This paper investigates a problem about freedom of information. Although freedom of information is generally considered desirable, there are a number of areas where there is substantial agreement that freedom of information should be limited. After a certain ordering of the landscape, I argue that we need to add the category of "dangerous" information and that this category has gained a new quality in the context of current information technology, specifically the Internet. This category includes (...) information the use of which would be morally wrong as well as some of what may be called "corrupting" information. The author has extensive law enforcement experience and the paper is intended to provoke thought on the use of technology as it pertains to information sharing between the police and the private sector. -/- As the world edges closer and closer to the convergence of man and machine, the human capacity to retrieve information is increasing by leaps and bounds. We are on the verge of knowing everything and anything there is to know, and literally in the blink (...) of an eye! -/- This means that police will have the capacity to learn everything about everyone with the only restriction being privacy legislation. But it also means that those involved in immoral, unlawful or illegal activity will have that same capacity and with no such restriction. ‘Bad Brother’ may be far more dangerous than ‘Big Brother!' -/- The global community requires a secure and credible system to retrieve and assess all of the information ‘generally available to the public.' A system that will strive to keep ‘Big Brother’ in check and ‘Bad Brother’ out, all the while providing a means of alerting citizens to genuine risks or to dangerous people. Such as system would help diffuse the systemic inaccurate and harmful profiling that is often based on rumours and innuendo. -/- There is an identified public-private partnership opportunity. A chance to work with privacy advocate groups and background checking private companies to define, design and deliver on something that will be of immense benefit to citizens around the globe. -/- We have an opportunity to create something that will work to ensure that only the best information gets used and in a moralistic, lawful and legal way! Environmental activism is crucial in increasing awareness of environmental degradation and preventing actions that harm the environment. A radical environmentalist movement has emerged within the community of activists. They advocate using illegal measures to attain their goals. This paper discusses these radical environmentalist groups’ motivations, their actions and their consequences. Activities that many consider unacceptable, such as art vandalism and road blockades, may result in adverse outcomes and diminish public support for environmental endeavors. We propose an alternative solidarity approach (...) whereby activists focus their efforts on disseminating information to the general public on climate change and other environmental issues, advocating for the adoption of eco-surplus culture, and fostering cooperation among governments, businesses, and individuals to develop effective solutions. Since independence, at least 28 African countries have legalized some form of gambling. Yet a range of informal gambling activities have also flourished, often provoking widespread public concern about the negative social and economic impact of unregulated gambling on poor communities. This article addresses an illegal South African numbers game called fahfee. Drawing on interviews with players, operators, and regulatory officials, this article explores two aspects of this game. First, it explores the lives of both players and runners, as (...) well as the clandestine world of the Chinese operators who control the game. Second, the article examines the subjective motivations and aspirations of players, and asks why they continue to play, despite the fact that their aggregate losses easily outstrip their aggregate gains. In contrast with those who reduce its appeal simply to the pursuit of wealth, I conclude that, for the (mostly) black, elderly, working class women who play fahfee several times a week, the associated trade-off—regular, small losses, versus the social enjoyment of playing and the prospect of occasional but realistic windfalls—takes on a whole new meaning, and preferences for relatively lumpy rather than steady consumption streams help explain the continued attraction of fahfee. This reinforces the need to understand players’ own accounts of gambling utility rather than simply to moralistically condemn gambling or to dismiss gamblers behaviour as irrational. (shrink)

Warfare is becoming increasingly automated, from automatic missile defense systems to micro-UAVs (WASPs) that can maneuver through urban environments with ease, and each advance brings with it ethical questions in need of resolving. Proponents of lethal autonomous weapons systems (LAWS) provide varied arguments in their favor; robots are capable of better identifying combatants and civilians, thus reducing "collateral damage"; robots need not protect themselves and so can incur more risks to protect innocents or gather more information before using deadly (...) force; robots can assess situations more quickly and do so without emotion, reducing the likelihood of fatal mistakes due to human error; and sending robots to war protects our own soldiers from harm. However, these arguments only point in favor of autonomous weapons systems, failing to demonstrate why such systems need be made *lethal*. In this paper I argue that if one grants all of the proponents' points in favor of LAWS, then, contrary to what might be expected, this leads to the conclusion that it would be both immoral and illegal to deploy *lethal* autonomous weapons, because the many features that speak in favor of them also undermine the need for them to be programmed to take lives. In particular, I argue that such systems, if lethal, would violate the moral and legal principle of necessity, which forbids the use of weapons that impose superfluous injury or unnecessary harm. I conclude by highlighting that the argument is not against autonomous weapons per se, but only against *lethal* autonomous weapons. (shrink)

