Alfred Stepan’s “twin-tolerations” thesis (2000) is a model for explaining different ways that religious and political authority come to be reconciled. In this paper, we investigate some obstacles and challenges to realizing a reconciliation between religious and political authority in the Kingdom of Saudi Arabia (KSA) that might result in a transition away from a theocratic monarchy to a more consultative form of political authority. Whereas most analyses of religion and politics in KSA focus on geopolitics, the rentier (...) state model, or economic and military aid from the United States, we also consider local factors that emphasize the agency of political and non-political actors within KSA, focusing in particular on education policy and how this policy is a barrier to political reform. Our position is not meant to replace the standard models, but rather to supplement them by offering a multi-variable perspective on the challenges and prospects for meaningful political reform in KSA. BACKGROUND: In today’s world of increased awareness regarding the concepts of corporate social responsibility (CSR) and corporate governance (CG), many firms in the developed countries consider noncompliance with CSR and CG standards as an important source of risk to their reputations with stakeholders. OBJECTIVE: The aim of this study is to investigate the relationship between the corporate social responsibility disclosure (CSRD) index and corporate factors, namely, board size, board independence, board meetings, CEO duality, a firm’s size, leverage, profitability and age. (...) This is the first known study in the case of Saudi Arabia to use the GRI 4th edition indicators to construct the CSRD index and evaluate Saudi listed firms. Results: The results show that profitability and size factor have positive and significant association with CSR disclosure in listed Saudi firms. While CG characteristics have no impact on CSR disclosure except board independence which has a negative impact. Conclusion: The average of CSRD index among Saudi firms is too low, it is about 11% that means Saudi firms disclose 11% of the information that they have to provide for stockholders according to GRI guidelines. Abstract: Background: Vitamin D insufficiency/deficiency prevalent in all age groups across the world is common in obesity and may play an important role in the risk factors of metabolic syndrome (MS). Objectives: This cross-sectional study is to evaluate the relationship between levels of adiponectin and circulating 25(OH)D, and its effect on metabolic biomarker among overweight/obese female students. Methods: Three hundred female students; with mean age 20.9 ± 3.2 years were attending the Aljouf University, Sakaka, Saudi Arabia. They were (...) randomly selected from university during the studying year 2015 – 2016. Anthropometric and biochemical indices were determined. Results: The study showed 19% of the female’s student were either overweight or obese (15% and 4%, respectively). The frequency of MS diagnosis among the students was 17%, with 13% and 4% had either three or four risk factors, respectively. Overweight/obese subjects had significantly worse anthropometric and biochemical characteristics, including waist/hip ratio, blood pressure (BP), fasting blood glucose (BG), insulin, insulin resistance (HOMA-IR), triglyceride levels (TG), low-density lipoprotein cholesterol levels (LDL-C), leptin, adiponectin, leptin/adiponectin ratio and high-density lipoprotein cholesterol levels (HDL-C) compared to normal weight. Of the subjects diagnosed with MS, 59% had mild and 8.6% had severe 25(OH)D deficiency. There was negative association between 25(OH)D and both FBG and HOMA-IR among young women obese/overweight. Conclusion: In our study, it suggested that low level of adiponectin was strongly correlated with low 25(OH)D levels. Also, the prevalence of MS tends to increase with high occurrence rate of low circulating 25(OH)D levels that is, known cause poor glycemic control and prediction of cardiovascular outcomes. Background Bronchial asthma is one of the most common chronic conditions among children. Despite the improvement in asthma treatment regimens, its prevalence and related morbidity are increasing, especially among underserved, minority children. There are barriers in the management of asthma, which may impact the quality of outcomes. The goal of this study is to explore these barriers. Methods A cross-sectional study was conducted on interview data collected through 2019 from mothers of children (aged 6 - 12 years) with asthma visiting, (...) for convenience, a public shopping mall. The interviewees were randomly selected, because they met the inclusion criteria. Participants were considered if the mother answered “yes” to the following questions: Has your child had physician-diagnosed asthma? Is your child currently taking asthma medications of asthma? Two community nurses conducted the interviews. Data was obtained using administrative questionnaires. Data were analyzed using SPSS version 21.0 (IBM Inc., Chicago, IL, USA). Descriptive