This paper argues that epistemic errors rooted in group- or identity- based biases, especially those pertaining to disability, are undertheorized in the literature on medical error. After sketching dominant taxonomies of medical error, we turn to the field of social epistemology to understand the role that epistemic schemas play in contributing to medical errors that disproportionately affect patients from marginalized social groups. We examine the effects of this unequal distribution through a detailed case study of ableism. There are four primary (...) mechanisms through which the epistemic schema of ableism distorts communication between nondisabled physicians and disabled patients: testimonial injustice, epistemic overconfidence, epistemic erasure, and epistemic derailing. Measures against epistemic injustices in general and against schema-based medical errors in particular are ultimately issues of justice that must be better addressed at all levels of health care practice. To improve oneself and grow professionally, career development has been found to be crucial, as it serves as a roadmap for the professional growth of employees. However, a barrier, known as the glass ceiling, hinders the progress of employees, especially those in the LGBTQIA+ community. This study explores the impact of the glass ceiling on the career development of selected LGBTQIA+ individuals, shedding light on the barriers faced by this community in the workplace. The researchers used a qualitative multiple-case study (...) and selected ten (10) LGBTQIA+ participants from large enterprises via the judgmental sampling technique. Through thematic analysis, psychological impact, workplace discomfort, lack of recognition, and career progress challenges emerged as the impacts of the glass ceiling on the participants. Strategies for overcoming glass ceiling barriers, such as resilience, self-reflection, and community support, are identified. Thus, the study found that glass ceilings are really evident in the context of businesses. With this, the proposed advocacy plan in the study suggests interventions like workplace inclusion training, mentorship networks, and seminars on employee rights. Furthermore, it emphasizes the call for ongoing research and advocacy efforts to dismantle barriers and cultivate workplaces that not only embrace diversity but also provide equitable opportunities for career growth. The COVID-19 pandemic paved the way for the emergence of the Boys’ Love (BL) theme and genre throughout various media platforms, causing disruptive visibility to the narratives and representation of gays (Andrada in an interview by Antonio, 2021; Ting, 2020). This disruption may have started a dialogue in social media, but this dialogue was only a limited attempt given that most of the discussions have stereotypical representations of gay men (Celso, 2020). This study analyzes how humor was applied in the (...) online comic, SariSari Story, and how humor is used in the portrayal of the gay characters in this online comic. The analysis uses Grice’s (2012) pragmatic framework of conversational maxims: quality, quantity, manner, and relation. Humor was indicated in the non-observance of one or more maxim(s), which, then, caused the implicatures. The study found that the most non-observed maxims were quantity, manner, and relation. The prominent type of humor present in the comic was the Freudian slip, where the slips contained sexual metaphors mostly associated with the characters’ sexual desires towards each other. As an example of the BL genre, the Sari-Sari Story online comic stereotyped its presentation of gay characters as hypersexual in their relationships with each other. In this, it deviated from the conventions of the Pinoy BL present in the mainstream media. (shrink)

Any plausibly just market exchange must balance two conflicting moral considerations: non-worseness (Wertheimer, 1999) and euvoluntariness (true voluntariness; Munger, 2011). We propose an analytical theory of just market exchange that partly resolves this conflict.

Emotions are an integral part of human cognition and they guide not only our understanding of the world but also our actions within it. As such, whether we soothe or flame an emotion is not inconsequential. Recent work in conversational AI has focused on responding empathetically to users, validating and soothing their emotions without a real basis. This AI-aided emotional regulation can have negative consequences for users and society, tending towards a one-noted happiness defined as only the absence of "negative" (...) emotions. We argue that we must carefully consider whether and how to respond to users' emotions. (shrink)

This paper explores the ways in which Cordwainer Smith’s short story “Under Old Earth” problematizes emotions, who/what has them, and who/what is granted moral status. Most importantly, however, “Under Old Earth” questions the primacy of happiness in human society, especially where happiness is understood as the absence of other (negative) emotions. As such, “Under Old Earth” challenges the notion, widely held in contemporary ethics, that our moral obligation to one another is mediated through the goal of the attainment of happiness. (...) Through this challenge, Smith’s short story speaks directly to the current understanding of emotion in the field of AI, and complicates what the goal of affective computing should be. (shrink)