This essay explores the intersection of racism, racial embodiment theory and the recent hostility aimed at immigrants and foreigners in the United States, especially the targeting of people of Latin American descent and Latino/as. Anti-immigrant and anti-foreigner sentiment is racist. It is the embodiment of racial privilege for those who wield it and the materiality of racial difference for those it is used against. This manifestation of racial privilege and difference rests upon a redrawing of the color line that is (...) meant towards preserving exclusive categories of political membership. The charge of racism, however, is elided by the fact that this hostility takes the form of a specious embracement of law and lawfulness. “Illegal” in this sense not only captures the actions of those who enter the United States through clandestine or informal means, but, in light of the history of immigration and citizen- ship law, the term operates as a racial trope that designates non-white status, thus marginalizing and alienating certain immigrants from ongoing nation-formation processes. I explain the source for anti-immigrant hostility in the United States, which I take to be connected to the longevity of white normativity as the basis for American identity. I then critically assess how the idea of national belonging is crucial to the perpetuation of white-ways-of-being, especially when citizenship has historically been a venue for the embodiment of racial and even colonial privilege. I conclude by posing several questions about the nature of racial identities and racism that suggest new avenues for further research on racial embodiment in a “postracial” era. pp. 65–90. (shrink)

The Internet of Things (IoT) connects schemes, programs, data management, and operations, and as they continuously assist in the corporation, they may be a fresh entryway for cyber-attacks. Presently, illegal downloading and virus attacks pose significant threats to IoT security. These risks may acquire confidential material, causing reputational and financial harm. In this paper hybrid optimization mechanism and deep learning,a frame is used to detect the attack prevention in IoT. To develop a cybersecurity warning system in a huge data (...) set, the cybersecurity warning systems index system is first constructed, then the index factors are picked and measured, and finally, the situation evaluation is done.Numerous bio-inspired techniques were used to enhance the productivity of an IDS by lowering the data dimensionality and deleting unnecessary and noisy input. The Grey Wolf Optimization algorithm (GWO) is a developed bio-inspired algorithm that improves the efficacy of the IDS in detecting both regular and abnormal congestion in the network. The smart initialization step integrates the different pre-processing strategies to make sure that informative features are incorporated in the early development stages, has been improved. Researchers pick multi-source material in a big data environment for the identification and verification of index components and present a parallel reduction approach based on the classification significance matrix to decrease data underlying data characteristics. For the simulation of this situation, grey wolf optimization and whale optimization were combined to detect the attack prevention and the deep learning approach was presented. Utilizing system software plagiarism, the TensorFlow deep neural network is intended to classify stolen software. To reduce the noise from the signal and to zoom the significance of each word in the perspective of open-source plagiarism, the tokenization and weighting feature approaches are utilized. Malware specimens have been collected from the Mailing database for testing purposes. The experimental findings show that the suggested technique for measuring cyber security hazards in IoT has superior classification results to existing methods. Hence to detect the attack prevention in IoT process Whale with Grey wolf optimization (WGWO) and deep convolution network is used. (shrink)

Disclosure of true but reputation-damaging information is generally legal. But threats to disclose true but reputation-damaging information unless payment is made are generally criminal. Many scholars think that this situation is paradoxical because it seems to involve illegality mysteriously arising out of legality, a criminal act mysteriously arising out of an independently legal threat to disclose conjoined with an independently legal demand for money. -/- But this formulation is not quite right. The real paradox raised by the different (...) legal statuses of blackmail threats to disclose and disclosure itself involves a contradiction between our strong intuition that blackmail threats should be criminal and some equally strong arguments, all of which depend on the fact that disclosure is legal, that blackmail threats should be legal. So an adequate solution to the real Blackmail Paradox requires us either to drop the intuition or to refute the pro-legalization arguments. -/- This Article will adopt the latter approach. It will explain why the six main arguments for legalizing blackmail threats all fail. In the course of refuting one of these arguments, it will also offer a novel positive justification for criminalizing blackmail threats: they should be criminal for the same reason that menacing, harassment, and stalking are criminal--namely, because they involve the reasonable likelihood, and usually the intent, of putting the victim into a state of especially great fear and anxiety. -/- Of course, one might object that disclosure itself is likely to have the same effect, if not malicious purpose. Yet, again, it is still legal. But this point shows only that we as a society value freedom of speech more than we value freedom from infliction of emotional injury. It does not show that we do not value freedom from infliction of emotional injury sufficiently to protect it when competing moral or institutional interests such as freedom of speech are not at stake. Seeking to preserve electronically encoded evidence implies that an incident or event has occurred requiring fact extrapolation for presentation, as proof of an irregularity or illegal act. Whether target data are in transit or at rest, it is critical that measures be in place to prevent the sought information from being destroyed, corrupted or becoming unavailable for forensic investigation.

