This study explores the impact of regional comprehensive factors on talent acquisition using the ASA (Attraction-Selection-Attrition) theory within the context of the automotive industry, employing a structural equation modeling approach. Analyzing data from 308 respondents, the study identifies significant relationships between regional development pole, industry agglomeration, and regional incentives with various dimensions of talent acquisition, including attraction, selection, and retention. The findings reveal that regional development pole and incentives positively influence talent management processes, whereas industry agglomeration has a detrimental effect. (...) The safety condition is supposed to be a necessary condition on knowledge which helps to eliminate epistemic luck. It has been argued that the condition should be globalized to a set of propositions rather than the target proposition believed to account for why not all beliefs in necessary truths are safe. A remaining issue is which propositions are relevant when evaluating whether the target belief is safe or not. In the literature, solutions have been proposed to determine the relevance of (...) propositions. This paper examines a case of luckily true belief—thus a case of ignorance—and a case of knowledge. It has been argued that an advantage of the safety account over the sensitivity account is that the safety account preserves epistemic closure, while the sensitivity account implies epistemic closure failure. However, the argument fails to take the method-relativity of the modal conditions on knowledge, viz., sensitivity and safety, into account. In this paper, I argue that the sensitivity account and the safety account are on a par with respect to epistemic closure once the method-relativity of the modal conditions is (...) taken into account. According to the sensitivity account of knowledge, S knows that p only if S’s belief in p is sensitive in the sense that S would not believe that p if p were false. The sensitivity condition is usually relativized to belief-formation methods to avoid putative counterexamples. A remaining issue for the account is where methods should be mentioned in sensitivity subjunctives. In this paper, I argue that if methods are mentioned in the antecedent, then the account is too strong to (...) accommodate inductive knowledge; if methods are mentioned in the consequent, then the account is too weak to eliminate some luckily true beliefs from the realm of knowledge. According to the safety account of knowledge, one knows that p only if one’s belief could not easily have been false. An important issue for the account is whether we should only examine the target belief when evaluating whether a belief is safe or not. In this paper, it is argued that, if we should only examine the target belief, then the account fails to account for ignorance of necessary truths. But, if we should also examine beliefs in other relevant (...) propositions, then the account fails to account for knowledge from falsehood. A fundamental entity is an entity that is ‘ontologically independent’; it does not depend on anything else for its existence or essence. It seems to follow that a fundamental entity is ‘modally free’ in some sense. This assumption, that fundamentality entails modal freedom (or ‘FEMF’ as I shall label the thesis), is used in the service of other arguments in metaphysics. But as I will argue, the road from fundamentality to modal freedom is not so straightforward. Despite Donald Davidson's influential criticism of the very notion of conceptual schemes, the notion continues enjoying its popularity in contemporary philosophy and, accordingly, conceptual relativism is still very much alive. There is one major reason responsible for Davidson's failure which has not been widely recognized: What Davidson attacks fiercely is not the very notion, but a notion of conceptual schemes, namely, the Quinean notion of conceptual schemes and its underlying Kantian scheme-content dualism. However, such a notion simply cannot carry the (...) weight of conceptual relativism for it does not catch the essences of conceptual relativism. Consequently, I argue that the very notion of conceptual schemes and conceptual relativism have survived Davidson's attack. Therefore, the failure of the Quinean notion of conceptual schemes and Kantian scheme-content dualism, even if Davidson can claim victory, does not mark the end of the very notion of conceptual schemes.[ABSTRACT FROM AUTHOR]. Why is mutual understanding between two substantially different comprehensive language communities often problematic and even unattainable? To answer this question, the author first introduces a notion of presuppositional languages. Based on the semantic structure of a presuppositional language, the author identifies a significant condition necessary for effective understanding of a language: the interpreter is able to effectively understand a language only if he/she is able to recognize and comprehend its metaphysical presuppositions. The essential role of the knowledge of metaphysical presuppositions (...) in understanding is further strengthened by developing a truth-value conditional theory of understanding. It is concluded that if the interpreter approaches an incompatible alien language from the standpoint of the interpreter's own language by projecting the metaphysical presuppositions of his/her own language upon the alien language, then the mutual understanding between the two language communities is doomed to failure. By rethinking the meaning of a central idiom in the Great Learning, this essay intends to open up a new horizon for the hermeneutics of early Confucian thinking, which has little to do with metaphysics. Through a careful etymological study of ge wu and a dialogue between the Great Learning and Heidegger's phenomenology of human affection, I demonstrate the critical position of the human heart in early Chinese thinking. This paper examines two objections to the infinitist theory of epistemic justification, namely “the finite mind objection” and “the distinction objection.” It criticizes Peter Klein’s response to the distinction objection and offers a more plausible response. It is then argued that this response is incompatible with Klein’s response to the finite mind objection. Infinitists, it would seem, cannot handle both objections when taken together.