Most of us are either philosophically naïve scientists or scientifically naïve philosophers, so we misjudged Schrödinger’s “very burlesque” portrait of Quantum Theory (QT) as a profound conundrum. The clear signs of a strawman argument were ignored. The Ontic Probability Interpretation (TOPI) is a metatheory: a theory about the meaning of QT. Ironically, equating Reality with Actuality cannot explain actual data, justifying the century-long philosophical struggle. The actual is real but not everything real is actual. The ontic character of the Probable (...) has been elusive for so long because it cannot be grasped directly from experiment; it can only be inferred from physical setups that do not morph it into the Actual. In this Part III, Born’s Rule and the quantum formalism for the microworld are intuitively surmised from instances in our macroworld. The posited reality of the quanton’s probable states and properties is probed and proved. After almost a century, TOPI aims at setting the record straight: the so-called ‘Basis’ and ‘Measurement’ problems are ill-advised. About the first, all bases are legitimate regardless of state and milieu. As for the second, its premise is false: there is no need for a physical ‘collapse’ process that would convert many states into a single state. Under TOPI, a more sensible variant of the ‘measurement problem’ can be reformulated in non-anthropic terms as a real problem. Yet, as such, it is not part of QT per se and will be tackled in future papers. As for the mythical cat, the ontic state of a radioactive nucleus is not pure, so its evolution is not governed by Schrödinger’s equation – let alone the rest of his “hellish machine”. Einstein was right: “The Lord is subtle but not malicious”. However, ‘The Lord’ turned out to be much subtler than what Einstein and Schrödinger could have ever accepted. Part IV introduces QR/TOPI: a new theory that solves the century-old problem of integrating Special Relativity with Quantum Theory [1]. (shrink)

Ignited by Einstein and Bohr a century ago, the philosophical struggle about Reality is yet unfinished, with no signs of a swift resolution. Despite vast technological progress fueled by the iconic Einstein/Podolsky/Rosen paper (EPR) [1] [2] [3], the intricate link between ontic and epistemic aspects of Quantum Theory (QT) has greatly hindered our grip on Reality and further progress in physical theory. Fallacies concealed by tortuous logical negations made EPR comprehension much harder than it could have been had Einstein written (...) it himself in German. EPR is plagued with preconceptions about what a physical property is, the 'Uncertainty Principle', and the Principle of Locality. Numerous interpretations of QT vis à vis Reality exist and are keenly disputed [4] [5] [6] [7] [8] [9] [10] [11]. This is the first of a series of articles arguing for a novel physical interpretation I call ‘The Ontic Probability Interpretation’ (TOPI). A gradual explanation of TOPI is given intertwined with a meticulous logico-philosophical scrutiny of EPR, with Part I focusing on the meaning of Einstein’s ‘incompleteness’ claim for QT: a conceptual confusion, a preconception about Reality, and a flawed dichotomy are shown to be severe obstacles for the EPR argument to succeed. Part II completes the analysis, proving EPR claim of ‘incompleteness’ for QT is fallacious [12]. Part III further develops TOPI, while scrutinizing the mythical ‘Schrödinger’s Cat’, as well as the ‘Basis’ and ‘Measurement’ pseudo-problems [13]. After identifying in Part I [1] a conceptual confusion (TCC), a Reality preconception (TRP1), and a fallacious dichotomy (TFD), the famous EPR/EPRB [2] [3] [4] [5] [6] argument for correlated ‘particles’ is now studied in the light of the Ontic Probability Interpretation of Quantum Theory (QT/TOPI). Another Reality preconception (TRP2) is found, showing that EPR used and ignored QT predictions in a single paralogism. Employing TFD and TRP2, EPR unveiled a contradiction veiled in its premises. By removing nonlocality from QT’s (...) Ontology [1] by fiat, EPR preordained its incompleteness. The Petitio Principii fallacy was at work from the outset. Einstein surmised the proper solution to his incompleteness/nonlocality dilemma in 1949 [7], but never abandoned his philosophical stance [8]. It is concluded that there are no definitions of Reality: we have to accept that Reality may not conform to our prejudices and, if an otherwise successful theory predicts what we do not believe in, no gedankenexperiment will help because our biases may slither through. Only actual experiments could assist in solving Einstein’s dilemma, as has been proven in the last 50 years. Notwithstanding, EPR is one of the most influential papers in history and has immensely sparked both conceptual and technological progress. Part III of this series further develops QT/TOPI, while scrutinizing the mythical ‘Schrödinger’s Cat’, as well as the ‘Basis’ and ‘Measurement’ pseudo-problems [9]. Globalisation has brought immense changes to the national and international economic structure. The digital revolution and ICT expansion positively impacted the sharing economy development. In this regard, the most avant-garde countries in sharing economy seem to be the advanced countries. However, transitory countries such as Albania are making satisfactory progress as well. While being part of some global cases of sharing economy, Albania is also experiencing domestic incentives related with. The sectors involved in sharing economy are affiliated to different domains, (...) including agriculture, tourism, healthcare, transportation, etc. Albania strongly embraced technology because of its relatively young population and the flexible education system adopting to the market needs. The Albanian government is doing well on the promotion and usage of public platforms, which are supportive of the sharing concept. Although not specifically for the sharing economy, the government of Albania has released some useful strategic plans to embed the necessary instruments and infrastructure to digitalisation. However, there is more to do for sharing economy in specific terms. The collaboration of three actors, businesses-academia-government, would bring to the Albanian market new capacities and additional added values. (shrink)

