Cambodia's higher education institutions (HEIs) face a number of challenges. Academics require increased access to resources and funding, as well as restrictions on academic freedom and significant language and cultural barriers. The purpose of this chapter is to identify and analyze the individual factors influencing academicians' research productivity in Cambodian higher education institutions, to examine and evaluate the impact of institutional factors on research productivity, to investigate and assess the external factors affecting research productivity, and to develop strategies to mitigate (...) negative impacts while increasing positive influences. This study employs a qualitative approach, with insights gained through interviews and policy analysis. This comprehensive approach provides a thorough understanding of Cambodia's current academic research landscape, highlighting areas that require policy-driven solutions. The findings emphasize the critical need for policies that are tailored to the Cambodian academic context. There is a clear need to foster stronger domestic and international research collaborations as well as mechanisms that encourage long-term research development. The study proposes a set of focused policy recommendations designed to overcome these challenges and enhance the research productivity of Cambodian HEIs. These policies, if implemented, have the potential to significantly improve the research landscape in Cambodian HEIs, fostering a sense of hope and optimism among the academic community. (shrink)

The use of AI algorithms in criminal trials has been the subject of very lively ethical and legal debates recently. While there are concerns over the lack of accuracy and the harmful biases that certain algorithms display, new algorithms seem more promising and might lead to more accurate legal decisions. Algorithms seem especially relevant for bail decisions, because such decisions involve statistical data to which human reasoners struggle to give adequate weight. While getting the right legal outcome is a strong (...) desideratum of criminal trials, advocates of the relational theory of procedural justice give us good reason to think that fairness and perceived fairness of legal procedures have a value that is independent from the outcome. According to this literature, one key aspect of fairness is trustworthiness. In this paper, I argue that using certain algorithms to assist bail decisions could increase three diferent aspects of judges’ trustworthiness: (1) actual trustworthiness, (2) rich trustworthiness, and (3) perceived trustworthiness. Self-awareness represents the capacity of becoming the object of one’s own attention. In this state one actively identifies, processes, and stores information about the self. This paper surveys the self-awareness literature by emphasizing definition issues, measurement techniques, effects and functions of self-attention, and antecedents of self-awareness. Key self-related concepts (e.g., minimal, reflective consciousness) are distinguished from the central notion of self-awareness. Reviewed measures include questionnaires, implicit tasks, and self-recognition. Main effects and functions of self-attention consist in selfevaluation, escape from the (...) self, amplification of one's subjective experience, increased self-knowledge, self-regulation, and inferences about others' mental states (Theory-of-Mind). A neurocognitive and socioecological model of self-awareness is described in which the role of face-to-face interactions, reflected appraisals, mirrors, media, inner speech, imagery, autobiographical knowledge, and neurological structures is underlined. To test the hypothesis of a participation of inner speech in self-referential activity we reviewed 59 studies measuring brain activity during processing of self-information in the following self-domains: agency, self-recognition, emotions, personality traits, autobiographical memory, preference judgments, and REST. The left inferior frontal gyrus (LIFG) has been shown to sustain inner speech use. We calculated the percentage of studies reporting LIFG activity for each self-dimension. 55.9% of all studies reviewed identified LIFG (and presumably inner speech) activity during self-awareness tasks. Furthermore, (...) the LIFG was more frequently recruited during conceptual tasks (e.g., emotions, traits) than during perceptual tasks (e.g., agency, self-recognition). The present review of literature surveys two main issues related to self-referential processes: (1) Where in the brain are these processes located, and do they correlate with brain areas uniquely specialized in self-processing? (2) What are the empirical and theoretical links between inner speech and self-awareness? Although initial neuroimaging attempts tended to favor a right hemispheric view of selfawareness, more recent work shows that the brain areas which support self-related processes are located in both hemispheres and are not uniquely activated (...) during self-reflective tasks. Furthermore, self-awareness at least partially relies on internal speech. An activation of Broca's area (which is known to sustain inner speech) is observed in a significant number of brain-imaging studies of self-reflection. Loss of inner speech following brain damage produces self-awareness deficits. Inner speech most likely can internally reproduce social mechanisms leading to self-awareness. Also, the process of self-reflection can be seen as being a problem-solving task, and self-talk as being a cognitive tool the individual uses to effectively work on the task. It is noted that although a large body of knowledge already exists on self-awareness, little is known about individual differences in dispositional self-focus and types of self-attention (e.g., rumination vs. self-reflection). The G7 should address new, unprecedented and highly disruptive issues that characterize our complex world, rather than well-understood international problems that fit into existing categories. We argue that the G7 can do this by playing to its strengths – informality and like-mindedness in particular – in addressing emerging and transversal issues such as Artificial Intelligence (AI) and cryptocurrencies.

