Communication strategies to shape public opinion can be applied to the philosophical program of conceptual engineering. I propose to look for answers to the implementation challenge for conceptual engineering on similar challenges that arise in other contexts, such as that of social movements. I claim that conceptual engineering is successfully practiced in other areas with direct consequences on the political landscape, and that we can apply to philosophy what we might learn from those successful practices. With that end in (...) mind, I explain the psychological approach to conceptual engineering. I present what has been called “the implementation challenge”, which is the problem that emerges from the possibility of control over the content of our concepts. The challenge consists in that if there is not such a control, conceptual engineering is not implementable. Then, I review some of the reactions that have been given to that challenge, and I defend the feasibility of conceptual engineering appealing to the collective action frames that social movements endorse as an instance of a successful kind of conceptual engineering and derive some strategies that might be of use for conceptual engineering in philosophy. Implementationalism maintains that conventional, silicon-based artificial systems are not conscious because they fail to satisfy certain substantive constraints on computational implementation. In this article, we argue that several recently proposed substantive constraints are implausible, or at least are not well-supported, insofar as they conflate intuitions about computational implementation generally and consciousness specifically. We argue instead that the mechanistic account of computation can explain several of the intuitions driving implementationalism and noncomputationalism in a manner which is consistent with artificial (...) consciousness. Increasingly complex and autonomous systems require machine ethics to maximize the benefits and minimize the risks to society arising from the new technology. It is challenging to decide which type of ethical theory to employ and how to implement it effectively. This survey provides a threefold contribution. First, it introduces a trimorphic taxonomy to analyze machine ethics implementations with respect to their object (ethical theories), as well as their nontechnical and technical aspects. Second, an exhaustive selection and description of relevant (...) works is presented. I discuss the formal implementation, interpretation, and justification of likelihood attributions in cosmology. I show that likelihood arguments in cosmology suffer from significant conceptual and formal problems that undermine their applicability in this context.

Although implementation is ubiquitous in computer science, there is no systematic philosophical analysis of its metaphysical structure. In this article, I argue that the conceptual resources of analytical metaphysics can be very helpful in laying the foundations for a metaphysics of implementation and, by extension, of computer science. More specifically, I hold that implementation is a form of metaphysical grounding, and I show that, by combining the properties of grounding with the specific constraints of computer science, one (...) can clarify what a metaphysics of computer science could look like. In sections 2 and 3 of the article, I discuss various meanings of implementation, while in section 4, I submit my central claim that implementation is a form of metaphysical grounding. I substantiate this claim by showing that implementation and grounding share the same formal properties. If this is correct, then issues of ontological dependence, metaphysical explanation, hyperintensionality, and foundedness, typically associated with grounding, can be re-formulated in computer science using the concept of implementation. What is the computational notion of “implementation”? It is not individuation, instantiation, reduction, or supervenience. It is, I suggest, semantic interpretation.

