede trabajar colaborativamente con la o el cirujano en el quirófano. Sin embargo, aún quedan por resolver grandes desafíos antes de preocuparse por el llamado desempleo tecnológico de los egresados. Si bien la IA es una valiosa herramienta, en estricto sentido, en esta y en otras muchas áreas su autonomía total es todavía una quimera, por ejemplo: los vehículos autónomos pueden ser engañados y hackeados, y no existe aún un robot que pueda hacer un simple nudo a las correas de sus zapatos sin asistencia 2. Por otra parte, se requiere un marco normativo-todavía inexistente-para la aplicación universal de IA en los cuidados de la salud. Los principios de la bioética están claramente establecidos: la beneficencia, la no maleficencia, la autonomía y la justicia, así como el Juramento Hipocrático. No es así para IA, donde los países interesados no llegan al consenso de los principios morales básicos de la medicina que debería extrapolar 3. Hasta que no se solucionen los problemas técnicos, tecnológicos y, sobre todo, los dilemas éticos, la IA deberá continuar como la útil herramienta que es para la medicina; sin embargo, sustituir el valor intrínseco kantiano de la persona es algo que, seguramente, tendremos mucho tiempo para reflexionar y, acaso, algún día resolver de manera satisfactoria. En este artículo se debaten tres aspectos del concepto de la moral: el primero se refiere a la puesta en duda de la existencia misma, no sólo del concepto sino de la posible o imposible fundamentación de lo moral per se. En segundo lugar, la positivización del término llevado a lo normativo como una búsqueda de objetividad de lo moral y, el tercer aspecto, la crítica a la moral imperativa desde posturas dogmáticas. Se defiende que no es suficiente la perfectibilidad (...) de las leyes desde un punto de vista de la moralidad, sino que existe lo que podríamos llamar un fundamento personal, y al mismo tiempo, colectivo de comprensión del Derecho; entendido como el bienestar individual y colectivo para la realización de una vida plena en la polis. La moralidad, por tanto, si bien no es posible definirla en modo explicativo, racional, necesita de una base en valores compartidos con aspiraciones objetivistas y, al mismo tiempo, universalistas. Los autores presentan los resultados de un estudio con la participación de 445 estudiantes, titulado: «La adquisición del inglés por medio de las clases en línea en estudiantes de nivel superior del Complejo Regional Nororiental durante la pandemia de COVID-19»; en él, entre otras conclusiones, proponen dinamizar la práctica digital y flexibilizar los métodos de evaluación, puesto que la 25 Introducción interacción social en el aprendizaje de una lengua extranjera es imperativa para motivar a los estudiantes.

A strong, but underexplored linkage exists between the current global order, world poverty and the politics of aid. Exploring this linkage, which is the key concern of this article, is crucial for a fuller understanding of the symbiotic injustice of the global order and the politics of aid. Using a conceptual thought experiment that portrays the framework of post-war global order as an intrinsically unjust “Global Games Arena”, I attempt a “vivisection” of the problematic relationship between the global order and (...) the politics of aid. In the real world, I follow decolonial scholars like Adom Getachew and Olúfẹmi O. Táíwò to argue that the modern and current global order and its social, economic and political structures are founded on the unfair gains of trans-Atlantic slavery and colonialism. The empirical and analytical consequence of this situation, the article shows, is that to make aid effective or altogether end its penurious impact in Africa in particular, would require, at first, a jettisoning or remaking of the current international order. In other words, I argue that aid would not be necessary in the absence of a world order that in fact requires aid to maintain a system of global injustice and inequality. (shrink)