Libertarian philosophy asserts that only the initiation of physical force against persons or property, or the threat thereof, is inherently illegitimate. A corollary to this assertion is that all forms of speech, including fraudulent advertising, are not invasive and therefore should be considered legitimate. On the other hand, fraudulent advertising can be viewed as implicit theft under the theory of contract: if a seller accepts money knowing that his product does not have some of its advertised characteristics, he acquires the (...) property title to the customer’s money without voluntary consent, which is theft. The balance between these two logical extensions of property rights—the right of free speech and the right of contract—lies somewhere in the area of communication philosophy, and can be explained through understanding the role of communication in human interactions. Advertising is a form of communication that may convey important information about the conditions of the proposed contract. These conditions are expressed in particular words that may have different meanings in different circumstances. Therefore to determine whether a particular example or “misinterpretation” is mere sophistry or a type of fraud, the judicial system has to approach each issue on a case-by-case basis. The border between legal and illegal should be determined by precedents and by expectations based on commonly accepted definitions of terms—what people commonly understand by the words and other forms of communication they use. Legal philosophy dates to the Ancient Greek Philosophers, and it continues to be a vigorously debated subject due to the fact that there does not exist a legal philosophy that is beyond reapproach that encapsulates law’s origins or purpose. This paper will introduce a new legal philosophy, which I have termed instinctualism. -/- Instinctualism is the idea that law originates from human instinct. Human beings are born with certain natural capacities that they learn to utilize as they mature. Examples include (...) speaking, walking, associating, and interacting with others, and practicing faith in a divine being, the state, or some other source of inspiration and hope. Human beings don’t think about the potential illegalities of speaking their minds, moving from one place to another, or engaging in conversation with their friends or associates unless they are indoctrinated to do so. Rather, human beings do these things because they have instinctual desires and the knowledge to do so. Other rights and laws such as freedom of the press are the product of peoples’ instinctual rights. For example, as people learn to speak, they instinctually share information and news about their inner circles or communities. If taken a step further, one begins to discuss an organized press. Knowledge and understanding of laws, such as those limiting certain types of speech, i.e., hate speech, must be taught and learned; it is not instinctual. -/- This paper will introduce a subset of the most influential legal philosophies of different eras in human intellectual development, beginning with those of Ancient Greece. It will proceed to describe the shortcomings of those philosophies before introducing instinctualism as an alternative. After defining instinctualism, I will proceed to discuss how it addresses the shortcomings of other legal philosophies. Next, I will introduce rights guaranteed to the citizens of four prominent countries via relevant sources of primary law for each of those countries. Finally, I will close by reviewing the main arguments in the paper and discussing future research that I will undertake to buttress this paper’s arguments. (shrink)

Ideally, should liberals in a pluralistic society be able to agree to abide by a common legal system such that all their disputes are resolved without resort to illegal force? Rawls believes the answer is “yes.” I explain and defend his answer, but I also conclude, focusing on the example of abortion, that the truth is “not necessarily, not always.” Rawls’s conceptions of reasonable citizens and public reason help explain why there is a strong prima facie duty to forswear (...) illegal force. It is based on the duty to respect others, which requires that one be able to justify one's actions to them insofar as they are reasonable and matters of basic justice are at issue. One cannot justify using illegal force to those who reasonably think a law is just; to them it is a form of disrespect. Nonetheless, if one reasonably thinks that a fundamental injustice is tolerated or even established by the law, then one may be no less reasonable than one has reason to be if one uses illegal force, sacrificing this form of respect to right a greater wrong. Although assertions are often characterised as essentially informative speech acts, there is a widespread disagreement concerning how the informativeness of assertions should be understood. This paper proposes the informativeness norm of assertion, which posits that assertions are speech acts that essentially deliver new information. As a result, if one asserts something that is already commonly known, one’s assertion is improper. The norm is motivated by appealing to unique conversational patterns associated with informative and uninformative uses of assertions, an analogy (...) between assertions and inquiries, and a distinction between assertions and uninformative speech acts. By focusing on the normative approach to speech acts, the paper discusses how particular norms of assertion deal with the data supporting the norm of informativeness. To be informative, the speaker must consider the epistemic position of the audience. Since the majority of norms proposed in the literature are speaker-centred, they fail to explain the submitted data. Looking more broadly, focusing on the informativeness of assertions underscores the crucial role of the audience in construing adequate speech act accounts. (shrink)

Over the last few decades, multiple studies have examined the understanding of participants in clinical research. They show variable and often poor understanding of key elements of disclosure, such as expected risks and the experimental nature of treatments. Did the participants in these studies give valid consent? According to the standard view of informed consent they did not. The standard view holds that the recipient of consent has a duty to disclose certain information to the profferer of consent because (...) valid consent requires that information to be understood. The contents of the understanding and disclosure requirements are therefore conceptually linked. In this paper, we argue that the standard view is mistaken. The disclosure and understanding requirements have distinct grounds tied to two different ways in which a token of consent can be rendered invalid. Analysis of these grounds allows us to derive the contents of the two requirements. It also implies that it is sometimes permissible to enroll willing participants who have not understood everything that they ought to be told about their clinical trials. (shrink)

