Argues for a "cognitivist" account of the instrumental principle, on which it is the application of theoretical reason to the beliefs that figure in our intentions. This doctrine is put to work in solving a puzzle about instrumental reason that plagues alternative views.

Allow me to rehearse a familiar scenario. We all know that which ends you have has something to do with what you ought to do. If Ronnie is keen on dancing but Bradley can’t stand it, then the fact that there will be dancing at the party tonight affects what Ronnie and Bradley ought to do in different ways. In short, (HI) you ought, if you have the end, to take the means. But now trouble looms: what if you have (...) dreadful, murderous ends? Ought you to take the means to them? Seemingly not. But fortunately, an assumption made by deontic logics1 comes to the rescue. Since ‘‘ought’’, according to this assumption, is a sentential operator, HI must really be ambiguous. It could be read either as (Narrow) You have the end ! O(you take the means) or as (Wide) O(you have the end ! you take the means). Now if Narrow is true, then you really ought to take the means to your murderous ends. But this doesn’t follow from Wide. All that follows from Wide is that you ought to either take the means to these ends or else give them up. Conclusions: (1) Since HI is on some reading true, but Narrow isn’t, Wide is true. (2) Wide accounts for the relationship between your ends and what you ought to do. This elegant scenario repeats itself in many other domains in which it seems like something can have a bearing on what some particular agent ought to do. Does what you know affect what you ought to do? Do your beliefs about what you ought to do affect what you ought to do? Do your promises affect what you ought to do? Do your beliefs affect what you ought to believe? On each of these counts, the intuitive answer is ‘‘yes’’. And so each of these questions leaves something for the moral philosopher or the epistemologist to investigate. On each count, it seems that what we all know, is that (Account) you ought, if p, to do A. But on each count, the Narrow-scope reading of the ‘‘ought’’ in this claim yields unintuitive consequences. So since Account is true, it must be true on the Wide-scope reading.. (shrink)

What happens to our conception of mind and rational agency when we take seriously future-directed intentions and plans and their roles as inputs into further practical reasoning? The author's initial efforts in responding to this question resulted in a series of papers that he wrote during the early 1980s. In this book, Bratman develops further some of the main themes of these essays and also explores a variety of related ideas and issues. He develops a planning theory of intention. Intentions (...) are treated as elements of partial plans of action. These plans play basic roles in practical reasoning, roles that support the organization of our activities over time and socially. Bratman explores the impact of this approach on a wide range of issues, including the relation between intention and intentional action, and the distinction between intended and expected effects of what one intends. As a philosopher of action, I might be expected to believe that the will is a good thing. Actually, I believe that the will is a great thing - awesome, in fact. But I'm not thereby committed to its being something good. When I say that the will is awesome, I mean literally that it is a proper object of awe, a response that restrains us from abusing the will and moves us rather to use it respectfully, in a way (...) that does it justice. To say that the will is a good thing, however, would imply that having a will is better than not having one, or that using it is better than not using it - neither of which I am prepared to assert as a general rule. Speaking metaphorically, I would say that the will is like a magic wand. In fairy tales, the character who looks upon a magic wand as an unalloyed good is destined to be sadder but wiser in the end. Being a magician isn't better than being an ordinary human, just different; and a magician must value his powers by respecting them and therefore using them appropriately, even sparingly, not by using them as much as possible. Two approaches to instrumental rationality Suppose I intend end E, believe that a necessary means to E is M, and believe that M requires that I intend M. My attitudes concerning E and M engage a basic requirement of practical rationality, a requirement that, barring a change in my cited beliefs, I either intend M or give up intending E.2 Call this the Instrumental Rationality requirement – for short, the IR requirement.

