SummaryNeither an infant one week old nor a snail is a rational creature. If the infant survives long enough, he will probably become rational, while this is not true of the snail. If we like, we may say of the infant from the start that he is a rational creature because he will probably become rational if he survives, or because he belongs to a species with this capacity. Whichever way we talk, there remains the difference, with respect to rationality, (...) between the infant and the snail on one hand, and the normal adult person on the other; this difference is discussed here.The difference consists, it is argued, in the having of propositional attitudes such as belief, desire, intention and shame. This raises the question how to tell when a creature has propositional attitudes; snails, we may agree, do not, but how about dogs or chimpanzees? The question is not empirical; the question is what sort of empirical evidence is relevant to deciding when a creature has propositional attitudes.It is next contended that language is a necessary concomitant of any of the propositional attitudes. People often sincerely assert or judge one thing (for example, that all the races are intellectually equal) while at the same time being disposed to act in a way evidently quite contrary to the espoused attitude (for example, in a way that seems to suggest an implicit assumption of the intellectual superiority of their own race). Such cases should be regarded as ‘in-between’ cases of believing, in which it's neither quite right to ascribe the belief in question nor quite right (...) to say that the person lacks the belief. In this paper, I develop a neglected puzzle for the moral realist. I then canvass some potential responses. Although I endorse one response as the most promising of those I survey, my primary goal is to make vivid how formidable the puzzle is, as opposed to offering a definitive solution.

To assert something is to perform a certain kind of act. This act is different in kind both from other speech acts, like questions, requests, commands, promises, and apologies, and from acts that are not speech acts, like toast buttering and inarticulate yodeling. My question, then is this: what features of an act qualify it as an assertion, and not one of these other kinds of act? To focus on a particular example: in uttering “Bill will close the window,” one (...) might be practicing English pronunciation, asserting that Bill will close the window, or requesting that Bill close the window. What makes it the case that one is doing one of these and not another? (shrink)

It is widely believed that we ought not to criticize others for wrongs that we ourselves have committed. The author draws out and challenges some of the background assumptions about the practice of criticism that underlie our attraction to this claim, such as the tendency to think of criticism either as a social sanction or as a didactic intervention. The author goes on to offer a taxonomy of cases in which the moral legitimacy of criticism is challenged on the grounds (...) that the critic him- or herself engages in the behavior that he or she criticizes in others. The author argues that, in each type of case, the would-be critics should not constrain their participation in moral discourse on the grounds that they are not themselves innocent of the wrongdoing they criticize in others. It is commonly claimed that reliance upon moral testimony is problematic in a way not common to reliance upon non-moral testimony. This chapter provides a new explanation of what the problem consists in—one that enjoys advantages over the most widely accepted explanation in the extant literature. The main theses of the chapter are as follows: that many forms of normative deference beyond the moral are problematic, that there is a common explanation of the problem with all of these forms of (...) deference—an explanation that is based on the connection between the relevant judgments and desire-like attitudes, and that this explanation is compatible with moral realism. A person sometimes forms moral beliefs by relying on another person''s moral testimony. In this paper I advance a cognitivist normative account of this phenomenon. I argue that for a person''s actions to be morally good, they must be based on a recognition of the moral reasons bearing on action. Morality requires people to act from an understanding of moral claims, and consequently to have an understanding of moral claims relevant to action. A person sometimes fails to meet this requirement (...) when she relies on another person''s moral testimony, and so there are moral limits on such reliance. (shrink)

Theoreticians of deliberative democracy have sometimes found it hard to relate to the seemingly contradictory experimental results produced by psychologists and political scientists. We suggest that this problem may be alleviated by inserting a layer of psychological theory between the empirical results and the normative political theory. In particular, we expose the argumentative theory of reasoning that makes the observed pattern of findings more coherent. According to this theory, individual reasoning mechanisms work best when used to produce and evaluate arguments (...) during a public deliberation. It predicts that when diverse opinions are discussed, group reasoning will outperform individual reasoning. It also predicts that individuals have a strong confirmation bias. When people reason either alone or with like-minded peers, this confirmation bias leads them to reinforce their initial attitudes, explaining individual and group polarization. We suggest that the failures of reasoning are most likely to be remedied at the collective than at the individual level. (shrink)

