Los editores de la revista han planteado dos preguntas: ¿Están los ciudadanos en condiciones de incorporar el espíritu científico en sus deliberaciones públicas? ¿Es esto requisito necesario para la democracia? Así, este artículo pretende ofrecer una respuesta que va más allá de tales preguntas.

In a recent opinion paper, it was argued that individuals with multiple retractions or a record of academic misconduct should not serve as editors, including as editors-in-chief, on the editorial boards of scholarly or academic journals. As a first step towards appreciating how such a policy could be applied in practice, the presence of 30 individuals listed on the Retraction Watch Leaderboard on editorial boards was screened. Six cases are highlighted to gain an appreciation of the potential reputational risks that (...) journals and publishers might incur by including individuals with a tainted academic record on editorial boards. Given the reputational, legal and other risks associated with this type of assessment and decision, more formal positioning and guidance are needed by global ethics policy-related bodies such as COPE, the ICMJE, and the CSE, even more so in journals that claim to follow these organizations’ ethical guidelines. Este trabajo examina la educación pública chilena desde la perspectiva de la ontología social. En primer lugar, se exponen brevemente elementos de la teoría de la realidad social para dar sentido a la tesis que se defiende: la educación pública es institución para instituciones. En la segunda parte se muestra de qué forma la educación pública es una instancia preparatoria para navegar en la realidad social. Y lo es porque enseña a posponer deseos personales en aras del servicio, tal como (...) acontece en la Educación pública chilena: constituye la esencia de la racionalidad institucional. En la última parte del ensayo se examina una experiencia histórico-paradigmática de dicha educación, la del Instituto Nacional. La formación en dicho liceo de numerosos presidentes, ministros de Estado, además de profesionales, científicos y humanistas, confirma que la educación pública es institución para instituciones. As a writer, it is hard to defend oneself from the accusation of being a robot. Even though the argument is ad hominem it perhaps is too difficult to create a “reversed” Turing test. It is suggested in this article that editors of flesh and blood still are necessary.

Una disciplina capaz de hacer avanzar el estudio de políticas públicas y herramientas jurídicas y sociales y, a la vez, juzgar su adecuación a criterios de corrección moral política. In the academic world, despite their corrective nature, there is still a negative stigma attached to retractions, even more so if they are based on ethical infractions. Editors-in-chief and editors are role models in academic and scholarly communities. Thus, if they have multiple retractions or a record of academic misconduct, this viewpoint argues that they should not serve on journals’ editorial boards. The exception is where such individuals have displayed a clear path of scholarly reform. Policy and guidance is needed (...) by organizations such as the Committee on Publication Ethics. (shrink)

This article is a profile of the journal Hypatia for TPM: its founding, its mission, and central themes that figure in its close to 30 year publication history. When the first issues of Hypatia appeared in the mid-1980s they were the culmination, in the mid-1980s, of a decade-long process of visionary debate in the Society for Women in Philosophy (SWIP) about what form a journal of feminist philosophy should take, and extended discussion of how to make it a reality. The (...) guiding vision and a signature strength of Hypatia has always been its pluralism. The touchstone for the new generations of feminist philosophers who founded and now sustain Hypatia has been the real world, experiential and political issues that have galvanized feminist activism and scholarship since the late 1960s – directing attention to new questions as well as reframing the old. Should editors of scientific journals practice triple-anonymous reviewing? I consider two arguments in favor. The first says that insofar as editors’ decisions are affected by information they would not have had under triple-anonymous review, an injustice is committed against certain authors. I show that even well-meaning editors would commit this wrong and I endorse this argument. The second argument says that insofar as editors’ decisions are affected by information they would not have had under triple-anonymous review, it will negatively affect (...) the quality of published papers. I distinguish between two kinds of biases that an editor might have. I show that one of them has a positive effect on quality and the other a negative one, and that the combined effect could be either positive or negative. Thus I do not endorse the second argument in general. However, I do endorse this argument for certain fields, for which I argue that the positive effect does not apply. (shrink)

In this introductory chapter, I first offer an overview of the two themes addressed in the present collection - namely, disagreement and skepticism - and their connection, then present the purpose and content of the volume.