statistics of percentage, mean, frequency and standard deviation were applied for categorical and continuous variables. Results Three hundred mothers participated in this study. Their average age was 36.8 years, 55% were housekeepers by profession, and 34% had obtained less than high school education. The majority of children (61%) were males, 45% had moderate asthma, and 42% had mild asthma. The most frequent types of barriers identified by parents were environmental factors (67.7%), followed by health care providers (63%), the health care system (48%), and patient or family characteristics (43%). Mothers were specifically concerned about the use, safety, and long-term complications of medications, the impact of exercise limitation on their child’s quality of life, and their own quality of life. Conclusion This study showed several barriers against asthma care in Saudi Arabia, which mainly related to environmental or personal characteristics. This highlights the need to enhance current policies within the health care system in Saudi Arabia to overcome these barriers. (shrink)

Background : Menopause is an important period of women life .it is a normal physiological process, defined as the permanent cessation of menses for 12 months or more. Our study assess the awareness and perception of Saudi women aged from 30 to 65 years towards menopause and to Address the health needs of women to improve the quality of life of menopausal Saudi women. Methods: Cross sectional study by using survey distributed electronically through kingdom of Saudi (...) class='Hi'>Arabia for Saudi women between ages of 30-65 years old. Results: The number of participant were total of 738 women, 130 women were menopause already. Most of participant were from southern region (67%). Study shows that 51-55 years old is the average age of menopause. Our participant (41.9%) they choose the answer of “inability of ovary to produce egg “as definition of menopause while (17.6 %) choose “cessation of mensuration for more than 1 year), most of women (31.9 %) they though that psychological symptoms will be more prominent with significant p value (0.003), while among menopause group they choose hot flush as the most prominent symptoms (38.5%). About 70% of our sample they mention that they don’t have enough background about menopause. Conclusion: Heath education with proper medical advices should be a part of primary health clinics projects. Media and menopause groups play important role to help health providers . (shrink)

This article looks at the inadequacy of space available to women in the two most holy sites for all Muslims: Masjid al-Haram in Makkah and Masjid an-Nabawi in Madinah, Saudi Arabia. I argue that religious discourse, shaped by geopolitical factors, has framed piety for women primarily in terms of modesty, such that a woman is often considered a good Muslim if she is visible only within her female community but invisible to the larger society. Furthermore, I argue that (...) the allocation of meager space affects not only the perception of women's religious standing in society, but also women's own perception about their moral selves. The article claims that by being relegated to small sections within religious spaces, women's collective worship is evident neither to the community at large nor can it be fully experienced by individual women, thus placing obstacles in women's path to seek to closeness to God. Throughout the Yemeni Civil War, western states have supplied weapons used in the indiscriminate bombing campaign conducted by the Saudis. In defence of their actions, British politicians have argued that they are exchanging weapons for influence, and using the influence obtained to encourage compliance with humanitarian law. An additional premise in the argument is that Britain is using its influence more benignly than alternative suppliers would use theirs if Britain were not on the scene. The idea is that Britain is (...) substituting itself for other, less scrupulous, interveners. I argue that, regardless of whether British substitution intervention could be justified in this way…, it is not in fact justified, because Britain has not plausibly used its influence to secure an amount of good sufficient to offset the various harms that its actions have created (or to discharge the expanded duties of rescue that greater influence entails). In addition, the article identifies the various forms that substitution intervention can take, and shows how the concept reveals hitherto neglected reasons to both support and oppose intervention in foreign conflicts. Contemporary Muslim writers have demonstrated that an environmental ethic can be derived from the scriptural sources of Islam. However, at present, the impact of this type of interpretation within the Muslim world appears to be minimal. The most promising prospects for disseminating an environmental awareness based on Islamic principles have come from governments, such as those of Iran, Pakistan,and Saudi Arabia, which claim Islam as a basis for legislation.

