The chapter outlines an abstract theoretical framework that is currently (re-)emerging in the course of a theoretical convergence of several disciplines. In the first section, the fundamental problem of perception theory is formulated, namely, the generation, by the perceptual system, of meaningful categories from physicogeometric energy patterns. In the second section, it deals with basic intuitions and assumptions underlying what can be regarded as the current Standard Model of Perceptual Psychology and points out why this model is profoundly inadequate for (...) dealing with the fundamental problem of perception theory. In the third section, it discusses a level of analysis that promises to be fruitful for dealing, in conformity with established procedures of the natural sciences, with the problem of perceptual “meaning” and the problem of what constitutes a “perceptual object.” In the fourth section, it outlines a theoretical perspective on basic principles of the perceptual system which centers on the notions of complex data types and conceptual forms, and draws an entirely different theoretical picture of the role of the sensory input than traditional accounts. The final section focusses on the issue of material qualities and discusses, within the general theoretical framework outlined, some observations and results on the perception of certain material properties, namely, lustrous and glassy appearances. Hobbs (2010) introduced ‘clause-internal coherence’ (CIC) to describe inferences in, e.g., ‘A jogger was hit by a car,’ where the jogging is understood to have led to the car-hitting. Cohen & Kehler (2021) argue that well-known pragmatic tools cannot account for CIC, motivating an enrichment account familiar from discourse coherence research. An outstanding question is how to compositionally derive CIC from coherence relations. This paper takes strides in answering this question. It first provides experimental support for the existence of (...) CIC via offline evidence that attributive (non-)deverbal adjectives can trigger the same causal inferences within clauses that their predicative counterparts can trigger across clauses, albeit more weakly. To explain the experimental results, we use tools in Segmented Discourse Representation Theory (SDRT), which allows us to show that causal inferences can be derived in various ways, depending on whether deverbal adjectives are used attributively or predicatively. If the former, they are presupposition triggers and the coherence relations Elaboration/Continuation compete with Background; if the latter, Explanation/Result compete with Background. These different competitions -- cashed out in terms of interaction between default axioms -- correlate with the difference in the relative salience of the causal inferences. (shrink)

This paper establishes a sound and complete semantics for the impure logic of ground. Fine (Review of Symbolic Logic, 5(1), 1–25, 2012a) sets out a system for the pure logic of ground, one in which the formulas between which ground-theoretic claims hold have no internal logical complexity; and it provides a sound and complete semantics for the system. Fine (2012b) [§§6-8] sets out a system for an impure logic of ground, one that extends the rules of the (...) original pure system with rules for the truth-functional connectives, the first-order quantifiers, and λ-abstraction. However, no semantics has yet been provided for this system. The present paper partly fills this lacuna by providing a sound and complete semantics for a system GG containing the truth-functional operators that is closely related to the truth-functional part of the system of Fine (2012b). Research has indicated that microRNAs (miRNAs), a special class of non-coding RNAs (ncRNAs), can perform important roles in different biological and pathological processes. miRNAs’ functions are realized by regulating their respective target genes (targets). It is thus critical to identify and analyze miRNA-target interactions for a better understanding and delineation of miRNAs’ functions. However, conventional knowledge discovery and acquisition methods have many limitations. Fortunately, semantic technologies that are based on domain ontologies can render great assistance in this regard. In our (...) previous investigations, we developed a miRNA domain-specific application ontology, Ontology for MIcroRNA Target (OMIT), to provide the community with common data elements and data exchange standards in the miRNA research. This paper describes (1) our continuing efforts in the OMIT ontology development and (2) the application of the OMIT to enable a semantic approach for knowledge capture of miRNA-target interactions. Coreferentialism refers to the common assumption in the literature that slurs and descriptors are coreferential expressions with precisely the same extension. For instance, Vallee recently writes that “If S is an ethnic slur in language L, then there is a non-derogatory expression G in L such that G and S have the same extension”. The non-derogatory expression G is commonly considered the nonpejorative correlate of the slur expression S and it is widely thought that every S has a coreferring G (...) that possesses precisely the same extension. Yet here I argue against this widespread assumption by first briefly introducing what slurs are and then considering four sources of supporting evidence showing that slurs and descriptors are in fact not coreferential expressions with precisely the same extension. I argue that since slurs and descriptors differ in their extension they thereby differ in their meaning or content also. This article additionally introduces the notion of a conceptual anchor in order to adequately account for the relationship between slurs and descriptors actually evidenced in the empirical data, and further considers the inadequacy of common dictionary definitions of slurs. This article therefore contributes to the literature on slurs by demonstrating that previous accounts operating on the assumption that slurs and descriptors are coreferential expressions with the same extension, and that they thereby have the same meaning or content, are inconsistent with empirical data and that an alternative account in accord with Croom better fits the facts concerning their actual meaning and use. Externalism is the thesis that the contents of intentional states and speech acts are not determined by the way the subjects of those states or acts are internally. It is a widely accepted but not entirely uncontroversial thesis. Among such theses in philosophy, externalism is notable for owing the assent it commands almost entirely to thought experiments, especially to variants of Hilary Putnam's famous Twin Earth scenario. This paper presents a thought experiment-free argument for externalism. Contextualist accounts of “woman,” including Saul (2012), Diaz-Leon (2016), and Ichikawa (2020), aim to capture the variability of the meaning of the term, and do justice to the rights of trans women. I argue that (i) there is an internal tension between a contextualist stance and the commitment to trans-inclusive language, and that (ii) we should recognize and tackle the broader and deeper theoretical and practical difficulties implicit in the semantic debates, rather than collapsing them all into semantics. Moving on, I sketch three strategies to help us advance feminist philosophical endeavors, including how attending to contextual matters can lead us to further reflect on the meta-contextual, such as our role in shaping contexts and whether the working of language is indicative of a larger oppressive social structure. Here the relationship between understanding and knowledge of meaning is discussed from two different perspectives: that of Dummettian semantic anti-realism and that of the semantic externalism of Putnam and others. The question addressed is whether or not the truth of semantic externalism would undermine a central premise in one of Dummetts key arguments for anti-realism, insofar as Dummetts premise involves an assumption about the transparency of meaning and semantic externalism is often taken to undermine such transparency. Several notions of transparency (...) and conveyability of meaning are distinguished and it is argued that, though the Dummettian argument for anti-realism presupposes only a weak connection between knowledge of meaning and understanding, even this much is not trivially true in light of semantic externalism, and that semantic externalism, if true, would thus represent a reason for rejecting the crucial assumption on which the Dummettian argument depends. This paper explores some ways how perceptual-cognitive accounts of anorexia can benefit from philosophy. The first section focuses on the three dimensions of anorexia most open to a contribution from philosophy: the dimensions of language, perception and cognition. In the second section, I offer a brief overview of what philosophy has to say regarding these dimensions, especially as they relate to two crucial issues: introspection and meaning. I draw from current philosophy of language, especially from the arguments against using (...) class='Hi'>internal perception as a model for the way we express our own bodily states. I draw also from current philosophy of interpretation, especially from debates concerning the criteria for handling dialogical misunderstanding. I use these insights to expose some dangers in assuming and working with oversimplified accounts of introspection and meaning. I then suggest refined and updated accounts and examine their applicability and usefulness in the diagnosis and treatment of anorexia. (shrink)

