The concept of bribery is important to our thinking about ethics, especially in professional contexts. This is in no small part due to the thought that, as Seamus Miller has put it, bribery is “a paradigm of corruption”. Business persons and corporate entities are often evaluated by how well they remain free from, root out, and punish corruption – especially in democratic societies. It is a common thought, for example, that a democratic institution ought to be free from (...) corruption. Since bribery is often thought a form – perhaps the paradigmatic form – of corruption, bribery, too, serves as a central concept in our evaluations of business persons and corporate entities. This article will lay out three common elements which together are characteristics of bribery (payment, intention, and wrongdoing), and then briefly illustrate how this conjunction of elements allows for distinguishing between bribery and two other questionable acts often examined in the context of business (grease payment and extortion). In the December 2015 Issue of the Police Journal Sam Poyser and Rebecca Milne addressed the subject of miscarriages of justice. Cold case investigations can address some of these wrongs. The salient points for attention are those just before his sudden death: Milligan was appointed Private Secretary to Jonathan Aitken, the then Minister of Arms in the Conservative government in 1994. The known facts are as follows: 1. Stephen David Wyatt Milligan was found deceased on Tuesday 8th February 1994 at (...) his Chiswick, West London house where he lived alone. His body was found by his secretary Vera Taggart who was told by Julie Kirkbride where a spare key to his London house was kept and who decided to go to his house that day because he was not answering his telephone. Police said he had made one last telephone call on Saturday evening at 9.00pm. 2. Stephen David Wyatt Milligan had been the elected Member of Parliament (‘MP’) for Eastleigh in Hampshire since 1992. 3. The important topics this MP was addressing in 1994 at the time of his death included: (i) rail privatization plans and the impact through job losses on communities, especially his own constituency of Eastleigh; (ii) arms dealings with Saudi Arabia, especially with his previous intelligence gathered as an economics journalist for esteemed publications; (iii) the UK military industry; (iv) homosexuality among senior government Ministers, as revealed by British footballer Fasanu; (v) personal relationship and planned marriage to his fiancée (Julie Kirkbride) who at the time was a political journalist. 4. Stephen Milligan was also appointed as Parliamentary Private Secretary to Jonathan Aitken, Arms Minister and this position must have required that he came ‘up to speed’ on international arms trade and indeed its relation to bribery and corruption across jurisdictions. Milligan’s experience and knowledge as a former high-level political and economics journalist must have been of huge benefit to government minister Jonathan Aitken who was later imprisoned for perjury. 5. Regarding Stephen Milligan’s death in 1994, the Guardian newspaper in their immediate obituary said that ‘The death of one of the government's most outspoken and loyal supporters will pose a stiff electoral test for the Tories to surmount. He was on the left of the Tory party - he had even had a brief flirtation with the SDP when it was formed - and was a noted Euro-enthusiast… the death of one of the government's most outspoken and loyal supporters will pose a stiff electoral test for the Tories to surmount. Regarding Stephen Milligan’s sudden and unexpected death in 1994, MP David Willetts (Conservative, Havant) said in March 2015, in his address in the House of Commons. ‘…The inevitable ups and downs and triumphs and disasters of politics are among the great features of this place. There are colleagues in all parts of the House who are tolerant and understanding. There are friendships that keep the downs as well as the ups of politics in perspective. Having entered the House in 1992, I think particularly of two good friends, Judith Chaplin and Stephen Milligan, who both died within two years of being elected; that loss stayed with me for a long time...’ 6. On 28 February 2000, in the House of Commons, at Column 106, Mr Mike Hancock (Portsmouth) said, on the deaths of Michael Colvin and of Stephen Milligan MP: ‘I knew Michael Colvin for nearly 30 years, from when he was first elected to Hampshire county council. During my time as leader of that council, he and the late former Member of Parliament for Eastleigh, Stephen Milligan, were usually the only Members of Parliament who readily supported the council when necessary. Michael Colvin supported many ventures in the county of Hampshire. He will be missed here, in his constituency, and in Europe, and I stress that Hampshire has lost a staunch supporter. I am sure that the county will at some stage want to record its regret at his death and its deepest appreciation of the part that he played in its life....’ -/- Mike Hancock had, like Stephen Milligan, served on the Select Committee on Defence. It is interesting that he mentioned Stephen Milligan’s support as MP for Eastleigh when Milligan had only been so appointed a couple of years before his sudden death, as compared to 30 years of support from Mike Colvin. 7. Mr Andrew Robathan (for Blaby) said in the House of Commons Hansard Debates on 27 January1997, (Column 62) (on the registering of sex offenders): ‘I remember the death of my honourable friend Stephen Milligan, who represented Eastleigh. The press reports of the time stated that each Metropolitan police station had a police officer in the pay of newspapers. I do not know whether that is true, but I am aware that the police are not renowned for being entirely secure with their information…’ This statement is mischievous and it has been demonstrated time and time again, as being untrue, especially during the recent press inquiry leading to the four-volume Leveson Report, published in November 2012, into phone hacking and the ethics and culture of the UK media, pursuant to section 26 of the Inquiries Act 2005, and ordered by the House of Commons to be printed on 29 November 2012, ISBN: 9780102981063, by the Stationery Office Limited on behalf of the Controller of Her Majesty’s Stationery Office. In Volume 4 of the 2012 Leveson Report, chapter 4 concluded on the Press Complaints Commission (‘PCC’) and its effectiveness and revealed that the PCC does not initiate its own investigations other than those ‘needed to head off criticism of the press or self-regulation- or to accept complaints from third parties across the board and on a transparent basis… and the report states that ‘the resources of the police are limited’ in terms of being able to fully inspect the Press and media reports. The case for secrecy in voting depends on the assumption that voters reliably vote for the political outcomes they want to prevail. No such assumption is valid. Accordingly, voting procedures should be designed to provide maximal incentive for voters to vote responsibly. Secret voting fails this test because citizens are protected from public scrutiny. Under open voting, citizens are publicly answerable for their electoral choices and will be encouraged thereby to vote in a discursively defensible manner. The possibility of (...) class='Hi'>bribery, intimidation or blackmail moderates this argument but such dangers will be avoidable in many contemporary societies without recourse to secrecy. (shrink)

