This article summarizes the recommendations concerning robotics as issued by the Commission for the Ethics of Research in Information Sciences and Technologies (CERNA), the French advisory commission for the ethics of information and communication technology (ICT) research. Robotics has numerous applications in which its role can be overwhelming and may lead to unexpected consequences. In this rapidly evolving technological environment, CERNA does not set novel ethical standards but seeks to make ethical deliberation inseparable from scientific activity. To believe that every single scientist ought to be individually engaged in ethical thinking in order for science to be responsible at a collective level may be too demanding, if not plainly unrealistic. In fact, ethical labor is typically distributed across different kinds of scientists within the scientific community. Based on the empirical data collected within the Horizon 2020 ‘RRI-Practice’ project, we propose a classification of the members of the scientific community depending on their engagement in this collective activity. Our (...) classification offers, on the one hand, a model of how the ethical aspects of science are taken into consideration by scientists and, on the other, some indications on how to institutionalize ethics in science. In my talk I would like to discuss a topic concerning the idea of the mental experience as an experiment in the transcendental philosophy. One can see a big difference between two branches of knowledge: humanitarian sciences and „exact“ sciences. The main difference consists in the fact that the experimental dates of the exact sciences can be verified by other researchers, but the mental dates in the mind of one humanitarian researcher cannot be repeated in the mind of another. It (...) allows for the skeptics to say that the humanitarian sciences cannot be a real science. The modern German philosopher Lambert Wiesing asserts that in the field of transcendental philosophy we have something like an experience in the usual sciences. It is called the „eidetic variation“ (eidetische Variation). Three principles of the method are of great value. They are: self-reflection, phantasy, and self-clarification. In my report I am going to, firstly, clarify the principles of „eidetic variation“ in Husserl’s phenomenology, and secondly relate this to the methods found in German transcendental Idealism. I see three interpretations of the term „eidetic variation“: as a synonym of the transcendental reduction, as achieving an eidos of the thing and the transcendental ego itself, and as something that can be held in a phantasy. The same method is used in German idealism (by Fichte for example). The main outcome of my talk should be, that if we accept an „eidetic variation“ as a transcendental method, we can explain, or at least have the chance, how to build the abstract category and understand such abstract items like beauty and general philosophical notions. A genesis of the ideas concerning Husserl’s concepts of time and reflective structure of consciousness is analysed in this article. There will be taken into account in the article three main texts: ”Vorlesungenzur Phanomenologie des inneren Zeitbewusstseins”, ”Bernauer Manuskripte” and ”C-Manuskripte”. Next topics will be discussed: reflexive structure of consciousness as genetic problem, Ego as an emanate cen-ter of time construction, possibility of the achievement of hyletical, non-reflexive consciousness structure.

In praktischem Sinn handelt es sich dabei um die Beziehung zwischen Menschen (Subjekten). Was alltäglich nicht zu beweisen ist, bildet auf theoretischer Ebene ein grundsätzliches Problem: Wer sind die Subjekte der Intersubjektivität? Auf welche Weise, mit welchem Recht und mit welcher Methode kann man einen Bezug zwischen diesen Subjekten rechtfertigen? Alexei Krioukov geht detailliert auf diese (...) This essay examines the quantitative aspects of Greco-Roman science, represented by a group of established disci¬plines, which since the fourth century BC were called mathēmata or mathē¬ma¬tikai epistē¬mai. In the group of mathēmata that in Antiquity normally comprised mathematics, mathematical astronomy, harmonics, mechanics and optics, we have also included geography. Using a dataset based on The Encyclopaedia of Ancient Natural Scientists, our essay considers a community of mathēmatikoi (as they called themselves), or ancient scientists (as they are defined for the (...) purposes of the present paper) from a sociological point of view, focusing on the size of the scientific population known to us and its disciplinary, temporal and geographical distribution. A diachronic comparison of neighboring and partly overlapping communities, ancient scientists and philosophers, allows the pattern of their interrelationship to be traced. An examination of centers of science throughout ancient history reveals that there were five major centers – Athens, Alexandria, Rhodes, Rome and Byzantium/Constantinople – that appear and replace one another in succession as leaders. These conclusions serve to reopen the issue of the place of mathēmata and mathēmatikoi in ancient society. (shrink)

