There is no consensus yet on the definition of semantic information. This paper contributes to the current debate by criticising and revising the Standard Definition of semantic Information (SDI) as meaningful data, in favour of the Dretske-Grice approach: meaningful and well-formed data constitute semantic information only if they also qualify as contingently truthful. After a brief introduction, SDI is criticised for providing necessary but insufficient conditions for the definition of semantic information. SDI is incorrect because truth-values do not supervene on (...) semantic information, and misinformation (that is, false semantic information) is not a type of semantic information, but pseudo-information, that is not semantic information at all. This is shown by arguing that none of the reasons for interpreting misinformation as a type of semantic information is convincing, whilst there are compelling reasons to treat it as pseudo-information. As a consequence, SDI is revised to include a necessary truth-condition. The last section summarises the main results of the paper and indicates some interesting areas of application of the revised definition. (shrink)

This paper outlines a quantitative theory of strongly semantic information (TSSI) based on truth-values rather than probability distributions. The main hypothesis supported in the paper is that the classic quantitative theory of weakly semantic information (TWSI), based on probability distributions, assumes that truth-values supervene on factual semantic information, yet this principle is too weak and generates a well-known semantic paradox, whereas TSSI, according to which factual semantic information encapsulates truth, can avoid the paradox and is more in line with the (...) standard conception of what generally counts as semantic information. After a brief introduction, section two outlines the semantic paradox implied by TWSI, analysing it in terms of an initial conflict between two requisites of a quantitative theory of semantic information. In section three, three criteria of semantic information equivalence are used to provide a taxonomy of quantitative approaches to semantic information and introduce TSSI. In section four, some further desiderata that should be fulfilled by a quantitative TSSI are explained. From section five to section seven, TSSI is developed on the basis of a calculus of truth-values and semantic discrepancy with respect to a given situation. In section eight, it is shown how TSSI succeeds in solving the paradox. Section nine summarises the main results of the paper and indicates some future developments. (shrink)

The philosophy of information (PI) is a new area of research with its own field of investigation and methodology. This article, based on the Herbert A. Simon Lecture of Computing and Philosophy I gave at Carnegie Mellon University in 2001, analyses the eighteen principal open problems in PI. Section 1 introduces the analysis by outlining Herbert Simon's approach to PI. Section 2 discusses some methodological considerations about what counts as a good philosophical problem. The discussion centers on Hilbert's famous analysis (...) of the central problems in mathematics. The rest of the article is devoted to the eighteen problems. These are organized into five sections: problems in the analysis of the concept of information, in semantics, in the study of intelligence, in the relation between information and nature, and in the investigation of values. The paper outlines a new interpretation of informational privacy and of its moral value. The main theses defended are: (a) informational privacy is a function of the ontological friction in the infosphere, that is, of the forces that oppose the information flow within the space of information; (b) digital ICTs (information and communication technologies) affect the ontological friction by changing the nature of the infosphere (re-ontologization); (c) digital ICTs can therefore both decrease and protect informational privacy but, most importantly, they (...) can also alter its nature and hence our understanding and appreciation of it; (d) a change in our ontological perspective, brought about by digital ICTs, suggests considering each person as being constituted by his or her information and hence regarding a breach of one’s informational privacy as a form of aggression towards one’s personal identity. Philosophers of information, according to Luciano Floridi (The philosophy of information. Oxford University Press, Oxford, 2010, p 32), study how information should be “adequately created, processed, managed, and used.” A small number of epistemologists have employed the concept of information as a cornerstone of their theoretical framework. How this concept can be used to make sense of seemingly intractable epistemological problems, however, has not been widely explored. This paper examines Fred Dretske’s information-based epistemology, in particular his response to radical epistemological (...) skepticism. We discuss the relationship between information, evidence and knowledge in relation to the problem of skepticism and the options available to an information-based epistemology for dealing with it. Agents require a constant flow, and a high level of processing, of relevant semantic information, in order to interact successfully among themselves and with the environment in which they are embedded. Standard theories of information, however, are silent on the nature of epistemic relevance. In this paper, a subjectivist interpretation of epistemic relevance is developed and defended. It is based on a counterfactual and metatheoretical analysis of the degree of relevance of some semantic information i to an informee/agent a, as (...) a function of the accuracy of i understood as an answer to a query q, given the probability that q might be asked by a. This interpretation of epistemic relevance vindicates a strongly semantic theory of information, according to which semantic information encapsulates truth. It accounts satisfactorily for several important applications and interpretations of the concept of relevant information in a variety of philosophical areas. And it interfaces successfully with current philosophical interpretations of causal and logical relevance. (shrink)

