Many philosophers hold that a general norm of truth governs the attitude of believing. In a recent and influential discussion, Krister Bykvist and Anandi Hattiangadi raise a number of serious objections to this view. In this paper, I concede that Bykvist and Hattiangadi's criticisms might be effective against the formulation of the norm of truth that they consider, but suggest that an alternative is available. After outlining that alternative, I argue that it is not vulnerable to objections parallel to those (...) Bykvist and Hattiangadi advance, although it might initially appear to be. In closing, I consider what bearing the preceding discussion has on important questions concerning the natures of believing and of truth. (shrink)

In this paper I argue against the stronger of the two views concerning the right and wrong kind of reasons for belief, i.e. the view that the only genuine normative reasons for belief are evidential. The project in this paper is primarily negative, but with an ultimately positive aim. That aim is to leave room for the possibility that there are genuine pragmatic reasons for belief. Work is required to make room for this view, because evidentialism of a strict variety (...) remains the default view in much of the debate concerning normative reasons for belief. The hypothesis that belief aims at the truth has been used to explain three features of belief: (1) the fact that correct beliefs are true beliefs, (2) the fact that rational beliefs are supported by the evidence and (3) the fact that we cannot form beliefs.

Sometimes, we face choices between actions most likely to lead to valuable outcomes, and actions which put us in a better position to learn. These choices exemplify what is called the exploration/exploitation trade-off. In computer science and psychology, this trade-off has fruitfully been applied to modulating the way agents or systems make choices over time. This article extends the trade-off to belief. We can be torn between two ways of believing, one of which is expected to be more accurate in (...) light of current evidence, whereas the other is expected to lead to more learning opportunity and accuracy in the long run. Further, it is sometimes rationally permissible to choose the latter. The article breaks down the features of action which give rise to the trade-off, and then argues that each feature applies equally well to belief. This conclusion is an instance of a systematic, foreseeable way in which what is rational to believe now depends on what one expects to be doing in the future. That is, epistemic rationality fundamentally concerns time. (shrink)

It is common to hear talk of the aim of belief and to find philosophers appealing to that aim for numerous explanatory purposes. What belief 's aim explains depends, of course, on what that aim is. Many hold that it is somehow related to truth, but there are various ways in which one might specify belief 's aim using the notion of truth. In this article, by considering whether they can account for belief 's standard of correctness and the epistemic (...) norms governing belief, I argue against certain prominent specifications of belief 's aim given in terms of truth, and advance a neglected alternative. For many epistemologists and normativity theorists, epistemic norms necessarily entail normative reasons. Why or in virtue of what do epistemic norms have this necessary normative authority? According to what I call epistemic constitutivism, it is ultimately because belief constitutively aims at truth. In this paper, I examine various versions of the aim of belief thesis and argue that none of them can plausibly ground the normative authority of epistemic norms. According to the normativist, it is built into the nature of belief itself that beliefs are subject to a certain set of norms. I argue here that only a normativist account can explain certain non‐normative facts about what it takes to have the capacity for belief. But this way of defending normativism places an explanatory burden on any normativist account that an account on which a truth norm is explanatorily fundamental simply cannot discharge. The thesis that mental content is normative is ambiguous and has many forms. This article deals only with the thesis that normativity is connected to our mental attitudes rather than with the content of the attitudes, and more specifically with the view that it is connected to belief. A number of writers have proposed various versions of a ‘norm of truth’ attached to belief. I examine various versions of this claim, and defend it against recent criticisms according to which this (...) norm lacks normative force, that it violates the principle that ‘ought implies can,’ and that it is viciously circular. I defend the view that we should distinguish the statement of the objective norm and the way it is regulated, and that this distinction can answer most of the criticisms of the norm of truth for belief. This paper argues that habits, just like beliefs, can guide intentional action. To do this, a variety of real-life cases where a person acts habitually but contrary to her beliefs are discussed. The cases serve as dissociations showing that intentional agency is possible without doxastic guidance. The upshot is a model for thinking about the rationality of habitual action and the rationalizing role that habits can play in it. Modern scientific knowledge is increasingly collaborative. Much analysis in social epistemology models scientists as self-interested agents motivated by external inducements and sanctions. However, less research exists on the epistemic import of scientists’ moral concern for their colleagues. I argue that scientists’ trust in their colleagues’ moral motivations is a key component of the rationality of collaboration. On the prevailing account, trust is a matter of mere reliance on the self-interest of one’s colleagues. That is, scientists merely rely on external compulsion (...) to motivate self-interested colleagues to be trustworthy collaborators. I show that this self-interest account has significant limitations. First, it cannot fully account for trust by relatively powerless scientists. Second, reliance on self-interest can be self-defeating. For each limitation, I show that moral trust can bridge the gap—when members of the scientific community cannot rely on the self-interest of their colleagues, they rationally place trust in the moral motivations of their colleagues. Case studies of mid-twentieth-century industrial laboratories and exploitation of junior scientists show that such moral trust justifies collaboration when mere reliance on the self-interest of colleagues would be irrational. Thus, this paper provides a more complete and realistic account of the rationality of scientific collaboration. (shrink)