Risk propagation encompasses a plethora of techniques for analyzing how risk “spreads” in a given system. Albeit commonly used in technical literature, the very notion of risk propagation turns out to be a conceptually imprecise and overloaded one. This might also explain the multitude of modeling solutions that have been proposed in the lit- erature. Having a clear understanding of what exactly risk is, how it be quantified, and in what sense it can be propagated is fundamental for devising high-quality (...) risk assessment and decision-making solutions. In this paper, we exploit a previous well-established work about the nature of risk and related notions with the goal of providing a proper interpre- tation of the different notions of risk propagation, as well as revealing and harmonizing the alternative semantics for the links used in common risk propagation graphs. Finally, we discuss how these results can be leveraged in practice to model risk propagation scenarios. (shrink)

Rooth & Partee (1982) and Rooth (1985) have shown that the English-specific rule-by-rule system of PTQ can be factored out into function application plus two transformations for resolving type mismatch (type lifting and variable binding). Building on these insights, this article proposes a universal system for type-driven translation, by adding two more innovations: local type determination for gaps (generalizing Montague 1973) and a set of semantic filters (extending Cooper 1983). This system, dubbed Cross-Linguistic Semantics (XLS), is shown to account (...) for various phenomena — including scope relations in English and Greenlandic Eskimo, internally headed relative clauses in Lakhota, serial verbs in Yoruba and VP ellipsis in English. Loci of pragmatic intrusion signal the tension between semantics and pragmatics. -/- .

The starting point for this paper is a critical discussion of claims of psychological reality articulated within Borg’s (forth.) minimal semantics and Carpintero’s (2007) character*-semantics. It has been proposed, for independent reasons, that their respective accounts can accommodate, or at least avoid the challenge from psychological evidence. I outline their respective motivations, suggesting various shortcomings in their efforts of preserving the virtues of an uncontaminated semantics in the face of psychological objection (I-II), and try to make the (...) case that, at least for a theory of utterance comprehension, a truth-conditional pragmatic stance is far preferable. An alternative from a relevance-theoretic perspective is offered in terms of mutual adjustment between truth-conditional content and implicature(s), arguing that many “free” pragmatic processes are needed to uncover the truth-conditional content, which can then warrant the expected implicature(s) (III). I finally illustrate the difficulties their accounts have in predicting the correct order of interpretation in cases of ironic metaphor, i.e. metaphor is computed first, as part of truth-conditional content, while irony is inferentially grounded in metaphorical content (IV). The semantic dispute revolves around the definition of meaning: internalists say that meaning is determined entirely by aspects that are internal to the speaker, while externalists say that meaning is determined, at least in part, by features that are external to the speaker. Semantic externalism Are the meanings of natural kind words, such as “water” or “tiger,” in the head or in the world? This question is pressing and controversial in contemporary philosophy. The nature of the meaning related to propositional contents and words of the natural kind raises a fundamental disagreement between two groups of philosophers: defenders of internalism and defenders of externalism. The two groups differ on how to define meaning. Internalists say that meaning is determined entirely by aspects that are (...) internal to the speaker, and mental contents are semantic contents that are in our minds or heads, their slogan is “Meanings are in the head or brain.” Externalists say that meaning is determined, at least in part, by aspects that are external to the speaker, and that contents are linguistic signs and exist in the outside world, and their slogan is “Meanings do not exist only in the head.” In this article, I want to shed explanatory light on this disagreement by examining its origins, explaining some of the arguments in support of externalism, and demonstrating the impact of this disagreement on understanding the nature of meaning. A formal model of metaphor is introduced. It models metaphor, first, as an interaction of “frames” according to the frame semantics, and then, as a wave function in Hilbert space. The practical way for a probability distribution and a corresponding wave function to be assigned to a given metaphor in a given language is considered. A series of formal definitions is deduced from this for: “representation”, “reality”, “language”, “ontology”, etc. All are based on Hilbert space. A few statements about (...) a quantum computer are implied: The sodefined reality is inherent and internal to it. It can report a result only “metaphorically”. It will demolish transmitting the result “literally”, i.e. absolutely exactly. A new and different formal definition of metaphor is introduced as a few entangled wave functions corresponding to different “signs” in different language formally defined as above. The change of frames as the change from the one to the other formal definition of metaphor is interpreted as a formal definition of thought. Four areas of cognition are unified as different but isomorphic interpretations of the mathematical model based on Hilbert space. These are: quantum mechanics, frame semantics, formal semantics by means of quantum computer, and the theory of metaphor in linguistics. (shrink)