Semantic information is usually supposed to satisfy the veridicality thesis: p qualifies as semantic information only if p is true. However, what it means for semantic information to be true is often left implicit, with correspondentist interpretations representing the most popular, default option. The article develops an alternative approach, namely a correctness theory of truth (CTT) for semantic information. This is meant as a contribution not only to the philosophy of information but also to the philosophical debate on the nature (...) of truth. After the introduction, in Sect. 2, semantic information is shown to be translatable into propositional semantic information (i). In Sect. 3, i is polarised into a query (Q) and a result (R), qualified by a specific context, a level of abstraction and a purpose. This polarization is normalised in Sect. 4, where [Q + R] is transformed into a Boolean question and its relative yes/no answer [Q + A]. This completes the reduction of the truth of i to the correctness of A. In Sects. 5 and 6, it is argued that (1) A is the correct answer to Q if and only if (2) A correctly saturates Q by verifying and validating it (in the computer science’s sense of verification and validation ); that (2) is the case if and only if (3) [Q + A] generates an adequate model (m) of the relevant system (s) identified by Q; that (3) is the case if and only if (4) m is a proxy of s (in the computer science’s sense of proxy ) and (5) proximal access to m commutes with the distal access to s (in the category theory’s sense of commutation ); and that (5) is the case if and only if (6) reading/writing (accessing, in the computer science’s technical sense of the term) m enables one to read/write (access) s. Sect. 7 provides some further clarifications about CTT, in the light of semantic paradoxes. Section 8 draws a general conclusion about the nature of CTT as a theory for systems designers not just systems users. Up to now theories of semantic information have implicitly relied on logical monism, or the view that there is one true logic. The latter position has been explicitly challenged by logical pluralists. Adopting an unbiased attitude in the philosophy of information, we take a suggestion from Beall and Restall at heart and exploit logical pluralism to recognise another kind of pluralism. The latter is called informational pluralism, a thesis whose implications for a theory of semantic information we explore.

This paper outlines and discusses the relative merits and problems of two current interpretations of Philosophy of Information (PI), the metaphysical approach and the analytical approach. The paper argues that both approaches complement one another, being normative and mutually compatible.

It seeks to highlight con‐vergences and points of potential agreement, while offering clarifications and further details. It also answers some criticisms and replies to some objections articulated in the special issue.

The article introduces the special issue dedicated to “The Philosophy of Information, Its Nature, and Future Developments.” It outlines the origins of the information society and then briefly discusses the definition of the philosophy of information, the possibility of reconciling nature and technology, the informational turn as a fourth revolution (after Copernicus, Darwin, and Freud), and the metaphysics of the infosphere.

In this article, I define and then defend the principle of information closure (pic) against a sceptical objection similar to the one discussed by Dretske in relation to the principle of epistemic closure. If I am successful, given that pic is equivalent to the axiom of distribution and that the latter is one of the conditions that discriminate between normal and non-normal modal logics, a main result of such a defence is that one potentially good reason to look for a (...) formalization of the logic of “ $S$ is informed that $p$ ” among the non-normal modal logics, which reject the axiom, is also removed. This is not to argue that the logic of “ $S$ is informed that $p$ ” should be a normal modal logic, but that it could still be insofar as the objection that it could not be, based on the sceptical objection against pic, has been removed. In other word, I shall argue that the sceptical objection against pic fails, so such an objection provides no ground to abandon the normal modal logic B (also known as KTB) as a formalization of “ $S$ is informed that $p$ ”, which remains plausible insofar as this specific obstacle is concerned. This paper analyses the relations between philosophy of information (PI), library and information science (LIS) and social epistemology (SE). In the first section, it is argued that there is a natural relation between philosophy and LIS but that SE cannot provide a satisfactory foundation for LIS. SE should rather be seen as sharing with LIS a common ground, represented by the study of information, to be investigated by a new discipline, PI. In the second section, the nature of PI is (...) outlined as the philosophical area that studies the conceptual nature of information, its dynamics and problems. In the third section, LIS is defined as a form of applied PI. The hypothesis supported is that PI should replace SE as the philosophical discipline that can best provide the conceptual foundation for LIS. In the conclusion, it is suggested that the 'identity' crisis undergone by LIS has been the natural outcome of a justified but precocious search for a philosophical counterpart that has emerged only recently: namely, PI. The development of LIS should not rely on some borrowed, pre-packaged theory. As applied PI, LIS can fruitfully contribute to the growth of basic theoretical research in PI itself and thus provide its own foundation. (shrink)

