One of the early propositions on the nature of Southeast Asia comes from George Coedes’ 1968 The Indianized states of Southeast Asia, which assumes that Southeast Asia and its identity construction resulted from the region’s passive acceptance of culture from India and China. Such is the case that that the cultural landscape of the region becomes a mere accumulation of external influences. Robert Redfield’s notion of “great and little traditions” that Southeast Asian historians used in examining (...) and understanding Southeast Asian identity and history influenced these ideas. Zeus Salazar’s 1988 The Malayan connection, challenges this framing of Southeast Asian history. -/- This study aims to evaluate Salazar’s historiographical contributions to Southeast Asian studies, especially in terms of his efforts to problematize and establish the pan-Malayan identity of insular Southeast Asia. This will be undertaken through a critical review of his works such as Kabihasnang Asyano: Isang pangkasaysayang introduksyon [Asian civilization: A historical introduction] (1990); The Malayan connection (1998); Ang Pilipinong banua/banwa sa mundong Melano-Polynesiano [The Philippines in the Melano-Polynesian world] (2006); and, Asya: Kasaysayan at kabihasnan [Asia: History and civilization] (2010), as well as the works of some scholars in Southeast Asian Studies who have been influenced by Salazar and his works. The research will also show that the nationalist historiography that Salazar advocates emphasizes and highlights the Southeast Asian region’s Austronesian roots as the basis of the region’s cultural identity. It is quintessential to be acquainted with the complex cultural linkages between a nation and the globalized world— notably, the Philippines as a part of the Southeast Asian Region. The study centers on Filipino cuisine, academization, and its affinities. We may regard the concept of food and the act of partaking in it (i.e., eating) as mundane and ubiquitous in a way. Instead, we must view food and subsistence as a crucial part of cultural and historical inquiry. Some social (...) scientists and scholars dismiss the subject of food as a valuable source of tracing cultural and historical roots. Some people usually regard the recognition and intellectualization of food to Culinary Studies, but it is deemed limited. Truth be told, few to no literature sources reveres food and its role as significant in political, historical, and cultural discourse. This paper paves the way towards the intercultural relationship between the two regions, albeit clinging to unified cultural roots. Moreover, it may be interpreted as epistemological; nevertheless, it is essential to analyze food, subsistence, and diet through the lens of cultural history. The study can be defined the significance of Philippine cuisine in the Southeast Asian region’s macrocosmic space of food diversity. Consequently, the paper intends to present preliminary knowledge and investigation on the direct relationship between taste (aesthetics), food, and the expansion of the local concept of Kalutong Bayan. The researcher assumes that the contribution of his in-depth travels within the ten (10) countries across Southeast Asia (ASEAN) (2014-2018) led him to form potential linkages between what is being produced, served, and consumed may be considered vital in ascertaining historical roots of the Philippines and the entire region. The momentum of globalization and universalism, operating through the media, information technology and politics, has steadily diminished the importance of cultural diversity. It has even threatened to erase many of our cultural traditions, or extinguish our diverse experiences of the sacred. Yet the sacred which seems to be lost is often still encased in our cultural objects, stories and religious rituals. This paper will discuss how the memories of the sacred can be both preserved and reawakened. This paper will focus (...) on three scholars who develop alternative approaches to the universal. Franz Rosenzweig saw universal historical progress as oppressive. He believed that the practice of his Jewish religion offered a resistance and a possible correction to the general movement of history. Walter Benjamin saw the forgotten 'ruins' of history encase memories of the sacred and the silenced voices within history. For Benjamin, the role of interpretation is to awaken these hidden memories and voices which are encoded within our objects, images and commodities. This led him to a particular idea of a momentary messianic redemption in relation to greater flow of time. And finally, Jacob Taubes read St. Paul as offering a revolutionary model on how to live one's particular faith within a wider political order. In general, each writer developed an idea of redemption which involves a kind of remembrance of what has been obscured by the more general universal movement of history itself. This is especially relevant for the various religious and cultural communities within Cambodia. The paper will begin and end by discussing the origin story of Cambodia – the marriage between Preah Thong, the Indian prince, and Neag Neak, the Naga princess. I will additionally try to demonstrate that the story and its various reenactments is important because it represents a regenerative process rooted in the eclectic character of South East Asian culture in general. Various forms of memory within the syncretic or eclectic context of Southeast Asia can operate to preserve the sacred in an age of universalization and globalization. It also illustrates how the performance of memory can also offer an antidote to the "trauma" of Cambodia's past. (shrink)