Gaining information can be modelled as a narrowing of epistemic space . Intuitively, becoming informed that such-and-such is the case rules out certain scenarios or would-be possibilities. Chalmers’s account of epistemic space treats it as a space of a priori possibility and so has trouble in dealing with the information which we intuitively feel can be gained from logical inference. I propose a more inclusive notion of epistemic space, based on Priest’s notion of open worlds yet which contains (...) only those epistemic scenarios which are not obviously impossible. Whether something is obvious is not always a determinate matter and so the resulting picture is of an epistemic space with fuzzy boundaries. (shrink)

Rejection is an essential part of the scholarly publishing process, acting as a filter to distinguish between robust and less credible scientific works. This study examines the advantages and limitations of the rejection mechanism through the lens of Shannon’s information theory and the theory of granular interactions thinking. We argue that while rejection helps reduce entropy and increase the likelihood of disseminating useful knowledge, the process is not devoid of subjectivity. We propose two recommendations to improve the rejection mechanism: (...) providing more informative rejection letters to guide authors and encouraging humility among editors and reviewers to minimize bias against novel ideas. These steps could enhance the efficiency of knowledge production by ensuring that valuable scientific contributions are not overlooked. (shrink)

This essay examines the analysis of language in The Concept of Anxiety and argues that language ultimately reveals itself as both dangerous and salvific. The pseudonymous author, Vigilius Haufniensis, is suspicious of language, for it divides the individual from herself and thereby makes possible the self-forgetfulness of objective chatter. Indeed, this warning (which commenters have tended to follow uncritically) is a legitimate one – yet it fails to grasp that by rendering the self other than itself, language constitutes the self. (...) In other words, the individual’s very existence depends on language. Moreover, the attempt to establish oneself as absolutely self-identical is precisely sin. Language opens us to alterity, and for this reason the demonic cannot endure it and seeks to control it. Language is uncontrollable, however, to the point that no sign permits us to be certain that we have rightly distinguished good from evil, the salvific from the demonic – and salvation can come only if we renounce the attempt to establish distinctions that are beyond our power. By employing a pseudonymous figure who views language with suspicion, Kierkegaard shows that language is dangerous, even deadly, but also allows us to realize that language is the condition of possibility for salvation. Informational theories of semantic content have been recently gaining prominence in the debate on the notion of mental representation. In this paper we examine new-wave informational theories which have a special focus on cognitive science. In particular, we argue that these theories face four important difficulties: they do not fully solve the problem of error, fall prey to the wrong distality attribution problem, have serious difficulties accounting for ambiguous and redundant representations and fail to deliver a metasemantic theory of representation. Furthermore, we argue that these difficulties derive from their exclusive reliance on the notion of information, so we suggest that pure informational accounts should be complemented with functional approaches. This report reviews what quantum physics and information theory have to tell us about the age-old question, How come existence? No escape is evident from four conclusions: (1) The world cannot be a giant machine, ruled by any preestablished continuum physical law. (2) There is no such thing at the microscopic level as space or time or spacetime continuum. (3) The familiar probability function or functional, and wave equation or functional wave equation, of standard quantum theory provide mere continuum (...) idealizations and by reason of this circumstance conceal the information-theoretic source from which they derive. (4) No element in the description of physics shows itself as closer to primordial than the elementary quantum phenomenon, that is, the elementary device-intermediated act of posing a yes-no physical question and eliciting an answer or, in brief, the elementary act of observer-participancy. Otherwise stated, every physical quantity, every it, derives its ultimate significance from bits, binary yes-or-no indications, a conclusion which we epitomize in the phrase, it from bit. (shrink)