Little is known with regard to the precise cognitive tools the self uses in acquiring and processing information about itself. In this article, we underline the possibility that inner speech might just represent one such cognitive process. Duval and Wicklund’s theory of self-awareness and the selfconsciousness, and self-knowledge body of work that was inspired by it are reviewed, and the suggestion is put forward that inner speech parallels the state of self-awareness, is more frequently used among highly self-conscious persons, and (...) represents an effective, if not indispensable, tool involved in the formation of the self-concept. The possibility is also raised that the extent to which one uses inner speech could partially explain individual differences in self-consciousness and self-knowledge. A selective review of the private and inner speech literature is presented, and some possible ways of testing the hypothesis by using pre-existing techniques are proposed in the hope of stimulating empirical investigations. Summary.— Recent empirical work in social cognition suggests that in building a self-concept people make inferences about themselves based on overt behavior or private thoughts and feelings. This article addresses the question of how, exactly, people make these inferences about themselves and raises the possibility that they do so through self-talk. It is proposed that the more on talks to oneself to construct a selfimage, the more this image will gain coherence and sophistication. A correlational study was conducted to explore (...) the relation between richness of the self-concept (using the W-A-Y) and natural disposition to talk to oneself (using a pilot questionnaire). There is little doubt that animals are ―conscious‖. Animals hunt prey, escape predators, explore new environments, eat, mate, learn, feel, and so forth. If one defines consciousness as being aware of external events and experiencing mental states such as sensations and emotions (Natsoulas, 1978), then gorillas, dogs, bears, horses, pigs, pheasants, cats, rabbits, snakes, magpies, wolves, elephants, and lions, to name a few creatures, clearly qualify. The contentious issue rather is: Do these animals know that they are perceiving an external (...) environment and experiencing internal events? Are animals self-conscious? Recent attempts at understanding animal consciousness (e.g., Edelman & Seth, 2009) agree that non-human animals most probably possess ―primary‖ (or ―minimal‖) consciousness. But these views also argue that unlike humans animals lack many (but not all) elements that make up higher-order consciousness—the capacity to self-reflect on the contents of primary consciousness. In this chapter I will aim at offering a more elaborate picture of this position. I will present detailed information on what is meant by ―higher-order consciousness‖—i.e., selfawareness. I will suggest that some dimensions of self-awareness (e.g., self-recognition, metacognition, mental time travel) may be observed in several animals, but that numerous additional aspects (e.g., self-rumination, emotion awareness) seem to be absent. Some other self-related processes, such as Theory-of Mind, have been identified in animals, but not as the full-fledged versions found in humans. I will postulate that these differences in levels of selfawareness between humans and animals may be attributable to one distinctive feature of human experience: the ability to engage in inner speech. Szmimary.—The present report investigated the question of how individual differences in self-consciousness devdop. Rimé and LeBon proposed that high self-consciousness follows a history of frequent exposure to selffocusing stimuli, i.e., mirrors, audiences, audio and video devices, and cameras. To explore this hypothesis private and public self-consciousness and past exposure to self-focusing stimuli were assessed in 438 subjects. Analysis indicated that history of frequent exposure to self-focusing stimuli is significantly but weakly related to high private self-consciousness in men and to high (...) public self-consciousness in women. This supports previous observations suggesting that the routes to the development of selfconsciousness seem to differ for the two sexes. (shrink)