*BIDLISIW: A MULTIDISCIPLINARY SCHOLARLY JOURNAL, Volume 3, Issue 2, Special Issue on Travel Studies -/- While growing up, I gradually realized the relevance of the body as discourse. Similar to the concept of somatic society, which was mentioned by Turner (1992), it is pivotal that discourses on the body be included in Philippine society in relation to the study of the body as tools for political and cultural discourses. During the period of my travels overseas 2013-2023, one phallic symbol caught (...) my attention. I desired to go beyond the interpretation of an acquaintance when that person saw some of the phallic wall paintings in Bhutan when they posted on a Facebook wall and tagged them as “silly” and “sexually explicit.” Moreover, this essay aims to prove that this is beyond vulgarity since various Asian societies and communities have exhibited in-depth interpretations related to phallic symbols and phallus in general. This essay highlights the preliminary information gathered regarding phallic symbolism in some of the countries that I have been to: Nepal, Vietnam, Cambodia, Laos (Lao PDR), Thailand, and Indonesia. This article comprises a critical examination of some aspects of the English-language comparative literature on Heidegger and East Asian thought. It questions both its transcendental conceptual ground – the conditions of possibility for the comparative exercise – and its account of Heideggerʼs philosophy itself. For the comparative literature, I will argue, can only make its specific claims, sympathetic to the Heideggerian philosophical project, with a reading of that project that represses most of what is fundamental to Heideggerʼs conception of philosophy (...) and almost everything that we know about his politics. Furthermore, in its emphasis on the ancient it facilitates the repression of the history of Heideggerian fascism in modern East Asian, and particularly Japanese, thought. The point of this critical examination of the comparative literature is not, however, to expose a misreading of Heidegger. It is to reveal what is at stake in the mobilization of the imaginary geopolitical and geophilosophical unities of ʻthe Eastʼ and ʻthe Westʼ in relation to Heideggerʼs political-philosophical thinking of ʻthe Westʼ. Accordingly, I will look first at the claims typical in the advocatory comparative literature and then at the problematic conceptual ground of the comparison, both in terms of its immanent logic and its relation to Heideggerʼs conception of the history of philosophy. This paper discusses the evaluation of boundary-spanning on climate change ENGO International Greenpeace in Asia. The evaluation process uses secondary data from documents presented on the official website of Greenpeace, especially countries in Asia. These countries include Indonesia, Malaysia, the Philippines, Thailand, India, Japan, South Korea, and China. Evaluation of the boundary-spanning is obtained from the results of the mapping of all issues and campaigns related to climate change. The results: 1) limitation of the problem and identity of the campaigns (...) carried out all based on the ecological conditions of each country; 2) limitation organizational through institutional strengthening becomes the main focus in the pattern of movement, and tactical efforts are made through the publication of reports and analysis is step by step in various communication and action media. In Southeast Asian countries (SEA), road transport accounts for the main energy consumption and CO2 emission. Air pollution is a major concern in densely populated cities such as Bangkok, Manila, and Kuala Lumpur. The main objective of this paper is to give insights on trends of transport development, car ownership, and CO2 emissions in Southeast Asia. This study also attempts to review the successful transportation policies around the globe and to introduce the possible instruments that can help reduce (...) air pollution in Southeast Asian countries. Economic instruments to estimate the benefits of a cleaner environment due to new policies are introduced as well. The results of this research could help policy makers consider approaches that could internalize external costs of transportation and maximize the societal welfare. (shrink)

The COVID-19 pandemic is considered a global disaster that affects all areas of the world; however, it is also seen as a motivation for domestic and foreign scientists to focus on researching solutions to reduce its damage. This article aims to explore the correlation of scientific publications of countries in Southeast Asia, among research fields in Vietnam and among topics published by Vietnamese educational institutions in the context of a pandemic. 1392 Southeast Asian countries’ publications related to COVID-19 (...) were referenced from the Scopus database, including 123 articles from Vietnam (up to August 27th, 2020). Statistics show that Vietnam ranks fifth in the number of scientific publications with research cooperation of researchers from 20 different countries. Regarding the research fields of Vietnam, medicine is the main research topic, social science ranks third following environmental science. In the field of social science, articles focus on four key topics: epidemic prevention, reduction of pandemic effects on life and socioeconomics, factors related to online learning of students, healthcare for the elderly. From the analysis results, the authors recommend that researchers should pay attention to other topics in the social sciences that have not been published, such as psychological effects of infected or suspected nCovi, the impact of COVID-19 to disadvantaged groups in society... E-waste is one of the most pressing challenges of our time, yet it is often ignored, especially in Southeast Asia. The “tsunami of e-waste” in the region has been putting our lives and our environment at risk. With the extensive use of electrical and electronic devices, we are also contributing to harming the environment and quickening the climate change by producing and discarding e-waste. Youths are among major users of electronic devices, and hunger for upgraded and newer versions. -/- (...) However, there is still a lack of sensitization on e-waste management issues in the Southeast Asia region. Why should not the young people be pioneers in educating this challenge to the young public? Our FRE-E-WASTE project team is firm in our belief that youths should take the lead in bringing to light this aspect of climate justice, to the best of our ability. -/- Implemented by a group of ASEAN environmental enthusiasts, STEP Forward Education and supported by the U.S. Department of State and the Young Southeast Asian Leaders Initiative (YSEALI), FRE-E-WASTE Project seeks to bring together a group of Southeast Asian environmental enthusiasts aged between 18 and 35 to connect and collaborate on e-waste issues in the region and eventually to create a toolkit about e-waste for the Southeast Asia region. In a speech delivered to the First Solidarity Conference of the Peoples of Africa, Asia, and Latin America held in Havana in January 1966, Cabral posed the question: “does history begin only from the moment of the launching of the phenomenon of class, and consequently, of class struggle? Cabral raised this question because he is concerned with the fact that maintaining the thesis that the existence of classes is a necessary condition for the existence of dynamic social processes logically commits (...) one to excluding several peoples from the historical process, provided that one accepts that at least some societies were classless until they came into contact with European imperialists. The latter is an assumption that is shared by Cabral and his interlocutors. Of course, in order to understand what Cabral is asking here we have to understand what is meant by the word ‘history’ in this context. I think that if one takes into account the Marxist polemical context that Cabral is wading into with this speech, and his attempt to develop a version of historical materialism that would be suitable for conditions in Guinea-Bissau and Cape Verde, one would be justified in thinking that Cabral is referring to a process of social development (or even progress). In other words, the question at hand is not whether peoples without classes have a past, they obviously do. The question is whether they have lived in societies that were dynamic, and where such dynamism could lead to qualitative transformations in social relations such that one could describe those societies as having specific developmental trajectories. Cabral wants to argue that they did in fact live in societies that were dynamic, even if such societies did not contain classes. (shrink)

The impacts of climate change are already felt by local communities in regions on the frontline. While communities have exercised agency to generate local impact and promote trust, the overwhelming impact of climate change necessitates effective state responses, and regional and global cooperation. Global cooperation, in turn, needs to better address (...) the challenges to peace and security faced by regions most exposed to the impacts of climate change. Southeast Asia is already experiencing direct climate change impacts from changes in temperature, precipitation, sea-level rise, ocean warming, and more frequent and intense extreme weather events. The subsequent indirect climate change impacts on food and water security, and changes in natural resource exploitation and migration patterns, affect the lives and livelihoods of people and communities across the highly diverse region and threaten its peace and security. In Southeast Asia, the cross-cutting impacts of climate change on peace and security can be analysed through the framework of comprehensive security. Comprehensive security is the organising concept of security in the region, integrated and widely reflected in the security lexicon in the ASEAN region and beyond. Unlike the conventional notion of security, which is narrowly defined to mean defending state borders from military attack, comprehensive security is a much broader conceptualisation of security that “[goes] beyond (but does not exclude) the military threats to embrace the political, economic and socio-cultural dimensions.". Companies such as Toyota, Samsung, Alibaba, and Lenovo are already innovating with start-ups in the deep-tech field—a group of emerging technologies based on scientific discoveries or meaningful engineering innovations, offering a substantial advance over established technologies, and seeking to tackle some of the world’s fundamental challenges. Currently, this group usually encompasses artificial intelligence, advanced materials, biotechnology, blockchain, robotics and drones, photonics and electronics, and quantum computing. This phenomenon is increasing at speed. In past years, deep-tech startups have received increased attention (...) among corporations, entrepreneurs, investors, and media. Investment in deep-tech start-ups has more than quadrupled over a five-year period, from $15 billion in 2016 to more than $60 billion in 2020, approximately. The average disclosed amount per private investment event for these start-ups and scale-ups has grown 3.4 times between 2016 and 2020. In East and Southeast Asia, some of the corporate venturing activity is concentrated in nine regions: mainland China, Hong Kong, Indonesia, Japan, South Korea, Singapore, Thailand, Taiwan, and Vietnam. On average, this region has a higher adoption rate of corporate venturing (57%), compared to that of Latin American countries (40%), while having room for growth compared to the adoption rate in other regions such as the United States (90%). The advancement of technology has tremendously transformed today’s teaching and learning. Teachers have a plethora of ways to keep students engaged and empowered. Technology allows both students and teachers to interact better and more effectively. Changing student demography, changing teaching paradigms, and changing needs of today’s students necessitate the integration of technology in the universities. Universities undoubtedly have to seek innovative methods in delivering courses to increase students’ engagement and to attain their teaching goals. This proceeding is a collection of (...) papers presented in the International Conference on Innovation in Education: Challenges and Opportunities in Southeast Asia. Co-presented by the United board and Soegijapranata Catholic University, the conference discussed the unique challenges and opportunities facing the Asian region, with sessions designed to highlight the innovative ways in which colleges and universities leverage technological advances for the promotion of whole person education. The themes in this conference centers around massive open online course, online, distance, virtual, and augmented reality learning, faculty development and digital pedagogy, social media and social networking in education. In the first part of the proceeding, the papers focus on various online, distance, virtual, augmented reality-based methods used to engage students in the classrooms. In the second part of the proceeding, the papers center on the innovative ways to deliver course materials. The papers in the last part of the proceeding highlight how social media and social networking are adopted in the classroom. We hope that the insights and ideas put forward in this proceeding will greatly contribute to the scholarly discussions of how digital technology is adopted to meet the needs of today’s young generations and teachers in the universities. In my essay “Chasing Waves: Reflection on Southeast Asian Fisherfolk (2021a),” I already featured the less documented experience of the socially marginalized. My essay focused on the personal narratives of Bruneian fishermen of Kampor Ayer, Brunei Darussalam (2016); the fishermen of Mui Ne, Vietnam (2017); and the Intha of Myanmar (2018), with whom I had the fortunate chance to converse with. However, my personal travel