Periodical reports are important information sources for investors and society to monitor, contribute to, and allocate resources to listed companies contributing to environmental sustainability. This article provides a preliminary investigation into environment-related information disclosure in annual reports of 61 representative companies in Vietnam, a country that has a rapidly developing stock market and is highly vulnerable to the impacts of climate change. It was found that although most of the companies’ reports disclosed the goals to pursue sustainability and (...) environmental protection (over 93%), only one-third of them genuinely reported investment in or research on environmental directions. The proportion of companies reporting detailed information on greenhouse gas emissions, energy consumption, water consumption, and waste production is relatively low; even among leading companies in sustainable development, the reporting rates for these indicators remained below 60%. We suggest that a separate mandatory annual report on environmental issues will increase businesses’ and society’s consciousness of environmental impacts. Transparent disclosure of environmental information will also offer an avenue to empower society to monitor, participate, and steer businesses toward sustainable development, thereby fostering an eco-surplus culture throughout the economic system. Information was a frequently used concept in many fields of investigation. However, this concept is still not really understood, when it is referred for instance to consciousness and its informational structure. In this paper it is followed the concept of information from philosophical to physics perspective, showing especially how this concept could be extended to matter in general and to the living in particular, as a result of the intimate interaction between matter and information, the human body (...) appearing as a bipolar informed-matter structure. It is detailed on this way how this concept could be referred to consciousness, and an informational modeling of consciousness as an informational system of the human body is presented. Based on the anatomic architecture of the organism and on the inference of the specific information concepts, it is shown that the informational system of the human body could be described by seven informational subsystems, which are reflected in consciousness as corresponding cognitive centers. These results are able to explain the main properties of consciousness, both the cognitive and extra-cognitive properties of the mind, like that observed during the near-death experiences and other similar phenomena. Moreover, the results of such a modeling are compared with the existing empirical concepts and models on the energetic architecture of the organism, showing their relevance for the understanding of consciousness. Much work in MKM depends on the application of formal logic to mathematics. However, much mathematical knowledge is informal. Luckily, formal logic only represents one tradition in logic, specifically the modeling of inference in terms of logical form. Many inferences cannot be captured in this manner. The study of such inferences is still within the domain of logic, and is sometimes called informal logic. Urban spaces, often emerging outside formal, recognized boundaries, underscore the pivotal role women play in shaping these environments. Despite the enduring influence of patriarchal and hierarchical structures that render these spaces overtly gendered, it is within these contexts that women’s actions become particularly transformative. Drawing from feminist urban theories of the global south, this paper investigates informal placemaking, feminist urban activism, revolutionary placemaking, online protest movements, and the networks that support women’s solidarity groups. Employing a mixed-methods approach that includes case (...) studies, interviews with activists, and social media analysis, this research focuses on Iran, with a specific emphasis on the recent ‘Women, Life, Freedom’ movement. This study not only highlights how women navigate, contest, and reshape urban spaces through feminist urban activism and informal revolutionary placemaking but also anticipates the broader implications of these actions for urban planning and policy. By analyzing and comparing these case studies, we aim to uncover the commonalities, differences, challenges, and opportunities between informal/formal, state-led/bottom-up, and revolutionary feminist placemaking practices in Iran. The findings of this paper are expected to contribute valuable insights into the dynamics of feminist urbanism and suggest avenues for future research in enhancing the inclusivity and responsiveness of urban spaces to gendered needs and activism. Informing others about the world is often a helpful act. In this paper, I study agents who conduct experiments to gather information about the world, committing in advance to fully disclose the nature of the experiment together with all experimental findings. While this appears to be a benign activity, I characterize a type of exploitative informing that is possible even within this restricted setup. I show how exploitative informants use public experiments to predictably manipulate interlocutors’ beliefs and actions to (...) their own advantage. I discuss epistemic and practical grounds on which it may be permissible for agents to resist acts of exploitative informing, then conclude by discussing implications for epistemic injustice and duties to gather evidence. Book review of Elizabeth F. Cohen's Illegal: How America’s lawless immigration regime threatens us all.

