The fields of quantum biology and physics are now starting to unite to solve the mysteries associated with the field of evolutionary biology. One such question is the origination and propagation of consciousness which has always been ambiguous and in order to understand this concept, many theories have been proposed by several philosophers and scientists. This review paper agrees with the idea, that evolution is not a random process but hypothesizes, that its succession was managed by the expanding level of (...) consciousness due to cell division and cell differentiation. Several theories propose that the cytoskeleton and its proteins are promoters for consciousness in the brain, which propagates by means of super-conductance. A better correlation of cytoskeletal evolution and consciousness could help solve the enigma of the origination, propagation and existence of consciousness. This review is a compilation of theories, evidences and scientific studies which intends to bring an association between propagation of consciousness and the evolution of the cytoskeleton and its proteins. Within the Computer Science community, many ethical issues have emerged as significant and critical concerns. Computer ethics is an academic field in its own right and there are unique ethical issues associated with information technology. It encompasses a range of issues and concerns including privacy and agency around personal information, Artificial Intelligence and pervasive technology, the Internet of Things and surveillance applications. As computing technology impacts society at an ever growing pace, there are growing calls for more computer ethics content (...) to be included in Computer Science curricula. In this paper we present the results of a survey that polled faculty from Computer Science and related disciplines about teaching practices for computer ethics at their institutions. The survey was completed by respondents from 61 universities across 23 European countries. Participants were surveyed on whether or not computer ethics is taught to Computer Science students at each institution, the reasons why computer ethics is or is not taught, how computer ethics is taught, the background of staff who teach computer ethics and the scope of computer ethics curricula. Near-death experiences are a big challenge to the fields of science and philosophy; termed as hallucinatory by neurologists and “stuff of which fantasies are made off” by sceptics, there are some unique near-death experiences which defy these claims. Memories generated during these experiences are of specific interest as they are created without a body and can be recalled post the experience. Call it the mind, soul, psyche or consciousness, if deliberated as a form of quantum generated energy, a strong correlation (...) under a reductionist based perspective can be obtained. The soul is believed to be an immortal essence of living things in scores of philosophical and religious traditions but sparsely understood by science. The word ‘soul’ does not have a scientific definition but through this paper is hypothesized to be an indefinite, non-structured, massless energy made up of electromagnetic radiations that is confined in the cytoskeletal network of the biological cell. Electromagnetic radiations continually interact with the biological cell and propagate within the cell; by a pathway known as ‘Cell-Soul (...) Pathway’. This pathway is a coherent, imperceptible, uncontainable and recyclable support pathway, which uses this energy to promulgate consciousness in a biological cell. It is my view that my soul is my consciousness and my consciousness is my soul. It appears that energy renders my consciousness to surge within me and my soul is a sphere of energy that encases me. Further, it appears that my soul dwell within me until my bodily death and my soul makes me conscious of my existence and all that exist around me. I feel my consciousness for it is my soul. Addressing the ‘how’ of my soul (...) may someday be possible but knowing the ‘why’ of my soul may stay a mystery for it is as mystifying as the supernatural. We may be able to introduce a soul within non-living beings by evoking consciousness artificially, but I am rather sure that these beings may never experience the soul or consciousness that I experience. In this paper, we present a case of a boy – Noah Wall, who till today surprises the world of neuroscience with his will to grow his brain and survive. The case presented in this study sets a stepping stone in understanding the advent of the will to make a choice, from a neuro-quantum mechanics interpretation. We propose that besides our internal states of choices (neurogenesis, neuroplasticity, cell differentiation, etc.) we also relate with external states of choices (love, compassion, empathy, (...) emotions, etc.) that contributes to its emergence. Quantum uncertainty seems to support the existence of a fundamental property based on which the universe functions; which means that even the nothing of free space has a small chance of containing something. Outcomes are not determined by prior or random events but by consciousness that gives rise to these outcomes. This provides us a lead into understanding the existence of the will and the origin of choice when we look deeper into the realms of the implausible interpretations of quantum mechanics. Free will is the ability for the mind to choose between possible outcomes. Willful power is therefore not only a psychological intervention but also a biological and quantum intervention, where we have the capacity to make choices about what direction we will take, making a change to the systematic functioning of our body. Much forensic inference based upon DNA evidence is made assuming Hardy-Weinberg Equilibrium (HWE) for the genetic loci being used. Several statistical tests to detect and measure deviation from HWE have been devised, and their limitations become more obvious when testing for deviation within multiallelic DNA loci. The most popular methods-Chi-square and Likelihood-ratio tests-are based on asymptotic results and cannot guarantee a good performance in the presence of low frequency genotypes. Since the parameter space dimension increases at a quadratic rate on (...) the number of alleles, some authors suggest applying sequential methods, where the multiallelic case is reformulated as a sequence of “biallelic” tests. However, in this approach it is not obvious how to assess the general evidence of the original hypothesis; nor is it clear how to establish the significance level for its acceptance/rejection. In this work, we introduce a straightforward method for the multiallelic HWE test, which overcomes the aforementioned issues of sequential methods. The core theory for the proposed method is given by the Full Bayesian Significance Test (FBST), an intuitive Bayesian approach which does not assign positive probabilities to zero measure sets when testing sharp hypotheses. We compare FBST performance to Chi-square, Likelihood-ratio and Markov chain tests, in three numerical experiments. The results suggest that FBST is a robust and high performance method for the HWE test, even in the presence of several alleles and small sample sizes. (shrink)