This paper makes a novel linkage between the multiple-computations theorem in philosophy of mind and Landauer’s principle in physics. The multiple-computations theorem implies that certain physical systems implement simultaneously more than one computation. Landauer’s principle implies that the physical implementation of “logically irreversible” functions is accompanied by minimal entropy increase. We show that the multiple-computations theorem is incompatible with, or at least challenges, the universal validity of Landauer’s principle. To this end we provide accounts of both ideas in terms (...) of low-level fundamental concepts in statistical mechanics, thus providing a deeper understanding of these ideas than their standard formulations given in the high-level terms of thermodynamics and cognitive science. Since Landauer’s principle is pivotal in the attempts to derive the universal validity of the second law of thermodynamics in statistical mechanics, our result entails that the multiple-computations theorem has crucial implications with respect to the second law. Finally, our analysis contributes to the understanding of notions, such as “logical irreversibility,” “entropy increase,” “implementing a computation,” in terms of fundamental physics, and to resolving open questions in the literature of both fields, such as: what could it possibly mean that a certain physical process implements a certain computation. In this chapter it is demonstrated that the way in which leaders implement a decision largely depends on the nature of it, that is, whether it is strategic or not. Leaders must be as open as possible and not withhold information from the persons involved in the process. Therefore, they should distribute as much relevant information as possible to meeting participants before a meeting. At the same time, they must be able to steer the process. It is not unusual for (...) there to be a separation between the formulation and implementation of a strategic decision. Often, it is the top leadership that formulates the decision problem and the middle managers that implement its solution. For this reason, it is relatively common that the top leadership signals that the implementation has been successful as soon as the middle managers begin to report positive results. This can sometimes happen even though most of the implementation is incomplete. However, there are also cases where the top leaders rule out certain implementation processes as failures when in fact they prove later on to be successful. A common problem in organizations is that leaders often inherit the task of implementing decisions that past leaders have made. In order to succeed with an implementation, leaders must understand the importance of the process. They must communicate their vision clearly, evaluate and monitor continuously, and allow interested parties to participate actively in the process. After ratifying the Framework Convention for Tobacco Control in 2004, Bangladesh enacted anti-tobacco laws, policies, and administrative measures. Evidence suggests that the progress so far has not been significant, and Bangladesh will most likely fail to meet its target to become tobacco-free by 2040. This study undertakes a national-level political economy analysis to explore the dynamics that affect the processes of required tobacco policy reforms and implementation. Based on a desk review of pertinent pieces of literature and key informant (...) interviews, this research examines the political behavior of key individuals, institutional reform initiatives, and the government’s commitment to the tobacco control agenda. The findings indicate that the political will of becoming tobacco-free is explicitly present in key narratives. However, intra-government conflict of interests and incentives, the skewed commitment of government bodies, state-business nexus, incapacity of vital organizations, and the dubious role of key individuals and committees fail to translate this will into active implementation. The article concludes that the idea of tobacco control remains a strategic accommodation, and its implementation requires genuine commitment and wider public support. The government must confer adequate authority and resources to the national tobacco control cell and call for agencies to convene to the common of creating a tobacco-free Bangladesh. (shrink)

Abstract – This study aimed primarily to determine the effectiveness of crime prevention strategies implemented by the Salug Valley Philippine National Police (PNP) in terms of Police Integrated Patrol System, Barangay Peacekeeping Operation, Anti-Criminality Operation, Integrated Area Community Public Safety services, Bantay Turista and School Safety Project as evaluated by 120 inhabitants and 138 PNP officers from four Municipalities of Salug Valley Zamboanga del Sur. Stratified random sampling was utilized in determining the respondents. Index crime rate were correlated with the (...) crime prevention strategies of the PNP in town of Salug Valley. A descriptive method of research was applied in this study utilizing self-made questionnaire. The data collected were analyzed using the main statistical tools like frequency count, percentage, mean computation, Kruskal Wallis Analysis of Variance and simple correlation. Findings of the study revealed that the crime prevention strategies in four (4) municipalities were “much effective” to include Integrated Patrol System, Barangay Peace Keeping Operations, Anti-Criminality Operations, Integrated Area Community Public Safety Services, Bantay Turista and School Safety Project in connection to the responses of 158 participants. As the philosophy of policing shifts from a traditional to a community-based approach, its implementation needs to be assessed. The study determined the program implementation of community-oriented policing in the town of Dumingag Zamboanga del Sur and its effectiveness in crime reduction from 2014 to 2018. The study employed a descriptive-survey method with the questionnaire-checklist as the main instrument used in gathering the data and information. The survey questionnaire underwent an evaluation process by field expert and tested using (...) Cronbach’s alpha. Weighted Arithmetic Mean, Percentage and ANOVA were the statistical tools used in the data analyses. The participants were PNP, residents, and Barangay Officials of Dumingag, Zamboanga del Sur. The results showed that PNP and Barangay officials perceived that the extent of community- oriented policing in Dumingag was implemented without lapses. However, residents rated that the implementation has minimal lapses. The study also revealed that there was a reduction of crimes committed for the past five years of the implementation. The result shows a significant difference among the perceived extent of implementation of the three groups of respondents. (shrink)