experience in the three countries only gave voice to “non-Filipino workers.” That is why in (...) this current essay, I will highlight the unique experience of the Filipinos themselves – in the form of migrant workers in Southeast Asia. I have interacted with and interviewed many Overseas Filipino Workers (OFWs) in Europe, Asia, Australia, and the Pacific; even in other countries where Filipino tourists were unfamiliar or visited, surprisingly happen to have OFWs. With that, it is unsurprising why Filipinos are articulated as globe-trotting people (Perdon 2014) and quasi-wandering people (San Juan 2009) because of their prevalence in the discourse of the global diaspora. In this essay, I will feature the stories of personal experiences of select Filipina workers in Southeast Asia, specifically in Malaysia (2014), Singapore (2014), and Cambodia (2017), extracted from my travel narratives from 2014-2018. In support to the development and implementation of the Regional Plan of Action to implement the Kuala Lumpur Declaration on Ageing: Empowering Older Persons in ASEAN (2015), the ASEAN Secretariat under the guidance of the Senior Officials Meeting on Social Welfare and Development (SOMSWD) commissioned a study to identify the trends and opportunities on poverty and active ageing in ASEAN, as endorsed during the 14th Senior Officials Meeting on Social Welfare and Development (SOMSWD) held in September 2018, Singapore. The focus (...) of the study is on specific groups of older persons from two socio-economic perspectives: a) older persons living in poverty and at-risk/vulnerable conditions; and b) older persons in active ageing. The analysis is critical for helping ASEAN Member States to better protect the rights of older person and review their respective policies, plans and programme related to the UN 2030 Agenda for Sustainable Development Goals and the ASEAN commitment towards building an inclusive, sustainable, and resilient regional community that promotes human rights, equitable access to opportunities, and high quality of life for all. This essay series explores the human costs and policy challenges associated with the displacement crises in the Mediterranean and Andaman Seas. The essays explore the myths or misconceptions that have pervaded discussions about these two crises, as well as the constraints or capacity deficiencies have hampered the responses to them.

The following article begins with my recollection of the only academic conference on Zdziechowski that was organised still under the communist regime in the autumn of 1984 at the Jagiellonian University and ends with a description of the discussion on the genesis and power of evil, with the participation of Czesław Miłosz and Leszek Kołakowski, which was triggered in Poland immediately after the publication of the last edition of On Cruelty in 1993. On Cruelty was first published in 1928 in (...) the journal Przegla̧d Współczesny [Contemporary Review] in Krakow, a second time in 1938 in the volume of articles In the Face of the End, Krakow 1938, and a third – and so far last – time also in Krakow in 1993. On Cruelty, published three times but so far only in Polish, has never been thoroughly analysed or even discussed, which is why this article focuses on discussing it and related questions about the origins and nature of evil, mainly in Europe and Asia, from the earliest times to the present. Zdziechowski was particularly outraged when the cruelty he condemned was justified by religion, especially Christianity (Catholic and Protestant). From these condemnations, he described the activities of the Inquisition, the witch trials, cruelty to animals, and – in the introduction – the “psychology of cruelty.” At the same time, however, he meticulously listed the names of those political and spiritual leaders in Europe and Asia, theologians and thinkers, who, over many centuries, up to the present day, have resolutely spoken out against evil, including cruelty, within and outside the Church. A separate and important issue is Zdziechowski’s attitude to Tsarist Russia and Bolshevism, as outlined in his work On Cruelty. On the one hand, he pointed out that at least two rulers of Russia before 1917 – Ivan the Terrible and Peter the Great – had made major contributions to the history of cruelty in Europe and Asia. Kajian politis atas filsafat-filsafat dunia masih terbilang jarang, untuk tidak mengatakan belum pernah ada. Termasuk kajian yang jarang tersebut adalah kajian yang ditulis Enrique Dussel (lahir 1934). Dalam buku (...) The Philosophy of Liberation (2003), Dussel memperkenalkan kajian Politik Filsafat-kajian tentang tangan-tangan penjajah yang bermain di dalam proses produksi suatu tradisi filosofis. The philosophies of education serve as the guide of the teachers in handling the teaching-learning process. However, a belief will remain as a belief unless it is practiced. This study aimed to find the relationship between the philosophical beliefs and practices of the 30 teachers of the schools in San Roque, Mabini, Bohol - San Roque Elementary School and San Roque National High School, S.Y. 2019-2020. The study utilized a quantitative method descriptive survey research design. The research instrument used was (...) a self-constructed questionnaire in which the reliability was tested by a Cronbach’s Alpha using Statistical Package for the Social Science (SPSS) software. Simple percentage and weighted mean were some of the statistical treatments used. Kendall’s tau_b, a non-parametric test, was used to determine the correlation between philosophical beliefs and their equivalent pedagogical practices. All of the statistical treatments were also run using the SPSS software. Further, the researcher assured the proper observation of the research ethics protocol. Based on the results, the philosophies of Progressivism (3.63) and Perennialism (3.31) were the most and least prevailing philosophical beliefs, respectively. On the other hand, the most and least prevailing philosophies practiced are Progressivism (3.69) and Essentialism (3.19), respectively. Moreover, research findings revealed that there was a significant relationship between the philosophical beliefs of teachers and their pedagogical practices. In conclusion, this study claims that teachers’ pedagogical practices are dependent to their philosophical beliefs; and as the teachers believed on a particular philosophy of education, they practice it accordingly to the extent of their adherence to the belief. 1.Summary The key terms. 