The study aimed to identify the sharing of information and its impact on the quality of health care in Al-Shifa Medical Complex in the southern Palestinian governorates. The study adopted the descriptive analytical approach. The number is 2150 employees, and the questionnaire was distributed to a stratified random sample of 330 employees, and 302 questionnaires were retrieved, with a rate of 91.5%. One of the most important results of the study was that there is a statistically significant effect at (...) the level (α≤0.05) of information sharing for the performance of the medical staff in the quality of health care in Al-Shifa Medical Complex in the southern Palestinian governorates. The axis of participation in information came with a relative weight (69.6%) and a high degree. The level of health care quality was high with a relative weight of (69.0%). The essential difficulty about Computer Ethics' (CE) philosophical status is a methodological problem: standard ethical theories cannot easily be adapted to deal with CE-problems, which appear to strain their conceptual resources, and CE requires a conceptual foundation as an ethical theory. Information Ethics (IE), the philosophical foundational counterpart of CE, can be seen as a particular case of environmental ethics or ethics of the infosphere. What is good for an information entity and the infosphere in general? This is (...) the ethical question asked by IE. The answer is provided by a minimalist theory of deseerts: IE argues that there is something more elementary and fundamental than life and pain, namely being, understood as information, and entropy, and that any information entity is to be recognised as the centre of a minimal moral claim, which deserves recognition and should help to regulate the implementation of any information process involving it. IE can provide a valuable perspective from which to approach, with insight and adequate discernment, not only moral problems in CE, but also the whole range of conceptual and moral phenomena that form the ethical discourse. In this conceptual paper, the traditional conceptualization of sustainable entrepreneurship is challenged because of a fundamental tension between processes involved in sustainable development and processes involved in entrepreneurship: the concept of sustainable business models contains a paradox, because sustainability involves the reduction of information asymmetries, whereas entrepreneurship involves enhanced and secured levels of information asymmetries. We therefore propose a new and integrated theory of sustainable entrepreneurship that overcomes this paradox. The basic argument is that environmental problems have to (...) be conceptualized as wicked problems or sustainability-related ecosystem failures. Because all actors involved in the entrepreneurial process are characterized by their epistemic insufficiency regarding the solving of these problems, the role of information in the sustainable entrepreneurial process changes. On the one hand, the reduction of information asymmetries primarily aims to enable actors to become critical of sustainable entrepreneurs’ actual business models. On the other hand, the epistemic insufficiency of sustainable entrepreneurs guarantees that information asymmetries remain as a source of new sustainable business opportunities. Three further characteristics of sustainable entrepreneurs are distinguished: sustainability and entrepreneurship-related risk-taking; sustainability and entrepreneurship-related self-efficacy; and the development of satisficing and open-ended solutions, together with multiple stakeholders. Integrated Information Theory (IIT) identifies consciousness with having a maximum amount of integrated information. But a thing’s having the maximum amount of anything cannot be intrinsic to it, for that depends on how that thing compares to certain other things. IIT’s consciousness, then, is not intrinsic. A mereological argument elaborates this consequence: IIT implies that one physical system can be conscious while a physical duplicate of it is not conscious. Thus, by a common and reasonable conception of intrinsicality, (...) IIT’s consciousness is not intrinsic. It is then argued that to avoid the implication that consciousness is not intrinsic, IIT must abandon its Exclusion Postulate, which prohibits overlapping conscious systems. Indeed, theories of consciousness that attribute consciousness to physical systems, should embrace the view that some conscious systems overlap. A discussion of the admittedly counterintuitive nature of this solution, along with some medical and neuroscientific realities that would seem to support it, is included. (shrink)

In The Philosophy of Information, Luciano Floridi presents a theory of “strongly semantic information”, based on the idea that “information encapsulates truth” (the so-called “veridicality thesis”). Starting with Popper, philosophers of science have developed different explications of the notion of verisimilitude or truthlikeness, construed as a combination of truth and information. Thus, the theory of strongly semantic information and the theory of verisimilitude are intimately tied. Yet, with few exceptions, this link has virtually pass unnoticed. (...) This paper articulates an account of causation as a collection of information-theoretic relationships between patterns instantiated in the causal nexus. I draw on Dennett’s account of real patterns to characterize potential causal relata as patterns with specific identification criteria and noise tolerance levels, and actual causal relata as those patterns instantiated at some spatiotemporal location in the rich causal nexus as originally developed by Salmon. I develop a representation framework using phase space to precisely characterize causal relata, including their (...) degree of counterfactual robustness, causal profiles, causal connectivity, and privileged grain size. By doing so, I show how the philosophical notion of causation can be rendered in a format that is amenable for direct application of mathematical techniques from information theory such that the resulting informational measures are causal informational measures. This account provides a metaphysics of causation that supports interventionist semantics and causal modeling and discovery techniques. (shrink)

In this paper, I present an informational approach to the nature of personal identity. In “Plato and the problem of the chariot”, I use Plato’s famous metaphor of the chariot to introduce a specific problem regarding the nature of the self as an informational multiagent system: what keeps the self together as a whole and coherent unity? In “Egology and its two branches” and “Egology as synchronic individualisation”, I outline two branches of the theory of the self: one concerning the (...) individualisation of the self as an entity, the other concerning the identification of such entity. I argue that both presuppose an informational approach, defend the view that the individualisation of the self is logically prior to its identification , and suggest that such individualisation can be provided in informational terms. Hence, in “A reconciling hypothesis: the three membranes model”, I offer an informational individualisation of the self, based on a tripartite model, which can help to solve the problem of the chariot. Once this model of the self is outlined, in “ICTs as technologies of the self” I use it to show how ICTs may be interpreted as technologies of the self. In “The logic of realisation”, I introduce the concept of “realization” (Aristotle’s anagnorisis ) and support the rather Spinozian view according to which, from the perspective of informational structural realism, selves are the final stage in the development of informational structures. The final “Conclusion: from the egology to the ecology of the self” briefly concludes the article with a reference to the purposeful shaping of the self, in a shift from egology to ecology. (shrink)

Scholars and policy makers often refer to the “information society”. And yet, it is more accurate to speak of societies, each different, some of which may qualify as information ones at different levels of maturity. Through exploration of the concepts of expectations, education and innovation, this paper explores what it means for an information society to be more or less mature than others, and the impact of this on the ongoing digital revolution.