Contemporary methods of computational cognitive modeling have recently been criticized by Addyman and French (2012) on the grounds that they have not kept up with developments in computer technology and human–computer interaction. They present a manifesto for change according to which, it is argued, modelers should devote more effort to making their models accessible, both to non-modelers (with an appropriate easy-to-use user interface) and modelers alike. We agree that models, like data, should be freely available according to the normal standards (...) of science, but caution against confusing implementations with specifications. Models may embody theories, but they generally also include implementation assumptions. Cognitive modeling methodology needs to be sensitive to this. We argue that specification, replication and experimentation are methodological approaches that can address this issue. (shrink)

According to Max Deutsch, conceptual engineers face a dilemma: either they target semantic meanings, in which case they are engaged in an infeasible activity (the “implementation challenge”), or they target speaker meanings, in which case they are engaged in a trivial enterprise (the “trivialization challenge”). Focusing on the first horn of the dilemma, I argue that the “transubstantiation version” of the implementation challenge only holds for representationalist approaches to conceptual engineering, according to which concepts are individuated by their (...) representational relation to phenomena or sets of objects in the world. From a non-representationalist (e.g. pragmatist) perspective, the dilemma is therefore dissolved. Nevertheless, Deutsch’s article still deserves a response from the pragmatist, since it raises a more general challenge to conceptual engineering that I dub the “practical implementation challenge”. I offer a pragmatist solution to that challenge, drawing on John Dewey’s theory of inquiry and Robert Brandom’s inferentialism. This solution includes recommendations distributed across all stages of the engineering process, in privileging projects that are (1) problem-driven, (2) bottom-up; ensuring that the proposal is (3) clearly justified, (4) maintains continuity with the existing inferential role; and finally, in (5) enforcing the novel concept in practices of deontic scorekeeping, (6) backed up by institutional or intellectual authority. Previous work has shown that the Complex Conceptual Spaces − Single Observation Mathematical framework is a useful tool for event characterization. This mathematical framework is developed on the basis of Conceptual Spaces and uses integer linear programming to find the needed similarity values. The work of this paper is focused primarily on space event characterization. In particular, the focus is on the ranking of threats for malicious space events such as a kinetic kill. To make the Conceptual Spaces framework work, (...) the similarity values between the contents of observations on the one hand and the properties of the entities observed on the other needs to be found. This paper shows how to exploit Dempster-Shafer theory to implement a statistical approach for finding these similarities values. This approach will allow a user to identify the uncertainty involved in similarity value data, which can later be propagated through the developed mathematical model in order for the user to know the overall uncertainty in the observation-to-concept mappings needed for space event characterization. I defend a theory of mental representation that satisfies naturalistic constraints. Briefly, we begin by distinguishing (i) what makes something a representation from (ii) given that a thing is a representation, what determines what it represents. Representations are states of biological organisms, so we should expect a unified theoretical framework for explaining both what it is to be a representation as well as what it is to be a heart or a kidney. I follow Millikan in explaining (i) in terms (...) of teleofunction, explicated in terms of natural selection. -/- To explain (ii), we begin by recognizing that representational states do not have content, that is, they are neither true nor false except insofar as they both “point to” or “refer” to something, as well as “say” something regarding whatever it is they are about. To distinguish veridical from false representations, there must be a way for these separate aspects to come apart; hence, we explain (ii) by providing independent theories of what I call f-reference and f-predication (the ‘f’ simply connotes ‘fundamental’, to distinguish these things from their natural language counterparts). -/- Causal theories of representation typically founder on error, or on what Fodor has called the disjunction problem. Resemblance or isomorphism theories typically founder on what I’ve called the non-uniqueness problem, which is that isomorphisms and resemblance are practically unconstrained and so representational content cannot be uniquely determined. These traditional problems provide the motivation for my theory, the structural preservation theory, as follows. F-reference, like reference, is a specific, asymmetric relation, as is causation. F-predication, like predication, is a non-specific relation, as predicates typically apply to many things, just as many relational systems can be isomorphic to any given relational system. Putting these observations together, a promising strategy is to explain f-reference via causal history and f-predication via something like isomorphism between relational systems. -/- This dissertation should be conceptualized as having three parts. After motivating and characterizing the problem in chapter 1, the first part is the negative project, where I review and critique Dretske’s, Fodor’s, and Millikan’s theories in chapters 2-4. Second, I construct my theory about the nature of representation in chapter 5 and defend it from objections in chapter 6. In chapters 7-8, which constitute the third and final part, I address the question of how representation is implemented in biological systems. In chapter 7 I argue that single-cell intracortical recordings taken from awake Macaque monkeys performing a cognitive task provide empirical evidence for structural preservation theory, and in chapter 8 I use the empirical results to illustrate, clarify, and refine the theory. Without a proper restriction on mappings, virtually any system could be seen as implementing any computation. That would not allow characterization of systems in terms of implemented computations and is not compatible with a computationalist philosophy of mind. Information-based criteria for independence of substates within structured states are proposed as a solution. Objections to the use of requirements for transitions in counterfactual states are addressed, in part using the partial-brain argument as a general counterargument to neural replacement arguments.