Subjects appear to take only evidential considerations to provide reason or justification for believing. That is to say that subjects do not take practical considerations—the kind of considerations which might speak in favour of or justify an action or decision—to speak in favour of or justify believing. This is puzzling; after all, practical considerations often seem far more important than matters of truth and falsity. In this paper, I suggest that one cannot explain this, as many have tried, merely by (...) appeal to the idea that belief aims only at the truth. I appeal instead to the idea that the aim of belief is to provide only practical reasons which might form the basis on which to act and to make decisions, an aim which is in turn dictated by the aim of action. This, I argue, explains why subjects take only evidential considerations to favour of or justify believing. Surprisingly, then, it turns out that it is practical reason itself which demands that there be no practical reasons for belief. (shrink)

In this article I attempt to provide a conceptual framework for thinking about reliance in a systematic way. I argue that reliance is a cognitive attitude that has a tighter connection to the guidance of our thought and action than ordinary belief does. My main thesis is that reliance has a ‘constitutive aim’: namely, it aims at guiding our thought and action in a way that is sensible from the standpoint of practical or theoretical ends. The twin goals of this essay are: to investigate a family of cases in which the goal of guaranteed convergence to the truth is beyond our reach; and to argue that each of three strands prominent in contemporary epistemological thought has undesirable consequences when confronted with the existence of such problems. Approaches that follow Reichenbach in taking guaranteed convergence to the truth to be the characteristic virtue of good methods face a vicious closure problem. Approaches on which there is a (...) unique rational doxastic response to any given body of evidence can avoid incoherence only by rendering epistemology a curiously limited enterprise. Bayesian approaches rule out humility about one’s prospects of success in certain situations in which failure is typical. (shrink)

It is commonplace to claim that it is good to believe the truth. In this paper, I reject that claim and argue that the considerations which might seem to support it in fact support a quite distinct though superficially similar claim, namely, that it is bad to believe the false. This claim is typically either ignored completely or lumped together with the previous claim, perhaps on the assumption that the two are equivalent, or at least that they stand or fall (...) together. Such assumptions, I argue, are mistaken. While it is not always good to be right, it is always bad to be wrong. This is an interesting and overlooked asymmetry, which calls for further investigation. I argue that it is epistemically permissible to believe that P when it is epistemically rational to believe that P. Unlike previous defenses of this claim, this argument is not vulnerable to the claim that permissibility is being confused with excusability.

According to constitutivism, we can justify the authority of aims and norms on the ground that they are inescapable. Constitutivist views divide between ambitious and modest ones. According to ambitious constitutivism, the inescapability of aims grounds their unconditional authority, whereas according to modest constitutivism, the inescapability of aims only grounds their conditional authority. Either way, both forms of constitutivism share the assumption that inescapability grounds authority, which in turn presupposes that at the foundation of normativity we find aims and norms (...) that can be evaluated as having or lacking authority. In this paper I shall defend a form of constitutivism that rejects this assumption. According to this view, which I shall call Hinge Constitutivism, at the foundation of epistemic normativity we find an aim, the truth-aim, that is altogether beyond the evaluation in terms of the ordinary notion of authority. Moreover, I shall argue that to aim at truth is a condition of possibility for justifying the authority of any other aims or norms. In this sense, to aim at truth is a hinge of deliberation. Contemporary views of truth-directedness endorse what I shall call the Common-Element Argument. According to this argument, there is something in common between judgment and other attitudes like assumption and imagination: they all regard their contents as true. Since this regarding-as-true feature is not distinctive of judgment - the argument goes - it can’t explain its truth-directedness. On this ground, theorists have been motivated to endorse an inflationary view that tries to capture truth-directedness by appealing to some further feature: intentions, second-order (...) representations, sub-personal mechanisms, or subjugation to norms are the most discussed candidates for fulfilling this role. In this paper I will argue that the Common-Element Argument is unsound. It rests on a false premise, namely that there is some common element such as a regarding-as-true component between judgment and other cognitive attitudes. I shall reject Velleman’s and Railton’s defenses of the Common-Element-Argument. Then I will discuss three influential inflationary accounts of truth-directedness: Railton’s account, Velleman’s teleological account, and Shah and Velleman’s conceptualist account. I shall argue that they all face a phenomenological and an explanatory challenge. Finally, I shall sketch a deflationary view of truth-directedness that evades these challenges. (shrink)

In this paper I introduce an objection to normative evidentialism about reasons for belief. The objection arises from difficulties that evidentialism has with explaining our reasons for belief in unstable belief contexts with a single fixed point. I consider what other kinds of reasons for belief are relevant in such cases.