Aided by Michel Foucault’s concept of panopticon and a discussion on the function of fairy tales and modern fiction, this paper aims to deal with the question: If human beings truly are civilized, then why do we glorify the Other in our literature? History has shown that human beings have been forming and developing societies for thousands of years. This development also constantly shows that societies have been dealing with or acting upon violent impulses in order to produce a certain (...) level of normalcy; and considering how modern societies have relied upon surveillance and discipline to produce normalization, we could say that this process of production of the normal would also produce the unacceptable non-normal, the Other. However, from the fairy tales to the more modern forms of fiction, we keep on finding this paradox: the portrayal of the non-normal Other to the point of acceptability. (shrink)

For philosophy to criticize the concept of reality requires self-criticism. Throughout history many thinkers that have systematized a critique of both reality and philosophy. In this article we will analyze the Kantian and Hegelian systems by showing the failure in their respective critique to exercise sufficient self-criticism, resulting in unfinished critiques. Going a step further, Tanabe’s proposal was to plunge philosophy into a kind of «absolute disruption» that would drive thought beyond itself by means of an absolute critique in which (...) being and nothingness are seen to interpenetrate each other, thus opening up the possibility of positing absolute nothingness as «a foundation that is not a foundation.». Quality education needs quality teachers to achieve success. Thus, this study determined the factors related to the teachers’ performance in delivering the K to 12 Curriculum in the Narra del Sur district, Palawan, Philippines. A descriptive-correlational research design was employed, with a sample of 132 randomly selected public elementary teachers. The study used frequency counts and percentages, arithmetic mean and standard deviation, and Spearman’s rho to analyze and draw conclusions from the data. The findings revealed a correlation between the respondents’ (...) age and their utilization of teaching materials and ICT. The number of pupils taught was correlated with teachers’ commitment, while number of pupils taught, position, highest educational attainment, and length of service were related to the respondents’ performance. The main problem encountered by the respondents was excessive workloads, paperwork, and reports. To solve the problem teachers encountered in delivering the K to 12 Curriculum, the respondents preferred preparing a work plan and allocating time to daily and weekly tasks to avoid excessive workloads. These results may aid policymakers and curriculum developers in the Department of Education to make relevant enhancements to the factors that affect teachers’ performance in curriculum delivery. Foucault para definir el concepto de relaciones de poder, y la propuesta de Fernán González en torno a la necesidad de un análisis multiescalar del poder y la violencia, con el fin de proponer una alternativa al análisis tradicional de las relaciones de poder en Colombia. -/- . In December 2013, the Nonhuman Rights Project (NhRP) filed a petition for a common law writ of habeas corpus in the New York State Supreme Court on behalf of Tommy, a chimpanzee living alone in a cage in a shed in rural New York (Barlow, 2017). Under animal welfare laws, Tommy’s owners, the Laverys, were doing nothing illegal by keeping him in those conditions. Nonetheless, the NhRP argued that given the cognitive, social, and emotional capacities of chimpanzees, Tommy’s confinement constituted (...) a profound wrong that demanded remedy by the courts. Soon thereafter, the NhRP filed habeas corpus petitions on behalf of Kiko, another chimpanzee housed alone in Niagara Falls, and Hercules and Leo, two chimpanzees held in research facilities at Stony Brook University. Thus began the legal struggle to move these chimpanzees from captivity to a sanctuary, an effort that has led the NhRP to argue in multiple courts before multiple judges. The central point of contention has been whether Tommy, Kiko, Hercules, and Leo have legal rights. To date, no judge has been willing to issue a writ of habeas corpus on their behalf. Such a ruling would mean that these chimpanzees have rights that confinement might violate. Instead, the judges have argued that chimpanzees cannot be bearers of legal rights because they are not, and cannot be persons. In this book we argue that chimpanzees are persons because they are autonomous. (shrink)

Anger, far from being only a personal emotion, often signals a breakdown in existing societal structures like the justice system. This does not mean we should uncritically submit to our angry impulses, but it does mean that anger can reveal larger issues in the world worthy of attention. If we banish anger from the socio-political landscape, we risk losing its insights. To defend that claim, I turn to a range of sources from ancient China and Greece—philosophy, poetry, drama, and political (...) theory—that depict and analyze anger in a variety of situations and people. My basic claim is not that anger is simply “good” or “bad” but rather that it helps reveal and clarify our values, often pointing us towards real situations deserving of our ethical scrutiny. I situate the project amidst ongoing debates in analytic philosophy of emotions and feminist philosophy, joining the conceptual precision and clarity of the former with the latter’s attention to lived experience. Such cross-cultural, multidisciplinary conceptual analysis of anger parochializes Aristotelian understandings of anger by introducing different types and functions of anger. What role does anger play, for example, in a minister rebuking the king in an ancient Chinese court? How do Greek sources depict female anger differently than male anger, and why? By using ancient and comparative sources, I show how deeply anger is shaped by particular cultural and social structures, whilst remaining recognizably anger. (shrink)