The Internet of Things (IoT) is, in part, an information handling system that can remove humans from the information handling process. The particular problem explored is how we are to understand privacy when considering informational systems that handle personal information in ways that impact people’s lives when there is no human operator in direct contact with that personal information. I argue that these new technologies need to take concepts like privacy into account, but also, that we ought also to take (...) these technologies into account to reconsider and perhaps reconceptualise privacy. This paper argues that while an inhuman system like the IoT does not necessarily violate the interpersonal privacy of people, if the IoT is used as part of a state surveillance program, a political notion of privacy may be violated. The paper presents a critical appraisal of Floridi’s metaphysical foundation of information ecology. It highlights some of the issues raised by Floridi with regard to the axiological status of the objects in the “infosphere,” the moral status of artificial agents, and Floridi’s foundation of information ethics as information ecology. I further criticise the ontological conception of value as a first order category. I suggest that a weakening of Floridi’s demiurgic information ecology is needed in order not to forget the limitations (...) of human actors and/or of their surrogates, digital agents. I plea for a rational theoretical and practical view of such agents beyond utopian reasoning with regard to their potential moral status. (shrink)

This paper addresses one of the fundamental problems of the philosophy of information: How does semantic information emerge within the underlying dynamics of the world?—the dynamical semantic information problem. It suggests that the canonical approach to semantic information that defines data before meaning and meaning before use is inadequate for pre-cognitive information media. Instead, we should follow a pragmatic approach to information where one defines the notion of information system as a special kind of purposeful system emerging within the underlying (...) dynamics of the world and define semantic information as the currency of the system. In this way, systems operating with semantic information can be viewed as patterns in the dynamics—semantic information is a dynamical system phenomenon of highly organized systems. In the simplest information systems, the syntax, semantics, and pragmatics of the information medium are co-defined. It proposes a new more general theory of information semantics that focuses on the interface role of the information states in the information system—the interface theory of meaning. Finally, with the new framework, it addresses the debate between weakly semantic and strongly semantic accounts of information, siding with the strongly semantic view because the pragmatic account developed here is a better generalization of it. The original impact was via the work of Frege, Russell, and other pioneers, backed up by the prestige of research into the foundations of mathematics, which was fast bringing to light those amazing insights that still impress us to-day. The Golden Age of the 1930s (...) deeply affected philosophy, and heartened the minority of philosophers with a formalanalytical bent. This paper draws attention to the tendency of a range of technologies to reduce pedagogical interactions to a series of datafied transactions of information. This is problematic because such transactions are always by definition reducible to finite possibilities. As the ability to gather and analyse data becomes increasingly fine-grained, the threat that these datafied approaches over-determine the pedagogical space increases. Drawing on the work of Hegel, as interpreted by twentieth century French radical philosopher Alexandre Kojève, this paper develops a model (...) of relational pedagogy which highlights three points of incompatibility with a datafied learning environment reduced to finite measures. Firstly: Kojève’s accont of authority in Hegel posits two aspects to the mimetic relation between teacher and student: recognition and realisation, which belong to the ipseity or about-self-ness of the subject, and are incompatible with a general definition of data. Secondly, the Hegelian approach to human historical time, in particular the assertion that time and desire are begun in the future, not the past, renders it incompatible with mathematical time as used in data processing. Finally, from these it is possible to derive a distinctive notion of the work of pedagogy, grounded in Kojève’s realist reading of Hegel, irreducible to information processing. In consequence of this threefold irreducibility, the paper draws attention to a need for relations of human pedagogical