Tasks, tools, and techniques that we perform, use, and acquire, define the elements of expertise which we value as the hallmarks of goal-driven behavior. Somehow, the creation of tools enables us to define new tasks, or is it that the envisioning of new tasks drives us to invent new tools? Or maybe it is that new tools engender new techniques which then result in new tasks? This jumble of issues will be explored and discussed in this diverse collection of papers. (...) Individually, few of the papers are related to each other by topic or by techniques of analysis. Collectively, all focus on tasks performed using tools and discuss the techniques of tool use which enable differences in performance and expertise across individuals, societies, and (even) species. -/- . The Introduction to "Non-Derogatory Uses of Slurs", special issue of Grazer Philosophische Studien.

In this special issue of Minds and Machines ("Situations and Artificial Intelligence") we take a close look at recent situation-theoretic research which has mostly originated within a philosophical framework but promises to have strong connotations for Artificial Intelligence workers. The seven papers which make up this special issue (three of the papers appear in Minds and Machines 9(1)) demonstrate the advantages of the situation-based approach towards problems with a definite AI flavor.

En este artículo argumentamos que la naturaleza pública o privada de la educación tiene una incidencia directa en las instituciones que conforman la realidad social. Para sustentar lo anterior, en primer lugar discutimos cómo, según Searle, habitamos un mundo de instituciones gobernadas por reglas y poderes deónticos, ontológicamente irreductibles. Luego, postulamos que la intencionalidad colectiva requiere de la confianza para mantenerse, y esta aumenta cuando gobiernan reglas y poderes deónticos en circunstancias normales. Finalmente, planteamos que la educación pública es una (...) institución que, a diferencia de la privada, privilegia el espacio de lo común. Sócrates es un ejemplo de esto, al proponer una filosofía que no solo busca la verdad, sino que además privilegia el reconocimiento de la ley por sobre la satisfacción inmediata de deseos e inclinaciones personales. De todo esto se explica el círculo virtuoso: la educación pública, al ser inclusiva y beneficiar a todos, potencia las instituciones sociales que tutelan ese interés y, dentro de ellas, el servicio público. Founded in 1993, ELEKTRIK: Turkish Journal of Electrical Engineering and Computer Sciences, has gradually become better known and is fast establishing itself as a research oriented publication outlet with high academic standards. In a modest attempt to advance this trend, this special issue of ELEKTRIK brings together five papers exemplifying the state of the art in artificial intelligence (AI). Written by experts, the papers are especially aimed at readers interested in gaining a better appraisal of the applications side of the (...) AI enterprise. In all papers there is a strong emphasis on measuring the benefits of the proposed approaches in experimental contexts. El problema del acceso a los medicamentos no obedece siempre al rol cuestionable de la industria farmacéutica, como sí en gran medida a los Estados, responsables inmediatos por el abandono de millones de pacientes en los países bajo el umbral de pobreza y desarrollo. Para evidenciar esta información se plantean tres escenarios en los que las políticas públicas aún tienen una gran tarea pendiente: la ausencia de regulación y vigilancia, la permisividad con prácticas seudocientíficas y el abandono en regiones apartadas. A lo largo del texto, y a manera de conclusión, se propone un llamado de atención a los gobiernos, para que reorienten sus acciones y hagan presencia en un panorama que usualmente se deja a un lado cuando se aborda el problema del acceso a los medicamentos. The article critically investigates various approaches to “smart” governance, from algorithmic regulation (O’Reilly), fluid technocracy (P. Khanna), “smart states” (Noveck), nudge theory (Thaler/ Sunstein) and social physics (Alex Pentland). It specifically evaluates the cybernetic origins of these approaches and interprets them as pragmatic actualisations of earlier cybernetic models of the state (Lang, Deutsch) against the current background of surveillance capitalism. The authors argue that cybernetic thinking rests on a reductive model of participation and a limited concept of “the political” (whereby (...) the systemic focus is on adaptive behaviour, stability and self-preservation instead of antagonism and dissensus). This limitation becomes particularly articulate in the aforementioned neocybernetic models of governance, and is even intensified in the contemporary monopolistic digital infrastructure. (shrink)