The paper has two complementary objectives. First, it sustains an analysis of the concept of ‘coloniality’ that accounts for the epistemic imbalance in the modern world, demonstrating precisely how Africa is adversely affected, having been caught up in the throes of coloniality and its epistemic implications. Second – and complementarily – the paper attempts to bring this very concept of ‘coloniality’ into the discourse on Africa’s emigration crisis, arguing that Africa’s emigration crisis is traceable, inter alia, to (...) the epistemic imbalance in the very structure of modernity. This imbalance results from the stifling of Africa’s epistemic resources under Western epistemic hegemony. Epistemic coloniality, of course interacting with some material factors, creates a sufficient condition for emigration. It is further theorized that the apparent lack of epistemic will on the part of Africans to mobilize some surviving epistemic resources to address some problems on their own is also a function of coloniality. This chapter expounds relational values characteristic of indigenous Africa and considers how they might usefully be adopted when contemporary societies interact with each other. Specifically, it notes respects in which genuinely human or communal relationship has been missing in the two contexts of globalization and international relations, and suggests what a greater appreciation of this good by the rest of the world would mean for them.

Las preguntas que se le realizaron estuvieron orientadas a conocer la propuesta literaria del autor en cuanto a su producción artística, debido a que el narrador ha trabajado con un lineamiento particular y ha incursionado en los géneros de la poesía, la novela y el cuento. South African law currently forbids those seeking to arrange a surrogate motherhood agreement from creating a child that will not be genetically related to at least one of them. For a surrogacy contract to be legally valid, there must be a ‘genetic link’ between the child created through a surrogate and the parents who will raise it. Currently, this law is being challenged in the High Court of South Africa, and in this article I critically explore salient ethical facets (...) of the dispute. Globalization is a complex and multifaceted concept that has generated controversy from its meaning, its tenets, and its future as well as whether it is serving the interest of all or it is benefiting just a few countries or individuals in the world. Throughout the process of human development, philosophers have constantly worked to clarify the meaning of right and wrong, justice and injustice, of fairness and basic human rights. (...) These had won philosophical concepts that can be very useful in reasoning about globalization in praxis to Africa values. Globalization has also produced benefits and harms. This chapter explores the cultural varieties of same-sex relationships that have long been constituent of traditional African life. A recent study shows that roughly 10% of the global population identify as homosexuals. This number consistently and equitably cuts across all cultures of the world despite variations in attitude towards homosexuality. If this is true of the contemporary world, then it extends to the ancient and by that traditional Africa. Accordingly, this research using phenomenological and historico-descriptive tools of enquiry together (...) with ethnographical accounts of anthropologists retraces homosexuality to its African roots ranging from the practices of Hausas of West Africa, Zanzibars of East Africa, Ovagandjeras of Central Africa to those of the Herero, Ovambo, and Ovahimba peoples of Southern Africa. Consequently, this research avers that current attitude towards homosexuality in Africa is as a result of Western hegemony and the revolutionary changes effected by Euro-Christian and Arab-Islamic movements in their first and earlier contact with the continent. Hence, a fair disposition towards historical facts will deflate the current homophobic agitation, stripping it of any moral, historical or logical justification. (shrink)

Democracy is one of the virtues we ache for, as many now observe an undemocratic society as a savage society. Richard L. Sklar built up a hypothesis called developmental democracy in which he opines that democracy will essentially prompts the improvement of African people and states. For the most part, there has been contention whether development precedes democracy or rather democracy helps development, which is very much unclear. Regardless of the answer, since the prodemocracy charges hit Africa since 1990s, (...) democracy has not made substantial strides. There have still been huge issues of underdevelopment, corruption and mal-administration. Many have started scrutinizing the possibility of democracy been ideal for Africa. The purpose of this paper is to audit the possibility of developmental democracy within African context. This paper presents that democracy is not ideal for Africa, it likewise guarantees that, if democracy is really what it is said to be, there would not have been any requirement for polarization, for instance, developmental, liberal, social democracies and so on. This is because any democracy will essentially include all. It is on this background that the paper attempts to criticize Richard’s Sklar’s idea of developmental democracy. (shrink)