Normative requirements are often overlooked, but they are central features of the normative world. Rationality is often thought to consist in acting for reasons, but following normative requirements is also a major part of rationality. In particular, correct reasoning – both theoretical and practical – is governed by normative requirements rather than by reasons. This article explains the nature of normative requirements, and gives examples of their importance. Normativity involves two kinds of relation. On the one hand, there is the relation of being a reason for. This is a relation between a fact and an attitude. On the other hand, there are relations specified by requirements of rationality. These are relations among a person's attitudes, viewed in abstraction from the reasons for them. I ask how the normativity of rationality—the sense in which we ‘ought’ to comply with requirements of rationality—is related to the normativity of reasons—the sense (...) in which we ‘ought’ to have the attitudes what we have conclusive reason to have. The normativity of rationality is not straightforwardly that of reasons, I argue; there are no reasons to comply with rational requirements in general. First, this would lead to ‘bootstrapping’, because, contrary to the claims of John Broome, not all rational requirements have ‘wide scope’. Second, it is unclear what such reasons to be rational might be. Finally, we typically do not, and in many cases could not, treat rational requirements as reasons. Instead, I suggest, rationality is only apparently normative, and the normativity that it appears to have is that of reasons. According to this ‘Transparency Account’, rational requirements govern our responses to our beliefs about reasons. A natural way to think about epistemic possibility is as follows. When it is epistemically possible (for a subject) that p, there is an epistemically possible scenario (for that subject) in which p. The epistemic scenarios together constitute epistemic space. It is surprisingly difficult to make the intuitive picture precise. What sort of possibilities are we dealing with here? In particular, what is a scenario? And what is the relationship between scenarios and items of knowledge and belief? This chapter tries (...) to make sense of epistemic space. Is a belief that one will succeed necessary for an intention? It is argued that the question has traditionally been badly posed, framed as it is in terms of all-out belief. We need instead to ask about the relation between intention and partial belief. An account of partial belief that is more psychologically realistic than the standard credence account is developed. A notion of partial intention is then developed, standing to all-out intention much as partial belief stands to all-out belief. (...) Various coherence constraints on the notion are explored. Cognitivists about Practical Rationality argue that we can explain some of the requirements of practical rationality by appealing to the requirements of theoretical rationality. First, they argue that intentions involve beliefs, and, second, they show how the theoretical requirements governing those involved beliefs can explain some of the practical requirements governing those intentions. This paper avoids the ongoing controversy about whether and how intentions involve beliefs and focuses instead on this second part of the Cognitivist approach, where I think Cognitivism (...) faces significant difficulties. I proceed by considering two attempts by Cognitivists to explain requirements of practical rationality and I argue that neither of them succeed. (shrink)

Someone may intend to build a squirrel house without having decided to do it, deliberated about it, formed an intention to do it, or reasoned about it. And despite his intention, he may never build a squirrel house, try to build one, or do anything whatever with the intention of getting a squirrel house built. Pure intending of this kind, intending that may occur without practical reasoning, action, or consequence, poses a problem if we want to give an account of (...) the concept of intention that does not invoke unanalysed episodes or attitudes like willing, mysterious acts of the will, or kinds of causation foreign to science. Ordinary usage supports both a relatively strong belief requirement on intention and a tight conceptual connection between intention and intentional action. More specifically, it speaks in favor both of the view that "S intends to A" entails "S believes that he (probably) will A" and of the thesis that "S intentionally A-ed" entails "S intended to A." So, at least, proponents of these ideas often claim or assume, and with appreciable justification. The conjunction of these two ideas, however, has some (...) highly counterintuitive implications. This suggests that a certain skepticism about the coherence of ordinary usage of "intention" may be salutary. Fortunately, the skeptic need not abandon the quest for understanding. Much can be gleaned from a careful investigation of the functions attributed to intention in the literature. In this paper, I argue that the capacity of intention to do the work that the literature assigns it does not depend upon intentional A-ing's entailing intending to A, nor upon there being a strong belief constraint on intention, nor even a certain relatively weak belief constraint. I also develop an account of the features of intention in virtue of which it is capable of doing this work. This account provides the core of an adequate conception of intention. Toward the end of the paper, I briefly motivate acceptance of a modest belief requirement on non-functional grounds. (shrink)

My goal is to define intending. I defend the view that believing and desiring something are necessary for intending it. They are not sufficient, however, for some things we both expect and want (e.g., the sun to rise tomorrow) are unintendable. Restricting the objects of intention to our own future actions is unwarranted and unhelpful. Rather, the belief involved in intending must be based on the desire in a certain way. En route, I argue that expected but unwanted consequences are (...) not intended, examine the two senses of "desire," distinguish intending from being willing, and relate intending to a variety of other propositional at? titudes.