Large language models (LLMs) reflect societal norms and biases, especially about gender. While societal biases and stereotypes have been extensively researched in various NLP applications, there is a surprising gap for emotion analysis. However, emotion and gender are closely linked in societal discourse. E.g., women are often thought of as more empathetic, while men's anger is more socially accepted. To fill this gap, we present the first comprehensive study of gendered emotion attribution in five state-of-the-art LLMs (open- and closed-source). We (...) investigate whether emotions are gendered, and whether these variations are based on societal stereotypes. We prompt the models to adopt a gendered persona and attribute emotions to an event like 'When I had a serious argument with a dear person'. We then analyze the emotions generated by the models in relation to the gender-event pairs. We find that all models consistently exhibit gendered emotions, influenced by gender stereotypes. These findings are in line with established research in psychology and gender studies. Our study sheds light on the complex societal interplay between language, gender, and emotion. The reproduction of emotion stereotypes in LLMs allows us to use those models to study the topic in detail, but raises questions about the predictive use of those same LLMs for emotion applications. Emotions are a central aspect of communication. Consequently, emotion analysis (EA) is a rapidly growing field in natural language processing (NLP). However, there is no consensus on scope, direction, or methods. In this paper, we conduct a thorough review of 154 relevant NLP publications from the last decade. Based on this review, we address four different questions: (1) How are EA tasks defined in NLP? (2) What are the most prominent emotion frameworks and which emotions are modeled? (3) Is the (...) subjectivity of emotions considered in terms of demographics and cultural factors? and (4) What are the primary NLP applications for EA? We take stock of trends in EA and tasks, emotion frameworks used, existing datasets, methods, and applications. We then discuss four lacunae: (1) the absence of demographic and cultural aspects does not account for the variation in how emotions are perceived, but instead assumes they are universally experienced in the same manner; (2) the poor fit of emotion categories from the two main emotion theories to the task; (3) the lack of standardized EA terminology hinders gap identification, comparison, and future goals; and (4) the absence of interdisciplinary research isolates EA from insights in other fields. Our work will enable more focused research into EA and a more holistic approach to modeling emotions in NLP. (shrink)

In this brief, we argue that there is a diversity of ways in which humans (Homo sapiens) are ‘persons’ and there are no non-arbitrary conceptions of ‘personhood’ that can include all humans and exclude all nonhuman animals. To do so we describe and assess the four most prominent conceptions of ‘personhood’ that can be found in the rulings concerning Kiko and Tommy, with particular focus on the most recent decision, Nonhuman Rights Project, Inc v Lavery.

El Foro Global de Bioética en Investigación (GFBR por sus siglas en inglés) se reunió el 3 y 4 de noviembre en Buenos Aires, Argentina, con el objetivo de discutir la ética de la investigación con mujeres embarazadas. El GFBR es una plataforma mundial que congrega a actores clave con el objetivo de promover la investigación realizada de manera ética, fortalecer la ética de la investigación en salud, particularmente en países de ingresos bajos y medios, y promover colaboración entre países (...) del norte y del sur.a Los participantes en el GFBR provenientes de Latinoamérica incluyeron a eticistas, investigadores, miembros de comités de ética y representantes de autoridades sanitarias provenientes de Argentina, Brasil, Chile, Colombia, Ecuador, El Salvador, Guatemala, Honduras, Panamá, Perú, Nicaragua y la República Dominicana. Una legítima preocupación por la protección de las mujeres embarazadas y sus embriones o fetos ha llevado a la mayoría de los países de la Región de las Américas a limitar la realización de estudios con mujeres embarazadas exclusivamente a aquellos estudios específicos sobre el embarazo, y a requerir la exclusión sistemática de las mujeres embarazadas o de las mujeres que quedan embarazadas en el curso del estudio. Ciertamente, a lo largo de la historia de la ética de la investigación, se ha creído erróneamente que proteger a una población es sinónimo de excluirla de los estudios. Se sabe ahora que proceder así implica exponer a riesgos mucho mayores a la población que se busca proteger. El embarazo implica cambios fisiológicos sustantivos e impacta profundamente la manera como el cuerpo metaboliza los medicamentos. Sin embargo, por evitar hacer investigación con mujeres embarazadas, no se ha producido la evidencia científica necesaria para tomar decisiones sobre tratamientos e intervenciones preventivas con dosis eficaces y seguras para ellas y sus embriones o fetos. A manera de ilustración, en el 2001 había en los Estados Unidos apenas más de una docena de medicamentos aprobados para uso en el embarazo (1) y en el 2011 la Food and Drug Administration (FDA) aprobó por primera vez en 15 años un medicamento para su uso en el embarazo (2). Como consecuencia de no haber producido la evidencia necesaria, se pone en riesgo la salud de las mujeres embarazadas cada vez que se les da atención médica. This study explores the employee retention strategies implemented by administrators in educational institutions, focusing on Immaculate Conception College of Balayan, Inc. The qualitative case study involved 10 participants, including administrators and employees selected based on stable tenure and appropriate qualifications. Through face- to-face interviews, key determinants influencing retention, such as teacher satisfaction, job contentment, professional growth, and loyalty, were identified. Recognition and incentives emerged as the primary retention strategy, significantly influencing employee satisfaction and fostering a sense of belonging. The study (...) concludes that these strategies are effective, contributing to the retention of skilled professionals. Recommendations emphasize the importance of recognizing and providing incentives as core strategies for administrators in educational settings, recognizing their role in creating a positive work environment and promoting sustained employee commitment. Despite being a women's problem for a long time, catcalling has recently attracted lawmakers' attention. In 2019, the Philippine government enacted Republic Act 11313, or the Safe Spaces Act, which prohibits and punishes gender-based sexual harassment. However, despite the existence of the law, catcalling continues to be rampant. This study aims to explore the experiences of women in Quezon City who have been subjected to catcalling and to provide answers regarding the effects of catcalling on the victims, the locations where (...) catcalling is most prevalent, the most common perpetrators, and the victim's views on the Safe Spaces Act. This research uses a qualitative descriptive approach. Purposive sampling was used to select respondents, and respondents were interviewed using an interview guide to gather information. The findings indicate that women are most vulnerable to catcalling in public spaces, and the perpetrators are strangers or bystanders. Victims went through mental, emotional, and behavioral changes after the incident. Moreover, not all victims think that the law effectively addresses the problem because catcalling is still prevalent, and public awareness campaigns are lacking. (shrink)