work to be inherent in the design of educational technologies and highlights the dangers of presuming a machine intelligence model in the design of learning environments. The presence of intelligence and rationality in Artificial Intelligence and the Internet requires a new context of analysis in which Herbert Simon’s approach to the sciences of the artificial is surpassed in order to grasp the role of information in our contemporary setting. This new framework requires taking into account some relevant aspects. In the historical endeavor of building up AI and the Internet, minds and machines have interacted over the years and in many ways through the interrelation between scientific (...) creativity and technological innovation. Philosophically, minds and machines can have epistemological, methodological and ontological differences, which are based on the distinct configuration of human intelligence and artificial intelligence. Their comparison with rationality and its various forms is particularly relevant. Scientifically, AI and the Internet belong to the sciences of the artificial, because they work on designs that search for specific aims, following selected processes in order to achieve expected results. Technologically, AI and the Internet require the support of information and communication technologies. These have an instrumental role regarding the existence of AI and the Internet. Also ICT shape their diverse forms of configuration over the years.Within this framework, this paper offers a new context of analysis that goes beyond Simon’s and follows four main steps: the interaction between scientific creativity and technological innovation as the philosophico-methodological setting for Artificial Intelligence and the Internet; artificial intelligence and human intelligence as epistemological basis for machines and minds, where the differences between artificial intelligence and human intelligence are made explicit and the analysis of minds and machines is made from the perspective of rationality ; intention and its difference with design of machine learning are considered to distinguish human intelligence from artificial intelligence; and the internal and external aspects of artificial designs in contemporary society are considered through the perspective of rationality, which leads to the transition from intelligence to rationality in the Internet as well as to the historicity of information. The rise of learning analytics, the application of complex metrics developed to exploit the proliferation of ‘Big Data’ in educational work, raises important moral questions about the nature of what is measurable in education. Teachers, schools and nations are increasingly held to account based on metrics, exacerbating the tendency for fine-grained measurement of learning experiences. In this article, the origins of learning analytics ontology are explored, drawing upon core ideas in the philosophy of computing, such as the general definition of (...) information and the information-theoretic account of knowledge. Drawing upon a reading of Descartes Meditatio II, which extends the phenomenology of Jean-Luc Marion into a pedagogy of intentionality, the article identifies a fundamental incompatibility between the subjective experience of learning and the information-theoretic account of knowledge. Human subjects experience and value their own information incommensurably with the ways in which computers measure and quantify information. The consequences of this finding for the design of online learning environments, and the necessary limitations of learning analytics and measurement are explored. (shrink)

The relationship between machine learning and the philosophy of science can be classed as a dynamic interaction: a mutually beneficial connection between two autonomous fields that changes direction over time. I discuss the nature of this interaction and give a case study highlighting interactions between research on Bayesian networks in machine learning and research on causality and probability in the philosophy of science.

Computer science is an engineering science whose objective is to determine how to best control interactions among computational objects. We argue that it is a fundamental computer science value to design computational objects so that the dependencies required by their interactions do not result in couplings, since coupling inhibits change. The nature of knowledge in any science is revealed by how concepts in that science change through paradigm shifts, so we analyze classic paradigm shifts in both natural and computer science (...) in terms of decoupling. We show that decoupling pervades computer science both at its core and in the wider context of computing at large, and lies at the very heart of computer science’s value system. (shrink)