The thesis deals with the concept of truth and the paradoxes of truth. Philosophical theories usually consider the concept of truth from a wider perspective. They are concerned with questions such as - Is there any connection between the truth and the world? And, if there is - What is the nature of the connection? Contrary to these theories, this analysis is of a logical nature. It deals with the internal semantic structure of language, the mutual semantic connection of (...) sentences, above all the connection of sentences that speak about the truth of other sentences and sentences whose truth they speak about. Truth paradoxes show that there is a problem in our basic understanding of the language meaning and they are a test for any proposed solution. It is important to make a distinction between the normative and analytical aspect of the solution. The former tries to ensure that paradoxes will not emerge. The latter tries to explain paradoxes. Of course, the practical aspect of the solution is also important. It tries to ensure a good framework for logical foundations of knowledge, for related problems in Artificial Intelligence and for the analysis of the natural language. Tarski’s analysis emphasized the T-scheme as the basic intuitive principle for the concept of truth, but it also showed its inconsistency with the classical logic. Tarski’s solution is to preserve the classical logic and to restrict the scheme: we can talk about the truth of sentences of a language only inside another essentially richer metalanguage. This solution is in harmony with the idea of reflexivity of thinking and it has become very fertile for mathematics and science in general. But it has normative nature | truth paradoxes are avoided in a way that in such frame we cannot even express paradoxical sentences. It is also too restrictive because, for the same reason we cannot express a situation in which there is a circular reference of some sentences to other sentences, no matter how common and harmless such a situation may be. Kripke showed that there is no natural restriction to the T-scheme and we have to accept it. But then we must also accept the riskiness of sentences | the possibility that under some circumstances a sentence does not have the classical truth value but it is undetermined. This leads to languages with three-valued semantics. Kripke did not give any definite model, but he gave a theoretical frame for investigations of various models | each fixed point in each three-valued semantics can be a model for the concept of truth. The solutions also have normative nature | we can express the paradoxical sentences, but we escape a contradiction by declaring them undetermined. Such a solution could become an analytical solution only if we provide the analysis that would show in a substantial way that it is the solution that models the concept of truth. Kripke took some steps in the direction of finding an analytical solution. He preferred the strong Kleene three-valued semantics for which he wrote it was "appropriate" but did not explain why it was appropriate. One reason for such a choice is probably that Kripke finds paradoxical sentences meaningful. This eliminates the weak Kleene three valued semantics which corresponds to the idea that paradoxical sentences are meaningless, and thus indeterminate. Another reason could be that the strong Kleene three valued semantics has the so-called investigative interpretation. According to this interpretation, this semantics corresponds to the classical determination of truth, whereby all sentences that do not have an already determined value are temporarily considered indeterminate. When we determine the truth value of these sentences, then we can also determine the truth value of the sentences that are composed of them. Kripke supplemented this investigative interpretation with an intuition about learning the concept of truth. That intuition deals with how we can teach someone who is a competent user of an initial language (without the predicate of truth T) to use sentences that contain the predicate T. That person knows which sentences of the initial language are true and which are not. We give her the rule to assign the T attribute to the former and deny that attribute to the latter. In that way, some new sentences that contain the predicate of truth, and which were indeterminate until then, become determinate. So the person gets a new set of true and false sentences with which he continues the procedure. This intuition leads directly to the smallest fixed point of strong Kleene semantics as an analytically acceptable model for the logical notion of truth. However, since this process is usually saturated only on some transfinite ordinal, this intuition, by climbing on ordinals, increasingly becomes a metaphor. This thesis is an attempt to give an analytical solution to truth paradoxes. It gives an analysis of why and how some sentences lack the classical truth value. The starting point is basic intuition according to which paradoxical sentences are meaningful (because we understand what they are talking about well, moreover we use it for determining their truth values), but they witness the failure of the classical procedure of determining their truth value in some "extreme" circumstances. Paradoxes emerge because the classical procedure of the truth value determination does not always give a classically supposed (and expected) answer. The analysis shows that such an assumption is an unjustified generalization from common situations to all situations. We can accept the classical procedure of the truth value determination and consequently the internal semantic structure of the language, but we must reject the universality of the exterior assumption of a successful ending of the procedure. The consciousness of this transforms paradoxes to normal situations inherent to the classical procedure. Some sentences, although meaningful, when we evaluate them according to the classical truth conditions, the classical conditions do not assign them a unique value. We can assign to them the third value, \undetermined", as a sign of definitive failure of the classical procedure. An analysis of the propagation of the failure in the structure of sentences gives exactly the strong Kleene three-valued semantics, not as an investigative procedure, as it occurs in Kripke, but as the classical truth determination procedure accompanied by the propagation of its own failure. An analysis of the circularities in the determination of the classical truth value gives the criterion of when the classical procedure succeeds and when it fails, when the sentences will have the classical truth value and when they will not. It turns out that the truth values of sentences thus obtained give exactly the largest intrinsic fixed point of the strong Kleene three-valued semantics. In that way, the argumentation is given for that choice among all fixed points of all monotone three-valued semantics for the model of the logical concept of truth. An immediate mathematical description of the fixed point is given, too. It has also been shown how this language can be semantically completed to the classical language which in many respects appears a natural completion of the process of thinking about the truth values of the sentences of a given language. Thus the final model is a language that has one interpretation and two systems of sentence truth evaluation, primary and final evaluation. The language through the symbol T speaks of its primary truth valuation, which is precisely the largest intrinsic fixed point of the strong Kleene three valued semantics. Its final truth valuation is the semantic completion of the first in such a way that all sentences that are not true in the primary valuation are false in the final valuation. (shrink)

A generative grammar for a language L generates one or more syntactic structures for each sentence of L and interprets those structures both phonologically and semantically. A widely accepted assumption in generative linguistics dating from the mid-60s, the Generative Grammar Hypothesis , is that the ability of a speaker to understand sentences of her language requires her to have tacit knowledge of a generative grammar of it, and the task of linguistic semantics in those early days was taken to (...) be that of specifying the form that the semantic component of a generative grammar must take. Then in the 70s linguistic semantics took a curious turn. Without rejecting GGH, linguists turned away from the task of characterizing the semantic component of a generative grammar to pursue instead the Montague-inspired project of providing for natural languages the same kind of model-theoretic semantics that logicians devise for the artificial languages of formal systems of logic, and “formal semantics” continues to dominate semantics in linguistics. This essay argues that the sort of compositional meaning theory that would verify GGH would not only be quite different from the theories formal semanticists construct, but would be a more fundamental theory that supersedes those theories in that it would explain why they are true when they are true, but their truth wouldn’t explain its truth. Formal semantics has undoubtedly made important contributions to our understanding of such phenomena as anaphora and quantification, but semantics in linguistics is supposed to be the study of meaning. This means that the formal semanticist can’t be unconcerned that the kind of semantic theory for a natural language that interests her has no place in a theory of linguistic competence; for if GGH is correct, then the more fundamental semantic theory is the compositional meaning theory that is the semantic component of the internally represented generative grammar, and if that is so, then linguistic semantics has so far ignored what really ought to be its primary concern. Types are a crucial concept in conceptual modelling, logic, and knowledge representation as they are an ubiquitous device to un- derstand and formalise the classification of objects. We propose a logical treatment of types based on a cognitively inspired modelling that ac- counts for the amount of information that is actually available to a cer- tain agent in the task of classification. We develop a predicative modal logic whose semantics is based on conceptual spaces that model the ac- tual (...) information that a cognitive agent has about objects, types, and the classification of an object under a certain type. In particular, we ac- count for possible failures in the classification, for the lack of sufficient information, and for some aspects related to vagueness. (shrink)