We submit this brief in support of the Nonhuman Rights Project’s efforts to secure habeas corpus relief for the elephant named Happy. The Supreme Court, Bronx County, declined to grant habeas corpus relief and order Happy’s transfer to an elephant sanctuary, relying, in part, on previous decisions that denied habeas relief for the NhRP’s chimpanzee clients, Kiko and Tommy. Those decisions use incompatible conceptions of ‘person’ which, when properly understood, are either philosophically inadequate or, in fact, compatible with Happy’s personhood.

Peña-Guzmán (2017) argues that empirical evidence and evolutionary theory compel us to treat the phenomenon of suicide as continuous in the animal kingdom. He defends a “continuist” account in which suicide is a multiply-realizable phenomenon characterized by self-injurious and self-annihilative behaviors. This view is problematic for several reasons. First, it appears to mischaracterize the Darwinian view that mind is continuous in nature. Second, by focusing only on surface-level features of behavior, it groups causally and etiologically disparate phenomena under a (...) single conceptual umbrella, thereby reducing the account’s explanatory power. Third, it obscures existing analyses of suicide in biomedical ethics and animal welfare literatures. A more promising naturalistic approach might seek a theoretical understanding of the social/ecological circumstances that drive humans and perhaps other animals to self-destruction. (shrink)

this book concerns the debates on the functions of "imagination" (phantasia, imaginatio) in the arousal of passions in the Aristotelian and post-Aristotelian traditions till the XVIIth Century. The simple fact that often a mental representation is followed by pleasure or sorrow and that these emotions can cause actions, became progressively part of a wider theory of animal and human behaviour. In the case of human behaviour, the "force of imagination" became a kind of general justification of all kind of anomic (...) and irregular behaviour and beliefs, including true paranormal conditions of the body. The book recapitulates the main evolution of this way of seeing passions - from Aristotle to Avicenna and his Latin followers - till the age of the authors who see the inner work of "imagination" as a constant danger for human reason, and imagination itself as faculty to control with care for its propension to be the "advocate" of the "inferior part of the soul", such as Gianfrancesco Pico, Juan Luis Vivés, Pierre Charron, Blaise Pascal and a large part of the French Augustinian Moral Philosophers. Explanations in behavioural neuroscience are often said to be mechanistic in the sense that they explain an organism’s behaviour by describing the activities and organisation of the organism’s parts that are “constitutively relevant” to organism behaviour. Much has been said about the constitutive relevance of working parts (in debates about the so-called “mutual manipulability criterion”), but relatively little has been said about the constitutive relevance of the organising relations between working parts. Some New Mechanists seem to endorse a simple causal-linking (...) account: organising relations are constitutively relevant to organism behaviour if and only if (and because) they are causal relations that link the working parts that are constitutively relevant to organism behaviour. In this paper, I argue that the causal-linking account is inadequate because it neglects the constitutive relevance of anatomical relations that organise the working parts of a behaving organism. I demonstrate this by considering a case study where the anatomical organisation of the barn owl (Tyto alba) is constitutively relevant to their mechanism for sound localization. The anatomical organisation of this mechanism is best understood as the back-and-forth flow of task information across 7 “levels of anatomy” (a notion that I distinguish from levels of mechanism). A further implication, I conclude, is that at least some of the interlevel structure of neuroscientific explanation is accounted for by levels of anatomy, not levels of mechanism. (shrink)