ABSTRACT: How can we think about a universal ethics that could be adopted by any intelligent being, including the rising population of cyborgs, intelligent machines, intelligent algorithms or even potential extraterrestrial life? We generally give value to complex structures, to objects resulting from a long work, to systems with many elements and with many links finely adjusted. These include living beings, books, works of art or scientific theories. Intuitively, we want to keep, multiply, and share such structures, as well as (...) prevent their destruction. Such objects have value not because more information would simply mean more value. Instead, they have value because they require a long computational history, numerous interactions for their construction that we can assimilate to a computation, and they display what we call organized complexity. To propose the foundations of a universal ethics based on the intrinsic value of organized complexity, we first discuss conceptions of complexity, and argue that Charles Bennett’s logical depth is certainly a first approximation of what we are looking for. We then put forward three fundamental imperatives: to preserve, augment and recursively promote organized complexity. We show a broad range of applications with human, non-human and non-living examples. Finally, we discuss some specific issues of our framework such as the distribution of complexity, of managing copies and erasures, and how our universal ethics tackles classical ethical issues. In sum, we propose a clear, homogenous and consistent ethical foundation that can integrate many universal ethics desiderata. (shrink)

The objective of this thesis is to present a naturalised metaphysics of information, or to naturalise information, by way of deploying a scientific metaphysics according to which contingency is privileged and a-priori conceptual analysis is excluded (or at least greatly diminished) in favour of contingent and defeasible metaphysics. The ontology of information is established according to the premises and mandate of the scientific metaphysics by inference to the best explanation, and in accordance with the idea that the primacy of physics (...) constraint accommodates defeasibility of theorising in physics. This metametaphysical approach is used to establish a field ontology as a basis for an informational structural realism. This is in turn, in combination with information theory and specifically mathematical and algorithmic theories of information, becomes the foundation of what will be called a source ontology, according to which the world is the totality of information sources. Information sources are to be understood as causally induced configurations of structure that are, or else reduce to and/or supervene upon, bounded (including distributed and non-contiguous) regions of the heterogeneous quantum field (all quantum fields combined) and fluctuating vacuum, all in accordance with the above-mentioned quantum field-ontic informational structural realism (FOSIR.) Arguments are presented for realism, physicalism, and reductionism about information on the basis of the stated contingent scientific metaphysics. In terms of philosophical argumentation, realism about information is argued for primarily by way of an indispensability argument that defers to the practice of scientists and regards concepts of information as just as indispensable in their theories as contingent representations of structure. Physicalism and reductionism about information are adduced by way of the identity thesis that identifies the substance of the structure of ontic structural realism as identical to selections of structure existing in re to combined heterogeneous quantum fields, and to the total heterogeneous quantum field comprised of all such fields. Adjunctly, an informational statement of physicalism is arrived at, and a theory of semantic information is proposed, according to which information is intrinsically semantic and alethically neutral. The behavior/structure methodological dichotomy as locus of scientific inquiry is closely related to the issue of modeling and theory change in scientific explanation. Given that the traditional tension between structure and behavior in scientific modeling is likely here to stay, considering the relevant precedents in the history of ideas could help us better understand this theoretical struggle. This better understanding might open up unforeseen possibilities and new instantiations, particularly in what concerns the proposed technological modification of the human condition. The (...) sequential structure of this paper is twofold. The contribution of three philosophers better known in the humanities than in the study of science proper are laid out. The key theoretical notions interweaving the whole narrative are those of mechanization, constructability and simulation. They shall provide the conceptual bridge between these classical thinkers and the following section. Here, a panoramic view of three significant experimental approaches in contemporary scientific research is displayed, suggesting that their undisclosed ontological premises have deep roots in the Western tradition of the humanities. This ontological lock between core humanist ideals and late research in biology and nanoscience is ultimately suggested as responsible for pervasively altering what is canonically understood as “human”. The topic of this paper may be introduced by fast zooming in and out of the philosophy of information. In recent years, philosophical interest in the nature of information has been increasing steadily. This has led to a focus on semantic information, and then on the logic of being informed, which has attracted analyses concentrating both on the statal sense in which S holds the information that p (this is what I mean by logic of being informed in the rest (...) of this article) and on the actional sense in which S becomes informed that p. One of the consequences of the logic debate has been a renewed epistemological interest in the principle of information closure (henceforth PIC), which finally has motivated a revival of a skeptical objection against its tenability first made popular by Dretske. This is the topic of the paper, in which I seek to defend PIC against the skeptical objection. If I am successful, this means – and we are now zooming out – that the plausibility of PIC is not undermined by the skeptical objection, and therefore that a major epistemological argument against the formalization of the logic of being informed based on the axiom of distribution in modal logic is removed. But since the axiom of distribution discriminates between normal and non-normal modal logics, this means that a potentially good reason to look for a formalization of the logic of being informed among the non-normal modal logics, which reject the axiom, is also removed. And this in turn means that a formalization of the logic of being informed in terms of the normal modal logic B (also known as KTB) is still very plausible, at least insofar as this specific obstacle is concerned. In short, I shall argue that the skeptical objection against PIC fails, so it is not a good reason to abandon the normal modal logic B as a good formalization of the logic of being informed. This paper investigates the relationship between reality and model, information and truth. It will argue that meaningful data need not be true in order to constitute information. Information to which truth-value cannot be ascribed, partially true information or even false information can lead to an interesting outcome such as technological innovation or scientific breakthrough. In the research process, during the transition between two theoretical frameworks, there is a dynamic mixture of old and new concepts in which truth is not well (...) defined. Instead of veridicity, correctness of a model and its appropriateness within a context are commonly required. Despite empirical models being in general only truthlike, they are nevertheless capable of producing results from which conclusions can be drawn and adequate decisions made. (shrink)

