The Soviet ideology treated natural science as one of its cornerstones and provided the state support for philosophical studies of science. Their main aims were to prove its intellectual superiority and to demonstrate its scientific character. Do these studies have some positive results and resources for surviving in post-Soviet times? The aim of the study is to develop theoretic and methodological recommendations and practical activities for the positive social, managerial, organizational and economic development of historical and cultural tourist destinations. In theoretical terms: the role of historical and cultural tourist destination in the development of the region has been established; the historical and cultural tourist destinations have been identified; the author’s classification of historical and cultural tourist destinations has been developed basing tourist visiting activeness; the author’s methodological approach to the (...) diagnosis and creating tools for development of historical and cultural tourist destinations, comprehensively taking into account resource and factor components, has been presented. In practical terms: variations of the activities aimed at the positive development of historical and cultural tourist destinations have been proposed; the description of measures aimed at the creation of a historical and cultural complex on the example of the designed historical and cultural complex “Stara Samar” has been given. The results of the study are applicable for a wide range of historical and cultural tourist attractions: territories, landscapes and elements of landscapes, historical settlements, parks, film studios, historical and cultural heritage sites, history and culture monuments, burial sites, places of worship, sites of social cultural infrastructure. The author’s recommendations provide obtaining commercial results and ensuring a social and cultural effect for businessmen, managers, local communities in the management of existing or in the creation of new historical and cultural tourist destinations. В публикации рассматриваются особенности функционирования банков развития. Проанализированы мнения ученых по поводу деятельности банков развития и их влияния на экономическое развитие страны. Определены основные цели банков развития. Обоснованы отличия между банками развития и коммерческими банками. Рассмотрены особенности деятельности Банка развития Республики Беларусь. Исследованы мнения отечественных ученых по поводу необходимости создания банка развития в Украине. Проанализированы проблемы функционирования Украинского банка реконструкции и развития, а также Всеукраинского банка развития. Предложены основные направления создания государственного банка развития в Украине.

Определено, что туристическая индустрия имеет важное значение для развития государства, однако ее роль в странах отличается в силу влияния ряда факторов. Идентифицированы угрозы, проблемы, тенденции, вызовы, риски и субъекты как главные факторы развития туристической деятельности в Украине. Отмечено, что дальнейшее развитие туризма в Украине обеспечит реализацию социально-экономического потенциала государства в краткосрочной и стратегической перспективе.

У статті досліджується конструктивний потенціал альтруїзму за умов екологічної кризи. Розгадається модель екологічного дискурсу на засадах теорії комунікативної дії Ю. Габермаса, екологічної комунікації Н. Лумана та етики спільної відподальності. Підкреслюється, що форма альтруїзму на основі ідеї ordo amoris М. Шелера, тобто світоустрою, яке ґрунтується виключно на любові забезпечує екологічну безпеку як основу всеєдності світу. Альтруїзм як чинник екологічної безпеки передбачає відношення до природи не як до засобу або ресурсу, а як до партнеру суспільства. The article examines the peculiarities of Christian personalism of Markellin Olesnitskyi, a professor at the Kyiv Theological Academy, the author of insightful works on Christian ethics, psychology, and pedagogy. There is an analysis of the conceptual approaches of the Kyiv scholar to the concept of the human individuality. Attention is drawn to those conceptual influences which contributed to the personalistic position of Olesnitskyi. They were G. Leibniz and F. Schleiermacher. In his studies, the Kyiv scholar always took into account the (...) ideas of these thinkers concerning a human and his or her individuality. In particular, he liked the idea of Leibniz, who considered a individuality as a “complete whole”, a certain singularity, the conceptual definition of which does not require the treatment of general entities. Also, he was inspired by the ideas of Schleiermacher, for whom individuality was a special modification of mankind. Schleiermacher thought that the human nature could not be considered separately from the individual selfexpression, cultural diversity of people. It was discovered that the Kyiv scholar needed the analysis of the human individuality for the research of the human personality that was considered as an individual having own personality. This makes it possible to consider the personality as a “being-for-itself”, as an independent being that is capable of making a moral choice. Olesnitskyi treats a person as a subjective focus of reason, will, and feelings, as well as the basis of history. In the article, one can see how the Kyiv professor treats attempts to implement mathematical and statistical methods to the study of social life. It is worth mentioning that those attempts were innovative for that period of time. The article includes an analysis of the standpoints of famous European researchers, among whom there were J. Süssmilch, A. Quetelet, H. Buckle, A. Wagner, and A. Oettingen. They demonstrated the efficiency of these methods application for both the analysis of the social and economic life of society and the study of his moral life, which made possible the appearance of social ethics. One can notice the positive as well as the critical attitude of the Kyiv acholar towards the already-mentioned research. (shrink)

The discrete–structural structure of the world is described. In comparison with the idea of Heraclitus about an indissoluble world, preference is given to the discrete world of Democritus. It is noted that if the discrete atoms of Democritus were simple and indivisible, the atoms of the modern world indicated in the article would possess, rather, a structural structure. The article proves the problem of how the mutual connection of mathematics and philosophy influences cognition, which creates a discrete–structural worldview. Доведено подвійну природу синтаксичного зв’язку в реченнях із займенниковими іменниками другої особи в позиції підмета та звертаннями, аргументовано його предикативно-кореляційний характер, описано механізми його встановлення. З’ясовано роль вокатива в семантико-синтаксичній і формально-граматичній організації таких речень.

Problem setting. The contemporary understanding of law implies addressing theoretical opportunities of phenomenology and, in particular, allows finding and describing structural elements of the phenomenological law model. Recent research and publications analysis. The method of modelling is widely used in modern social epistemology. Being influenced by post-empirism new approaches emerged in social epistemology. The leading role in them is given not to empirical evidence and logical-deductive procedures, but to the models of theoretical explanations, which are used by this or that (...) research strategy. Paper objective is to single out and describe the elements of the phenomenological law model from the viewpoint of its structure, formed by social experience and legal values. Paper main body. The article discusses the structural elements of the phenomenological model, its methodological significance was shown ass the focus of the legal life description, specifying the content of meaningful dimensions and dimensions-phenomena. The essence of the modelling procedure was identified, its connection with other phenomenological procedures was confirmed. Suggested phenomenological model measurements include: social experience, giving the context for implementing all other elements of the legal structure; legal values, determining the aim and the content of legal practices; legal entities, characterized by their abilities to act and be recognized in the legal domain; legal entity reasons, actualizing their abilities and bringing meaning to legal facts. Social experience and legal values were studied as measurements-phenomena and as structural elements of the phenomenological model. The basic structural element and the overall meaningful framework of the phenomenological model determine social experience. The content-genetic unity of the social experience with the concepts of experience, life world and activity was analyzed. It was confirmed that the social experience is always the experience of activity, taken from the entity expression. The social experience in the legal context appears as the total of collective actions to recognize legal values, expressed in the social facts and activity schemes. Therefore, legal values were determined as essential meaningful grounds and principles of law, determining the practical value of the claims of the legal entity and ensuring its involvement in the social – cultural, processes of the specific society. The content-genetic connection between the legal values and legal regulations was specified, whereas the difference between them was also shown. Conclusions of the research. The phenomenological model is designed to assist the integrity of law from inside and strengthen the effect of the description and interpretation of legal life specific manifestations. The consequence of the relative analysis of legal values and regulations was the development of the mechanism of their connection with the social experience and general human values. (shrink)