Through a comparative study of the meanings and origins of justice symbolized in the Greek word dikē and the Chinese word yi 毅, this essay explores an alternative understanding of justice exemplified in Mencius' teaching and illuminates a possibility of social and political justice that originates in the human heart instead of reason. On the basis of a genealogical study of yi that identifies its root meanings as "the dignity of the self" and "amity and affinity," this study recovers and (...) revives a way of justice that may preserve and promote the dignity of the individual and the solidarity of political community at once without succumbing to the violence and rigidity of traditional Western metaphysics. In this paper, I attempt to show how Davidson’s anti-sceptical argument can respond to the closureRK-based radical scepticism. My approach will focus on the closureRK principle rather than the possibility that our beliefs could be massively wrong. I first review Davidson’s principle of charity and the triangulation argument, and then I extract his theory on content of a belief. According to this theory, content of a belief is determined by its typical cause and other relevant beliefs. With this constraint on (...) content, I argue that doubt must be local. Furthermore, since one cannot rationally believe that one’s commitment to the cause of beliefs could be false, our commitment to the denial of a sceptical hypothesis is not a knowledge-apt belief. Therefore, the closureRK principle is not applicable to rational evaluations of this commitment. As a result, the closureRK-based sceptical argument fails while the closureRK principle remains. Artificial intelligence (AI) ethics is undergoing a practical shift towards putting principles into design practices in developing responsible AI. While this practical turn is essential, this paper highlights its potential risk of overly focusing on addressing issues at the level of individual artifacts, which can neglect more profound structural challenges and the need for significant systemic change. Such oversight makes AI ethics lose its strength in addressing some hidden, long-term harms within broader contexts. In this paper, we propose that the (...) reflection on structural issues should be an integral part of AI ethics. To achieve this, we develop a multi-level framework to analyze socio-ethical issues of AI at both the artifact and broader structural levels. This framework can serve as a potentially transformative approach to uncover some unspoken assumptions in current AI ethics discourses and expose some blind spots in AI guidelines, policies, and regulations. Our paper paves the way to develop a practical approach that can effectively integrate this multi-level framework into real-world AI design and policymaking, ultimately bringing about transformative change. The Combinatorial Problem is the problem of how to combine epistemic and practical reasons for belief together into an all-things-considered verdict on what one ought to believe. It is a problem primarily for inclusivists about reasons for belief, who take there to be both genuine epistemic reasons for belief and genuine practical reasons for belief. Steglich-Petersen and Skipper (Mind, 129(516), 1071–1094, 2020) have recently proposed a novel epistemic instrumentalist solution to the Combinatorial Problem. According to them, if we accept the (...) view that epistemic reasons are a species of instrumental reasons, then we will have no problem weighing epistemic and practical reasons for belief against each other. In this paper, I argue against this solution. I first object that, due to the transitivity of transmission of reasons, this solution could give rise to too many reasons for belief. I then discuss two possible replies to my objection. Both fail, I argue, because they lead Steglich-Petersen and Skipper to the same dilemma of making their instrumentalist solution to the Combinatorial Problem either question-begging or moot. Despite a growing interest in and sympathy with Confucianism, there remains a stereotyped conception of Confucian civil order as a form of authoritarian hierarchy that is responsible for various oppressions in ancient China and is reprehensible from a modern egalitarian perspective. One central target of this modern criticism is the Confucian maxim of sangang 三綱, whose underlying idea is essential for regulating the relationship between sovereign and subject, father and son, and husband and wife in traditional Confucian society. This paper reconciles an inconsistency between the benefits of mind wandering and a prominent conception of attention in philosophy and cognitive psychology, namely, the prioritization view. Since we prioritize the information in a task less if we are doing it while mind wandering compared to solely concentrating on it, why does our performance in the task sometimes improve when we are mind wandering? To explain this, we offer a conception of diffuse attention that