Information-theoretic approaches to formal logic analyse the "common intuitive" concept of propositional implication (or argumental validity) in terms of information content of propositions and sets of propositions: one given proposition implies a second if the former contains all of the information contained by the latter; an argument is valid if the conclusion contains no information beyond that of the premise-set. This paper locates information-theoretic approaches historically, philosophically and pragmatically. Advantages and disadvantages are identified by examining (...) such approaches in themselves and by contrasting them with standard transformation-theoretic approaches. Transformation-theoretic approaches analyse validity (and thus implication) in terms of transformations that map one argument onto another: a given argument is valid if no transformation carries it onto an argument with all true premises and false conclusion. Model-theoretic, set-theoretic, and substitution-theoretic approaches, which dominate current literature, can be construed as transformation-theoretic, as can the so-called possible-worlds approaches. Ontic and epistemic presuppositions of both types of approaches are considered. Attention is given to the question of whether our historically cumulative experience applying logic is better explained from a purely information-theoretic perspective or from a purely transformation-theoretic perspective or whether apparent conflicts between the two types of approaches need to be reconciled in order to forge a new type of approach that recognizes their basic complementarity. In the last decade, the cases of breast and cervical cancer have been positioned at the top rank of cancer statistics worldwide. Consequently, many husbands become family caregivers (FCGs) and get the burden of cancer caregiving. Being blind and incompetent, they need supportive care from healthcare professionals (HCPs). To support them, HCPs provide various healthcare information to meet their needs. Further, their demand for a specific type of healthcare information may reflect their need for emotional support from the (...) HCPs to reduce the burden. This study aims to examine the predictors of the need for emotional support among FCGs of female cancer patients by analyzing the demanded healthcare information. The mindsponge theory was used in conceptual development and interpretation. Bayesian Mindsponge Framework (BMF) analytics were used for statistical analysis on a dataset of 48 husbands and 12 significant others in five congested communities of Surabaya, Indonesia. Results showed that among the six types of healthcare information, the demanded cancer-specific information and information on cancer physical needs significantly predict the need for emotional support among respondents. Meanwhile, FCGs with a higher demand for information on alternative therapies are less likely to need emotional support. Other types of information have ambiguous effects on the need for emotional support. This study reveals that the demanded cancer-specific information, e.g., cancer prognosis or likely outcome, and information on cancer physical needs must be prioritized in information disclosure to meet the needs for emotional support among FCGs of female cancer patients. The article addresses the problem of how semantic information can be upgraded to knowledge. The introductory section explains the technical terminology and the relevant background. Section 2 argues that, for semantic information to be upgraded to knowledge, it is necessary and sufficient to be embedded in a network of questions and answers that correctly accounts for it. Section 3 shows that an information flow network of type A fulfils such a requirement, by warranting that the erotetic deficit, (...) characterising the target semantic information t by default, is correctly satisfied by the information flow of correct answers provided by an informational source s. Section 4 illustrates some of the major advantages of such a Network Theory of Account (NTA) and clears the ground of a few potential difficulties. Section 5 clarifies why NTA and an informational analysis of knowledge, according to which knowledge is accounted semantic information, is not subject to Gettier-type counterexamples. This research tackled the challenges public secondary schools in Sagbayan District, Bohol, faced regarding records management. The study employed a mixed research design, combining both descriptive-qualitative and descriptive- quantitative methods. The qualitative phase involved conducting in-depth interviews and focus group discussions with relevant stakeholders involved in records management. On the other hand, the quantitative phase utilized survey questionnaires to gather data from relevant stakeholders to determine the acceptability of the proposed MIS among end-users. The first phase findings revealed various challenges (...) in records management faced by the schools, such as inefficient manual record-keeping systems, difficulties in data retrieval, and the risk of data loss due to inadequate backup procedures. These challenges highlighted the need for a comprehensive, technology-driven solution to streamline records management processes and ensure data security. The evaluation results in the second phase showed that the developed Management Information System (MIS) was well-accepted among the end users. The absence of any significant difference in the level of acceptability among the participants further validated the system's suitability for addressing their specific needs. The successful implementation of the MIS proved to be an effective solution to the records management challenges faced by the public secondary schools in Sagbayan District, Bohol. (shrink)

An information recovery problem is the problem of constructing a proposition containing the information dropped in going from a given premise to a given conclusion that folIows. The proposition(s) to beconstructed can be required to satisfy other conditions as well, e.g. being independent of the conclusion, or being “informationally unconnected” with the conclusion, or some other condition dictated by the context. This paper discusses various types of such problems, it presents techniques and principles useful in solving them, and (...) it develops algorithmic methods for certain classes of such problems. The results are then applied to classical number theory, in particular, to questions concerning possible refinements of the 1931 Gödel Axiom Set, e.g. whether any of its axioms can be analyzed into “informational atoms”. Two propositions are “informationally unconnected” [with each other] if no informative (nontautological) consequence of one also follows from the other. A proposition is an “informational atom” if it is informative but no information can be dropped from it without rendering it uninformative (tautological). Presentation, employment, and investigation of these two new concepts are prominent features of this paper. (shrink)

A recent study suggests that value and quantum states seem to be governed by the same underlying mechanisms. In our recent book titled "Better economics for the Earth: A lesson from quantum and information theories," specifically Chapter 5, we have proposed an informational entropy-based notion of value, drawing on the granular worldview and primary features of quantum mechanics, Shannon’s information theory, and the mindsponge theory. Specifically, the notion suggests that values are created through the interactions of information. (...) But how do information and its interactions lead to values? This paper discusses current definitions, problems and approaches to IQ and the question of how we should, and could, evaluate IQ in the future.