Conceptual engineering is thought to face an ‘implementation challenge’: the challenge of securing uptake of engineered concepts. But is the fact that implementation is challenging really a defect to be overcome? What kind of picture of political life would be implied by making engineering easy to implement? We contend that the ambition to obviate the implementation challenge goes against the very idea of liberal democratic politics. On the picture we draw, the implementation challenge can be overcome (...) by institutionalizing control over conceptual uptake, and there are contexts—such as professions that depend on coordinated conceptual innovation—in which there are good reasons to institutionalize control in this fashion. But the liberal fear of this power to control conceptual uptake ending up in the wrong hands, combined with the democratic demand for freedom of thought as a precondition of genuine consent, yields a liberal democratic rationale for keeping implementation challenging. Self models contribute to key functional domains of human intelligence that are not yet presented in today’s artificial intelligence. One important aspect of human problem-solving involves the use of conceptual self-knowledge to detect self-relevant information presented in the environment, which guides the subsequent retrieval of autobiographical memories that are relevant to the task at hand. This process enables each human to behave self-consistently in our own way across complex situations, manifested as self-interest and trait-like characteristics. In this paper, we outline (...) a computational framework that implements the conceptual aspect of human self models through a modified version of the joint-embedding predictive architecture. We propose that through the incorporation of human-like autobiographical memory retrieval and self-importance evaluation, the modified architecture could support machine agents with significantly enhanced self-consistency, which could be applied to deliver more believable simulations of human behaviors. This paper presents the design and implementation of a pattern-based J2EE application development environment aimed at streamlining the development process, enhancing code quality, and improving maintainability. We begin with an exploration of the fundamental principles of J2EE and the role of design patterns in software engineering. This is followed by a detailed discussion on the selection and application of various design patterns specifically tailored for J2EE, such as Singleton, Factory, Data Access Object (DAO), and Model-View-Controller (MVC).

Although Knowledge Management was introduced as a Key Performance Indicator (KPI) for all senior management in South Africa 15 years ago, its implementation has been slow and inconsistent. This paper aimed to identify the factors that contribute to or deter the implementation of Knowledge Management in the South African government. The issue was explored through a review of literature on Knowledge Management, as well as results of an interview and questionnaire completed by government officials doing Knowledge Management practitioner (...) work in the South African government. The quantitative data was analysed using DATAtab. The findings identified two key factors that deter the implementation of Knowledge Management in the South African government: most departments in the South African government do not value Knowledge Management, and public officials responsible for implementing Knowledge Management in their departments lack implementation skills. A lack of research on Knowledge Management in developmental governments exists. More research on this subject is necessary. Inspired by the assertion that preventative measures can prevent the failure of business enterprises, this paper sought to determine the types of internal controls and the degree to which SMEs implemented them in the central business district of Harare in Zimbabwe. By completing semi-structured questionnaires, the 135 respondents generated the quantitative data, which was analysed utilising Version 25 of the Statistical Package for the Social Sciences (SPSS) software. The results revealed that the conventional internal controls which are customary in larger (...) business enterprises were either absent or not adequately implemented in the SMEs. A cross-gender comparison suggested that female-led SMEs were more likely to implement internal control systems than their male counterparts. By empirically justifying the need for internal control systems in SMEs, this paper contributes to both theory and practice, by reaffirming the effectiveness of internal controls and emphasising how their effective implementation can increase the sustainability of this business cohort. This qualitative study presents 27 students’ insights about four teachers’ implementation of an immersive Native American history curricular unit designed to equip students with digital skills to critically navigate complex, polarizing social issues. The Digital Civic Learning (DCL) curriculum used Google Suite and Google Classroom or Schoology to provide collaborative slides supporting immersive 2D-graphics, children’s books/resources, immersive activities/artefact-creation, and multimodal