In this article, I present and critically analyze the main ideas of the Nigerian thinker, Ifeanyi A. Menkiti, on the future of the multi-ethnic state in Africa. Menkiti appears to consider that the basic condition for the successful coexistence of the various groups occupying the states of Africa is for relations between them to rest on just principles. Justice should involve the fair and equitable division amongst peoples of the burdens and benefits of living in a common state. (...) To realize this ideal, he proposes the creation in Africa of morally neutral, managerial states. He bases his plan in part on the ideas of John Rawls. Close analysis of Menkiti’s views shows that his vision of the minimalist state is only a temporary solution, which is to lead to the peaceful dismemberment of the current post-colonial model of multi-ethnic states functioning within the old colonial borders. The basic value of Menkiti’s thought rests in his reversal of the usual perspective on African states, as he considers that maintaining territorial integrity or achieving unity should no longer be considered a paramount necessity. For four decades Ifeanyi Menkiti has addressed the question of which sort of community constitutes personhood from a characteristically African perspective. In this chapter, I critically discuss the conceptions of how one acquires personhood through community that Menkiti has advanced, in search of the one that would most enable him to avoid prominent moral objections made to his views over the years. In particular, his account of personhood has been criticized for insufficiently accommodating individual difference, most recently in (...) respect of gender and sexuality. I draw on the resources in Menkiti’s work for rebutting this line of criticism, but contend that, even if he can avoid that one, another, new objection looms large: because of Menkiti’s claim that reciprocity is central to community, he is committed to the view that human infants and mentally incapacitated adults lack moral standing, in the way he explicitly believes animals lack it. After showing that, according to Menkiti’s strongest conception of personhood, one counterintuitively cannot acquire it in the course of interacting with any non-persons, I articulate an alternative conception of how to understand the role of community in acquiring personhood that avoids this problem as well as the other ones discussed. Krzysztof Trzciński, ‘The Concept of an Ethnic Upper Chamber in a Bicameral Parliament in an African State (Part 1).’ The article has been published in “Afryka” 34, 2011, pp. 30-42. It consists of two parts. Part 1 explains Nigerian political thinker Claude Ake’s concept of the ‘chamber of nationalities,’ in the context of the idea of recognizing and strengthening the ethnic groups’ rights in a multiethnic African state. According to the concept, in an African state, a bicameral parliament should be (...) constituted. Its upper house should be created based on the existing ethnic divisions, allowing all ethnic groups to be represented in a balanced way and thus empowering the smaller of them. Implementation of this concept may contribute to the building of more peaceful and politically stable states in Africa. Ake’s opinions are enriched with the views of a Sierra Leonian philosopher George M. Carew that seem useful in the analysis of the whole concept. Next, a case study of the Ethiopian parliament’s upper chamber, House of Federation, is discussed. That chamber is a product and an essential part of the ethnic federalism system currently existing in Ethiopia. This case resembles Ake’s concept in many ways. Then, the Nigerian philosopher Ifeanyi A. Menkiti’s ideas, having some common points with the Ethiopian territorial structure and political system as a whole, are explained. Menkiti’s views teach what may be the realities of an ethnic federalism system, especially in an undemocratic environment. His opinions also seem complementary with some of Ake’s ideas concerning the ‘chamber of nationalities’ concept. (shrink)

Abstract: In this study, we explore the challenge of identifying and preventing diseases in apple trees, which is a popular activity but can be difficult due to the susceptibility of these trees to various diseases. To address this challenge, we propose the use of Convolutional Neural Networks, which have proven effective in automatically detecting plant diseases. To validate our approach, we use images of apple leaves, including Apple Rot Leaves, Leaf Blotch, Healthy Leaves, and Scab Leaves collected from Kaggle which (...) is part from the Plant Village dataset. We generate a comprehensive training dataset using techniques such as image filtering, compression, and generation. Our model achieves impressive accuracy scores for all classes, with an overall accuracy of 99.93% on a dataset of 10,000 labeled images . (shrink)