Philosophy of Education in South Africa during the latter half of the 20th century was characterised by three ideological strands. The first was known as ‘Fundamental Pedagogics’, the second ‘Liberalism’, and the third ‘Liberation Socialism’ (i.e., Marxism/Freire). When apartheid formally ended in 1994 these strands lost their impetus and faded from educational debates, arguably because of the disappearance of apartheid itself, as the locus relative to which these ideological strands positioned themselves. This paper characterises these three positions and some (...) of their major proponents and ideas, and then present an overview of where philosophy of education in South Africa is now, nearly 30 years after apartheid. I suggest that since 1994 the strong, competing philosophical and ideological commitments that informed philosophy of education during apartheid have significantly dissipated, and have not been meaningfully replaced. Instead, education policy and curriculum are now arguably underpinned by neo-liberal concerns, and the results have been, and continue to be, an unmitigated disaster for schooling in South Africa. Part of the reason for this is because philosophy of education is much diminished, and no longer directly meaningfully contributes to, and informs, educational discourse, policy, teacher training and curriculum in South African schooling. At the beginning of the twentieth century, Christianity was predominantly a white Euro- American religion with 83 per cent of all Christians living in the Global North. Today, it is a global religion where over two-thirds of Christians are non-Westerners residing in the Global South. Christianity is on the rise in Latin America, Asia and especially Africa: a trend that is predicted to continue in the second half of the twenty-first century. I will explore explanations for the appeal of (...) Christianity, and Pentecostalism in particular, for contemporary Africans. (shrink)

There are three major reasons that ideas associated with ubuntu are often deemed to be an inappropriate basis for a public morality. One is that they are too vague, a second is that they fail to acknowledge the value of individual freedom, and a third is that they a fit traditional, small-scale culture more than a modern, industrial society. In this article, I provide a philosophical interpretation of ubuntu that is not vulnerable to these three objections. Specifically, I construct a (...) moral theory grounded on southern African worldviews, one that suggests a promising new conception of human dignity. According to this conception, typical human beings have a dignity in virtue of their capacity for community, understood as the combination of identifying with others and exhibiting solidarity with them, where human rights violations are egregious degradations of this capacity. I argue that this account of human rights violations straightforwardly entails and explains many different elements of South Africa’s Bill of Rights and naturally suggests certain ways of resolving contemporary moral dilemmas in South Africa and elsewhere relating to land reform, political power and deadly force. Access to education for undocumented migrant children in South Africa remains a significant challenge. While the difficulties related to their inability to access education within the country have been highlighted elsewhere, there remains a lack of clarity on an approach to how this basic human right can be achieved. In this conceptual paper, we draw on the distinction between equality and equity, and describe the various ways in which education has been conceptualised in the South African Constitution – which (...) in part contributes to the existing confusion on education for various groups, including undocumented migrant children. In this paper, we critically reflects on the need to develop an integrated approach for creating a platform that allows all undocumented migrant children access to education in South Africa. We argue that an integrated approach – which entails ways through which access to education can be delivered through the lens of equity – will enhance the right to education for undocumented migrant children in South Africa. We conclude that the South African government must urgently consider this integrated approach to enable access to education for undocumented migrant children, so that they can achieve their full educational potential. This essay will attempt to inspect and discuss what ‘efforts’ have been made to recover from the apartheid regime, to explore the status quaestionis of peacebuilding and conflict transformation theories that have been formulated and consulted to advance and assess these efforts and to consider the reasons for the impact—or lack thereof—that these efforts have had on South Africa's recovery from apartheid era policies and transgressions. The central question towards which these points of focus are directed, is: are South (...) Africa’s various recovery and reconciliation initiatives to be considered more of a success than a failure or vice versa? (shrink)

