L’une des fonctions des institutions publiques des démocraties libérales est de formuler des recommandations à l’attention des décideurs. Or, les institutions publiques savent que leurs recommandations seront souvent ignorées en partie par le décideur. Cette situation de « conformité partielle » aux recommandations soulève plusieurs problèmes de nature philosophique pour les institutions. En nous appuyant sur une analyse de 570 recommandations tirées de 40 documents et rapports du secteur public québécois, nous identifions deux enjeux entourant la structure des recommandations issues (...) du secteur public. One of the key responsibilities of public institutions in liberal democracies is to formulate recommendations for decision makers. However, public institutions realize that decision makers will often partly ignore their recommendations. This situation of “partial compliance” with recommendations raises a number of philosophical issues for institutions. Based on an analysis of 570 recommendations drawn from 40 Quebec public-sector documents and reports, we identify two issues surrounding the structure of public-policy recommendations.

Размерности дизайна определены для различных характеристик делиберации: назначения, целевой аудитории, разобщенности участников в пространстве и во времени, (...) среды коммуникации и организации делиберативного процесса. После краткого обзора критериев оценки вариантов дизайна рассматриваются эмпирические данные, соотносящиеся с каждым из вариантов. Эффективность онлайн-делиберации зависит от того, насколько условия коммуникации соотносятся с заданиями делиберации. Компромиссы, как, например, между анонимным или идентифицируемым участием, предполагают различные дизайны в зависимости от цели делиберации и состава участников. For the modern model of the market there are inherent existence of both a set of possibilities and a large number of hazards that are waiting for economic agents and which are generated by the need to make decisions in the conditions of considerable uncertainty about the future. Liquidity risk is one of the central places in the system of bank risks, is closely related to solvency and financial stability, and therefore its management is an extremely important element of financial (...) management of the bank. This paper is devoted to the consideration of theoretical approaches to the management of bank liquidity risks, as well as understanding the risk of unbalanced liquidity and its place in the system of bank risks. In the course of the study, the essence of the concepts of uncertainty, risk as such, economic risk and its varieties, including banking is gradually clarified. We offer our own definition of "bank risk" and describe its essence. Based on the understanding of the concepts of bank risks, liquidity balance, bank liq uidity, the essence of the risk of unbalanced liquidity is disclosed, its characteristics and main aspects of management are determined. In determining the risk of liquidity as a probability of a future state, when the bank may suffer losses due to the imbalance of demand for liquidity and availability at a certain point in time, we believe that the essence of liquidity management is reduced to the maximum balance of demand for liquid assets and their actual availability in a certain moment of time using special tools. Our paper also reveals the mechanism of information influence on bank liquidity and its leading role in liquidity risk management processes. Moreover, the paper discloses the conceptual constituents of organizational support for bank liquidity risk management. (shrink)

We analyzed remarkable stories linked to the famous Anatoly Vlasov equations in plasma physics. Their creation, modification, and application are interesting from a scientific viewpoint. We also show the relations between those equations dealing with electromagnetism and analogous Jeans equations describing, in particular, gravitational instability in astrophysics. The second half of the essay is devoted to the controversies and political struggle in Soviet (before 1991) and Russian (after 1991) physical communities related to Vlasov’s personality, career, and posthumous recognition. Rita Widmaier and Malte-Ludolf Babin have done a valuable scholarly service for studies of the early modern European reception of China in collecting letters from Leibniz's extensive correspondence concerning China and translating them from the original Latin and French into German. This multi-lingual and chronologically organized edition gathers letters to and from Leibniz as well as supplementary texts composed between the years 1694 and 1716. Presentamos lo básico de la teoría relativista de la gravitación, con la inclusión de textos originales, de varios papeles, publicados entre 1987 y 2009, por sus autores: S. S Gershtein, A. A Logunov, Yu. M Loskutov y M. A Mestvirishvili junto con las introducciones, resúmenes y conclusiones elaborados por el autor de este papel. Esta es una teoría gauge, compatible con las teorías de la física cuántica de las fuerzas electromagnética, débil y fuerte, que define la gravedad como la cuarta (...) fuerza existente en la naturaleza, como campo estático dotada de la partícula transmisora del gravitón virtual de espines 2 y 0, dentro del espíritu del principio de relatividad de Galilei, en su generalización de la relatividad especial de Poincaré que le permitió a los autores la universalización de que las leyes físicas de la naturaleza se cumplen con independencia de los marcos de referencia donde se apliquen. Based on the Russian school of Logunov and others, with the contribution of Tom van Flandern, and his previous works on space-time, gravitational waves and speed of the gravity, the author discusses the theory of the time-space fluid that results from the supposed gravitational waves that would have detected LIGO, and reaffirms the space-time as a structural geometric property of the dynamic matter (radiation, matter and quantum vacuum), now with the strong argument that without escape, in an unnatural way, the (...) physicists and philosophers of science confer the conception of the author to that ridiculous material-space-time, while depriving Matter, of the intrinsic space-time. In addition, he warns about the conceptual contradiction existing between NASA and Caltech over gravitational waves, being absurd the concept of Caltech, operator of LIGO, since gravitational waves would propagate in five non-detectable dimensions. NASA valiant and validly recognizes that they would be waves of space; therefore, there are no space-time waves that correspond to gravitational waves that, according to the great current of relativistic physicists, would exist. Finally, the author reaffirms that the quadrupole waves detected by LIGO are waves of the quantum vacuum. (shrink)