Among these common diseases, we single out the diseases that affect the Passion fruit, which is affected by about seven diseases, with different symptoms for each disease. Today, technology is facilitating human life in all areas of life, and among these facilities are expert system, a computer program that uses artificial-intelligence methods to solve problems within a specialized domain that ordinarily requires (...) human expertise. The first expert system was developed in 1965 by Edward Feigen Baum and Joshua Lederberg of Stanford University in California, U.S. Dendral, as their expert system was later known, was designed to analyses chemical compounds. Expert systems now have commercial applications in fields as diverse as medical diagnosis, petroleum engineering, and financial investing and other areas, and with reference to expert systems and their importance to humans, an integrated expert system has been created in the agricultural field that diagnoses Passion diseases using CLIPS Expert System language. The system was used to design and implement the proposed expert system. The system facilitates the diagnosis of Passion -related diseases. There is no doubt that this expert system will help farmers and those involved in the agricultural field to diagnose Passion -related diseases. Objectives: is to help farmers diagnose Passion diseases in the correct way and how to treat these diseases. Method: The system contains a program project that diagnoses 7 diseases that affect Passion and the seven diseases are: Brown spot, Septoria spot, Root and crown rot, Fusarium wilt, Anthracnose, Woodiness virus, Scab. Results: The expert system was evaluated by farmers and praised for helping them with it. Conclusion: The expert system for diagnosing Passion diseases is effective and usable. (shrink)

W artykule tym przedstawiam i krytycznie analizuję główne wątki rozważań nigeryjskiego filozofa Ifeanyiego A. Menkitiego o przyszłości afrykańskiego państwa. Menkiti jest w pełni świadomy historycznej, etnicznej i terytorialnej specyfiki typowego pokolonialnego państwa w Afryce. Powstało ono w XX w. jako organizm charakteryzujący się bardzo głębokimi podziałami etnokulturowymi. Przebieg jego granic został jeszcze w czasach kolonialnych arbitralnie ustanowiony przez Europejczyków. W konsekwencji ich decyzji większość afrykańskich granic dzieli dziś członków wielu ludów na nominalnych obywateli różnych państw. Z drugiej strony, w (...) granicach jednego państwa mieszkają ludy o odmiennym pochodzeniu i kulturze. Jak to ujmuje Menkiti, w następstwie działań Europejczyków Afryka jest dziś zatem narzuconym z zewnątrz zbiorem bytów prawnych. Afrykańscy przywódcy oficjalnie uznają granice państwowe w Afryce za nienaruszalne. Tym niemniej Afryka pokolonialna była, jest i zapewne będzie w przyszłości targana konfliktami o rozmaitej proweniencji, w tym granicznymi i separatystycznymi, w których kwestia wieloetniczności będzie odgrywać istotną rolę. O ile wieloetniczność sama w sobie nie jest przyczyną powstawania afrykańskich konfliktów, może stanowić dla nich podłoże, zwłaszcza gdy jest wykorzystywana przez ich głównych aktorów dla osiągnięcia określonych celów. Zdaniem Menkitiego, dalsze istnienie w Afryce granic o kolonialnym pochodzeniu jest kwestią wtórną. Filozof zdaje się bowiem postrzegać przyszłość wspólnej, pomyślnej koegzystencji różnych ludów w ramach afrykańskiego państwa przede wszystkim z perspektywy zaistnienia w nim sprawiedliwości. Odnosząc się do relacji między sprawiedliwością a dalszym trwaniem afrykańskiego państwa w kolonialnych granicach, Menkiti zauważa, że „choć może w końcu zaistnieć potrzeba nowego wytyczenia granic, nie musimy tego czynić natychmiast. Sprawiedliwość społeczna jest nadal silnym, cichym partnerem w zachowaniu granic państwowych. Jeśli państwo afrykańskie zdobywa szacunek swoich obywateli przez osiągnięcie sprawiedliwości w domenie publicznej, wówczas może nie być istotne, czy Afryka pozostanie taką, jaką jest ze swoimi obecnymi granicami czy też zostanie na powrót dopasowana do [jakichś] swoich wcześniejszych rozwiązań. Ważne jest, aby obywatele czuli się bezpieczni i aby wiedzieli, że ich życiowe szanse nie są rozwiewane przez to właśnie państwo, które ma ich wspierać”. (shrink)