Enmarcada en dicha pretensión, la propuesta del curso “Agencias judiciales, políticas públicas y acceso a la justicia” tiene por objeto: a)Promover la reflexión sobre el acceso a la justicia como núcleo problemático de nuestra contemporaneidad social y jurídica. b)Reinscribir dicha reflexión crítica en (...) las filiaciones iusfilosóficas que la posibilitan e impulsan. c)Conceptualizar el acceso a la justicia como desafío medular de políticas de inclusión social.d)Identificar las complejidades que se derivan del carácter críptico y técnico que reviste el derecho moderno y el lenguaje jurídico que lo constituye, circunstancia que dificulta su accesibilidad y difusión. e)Efectuar aportes formativos que sirvan de base para la elaboración de políticas de acceso a la justicia que posibiliten la desarticulación de esta opacidad y formalización del lenguaje jurídico. f)Advertir el carácter performativo que porta el derecho como práctica social discursiva no solo como esfera de producción normativa sino también de construcción de las representaciones sociales que se disputan en la escena pública. g)Comprender el rol fundamental que poseen las agencias judiciales como instancias de promoción y desarrollo de políticas públicas en materia de acceso a la justicia. h)Esbozar los desafíos de dichas agencias judiciales para la profundización del acceso a la justicia como derecho vinculado a problemáticas específicas tales como la vulnerabilidad social y la diversidad cultural y lingüística. Huang-Lao is now generally regarded as a set of ideas that gained currency from the final stages of the Warring States period to well into the Han dynasty. "Huang" stands for Huangdi, the Yellow Emperor; "Lao" refers to Laozi, the "Old Master," who is traditionally regarded as the founder of Daoism. Huang-Lao is thus a combination of ideas attributed to the mythical figures of the Yellow Emperor and Laozi. La pandemia de la COVID-19 ha recordado la importancia de prevenir y planificarse ante eventos altamente desastrosos para la salud comunitaria. Varios fenómenos emergentes suponen amenazas prospectivas para la Salud Pública. Sin embargo, el carácter mayormente futuro de problemas como la resistencia antibiótica, el impacto del cambio climático en la salud o la bioingeniería de patógenos genera dificultades de análisis. ¿Cuáles son los desafíos éticos y epistemológicos que suscitan los problemas futuros para la Salud Pública? ¿Cómo deben abordarse los problemas (...) morales de escenarios futuros, potencialmente catastróficos? En este artículo se defiende la necesidad de adoptar enfoques éticos anticipativos desde la ética de la Salud Pública. En primer lugar, se argumentará que el abordaje de estos problemas futuros requiere reflexionar sobre el futuro como problema ético y epistémico. En segundo lugar, se analizarán las características de la incipiente ética anticipatoria en los ámbitos de la ética de la tecnología y la bioética. En tercer lugar, se defenderá la aplicación de metodologías de previsión y anticipación en debates sobre la ética de la Salud Pública. Finalmente, se ofrecerán algunas reflexiones para fortalecer los análisis normativos anticipativos a fin de prevenir y atajar de antemano los efectos adversos de las futuras crisis sanitarias. The twentieth century saw what could be described as a parting of the ways between humans and other species of animal in many parts of the world. Increasing urbanization and the intensification of farming resulted in restricted opportunities to interact directly with other animals, particularly freeroaming animals in their natural habitats. At the same time, changes in technology led to greatly increased opportunities to come into contact with animals indirectly through their representation in media such as film, television, and the (...) internet. This extra stage of mediation between actual animals in the world and a human population’s experience of them is extremely important, because representations necessarily are partial. Among the forces that potentially influence representations are powerful commercial forces. They pressure for increased intensive confinement of animals, increased human use of habitats, larger catches of animals in the wild, and numerous other ways of increasing the utility drawn from animals. At the same time, these forces are resisted in a variety of directions by those working for animal welfare, rights, . (shrink)