generalizes from external to internal forms of (...) attention and captures deep commonalities between the two (Chun et al. 2011). We conceptualize mind wandering as an instance of internal diffuse attention that also induces diffuse attention in other concurrent tasks. Moreover, pace the prioritization view, certain tasks are in fact better performed with diffuse attention, which prioritizes information less than focused attention. Our account of mind wandering as an instance of the more general category of diffuse attention improves upon current leading philosophical views of mind wandering (such as Irving 2016) by better explaining the interaction between mind wandering and other tasks. It has been argued that non-epistemic values have legitimate roles to play in the classification of psychiatric disorders. Such a value-laden view on psychiatric classification raises questions about the extent to which expert disagreements over psychiatric classification are fueled by disagreements over value judgments and the extent to which these disagreements could be resolved. This paper addresses these questions by arguing for two theses. First, a major source of disagreements about psychiatric classification is factual and concerns what social consequences a (...) classification decision will have. This type of disagreement can be addressed by empirical research, although obtaining and evaluating relevant empirical evidence often requires interdisciplinary collaboration. Second, there is also a type of disagreement over value judgments; namely, disagreements over which aims of psychiatric classification should be prioritized. To address this type of value disagreement, it is helpful to develop a plurality of different psychiatric classification systems, each targeted toward satisfying a different subset of stakeholder aims. Numerous societal issues, from climate change to pandemics, require public engagement with scientific research. Such engagement reveals challenges that can arise when experts communicate with laypeople. One of the most common frameworks for framing these communicative interactions is the deficit model of science communication, which holds that laypeople lack scientific knowledge and/or positive attitudes towards science, and that imparting knowledge will fill knowledge gaps, lead to desirable attitude/behavior changes, and increase trust in science. §1 introduces the deficit model in more (...) detail and shows that adhering to this model often fails to achieve its aims, which motivates the main question of this chapter: how can Ludwik Fleck’s theory of thinking collectives address the persistent problem of deficit approaches in science communication? I suggest that it can do so by exposing the deficit model’s implicit assumption of an expert-lay divide. Accordingly, §2 lays out Fleck’s theory and §3 contrasts it with contemporary debates about science communication. Kuhn's alleged taxonomic interpretation of incommensurability is grounded on an ill defined notion of untranslatability and is hence radically incomplete. To supplement it, I reconstruct Kuhn's taxonomic interpretation on the basis of a logical-semantic theory of taxonomy, a semantic theory of truth-value, and a truth-value conditional theory of cross-language communication. According to the reconstruction, two scientific languages are incommensurable when core sentences of one language, which have truth values when considered within its own context, lack truth values when considered within (...) the context of the other due to the unmatchable taxonomic structures underlying them. So constructed, Kuhn's mature interpretation of incommensurability does not depend upon the notion of truth-preserving translatability, but rather depends on the notion of truth-value-status-preserving cross-language communication. Hence, the illusional and frail essence of the ontology behind this epistemology would be uncovered. In the first Critique, Kant famously holds a novel practical notion of Belief (Glauben) as assent justified not by evidence but by practical considerations. This paper examines the early development of Kant’s practical notion of Belief prior to the first Critique. It aims to make clear what prompted Kant to develop this notion in the first place, and how this notion came to assume its crucial role in Kant’s critical system. This development, I argue, has two main steps. The first (...) is his introduction of a practical notion of Belief in mid-to-late 1760s. I argue that he did so because he regards this notion as a useful tool to get ordinary people to justifiably commit to the existence of God and an after-life. The second step is Kant’s abandonment of the objective validity of his logical proof of God around 1772. This step elevated Belief from a merely useful means to the only justified way to commit to the existence of God and an after-life. This second step, I argue, is closely connected to Kant’s pivot to the view that the objective validity of concepts