tools (e.g., discussion posts, Flipgrid video-essays). Teachers regulated student thinking/behavior towards cohesive outcomes, and encouraged open-ended exploration, operationalizing the design (...) framework as a zone of proximal development (ZPD). The history unit incorporates four cybernetic design features (DF) that enable teachers to steer student-centered collaboration within the curricular unit. The teacher serves four diverse roles (guide, facilitator, modeler, participant observer) mapping onto the DF. Results of focus group interviews with students, which were analyzed based on a theory-informed coding scheme and narrative inquiry, suggest ways for social studies teachers to operationalize the DCL immersive history unit as a cybernetic ZPD by adapting its basic structure to technologies accessible in their schools by adapting its basic structure to technologies accessible in their schools. Crime is a community problem and not just a police problem. The adoption and implementation of Community Policing (CP) in the 1980s, was perceived as departure from the professional ‘police-as- expert’ model of public safety that had been dominant for a long time. The CP approach is designed to engage the community as an equal partner in solving local crime and other security threats within the community. The CP concept was introduced in Kenya in the 1990s.Though it had informally (...) existed in Nairobi County in Ruai and Kasarani estates much earlier.Its formal implementation only gained currency after the Post Election Violence of 2007-2008 in Kenya. Among the factors influencing its implementation in Kenya has received considerable research attention, but challenges impacting on its implementation in Nairobi County have not been adequately documented. This study aimed to fill this research gap by focussing on community factors. The overall research objective sought to determine the influence of community factors in effective implementation of community policing within Nairobi County. The objective of the study was to assess how community factors influence implementation of community policing within Nairobi County. The research findings adds to the body of knowledge, while also benefitting policy makers dealing with issues of community policing. It will also benefit other researchers exploring different aspects of community policing as a strategy to combat crime in city neighbourhoods. The research established that community factors are among the most influential factors that hamper smooth implementation of community policing in Nairobi County. The study recommends that the community needs to be educated on community policing initiatives and how to manage community factors that affect the implementation of CP in Nairobi County. (shrink)

Recommender systems have become essential in modern entertainment platforms, aiding users in discovering movies and TV shows tailored to their preferences. Traditional movie recommendation systems often rely on collaborative filtering or content-based methods. However, supervised learning offers an alternative approach by learning from labeled data, leveraging classification or regression models to predict user preferences. In this paper, we explore the implementation of a movie recommender system using supervised learning techniques, such as decision trees, random forests, and support vector machines. (...) We discuss the dataset used, feature extraction techniques, model training, and evaluation metrics. The proposed system predicts user ratings and recommends movies based on historical data, user features, and movie characteristics. Bayesian classifiers perform well when each of the features is completely independent of the other which is not always valid in real world applications. The aim of this study is to implement and compare the performances of each variant of the Bayesian classifier (Multinomial, Bernoulli, and Gaussian) on anomaly detection in network intrusion, and to investigate whether there is any association between each variant’s assumption and their performance. Our investigation showed that each variant of the Bayesian algorithm blindly follows its (...) assumption regardless of feature property, and that the assumption is the single most important factor that influences their accuracy. Experimental results show that Bernoulli has accuracy of 69.9% test (71% train), Multinomial has accuracy of 31.2% test (31.2% train), while Gaussian has an accuracy of 81.69% test (82.84% train). Going deeper, we investigated and found that each Naïve Bayes variants performances and accuracy is largely due to each classifier assumption, Gaussian classifier performed best on anomaly detection due to its assumption that features follow normal distributions which are continuous, while multinomial classifier have a dismal performance as it simply assumes discreet and multinomial distribution. This study is intended to assess the implementation of ‘Catch-Up Fridays’ in the Public Elementary Schools in the Division of Panabo City from an administrative perspective of three school leaders. Abstract: (Indonesian Women Navy=kowal) is part of Indonesian Navy which have the same duties and responsibilities as other naval soldiers. The essence of Kowal's main task