Representing species-specific proteins and protein complexes in ontologies that are both human and machine-readable facilitates the retrieval, analysis, and interpretation of genome-scale data sets. Although existing protin-centric informatics resources provide the biomedical research community with well-curated compendia of protein sequence and structure, these resources lack formal ontological representations of the relationships among the proteins themselves. The Protein Ontology (PRO) Consortium is filling this informatics resource gap by developing ontological representations and relationships among proteins and their variants and modified forms. Because (...) proteins are often functional only as members of stable protein complexes, the PRO Consortium, in collaboration with existing protein and pathway databases, has launched a new initiative to implement logical and consistent representation of protein complexes. We describe here how the PRO Consortium is meeting the challenge of representing species-specific protein complexes, how protein complex representation in PRO supports annotation of protein complexes and comparative biology, and how PRO is being integrated into existing community bioinformatics resources. Various approaches have emerged over the last several decades to meet the challenges and complexities of anticipating and responding to the potential impacts of emerging technologies. Although many of the existing approaches share similarities, they each have shortfalls. This paper takes as the object of its study Anticipatory Ethics for Emerging Technologies (ATE) to technology assessment, given that it was formatted to address many of the privations characterising parallel approaches. The ATE approach, also in practice, presents certain areas for retooling, (...) such as how it characterises levels and objects of analysis. This paper results from the work done with the TechEthos Horizon 2020 project in evaluating the ethical, legal, and social impacts of climate engineering, digital extended reality, and neurotechnologies. To meet the challenges these technology families present, this paper aims to enhance the ATE framework to encompass the variety of human processes and material forms, functions, and applications that comprise the socio-technical systems in which these technologies are embedded. The Protein Ontology (PRO) provides a formal, logically-based classification of specific protein classes including structured representations of protein isoforms, variants and modified forms. Initially focused on proteins found in human, mouse and Escherichia coli, PRO now includes representations of protein complexes. The PRO Consortium works in concert with the developers of other biomedical ontologies and protein knowledge bases to provide the ability to formally organize and integrate representations of precise protein forms so as to enhance accessibility to results of protein (...) research. The Protein Ontology (PRO) web resource provides an integrative framework for protein-centric exploration and enables specific and precise annotation of proteins and protein complexes based on PRO. Functionalities include: browsing, searching and retrieving, terms, displaying selected terms in OBO or OWL format, and supporting URIs. In addition, the PRO website offers multiple ways for the user to request, submit, or modify terms and/or annotation. We will demonstrate the use of these tools for protein research and annotation.

The study delves into the foreign policy plans of Alexei Navalny, the Russian politician who is currently commonly regarded as the most prominent opposition leader and the sole plausible alternative to Vladimir Putin. Drawing on his interviews, public speeches, media publications and electoral manifestos, the author analyses his foreign policy views alongside three topics, that is, Russia’s policies towards disputed lands and states in the post-Soviet area (Crimea, Donbas, Abkhazia, South Ossetia, Transnistria), the country’s foreign policy orientation and priorities (...) (especially regarding relations with the West) and assessment of the Putin regime’s foreign policy. Following this, the author speculates on the likely foundations of Russia’s foreign policy under Navalny’s possible presidency and their implications for the West. (shrink)

This article argues that shareholder primacy cannot be defended on the grounds that there is something special about the position of shareholders that grounds a right to preferential treatment on part of management. The notions of property and contract, traditionally thought to ground such a right, are now widely recognized as incapable of playing that role. This leaves shareholder theorists with two options. They can either abandon the project of arguing for their view on broadly deontological grounds and try to (...) advance consequentialist arguments instead, or they can search for other morally relevant properties that could ground shareholder rights. The most sustained argument in the latter vein is Marcoux’s attempt to show that the vulnerability of shareholders mandates that managers are their fiduciaries. I show that this argument leads to the unacceptable conclusion that it would be unethical for corporations to make incomplete contracts with nonshareholding stakeholders. (shrink)