requires sensibly given objects, and it is motivated by Kant’s concern with subject-cancelling real repugnance. Nowadays, numerous dating platforms are deploying so-called smart algorithms to identify a greater number of potential matches for a user. These AI-enabled matchmaking systems, driven by a rich trove of data, can not only predict what a user might prefer but also deeply shape how people choose their partners. This paper draws on Jürgen Habermas’s “colonization (...) of the lifeworld” thesis to critically explore the insidious influence of delegating romantic decision-making to an algorithm. The love lifeworld is colonized inasmuch as online dating algorithms encroach into our romantic relations to the extent that communicative action within romance is replaced by the technocratic rules of an algorithm. Various theorists have endorsed the “communication argument”: communicative capacities are necessary for morally responsible agency because blame aims at a distinctive kind of moral communication. I contend that existing versions of the argument, including those defended by Gary Watson and Coleen Macnamara, face a pluralist challenge: they do not seem to sit well with the plausible view that blame has multiple aims. I then examine three possible rejoinders to the challenge, suggesting that a context-specific, function-based approach constitutes the most promising (...) modification of the communication argument. Engineering accident investigations are systematic inquiries into the facts and causes of engineering accidents. The aims of an engineering accident investigation include identifying significant truths about an accident, learning lessons to prevent similar future accidents, and authoritatively communicating the investigative results to the stakeholders. An important normative dimension along which an engineering accident investigation can be evaluated is its degree of success in fulfilling these aims. In this paper, I propose criteria for evaluating the degree of success of an engineering (...) accident investigation using a question-centered framework, and then argue for the relevance of this proposal to the actual engineering practice. The basic idea of my proposal is that an engineering accident investigation is successful to the extent that (1) questions that should arise in the investigation do arise, and (2) questions that arise—especially the more significant ones—are resolved satisfactorily by the end of the investigation. The first part of this paper unpacks my proposal by analyzing the following three concepts and illustrating them using examples from the TWA Flight 800 accident investigation: The (satisfactory) resolution of questions, the significance of questions, and the arising of questions. The second part of this paper argues for the relevance of my proposal to the practitioners and stakeholders of engineering accident investigations. First, I argue that my proposal is sensitive to the aims of the investigators and stakeholders regarding engineering accident investigations, and that it helps them navigate competing and conflicting aims. Second, I go beyond the TWA 800 case study and argue that my proposal explains the strengths and limitations of different types of accident causation models used in investigations. (shrink)

It is widely agreed that reactive attitudes play a central role in our practices concerned with holding people responsible. However, it remains controversial which emotional attitudes count as reactive attitudes such that they are eligible for this central role. Specifically, though theorists near universally agree that guilt is a reactive attitude, they are much more hesitant on whether to also include shame. This paper presents novel arguments for the view that shame is a reactive attitude. The arguments also support the (...) view that shame is a reactive attitude in the sense that concerns moral accountability. The discussion thereby challenges both the view that shame is not a reactive attitude at all, suggested by philosophers such as R. Jay Wallace and Stephen Darwall, and the view that shame is a reactive attitude but does not concern moral accountability, recently defended by Andreas Carlsson and Douglas Portmore. (shrink)

The discussion of collective agency involves the reduction problem of the concept of a collective. Individualism and Cartesian internalism have long restricted orthodox theories and made them face the tension between an irreducible concept of a collective and ontological reductionism. Heterodox theories as functionalism and interpretationism reinterpret the concept of agency and accept it as realized on the level of a collective. In order to adequately explain social phenomena that have relations as their essence, in this paper we propose a (...) relational, holistic account of collective agency and argue that functionalism and interpretationism can be integrated into such an account. This study aimed to analyze the mediating effect of tolerance of