Genetic information is becoming increasingly used in modern life, extending beyond medicine to familial history, forensics and more. Following this expansion of use, the effect of genetic information on people’s identity and ultimately people’s quality of life is being explored in a host of different disciplines. While a multidisciplinary approach is commendable and necessary, there is the potential for the multidisciplinarity to produce conceptual misconnection. That is, while experts in one field may understand their use of a term like ‘gene’, (...) ‘identity’ or ‘information’ for experts in another field, the same term may link to a distinctly different concept. These conceptual misconnections not only increase inefficiency in complex organisational practices, but can also have important ethical, legal and social consequences. This paper comes at the problem of conceptual misconnection by clarifying different uses of the terms ‘gene’, ‘identity’ and ‘information’. I start by looking at three different conceptions of the gene; the Instrumental, the Nominal and the Postgenomic Molecular. Secondly, a taxonomy of four different concepts of identity is presented; Numeric, Character, Group and Essentialised, and their use is clarified. A general concept of Information is introduced, and finally three distinct kinds of information are described. I then introduce Concept Creep as an ethical problem that arises from conceptual misconnections. The primary goal of this paper is to reduce the potential for conceptual misconnection when discussing genetic identity and genetic information. This is complimented by three secondary goals—1) to clarify what a conceptual misconnection is, 2) to explain why clarity of use is particularly important to discussions of genes, identity and information and 3) to show how concept creep between different uses of genetic identity and genetic information can have important ethical outcomes. In this article, I introduce the notion of horizon for scientific practice (HSP), representing limits or boundaries within which scientists ply their trade, to facilitate analysis of scientific discovery and progress. The notion includes not only constraints that delimit scientific practice, e.g. of bringing experimentation to a temporary conclusion, but also possibilities that open up scientific practice to additional scientific discovery and to further scientific progress. Importantly, it represents scientific practice as a dynamic and developmental integration of activities to investigate (...) and analyze the natural world. I use the discovery of the clotting factor, thrombin, and the experiments conducted by the Johns Hopkins physiologist, William Howell, on the enzymatic nature of thrombin to illustrate the notion of HSP. In a concluding section, I compare the notion of HSP to other notions for scientific practice proposed in the history and philosophy of science literature. (shrink)

Fake news is created as ordinary news stylistically but it consists of deliberate disinformation or hoaxes. The text is generally constructed to cause negative emotions and feelings in readers: fear, panic, distrust, and paranoia. It is done to manipulate the opinion and consciousness of a large number of people and eventually leads to changes in the values, ideas and attitudes that already exist in the public awareness. The result is a schism that has already gone beyond the usual spiritual strife. (...) Moreover, its expansion has weakened the defining feature of Russian Orthodoxy which lies in trust and support of the state and authorities. The Russian Orthodox Church has to deal not only with public health crisis but also with profound differences within its ranks over the churchgoers’ behavior in the conditions of a pandemic. The article analyzes legal regulations and mechanisms for countering fake news about the Russian Orthodox Church, and provides examples from the judicial practice. It also determines the mechanisms of the worshippers’ reaction to the fake news involving the Russian Orthodox Church. Using semiotic methodology, the author reveals re-encoding of the symbolic meaning of such signs as “Russian Orthodox cross” and “red cross”. The connotative meaning of these signs leads to contradictions in the conditions of the COVID-19 pandemic. (shrink)