One of the mains challenges of biosemiotics is ‘to attempt to naturalize biological meaning’ [Sharov & all 2015]. That challenge brings to look at a possible evolutionary thread for biosemiotics based on meaning generation for internal constraint satisfaction, starting with a pre-biotic entity emerging from a material universe. Such perspective complements and extends previous works that used a model of meaning generation for internal constraint satisfaction (the Meaning Generator System) [Menant 2003a, b; 2011]. We propose to look at such (...) an evolutionary thread for biosemiotics in three steps. The first step presents the proposed emergence of a pre-biotic entity as a far from thermodynamic equilibrium volume constrained to maintains its status [Menant 2015]. Such constraint dependence introduces natural links with teleology and with meaning generation. It also introduces perspectives for evolutionary origins of agency, self, and autonomy, coming in addition to other biosemiotic perspectives [Tønnessen, 2015]. The next step recalls the MGS as being a system approach linking the agent containing it to its environment and bringing to the agent a control from within. We apply the MGS to animal life. Relations with the Umwelt, with constructivism and with the Peircean triadic approach are highlighted. The last step of the thread brings the evolution of life up to humans where specificities related to human mind have to be taken into account. Among them is self-consciousness for which an existing evolutionary scenario introduces anxiety management as a foundational human constraint [Menant, 2014]. We link that scenario to the evolutionary thread because it introduces specific human constraints and is based on the evolution of meaningful representations. A conclusion summarizes the steps of the proposed evolutionary thread. More work is needed on that subject. Possible continuations are introduced. (shrink)

A methodological model of origin and settlement of theory-choice situations (previously tried on the theories of Einstein and Lorentz in electrodynamics) is applied to modern Theory of Gravity. The process of origin and growth of empirically-equivalent relativistic theories of gravitation is theoretically reproduced. It is argued that all of them are proposed within the two rival research programmes – (1) metric (A. Einstein et al.) and (2) nonmetric (H. Poincare et al.). Each programme aims at elimination of the cross-contradiction between (...) the special theory of relativity and Newton’s theory of gravitation. New arguments in favor of Einstein’s programme are given. Nevertheless, this does not imply the necessity to rule out all the nonmetric theories, since Einstein’s and Poincare’s programmes are alternative only as different tools of the cross-contradiction elimination. In the other respects these programmes are complementary: description, explanation and prediction of gravitational experimental data entails the usage of the languages of nonmetric theories as well as of metric ones. The part of the present investigation elucidating the necessity of nonmetric theories is an implementation of the ideas of A.Z. Petrov, the founder of Kazan University Relativity Department. Late Alexei Zinovievich had frequently punctuated that the notion of Riemann space-time continuum common for all metric theories obfuscates all the gravitational notions considerably and hampers the analogies with other physical theories at hand. Since the ambiguity is a hallmark of all the general relativism notions, approach to their definitions “should be determined not by analogies and contingent facts, but by general considerations linked the physical measurements theory… No matter how far the events lie out of the frames of classical physical explanations, all the experimental data should be described by classical notions” (Petrov, 1965,pp. 59,66). This essay is my critical review of Al Gini and Alexei Marcoux’s fine text, The Ethics of Business. Unlike most business ethics texts, Gini/Marcoux recognize that most businesses are small, and that business is not inherently immoral and always in need of reform. And they put their focus on using ethical theory to find action-guiding principles to help guide business behavior. Moreover, they adopt the Schumpeterian view that business is an entrepreneurial activity—one that not merely executes transactions, but seeks (...) them out. I critically probe a number of issues with their book such as their reliance upon virtue ethics as their main ethical theory, and their view that trust plays an overwhelming role in business.