The Universal Core (UCore) is a central element of the National Information Sharing Strategy that is supported by multiple U.S. Federal Government Departments, by the intelligence community, and by a number of other national and international institutions. The goal of the UCore initiative is to foster information sharing by means of an XML schema providing consensus representations for four groups of universally understood terms under the headings who, what, when, and where. We here describe a project to create an ontology-based (...) supporting layer for UCore, entitled ‘Universal Core Semantic Layer’ (UCore SL), and describe how UCore SL can be applied to further UCore’s information sharing goals. A substantial literature supports the attribution of intentional states such as beliefs and desires to groups. But within this literature, there is no substantial account of group concepts. Since on many views, one cannot have an intentional state without having concepts, such a gap undermines the cogency of accounts of group intentionality. In this paper I aim to provide an account of group concepts. First I argue that to fix the semantics of the sentences groups use to make their (...) decisions or express their beliefs, we need to appeal to a conventional semantics like that of Lewis. I then argue that the same reasons we have for taking group intentional states to be irreducible to the intentional states of their members apply also to the terms fixed by a conventional semantics. It follows that the meanings of terms in the sentences expressing a group's intentional states are also fixed by facts about the group, not its members. And recognizing this, I argue, amounts to attributing concepts to groups. Finally, I discuss a real-life example of a group concept—the meaning of ‘meter’ as fixed by the International Bureau of Weights and Measurements—and I discuss the upshot of these considerations for the question of social externalism about concepts. Peter Godfrey-Smith and Nicholas Shea have argued that standard versions of teleosemantics render explanations of successful behavior by appealing to true beliefs circular and, consequently, non-explanatory. As an alternative, Shea has recently suggested an original teleosemantic account (that he calls ?Infotel-semantics?), which is supposed to be immune to the problem of circularity. The paper argues that the standard version of teleosemantics has a satisfactory reply to the circularity objection and that, in any case, Infotel-semantics is not better off (...) than standard teleosemantics. Health Level 7 (HL7) is an international standards development organisation in the domain of healthcare information technology. Initially the mission of HL7 was to enable data exchange via the creation of syntactic standards which supported point-to-point messaging. Currently HL7 sees its mission as one of creating standards for semantic interoperability in healthcare IT on the basis of its flagship “version 3” (v3). Unfortunately, v3 has been plagued by quality and consistency issues, and it has not been able to keep pace (...) with recent developments either in semantics and ontology or in computer science and engineering. HL7’s response has been to develop its “Services-Aware Interoperability Framework” (SAIF), which is intended to provide a foundation for work on all aspects of standardization in HL7 henceforth. We here summarise the major design principles that must be satisfied by a semantic interoperability framework – principles relating both to static semantics and to computational behaviour. We then assess the SAIF in light of these principles. We conclude that the SAIF is not in a position to support the needed reform of the HL7 v3 family of standards. (shrink)

Natural language contains simple lexical items for some but not all Boolean operators. English, for example, contains conjunction and, disjunction or, negated disjunction nor, but no word to express negated conjunction *nand nor any other Boolean connective. Natural language grammar can be described by a logic that expresses what the lexicon can express by its primitives, and the rest compositionally. Such logic for propositional connectives is described here as a bilateral extension of update semantics. The basic intuition is that (...) a context can be updated by assertion or by rejection, and by one or multiple propositions at once. : This study describes a new field method, suited for investigating scope relations — and other aspects of truth conditional meaning — with native speaker consultants who may speak no other language and have no background in linguistics or logic. This method revealed a surprising scope contrast between the antipassive and the ergative construction in Greenlandic Eskimo. The results of this field work are described in detail and a crosslinguistic scope generalization is proposed based on Greenlandic Eskimo, Basque, Polish, Russian, (...) Finnish and English. The phenomenon of abbreviation used on Instagram is an interesting thing since the users modify the abbreviation form of expansion words making deviation from the original meaning. The principle of meaning relation between abbreviations and their expansions is used to make a change to the purposes of Instagram users. This research was aimed to describe the principle of abbreviation used in Instagram. An exploitation method was used by the technique of making screenshots and recording the abbreviation data. The results of (...) research indicate that the principle of abbreviation consists of three forms namely inclusion, contact, and complementary. The results of this research can be very effective in understanding as well as how to use abbreviations, especially on Instagram. This is a critical notice of José Zalabardo's recent book 'Pragmatist Semantics: A Use-Based Approach to Linguistic Representation' (2023). I raise problems about specific steps of Zalabardo’s arguments and I criticize important aspects of his positive account.

Failure to recognize the "realistic" motivations for Putnam's commitment to internal realism has led to a widely shared misunderstanding of Putnam's arguments against metaphysical realism. Realist critics of these arguments frequently offer rebuttals that fail to confront his arguments. Simply put, Putnam's arguments --the brains in a vat argument as well as the model-theoretic argument -- are "reductios" that are intended to show that "metaphysical realism itself is not sufficiently realistic". If that claim can be substantiated then Putnam can (...) go on to argue that his own view is, by comparison, more realistic than metaphysical realism. (shrink)