Su crítica contra el sistema por la ausencia de compromiso social y político revela dos conceptos que fundamenta Mijaíl Bajtín en Estética de la creación verbal: su intencionalidad como autor y la expresión concomitante en función del género discursivo empleado. Para comprobar estas dos (...) premisas, incluiré como instrumento metodológico los campos figurativos o las provincias figurales que aborda Stefano Arduini, que comprenden los tropos de la metáfora, la metonimia, la sinécdoque, la metonimia, la elipsis, la antítesis y la repetición, además de sus variaciones. La crisi delle relazioni internazionali all'alba del XXI secolo e l'intreccio di politica e guerra per la salvaguardia dei poteri globali.

La presente compilación de textos es la segunda obra colectiva fruto del trabajo del grupo de investigadores que forman parte del proyecto La Alianza Bolivariana para las Américas (ALBA), sus políticas públicas y los valores fundacionales de la integración latinoamericana y caribeña, radicado en la Universidad Central «Marta Abreu» de Las Villas, Cuba. La temática abordada en esta obra (la evaluación de políticas públicas en América Latina) es continuidad lógica del primer libro de nuestro grupo de investigación, intitulado Políticas (...) públicas. Teoría y práctica en el escenario latinoamericano, publicado en 2018 bajo el sello de la Editorial Feijóo. En aquella obra se expuso una crítica constructiva al manejo de las políticas públicas por parte de los gobiernos progresistas instalados en el poder en América Latina en los tres primeros lustros del actual siglo. Consideramos constructiva la crítica realizada en aquel texto, pues la misma partió de un cuestionamiento a la teoría sobre política pública, a sus preceptos teóricos, al escaso arsenal sobre evaluación producido por los teóricos clásicos de esta materia, y particularmente a las interpretaciones y formas de aplicación de la política pública en todo el subcontinente americano, aun cuando el interés fundamental del proyecto eran los países del ALBA. Aunque el proyecto integracionista ALBA constituye nuestro objeto de estudio declarado, para los investigadores del grupo está claro que cualquier proceso de integración regional en América Latina solo se sostendrá si está cobijado por la unidad de los pueblos latinoamericanos y caribeños en torno a la defensa de su soberanía, identidad cultural y desarrollo autóctono. Respecto a ello, el memorable líder cubano Fidel Castro, en la Cumbre Iberoamericana de Salvador de Bahía, argumentó que: «La cuestión no estriba en que cada país de nuestra área trate de salvarse por sí mismo, porque es un sueño imposible en un mundo dominado hoy por gigantes industriales y políticos. Tenemos necesidad de crear entre todos un gigante, para poder realmente desarrollarnos y disfrutar de paz, independencia y seguridad». En vista de ello, casi desde el inicio del proceso investigativo nos inclinamos a ampliar nuestras indagaciones al resto de América Latina, lo que condujo a que en este texto (y muy probablemente en las entregas futuras sobre el tema de las políticas públicas en América Latina), aparecieran trabajos que no abordaban a los países que integran o integraron el ALBA-TCP, sino a otros países del subcontinente. La evaluación de políticas públicas en América Latina fue abordada desde varios ángulos y con distintos grados de profundidad, lo que generó diversos tipos de resultados. Algunos de estos no alcanzaron el nivel de coherencia requerido para su publicación inmediata, pero de igual forma fueron muy valiosos para el aprendizaje colectivo realizado en los talleres de discusión del proyecto, por lo que damos gracias a todos los esfuerzos e intentos realizados. Dado el escaso desarrollo sobre la cuestión de la evaluación de políticas públicas y especialmente el escaso desarrollo de este acápite en América Latina, no era posible pretender lograr evaluaciones rigurosas en un primer momento. Para el grupo de investigadores era esencial ganar en cultura de evaluación y hacer conciencia sobre este aspecto, que es el objetivo central de este libro. En vista de ello, el asunto de la evaluación de políticas públicas en América Latina se abordó desde el ámbito teórico general, enfatizando en su necesidad y rigurosidad, y desde experiencias concretas de evaluación en diversos países. En varios casos, estas experiencias no podemos identificarlas con evaluaciones propiamente dichas, sino con valoraciones o acercamientos a la evaluación, que contribuyen igualmente a elevar la cultura en este aspecto y a la conciencia de la necesidad de evaluación. ALTERAÇÕES DO CORPO LÚTEO -/- A estrutura funcional desenvolve-se a partir da cavidade folicular após a ovulação. O