The conceptualisation of schooling is often based on “ideal children” in “ideal situations.” However, in determining the level of participation for children who are considered vulnerable in schooling, it is important to understand the lived experiences of these children. In this study, migrant children (particularly undocumented ones) in South Africa are the focus, and their lived experiences were considered through reflections from their parents and teachers. Data were collected using semi-structured interviews, and analysed using a constant comparative method of (...) qualitative analysis within a grounded theory approach. The study found that challenges affecting migrant children’s schooling include the lack of documentation, language barriers, issues of transition and adaptation (discrimination), and the inability to access further education. Strategies were identified to address the challenges, including schools liaising with the Department of Home Affairs, implementing cultural diversity programmes within the school, and through deliberate inclusive programmes. Although immigrants have been found to be particularly likely to engage in entrepreneurial activities in their host countries, very often their ability to do so is restricted by a range of challenges, including having limited access to finances. As a consequence, proactive immigrant entrepreneurs establish informal financial associations, which are known as stokvels in South Africa, in order to compensate for the general lack of available capital for their business ventures. Accordingly, this paper has sought to ascertain the role, (...) which stokvels play in the startups and the growth of Cameroonian-owned businesses, and also the strategies which they employ. A mixed-methods approach was adopted to conduct the study and purposive sampling was employed to obtain a research sample of 123 participants to respond to the survey questionnaire and 10 to take part in one-on-one in-depth interviews. The data was analysed through the use of the Statistical Package for Social Sciences (SPSS) software, which generated findings in the form of descriptive statistics. The results suggest that most emerging immigrant entrepreneurs struggle to obtain sufficient startup capital. It also emerged from the findings that stokvels played an equally significant role in providing the capital, which was necessary for the growth of their businesses. On the basis of the assumption that widening access to finance would improve both the startups and the growth of immigrant-owned businesses, the authors of this paper advocate for inclusive policy initiatives, which consider the unique characteristics of the immigrant entrepreneur. In addition, it is hoped that this paper will make a valid contribution to the discourse concerning inclusive finance and be of interest to policymakers and academics. (shrink)

Given a 21st century context of sophisticated market economies and other Western influences such as Christianity, what similarities and differences are there between characteristic indigenous values of sub-Saharan Africa and China, and how do they continue to influence everyday life in these societies? Establishing that central to both non-Western, indigenous value systems are ideals of harmonious relationships, I compare and contrast traditional African and Chinese conceptions of harmony and analyze a number of respects in which an appeal to this (...) value affects contemporary political, economic and social interaction. Ancient philosophy has, for the most part, focused particularly around the history and philosophies of the Pre-Socratics, Socrates, Plato and Aristotle, with broader representations of some other non-Greek philosophical traditions such as the Chinese, Indian and Iranian philosophies. However, a distinctive Eurocentric bias towards ancient Egypt, to which many ancient Greek philosophers looked to as the cradle of wisdom and philosophy, has blatantly disregarded the poignant place of African philosophy in the pedagogy of ancient philosophy. Thus, this paper argues for (...) re-centering ancient Egyptian philosophy, and by extension, African philosophy in the study of ancient philosophy. The paper, firstly, traces the historical originality and rich elements of philosophy that ancient Egypt possesses, and then, identifies how these served as the theoretical springboard for the emergence of Greek philosophy. Any comprehensive study of ancient philosophy should not deliberately exclude this important aspect of development in philosophical thought. The paper, therefore, concludes with recommendations on repositioning African philosophy within the pedagogical context of ancient philosophy. (shrink)