This letter deals with the problem of atheism and Catholicism. After mourning the loss of a Jesuit priest, the author turns to a previous issue of the paper. In that issue a prominent Jesuit administrator of the Calcutta Province of the Jesuits had praised Romila Thapar. This letter asks whether Thapar is acceptable to Catholic Christianity since she is avowedly an atheist. The Catholic priest in question did not reply and continues in his priestly office. Desde que en 2008 se introdujera el concepto de nudge en el libro Nudge, que argumentaba que las pequeñas intervenciones basadas en cambios en la arquitectura de elección pueden alterar el comportamiento de las personas y facilitarles el logro de sus objetivos deseados, el uso de la economía del comportamiento en políticas públicas ha crecido significativamente, lo que ha llevado a la aparición de diferentes intervenciones basadas en conocimientos conductuales. Estas intervenciones se han aplicado en distintas áreas de políticas públicas (...) y administrativas, incluyendo salud, finanzas, o medio ambiente, con el objetivo de promover el bienestar y abordar problemas sociales y económicos. El uso de estas aplicaciones en cuestiones relacionadas con la violencia de género ha sido con frecuencia ignorado. De este modo, el objetivo de este estudio es analizar el uso de herramientas de la economía del comportamiento en políticas públicas, como nudges, boosts o auditoría de sludges y su aplicación a asuntos relacionados con este tipo de violencia. Al mismo tiempo que se señalan los posibles beneficios de su uso, también se reconocen las limitaciones del enfoque conductual, apuntando a la necesidad de una aproximación multifacética para combatir dicha violencia. If this is the case, it is likely impossible to be conscious without the self (yours or mine), the eye of consciousness, and it must certainly not be desirable, for such a consciousness would have no focal point, no self-that-is-conscious to guide it, so it would be cast adrift on a wide and wild sea like a boat that has broken from its anchor. One of the great challenges for students of any discipline is to be able to put into practice the knowledge learned in theory. Public health does not escape this challenge. Research Methods for Public Health is a book that seeks to help students understand in a simple way how to enter into the practice of public health research. This book stands out for its easy reading, but especially because it emphasizes the existence of quantitative and qualitative methods, as well as (...) the combination of both methods. On the other hand, the authors show between the lines, and sometimes more clearly, the importance of teamwork in research groups, a key element to avoid errors, validate procedures or instruments and increase the reliability of the results, as well as the importance of criteria of validity, reliability, precision, relevance, transparency and credibility, among others. -/- Uno de los grandes retos para los estudiantes de cualquier disciplina es poder poner en práctica los conocimientos aprendidos en la teoría. La salud pública no se escapa de este desafío. Research Methods for Public Health es un libro que busca ayudar a comprender de manera sencilla cómo introducirse en la práctica de la investigación en salud pública. Este libro se destaca por su fácil lectura, pero especialmente porque pone el énfasis en la existencia de los métodos cuantitativos y cualitativos, así como en la combinación de ambos métodos. Por otro lado, los autores dejan ver entrelíneas, y a veces más claramente, la importancia del trabajo en equipo en los grupos de investigación, elemento clave para evitar errores, validar procedimientos o instrumentos y aumentar la confia-bilidad de los resultados, así como la importancia de criterios de validez, confiabilidad, precisión, relevancia, transparencia y credibilidad, entre otros. A brief overview of the current status of the scholarship on Heidegger and contemporary art and of the contributions included in the special issue.