corpo lúteo é constituído pelas células da teca interna (pequenas e ativas na primeira fase do seu desenvolvimento) e células da granulosa (grandes e ativas na segunda metade do seu (...) desenvolvimento). As principais características de cada tipo de célula podem resumir-se da seguinte forma: As células pequenas são mais sensíveis à ação da LH porque possui uma quantidade maior de receptores biologicamente ativos para esta hormona e a resposta é mediada pelo sistema AMPc-adelinato ciclase. As grandes células lúteas têm menos receptores para a LH (a maior quantidade são para a PGF2α e a PGE2), e são as responsáveis pela produção da oxitocina luteal (BAH, et al. 2006; CAMPO, 2003). Contrariamente às pequenas células lúteas, a produção de progesterona (P4) é parcialmente controlada pelo sistema Ca+2 - Fosfatil inositol-quinase C (CAMPO, 2003). A regulação da função do corpo lúteo é um mecanismo complexo. Nela intervêm fatores tróficos e líticos que estão presentes em forma simultânea durante todo o ciclo estral, e portanto a estimulação ou inibição da síntese e secreção de P4 depende do balanço entre estes fatores. (CAMPO, 2003). Dentro dos fatores tróficos, os nutrientes desempenham um papel relevante sobre a luteólise e as funções luteotrópicas, entre estas pode-se citar a ação das seguintes: -/- 7.1 Vitaminas Deficiência em betacarotenos. Vitamina A é um termo genérico que designa qualquer composto com atividade de retinol, o trans-retinol, é o composto base, sua forma aldeído e ácido são chamados de retinol e ácido retinóico, respectivamente. Por outro lado, a forma ativa da Vitamina A participa no mecanismo da visão, como 11-cis-retinal. Adicionalmente, o betacaroteno, considerado uma provitamina A é a única forma em que esta encontra nas plantas. Em sentido nutricional, a família da Vitamina A compreende todos os compostos que possuem atividade de retinol, incluindo cerca de cinquenta carotenoides que possuem atividade de provitamina A, aceitando-se que o mais ativo é o trans-betacaroteno (TORRES, et al. 2002). As vitaminas que são necessárias para o crescimento e a produção, também são essenciais para a reprodução. As recomendações atuais de vitamina A são de 75.000 UI/dia durante a lactação e 80.000 UI/dia (nota: 1 mg de Vitamina A = 400 UI) durante o período seco nas vacas leiteiras. A suplementação com vitamina A tem pouco risco de toxicidade, enquanto a sua deficiência pode retardar o aparecimento do primeiro cio/estro, induzir cios/estros silenciosos, aumentar o número de quistos ováricos, reduzir os índices de concepção, causar abortos, mortes embrionárias e ocasionar o nascimento de bezerros debilitados e fracos, uma vez que não irão nascer com os índices e requerimentos ideais de nutrientes passados da mãe para o feto pela placenta, e que, já que a mãe possui deficiência nutricional, o colostro não terá o efeito completo para passar a imunidade essencial ao neonato. Embora os mecanismos de ação não sejam claros, foram notificadas maiores secreções de esteroides ováricos quando as concentrações de β-carotenos no fluido folicular foram elevadas; logo, foram observadas maiores concentrações elevadas de β- estradiol e vitamina A nos folículos que terminaram em ovulação do que naqueles que terminaram em atresia. Para evitar as perdas reprodutivas por deficiência de vitamina A, pode-se optar pela administração oral ou injetável desta ao animal, mediante dois métodos: o primeiro consiste em adicionar 1 a 2,5 kg de premix vitamínico em 1 tonelada de grãos o que supre de 4 a 6.000 UI o que é desejável; o segundo é a administração via injetável em quantidades vide bula do fármaco. 7.2 Minerais O excesso de fósforo é absorvido principalmente no intestino delgado dos mamíferos através de um mecanismo de transporte ativo dependente do sódio, que é estimulado pela pró-hormona 1,25- hidroxivitamina D3. Os ruminantes são capazes de absorver o fósforo dietético em proporção direta às quantidades presentes na ração. Estima-se que aproximadamente 1% do corpo animal é composto de fósforo, do qual 85% está presente nos dentes e no tecido ósseo. Os tecidos moles são capazes de conter entre 0,15-0,20% de fósforo sob a forma de fosfoproteínas, nucleoproteínas, fosfolipídios, fosfato creatinina, adenosintrifosfato, glicose-6-fosfato, etc. Ao nível do plasma sanguíneo, o fósforo apresenta valores de 12,09 mg/dl. Os valores plasmáticos de fósforo são regulados principalmente pelo rim, sendo observado um aumento na excreção urinária do elemento inorgânico quando este excede a capacidade de transporte (REBOLLAR & MATEOS, 1999). O fósforo faz parte dos fosfolipídios, que são importantes no transporte de lipídios e seu metabolismo, como componente das