1. Key term: ‘Sunyata’. Nagarjuna is known in the history of Buddhism mainly by his keyword ‘sunyata’. This word is translated into English by the word ‘emptiness’. The translation and the traditional interpretations create the impression that Nagarjuna declares the objects as empty or illusionary or not real or not existing. What is the assertion and concrete statement made by this interpretation? That nothing can be found, that there is nothing, that nothing exists? Was Nagarjuna denying (...) the external world? Did he wish to refute that which evidently is? Did he want to call into question the world in which we live? Did he wish to deny the presence of things that somehow arise? My first point is the refutation of this traditional translation and interpretation. 2. Key terms: ‘Dependence’ or ‘relational view’. My second point consists in a transcription of the keyword of ‘sunyata’ by the word ‘dependence’. This is something that Nagarjuna himself has done. Now Nagarjuna’s central view can be named ‘dependence of things’. Nagarjuna is not looking for a material or immaterial object which can be declared as a fundamental reality of this world. His fundamental reality is not an object. It is a relation between objects. This is a relational view of reality. This is the heart of Nagarjuna’s ideas. The open space is the middle between things. Things are going arm in arm. The middle might be considered as a force that bounds men to the world and it might be seen as well as a force of liberation. It might be seen as a bondage to the infinite space. 4. Key term: Philosophy. Nagarjuna, we are told, was a Buddhist philosopher. This statement is not wrong when we take the notion ‘philosophy’ in a deep sense as a love to wisdom, not as wisdom itself. Philosophy is a way to wisdom. That is the expectation most European modes of thought tell us. Aristotle had been the first. Aristotle (384 - 322 Before Current Era) was a Greek philosopher, a student of Plato and a teacher of Alexander the Great. Despite centuries of colonization in the Philippines, the traditional Filipino healing system has survived. However, as modern education has continued to spread and Western medicine has grown in influence, traditional healing practices have been pushed to the margins and labeled as unscientific or mere superstition. This also suggests that unrecorded information may be lost forever. For future generations to appreciate this rich cultural heritage, cultural mapping of traditional healers in a local community is necessary. Thus, the researcher explored, identified, documented, (...) and analyzed the cultural profile of the traditional healers in a local community. Specifically, he studied the (1) background information, (2) description of the intangible cultural heritage, (3) stories/narratives associated with traditional healing, (4) significance of the practice, (5) assessment of the practice, and (6) references/supporting documentation of the traditional healers. The study was conducted in one of the local communities in the province of Quezon. The research participants were selected using inclusion criteria, and 11 traditional healers served as the key informants of the study. This study also employed qualitative research through cultural mapping, and pertinent data were obtained using participant observation, documentation, and interview guides. Qualitative content analysis was used in analyzing the gathered data. The findings revealed that the traditional healers have diverse background information, reflected in the element types, the geographical location and range of the element, and the related domains of the intangible cultural heritage. Likewise, the description of the intangible cultural heritage gave a wide array of descriptions of the history of practice, occasion/season, processes, and procedures involved, beliefs associated, settings, aims, social functions, and cultural meaning, culture bearer/s and practitioner/s of the element, mode of transmission, list of significant tangible movable heritage used associated with the element and list of significant flora/fauna used associated with the element. Meanwhile, spiritual guides and supernatural claims, healing severe cases, and being accused of malpractice or maltreatment were some of the stories/narratives associated with the element. In addition, traditional healing has historical, aesthetic, scientific, social, socio-economic, socio-political, and spiritual significance. Moreover, the assessment of practice exposed the condition/status of traditional healing, which is in danger because of the elderliness of the traditional healers and because no one is accepting the knowledge and practices. Furthermore, the constraint, threat, issue, or challenge experienced by the traditional healers is making false accusations against them. Nevertheless, traditional healers have identified several safeguarding measures in their traditional healing practice. These are transmission through informal education, identification, documentation, research, promotion, enhancement, and revitalization. Finally, sacred texts, books, pictures, prayers, and saints are the references or supporting documentation used in traditional healing. Based on the findings and conclusions, it is recommended to utilize the two research outputs: “Kaalaman at Kasanayan: Cultural Profile of Traditional Healers,” a booklet, and “Tanging Healing,” a documentary film about traditional healing for the preservation of local heritage, community development, and heritage education. Background: Tuberculosis is among the major causes of illness and death worldwide especially in Asia. Smoking is associated with recurrent tuberculosis and its related mortality. Also, it could affect clinical manifestations, bacteriological conversion and outcome of treatment. This study aimed to evaluate the pattern of tobacco smoking, history of previous quit attempts and attitude towards quitting in tuberculosis patients. Materials and Methods: It was a cross-sectional study done amongst tuberculosis patients presented to DOTS corner of Rajshahi Medical College Hospital. 315 (...) patients entered the study as "First Come First Serve". Selfreported questionnaires were designed according to the standard questionnaires of smoking pattern. Results: Sixty one percent (61%) patients (n=192) were smoker before the diagnosis of tuberculosis. 51.1% were current smokers at the time of interview and were continuing smoking after the diagnosis of tuberculosis. Only 10.2% discontinued smoking after diagnosis. 68.2% smokes less than 10 cigarettes per day. 53.1% was between 31-50 age group. 