The Full Bayesian Significance Test, FBST, is extensively reviewed. Its test statistic, a genuine Bayesian measure of evidence, is discussed in detail. Its behavior in some problems of statistical inference like testing for independence in contingency tables is discussed.

Hydranencephaly is a developmental malady, where the cerebral hemispheres of the brain are reduced partly or entirely too membranous sacs filled with cerebrospinal fluid. Infants with this malady are presumed to have reduced life expectancy with a survival of weeks to few years and which solely depends on care and fostering of these individuals. During their life span these individuals demonstrate behaviours that are termed “vegetative” by neuroscientists but can be comparable to the state of being “aware” or “conscious”. Based (...) on the most simplified definition for consciousness i.e. “awareness” or “to be aware”, these individuals are undeniably aware of their existence and therefore should be termed “conscious”. The bigoted approach of neuroscience towards understanding consciousness is usually linked with the cortex of the brain and therefore a malady as hydranencephaly poses a great challenge to this field. This paper is a compilation of behaviours and aptitudes observed in several cases of hydranencephaly which suggests, that consciousness is not just a brain process, but is a highly quantum computed process that follows laws of quantum physics, giving rise to the subjective experience of consciousness in these individuals. t Intentional sampling methods are non-randomized procedures that select a group of individuals for a sample with the purpose of meeting specific prescribed criteria. In this paper we extend previous works related to intentional sampling, and address the problem of sequential allocation for clinical trials with few patients. Roughly speaking, patients are enrolled sequentially, according to the order in which they start the treatment at the clinic or hospital. The allocation problem consists in assigning each new patient to one, and (...) only one, of the alternative treatment arms. The main requisite is that the profiles in the alternative arms remain similar with respect to some relevant patients’ attributes (age, gender, disease, symptom severity and others). We perform numerical experiments based on a real case study and discuss how to conveniently set up perturbation parameters, in order to yield a suitable balance between optimality – the similarity among the relative frequencies of patients in the several categories for both arms, and decoupling – the absence of a tendency to allocate each pair of patients consistently to the same arm. Abstract: The Pull Bayesian Significance Test (FBST) for precise hy- potheses is applied to a Multivariate Normal Structure (MNS) model. In the FBST we compute the evidence against the precise hypothesis. This evi- dence is the probability of the Highest Relative Surprise Set (HRSS) tangent to the sub-manifold (of the parameter space) that defines the null hypothesis. The MNS model we present appears when testing equivalence conditions for genetic expression measurements, using micro-array technology.

Intentional sampling methods are non-probabilistic procedures that select a group of individuals for a sample with the purpose of meeting specific prescribed criteria. Intentional sampling methods are intended for exploratory research or pilot studies where tight budget constraints preclude the use of traditional randomized representative sampling. The possibility of subsequently generalize statistically from such deterministic samples to the general population has been the issue of long standing arguments and debates. Nevertheless, the intentional sampling techniques developed in this paper explore pragmatic (...) strategies for overcoming some of the real or perceived shortcomings and limitations of intentional sampling in practical applications. A Bayesian measure of evidence for precise hypotheses is presented. The intention is to give a Bayesian alternative to significance tests or, equivalently, to p-values. In fact, a set is defined in the parameter space and the posterior probability, its credibility, is evaluated. This set is the “Highest Posterior Density Region” that is “tangent” to the set that defines the null hypothesis. Our measure of evidence is the complement of the credibility of the “tangent” region.