According to the Group Mind Hypothesis, a group can have beliefs over and above the beliefs of the individual members of the group. Some maintain that there can be group mentality of this kind in the absence of any group-level phenomenal consciousness. We present a challenge to the latter view. First, we argue that a state is not a belief unless the owner of the state is disposed to access the state’s content in a corresponding conscious judgment. Thus, if there (...) is no such thing as group consciousness, then we cannot literally ascribe beliefs to groups. Secondly, we respond to an objection that appeals to the distinction between ‘access consciousness’ and ‘phenomenal consciousness’. According to the objection, the notion of consciousness appealed to in our argument must be access consciousness, whereas our argument is only effective if it is about phenomenal consciousness. In response, we question both parts of the objection. Our argument can still be effective provided there are reasons to believe a system or creature cannot have access consciousness if it lacks phenomenal consciousness altogether. Moreover, our argument for the necessary accessibility to consciousness of beliefs does concern phenomenal consciousness. (shrink)

The thesis contains my early work arguing against evidentialism for reasons for belief (chapter 1), my early argument that rationality is not normative (chapter 2), an argument that rationality is not responding reasons, at least understood in one way (chapter 2), a general discussion of how normative conflicts might (appear to) arise in many different ways (chapter 3), a discussion of how to weigh pragmatic and evidential reasons for belief (chapter 4), and a discussion of the general structure of normativity (...) and its ramifications for understanding putative normative conflicts (chapter 4). At a more general level, the thesis aims to explore how putative normative conflicts might arise and whether they are genuine conflicts or only apparent. It also offers a defence of the view that there are genuine state-given reasons for propositional attitudes, including pragmatic reasons for belief. (shrink)

A strength of liberal political institutions is their ability to accommodate pluralism, both allowing divergent comprehensive doctrines as well as constructing the common ground necessary for diverse people to live together. A pressing question is how far such pluralism extends. Which comprehensive doctrines are simply beyond the pale and need not be accommodated by a political consensus? Rawls attempted to keep the boundaries of reasonable disagreement quite broad by infamously denying that political liberalism need make reference to the concept of (...) truth, a claim that has been criticized by Joseph Raz, Joshua Cohen, and David Estlund. In this paper, we argue that these criticisms fail due to the fact that political liberalism can remain non-committal on the nature of truth, leaving the concept of truth in the domain of comprehensive doctrines while still avoiding the issues raised by Raz, Cohen, and Estlund. Further substantiating this point is the fact that Rawls would, and should, include parties in the overlapping consensus whose views on truth may be incoherent. Once it is seen that political liberalism allows such incoherence to reasonable parties, it is clear that the inclusion of truth and the requirement of coherence urged by Raz, Cohen, and Estlund requires more of reasonable people than is necessary for a political consensus. Some feminist epistemologists make the radical claim that there are varieties of epistemically valid warrant that agents access only through having lived particular types of contingent history, varieties of epistemic warrant to which, moreover, the confirmation-theoretic accounts of warrant favored by some traditional epistemologists are inapplicable. I offer Aristotelian virtue as a model for warrant of this sort, and use loosely Aristotelian vocabulary to express, and begin to evaluate, a range of feminist epistemological positions.