is to take part in performing the main tasks of the TNI in which their skills are needed to achieve greater efficiency by remembering his nature and femininity. SWOT is used as a planning tool. However, this analysis has weaknesses. Some of these weaknesses can be avoided, by connecting a SWOT analysis with AHP method. (...) Following the basic steps of the SWOT-AHP, this research presented a case study of defining the strategy for the development of Indonesian Women Navy. The results indicate that development skill with study dikpengiptek strategy was the best strategy that could have been implemented. Based on the research results, the method SWOT-AHP application to determine the best strategy of development women navy resources would be described as follows : (1) reduce the weakness to increase opportunities (WO=0,28), (2) optimizing the strength to reduce the threat (ST=0,26), (3) increasing weakness and reducing threats (WT= 0,23) and (4) optimizing strengths and maximizing opportunities (SO= 0,23). Implementation of Bhutan Professional Standards for Teachers in Bhutan is a key impetus for teachers across the country to enhance impeccable teacher competency. Studies on teachers’ attitudes towards professional standards show a positive as there was a significant correlation between teachers’ competencies, learners’ academic achievement, and the quality of education. However, Bhutan Professional Standards for Teachers is relatively new and there is little study exists relative to Bhutan. The study on Teachers’ Attitudes to the Implementation of Bhutan Professional (...) Standards for Teachers in Bhutan aimed to explore and get a snapshot view of teachers on Bhutan Professional Standards for Teachers. Through a cross-sectional survey design, data were collected from 155 participants using the Five-Pointed Likert Scale and two open-ended questionnaires. The descriptive analysis revealed that teachers have fairly positive attitudes toward the implementation of Bhutan Professional Standards for Teachers. With the birth of Regent Regulation No. (...) 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. According to statistics, there is an increasing gun-related deaths, violence and trafficking of small arms are emergent consequents of failure towards gun regulation and irresponsible gun ownership worldwide. Thus, this study was conducted to examine the implementation of the Gun Control Policy in Caraga Region focusing on the aspect of enforcement and monitoring. Also, the study aimed to investigate the problems encountered in the implementation of the gun control policy in enforcement and monitoring with the gun owners/operators and (...) PNP personnel as respondents. This study was conducted using the descriptive correlational research design. The study revealed the following findings: Majority of the Gun Operator/Owner respondents are college level, employed to private institutions who owned 1 to 2 guns, license for 1-5 years, mostly under type-1 category. For the PNP Personnel respondents, most of them are purely Baccalaureate holders who served the organization for 6-10 years and have 5 to 10 years’ experience as licensing officers. In terms of the enforcement and monitoring of the gun control policies, the respondents basically rated it as Highly Implemented. On the test of significance, there was a significant difference on the assessment of the respondents in gun control policy monitoring but showed to have no significant difference on the respondent’s assessment in enforcement. Both Gun owners and PNP respondents considered the problems encountered in enforcement and monitoring as highly prevalent problems. On the test of significance, there was no significant difference in the assessment of the respondents for both enforcement and monitoring of Gun Control policies. On the test of significant relationship, there was a significant relationship on the Gun control policies enforcement and monitoring with its problems encountered. It can be concluded that the Gun Control policies were fairly implemented by the government despite the challenges like the problems encountered in its enforcement and monitoring. The problems encountered in enforcement and monitoring were highly prevalent thus it needs serious actions by the PNP organization. It can further be concluded that there is a correlation between the Gun control policies and its problems encountered. Thus, the PNP must conduct series of orientation and forum among the gun owners / operators to strengthen the implementation of the gun control policies, must adopt technology in a form of online app design to hasten the documentation and tracing of expired gun licenses, create more information campaign to prevent gun violence in the future maximizing various platforms, must create “hotline” call center as support mechanism in monitoring unregistered and lost firearms and create online gun licensing system. This paper is based on the premise that public officials in developing countries lack the necessary skills to implement Knowledge Management (KM) successfully, so a framework is required to facilitate this process. South Africa is the case study. It is therefore necessary to develop a Knowledge Management Implementation Framework (KMIF). Consequently, one of the objectives of this paper is to validate this need and then outline a KMIF that can help government departments in developing countries implement KM and foster (...) a KM culture. A mixed methodology approach was used, combining qualitative and quantitative data collection. Based on the Taro Yamane formula, 139 people were selected from a target population of 221 officials involved in KM in the South African government. DATAtab, a web-based statistics application, was used to analyze the responses. A comprehensive review of several secondary literature sources was carried out. For the literature review, relevant peer-reviewed articles were downloaded from Google Scholar, ResearchGate, Scopus, and Phil Papers. The study posits that officials charged with KM implementation in the South African government lack the necessary implementation skillset, that a need for a KMIF exists, and subsequently outlines a three-stage KMIF to facilitate their efforts. This study recommends that the proposed three-stage KMIF be adopted since it will provide the government (i) a simplified and structured way of realizing KM; (ii) it will be an effective tool that officials can use to guide them on how to implement KM, and (iii) it will cultivate a KM culture within the government. Even though the study is original to the South African government, the findings, however, may be applied to other emerging governments in Africa and beyond. In this article, after presenting the basic idea of causal accounts of implementation and the problems they are supposed to solve, I sketch the model of computation preferred by Chalmers and argue that it is too limited to do full justice to computational theories in cognitive science. I also argue that it does not suffice to replace Chalmers’ favorite model with a better abstract model of computation; it is necessary to acknowledge the causal structure of physical computers that is (...) not accommodated by the models used in computability theory. This study delved into the Senior High School Technical-Vocational-Livelihood (TVL) track in Bohol Province for the 2022-2023 school year, aiming to evaluate policy implementation, recognize barriers, and propose interventions. Employing a mixed-method approach, integrating quantitative-descriptive surveys and qualitative-descriptive research methods as recommended by Creswell and Plano Clark (2017), the findings unveiled a predominantly positive perception of policy implementation across various dimensions of the TVL track. These encompass curriculum development, teacher training, resource allocation, industry partnerships, assessment and evaluation, student (...) support services, monitoring and quality assurance, policy adaptation and improvement, stakeholder engagement, legal framework and compliance, data collection and analysis, and inclusivity and equity. Despite variations among teachers and administrators, a general commitment to policy implementation emerged. The study identified barriers in curriculum and instruction, readiness and preparedness, resource limitations, and teaching and learning, emphasizing evidence-based strategies and interdisciplinary approaches to surmount challenges. It underscores the crucial role of research and policy development in elevating the quality and efficacy of TVL education. (shrink)

In this paper I distinguish three kinds of kinds: traditional philosophical kinds such as truth, knowledge, and causation; natural science kinds such as spin, charge and mass; and social kinds such as class, poverty, and marriage. The three-fold taxonomy I work with represents an idealised abstraction from the wide variety of kinds that there are and the messy phenomena that underlie them. However, the kinds I identify are discrete, and the three-fold taxonomy is useful when it comes to understanding claims (...) about the normativity, scope, and implementation of conceptual engineering. In particular it reveals: first, that conceptual engineering in a broad sense is not distinctively normative; but second, that there is a distinctive normativity present in conceptual engineering in the narrow sense of amelioration; third, that conceptual engineering in the narrow sense of amelioration is only possible for terms that refer to kinds whose grounds we can change; and fourth, that the amelioration of such kind terms can be brought about as a result of changing the grounds of those kinds. The overall aim is to draw attention to the differences between kinds of kinds to make sense of the diverse and often conflicting claims in the conceptual engineering literature, both from its proponents and from its detractors. The hope is that paying attention to the differences between kinds of kinds will provide a better understanding of the landscape. (shrink)