An attractive way to model the relation between an underspecified syntactic representation and its completions is to let the underspecified representation correspond to a logical description and the completions to the models of that description. This approach, which underlies the Description Theory of Marcus et al. 1983 has been integrated in Vijay-Shanker 1992 with a pure unification approach to Lexicalized Tree-Adjoining Grammars (Joshi et al. 1975, Schabes 1990). The “problem of intentionality” from the vantage point of a representational understanding of mind is explaining what thoughts and beliefs are and how they guide behaviour. From an anti-representationalist perspective, on the other hand, on which cognition itself is taken to be a kind of action, intentionality is a capacity to engage in behaviour that is meaningfully directed toward or about some situation. That these are not in fact competing insights is obscured by the representational/anti-representational framing of the debate. This (...) paper begins the work of shifting the conversation in two ways: (1) by arguing that it is the commitment to internal representations, not the acknowledgement of a role for representation per se, that is problematic; and, (2) by describing an alternative, externalist, representational approach that draws on extended, embodied, enactive insights. The purpose of the article is to provide the evolving international trends of modern management models and authorial vision of model of state governance system in Ukraine, its subsystems, in particular, the system of provision of administrative services that is appropriate for the contemporary times. Methodology. On the basis of scientific and theoretical approaches to the definitions of terms “state governance” and “public governance”, there was an explanation of considerable difference between them and, taking into consideration, the mentality of Ukrainian (...) society and peculiar weak side in self-organization, the authors offered to form authorial model of governance on the basis of historically traditional for Ukraine model of state governance and to add some elements of management concepts that proved their significance, efficiency and priority in practice. Results. The authors emphasized the following two prevailing modern management models in the international practice: “new state management” and “good governance”. The first concept offered for consideration served as a basis for the semantic content of state activity that reflects more the state of administrative reformation. Practical meaning. A practical introduction of management to the domestic model of governance creates the range of contradictions that do not allow implementing herein concept. Pursuant to authors, the second one allows in considerable measure to reform state governance, considering historically developed peculiarities of this model. Moreover, the involvement of concept herein into introduction of informational and communicational technologies in the process of governance eliminates the necessity of power decentralization, it allows to form real net structure and, at the same, to keep vertical power structure, to involve citizens for formation and taking of management decisions, to form electronic communicational channel of feedback, to provide citizens with electronic administrative services. All indicated advantages of the concept certify about the necessity to reform state governance exactly in this field. Meaning/ Distinction. This article raises a question about the significance of formation and sequence of state policy in Ukraine aimed at creating an information-oriented society, space, as well as informational and technological infrastructure. This paper introduces the theory QST of quasets as a formal basis for the Nmatrices. The main aim is to construct a system of Nmatrices by substituting standard sets by quasets. Since QST is a conservative extension of ZFA (the Zermelo-Fraenkel set theory with Atoms), it is possible to obtain generalized Nmatrices (Q-Nmatrices). Since the original formulation of QST is not completely adequate for the developments we advance here, some possible amendments to the theory are also considered. One of the (...) most interesting traits of such an extension is the existence of complementary quasets which admit elements with undetermined membership. Such elements can be interpreted as quantum systems in superposed states. We also present a relationship of QST with the theory of Rough Sets RST, which grants the existence of models for SQT formed by rough sets. Some consequences of the given formalism for the relation of logical consequence are also analysed. (shrink)

The orbital space environment is home to natural and artificial satellites, debris, and space weather phenomena. As the population of orbital objects grows so do the potential hazards to astronauts, space infrastructure and spaceflight capability. Orbital debris, in particular, is a universal concern. This and other hazards can be minimized by improving global space situational awareness (SSA). By sharing more data and increasing observational coverage of the space environment we stand to achieve that goal, thereby making spaceflight safer and expanding (...) our knowledge of near-Earth space. To facilitate data-sharing interoperability among distinct orbital debris and space object catalogs, and SSA information systems, I proposed ontology in (Rovetto, 2015) and (Rovetto and Kelso, 2016). I continue this effort toward formal representations and models of the overall domain that may serve to improve peaceful SSA and increase our scientific knowledge. This paper explains the project concept introduced in those publications, summarizing efforts to date as well as the research field of ontology development and engineering. I describe concepts for an ontological framework for the orbital space environment, near-Earth space environment and SSA domain. An ontological framework is conceived as a part of a potential international information system. The purpose of such a system is to consolidate, analyze and reason over various sources and types of orbital and SSA data toward the mutually beneficial goals of safer space navigation and scientific research. Recent internationals findings on the limitations of orbital data, in addition to existing publications on collaborative SSA, demonstrate both the overlap with this project and the need for data-sharing and integration. The chapter argues from an ethology-inspired internalist perspective that ‘colour’ is not a homogeneous and autonomous attribute, but rather plays different roles in different conceptual forms underlying perception. It discusses empirical and theoretical evidence that indicates that core assumptions underlying orthodox conceptions are grossly inadequate. The assumptions pertain to the idea that colour is a kind of autonomous and unitary attribute. It is regarded as unitary or homogeneous by assuming that its core properties do not depend on the type of (...) ‘perceptual object’ to which it pertains and that‘colour per se’ constitutes a natural attribute in the functional architecture of the perceptual system. It is regarded as autonomous by assuming that it can be studied in isolation of other perceptual attributes. More generally, the chapter argues on the bases of corresponding empirical and theoretical evidence that perception cannot be understood as the ‘recovery’ of physical world structure from sensory structure by input-based computational processes. Rather, the sensory input serves as a kind of sign for biologically relevant aspects of the external world that activates biologically given conceptual forms with their internal parameters. Although the sensory input is a causally necessary requirement for the activation of conceptual forms, the perceptual computations triggered are under the control of an internal programme based on a set of conceptual forms. It is a characteristic feature of our mental make-up that the same perceptual input situation can simultaneously elicit conflicting mental perspectives. This ability pervades our perceptual and cognitive domains. Striking examples are the dual character of pictures in picture perception, pretend play, or the ability to employ metaphors and allegories. I argue that traditional approaches, beyond being inadequate on principle grounds, are theoretically ill equipped to deal with these achievements. I then outline a theoretical perspective that has emerged from a (...) theoretical convergence of perceptual psychology, ethology, linguistics, and developmental research. On the basis of this framework, I argue that corresponding achievements are brought forth by a specific type of functional architecture whose core features are as follows: (1) a perceptual system that is biologically furnished with a rich system of conceptual forms, (2) a triggering relation between the sensory input and conceptual forms by which the same sensory input can be exploited by different types or systems of conceptual forms, and (3) computational principles for handling semantically underspecified conceptual forms. Characteristic features of the proposed theoretical framework are pointed out using the Heider–Simmel phenomenon as an example. (shrink)