21-30 is the commonest age group (62%) to start smoking is and 66.1% smoked less than 10 years before diagnosis. To reduce stress was the most common cause to continue smoking (48.9%). 71.9% smokers showed keen interest to stop smoking. Conclusion: Considering the prevalence of smoking in tuberculosis patients, evaluation of tobacco smoking status in such patients and motivating them to quit smoking could be considered as important steps in their treatment process. This paper is mainly a provisional survey of the engagement of the Filipinos with the thoughts of Paulo Freire, a Brazilian educator and philosopher. It presents first the main tenets of Freire’s liberating pedagogy. Then, it explores the Filipinos’ engagement with his ideas. Then, it gives some observations on the said engagement. The COVID-19 pandemic has caused a lot of challenges to the globalized world. Globally, it has decimated over six million lives. Since 2019, it has shook the world in many respects, especially, it disrupted economies and societies and halted the majority of human endeavor. Commentaries and reports from the World Health Organization (WHO) and the media showed an alarming situation that could be damning in low and middle income countries. Economic pundits and global public health experts also anticipated doom and (...) gloom for African countries. However, in terms of mortality, the Americas, Europe and Asia have suffered more losses. Irrespective of these loses in Europe, Africa’s case needs better appreciation within our contemporary historical discourse. The burgeoning challenge of the COVID disease and mortalities arising thereby, among other things, necessitated the introduction of policies based on the WHO’s historical understanding of how the world has dealt with pandemics in the past. Some of the strategies that were deployed to fight the pandemic included hand washing under running water with soap, the use of alcohol based hand sanitizers, the wearing of nose masks, social distancing, self isolation as well as partial and complete lockdowns of states and communities. The major economic disruption really came about as a result of many lockdown policies that were implemented by several countries in Africa without proper reference to their own societal contexts. These issues notwithstanding, it is important to emphasize that the extent of the impact on different communities differed to a large extent, even though there were similar levels of the nature of the infection and the general economic outlook among the global community. This current contribution on the COVID-19 discourse used political economy and economic shock as bases to highlight the extent of the impact of the disease by highlighting examples from respective countries in Africa, namely, Ghana, Cameroon, Ethiopia, Algeria and South Africa. In particular, the impact of policies like lock-down on some of these African countries are highlighted for further discussions in future empirical research. The study relied on contemporary historical evidence from multidisciplinary sources on health, economics, policy, and other related studies on epidemiology, public health, health education and promotion, reports and sources from the World Health Organization (WHO). Specifically, the authors have used published research in Lancet, the International Journal of Infectious Diseases, BMJ Global Health, Frontiers in Public Health and the Pan African Medical Journal. The others were African Development Review, Transportation Research Interdisciplinary Perspectives, Africa Spectrum and International Journal of Financial Research including several other empirical research. In attempting a social and economic interpretation based on contemporary historical sense, the findings of this present study suggest that African political actors or leaders should make persistent or steady efforts to strengthen the economies of their states to lessen economic shocks and social costs that come about as a result of pandemics such as the COVID-19. It also identified the fact that within the globalized space, application of policies from other countries including international organizations should not be devoid of context. (shrink)

This series of short essays aims to describe several conspicuous and well-known examples of such networks, ranging from the Japanese financial keiretsu to the bamboo network in Southeast Asia, from the four big families of Hongkong to more than 5.2 million household-based businesses in Vietnam.

World philosophies are gradually gaining in recognition. Today, philosophers in Southeast Asia can freely construct their regional philosophies without philosophical tyranny of the West. However, this situation has not come so easily. Many Asian and African philosophies have experienced a struggle for acceptance. And even this recognition is limited by selectivity and philosophical fashion centered in Western academia and perpetuated by Western educated eastern intellectuals. This paper attempts to show how regional philosophy in general and Southeast Asian philosophy (...) in particular can be constructed and accepted. These regional self-constructed philosophies can serve to correct the legacy of the racism and bigotry of the tradition. And the paper also promotes the idea of establishing a philosophical umbrella called ‘Southeast Asian philosophy’ under which regional philosophies can develop and thrive. (shrink)

Although most Asian states are signatories to UNCLOS, which offers options for dispute resolution by either voluntary or compulsory processes, in reality fewer than a dozen Asian states have taken advantage of such an approach. The decision to adopt third-party mechanisms comes under great scrutiny and deliberation, not least because of the entailing legal procedures and the politically sensitive nature of disputes. Vietnam claims the second-largest maritime area in the South China Sea dispute after China. A comparison of two recent (...) cases—the arbitration between the Philippines and China and the conciliation between Timor-Leste and Australia—highlights the importance of selecting between binding and nonbinding decisions and framing a complaint. In particular, any legal action under UNCLOS should specify China’s claims and actions in areas that encroach on Vietnam’s claimed exclusive economic zone (EEZ) and violate international law. I try to return the focus of the philosophy of history to the nature of understanding, with a particular emphasis on Louis Mink’s project of exploring how historical understanding compares to the understanding we find in the natural sciences. On the whole, I come to a conclusion that Mink almost certainly would not have liked: that the understanding offered by history has a very similar epistemic profile to the understanding offered by the sciences, a similarity that stems from the fact (...) that both are concerned with grasping how the objects of their study are structured, or how the various elements of the things they study depend upon and relate to one another. At the same time, however, I claim that historical inquiry naturally puts us in a position to acquire further epistemic goods, including the old-fashioned epistemic good of wisdom, which is plausibly constituted by knowledge of how to live well. This is something the natural sciences cannot offer, and it is part of the reason why history is such an important form of inquiry. (shrink)