Jerry Gaus is the most important philosopher of public reason since John Rawls. His path-breaking work on this topic has deeply influenced a large group of moral and political philosophers, a group to which I happily belong. In this short paper I examine one feature of the account developed in his incredibly rich and illuminating book, The Order of Public Reason.Gaus (2011), cited hereafter as OPR. I argue Gaus’s theory struggles to resolve a crucial question: how can we be confident (...) that public reason will yield a set of moral rules whose content is minimally acceptable?Gaus’s viewGiven pervasive disagreement about morality, how can we engage in the practice of morality—making demands on others and frequently enforcing those demands with coercive threats—in a way that also manages to respect others as free and equal interpreters of morality? No one in philosophy has paid much attention to the virtue of honesty in recent years. Here is a trait for which it is easy to find consensus that it is a virtue, and furthermore, a very important virtue. It also has obvious relevance to what we see going on in contemporary politics, for instance, or in sports, the entertainment world, and education. Yet as far as I can tell, only one article in a philosophy journal has appeared in several (...) decades which discusses this virtue at any length. -/- In this chapter I have two central aims: (i) to sketch some of the conceptual parameters of the virtue of honesty in general, as well as its subordinate virtues, and then (ii) to draw on leading work in psychology to determine, at least in a preliminary way, whether we should think that most people instantiate this virtue or not. What is it for a speech-act to be sincere? A very tempting answer, defended by John Searle and others, is that a speech-act is sincere just in case the speaker has the state of mind it expresses. I argue that we should instead hold that a speech-act is sincere just in case the speaker believes that she has the state of mind she believes it expresses (Sections 1 and 2). Scenarios in which speakers are deluded about their own states of (...) mind play an important role in arguing for this account. In the course of developing this account I also explore how it might make good use of the often neglected distinction between insincerity and mere non-sincerity (Section 2). After defending and developing my positive proposal, I explore its implications for debates over expressivism in meta-ethics (Sections 3 and 4). (shrink)

What is it for a speech act to be sincere? The most common answer amongst philosophers is that a speech act is sincere if and only if the speaker is in the state of mind that the speech act functions to express. However, a number of philosophers have advanced counterexamples purporting to demonstrate that having the expressed state of mind is neither necessary nor sufficient for speaking sincerely. One may nevertheless doubt whether these considerations refute the orthodox conception. Instead, it (...) may be argued, they expose other ways of elucidating sincerity in speech. “Sincerity in speech” is ambivalent between a number of different conceptions. Against this background this paper presents two alternative conceptions, viz., Sincerity as Spontaneity and Sincerity as Presenting Oneself as one takes Oneself to be and develops a third conception which we may call Sincerity as a Communicative Virtue. This conception emphasizes the speaker’s intention in communicating her attitudes and the need to be properly justified in saying what one does. (shrink)

The dominant route to nondescriptivist views of normative and evaluative language is through the expressivist idea that normative terms have distinctive expressive roles in conveying our attitudes. This paper explores an alternative route based on two ideas. First, a core normative term ‘ought’ is a modal operator; and second, modal operators play a distinctive nonrepresentational role in generating meanings for the statements in which they figure. I argue that this provides for an attractive alternative to expressivist forms of nondescriptivism about (...) normative language. In the final section of the paper, I explore ways it might be extended to evaluative language. (shrink)

In the attempt to understand the norms governing believers, epistemologists have tended to focus on individual belief as the primary object of epistemic evaluation. However, norm governance is often assumed to concern, at base, things we can do as a free exercise or manifestation of our agency. Yet believing is not plausibly conceived as something we freely do but rather as a state we are in, usually as the mostly automatic or involuntary result of cognitively processes shaped by nature, bias, (...) and ideology. In this paper, I sketch a response to this tension. This response is based on rejecting the traditional theoretical focus on an individual’s particular beliefs as the primary object of normative epistemic evaluation. If we shift our focus from the particular beliefs of individuals to the community and its information managing practices, we may lessen the tension between norm governance and automaticity and involuntariness in a way that construes autonomous cognitive agency as a resultant of rather than a precondition for our norm-governed epistemic sociality. The practice of ascribing dispositions of communicative truthfulness to others is necessary if language-use is to be effective. In this article, through a phenomenological analysis of everyday judgments about the sincerity and honesty of others, the author shows that, in learning to employ these two distinct concepts correctly, users of language are learning that communicative truthfulness is morally significant insofar as it manifests fairness (in the case of honesty) and the goods of affective human connectedness (in the case of sincerity). In so doing, the author identifies important evaluative differences between sincerity and honesty and provides a substantive explanation for how our lived presumption about the communicative truthfulness of others is possible.