Efforts in this direction have been supplemented by work in the areas of guidelines for clinical practice and computer-interpretable workflow and careflow models.In what follows we present the outlines of a framework for understanding the relations between organizations, guidelines, individual patients and patient-related functions. The derived framework provides a means to extract the knowledge contained in the guideline text at different granularities, in ways that can help us (...) to assign tasks within the healthcare organization and to assess clinical performance in realizing the guideline. The article deals with a new financial tool of attracting capital, known as Initial Coin Offering (ICO). In conditions of reduced banking lending and difficult access to finance for SMEs, ICO is viewed to be one of the possible ways to access capital. It considers the main advantages and disadvantages of ICO performance, including its typical features, challenges and regulatory approaches to tax regulation, cybersecurity. The authors of the article determine stages of the ICO mechanism, identifying potential risks and ways (...) to mitigate them, focusing primarily on the need to control and regulate ICO projects. The authors identify the main types of ICO funding, including hybrid and pure funding. The research contains an analysis of ICO trends and their duration for the period of 2013-2017. The capital raised through ICO performance over the period of 2013-2017 is analysed, and determination of the exponential trend line showing the level of its approximation is determined. The study covers the territorial distribution of ICO, in which the top positions regarding the amount of capital raised by ICO are attributed to the USA and EU member states. The existence of ICO regulation in European countries, such as Switzerland and UK, was defined positive in terms of further development of the relevant regulation in the financial market. The article considers the best ICO practices in EU member states. To mitigate risks relating to ICO performance and to increase the level of investment, it would be reasonable to create regulatory rules in every country where cases of ICO performance are reported, based on the practice of the mentioned European countries. his study aims to determine whether the application of brain-friendly learning through whole brain teaching gives a positive effect on the creative character of students, to know the response of the students against the application of brain-friendly learning through whole brain teaching, and to find out if the student response against the application of brain-friendly learning through whole brain teaching correlates positively with the creative character of students in learning mathematics. The research method used that is quantitative. The instruments used, (...) namely the now student response related application of brain-friendly learning through whole brain teaching, and sheets of observation about the creativity of students in learning mathematics after implementing this method. The correlation analysis with the results of the study showed that the value of the larger significance of the alpha values (5%) which means accepting and rejecting H0 Ha which means student response against the application of brain-friendly learning through whole brain teaching not correlated positively with the creative character of students in learning mathematics. The average student response score against this method is found on very good i.e. amounted to 85%. As for the observations of the creative character of the students, after this method is applied, the average score of 68% is found quite creative. (shrink)

The Western Philippines University – College of Education’s Project MATHEMATICS (Mathematics Enhanced Mentoring, Assistance, and Training to In-need and Challenged Students) was implemented as part of the Adopt-a-School Program to address the mathematical needs of Laura Vicuña Center – Palawan youths. To evaluate the extent of the project implementation, the study assessed its impact through the feedback gathered from the clients served. It specifically described the quality of project implementation, determined the attainment of project objectives, and enumerated client (...) feedback. A concurrent triangulation mixed-method research design was used with 32 clientele samples selected purposively. The study utilized a survey, problem set test, and focus-grouped interview to obtain data pertinent to the study’s objectives. The findings revealed an aspirational quality of the implemented project, improved mathematical performance, and the client’s desire for ongoing mentoring. The implications and limitations of the study are discussed, along with recommendations for future extension projects, monitoring and evaluation, and re-planning activities. (shrink)

Abstract: This research aims at the design and implementation of an automatic high-performance voltage stabilizer which helps to detect inappropriate voltage levels and correct them to produce a reasonably stable output. The system consists of five dependent architectural designs which involve the power supply, delay switching circuit, monitoring circuit and load changeover circuit using 555 ic which produces the required signal when switched on by a relay to activate the alarm. The system uses a relay to charge the batteries (...) and automatically switches on this supply to supply the loads. It is composed of switching transistors and relay to control the power provided to ac loads, and it has LEDs for indicating the state of the system, 240-220vac/120-110vac switch, voltmeter displaying load voltage, heatsink, and fans for cooling the system.