uncertainty and trait anxiety on future self-continuity and intention to use Internet wealth management systems. A questionnaire survey was distributed online and a total of 388 participants completed questionnaire, The questionnaire included the following scales: Chinese version of the FSC, Intention to Use the Internet Wealth Management, TU, and TA. Pearson correlation was used to investigate the correlation coefficient between variables while the sequential regression method was used to analyze (...) relationship between variables. To analyze the collected data, the SPSS 26.0 was used. A two-step procedure was applied to analyze the mediation effect. Confirmatory factor analysis was conducted to test the measurement model. Afterward, the Maximum Likelihood method was used for path analysis, and the Bias-corrected Bootstrap method was used to investigate determine the estimated value and confidence interval of the mediating effect. To analyze the mediation effect, the Mplus 7.0 was used. The results showed that FSC positively predicted individuals’ Internet wealth management systems. Furthermore, TU and TA played complete serial multiple mediating roles between FSC and IUIWM. The role of TA and TU have negative impact on intention to use. This study provides a theoretical basis in personality psychology that Internet financial product suppliers can use to improve the attractiveness of their products. This thesis is an experimental study to investigate the operationalisability of the theory of social norms provided by Cristina Bicchieri. In Chapter 1 I critically summarise a main theme from recent literature and distinguish the accounts of norms based on social preferences from accounts based on social structure. I also summarise different theorists’ accounts of social norms as a social construct, in addition to surveying some issues scholars have raised empirically. Chapter 2 reviews the conceptual analysis of social norms by (...) Bicchieri as a social structure based account. Bicchieri’s conceptual analysis introduces three kinds of condition for norm identification. I review these in detail, and suggest hypothesis testing corresponding to each kind of condition. Chapter 2 briefly analyses a critical problem for Bicchieri’s theory. Chapter 3 provides philosophical background that supports the intentional concepts applied in Bicchieri’s analysis of social norms. I suggest that the Dennettian account of Intentional Stance is the best philosophical framework for Bicchieri’s account of social norms. I also argue that Revealed Preference Theory from economics is an application of the Intentional Stance. I conjecture that adopting the Intentional Stance and applying Revealed Preference Theory to empirical data can allow for improved operationalisation of Bicchieri’s conceptual analysis. In Chapter 4 I provide critical review of some key experimental work by Bicchieri and co-authors applying her conceptual analysis of social norms. I then provide a critical review of a widely used toolbox from the current economic literature for norm elicitation. Then I introduce a more rigorous experimental protocol for investigating social norms understood following Bicchieri’s analysis. The toolbox suggested in my thesis addresses limitations identified in Bicchieri’s empirical work. Chapter 5 presents design of the experiment administered as the core element of the thesis. Chapter 6 shows and analyses the results from the experiments described in Chapter 5. It also introduces the statistical models used in my thesis to assess the extent to which Bicchieri’s analyses successfully guides experimental identification of social norms. Chapter 7 offers concluding theoretical reflections, and discusses possible extensions of the research presented in this thesis. (shrink)

This paper is an attempt to clarify the notion of semantic presupposition and to refute Böer and Lycan's critique of that notion. The author presents a feasible and coherent formal definition of semantic presupposition after examining several popular definitions of the notion. In terms of this definition, two central arguments against semantic presupposition presented by Böer and Lycan are analyzed and responded to with care. By laying bare the philosophical prejudices underlying certain modern deprecations of Confucianism, this article defends the integrity of Confucian civilization and reclaims its significance for the modern world. Taking on a typical criticism of Confucian Ethics by Alsadire MacIntyre, I argue that the ideal of Confucian self can be defined neither in terms of Western concepts of autonomy nor heteronomy; it consists rather in a kind of virtuosity as inspired by the empathetic openness of the self. Through a comparative study (...) of Confucian and typical Western ethical theories, I will demonstrate further how the empathetic embodiment of the Confucian self informs an order of ritual that may still be relevant for the modern world in promoting harmonious social and