In the December 2015 Issue of the Police Journal Sam Poyser and Rebecca Milne addressed the subject of miscarriages of justice. Cold case investigations can address some of these wrongs. The salient points for attention are those just before his sudden death: Milligan was appointed Private Secretary to Jonathan Aitken, the then Minister of Arms in the Conservative government in 1994. The known facts are as follows: 1. Stephen David Wyatt Milligan was found deceased on Tuesday 8th February 1994 at (...) his Chiswick, West London house where he lived alone. His body was found by his secretary Vera Taggart who was told by Julie Kirkbride where a spare key to his London house was kept and who decided to go to his house that day because he was not answering his telephone. Police said he had made one last telephone call on Saturday evening at 9.00pm. 2. Stephen David Wyatt Milligan had been the elected Member of Parliament (‘MP’) for Eastleigh in Hampshire since 1992. 3. The important topics this MP was addressing in 1994 at the time of his death included: (i) rail privatization plans and the impact through job losses on communities, especially his own constituency of Eastleigh; (ii) arms dealings with Saudi Arabia, especially with his previous intelligence gathered as an economics journalist for esteemed publications; (iii) the UK military industry; (iv) homosexuality among senior government Ministers, as revealed by British footballer Fasanu; (v) personal relationship and planned marriage to his fiancée (Julie Kirkbride) who at the time was a political journalist. 4. Stephen Milligan was also appointed as Parliamentary Private Secretary to Jonathan Aitken, Arms Minister and this position must have required that he came ‘up to speed’ on international arms trade and indeed its relation to bribery and corruption across jurisdictions. Milligan’s experience and knowledge as a former high-level political and economics journalist must have been of huge benefit to government minister Jonathan Aitken who was later imprisoned for perjury. 5. Regarding Stephen Milligan’s death in 1994, the Guardian newspaper in their immediate obituary said that ‘The death of one of the government's most outspoken and loyal supporters will pose a stiff electoral test for the Tories to surmount. He was on the left of the Tory party - he had even had a brief flirtation with the SDP when it was formed - and was a noted Euro-enthusiast… the death of one of the government's most outspoken and loyal supporters will pose a stiff electoral test for the Tories to surmount. Regarding Stephen Milligan’s sudden and unexpected death in 1994, MP David Willetts (Conservative, Havant) said in March 2015, in his address in the House of Commons. ‘…The inevitable ups and downs and triumphs and disasters of politics are among the great features of this place. There are colleagues in all parts of the House who are tolerant and understanding. There are friendships that keep the downs as well as the ups of politics in perspective. Having entered the House in 1992, I think particularly of two good friends, Judith Chaplin and Stephen Milligan, who both died within two years of being elected; that loss stayed with me for a long time...’ 6. On 28 February 2000, in the House of Commons, at Column 106, Mr Mike Hancock (Portsmouth) said, on the deaths of Michael Colvin and of Stephen Milligan MP: ‘I knew Michael Colvin for nearly 30 years, from when he was first elected to Hampshire county council. During my time as leader of that council, he and the late former Member of Parliament for Eastleigh, Stephen Milligan, were usually the only Members of Parliament who readily supported the council when necessary. Michael Colvin supported many ventures in the county of Hampshire. He will be missed here, in his constituency, and in Europe, and I stress that Hampshire has lost a staunch supporter. I am sure that the county will at some stage want to record its regret at his death and its deepest appreciation of the part that he played in its life....’ -/- Mike Hancock had, like Stephen Milligan, served on the Select Committee on Defence. It is interesting that he mentioned Stephen Milligan’s support as MP for Eastleigh when Milligan had only been so appointed a couple of years before his sudden death, as compared to 30 years of support from Mike Colvin. 7. Mr Andrew Robathan (for Blaby) said in the House of Commons Hansard Debates on 27 January1997, (Column 62) (on the registering of sex offenders): ‘I remember the death of my honourable friend Stephen Milligan, who represented Eastleigh. The press reports of the time stated that each Metropolitan police station had a police officer in the pay of newspapers. I do not know whether that is true, but I am aware that the police are not renowned for being entirely secure with their information…’ This statement is mischievous and it has been demonstrated time and time again, as being untrue, especially during the recent press inquiry leading to the four-volume Leveson Report, published in November 2012, into phone hacking and the ethics and culture of the UK media, pursuant to section 26 of the Inquiries Act 2005, and ordered by the House of Commons to be printed on 29 November 2012, ISBN: 9780102981063, by the Stationery Office Limited on behalf of the Controller of Her Majesty’s Stationery Office. In Volume 4 of the 2012 Leveson Report, chapter 4 concluded on the Press Complaints