It gives me great pleasure and honor to introduce myself as the incoming Editor-in-Chief of Polis: The Journal for Ancient Greek and Roman Political Thought. For the last decade I have served as an Associate Editor and the Book Review Editor of the journal. I am very excited about charting new paths for the journal, while continuing to publish first-rate scholarship in our area strengths. Although ‘polis’ is a Greek word that identifies a specific Greek historical political (...) institution, in many important ways the culture of Greek political thought interacted with the political culture of Regal, Republican, and Imperial Rome through Greek settlements in the Western Mediterranean, Roman military conquest, and cultural Hellenization. In the last year the editorial staff of Polis decided to expand the domain of our journal to include scholarship on Roman political thought and Greek-language political thought from the Hellenistic and Roman Imperial periods. Although Polis has been publishing reviews of books devoted to these new domains for several issues, it is quite gratifying to publish an entire special issue, edited by Grant Nelsestuen and Associate Editor Daniel Kapust, devoted to Roman political thought. Additional articles on Roman political thought are in the journal’s publication queue and we look forward to becoming an important venue for the publication of original scholarship and book reviews on Roman political thought and its subsequent reception, along with our original remit for Greek political thought and its reception. The editorial staff of Polis has undergone a number of changes in conjunction with my new role. First and foremost, my mentor and predecessor Kyriakos Demetriou has retired from the position of Editor-in-Chief and become a member of our Editorial Board. I have had the privilege of working with Kyriakos for over 15 years, during which time he transformed the newsletter of the Society for Ancient Greek Political Thought into a pre-eminent peer-reviewed academic journal. I may only hope 15 years from now, that Polis has continued to grow as a source for landmark scholarship on Greek and Roman political thought. During the editorial transition, Associate Editors Rosanna Lauriola and Essam Safty have left our editorial staff. We are grateful for their service to the journal and wish them well in their scholarly endeavors. Finally, I am pleased to announce several additions to our editorial staff. Dimitri El Murr, Professor of Ancient Philosophy at the Ecole Normale Supérieure (Université Paris Sciences et Lettres), has joined the journal as an Associate Editor responsible for the refereeing and editing of Francophone submissions to Polis. Demetra Kasimis, Assistant Professor of Political Science at the University of Chicago, has joined as an Associate Editor responsible for the refereeing of submissions on the political aspects of Greek literature (such as epic, tragedy, and comedy). Matthew Simonton, Associate Professor of History at Arizona State University, has joined the journal as an Associate Editor and Book Review Editor. Finally, Dr. Alexandra Wilding has joined our editorial staff as the journal’s copy-editor. Learn from and enjoy the scholarship of our current issue. Las organizaciones públicas se comunican con los ciudadanos de diversas formas, y no están ajenas a la utilización de las redes sociales. La investigación tiene como finalidad analizar la comunicación de la Responsabilidad Social de las empresas públicas uruguayas, a través de la red Twitter. Para el análisis de los tweets se emplea la herramienta Burrrd, Twelets y se utiliza, como referencia, la metodología propuesta por Aldeanueva y Arrabal (2018), identificando un diccionario de términos relacionados con responsabilidad social en las (...) publicaciones realizadas, agrupándolos por temáticas comunes, a fin de analizar qué comunican las organizaciones públicas sobre su responsabilidad social. The problem of self-governing of a community (more precisely, the involvement of its members in collective actions directed towards achieving a common goal) is extremely important. In our opinion, it is necessary to give honest answers to the following questions: (a) What are the constituents of collective actions meant to help obtaining public goods and how should they be determined? (b) How useful, rational and legitimate are civic actions (in general) and the measures of self-government of a community (in particular)? (...) (c) What are the resources, rights and duties in a self-governing community? (d) What parts can professional communicators play, in order to stimulate their fellow citizens’ participation in the art of self-governing? Civic participation in realizing the common good has several aspects, starting with voting participation and ending with the community’s self-mobilization. Professional communicators (in this case, public relations specialists) may contribute to building a self-governing society by playing six parts: the town crier, the steward, the traffic manager, the conductor, the creator and the facilitator.