In this paper I explore consciousness and intelligence in the setting of conventional neuroscience and cognitive science. To be conscious is to be aware but awareness is not always intelligence. Intelligence is task driven, and comes at a later stage in development than consciousness. Consciousness and intelligence are sometimes interdependent on each other, but have always been known as separate entities; an attempt to associate them, results in a lot of debate. This paper hypothesises the growth of consciousness to be (...) horizontal, while the growth of intelligence to be vertical during the progression of development. The horizontal growth of consciousness is completely dependent on cell division and cell differentiation, while the vertical growth of intelligence depends on the horizontal growth of consciousness and enhancement of neural systems. Consciousness is computed within the microtubular network of a single cell, which amplifies with multicellularity, while intelligence is related to the nervous system which matures with complexity. This article presents a two level hierarchical forecasting model developed in a consulting project for a Brazilian magazine publishing company. The first level uses a VARMA model and considers econometric variables. The second level takes into account qualitative aspects of each publication issue, and is based on polynomial networks generated by Genetic Programming (GP).

The Full Bayesian Significance Test (FBST) for precise hypotheses is presented, with some applications relevant to reliability theory. Clearing algorithms are at the core of modern payment systems, facilitating the settling of multilateral credit messages with (near) minimum transfers of currency. Traditional clearing procedures use batch processing based on MILP - mixed-integer linear programming algorithms. The MILP approach demands intensive computational resources; moreover, it is also vulnerable to operational risks generated by possible defaults during the inter-batch period. This paper presents TORC3 - the Token-Ring Clearing Algorithm for Currency Circulation. In contrast to the MILP approach, TORC3 is a (...) real time heuristic procedure, demanding modest computational resources, and able to completely shield the clearing operation against the participating agents’ risk of default. The unit root problem plays a central role in empirical applications in the time series econometric literature. However, significance tests developed under the frequentist tradition present various conceptual problems that jeopardize the power of these tests, especially for small samples. Bayesian alternatives, although having interesting interpretations and being precisely defined, experience problems due to the fact that that the hypothesis of interest in this case is sharp or precise. The Bayesian significance test used in this article, for the unit root (...) hypothesis, is based solely on the posterior density function, without the need of imposing positive probabilities to sets of zero Lebesgue measure. Furthermore, it is conducted under strict observance of the likelihood principle. It was designed mainly for testing sharp null hypotheses and it is called FBST for Full Bayesian Significance Test. The data analyzed in this paper are part of the results described in Bueno et al. (2000). Three cytogenetics endpoints were analyzed in three populations of a species of wild rodent – Akodon montensis – living in an industrial, an agricultural, and a preservation area at the Itajaí Valley, State of Santa Catarina, Brazil. The polychromatic/normochromatic ratio, the mitotic index, and the frequency of micronucleated polychromatic erythrocites were used in an attempt to establish a genotoxic profile of each area. It (...) was assumed that the three populations were in the same conditions with respect to the influence of confounding factors such as animal age, health, nutrition status, presence of pathogens, and intra- and inter-populational genetic variability. Therefore, any differences found in the endpoints analyzed could be attributed to the external agents present in each area. The statistical models used in this paper are mixtures of negative-binomials and Poisson variables. The Poisson variables are used as approximations of binomials for rare events. The mixing distributions are beta densities. The statistical analyzes are under the bayesian perspective, as opposed to the frequentist ones often considered in the literature, as for instance in Bueno et al. (2000). (shrink)

in Oct-14-1998 ordinance INDESP-IO4 established the federal software certification and verification requirements for gaming machines in Brazil. The authors present the rationale behind these criteria, whose basic principles can find applications in several other software authentication applications.

To estimate causal relationships, time series econometricians must be aware of spurious correlation, a problem first mentioned by Yule (1926). To deal with this problem, one can work either with differenced series or multivariate models: VAR (VEC or VECM) models. These models usually include at least one cointegration relation. Although the Bayesian literature on VAR/VEC is quite advanced, Bauwens et al. (1999) highlighted that “the topic of selecting the cointegrating rank has not yet given very useful and convincing results”. The (...) present article applies the Full Bayesian Significance Test (FBST), especially designed to deal with sharp hypotheses, to cointegration rank selection tests in VECM time series models. Gene clustering is a useful exploratory technique to group together genes with similar expression levels under distinct cell cycle phases or distinct conditions. It helps the biologist to identify potentially meaningful relationships between genes. In this study, we propose a clustering method based on multivariate normal mixture models, where the number of clusters is predicted via sequential hypothesis tests: at each step, the method considers a mixture model of m components (m = 2 in the first step) and tests if (...) in fact it should be m - 1. If the hypothesis is rejected, m is increased and a new test is carried out. The method continues (increasing m) until the hypothesis is accepted. The theoretical core of the method is the full Bayesian significance test, an intuitive Bayesian approach, which needs no model complexity penalization nor positive probabilities for sharp hypotheses. Numerical experiments were based on a cDNA microarray dataset consisting of expression levels of 205 genes belonging to four functional categories, for 10 distinct strains of Saccharomyces cerevisiae. To analyze the method’s sensitivity to data dimension, we performed principal components analysis on the original dataset and predicted the number of classes using 2 to 10 principal components. Compared to Mclust (model-based clustering), our method shows more consistent results. (shrink)

We describe a software system for the analysis of defined benefit actuarial plans. The system uses a recursive formulation of the actuarial stochastic processes to implement precise and efficient computations of individual and group cash flows.