Commission (‘PCC’) and its effectiveness and revealed that the PCC does not initiate its own investigations other than those ‘needed to head off criticism of the press or self-regulation- or to accept complaints from third parties across the board and on a transparent basis… and the report states that ‘the resources of the police are limited’ in terms of being able to fully inspect the Press and media reports. Religious tourism is as old as religion itself and consequently, it is the oldest form of tourism in the world. Most religions have holy places that people visit from time to time for several reasons. This work examines the Ababa carnival which involves faith- activities, but in a heightened form. It involves pilgrimages to the Ababa holy shrine in Esin Ufot Eyo-Abasi in Oron. This work identifies as a problem, the lack of basic infrastructures and non-patriotic and neglecting attitudes of (...) Nigerians towards their indigenous religious tourism development, as they are so much involved in faith-based activities and travels to Israel, Mecca, Rome among several others. It adopts the Phenomenological method in a Culture Area of Oron. As primary research, it will rely on oral interviews and secondary materials from the libraries and the internet. The findings indicate that the positive effects of indigenous faith-based religious tourism such as Ababa are yet to be used in developing Oron and Nigeria as found in other parts of the world such as Israel, Saudi Arabia, and Italy. This work concludes that traditional religious tourism can be used as a tool for National Development and unity of Nigeria. As a recommendation it calls on the government who sponsors individuals and particular religious groups on pilgrimages, to divert such funds and invest in infrastructural development in Oron to attract tourists to the area and as well develop traditional religious tourism of Nigeria, as this will reduce poverty and create employment opportunities. The conceptual model of United Nations reform - "UN 3.0" includes the General Program of Action on UN Reform, consisting of two stages. The first stage for 2020-2025 envisages the transformation of the main organs of the UN - the General Assembly and the Security Council with measures to improve the effectiveness of the management system, address the "veto problem", problem of financing, improve staff work and administrative and financial control, strengthen UN media, improvement of work with the global civil (...) society. The General Assembly is converted into the General All-Parliamentary Assembly of the UN. In the structure of the Assembly, the Council for Law is being established, which coordinates the activities of UN structures in the field of law. To coordinate the activities of the UN in the field of human rights and civil society, ethical issues, the General all-parliamentary Assembly creates the Council on ethics, human rights and civil society and transforms the Committee on information into the Council on public information and communication with civil society. The structure of the Council includes all UN media. The reform of the UN Security Council is carried out in three sub-stages. At the 1st sub-stage (2020-2021) the Security Council is transformed into the Council of Existential Security (CES). The membership of the CES is increased to 25 member countries, of which five countries have the right of the unconditional (absolute, eternal) veto: Great Britain, France, China, Russian Federation, USA. The General All-Parliamentary Assembly elects 15 new permanent members of the Council of Existential Security with the right of the conditional (limited) veto: Argentina, Australia, Brazil, Canada, Egypt, Germany, India, Indonesia, Italy, Mexico, South Africa, Nigeria, Pakistan , Turkey, Japan (if they fulfill the mandatory restrictive conditions). At this sub-stage, the CES elects also five non-permanent members with the right of a conditional (limited) veto when they meet the mandatory restrictive conditions, with a rotation period of 2 years from geographical regions (or regional unions): Africa, Latin America and the Caribbean, Asia and the Pacific Ocean (2 places), Eastern Europe. On the second sub-stage (2022-2023), subject to the effective activity of the CES of the enlarged composition and compliance with mandatory restrictive conditions, new permanent members of the "Existential Security Council" are elected with the right of a conditional (limited) veto: Iran, Spain, Poland, Saudi Arabia. Members of the CES may be regional unions, whose member countries are not represented in the CES, but still have one vote with the right of a conditional (limited) veto. -/- Two essential levels of the veto: 1. Unconditional (absolute, eternal) veto is the historical right of veto of the five permanent members of the Council of Existential Security - Great Britain, China, Russia, USA, France; 2. Сonditional (limited) veto is the veto of other permanent and non-permanent members of the Council of Existential Security. The right of veto is a unique international school for the achievement of consensus, a school of high democracy for Humanity, a reliable guarantee of the viability of the UN structure. The Council for Existential Security centralises the management of the UN subsidiary bodies with the expansion of their security functions: the Military Staff Committee, the Counter-Terrorism Committee, the Committee