political orders that can elevate the conventional and current power hierarchies into the virtuous rule of benefaction. People inhabit a vast and intricate social network nowadays. In addition to our own decisions and actions, we confront those of various groups every day. Collective decisions and actions are more complex and bewildering compared to those made by individuals. As members of a collective, we contribute to its decisions, but our contributions may not always align with the outcome. We may also find ourselves excluded from certain groups and passively subjected to their influences without being aware of the source. (...) We are used to being in overlapping groups and may switch identities, supporting or opposing the claims of particular groups. But rarely do we pause to think: What do we talk about when we talk about groups and their decisions? At the heart of this dissertation is the question of collective agency, i.e., in what sense can we treat a group as a rational agent capable of its action. There are two perspectives we take: a philosophical and logical one. The philosophical perspective mainly discusses the ontological and epistemological issues related to collective agency, sorts out the relevant philosophical history, and argues that the combination of a relational view of collective agency and a dispositional view of collective intentionality provides a rational and realistic account. The logical perspective is associated with formal theories of groups, it disregards the psychological content involved in the philosophical perspective, establishes a logical system that is sufficiently formal and objective, and axiomatizes the nature of a collective. The first topic that is addressed is the ontology of collective agency, i.e., the question what exactly is collective agency. The philosophical discussion of collective agency centres around the reduction problem of the concept of a collective. Individualism and Cartesian internalism have long influenced orthodox theories and made them face the choice between an irreducible concept of a collective and ontological reductionism. Heterodox theories such as functionalism and interpretationism reinterpret the concept of agency and accept it as also realized on the level of a collective. To adequately explain social phenomena that are essentially relational in nature, we propose a relational, holistic account of collective agency and argue that functionalism and interpretationism can be integrated into such an account. While acknowledging the irreducibility of the concept of a collective, we find that there is a deep incompatibility between the concept of a collective and the concept of intentionality as the mark of the mental. To explain how collective intentionality nevertheless is possible and why we tend to use it analogously to how we use the concept of individual intentionality, we explore a dispositional account of intentionality which enables us to give an account of the concept of intentionality at both the individual and collective level. Specifically, we subdivide the dispositional account into three aspects: behavioral, purely mental, and cognitive. We then argue that collective intentionality is real by analyzing different forms of attributive judgments of intentionality and by introducing the perspective of indispensable collective responsibility. We also analyze how philosophical theories about collective agency relate to central features of formal theories about collective decisions, such as game theory. Although the two fields are both concerned with collectives, there are also differences that need to be addressed. For example, game theory is clearly anti-psychologistic since its aim is a formal and objective analysis. However, from the relational and dispositional perspective, intentionality at the individual level and collective intentionality as we analyze it, inevitably involve mental content. In order to explain this difference and identify where the boundary is, we analyze the relationships between the three basic concepts involved, namely intentionality, preference, and dependency, so as to provide a unified picture of collective theory across philosophical and formal theories. After paving the nexus between philosophical and formal perspectives, the logical perspective becomes the theme of our discussion. To be able to express game theoretical concepts and to connect them to our philosophical perspective, We present a logic of preference and functional dependence and its hybrid extension, and provide an axiomatization which is sound and strongly complete. The decidability of this logic is also proved. Its application to modeling non-cooperative and cooperative games in strategic form is explored. The resulting framework provides a unified view of Nash equilibrium, Pareto optimality, and the core. The philosophical relevance of these game-theoretical notions to discussions of collective agency is made explicit. Finally, we conclude and clarify the position of our theory in the broader field of research on the topics addressed in the thesis. Also, we point out many new questions and directions suggested by our analysis, including philosophical and logical open problems. (shrink)