A child, according to Nigerian law (2019), "is a conceptualized term used for anybody that is 14 years old and below." Anshana Arora (2020) found that Africa’s child population will reach 1 billion by 2055, making it the largest child population among all continents. Yet, according to a recent report by UNICEF (2020), between 2005 and 2020, more than 93,000 children were verified as "child soldiers," used in different armed conflicts in Africa. Other cases document girls being treated (...) as slaves, forced to work day and night peddling goods in the market. Additionally, there is widespread systemic abuse of children in Africa. This paper, therefore, explores the children of Africa: child soldiers and child labour; and the potential solutions for ending the plight of exploited children. Using the analytic method, an endeavor was made to show the implication of child labor and child soldiers in Africa. The paper concluded that ending the recruitment of children into violent conflict is possible by addressing the root causes of child exploitation, which can be achieved through the proactive creation of good policies, re-education, and skill development training and advocacy programs. The communal characteristic of African Societies has frequently been juxtaposed with the individualistic tenets of Western polities. However, the evolution of African societies into liberal democracies with the obligation to promote and protect constitutionalism and individual liberties calls for a philosophical niche to bridge between communality and individuality. This paper argues that Africa’s moral and political philosophy is in an urgent need of a Kantian Copernican revolution to ameliorate the conflictual interface between sociality and individualism. The paper opines that (...) the revolution will help to harmonize the dilemmatic relationship between communitarianism and individual rights. The paper also contends that the Kantian categorical imperatives are necessary in eliminating the unclear deontological/teleological situatedness of African ideological philosophies. (shrink)

For over two decades now, Sub-Saharan Africa has been superimposed in a coercive and contradictory neo-liberal development economism agenda. According to this paradigm, markets and not states are the fundamental determinants of distributive justice and human flourishing through the promotion of economic growth that is believed to trickle down to the poor in due time. Despite the global intellectual criticism of this neo-liberal development economics orthodox of measuring development and wellbeing in terms of market induced economic growth, autocratic states (...) in Sub-Saharan Africa that have accumulated un-dimensional growth continue to be applauded as role models on poverty reduction, wellbeing and social justice by donors and global development institutions such as the World Bank and international monetary fund (IMF). This is basically because they have wholly embraced the implementation of the anti-pro-poor neo-liberal structural adjustment tool kit. This study uses a critical hermeneutics methodology to expose the distortions embedded in neo-liberal gross domestic product (GDP) growth cartographies and how these disguise the social injustices against the poor in Sub- Saharan Africa with particular reference to Uganda. The study contends that in measuring development and wellbeing, human rights and social justice must take precedence over economic efficiency and GDP growth for that matter. (shrink)

The relationship between energy and ethics is gaining attention in policy rooms around the world. How does one respond to the competing interests of the environment and posterity while also addressing the energy needs of the present human generation? In Western philosophy, this question is currently subject of debate and research. However, the African philosophical analysis that is required to address this concern is generally absent from discourse/literature on energy ethics. This article aims to bridge this gap, by providing broad (...) analysis that has been lacking from the African context. In a way, it seeks to answer such questions already raised in Western philosophy but from African perspectives. This approach is significant given the fact that Western oriented energy humanities and energy ethics seem to be inappropriate or inadequate to understanding energy dynamics in the African context. Therefore, this paper aims to inform global debate and facilitate African-specific understanding of the complex nexus of human-environment-posterity by building the discourse on Braai filosofie. It discusses specific principles that can be deployed to address trade-offs between ethics and energy, thus providing guide to investment decisions on renewable energy projects in Africa. (shrink)