The cucumber is a creeping vine that roots in the ground and grows up trellises or other supporting frames, wrapping around supports with thin, spiraling tendrils. The plant may also root in a soilless medium, whereby it will sprawl along the ground in lieu of a supporting structure. The vine has large leaves that form a canopy over the fruits. Among these common diseases, we single out the diseases that affect the cucumber, which is affected by about 22 diseases, with (...) different symptoms for each disease. Today, technology is facilitating human life in all areas of life, and among these facilities are expert systems that have become an integral part of human life as they contain several systems and areas, for example: Artificial Intelligence (AI), which refers to systems or devices that simulate Human intelligence to perform tasks that can improve itself based on some human information, and other areas, and with reference to expert systems and their importance to humans, an integrated expert system has been created in the agricultural field that diagnoses cucumber diseases using CLIPS Expert System language Delphi language. The system was used to design and implement the proposed expert system. The system facilitates the diagnosis of cucumber-related diseases. There is no doubt that this expert system will help farmers and those involved in the agricultural field to diagnose cucumber-related diseases. Objectives: is to help farmers diagnose pear diseases in the correct way and how to treat these diseases. Method: The system contains a program that diagnoses 22 diseases that affect cucumber. The global water crisis is being exacerbated by climate change, even in the United States. Recycled water is a feasible alternative to alleviate the water shortage, but it is constrained by humans’ perceptions. The current study examines how residents’ water scarcity awareness and climate change belief influence their willingness to use recycled water directly and indirectly. Bayesian Mindsponge Framework (BMF) analytics was employed on a dataset of 1831 residents in Albuquerque, New Mexico, an arid inland region in the US. We (...) discovered that residents’ willingness to use direct recycled potable water is positively affected by their awareness of water scarcity, but only if they believe in the impacts of climate change on the water cycle. Meanwhile, the willingness to use indirect recycled potable water is influenced by water scarcity awareness, and the belief in climate change further enhances this effect. These findings implicate that fighting climate change denialism and informing the public of the water scarcity situation in the region can contribute to the effectiveness and sustainability of long-term water conservation and climate change alleviation efforts. This month, the AISDL Team was glad to see its continuing effort to raise the voice for conserving wildlife appearing in Pacific Conservation Biology (published by CSIRO/the Australian Academy of Science). The article stipulates the need for weaving humane values with scientific information, leveraging the sociocultural power to harmonize humans with nature. The article articulates the coauthors’ idea of building a funding source to contribute to the nature conservation cause by investing in some listed stocks. Technically, stocks we intend to (...) invest in must possess some key features of (i) having significant growth potential, (ii) containing little environmental risk of potential moral-practical gaps in their CSR missions, and (iii) showing a certain degree of “relevance” with AISDL’s fundamentals. To contribute to promoting sustainable development, the AISDL Team has aggregated reliable and open-access scientific journals about environmental issues here as sources of knowledge for any interested researchers.

Crowdfunding is a way to fund a project by pooling incremental investments from a large number of funders. This can be a great way to fund OA publications, especially for projects that lack traditional funding sources.

Existing social disparities in the United States are inconsistent with the promise of democracy; therefore, there was a need for critical conceptualization of the first principles that undergird American democracy and the genesis of democratic social change in America. This constructivist grounded theory study aimed to construct a grounded theory that provides an understanding of the process of American democratic social change as it emerged from the nation’s founding documents. A post hoc polytheoretical framework including Foucault’s, Bourdieu’s, and Marx and (...) Engels’s theories of power was used to understand power dynamics. The research question focused on understanding the process of democratic social change in America. The sample comprised the Articles of Confederation, the U.S. Declaration of Independence, The Federalist Papers, and the U.S. Constitution. The documents were retrieved from the National Archives and Library of Congress. The data analysis plan incorporated successive comparison, situational and dramaturgical analysis, deconstruction, and perspective taking as strategies. The result was the construction of a democratic social change process theory preceded by five grounded theories: (a) first principles of democracy, (b) first principles of democracy conceptual framework, (c) socio-ethical principles of democracy, (d) demoralizing process, and (e) either-or approach to democracy. Positive social change implications include applying a democratic social change process to future social change endeavors across domains and levels of analysis, a normative framework for a republican form of government, and a tool to analyze and minimize the latent consequences of social justice policies. It is generally accepted that the normative idea of personhood is central to African moral thought, but what has not been done in the literature is to explicate its relationship to the Western idea of rights. In this article, I investigate this relationship between rights and an African normative conception of personhood. My aim, ultimately, is to give us a cursory sense why duties engendered by rights and those by the idea of personhood will tend to clash. To facilitate a (...) meaningful philosophical discussion, I locate this engagement in the context of a debate between Ifeanyi Menkiti and Kwame Gyekye about the nature of Afro-communitarianism, whether it will ground rights as primary or secondary. I endorse Menkiti’s stance that duties are primary and rights secondary; and, I also problematize moderate communitarianism for taking a Western stance by employing a naturalist approach to rights. The article discusses the ethical issues surrounding the use of artificial intelligence (AI) tools in writing scholarly manuscripts. The authors argue that there is a need for transparency and disclosure when using AI tools, as these tools can have a significant impact on the content of a manuscript. They also argue that the use of AI tools should not be used to circumvent authorship requirements or to plagiarize the work of others.