for the Prevention of the Spread of Nuclear, Chemical and Biological Weapons, the Sanctions Committees and other committees. On the basis of the decision of the Council of Existential Security, the General All-Parliamentary Assembly creates permanent contingents of UN peacekeeping and counter-terrorism forces. In addition, two Centers are being created in the structure of the Council for Existential Security: the World Center for the Elimination of the Effects of Technogenic and Natural Disasters with branches on all continents and the World Center for the Analysis of Existential Risks and the Overall Security Strategy. The Center is developing the Programs of research and monitoring of global existential threats and risks. In order to increase the level of legitimacy and authority of the Secretary General of the United Nations, the Rules of procedure for elections to this post are changing. Each member country of the Council for Existential Security represents one of the most authoritative candidates for election to the post of Secretary General at the session of the General All-Parliamentary Assembly, with the possibility of nominating candidates from other countries, including those not members of the Council for Existential Security. Elections are held in two rounds during one day of the session of the Assembly. The Legal Committee of the UN General Assembly is developing a Program for the Reform of the Judicial System of the United Nations, which takes into account the proposals of the previous international discussion and determines the scope and terms of the reform of the courts. In accordance with the Program of Action on UN Reform for 2020-2025, reforms are under way in the structure of the Economic and Social Council. The central task of the reform is to strengthen the coordinating role of ECOSOC in the entire system of UN-related specialized agencies, funds and programs related to the Council. The key task of the UN reform is the solution of the financing problem. A unified "UN Open Budget "Solidarity XXI" is being created, including the financing of peacekeeping operations and other expenses. Each country, a member of the United Nations, lists in an established period, once a year, an Existential contribution - the Earth Tax. The Earth Tax for each UN member state is established on the basis of four scales of calculation: Scale I - for 5 permanent members of the Council of Existential Security, who have the right of absolute (absolute) veto; Scale II - for the permanent members of the SEB, who have the right to a conditional (limited) veto; Scale III - for non-permanent members of the SEB, who have the right to a conditional (limited) veto; Scale IV - for all other UN member countries. The program of action on UN reform includes a set of measures to ensure transparent work of the International Civil Service Commission with the involvement of the UN media. To strengthen control functions in the sphere of personnel policy, administrative and financial management, the General All-Parliamentary Assembly of the United Nations establishes the Permanent Commission on Ethics and Administrative and Financial Control. All members of the Commission, members of the Committees and auditors are independent in their activities from the leadership of the United Nations, its funds and programs. The General All-Parliamentary Assembly completes the first stage of the Program of Action on UN Reform in 2025 and, following an open discussion, introduces a single language of international communication - Esperanto and approves it as the official language of the United Nations. With a view to more effective work of the central UN governing bodies in the face of increasing existential threats and risks, reducing the current expenses for the maintenance of the central bodies of the UN, the Council for Existential Security and the General All-Parliamentary Assembly decide on the relocation of the UN headquarters to Iceland. The UN building complex in New York is transferred to preferential use of non-governmental organizations, which contribute to the implementation of the goals of the United Nations. At the second stage of the UN reform in the period 2026-2028, additional necessary transformations are being made in the UN system. At the end of the first stage of the reform, taking into account the reforms carried out by the main organs of the United Nations and the internal improvement of the work of all its structures, the United Nations Program of Action for the years 2026-2028 is being developed. This study investigated the impact of investor psychological bias on a firm’s market value. In detail, we examined the effect of investor overconfidence (optimism) and loss aversion (pessimism) on firm market value. We also aimed to investigate the moderating effect of corporate governance on the relationship between investor behavior biases and firm market value. This study used a sample of 143 firms listed on the Saudi Stock Exchange over the period from 2012 to 2021. The results suggest that investor (...) overconfidence affects a firm’s value positively. On the other hand, loss aversion is negatively associated with the firm’s market value. Furthermore, we find that corporate governance (measured by board size and board independence) enhances the positive association between overconfidence and firm market value. In contrast, we find that corporate governance seems to marginally mitigate the negative effect of loss aversion. (shrink)