Colour is, according to prevailing orthodoxy in perceptual psychology, a kind of autonomous and unitary attribute. It is regarded as unitary or homogeneous by assuming that its core properties do not depend on the type of ‘perceptual object’ to which it pertains and that‘colour per se’ constitutes a natural attribute in the functional architecture of the perceptual system. It is regarded as autonomous by assuming that it can be studied in isolation of other perceptual attributes. These assumptions also provide the (...) pillars for the technical field of colorimetry, and have proved very fruitful for neurophysiological investigations into peripheral colour coding. They also have become, in a technology-driven cultural process of abstraction, part of our common-sense conception of colour. With respect to perception theory, however, both assumptions are grossly inadequate, on both empirical and theoretical grounds. All the same, the idea of an internal homogeneous and autonomous attribute of ‘colour per se’, mostly taken not as an empirical hypothesis but as a kind of truism, became a guiding idea in perceptual psychology. Here, it has impeded the identification of relevant theoretical issues and consequently has become detrimental for the development of explanatory frameworks for the role of ‘colour’ within the structure of our perceptual system. The chapter argues that enquiries into colour perception cannot be divorced from general enquiries into the structure of the conceptual forms underlying perception. (shrink)

In previous chapters, it has become clear that Proclus’ metaphysics is often relevant to human life. In this chapter, that relation is elaborated on in detail, starting from the notion of a ‘textual community’. In the first section, the author presents the Neoplatonic goal of human life, assimilation to the divine. In the second section, he elaborates the scale of virtues through which, according to Proclus, one may reach that assimilation. The third section is devoted to establishing the interesting hypothesis (...) that the philosophical curriculum was in fact considered a mystagogy, aimed at internalizing semantic associations and thereby acquiring the different virtues. In the last section the author turns to Proclus’ political philosophy, and specifically the analogical relation between the philosopher-ruler and the demiurge. (shrink)