Next SectionBiodefence, broadly understood as efforts to prevent or mitigate the damage of a bioterrorist attack, raises a number of ethical issues, from the allocation of scarce biomedical research and public health funds, to the use of coercion in quarantine and other containment measures in the event of an outbreak. In response to the US bioterrorist attacks following September 11, significant US policy decisions were made to spur scientific enquiry in the name of biodefence. These decisions led to a number (...) of critical institutional changes within the US federal government agencies governing scientific research. Subsequent science policy discussions have focused largely on ‘the dual use problem’: how to preserve the openness of scientific research while preventing research undertaken for the prevention or mitigation of biological threats from third parties. We join others in shifting the ethical debate over biodefence away from a simple framing of the problem as one of dual use, by demonstrating how a dual use framing distorts the debate about bioterrorism and truncates discussion of the moral issues. We offer an alternative framing rooted in social epistemology and institutional design theory, arguing that the ethical and policy debates regarding ‘dual use’ biomedical research ought to be reframed as a larger optimisation problem across a plurality of values including, among others: (1) the production of scientific knowledge; (2) the protection of human and animal subjects; (3) the promotion and protection of public health (national and global); (4) freedom of scientific enquiry; and (5) the constraint of government power. This thesis engages with three topics and the relationships between them: (i) the phenomenon of disagreement (paradigmatically, where one person makes a claim and another denies it); (ii) the normative character of disagreements (the issue of whether, and in what sense, one of the parties is “at fault” for believing something that’s untrue); (iii) the issue of which theory of what truth is can best accommodate the norms relating belief and truth. People disagree about all sorts of things: about whether (...) climate is changing, death penalty is wrong, sushi is delicious, or Louis C.K. is funny. However, even focusing on disagreements in the evaluative domain (e.g., taste, moral and comedic), where people have the intuition that there is ‘no fact of the matter’ about who is right, there are significant differences that require explanation. For instance, disagreement about taste is generally perceived as shallow. People accept to disagree and live comfortably with that fact. By contrast, moral disagreement is perceived as deep and sometimes hard to tolerate. Comedic disagreement is similar to taste. However, it may involve an element of ‘intellectual snobbery’ that is absent in taste disagreement. The immediate questions are whether these contrasts allow of precise characterization and what is responsible for them. I argue that, once a case is made for the truth-aptness of judgments in these areas, the contrast can be explained in terms of variable normative function of truth – as exerting a lightweight normative constraint in the domain of taste and a stricter constraint in the moral domain. In particular I claim that while truth in the moral domain exerts a sui generis deontic control, this normative feature of truth is silent in both the taste and the comedic domains. This leads me to investigate how to conceive of truth in the light of normative variability. I argue that an amended version of deflationism – minimally inflated deflationism – can account for the normative variability of truth. (shrink)

I argue that the widely-held view that belief aims at the truth is false. I acknowledge that there is an important connection between truth and belief but propose a new way of interpreting that connection. On the account I put forth, evidence of truth constrains belief without furnishing an aim for belief.

Some philosophers have argued that a standard of correctness is constitutive of the concept or the essence of belief. By this claim they mean, roughly, that a mental state is a belief partially in virtue of being correct if and only if its content is true. In this paper I provide a new argument in support of the constitutivity of the correctness standard for belief. I first argue that the standard expresses a conceptual necessity. Then I argue that, since conceptual (...) necessities are such in virtue of some concept, the standard must also be necessary in virtue of some concept. Finally, I provide an argument by exclusion to the effect that the standard is necessary in virtue of the concept of belief. (shrink)

The epistemic regress problem targets our ability to provide reasons for our beliefs. If we need reasons for our beliefs, then we may also need to provide reasons for those reasons, and so on into regress. Because the epistemic regress problem is often cast as an attack on our ability to achieve justification, it is often thought that epistemic positions which do not rely on notions like justification escape without difficulty. The first goal of this dissertation is to establish the (...) generality of the epistemic regress problem, beyond all technicalities regarding the nature of justification. To do this, I propose a new minimal epistemic standard, that we should hold no bald assertions to be epistemically acceptable. I then use this epistemic standard to construct two new forms of the epistemic regress problem. The first version of the problem is reminiscent of the classical problem in that it attacks our ability to locate any such reason. The second version of the problem attacks our ability to unite any such reason to a particular claim that it is supposed to support. The second goal of this dissertation is to argue that pragmatism fails as a solution to the epistemic regress problem. The pragmatist seeks to avoid the regress by provisionally accepting their beliefs to be evaluated later. In so doing, the pragmatist seeks to have reasonable beliefs, but only after having accepted them provisionally. After eliminating other theoretical alternatives that the pragmatist may use to bolster their position, I argue that the pragmatic solution is not successful because (1) it is committed to some foundational beliefs that are necessary to facilitate the evaluation of their provisional beliefs which fall prey to the regress, and (2) the employment of these criteria of evaluation encounters the regress in its second form. I conclude by advocating for an understanding of Pyrrhonian skepticism under which we are not required to eschew our everyday beliefs that is nevertheless commensurate with the epistemic regress. Moral error theorists argue that moral thought and discourse are systematically in error, and that nothing is, or can ever be, morally permissible, required or forbidden. I begin by discussing how error theorists arrive at this conclusion. I then argue that if we accept a moral error theory, we cannot escape a pressing problem – what should we do next, metaethically speaking? I call this problem the ‘what now?’ problem, or WNP for short. I discuss the attempts others have made (...) to respond to the WNP, and in each case I show that the responses fail to be satisfying. I then propose a new response to the WNP, which I call revolutionary relativism. I define revolutionary relativism, explain why it is preferable to the existing responses to the WNP, and defend it against the most problematic objections I anticipate that opponents might raise. I conclude that revolutionary relativism succeeds where previous WNP responses fail, and that if we accept a moral error theory, we should become revolutionary relativists. (shrink)