Johannes Steuchius’ disputatio uses Arabic logic to present an historical account of the development of philosophical thought in Arabia before and after the emergence of Islam. Steuchius first proposes that philosophy drew its origins from the East. His evidence for this claim is that many of the Greek philosophers, considered the forefathers of European philosophy, began cultivating their philosophical thinking as a result of exposure to ancient Eastern philosophy. In Brazil, the social demand for veterinary expertise is growing. However, there is still a shortage of professionals trained in this area to apply specific knowledge to each case. Studies and research into forensic veterinary medicine are necessary for veterinary experts to assist in investigations and legal proceedings. Veterinary medicine has subjects on its curriculum that cover the knowledge needed to apply in the fields of animal health, public health and the environment. The interaction between human and veterinary medicine, as (...) well as other areas of health, is of great importance in the prevention and control of various diseases, both in animals and humans. Some cases of infectious bovine abortion have a major impact not only on cattle farming and animal health, but also on public and environmental health. The concept of "One Health" integrates human medicine and health professionals. In this context, knowledge of infectious abortive diseases that affect animal, human and environmental health is fundamental. Cattle are affected by specific infectious abortive diseases, caused by pathogens with different forms of presentation and transmission mechanisms. These include brucellosis, leptospirosis and listeriosis, which are potentially zoonotic diseases. Controlling these diseases can contribute to effective public health actions and reduce global health risks. In order to establish the diagnosis of these diseases, it is essential to properly collect specimens from live or dead animals under biosafety and biosecurity conditions, following the chain of custody for each case. These procedures allow for greater success in diagnosing the suspected agent and facilitate the investigation of other causes. Animal health standards for the prophylaxis and control of these diseases are established by specific legislation, including those of the Ministry of Agriculture, Livestock and Supply (MALS). Em meados do século XVI, surgiu a ideia de autonomia do indivíduo, que deu origem ao individualismo e ao liberalismo político. A concepção de democracia que se desenvolveu com base nesses princípios assumiu um perfil bastante diferente daquele utilizado na Grécia antiga. Se antes a democracia estava diretamente ligada à ideia de igualdade, em sua nova versão passou a ser relacionar primordialmente com a ideia de liberdade. Em decorrência dos ideais desenvolvidos naquele momento histórico, o principal dilema político fundamentava-se na (...) limitação de poder do soberano (que às vezes se confundia com o próprio Estado) e na ampliação das liberdades individuais, como o direito a dispor da propriedade material e a defender-se judicialmente. Até hoje, grande parte do debate político tem como tema a defesa dos ideias liberais ou a crítica a eles. Na perspectiva do filósofo inglês Thomas Hobbes, a constituição e o funcionamento de uma sociedade pressupõem que os indivíduos cedam, por transferência, seus direitos naturais (mantendo somente o direito de conservarem sua vida) ao soberano. O autor entendia que os seres humanos, em estado de natureza (isto é, compartilhando do direito a tudo o que existe, em razão de não haver limitação legal), tendem a agir pela força e pela violência para conseguir o que desejam, o que acabaria provocando uma guerra contínua entre todos. Para Hobbes, a justificativa para o poder absoluto dos reis residia na compreensão de que os homens em estado de natureza se encontrariam em constante conflito. Na foto, palácio na Arábia Saudita, em 2012, uma das poucas monarquias absolutas da atualidade. Por isso, para disciplinarem a si mesmos e garantirem o bem-estar físico e material, seria necessário que os indivíduos firmassem um contrato social regulado por uma autoridade soberana. Hobbes manifestou preferência pela monarquia absolutista, pois acreditava que as assembleias e os Parlamentos estimulam os conflitos graças às disputas entre diferentes facções e partidos. O poder absoluto defendido por Hobbes se justificava pela transferência dos direitos dos indivíduos ao soberano. É um nome desse contrato social que o poder deve ser exercido, e não para a realização da vontade pessoal do soberano. Por conta dessa perspectiva, Hobbes não pode ser considerado defensor da democracia. Entretanto, seu pensamento é importante, pois serve de parâmetro para as reflexões sobre a organização do poder construídas posteriormente. No século XVII, John Locke, também filósofo inglês, propôs uma reflexão bem diferente das de Hobbes. Para ele, o poder soberano deve permanecer nas mãos dos cidadãos, que são os melhores juízes dos próprios interesses. Cabe ao governante retribuir a delegação de poderes ao garantir as prerrogativas individuais: segurança jurídica e propriedade privada. Assim, o contrato social teve como função garantir os direitos naturais para todos. Esse pensamento é uma das bases do liberalismo político. Entretanto, deve ser