Inner speech represents the activity of talking to oneself in silence. It can be assessed with questionnaires, sampling methods, and electromyographic recordings of articulatory movements. Inner speech has been linked to thought processes and self-awareness. Private speech (speech-for-self emitted aloud by children) serves an important self-regulatory function. The frequency of private speech follows an inverted-U relation with age, peaking at 3-4 years of age and disappearing at age 10. Social and inner speech share a common neurological basis: Broca’s area. Dysfunctional (...) self-talk is known to mediate many pathological conditions; negative selfverbalizations have a more significant debilitating impact than positive ones. (shrink)

Ce texte propose une définition de la conscience de soi et explique en quoi cette capacité naît du monde social. Il est postulé que ce dernier permet un mouvement de recul - une «distanciation » - par rapport à soi, et que le cerveau reproduit ce mouvement grâce à certains processus cognitifs qui en ont été imprimés. Parmi ceux-ci, on retrouve le langage intérieur, qui, par analogie, agirait comme un miroir interne capable de confronter l'expérience subjective à elle-même; de cette (...) confrontation naîtrait le soi. Un argument est présenté en faveur de la supériorité du langage intérieur sur d'autres processus cognitifs impliqués dans la conscience de soi. Le problème de la conscience de soi chez les primates est abordé, et l'article conclut sur diverses réflexions ayant trait à la schizophrénie, la prière, la méditation, et les drogues psychodysleptiques.This text proposes a definition of self-awareness and explains its social origin. It is postulated that the social milieu permits a movement to a more objective perspective for self- perception, and that this movement is then reproduced in the brain by specific cognitive processes. It is suggested that inner speech represents one such cognitive processes, which acts like a mirror to reflect subjective experience back upon itself-, the self would be generated by this reflective activity. It is argued that inner speech has a pre-eminent position among the cognitive processes implicated in self-awareness. The problem of self-awareness in primates is discussed, and the article concludes with ideas concerning schizophrenia, prayer, medi- tation, and psychodysleptic drugs. (shrink)

Little is know about factors that influence the development of public self-consciousness. One potential factor is exposure to audiences: being repeatedly aware of one's object status could create a high disposition to focus on public self-aspects. To explore this hypothesis public self-consciousness was assessed in two groups of subjects: 62 professors and actors (high exposure to audiences) and 39 people without audience experience. Analysis show that significant differences exist for public self-consciousness in men only. Also, history of frequent exposure to (...) audience is significantly but weakly correlated with high public self-consciousness in men. This supports previous observations indicating that self-consciousness seems to develop differently for men and women. (shrink)

Over the last few years, various public, private, and NGO entities have adopted a staggering number of non-binding ethical codes to guide the development of artificial intelligence. However, this seemingly failed to drive better ethical practices within AI organizations. In light of this observation, this paper aims to reevaluate the roles the ethics of AI can play to have a meaningful impact on the development and implementation of AI systems. In doing so, we challenge the notion that AI ethics should (...) focus primarily on instilling ethical principles in practitioners within AI organizations, as well as the claim that AI ethics can only lead to ethics washing. We propose a two-pronged institutionalist approach to AI ethics, focusing on shaping organizational decision-making processes and emphasizing the necessity of binding legal regulations. First, we argue that AI ethics should give priority to institutional design over the internalization of ethical principles by individual practitioners. We then contend that legally binding rules are needed to this end, both as a motivation for organizations and to contribute to the semantic determination of high-level ethical principles. We then show that promising proposals to operationalize ethical principles require the backing of binding legal norms to be effective. We conclude by highlighting the potential of AI ethics to contribute meaningfully to legislative innovation in AI governance. (shrink)