Statistical tests that detect and measure deviation from the Hardy-Weinberg equilibrium (HWE) have been devised but are limited when testing for deviation at multiallelic DNA loci is attempted. Here we present the full Bayesian significance test (FBST) for the HWE. This test depends neither on asymptotic results nor on the number of possible alleles for the particular locus being evaluated. The FBST is based on the computation of an evidence index in favor of the HWE hypothesis. A great deal of (...) forensic inference based on DNA evidence assumes that the HWE is valid for the genetic loci being used. We applied the FBST to genotypes obtained at several multiallelic short tandem repeat loci during routine parentage testing; the locus Penta E exemplifies those clearly in HWE while others such as D10S1214 and D19S253 do not appear to show this. This article describes the Full Bayesian Significance Test for the problem of separate hypotheses. Numerical experiments are performed for the Gompertz vs. Weibull life span test.

This article presents important properties of standard discrete distributions and its conjugate densities. The Bernoulli and Poisson processes are described as generators of such discrete models. A characterization of distributions by mixtures is also introduced. This article adopts a novel singular notation and representation. Singular representations are unusual in statistical texts. Nevertheless, the singular notation makes it simpler to extend and generalize theoretical results and greatly facilitates numerical and computational implementation.

Everything around seems phenomenal and appears driven by a conscious experience. Everything is an experience and for the experiencer appears eternally phenomenal and subjective. The conscious ‘How’ can be easily explained by the many reductive based advances in science and other disciplines, but the conscious ‘Why’ persists as phenomenal. I am in an ordered state of my limited perception, which will be in another state for there is no past, there is no present and there is no future, these exists in the limits of my perception.

This case study is a retrospection of my family’s experiences that highlight several ELE facets. Following a description, we attempt to explain some of these phenomena from the perspectives of science and other germane disciplines.

How do we know what we know? • How do we perceive ourselves and the world around? • Is what we perceive the only reality that exists? (or) • Is there a different reality other than what we perceive? (Not referring to the source of C, but to the CoC, in the very limit of our physical structure).

Believing is what makes the believer believe what the believer wants to believe and this belief lures the energy to flow from the external to the internal; from the invisible to the visible; what we consider as a phenomenon or fulfilment of dreams in our lifetime. Cosmic energy naively progresses to create and recreate; to form and reform; to rise and give rise to and to fill and fulfil the desires of a being. Belief drives the experience of the experiencer; (...) for it fills the being to its completeness and renders the achiever to achieve and believe in oneself. The belief of a believer is therefore unique and special to the believer and can never be or should never be taken away; for if so, may lead to loss of the being’s ability to perceive the ever prevalent energy; for there is no alternative to belief and believing for the higher being. On the other hand, if belief is coerced or foisted, it may lead to an excruciating irremediable change in the energy with a forfeiture of the soul, mind and consciousness. (shrink)

English: We analyzed the motivations that Catholic seminarians in Portugal evoke as important factors for their decision to follow the priesthood. We proposed working hypotheses according to which the speech of seminarians could reflect both the influence of classical religious socialization, agents like family and the parish community, as well as more subjective elements related to the idea of a vocation to the priesthood. The results indicated the presence of these factors and showed that the reasons related to the priestly (...) vocation and desire to serve God and the Church appear as more important than the influence of family or other reasons. -/- Português: Analisamos as motivações que os seminaristas católicos em Portugal evocam como fatores importantes para a sua decisão de seguir o sacerdócio. Propusemos hipóteses de trabalho segundo as quais o discurso dos seminaristas poderia refletir tanto a influência de agentes clássicos de socialização religiosa, como a família e a comunidade paroquial, como elementos mais subjetivos relacionados com a ideia de vocação para o sacerdócio. Os resultados indicaram a presença desses fatores e mostraram que os motivos relacionados com a vocação sacerdotal e a vontade de servir a Deus e a Igreja aparecem como mais importantes do que a influência da família ou de outros significativos.
