    This paper attempts a reconstruction of reason’s contribution to empirical truth in connection with Kant’s definition of truth as the agreement of cognition with its object.     This paper promotes an evolutionary emergent panpsychism that has several advantages over the popular constitutive type. It recognizes layers in nature and theorizes an intelligible stepwise evolution of consciousness from the micro to the macro level. It is consistent with mental causal efficacy at the higher animal level and not just base particle levels. Finally it can explain to some degree the sense we have of a diachronic self persisting in time.