The principles are transdisciplinary, holistic, and oriented to a human being. The notions of system complexity, nonlinearity of evolution, creative chaos, space-time definiteness of structure-attractors of evolution, resonant influences, nonlinear and soft management are here of great importance. Nel suo intento di rinnovare il nostro modo di comprendere l’esistenza e questa stessa comprensione, Morin spiega una retorica affatto singolare che si contraddistingue per il ricorso ‘disinvolto’ a concetti filosofici e scientifici già consolidati, ma reinterpretati nel suo quadro concettuale, ed a termini da egli stesso coniati. Per tali ragioni, oltre che per le parole non italiane e quando è specificato altrimenti, mi servirò del corsivo tutte le volte che riferisco un concetto originale del filosofo francese. Ciò non (...) solo per mantenermi il più possibile fedele alla lettera dei suoi scritti ma anche e soprattutto per rendere l’intenzione locutoria, ovvero l’enfasi e a tratti la ‘drammaticità’ del suo discorso. Per tutte le citazioni, non solo di Morin, uso le virgolette doppie e tra parentesi quadre inserisco eventuali miei interventi. Le virgolette singole intendono il senso lato di un termine. Quando invece impiego concetti scientifici o filosofici nel significato tecnico che hanno acquisito all’interno del loro orizzonte disciplinare (quindi non nell’interpretazione di Morin, per intenderci), mi servo dei caporali. Una precisazione ulteriore merita il concetto di complessità organizzazionale che rientra tra quelli che hanno guadagnato a Morin la critica di abusare di neologismi. Tale concetto si propone di mettere in rilievo il carattere attivo e creativo della complessità. In francese questa differenza emerge chiaramente perché egli cambia organisation con organisaction. In italiano essa può rendersi per iscritto con organizz-azione ma nel parlato si può apprezzare meglio nell’attributo appunto organizzazionale. La messe di note a corredo del testo si propone, oltre che fornire ulteriori approfondimenti, confronti e una puntuale fonte bibliografica, di mettere in rilievo la coerenza che au fonde il «sistema» di idee elaborato da Morin mantiene al suo interno e, forse a dispetto delle sue stesse intenzioni, con il pensiero filosofico occidentale (fin dalla sua denominazione come metodo). Khi biến đổi khí hậu ngày càng gay gắt, đặc biệt ở các vùng khô hạn, xung đột về các nguồn tài nguyên thiên nhiên quan trọng như đất và nước ngày càng trở nên thường xuyên và phức tạp.

El trabajo, escrito a modo de prólogo para el libro Contribuciones a la epistemología crítica de la complejidad dialéctica en el siglo XXI, busca poner en relación los conceptos de dialéctica, complejidad y epistemología crítica. En tal sentido, se analiza la relación entre las ideas de Karl Marx y las de Edgar Morin. Se muestra cómo hay mucho de complejidad en el pensamiento de Marx y mucho de dialéctica en el de Morin. A pesar de que también hay (...) diferencias importantes entre ellos, nos interesa más aquí mostrar lo que de común y/o complementario existe entre sus respectivos pensamientos, como nutrientes necesarios para una epistemología crítica. The synergistic nature of astrology or of astrological interpretation is predicated upon the fact that no particular placement within the astrograph can produce, by itself, what only the combined or concerted action of all can. Analogous to disciplines such as medicine, forensic psychology, and law, the combination of all elements provides for a result that transcends the mere aggregation of its individual components, a product for which none of the individual parts could account by themselves alone. Certainly, any isolated placement (...) of any given birthchart is necessarily common to tens of thousands of people, if not hundreds of thousands. Say, Saturn in the ninth house will not manifest identically or produce the same effects in the twenty or one hundred charts in which we find it lodged therein. Rather, the expression of Saturn will be contingent upon the rest of the birthchart composition, just as if different people contracted the same disease (i.e. it will manifest differently in each person). The aforementioned perspective suggests that astrological interpretation necessitates a composite analysis or a synthetic methodology (seemingly overcoming Niels Bohr’s complementarity principle) capable of generating what may be termed “astrological sequencing,” a concept that not only captures the spirit of the twenty-first book of Morin’s Astrologia Gallica (1661), but also allows us to establish specific distinctions between individuals (even those born within close temporal proximity). In our effort to inform astrological sequencing, we then distinguish between heterogeneous and homogeneous houses (types 1-6) and between two stages of astrological delineation: microsynthesis (in relation to a particular house) and macrosynthesis (in relation to the entire chart, i.e., the integration of all twelve microsyntheses). La meta es emprender (...) el gran viraje que haga posible que la reforma paradigmática implique también una reforma de las mentes y del lenguaje, porque nombrar lo nuevo con la palabra vieja dificulta a nivel inconsciente detonar el cambio. Rừng nhiệt đới, nổi tiếng với sự đa dạng sinh học phong phú và vai trò điều hòa khí hậu, đang ngày càng chịu tác động từ các hoạt động của con người như phá rừng, canh tác nông nghiệp và lắng đọng dinh dưỡng từ khí quyển.