Can international relations (IR) be a distinctive discipline? In the present paper I argue that such a discipline would be a social science that could be formulated within the perspective of comparative paradigms. The objections to scientific methods are thus overcome by the logic of international oppositions, in other words a model takes several paradigms into account and considers three kinds of foreign relation (enemy, friend, and rival) in the light of three main questions: what is IR about (ontology); (...) what does relate therein (epistemology); and how to assess such a relation (logic). This paper is an attempt to localize Herman and Chomsky’s analysis of the commercial media and use this concept to fit in the Philippine media climate. Through the propaganda model, they introduced the five interrelated media filters which made possible the “manufacture of consent.” By consent, Herman and Chomsky meant that the mass communication media can be a powerful tool to manufacture ideology and to influence a wider public to believe in a capitalistic propaganda. Thus, they call their theory the (...) “propaganda model” referring to the capitalist media structure and its underlying political function. Herman and Chomsky’s analysis has been centered upon the US media, however, they also believed that the model is also true in other parts of the world as the media conglomeration is also found all around the globe. In the Philippines, media conglomeration is not an alien concept especially in the presence of a giant media outlet, such as, ABS-CBN. In this essay, the authors claim that the propaganda model is also observed even in the less obvious corporate media in the country, disguised as an independent media entity but like a chameleon, it camouflages into an invisible creature leaving predators without any clue. Hence, the reason to analyze and scrutinize a highly reputable news organization in the country, namely, the Philippine Center for Investigative Journalism (PCIJ) in relation to their portrayal of the Duterte presidency. Bakla signals “effeminacy” and “homosexuality,” which stigma signifies being “weak,” “fake woman,” and “unreal man.” This historical research interrogates the etymology of bakla, which etymology claims that bakla only became a label for gay identity since the 1960s. A newfound evidence, the Bienvenido N. Santos’ “Recollections” (1932), challenges this etymology; as the document used bakla to signify “effeminate” decades before the 1960s. -/- Mobilizing this newfound evidence alongside theoretical, historiographic, and archival data, this thesis asks: (1) How can the 1932 (...) “Recollections” help explain the crystallization of bakla into a label for “effeminate homosexual male” identity since the 1960s? (2) What can socio-historical processes further reveal about the etymology of bakla, and why the word bears so much stigma? (3) How did “effeminacy” and male “homosexuality” become semantically linked with bakla’s historic senses? At its core, the study argues that sexism and political instability coincide in the social history of the bakla. -/- Contextualizing bakla’s semantic shifts reveals that the word’s stigma comes from its earliest meaning; besides “fearful and weak,” it was bakla as “deceptive.” While tracking bakla’s semantic links with the pre-existing terms for gay identity shows that bakla was forged alongside historical biases against women. These biases rendered gay men and trans women undesirable. And archival data uncover five (5) factors explaining why bakla crystallized into a gender label, which also offer insights on how bakla has been reclaimed and reworked, despite its persisting stigma, in more recent years. -/- The thesis exposes bakla’s status as a “keyword” in the Philippine conceptual, sexual, and social history. Rejecting or reforming anthropocentrism for the sake of human survival is a central moral challenge in our time. The rejection of anthropocentrism relies on the view that anthropocentrism has pervasively constituted the historical character of humankind and must be replaced in the future as understood by historical theory. This critique arises from new realist ontologies, including neo-materialisms and object-oriented ontology. Their rigid rejection of anthropocentrism requires the view of history and sociality proposed by proponents of object-oriented ontology. It is based (...) on a specialized form of the totalized logic of identity, the concept of antitypy; and by careful examination this is found to be inadequate. The consequence is that rigid rejection of anthropocentrism from any ontologically realist point of view must therefore fail because it is necessarily based on a logic that must be rejected. A better approach relies on the necessity of relatedness in moral and social thought. (shrink)