The research programme of the philosophy of information (PI) proposed in 2002 made it an independent area or discipline in philosophical research. The scientific concept of ‘information’ is formally accepted in philosophical inquiry. Hence a new and tool-driven philosophical discipline of PI with its interdisciplinary nature has been established. Philosophy of information is an ‘orientative’ rather than ‘cognitive’ philosophy. When PI is under consideration in the history of Western philosophy, it can be regarded as a shift of large tradition. There (...) are three large traditions at large, known as Platonic, Kantian and Leibniz-Russellian. In the discussion of the position of the possible worlds, we have modal Platonism and modal realism, but both of the theories are made in the framework of Western philosophy. In this essay, it is argued that possible worlds could be seen as worlds in information, which is then an interpretation of modal information theory (MIT). Our interpretation is made on the basis of Leibniz’s lifelong connection with China, a fact often overlooked by the Western philosophers. Possible world theory was influenced by the Neo-Confucianism flourishing since the Song Dynasty of China, the foundation of which is Yijing. It could be argued that Leibniz’s possible world theory was formulated in respect to the impact of the thoughts reflected in Yijing, in that one of the prominent features is the model-theoretic construction of theories. There are two approaches to theory construction, i.e., axiom-theoretic and model-theoretic. The origin of the former is from ancient Greece and the latter from ancient China. And they determined the different features of theoretic structures between the oriental and occidental traditions of science and technology. The tendency of the future development of science and technology is changing from the axiom-theoretic to the model-theoretic orientation, at least the two approaches being complementary each other. To some extent, this means the retrospective of tradition in the turning point of history, and some of the China’s cultural traditions might become the starting points in formulating the future Chinese philosophy of science and technology. A number of areas of biology raise questions about what is of value in the natural environment and how we ought to behave towards it: conservation biology, environmental science, and ecology, to name a few. Based on my experience teaching students from these and similar majors, I argue that the field of environmental ethics has much to teach these students. They come to me with pent-up questions and a feeling that more is needed to fully engage in their subjects, and (...) I believe some exposure to environmental ethics can help focus their interests and goals. I identify three primary areas in which environmental ethics can con- tribute to their education. The first is an examination of who (or what) should be considered to be part of our moral community (i.e., the community to whom we owe direct duties). Is it humans only? Or does it include all sentient life? Or all life? Or ecosystems considered holistically? Often, readings implicitly assume one or more of these answers; the goal is to make the student more sensitive to these implicit claims and to get them to think about the different reasons that support them. The second area, related to the first, is the application of the different answers concerning the extent of the ethical community to real environmental issues and problems. Students need to be aware of how the different answers concerning the moral community can imply conflicting answers for how we should act in certain cases and to think about ways to move toward conflict resolution. The third area in which environmental ethics can contribute is a more conceptual one, focusing on central concepts such as biodiversity, sustainability, species, and ecosystems. Exploring and evaluating various meanings of these terms will make students more reflective and thoughtful citizens and biologists, sensitive to the implications that different conceptual choices make. In this paper I discuss the political value of the right to privacy. The classical accounts of privacy do not differentiate between privacy as the right of a citizen against other citizens vs. the right to privacy as the right against the state or the government. I shall argue that this distinction should be made, since the new context of the privacy debate has surpassed the historical frames in which the intelligence methods used by governments were comparable to those available (...) to individuals. I also present cases in which political privacy serves as an instrument of protecting important collective agendas exceeding the context of personal privacy. I argue that due to its function, political privacy should be considered a necessary element of democratic governance with the rule of law, imposing legal bounds on governments’ discretionary actions. While it is legitimate to study ideas and concepts related to information in their broadest sense, that formal approaches properly belong in specific contexts is a fact that is too often ignored. That their use outside these contexts amounts to misuse or imprecise use cannot and should not be overlooked. This paper presents a framework based on algorithmic information theory for discussing concepts of relevance to information in philosophical contexts. This article aims