New Delhi nổi tiếng là một trong những nơi có chất lượng không khí tồi tệ nhất trên thế giới, với các hạt bụi mịn (PM₁) liên quan đến hơn 10.000 ca tử vong sớm mỗi năm. Tuy nhiên, một nghiên cứu mới cho thấy mức độ ô nhiễm thực sự có thể đã bị đánh giá thấp hơn đáng kể – do một điểm mù khoa học liên quan đến độ ẩm.

Trong nhiều thập kỷ, các quốc gia dễ bị tổn thương đã không ngừng lên tiếng đòi hỏi sự đền bù cho những tác động tàn khốc của biến đổi khí hậu – từ mực nước biển dâng nhấn chìm bờ biển đến những đợt hạn hán làm tê liệt sinh kế.

Bài viết đề xuất mô hình nghiên cứu các yếu tố ảnh hưởng tới Truyền thông mạng xã hội trong việc nâng cao nhận diện thương hiệu quốc gia, đặc biệt trong bối cảnh Cách mạng Công nghiệp 4.0. Dựa trên các lý thuyết và nghiên cứu trước đó, nhóm tác giả đề xuất mô hình gồm các yếu tố: Trí tuệ nhân tạo (AI); Dữ liệu lớn (Big Data); Nội dung do người dùng tạo (UGC); Tương tác thời gian (...) thực (Real-Time Engagement); Quản lý danh tiếng số (Digital Reputation Management). Các yếu tố này được khám phá để tìm hiểu tác động của chúng đến vai trò của truyền thông mạng xã hội trong việc định hình và thúc đẩy bản sắc thương hiệu của một quốc gia. (shrink)

Nghiên cứu này xem xét tác động của trải nghiệm ẩm thực đến ý định hành vi của khách du lịch đến TP. Huế - một địa phương nổi tiếng với ẩm thực tại Việt Nam. Dữ liệu của 255 khách du lịch nội địa đã được thu thập bằng bảng hỏi và phương pháp mô hình phương trình cấu trúc (SEM) đã được sử dụng để phân tích. Kết quả thực nghiệm cho thấy, Trải nghiệm ẩm thực có tác (...) động tích cực đến Hình ảnh điểm đến và Ý định giới thiệu điểm đến với người khác; Hình ảnh điểm đến có tác động tích cực đến Ý định quay lại và Ý định giới thiệu về điểm đến của khách du lịch; và Hình ảnh điểm đến làm trung gian cho mối quan hệ giữa Trải nghiệm ẩm thực và Ý định giới thiệu điểm đến. Trên cơ sở đó, nghiên cứu đề xuất một số hàm ý cho những người hoạt động du lịch và quản lý điểm đến du lịch nhằm thu hút khách du lịch tiềm năng đến với địa phương. (shrink)

Kết quả chỉ ra, Nhận thức về tính hữu ích, Danh tiếng, Nhận thức về tính bảo mật và Chất lượng dịch vụ là 4 nhân tố có ảnh hưởng tới Niềm tin; đồng thời, Niềm tin và Nhận thức (...) về tính hữu ích là tiền đề của Ý định học đại học trực tuyến. Từ đó, một số khuyến nghị được đề xuất nhằm nâng cao niềm tin và ý định tham gia của người học đối với chương trình. (shrink)