This article explores the law and ethics of lobbying. The legal discussion examines disclosure regulations, employment restrictions,bribery laws, and anti-fraud provisions as each applies to the lobbying context. The analysis demonstrates that given the social value placed on the First Amendment, federal law generally affords lobbyists wide latitude in determining who, what, when, where, and how to lobby.The article then turns to ethics. Lobbying involves deliberate attempts to effect changes in the law. An argument is advanced that because law (...) implicates the use of force and because law ideally reflects the values of a democratic society, seeking to slant the law to serve a client’s narrow interests cannot provide an adequate ethical end for a lobbyist. On the contrary, a lobbyist has an affirmative moral duty to seek reasonably balanced and just laws. The article examines, refines, and defends this proposition in a number of settings. (shrink)

The main goal of this study is to develop a conceptual framework meant (a) to present the essential traits of persuasion, (b) to explain resistance to persuasion (mainly when the persuader tries to shape, reinforce, or change an attitudinal response), and (c) to provide a feasible strategy to overcome the coping behaviors associated with resistance to persuasion. Defined as the communication process in which “someone makes other people believe or decide to do something, especially by giving them reasons why they (...) should do it, or asking them many times to do it”, persuasion ensures a noncoercive social control by shaping, reinforcing, or changing target audience’s cognitions, feelings, attitudes, beliefs, and behaviors. Persuasion involves volitional behaviors (that are inextricably intertwined with spontaneous, impulsive, mindless, or compulsive behaviors) and a significant cognitive load. Even if persuasion does not elicit negative feelings like various shortcuts to compliance (coercion, bribery, deception, manipulation of the dominant instincts, etc.), it generates ipso facto resistance to persuasion. Public relations specialists and other communication professionals can reduce or cope with resistance to persuasion by creating a low-pressure persuasion context, using evidential reasons, and following evidential rules. Broadly defined, government corruption is the abuse of public power for private gain. It can assume various forms, including bribery, embezzlement, cronyism, and electoral fraud. At root, however, government corruption is a problem of trust. Corrupt politicians abuse the powers entrusted to them by the electorate (the principal-agent problem). Politicians often resort to corruption out of a lack of trust that other politicians will abstain from it (the collective action problem). Corruption breeds greater mistrust in elected officials amongst the (...) public. This review aimed at exploring the psychosocial disorders of Nigeria as a nation, its effect on the citizens and the remedy. Psychosocial disorder is a mental illness induced by life experiences, stress, as well as maladaptive cognitive and behavioural processes. The prevalence of these disorders include depression, schizophrenia, anxiety disorders, substance use disorder, personality disorder and autism spectrum disorders have rapidly increase over the past years in Nigeria with its negative impact on the socioeconomic status, psychological well-being; peaceful coexistence and (...) mental health of the entire society. These have precipitated some social anomalies such as bribery and corruption, antisocial behaviour, religious fanaticism, terrorism and so on. The study therefore recommends the need for government to implement effective mental health interventions program that would facilitate easy access to mental healthcare services in Nigeria. There is also an urgent need to improve the mental health awareness of Nigerians through education and public mental health campaign. (shrink)

This article is an inferential analysis of the Bloody Night and Open Truth: a Nollywood movie series that reflects the rot in Nigerian Police. The objective of this paper is to identify the image problems of the Nigerian Police as reflected by the Nollywood movie series. The study adopts a content analysis approach. Acts of bribery, false allegations, extra-judicial killings, torture and attempts to suppress justice are all exposed as perpetrated by the senior and junior officers of the Nigerian (...) police. Apart from the majority of corrupt officers; there are some non-corrupt Nigerian police officers who are emblems of justice and truth as shown in the behaviour of some characters in the movie. Their desire for truth represents a new and positive image of the Nigerian police. The study concludes that there is hope for a committed and rebranded Nigerian Police if the Nigerian Government should do the needful. The study recommends an improvement in wages, sustained retraining and punishment of police officers found wanting. (shrink)