Today marks the 7th anniversary of the Centre for Interdisciplinary Social Research (ISR), at Phenikaa University. ISR has for seven years now the place where the co-founders of this portal have been working and producing publications. A special event occurs now as the Current Conservation magazine publishes a new writing piece by our member, Dr Minh-Hoang Nguyen.

The study aimed to identify training for the performance of the medical staff and its role in developing the quality of health care in Al-Shifa Medical Complex in the southern Palestinian governorates. , and technicians) of 2150 employees, a stratified random sample of 330 employees was selected, the questionnaire was distributed to them, and 302 questionnaires were retrieved, with a rate of 91.5%. The methodology title on BMF analytics is now in its third year of service to our research community, enabling many researchers to implement their research pursuits.

A hard choice is a situation in which an agent is unable to make a justifiable choice from a given menu of alternatives. Our objective is to present a systematic treatment of the axiomatic structure of such situations. To do so, we draw on and contribute to the study of choice functions that can be indecisive, i.e., that may fail to select a non-empty set for some menus. In this more general framework, we present new characterizations of two well-known choice (...) rules, the maximally dominant choice rule and the top-cycle choice rule. Together with existing results, this yields an understanding of the circumstances in which hard choices arise. (shrink)

Our latest contribution to the world’s battle against climate and biodiversity crises was an expert commentary on Vietnamese forests and the prospect of carbon credits trade. The article appeared in the Land and Climate Review on Feb. 2, 2024.

The current study has two objectives: - Examine whether the residents’ perceived impact of climate change on water supply affects their direct and indirect potable water reuse willingness in Albuquerque, New Mexico. - Examine whether being a member of the Republican party moderates the relationship between the perceived impact of climate change on water supply and potable water reuse willingness. Findings from this study are expected to contribute to promoting the eco-surplus culture for achieving the environmental semiconducting principle.

Initial responses to questionnaires used to assess participants' understanding of informed consent for malaria vaccine trials conducted in the United States and Mali were tallied. Total scores were analyzed by age, sex, literacy (if known), and location. Ninety-two percent (92%) of answers by United States participants and 85% of answers by Malian participants were correct. Questions more likely to be answered incorrectly in Mali related to risk, and to the type of vaccine. For adult participants, independent predictors of higher scores (...) were younger age and female sex in the United States, and male sex in Mali. Scores in the United States were higher than in Mali (P = 0.005). Despite this difference participants at both sites were well informed overall. Although interpretation must be qualified because questionnaires were not intended as research tools and were not standardized among sites, these results do not support concerns about systematic low understanding among research participants in developing versus developed countries. This short paragraph reminds us, humans, that our own activities, past and present, have triggered many of the grave environmental problems we have been facing.

It is not always obvious for even well-trained researchers to appreciate their peer’s scientific pursuits. In many cases, research results obtained from strenuous work processes could even be regarded as “useless knowledge”. -/- Only in very few places on this planet had the notion of useless knowledge been respected and sought after. That’s the famous IAS of Princeton University powered by the conception of the usefulness of useless knowledge of Abraham Flexner. That’s why brilliant scientists such as Albert Einstein, Kurt (...) Godel, and John von Neumann were among its first recruited members. -/- Our team has for many years now gone through various research problems. Still, it is difficult for even experienced and highly accomplished researchers to identify the type of IAS “useless knowledge” problems. But we never stopped trying. -/- Our latest try has led to the informational entropy-based definition of value. At first, it sounded weird for one to ponder the long-existing notion of value, which is used on a daily basis by everybody on Earth. In short, kind of... useless. But gradually, we have come to an understanding that the very familiarity of the word “value” has long obscured our question of its nature. -/- So, a bit about this newly minted definition is here for your perusal. The fable book The Kingfisher Story Collection shows that Mr. Kingfisher is an avid traveler. However, due to unfavorable conditions, his dream of a long-distance journey became a challenging ordeal. Since 2016, Mr. Kingfisher had been yearning for this trip, but it wasn’t until recently that he was able to board the CSIRO/AOS ship to Australia for a long-haul trip.