membranas celulares. O fosfato faz parte do RNA e do DNA, componentes celulares vitais, e são essenciais para a síntese proteica. O fosfato faz parte de sistemas enzimáticos como a cocarboxilase e NAD, portanto está envolvido em todos os processos de síntese e regulação energética, dado que o corpo lúteo requer altas quantidades de energia para a síntese celular e hormonal, um excesso de fósforo pode bloquear a capacidade renal da sua regulação gerando um desequilíbrio catiônico que descompensa a relação Na:K, já que deverão ser excretados íons fosfato para regular o equilíbrio ácido-básico, desta forma, os processos celulares em tecidos de alta sensibilidade como o ovário serão afetados em sua função. A situação para prevenção de problemas relacionados ao fósforo (P) já foi tratada em assuntos anteriores, porém, sempre vale frisar para o leitor fiel que me lê que as exigências de P presentes na matéria seca (MS) variam entre 0,17 e 0,59% de P por kg/MS para bovinos de corte e em 0,32 a 0,44% por kg/MS para o gado leiteiro. Dessa forma, dados obtidos por pesquisas, ditam que para a mantença de uma vaca ou quaisquer outra categoria bovina o ideal é o consumo de 1.43 g/100 kg de peso vivo (PV), garantindo assim a prevenção de possíveis afecções reprodutivas como as alterações do corpo lúteo. Gramíneas, forragens, leguminosas e os concentrados fornecem muito bem os requerimentos de fósforo para os animais, todavia deve-se estar atento as relações e dependências do P com outros elementos como o Ca e a relação Na:K (10-15:1 idealmente). 7.3 Compostos estrogênicos Os fitoestrogênios afetam repetidamente a estabilidade do corpo lúteo. Os compostos estrogênicos encontrados principalmente em leguminosas pertencem principalmente a três grupos: isoflavanos, isoflavonas, presentes no gênero Trifolium e praticamente restritos às leguminosas, e cumestanos, que foram estudados na alfafa (Medicago sativa) e na Melilotus alba. Todas as isoflavonas sofrem algum grau de transformação no rúmen, sendo o Isoflavonoide formononetina, na realidade um pró-estrógeno, o único que se ativa no ecossistema ruminal ao ser convertido em equol, enquanto que as demais são degradadas a produtos inativos (RAMOS, et al. 1998). Por fim, a alta concentração no sangue do equol retarda a retroalimentação sobre a hipófise mediante a qual se reduzem os níveis de FSH para dar lugar à onda ovulatória de LH, se esta não ocorrer, o corpo lúteo obviamente não se formará. O conhecimento acerca dos estrogênios na alimentação animal é defasado nos livros sobre o tema, no entanto, o criador pode ficar tranquilo no que tange o tema na prática da sua fazenda e dos seus animais, uma vez que tal elemento é muito bem fornecido naturalmente por meio dos alimentos volumosos presentes no seu pasto. -/- Apoio -/- Realização -/- REFERÊNCIAS BIBLIOGRÁFICAS BAH, Mamadou M. et al. Este artículo tiene como objetivo confrontar la cosmovisión de Octavio Paz, desde la configuración ominosa que le atribuye al hombre y la sugerencia inferida por conllevar su tránsito óptimo de una suspensión o un truncamiento al dinamismo o la concretización de proyectos y utopías. Esa interpretación literaria se desarrolla de «Máscaras del alba» y «Repaso nocturno» de su poemario La estación violenta (1958). Para demostrar esa condensación autoral y comprender su intención, añado la epistemología de Stefano Arduini en función (...) de los campos figurativos que son de utilidad como sistema organizativo de los tropos y que se rigen de pensamientos metafórico, sinecdóquico, metonímico, elíptico, antitético y repetitivo, según cada caso. Empresarios Zombis. La mayor elusión tributaria de la elite chilena es un libro escrito por los periodistas Juan Andrés Guzmán y Jorge Rojas, publicado originalmente en 2017, reimpreso en 2018 y con plena vigencia en este 2019. El pago de impuestos no es un tema baladı́ en la actualidad chilena. En efecto, ha sido uno de los temas más subrayados en la revuelta de octubre de 2019 . De acuerdo con Francisco Saffie, “el sistema tributario deberı́a ser expresión de (...) la igualdad que requiere la calidad de ciudadano y el pago de los impuestos, una muestra de reciprocidad. Esa reciprocidad exige (. . . ) que el pago de los impuestos no sea evadido o eludido” . Como señalan los autores de este texto, Guzmán y Rojas, gracias a la discusión en torno a los impuestos es posible pensar los niveles de concentración de riqueza, es decir, la desigualdad 3 , ası́ como la pérdida de confianza en la democracia que hace que las personas vean al Estado como impotente o indiferente a la hora de controlar a la elite empresarial que actúa de manera “perfectamente legal” pero perjudicando al resto de las personas.