When a major engineering product failed, a failure investigation is often conducted to prevent similar failures in the future. In this dissertation, I propose an account of the epistemology and methodology of engineering failure investigations, based on a close examination of the documentations on five major plane crash investigations conducted by the National Transportation Safety Board (NTSB). -/- The dissertation is divided into three parts. The first part consists of the five case studies arranged in chronological order: the American Airlines (...) Flight 191 accident in 1979; the United Flight 232 accident in 1989; the United Flight 585 accident in 1991; the USAir Flight 427 accident in 1994; and the TWA Flight 800 accident in 1996. In each case study, I summarize the entire investigation process, focusing on articulating the questions that arise and the evidential reasoning that helped resolve each question. -/- The second part of the dissertation examines how the investigators infer causes of failure events. The type of causal inference used in failure investigations typically proceeds from effects to causes, hence it is called reverse causal inference. This is in contrast with forward causal inference, where researchers start with an intervention and infer the effects of that intervention. I identify three types of reverse causal inference in engineering failure investigations: feature dependence, additional outcomes, and process tracing. -/- The third part of the dissertation examines how the investigators construct narratives of failure events. At the end of each failure investigation, the investigators come up with a narrative detailing the sequence of events leading to the outcome. This part of the dissertation examines how the investigators construct such narratives and support them with evidence. I argue that both the construction and the justification of a narrative of a failure event depend on the question-and-answer process in the investigation, which I call the question dynamics of the investigation. I examine three main components of the question dynamics: the resolution of questions, the significance of questions, and the arising of questions. I conclude the dissertation with an account of the coherence of narratives, which is a measure of the evidential status of narratives. My account of coherence relies on the question dynamics, and it captures the intuitive idea that the pieces of a coherent narrative “fit together” very well. (shrink)

The shift toward digital government accelerated dramatically in 2021, driven by the urgency of the COVID-19 pandemic and the rising expectations of digitally native citizens. This paper investigates the role of Pegasystems (Pega) in enabling such transformations through its unified, low-code platform. By examining case studies from North America and Europe, we evaluate how Pega supported digital services, inter-agency coordination, compliance adherence, and citizen engagement. Conclusion: Needle-free vaccination is a promising technology for the next generation of vaccines, but we found that intramuscular injection was still the most acceptable immunization route in this survey. One major reason might be that most people lack knowledge about needle-free vaccination. In this article, we explicate evidence-based nursing (EBN), critically appraise its framework and respond to nurses’ concern that EBN sidelines the caring elements of nursing practice. We use resources from care ethics, especially Vrinda Dalmiya’s work that considers care as crucial for both epistemology and ethics, to show how EBN is compatible with, and indeed can be enhanced by, the caring aspects of nursing practice. We demonstrate that caring can act as a bridge between ‘external’ evidence and the other pillars (...) of the EBN framework: clinical expertise; patient preferences and values. Drawing on an influential EBN handbook, section 1 presents the aims and features of EBN, including the normative principle that EBN should take place within a ‘context of caring’. We aim to understand this context and whether it can be neatly detached from the EBN framework, as the handbook seems to suggest. In section 2, we highlight the grounds for resistance to EBN from the nursing community, before mounting the argument that nursing practices can be understood fruitfully through feminist care ethics and/or virtue ethics lenses. In section 3, we deepen that analysis using Dalmiya’s concepts of care-knowing and care as a hybrid ethico-epistemic virtue, which are ideally suited to the complex practices of nursing. In section 4, we bring this rich understanding of care into conversation with EBN, showing that its framework cannot be adequately theorised without paying proper attention to care.