There are calls from various sectors, including the popular press, industry, and academia, to incorporate artificial intelligence (AI)-based technologies in general, and large language models (LLMs) (such as ChatGPT and Gemini) in particular, into various spheres of the South African higher education sector. Nonetheless, the implementation of such technologies is not without ethical risks, notably those related to bias, unfairness, privacy violations, misinformation, lack of transparency, and threats to autonomy. This paper gives an overview of the more pertinent ethical concerns (...) that may result from the deployment of various current AI technologies in the South African higher education context. It provides a broad overview of the relevant AI ethics literature and distills a few general AI-ethics principles that can serve as guidelines for the ethical development, adoption, and use of AI systems. Suggestions are made as to how these might be applied to mitigate the ethical concerns in the South African higher education context. Overall, it is argued that AI technologies should only be adopted if they offer demonstrable benefits to stakeholders affected by them and that care should be taken to ensure that any potential harms are adequately addressed. Using a triangulation of three methods, we devise a framework for the acquisition of the resources vital for the start-up of a business in South Africa. Against the backdrop of the fact that numerous challenges prohibit African immigrants from starting a business, let alone growing the business, we set out to investigate how those who succeed acquired the necessary resources. Within the quantitative paradigm, the survey questionnaire was used to collect and analyze the data. To complement the quantitative approach, (...) personal interviews and focus groups were utilised as the methods within the qualitative approach paradigm. The research revealed that an African immigrant entrepreneur is most likely to be a male between the ages of 19 and 41 who has been forced to immigrate by political circumstances. Once in South Africa, limited job opportunities forced these immigrants into starting up a business. In order of importance, financial, informational, human and physical, resources were identified as being critical for the start-up a business. With respect to the acquisition of resources, African immigrant entrepreneurs unwillingly made use of personal savings to finance their businesses during the start-up phase of the business. Financial resource played a double role in that it determined the main sources of physical resources used. From a human resource perspective, African immigrant entrepreneurs preferred employing South Africans during the start-up phase of the business, and the reverse was true during the growth phase. To a limited extent family labour was involved at both the start-up as well as the operation phases of the business; with formal education and prior experience playing an indirect role as far as the human resources mixed were concerned. In terms of information, African immigrant entrepreneurs made use of two primary sources of information namely; their ethnic networks and friends from somewhere else. -/- . (shrink)

In this essay I recount how I have been hoping to see more ubuntu in South Africa’s institutions than had been present in the two dominant socio-politico-economic models across the world in the 20th century. I haven’t been expecting utopia from the past 20 years of democracy; I’ve just wanted something new to come out of Africa. I here relate my experience of learning that it is not always forthcoming, at least not as quickly as I would have (...) liked. However, I conclude by indicating that the promise remains, suggesting several concrete and attractive ways that South Africa could apply traditional values of ubuntu to a contemporary setting. South Africa is a highly distributively unequal country, and its inequality continues to be largely along racial lines. Such circumstances call for assessment from the perspective of contemporary theories of distributive justice. Three such theories—Rawlsian justice, utilitarianism, and luck egalitarianism—are described and applied. Rawls' difference principle recommends that the worst off be made as well as they can be, a standard which South Africa clearly falls short of. Utilitarianism recommends the maximization of overall societal well-being, a goal which (...) South Africa again fails to achieve given its severe inequality and the fact of the diminishing marginal value of money—that a given amount of money tends to produce more utility for a poor person than it does for a rich person. The final theory, luck egalitarianism, aims to make distributions sensitive to individual exercises of responsibility. This view also objects to South Africa's inequality, this time on the basis that the poor are overwhelmingly worse off through no fault or choice of their own. These major theories of distributive justice therefore all propose large-scale redistribution to the benefit of the (predominantly black) poor. Perhaps more surprisingly, all three views also provide support for socio-economic affirmative action, as opposed to South Africa's race-based Black Economic Empowerment. (shrink)

One of the negative legacies of the apartheid era is a markedly skewed mining sector that favours the established companies, and almost completely neglects small-scale mining enterprises. Though a major source of revenue for South Africa(SA), the current state of the mining sector does not directly benefit the previously disadvantaged who dominate small-scale mining. The aim of this study is to explore the support structures and success factors relevant to small scale mining entrepreneurs in South Africa. To achieve (...) this end, the qualitative research approach was utilized to collect and analyze the data. The results affirmed the availability of a comprehensive support structure for aspiring small-scale mining entrepreneurs. A number of factors not limited to having a marketing ethos, requisite business knowledge, possession of appropriate equipment, and the ability to mine effectively and efficiently were reported as being central to successful small-scale mining. Furthermore, it is acknowledged that having passion and the right work ethics worked in favour of successful small-scale entrepreneurs. (shrink)