ressaltado que sua implantação não permitiu a construção da igualdade propagada por Locke, mas foi uma das estruturas de consolidação do poder da burguesia. As ideias de Locke são uma das referências para o desenvolvimento da democracia representativa. Na imagem, vemos o palácio de Westminster, em Londres, onde estão situadas as casas do Parlamento e ocorrem as principais decisões políticas do Reino Unido. Para Locke, o princípio da maioria é fundamental para o funcionamento das instituições políticas democráticas, assim como as leis, que devem valer para todos. Por isso, segundo o filósofo, a elaboração das leis precisa estar a cargo de representantes escolhidos pelo povo, que exerceriam o papel de legisladores no interesse da maioria: o regime político proposto por Locke é, portanto, uma democracia representativa. O escritor e filósofo político suíço Jean-Jacques Rousseau se preocupou com o problema da legitimidade da ordem política. Para ele, a desigualdade ocasionada pelo advento da propriedade privada é a causa de todos os sentimentos de ruins do ser humano. No contrato social, é preciso definir a questão da igualdade e do comprometimento de todos com o bem comum. Se a vontade individual é particular, a do cidadão, que vive em sociedade e tem consciência disso, deve ser coletiva e voltada para o bem comum. A participação política é, portanto, ato de deliberação pública que organiza a vontade geral, ou seja, traduz os elementos comuns a todas as vontades individuais. Esse seria, portanto, o núcleo do conceito de democracia. Em seu livro Do Contrato Social2 , Rousseau afirma que a democracia só pode existir se for diretamente exercida pelos cidadãos, sem representação política, pois a vontade geral não poderia ser representada, apenas exercida diretamente. Para Rousseau, a democracia direta é o único sistema legítimo de autoridade e de ato político.3 Em O espírito das leis, o filósofo e político Montesquieu, afirmou que igualdade na democracia é algo muito difícil de garantir plenamente. Partindo do princípio de que é necessário um controle externo para que os sistemas políticos funcionem bem, esse pensador defende a criação de regras que estabeleçam limites aos detentores do poder a fim de manter a liberdade dos indivíduos. Por isso, propôs a divisão da esfera administrativa em três poderes ou funções independentes entre si: o Legislativo, o Executivo e o Judiciário. De maneira resumida, cabem ao poder Legislativo as funções de fiscalizar o poder Executivo, votar leis de interesse público nas instâncias relativas (municipal, estadual e federal) e, em situações específicas, julgar autoridades como o presidente da República ou os próprios membros do Parlamento. O Executivo é o poder do Estado que, nos moldes da Constituição de um país, tem por atribuição governar a nação e administrar os interesses públicos, colocando em prática políticas públicas e leis, e garantindo o acesso aos direitos. Por fim, o poder Judiciário é exercido pelos juízes, que têm a capacidade e a prerrogativa de julgar com base nas regras constitucionais e nas leis criadas pelo poder legislativo. A democracia, na perspectiva de Montesquieu, seria garantida pelo equilíbrio entre os três poderes, assegurando assim maior liberdade aos indivíduos. A liberdade, porém, só existiria com moderação, o que equivaleria a fazer tudo o que as leis permitissem (pois, se um cidadão pudesse fazer tudo o que as leis proibissem, não teria mais liberdade, por que todos poderiam fazer o mesmo). Karl Marx e Friedrich Engels acreditavam que um governo democrático seria inviável numa sociedade capitalista, pois a regulação democrática da vida não poderia se realizar com as limitações impostas pelas relações capitalistas de produção. Seria necessário, portanto, mudar as bases da sociedade para criar possibilidade de uma política democrática. Para entender a posição desses autores com relação à democracia, é necessário entender como eles percebem a função do Estado na sociedade capitalista. Para Marx e Engels, os princípios que protegem a liberdade dos indivíduos e defendem o direito à propriedade tratam as pessoas como iguais apenas formalmente. O movimento em favor do sufrágio universal e de igualdade política é reconhecido por Marx como um passo importante, mas, segundo esse autor, seu potencial emancipador está limitado pelas desigualdades de classe. Desse modo, as democracias liberais seriam cerceadas pelo capital privado, que restringiria sistematicamente as opções políticas. De acordo com esse olhar, a liberdade nas democracias capitalistas é, portanto, puramente formal, pois a desigualdade de classe prevalece. Desfăşurând harta lumii -/- Istoria şi geografia sunt lecţii pe care omenirea le-a învăţat, dar nu le-a respectat. Adesea surprinzătoare, istoria ne oferă exemple de măreţie şi de uimitor declin. Geografia ne arată cum se pot dezvolta popoarele lumii dacă sunt ajutate de mediul înconjurător. Studierea acestor lecţii ne oferă un paradox. State cu o istorie bogată, dar cu o geografie dezavantajoasă, au devenit mari puteri economice şi tehnologice ‒ un exemplu clasic este Japonia. State cu o istorie şi cu (...) o civilizaţie nu atât de bogată sunt exemple de prosperitate datorită unei geografii avantajoase ‒ Arabia Saudită sau Emiratele Arabe Unite. Un singur stat a putut să înmănuncheze aceste lecţii şi să devină cea mai mare putere cunoscută a lumii ‒ Statele Unite ale Americii. Stat cu un destin