The purpose of this paper is to present the essence of Ayn Rand's theory of rational egoism and to indicate how it is the only ethical theory that can provide a foundation for ethics in business. Justice, however, cannot be done to the breadth and depth of Rand's theory in so short a space as this article; consequently, I have provided the reader with a large number of references for further study. At minimum, Ayn Rand's theory, because of its originality (...) and challenge to establishment theories, should be included in all business ethics courses and discussions of business ethics. About 550 years ago, Nanakian philosophy emerged with the advent of Guru Nanak (1469‐1539). It is sad to note that the present human society is still suffering from the same ills, which were prevalent at the time of the birth of Guru Nanak. Punjab, the birthplace of Nanakian Philosophy, is at present suffering from rampant practices of bribery and corruption, widespread usage of intoxicants/ narcotics, infanticide, and exploitation of weaker sections of society. It is in direct violation of the (...) basic tenets of the Nanakian Philosophy. Not only this, Guru Nanak urged us to live in harmony with nature. However, Punjabi community has over‐exploited the natural resources of the state, resulting in deforestation, soil, air and water pollution, and damage to its water table. Besides, there is a proliferation of numerous sects all around. Rituals and vain practices rule the roost in religious affairs. Such activities of Punjabi people are in direct conflict with the teachings of Guru Nanak. Thereby Sikhs have failed to implement Nanakian philosophy in its true essence. It is dire need of the hour to apply the quintessence of Nanakian philosophy, in all spheres of our life. (shrink)

Long before the colonialists stepped into the shore of the Nigerian nation and African Continent in general,masquerade played a central role in the lives of the people. Even at the moment, among many others, masquerade performs the role of social control across some Nigerian rural communities. It is based on this that the researchers are motivated to examine the social role of masquerade in the society with the aimofusing the knowledge to review how cultural institution like masquerade can be used (...) to resuscitate social orders in the contemporary Nigerian socio-economic and political systems. To this end, the critical discourse analysis methodology was adopted for the study. Through this research apparatus, the paper systematically analyses the issue. The result shows that cultural institution such as masquerade, if properly given attention to, like in the yesteryears, can control social ills such as corruption, bribery, and lots of other social problems that have bedeviled the Nigerian nation over the years. Abstract- Administrative corruption has a long history in Pakistan which affected each public institution since its inception. Good governance in Pakistan never took a sigh due to Bribery in public sector and versatile Miraculous of Corruption in Public Administration. Administrative corruption possesses a multidimensional and complex phenomenon that has been created by numerous factors to affect at a wide range and each segment of society to be exhibited in a diversity of roles and traits. This study is considering significance (...) of the subject and discovers the respondents’ response and identifies the causes and consequence of this dilemma. The current research attempts to measure the administrative corruption in education sector in Sindh and it also encompasses the implications on education professionals’ performance and their profession. For data analysis, sampling was derived from teaching, and non-teaching staff in education sector to construct open ended questionnaires and respondents’ privacy was ensured to fill the survey items. For data collection, 203 respondents feedback was secured and analysis was carried out by means of SPSS. The self-constructed questionnaires were used and the findings of the study support the administrative corruption in education sector was faced by respondents in the form of agent and non-agent based corruption in the treasury and concerned offices in the education department. In this way, agent based corruption and non-agent based corruption maintain positive and significant relation with Administrative Corruption. Anito é mais conhecido por ser um dos acusadores de Sócrates, mas este político teve outra proeza: sua sagacidade o fez criar um método obscuro de identificar os jurados e assim saber exatamente a quem subornar em um processo legal, ou seja, ele conseguia identificar quem eram os dikastaí que estariam agrupados no dikastḗrion específico que julgaria determinado caso em um tribunal. Com essa metodologia ele conseguiu se safar de uma condenação em 409 a.e.c., quando por sua falha Atenas perdeu (...) Pilos (Aristóteles, Constituição de Atenas, 27.5). A façanha desse cidadão possivelmente foi a origem de dois novos verbos (dekázein e syndekázein) e o motivo de uma nova lei contra esse método (reportada no segundo Contra Estéfano de Demóstenes, 46.26). Além disso, duas décadas depois, o sistema por sorteio para a escolha de jurados foi totalmente reformulado, justamente para evitar esse esquema corrupto que ele empregou. Este artigo fará a exposição desses aspectos legais relacionados à escolha de jurados no século V, bem como abordará a corrupção e suborno que foi feita a partir desse método de Anito, discorrendo também sobre uma alteração proposta no século IV (que aparece na Assembleia das Mulheres de Aristófanes) e a terceira reformulação, apresentada em Aristóteles, Constituição de Atenas, 63-66. Também se explorará essa temática com a Apologia de Platão, uma vez que Anito, aquele que subornou jurados, é o mesmo agente que está processando Sócrates por corromper (diaphtheírein) os jovens, aproveitando-se assim a ambiguidade deste verbo, pois pode significar tanto a corrupção moral em sentido largo, como também aquela motivada por suborno.