Aim: Underscoring the xenophobic violence that has befallen African immigrants in South Africa in the recent past is the perception held in certain quarters that African immigrants take away entrepreneurial opportunities among others from the Natives. This paper sought to determine how African immigrant entrepreneurs identify business opportunities in South Africa in tandem with what South African entrepreneurs could learn from African immigrants. -/- Method: The paper was based on quantitative data from 220 participants collected by way of (...) a semi-structured questionnaire. As such, the study benefited from the qualitative insights associated with the use open-ended questions in the questionnaire. The data was analyzed using version 24 of the Statistical Package for Social Sciences (SPSS) software. -/- Results: suggest that African immigrants uncover entrepreneurial opportunities through: startup partners, previous employment, families, through ethnic networks, prior knowledge of the market need, prior knowledge of how to serve the market and prior knowledge of the challenges serving the market. Value/Contribution: this study is premised on the fact that no previous study has attempted to investigate how immigrants identify business opportunities, in tandem with what South African entrepreneurs could learn from African immigrants. -/- Implications: Considering the close parallel between African immigrants and the indigenous black South Africans, it is to be hoped that the study would be of interest to the latter in particular, policy makers and academics in general. The paper traces the parallel paths and mutual influences of these three activists in South Africa. The paper points out that Gandhi often took steps in building his movement that echoed some of the same steps that Dube had done just before him. Also, Abdurahman, who had become Gandhi's friend in 1909, advocated for involving women in nonviolent action, and advocated the use of general strike, shortly before Gandhi incorporated both methods in his movement.

In this dissertation, I consider a hitherto underexplored concept of ‘human minimum’ as proposed by H. Odera Oruka to obligate responsibility as an approach to tackling extreme poverty in Africa and beyond. I aim to establish, among other things, why it is morally problematic and economically counterproductive to demand equal moral responsibility from all moral agents irrespective of their economic differences to ensure the implementation of the human minimum or the elimination of extreme poverty. To achieve the aforementioned, I (...) attempt to answer two significant questions, to wit: What are some of the moral implications of ensuring that a society attains the human minimum as an approach to fighting extreme poverty? Who has a greater moral responsibility for ensuring the attainment of the human minimum between the government, non-governmental/nonprofit organisations, and individual members of society? In Oruka’s philosophy, enforcement of a global human minimum is the equal moral obligation of all moral agents—all those situated above the poverty line. I will demonstrate why ignoring the economic differences – and inequalities – of those who qualify as moral agents in Oruka’s conceptualisation of extreme poverty, particularly in continental Africa, risks plunging more of those who live a little above the human minimum threshold into poverty. I then argue that a disproportionate distribution of responsibility that is sensitive to the economic disparities that exist among the non-poor population holds a better promise for success in the fight against extreme poverty in Africa. The formation of ECOWAS in 1975 should be seen as the culmination of several attempts over a period of one and half decades to form a sub-regional organisation embracing the whole of West Africa. Initial attempts had floundered first, as a result of the rivalry between Ghana (under Kwame Nkrumah) and Nigeria (under Tafawa Balewa) in the early 1960s and later, the struggle for supremacy in the sub-region between Nigeria and Cote d’Ivoire along Anglophone-Francophone lines. This paper aims to evaluate the potential role of public entrepreneurship in improving public sector service delivery in South Africa, with special emphasis on showing the practicability of public entrepreneurship despite the marked differences between the public and the private sector where entrepreneurship originates from. In other words, we are seeking to answer the question of how exactly can public entrepreneurship work in practice in South Africa and beyond? We attempted to answer this question in this paper through (...) a rigorous review of public entrepreneurship and the exploration of a case study. We concluded and showed that public entrepreneurship is realisable with the right kind of leadership, institutional-wide entrepreneurial orientation and, of course, a bit of managerial flexibility. We went on to assert that entrepreneurship is innovation and not necessarily new venture creation. This is the primary component that is coveted in public entrepreneurship. However, there are vast places for other elements of entrepreneurship in the public sector. (shrink)