Environmental philosophy – broadly conceived as using philosophical tools to develop ideas related to environmental issues – is conducted and practised in highly diverse ways in different contexts and traditions in Asia. ‘Asian environmental philosophy’ can be understood to include Asian traditions of thought as well as grassroots perspectives on environmental issues in Asia. Environmental issues have sensitive political facets tied to who has the legitimacy to decide about how natural resources are used. Because of this, the works, practices, and (...) researchers in Asian environmental philosophy are exposed to being (mis)used by diverse stakeholders and actors to support political ends not related to environmental sustainability. Two processes are at play at the nexus of the construction of identities in relation to conceptualisations of nature: eco-orientalism and ecological nationalisms. This paper analyzes and exemplifies these dynamics through a conceptual framework that distinguishes ideological and socio-technical explanations of environmental degradation. Finally, to minimise the risks of political misuse, five pathways are presented to carefully help curate environmental, philosophical statements: contextualise, quantify uncertainty and ‘uniqueness’, downscale, confront claims with local realities and literature, and collaborate with researchers from other disciplines. Conjointly, these pathways aim at favouring intercultural collaboration while valuing diversity, thus supporting the development and exchanges in environmental philosophy in Asia and beyond. East Asia’s economy is leading the world into the new Asian century. While meritocratic practices in the educational and private sectors are often considered pivotal conditions for East Asia’s economic success, experts have pointed out that the path ahead requires new approaches to ensure social cohesion and stability, which depend on the quality of relations across social divides. These considerations raise multiple questions for philosophers: What forms of social meritocracy are necessary to sustain social cohesion? Moreover, how can the (...) detrimental effects of meritocratic practices be contained? Is it possible to utilise some of the intellectual resources indigenous to East Asia to generate innovative solutions? This paper argues that the answers to these questions lie in the indigenous Confucian conceptual resources. Confucian ideas can inspire a more desirable societal ideal for the future of East Asia. In particular, the Confucian emphasis on cultivating reciprocal harmonious human relationships and others’ morality can guide new approaches to fostering social cohesion. As Confucian personal cultivation through harmonious relations is a process of social cohesion, these ideas inspire a) a multiple approach to policymaking that is not only grounded in economic redistribution, b) a richer understanding of societal progress, and c) a democratic approach to fostering social cohesion. Unlike Confucian meritocrats and scholars who defend the Confucian roots of East Asian forms of political and social meritocracy, this paper proves that Confucian conceptual resources can help formulate a societal vision that strengthens cohesion and mitigates the adverse effects of meritocratic practices. Notwithstanding its value as the earliest extant New Persian treatment of the art of rhetoric, Rādūyānī’s Interpreter of Rhetoric (Tarjumān al-Balāgha) has yet to be read from the vantage point of comparative poetics. Composed in the Ferghana region of modern Central Asia between the end of the eleventh century and the beginning of the twelfth century, Rādūyānī’s vernacularization of classical Arabic norms inaugurated literary theory in the New Persian language. I argue here that Rādūyānī’s vernacularization is most consequential with respect (...) to its transformation of the classical Arabic tropes of metaphor (istiʿāra) and comparison (tashbīh) to suit the new exigencies of a New Persian literary culture. In reversing the relation between metaphor and comparison enshrined in Arabic aesthetics, Rādūyānī concretized the Persian contribution to the global study of literary form. -/- . (shrink)

A constitutive theory of representation must address two challenges. The content determination challenge requires specifying why a particular state has a given content. The job description challenge requires spelling out the explanatory role that representational notions play in that theory. Recently, Nicholas Shea has advanced *varitel semantics* as a hybrid approach to representation to answer those challenges, supplementing teleosemantics with non-historical features –namely, exploitable relations and robustness. In this paper, I critically assess the hybrid theory’s answers to both challenges, (...) arguing that their hybrid nature undermines their merits. In each case, I will show that it is hard to establish how the alleged complementariness of the hybrid account components works. I will conclude that internal problems beset Shea’s theory of representation. (shrink)

This collection of papers were originally presented during conferences on ethics in science and technology that UNESCO’s Regional Unit for Social and Human Sciences (RUSHSAP) has been convening since 2005. Since intercultural communication and information-sharing are essential components of these deliberations, the books also provide theme-related discourse from the conferences.

This paper will discuss the peace building efforts of the National Democratic Front of the Philippines (NDFP) and the Government of the Philippines (GRP) and argue that these efforts follow the proceduralist conception of Habermas’ deliberative democracy. Habermas, like Kant, contends that peace has a “chronological and ontological priority over violence.”1 The paper will problematize the gap between legality and legitimacy as highlighted by Habermas and relate how such a gap triggered conflicts the same as that of the GRP and (...) the NDFP. I will then propose a communicative process of critique and intervention from civil liberty groups, especially the Church sector, as an avenue to possibly remedy the gaps and its effects. Finally, I will outline possible problems arising from this model of deliberative democracy. (shrink)

This paper offers preliminary notes on Buddhism in modern Muslim exegesis with an emphasis on Tafsir al-Qasimi by Muhammad Jamal al-Din al-Qasimi (1866–1914) and al-Mizan fi Tafsir al-Qurʾan by Muhammad Husayn Tabatabaʾi (1892-1981). The research adopts a qualitative design using content analysis to collect the data. In this paper two main questions regarding both exegetes will be explored. The first question concerns the sources of both scholars for their information about Buddhism by including the discussion in their exegesis. The second (...) question concerns the methodology they used to discuss Buddhism in the Qurʾan since this has not been done by any classical exegetes nor among the most modern exegetes. Studies have found that the approach of the two exegetes is different from both the classical and modern exegetes because their work also contains resources from the fields of comparative religion and the history of religion to make their work relevant in the current context and reliable to be referred to by any parties. The author concludes that both al-Qasimi and Tabatabaʾi used analysis (taḥlil) in discussing verses related to the position of the Buddha. (shrink)