In Internal and External Reasons, Bernard Williams proposes a speculative argument for the idea that internal reasons are the only kind of normative reason, and that his counterfactual internal interpretation is the only truth condition for both kinds of reason-statements, H and S (H: “A has a reason to φ” and S: “There is a reason for A to φ”). He takes for granted, however, that internal and external reasons are the only possible kinds of normative (...) reasons at work: his argument is therefore question-begging against a externalism—yet this is only the lesser problem faced by reason internalism. The main problems for Williams’s argument are his semantical reduction of S to H (which entails his question-begging argument) and his ad hoc interpretation of H in terms of his stipulative account of internal reasons. The most serious problem for both reason internalism and reason externalism, however, is represented by certain moral counterintuitive examples on both sides, which could be considered as the central problem in the debate. In this thesis, after showing Williams’s argument to be question-begging, I first explain his failure to unify two irreducible questions (on the nature of normative reasons and on the nature of rationality) as well as to reduce the truth conditions of S to H. Then, through conceptual analysis, I show that William’s internalist interpretation of H is false, and that the commonsensical interpretation of H is one that I call contextual interpretation in terms of contextual reasons. Internal reasons are just one usage of H, and contextual reasons are the real rival to external reasons in the debate on normative reason. Secondly, I argue that the two distinct notions of rationality— relative (instrumental) rationality and absolute rationality—require two distinct truth conditions, and the central problem deals only with the absolute one. I hope to show that reason contextualism, defined in terms of contextual reasons (i.e., neither internal nor external reasons) provides us with the best explication of these two distinct notions of rationality, and that the contextual interpretation accommodates all the counterexamples associated with the central problem. But anyone who entertains the possibility of radical deception must also entertain a further worry: that all of our thoughts are totally contentless. Equally, however, we cannot be internal realists, who reject all possibility of deception. We must position ourselves somewhere between internal realism and external realism, but we cannot hope to say exactly where. Speech and thought about what the law is commonly function in practical ways, to guide or assess behavior. These functions have often been seen as problematic for legal positivism in the tradition of H.L.A. Hart. One recent response is to advance an expressivist analysis of legal statements (Toh), which faces its own, familiar problems. This paper advances a rival, positivist-friendly account of legal statements which we call “quasi-expressivist”, explicitly modeled after Finlay’s metaethical theory of moral statements. This consists in a (...) descriptivist, “rule-relational” semantics combined with a pragmatic account of the expressive and practical functions of legal discourse. We argue that this approach is at least as well-equipped as expressivism to explain the motivational and prescriptive features of “internal” legal statements, as well as a fundamental kind of legal disagreement, while being better positioned to account for various “external” uses of the same language. We develop this theory in a Hartian framework, and in the final part of the paper argue (particularly against Toh’s expressivist interpretation) that Hart’s own views in The Concept of Law are best reconstructed along such quasi-expressivist lines. We are perpetually confined within the horizons of our conceptual structure. When this structure grows or expands, the breadth of our comprehensions enlarges, but we are forever barred from the wished-for glimpse beyond its boundaries, no matter how hard we try, no matter how much credence we invest in the substance of our learning and mist of speculation. -/- The (...) limitations in view here are not due to the mere finitude of our understanding of ourselves and of the world in which we live. They are limitations that come automatically and necessarily with any form of understanding. They are, as we shall see, part and parcel of any organization or ordering of data that we call information. -/- The consequences of these limitations are varied: As a result of them, hermeneutics cannot help but be hermetic; scientific theories of necessity are circumscribed by the boundaries of the ideas that define them; formal systems must choose between consistency and comprehensiveness; philosophical study, because it includes itself within its own proper subject matter, is forced to be reflexive in its self-enclosure. Cosmopolis A Review of Cosmopolitics -/- 2015/3-4 -/- Editorial Dominique de Courcelles & Paul Ghils -/- This issue addresses the general concept of “spirituality” as it appears in various cultural contexts and timeframes, through contrasting ideological views. Without necessarily going back to artistic and religious remains of primitive men, which unquestionably show pursuits beyond the biophysical dimension and illustrate practices seeking to unveil the hidden significance of life and death, the following papers deal with a number of interpretations covering a (...) wide field extending from belief to theory, from emotions to concepts, from the wisdom of personal experience to the most sophisticated doctrines. Spirit and spirituality are indeed many-faceted notions. They may refer to the intricate world of the interacting spirits which inhabit living beings in animistic traditions, without excluding a “grand force” linking human beings within a dynamic whole on which their very existence rely . They also bear upon more atomistic and either/or approaches of Western philosophy, which have become embodied in Cartesian dualism against a monotheist background, to the point of freezing the essence of individuals and culminating in the extreme individualism that characterizes our contemporaries. However, this equally refers to the opposite conception of materialism, across times and cultures, from ancient India and Greece (Cārvāka, originally known as Lokāyata, or some Buddhist doctrines for the former, Democritus or Lucretius for the latter) to more contemporary materialistic schools, whether modern or postmodern. -/- The following papers look at the contrasting forms of the philosophy and spirit of the human factor set into a whole, with no artificial disjoint between the psychical and the physical levels, as Wittgenstein put it: “And how can a body have a soul?”. This approach is not unrelated to the notion of anthropocene examined in a recent issue of Cosmopolis, with provides another comprehensive framework open to a spiritual life emerging from the very environment that generated it. -/- *** The first section of this issue was edited by Dominique de Courcelles, director at the National French Research Centre (CNRS), whom we wish to thank for collecting relevant studies relating to the religious and political questions, with a view to focusing on the war of ideas inevitably waged behind images, concepts and perceptions, taking an asymmetrical approach. To the extent that they are mindful of global/local interactions and include representations, opinions and beliefs, such disciplines as philosophy, philology, history and social sciences can provide useful studies accounting for new practices in geopolitics and a fair diplomacy. -/- In her introduction, Dominique de Courcelles first poses the question of how the religious and political spheres interrelate, with their corresponding religious demands and humanistic values. She then suggests that the right question today may be breaking with the philosophy of human rights concerned with the defense of human beings against the hazards of arbitrary politics or the instrumental use of religion, in favour of a fair philosophy of humankind, a new humanism. This would consist in recognizing a common loyalty of all towards one interhuman, not only interstate community, to protect it from both the autonomy demanded by individuals and the instrumental use of minorities. -/- Considering the fact of diversity, so important today in terms of both politics and religion, Abdelhai Azarkan looks at the conditions under which tolerance could obtain the double status of right and duty. He revisits to two philosophers, John Locke and Voltaire, who thought about it from the historical reality of religious wars. The former made tolerance into a right, basing his analysis on the political-legal level, while the latter saw tolerance as a duty, from an analysis based on ethical-political criteria. -/- Mathieu Guidère examines what he calls semantic denominationalism, a term which implies religious attributes and identities, whichever national loyalties or personal belonging they may have at the same time. Since the early 2000s, thie phenomenon has expanded tremendously, compounded by the “war on terror” and the over media-oriented terrorist actions. Denominational expressions act as formal names for ordinary and high-profile players in domestic and foreign policies of democratic states. These systems reveal a receding secularization, while the powerful comeback of religious identities signals the failure of nation-states and the weakening of the humanist spirit. -/- Barbara De Poli retraces the history of a contemporary jihadism claiming its Islamic essence and asserting the truth of genuine coranic principles via the war on infidels, with a view to restoring the Caliphate. After defining the term jihad, she shows that even if this contemporary jiadism is spreading in the Muslim world, it radically departs from Islamic law and the received use of the term jihad, in so far as it is rooted in the early radical thinking of Islamic ideologues in the 20th century, starting with with Hassan al-Banna, the founder of the Muslim Brotherhood. This current has been fueled by by international conflicts since the outbreak of the war in Afghanistan, in which the so-called Western countries bear a major responsibility. -/- Abderrazak Sayadi starts from the Tunisian experience to ask the question of humanist values and democracy within the relationships between the religious and political spheres. As a historian of religion, he is brought to demystify certain islamic principles and to paying attention to the reform of law, seeing the separation of religion and politics as a precondition to a successful democratic gamble and the establishment of a renewed humanism. -/- Dominique de Courcelles reminds us that getting a better knowledge of narrations and words makes it possible to better understand how logical and rhetorical thinking works for those who wage an asymetriccal war, re-enchanting and mystifying the world to better take control. As soon as 1932, an exchange of letters between Einstein and Freud made it clear that, in order to free man from fatality and war, education understood as culture was fundamental. Such illustrations as the exécution of Oussama ben Laden and the Caliph’s speech in Mossoul show that a premiminary analysis of images and words is essential to a fair diplomacy conducted by people from civil society, whose culture and wisdom allow justice and force to speak together and better resist war. -/- Marcel Boisard thinks that on the day the guns fall silent, exhausted by war, we will not return to the state borders that have prevailed for a century as an outcome of the Sykes-Picot agreement of 1916. It is time to prepare the “day after”, which will be a huge challenge. To this end, a summit of Middle-East nations is urgently needed to globally decide the fate of those peoples. On the condition that we know who the enemy is and accept to name it, to understand the history of the countries, groups and alliances, and to question any false or self-interested sense of certainty. -/- *** In the second section, Paul Schafer provides the author’s experiences to explain how culture, from the artistic to the biological, has the power to to open the doors to spirituality, from the inner self to the global environment. He asks himself whether a relative permanence of spirituality can arise from the specific moments that characterize it. Laurent Ledoux synthesizes the conclusion of a symposium held on 22 January 2015 on the links between philosophy and management, on the basis of the spiritual dimension conceived as “natural” and the answers it may suggest to the issues that face the organizations in a “contemporaniversal” world. Jacques Rifflet makes that question in a secular perspective, based on the wellsprings of personal commitment before it can be caught by any religious creed or scientific theory. In this sense spirituality, in alliance with reason, both inspires human consciousness and illuminates its destiny. Sami Aldeeb asks himself whether Islam can be reconciled with human rights. Caught between the belief in an absolute and final Word descended from the sky, and evidence showing that any religion is the creation of a given culture and a society situated in time and space, the Makkan and … contexts et médinois call for differentiated, if not opposite answers and exegeses. Bernard Carmona provides the outline of a dialogical framework, which is known to be a feature of debates between the various philosophical schools of classical India, exemplified here by the transdisciplinary perspective of debates within a Buddhist context. *** The articles not focused on the previous topic include a study by Landry Signé on China’s strategy, competing with the United States to control African resources. The author deals with the specific case of China’s rapprochement with Southern Sudan since Sudan was broken up. In the last paper, Goran Fejić and Rada Iveković, return to the essential role that women should play, and comments upon the role of some international legal instruments related in particular to the elimination of all forms of discrimination. The perspective is transnational and transethnic and is based on secular criteria, as regards nation-building and more generally society-building. Considering the persistence of widespread violence, whether in times of armed conflict or in times of peace, the question remains whether it is possible to fully implement rights and justice instruments. Carnap’s seminal ‘Empiricism, Semantics and Ontology’ makes important use of the notion of a framework and the related distinction between internal and external questions. But what exactly is a framework? And what role does the internal/external distinction play in Carnap’s metaontology? In an influential series of papers, Matti Eklund has recently defended a bracingly straightforward interpretation: A Carnapian framework, Eklund says, is just a natural language. To ask an internal question, then, is just to ask a (...) question in, say, English. To try to ask an external question is to try, absurdly, to ask a question in no language at all. Finding that so trivial an I/e distinction can’t help to explain Carnap’s deflationary metaontology, Eklund is led to attribute to Carnap a view he calls ontological pluralism. In this paper, I show that Eklund misreads Carnap, and I argue that this misreading obscures fundamental features of Carnap’s philosophy. I then defend an account of frameworks as what Carnap called semantical systems, and I place this account in the context of Carnap’s philosophical program of explication. Finally, I discuss the role that frameworks and the I/e distinction play in ESO, showing that ESO provides no reason to attribute the doctrine of ontological pluralism to Carnap. (shrink)