to show how mind, matter and meaning might be united in one theory using certain concepts of information, building on ideas of empathy and intentionality. The concept of intentionality in philosophy of mind (“aboutness”), which is “the ineliminable mark of the mental” according to Brentano, can be viewed as the relationship between model and object, and empathy can be viewed as a form of mental modelling, so that the inclination to attribute mentality can be identified with the (...) inclination to empathise with the relevant entity. Physical information, a concept quite well established within the discipline of physics, is basically a reconceptualization of material form. Daniel Dennett's concept of the intentional stance allows the development of a concept of “intentional information,” a broad term that encompasses mental content and semantic information generally, as encoded within physical information/material form. Computing is changing the traditional field of Philosophy of Science in a very profound way. First as a methodological tool, computing makes possible ``experimental Philosophy'' which is able to provide practical tests for different philosophical ideas. At the same time the ideal object of investigation of the Philosophy of Science is changing. For a long period of time the ideal science was Physics (e.g., Popper, Carnap, Kuhn, and Chalmers). Now the focus is shifting to the field of Computing/Informatics. There are (...) many good reasons for this paradigm shift, one of those being a long standing need of a new meeting between the sciences and humanities, for which the new discipline of Computing/Informatics gives innumerable possibilities. Contrary to Physics, Computing/Informatics is very much human-centered. It brings a potential for a new Renaissance, where Science and Humanities, Arts and Engineering can reach a new synthesis, so very much needed in our intellectually split culture. This paper investigates contemporary trends and the relation between the Philosophy of Science and the Philosophy of Computing and Information, which is equivalent to the present relation between Philosophy of Science and Philosophy of Physics. The amount of content, both on and offline, to which people in reasonably affluent nations have access has increased to the point that it has raised concerns that we are now suffering from a harmful condition of ‹information overload.’ Although the phrase is being used more frequently, the concept is not yet well understood – beyond expressing the rather basic idea of having access to more information than is good for us. This essay attempts to provide a philosophical explication of (...) the concept of information overload and is therefore what philosophers call ‹conceptual analysis’ – a task that, along with normative ethical analysis, is distinctive to Anglo-American style analytic philosophy. I will begin with an analysis of the atomic concepts expressed by the terms ‹information’ and ‹overload’ and then attempt to give a philosophical explanation of the concept of information overload that more precisely identifies exactly what the condition amounts to. This paper discusses the benefits of describing the world as information, especially in the study of the evolution of life and cognition. Traditional studies encounter problems because it is difficult to describe life and cognition in terms of matter and energy, since their laws are valid only at the physical scale. However, if matter and energy, as well as life and cognition, are described in terms of information, evolution can be described consistently as information becoming more complex. The paper presents (...) five tentative laws of information, valid at multiple scales, which are generalizations of Darwinian, cybernetic, thermodynamic, and complexity principles. In his article Open Problems in the Philosophy of Information [1] Luciano Floridi presented a Philosophy of Information research program in the form of eighteen open problems, covering the following fundamental areas: Information definition, information semantics, intelligence/cognition, informational universe/nature and values/ethics. We revisit Floridi’s program, highlighting some of the major advances, commenting on unsolved problems and rendering the new landscape of the Philosophy of Information (PI) emerging at present. As we analyze the progress of PI we try to situate Floridi’s (...) program in the context of scientific and technological development that have been made last ten years. We emphasize that Philosophy of Information is a huge and vibrant research field, with its origins dating before Open Problems, and its domains extending even outside their scope. In this paper, we have been able only to sketch some of the developments during the past ten years. Our hope is that, even if fragmentary, this review may serve as a contribution to the effort of understanding the present state of the art and the paths of development of Philosophy of Information as seen through the lens of Open Problems. In this paper an evaluation of the contribution to philosophical investigation by Alan Turing is provided in terms of creation of Artificial Languages. After a discussion of the term AL in the literature, and in particular within the theoretical model offered by Lyons, the legacy of Turing is presented with a special attention to what remains after a century by his birth and what is still to be investigated in this area.