In the chapter “Information and Content” of their Impossible Worlds, Berto and Jago provide us with a semantic account of information in deductive reasoning such that we have an explanation for why some, but not all, logical deductions are informative. The framework Berto and Jago choose to make sense of the above-mentioned idea is a semantic interpretation of Sequent Calculus rules of inference for classical logic. I shall argue that although Berto and Jago’s idea and framework are hopeful, (...) their definitions do not capture what is intended. This is so because the definitions are solely based on the logical complexity of an argument and they fail to capture the richness of the non- logical content of that argument. Then I will suggest some amendments to address this problem. Finally, I will extend the application of the definitions to first-order logic. It shall be observed that in some classical deductions, applying contraction may lead to hiding some epistemic impossibilities. This happens when formulae which contribute different propositions to the proof get contracted at the quantified level. (shrink)

Trials with highly unfavourable risk–benefit ratios for participants, like HIV cure trials, raise questions about the quality of the consent of research participants. Why, it may be asked, would a person with HIV who is doing well on antiretroviral therapy be willing to jeopardise his health by enrolling in such a trial? We distinguish three concerns: first, how information is communicated to potential participants; second, participants’ motivations for enrolling in potentially high risk research with no prospect of direct benefit; (...) and third, participants’ understanding of the details of the trials in which they enrol. We argue that the communication concern is relevant to the validity of informed consent and the quality of decision making, that the motivation concern does not identify a genuine problem with either the validity of consent or the quality of decision making and that the understanding concern may not be relevant to the validity of consent but is relevant to the quality of decision making. In doing so, we derive guidance points for researchers recruiting and enrolling participants into their HIV cure trials, as well as the research ethics committees reviewing proposed studies. This article proposes a new interpretation of mutual information. We examine three extant interpretations of MI by reduction in doubt, by reduction in uncertainty, and by divergence. We argue that the first two are inconsistent with the epistemic value of information assumed in many applications of MI: the greater is the amount of information we acquire, the better is our epistemic position, other things being equal. The third interpretation is consistent with EVI, but it is faced with (...) the problem of measure sensitivity and fails to justify the use of MI in giving definitive answers to questions of information. We propose a fourth interpretation of MI by reduction in expected inaccuracy, where inaccuracy is measured by a strictly proper monotonic scoring rule. The current study is conducted to examine the following research questions: 1) What information sources on social media are associated with the general intention to try space tourism? 2) Does the automatically recommended information moderate the associations between multiple sources of information and the intention to try space tourism?

What is the ultimate nature of reality? This paper defends an answer in terms of informational realism (IR). It does so in three stages. First, it is shown that, within the debate about structural realism (SR), epistemic (ESR) and ontic (OSR) structural realism are reconcilable by using the methodology of the levels of abstractions. It follows that OSR is defensible from a structuralist-friendly position. Second, it is argued that OSR is also plausible, because not all related objects are logically prior (...) to all relational structures. The relation of difference is at least as fundamental as (because constitutive of) any relata. Third, it is suggested that an ontology of structural objects for OSR can reasonably be developed in terms of informational objects, and that Object Oriented Programming provides a flexible and powerful methodology with which to clarify and make precise the concept of “informational object”. The outcome is informational realism, the view that the world is the totality of informational objects dynamically interacting with each other.. (shrink)

In this article, I define and then defend the principle of information closure (pic) against a sceptical objection similar to the one discussed by Dretske in relation to the principle of epistemic closure. If I am successful, given that pic is equivalent to the axiom of distribution and that the latter is one of the conditions that discriminate between normal and non-normal modal logics, a main result of such a defence is that one potentially good reason to look for (...) a formalization of the logic of “ $S$ is informed that $p$ ” among the non-normal modal logics, which reject the axiom, is also removed. This is not to argue that the logic of “ $S$ is informed that $p$ ” should be a normal modal logic, but that it could still be insofar as the objection that it could not be, based on the sceptical objection against pic, has been removed. In other word, I shall argue that the sceptical objection against pic fails, so such an objection provides no ground to abandon the normal modal logic B (also known as KTB) as a formalization of “ $S$ is informed that $p$ ”, which remains plausible insofar as this specific obstacle is concerned.