Wittgenstein has shown that that life, in the sense that applies in the first place to human beings, is inherently linguistic. In this paper, I ask what is involved in language, given that it is thus essential to life, answering that language – or concepts – must be both alive and the ground for life. This is explicated by a Wittgensteinian series of entailments of features. According to the first feature, concepts are not intentional engagements. The second feature brings life (...) back to concepts by describing them as inflectible: Attitudes, actions, conversations and other engagements inflect concepts, i.e., concepts take their particular characters in our actual engagements. However, inflections themselves would be reified together with the life they ground unless they could preserve the openness of concepts: hence the third feature of re-inflectibility. Finally, the openness of language must be revealed in actual life. This entails the possibility of conceptual ambivalence. (shrink)

The orbital debris problem presents an opportunity for inter-agency and international cooperation toward the mutually beneficial goals of debris prevention, mitigation, remediation, and improved space situational awareness (SSA). Achieving these goals requires sharing orbital debris and other SSA data. Toward this, I present an ontological architecture for the orbital debris and broader SSA domain, taking steps in the creation of an orbital debris ontology (ODO). The purpose of this ontological system is to (I) represent general orbital debris and SSA domain (...) knowledge, (II) structure, and standardize where needed, orbital data and terminology, and (III) foster semantic interoperability and data-sharing. In doing so I hope to (IV) contribute to solving the orbital debris problem, improving peaceful global SSA, and ensuring safe space travel for future generations. (shrink)

Why does scholarship on transnational labor regulation (TLR) consistently fails to search for improvements in working conditions, and instead devotes itself to relentless efforts for identifying administrative processes, semantics, and amalgamations of stakeholders? This article critiques TLR from a pro-worker perspective, through the philosophical work of Georg Lukács, and the concepts of reification and commodification. A set of theoretically grounded criteria is developed and these are applied against selected contemporary cases of TLR. In the totality that is capitalism, reification (...) of social relations of production conceals completely the experiences of workers. In TLR, managerialist and process-oriented scholarship is dominant, verifiable outcomes and positive improvements in conditions of employment are not sought, and worse, meaningless procedures are celebrated as positive achievements. Intentaremos reconstruir la controversia acerca de la posibilidad de un lenguaje privado. Analizamos primero las posiciones “epistemológicas” (Malcolm y Fogelin), mostrando sus fallos. Luego analizamos la versión “semántica” (Kenny y Tugendhat) encontrándolas igualmente fallidas. La crítica de Barry Stroud a los argumentos trascendentales como argumentos antiescépticos nos permite discernir el presupuesto común que debilita las posiciones anteriores. Asimismo, la reconstrucción permite apreciar mejor la manera en la que la versión de Kripke evita comprometerse con este presupueto. Argumentamos que esta versión (...) es la única versión consistente del argumento. Esta afirmación obliga afrontar algunas de las objeciones corrientes dirigidas a la propuesta de Kripke: el problema de la objetividad de la regla, ¿puede un individuo estar acertado en contra de la opinión comunitaria consensuada?; y el problema de las relaciones internas entre reglas y casos, presuntamente violentada por el rol que la noción de acuerdo comunitario desempeña en la misma. Sostenemos que nuestra reconstrucción de la controversia permite encontrar razones para mostrar por qué las objeciones mencionadas no se le aplican. -/- This paper tries to reconstruct the controversy on the possibility of private language. First, we analyse “epistemological” trends in the argument (Malcolm, Fogelin) showing their failures. Then, we analyse “semantic” versions (Kenny, Tugendhat) finding they are also failed. Barry Stroud’s criticism of transcendental arguments as refutations of scepticism allows us to discern the common presupposition that weakens the versions of the argument considered. Moreover, this reconstruction allows us to see how Kripke’s deals with the problem of the previous discussion in order to avoid committing himself with this presupposition. We consider Kripke’s version to be the only consistent version of the argument. Such a statement obliges us to consider two of the most important criticisms directed against Kripke’s Wittgenstein: The problem of objectivity of the rule: Can a single individual be right in contradicting communal assent?; and the problem of internal relationships between rules and their applications, allegedly violated because of the role played by communal agreement. We claim that our reconstruction of the controversy provides good reasons to show that the above-mentioned objections don’t apply to Kripke’s Wittgenstein version. (shrink)

Tractatus 4.024 inspired the dominant semantics of our time: truth-conditional semantics. Such semantics is focused on possible worlds: the content of p is the set of worlds where p is true. It has become increasingly clear that such an account is, at best, defective: we need an ‘independent factor in meaning, constrained but not determined by truth-conditions’ (Yablo 2014, p. 2), because sentences can be differently true at the same possible worlds. I suggest a missing comment which, (...) had it been included in the Tractatus, would have helped semantics get this right from the start. This is my 4.0241: ‘Knowing what is the case if a sentence is true is knowing its ways of being true’: knowing a sentence’s truth possibilities and what we now call its topic, or subject matter. I show that the famous ‘fundamental thought’ that ‘the “logical constants” do not represent’ (4.0312) can be understood in terms of ways-based views of meaning. Such views also help with puzzling claims like 5.122: ‘If p follows from q, the sense of “p” is contained in the that of “q”’, which are compatible with a conception of entailment combining truth-preservation with the preservation of topicality, or of ways of being true.