manifest şi cu o dorinţă de a arăta lumii că libertatea este cel mai de preţ lucru. Am desfăşurat harta lumii şi am rămas uluit de ce am observat. Regiuni pline de resurse care se afundă într-o subdezvoltare uluitoare ‒ Africa, Rusia şi America Latină ‒ şi regiuni cu resurse puţine şi cu o dezvoltare impresionantă ‒ Japonia, Germania, China şi, într-o anumită măsură, şi Statele Unite ale Americii. Dacă nu ne putem alege geografia, putem măcar să ne facem istoria. După acest dicton s-au condus multe state care şi-au dorit să atingă un nivel înalt de civilizaţie. Totuşi, de acest clivaj? O sumedenie de răspunsuri ne vin în minte: model cultural, arhetip civilizaţional, dorinţa de a se dezvolta. Toate aceste state au trăit în realitatea pe care şi-au creat-o, dar şi în utopia la care au visat. Lumea este condusă de vise şi speranţe, refuzând realitatea. Expansiunea islamului este paradigma utopică a mântuirii tuturor, expansiunea capitalistă este utopia dezvoltării lumii şi avansului civilizaţiei iar utopia democratică este dorinţa ascunsă a omului de a fi egal cu toţi ceilalţi. Toate aceste utopii formează din actuala lume în care trăim o lume conflictuală, o lume avidă de resurse, o lume în care puterea este mai importantă decât modelul civilizaţional. Am denumit această carte Noua Utopie după ce am deschis cartea de istorie a lumii şi am desfăşurat harta lumii, realizând că fiecare popor şi-a format propriul său vis. Conflictul izbucnit în lume a fost declanşat de reala dorinţă a fiecărui popor de a-şi exprima liber propriul vis. Fiecare vis s-a întâlnit cu alt vis şi aşa a ieşit o realitate deformată, în care popoarele lumii, cu structură bio-genetică asemănătoare, au intrat într-un conflict fratricid, care modelează această lume în care trăim. Când scriu aceste rânduri o serie de evenimente ne-au demonstrat că utopia globalistă a lumii este desuetă şi că se revine la o nouă eră a naţionalismelor. De ce am numit aceste idei filosofice, politice şi morale utopii? The COVID-19 crisis has forced a difficult trade-off between limiting the health impacts of the virus and maintaining economic activity. Welfare economics offers tools to conceptualize this trade-off so that policy-makers and the public can see clearly what is at stake. We review four such tools: the Value of Statistical Life (VSL); the Value of Statistical Life Years (VSLYs); Quality-Adjusted Life-Years (QALYs); and social welfare analysis, and argue that the latter are superior. We also discuss how to choose policies that (...) differentially affect people’s wellbeing. We argue in favor of evaluating policies using a Social Welfare Function (SWF), which evaluates the possible distributions of wellbeing across individuals that may result from a policy. Such a function, we argue, should regard increases in the wellbeing of the less well-off as especially valuable. We then use a model to illustrate how such a framework can help evaluate two broad policy types in response to the pandemic: eradication of the virus, and more lenient control of the spread. Our model reveals how such evaluations depend on many empirical facts but also on key value judgments about the relative importance of health and on the extent of special concern for the worse off. The purpose of this brief is not to make precise recommendations, as conditions vary widely across countries and over time, but to provide a methodology. (shrink)

Analytic philosophy is a philosophical tradition dominating Anglo-American philosophy, which emerged with clear features at the beginning of the twentieth century, and had its roots in the nineteenth century and before, and is still strong until now. It in essence is an interest in analysis, language, science, logic, and a systematic rather than a historical approach to philosophical problems. This article aims to understand the concepts of analysis and the analytical method, explain the origins of analytic philosophy, and its development (...) into various movements, and reveal some of its contributions to the philosophy of language, logic, the philosophy of science, the philosophy of mind, and moral and political philosophy. It then examines some of the kinds of questions that are investigated by 'analytic' philosophers of religion. It concludes with brief discussion of possible futures for 'analytic' philosophy of religion. There is also a very short appendix on the treatment of Islam and Arabic philosophy within 'analytic' philosophy of religion.

There is a powerful argument that it is not because it would be a redundant virtue -call this the “redundancy objection.” I will, however, argue that there is a plausible conception of integrity as a virtue that meets the redundancy objection. In Section I, start by providing a plausible conception of moral integrity. I then provide, in Section II, a sketch of the virtues and the virtuous person, and explain the redundancy objection. Review Essay of G. A. Cohen, Karl Marx’s Theory of History: A Defence (1978, 2000).

This essay wants to rescue the concept of phaneroscopy, created by Charles Sanders Peirce, to adapt it in a phenomenological condition of multiple realities. Therefore, in addition to review the reflection of Peirce, we visited the approach of phenomenology of multiple realities proposed by Alfred Schutz in his reading of William James. The idea is to seek a phenomenology that goes beyond the human consciousness to other research subjects.