Ambas nociones aparecen como supuestos implicitos (...) o explicitos en las diversas estrategias empleadas para el abordaje de un tema tan complejo. El fondo cultural desde el que emergen acompaña las perspectivas teòricas de interpretaciòn y las politicas que las ponen en pràctica. En ambos planos surge con frecuencia la palabra tolerancia aunque en occasiones es utilizada con un significado muy ambiguo. La tolerancia requiere de seres razonables para alcanzar sociedades autènticamente democràticas. La razonabilidad a su vez se logra en la medida en que se estimule el desarrollo del pensamento critico. En este contexto, los aportes de la epistemologia de la complejidad de Edgar Morin, (la cual surgiò como alternativa frente a las epistemologias cerradas), posee una especial relevancia para la reflexiòn de los derechos humanos en el contexto històrico-cultural latinoamericano. En esa misma linea se ubica la teoria general de los sistemas sociales de Niklas Luhmann y las reflexiones sobre la identidad del sociòlogo polaco Zygmunt Baumann. En esta ponencia se busca mostrar la estrecha interrelaciòn entre esos autores con respecto al modo de interpretar la identidad y la alteridad, bases ineludibles para la construcciòn del respeto por los derechos del otro en cuanto tal. Trang nghiên cứu kinh tế và chính sách nổi tiếng thế giới Project Syndicate đã đăng bài Op Ed của tác giả Hong-Kong Nguyen [1] với tiêu điểm là nghiên cứu COVID-19 mới xuất bản trên Sustainability (doi:10.3390/su12072931 [2]) của Trung tâm ISR, Phenikaa University, sử dụng dữ liệu của A.I. for Social Data Lab (AISDL).

‘Complexics’ denotes the meta-transdisciplinary field specifically concerned with giving us suitable cognitive tools to understand the world’s complexity. Additionally, the use of the adjective ‘complexical’ would avoid the common confusion caused by the adjective ‘complex’, which belongs to everyday usage and already has its own connotations of complication and confusion. Thus, ‘complexical’ thinking and ‘complexical’ perspective would provide clearer terms, be freer of confusion, and refer more precisely to epistemic elements in contrast to the ‘complexity’ typical of many phenomena of (...) reality. In short, the world would be ‘complex’, but our way of looking at the world would be ‘complexical’. As a meta-transdiscipline, ‘complexics’ would carry on the perspective of cybernetics: “Cybernetics deals with all forms of behaviour insofar as they are regular, or determinate, or reproducible. The materiality is irrelevant… The truths of cybernetics are not conditional on their being derived from some other branch of science. Cybernetics has its own foundations” (Ashby, 1956:1). Thus, it has a distinctly transdisciplinary mission to provide concepts, schema and possibilities of thinking and representation able to express the multidimensional and systemic interwovenness and interdependence of the many, highly significant phenomena of reality that have these characteristics. On the level of theory, complexics needs to provide a set of principles, concepts and conceptual landscapes that can be applied transversally to distinct areas of knowledge and phenomena of reality, enabling us to gain a much firmer grasp of the complex aspects of their existence than we currently have. For this reason, our aim needs to be, as Morin says, not “to reduce complexity to simplicity, [but] to translate complexity into theory” (1994:315). (shrink)

In their recent paper, “Epistemology for Beginners: Two to Five-Year-Old Children’s Representation of Falsity,” Olivier Mascaro and Olivier Morin study the ontogeny of a naïve understanding of truth in humans. Their paper is fascinating for several reasons, but most striking is their claim (given a rather optimistic reading of epistemology) that toddlers as young as two can, at times, recognize false from true assertions. Their Optimistic Epistemology Hypothesis holds that children seem to have an innate capacity to represent a (...) state of affairs truthfully. In the following paper, I investigate the problems this research poses for deflationist theories of truth. Richard Rorty and Huw Price hold that the best way to understand truth or “the truth” is to understand the necessary conditions required for assertoric practice. Both philosophers present unique and very different deflationary theories when it comes to construing truth. I argue that neither philosopher’s approach is successful because they focus on truth and fail to recognize truthfulness as a norm of assertoric practice. I show that truthfulness is the elusive third norm of claim-based discourse and is consistent with Mascaro and Morin’s findings. (shrink)

Tháng 9-2017, trang thông tin The Scottish Wildlife Trust đăng một bài tin ảnh vừa thú vị, vừa kích thích trí tò mò về chim bói cá ở Montrose Basin, Scotland. Bài viết kể về việc nhiếp ảnh gia Ron Mitchell tình cờ nhiều lần bắt gặp cả anh cả chị bói cá “ghim” con mồi lên cành cây! Con mồi ở đây là loài cá gai (tên tiếng Anh: stickleback).
