Since the release of ChatGPT, there has been a lot of debate about whether AI systems pose an existential risk to humanity. This paper develops a general framework for thinking about the existential risk of AI systems. We analyze a two-premise argument that AI systems pose a threat to humanity. Premise one: AI systems will become extremely powerful. Premise two: if AI systems become extremely powerful, they will destroy humanity. We use these two premises to construct a taxonomy of ‘survival (...) stories’, in which humanity survives into the far future. In each survival story, one of the two premises fails. Either scientific barriers prevent AI systems from becoming extremely powerful; or humanity bans research into AI systems, thereby preventing them from becoming extremely powerful; or extremely powerful AI systems do not destroy humanity, because their goals prevent them from doing so; or extremely powerful AI systems do not destroy humanity, because we can reliably detect and disable systems that have the goal of doing so. We argue that different survival stories face different challenges. We also argue that different survival stories motivate different responses to the threats from AI. Finally, we use our taxonomy to produce rough estimates of ‘P(doom)’, the probability that humanity will be destroyed by AI. (shrink)

Motivated by the significant amount of successful collaborative problem solving activity on the Web, we ask: Can the accumulated information propagation behavior on the Web be conceived as a giant machine, and reasoned about accordingly? In this paper we elaborate a thesis about the computational capability embodied in information sharing activities that happen on the Web, which we term socio-technical computation, reflecting not only explicitly conditional activities but also the organic potential residing in information on the Web.

This study delved into the Senior High School Technical-Vocational-Livelihood (TVL) track in Bohol Province for the 2022-2023 school year, aiming to evaluate policy implementation, recognize barriers, and propose interventions. Employing a mixed-method approach, integrating quantitative-descriptive surveys and qualitative-descriptive research methods as recommended by Creswell and Plano Clark (2017), the findings unveiled a predominantly positive perception of policy implementation across various dimensions of the TVL track. These encompass curriculum development, teacher training, resource allocation, industry partnerships, assessment and evaluation, student support (...) services, monitoring and quality assurance, policy adaptation and improvement, stakeholder engagement, legal framework and compliance, data collection and analysis, and inclusivity and equity. Despite variations among teachers and administrators, a general commitment to policy implementation emerged. The study identified barriers in curriculum and instruction, readiness and preparedness, resource limitations, and teaching and learning, emphasizing evidence-based strategies and interdisciplinary approaches to surmount challenges. It underscores the crucial role of research and policy development in elevating the quality and efficacy of TVL education. (shrink)

This study addresses the issue of maintaining nutritional quality amidst financial hardship faced by families in Plateau State, Nigeria. Surveys research designed was used for the study. The study covers 3 local government areas in Plateau State, ensuring diverse representation. The sample size of 400 families residing in Plateau State was used. Questionnaire was used to collect data for the study which capture the demographic information, dietary habits, household budget allocation for food, and perceptions of nutritional value. (...) The findings of the study revealed that that there should be cost-effective meal planning strategies in promoting healthy eating habits. Also, socioeconomic factors impact cost-effective meal planning in promoting healthy eating habits. Based on the findings, stakeholders, policymakers, and community organizations should implement interventions that support cost-effective meal planning, enhance nutritional literacy, and alleviate financial burdens on families in Plateau State. The study aimed to analyze lexical items underpinned in the textbooks used in the current teaching of ESP and GE. Using content analysis, a systematic evaluation of texts to examine nuances to bridge the gap between quantitative and qualitative data. This was such of importance, however, difficult to study due to issues of interest like in the study, frequency of lexical items in ESP, and GE textbooks. Results found 13,713 lexical items in Hospitality Management, 17,561 in Criminology, 4576 in Tourism, (...) 7167 in Marine Engineering, and 512 in Information Technology. Furthermore, the overall percentage of ESP lexical items fell in Tier 2 (with multiple-meaning while the least was in Tier 3, specifically on context-specific vocabulary. It is the core of vocabulary learning to ensure English language teaching. It is its goal to help learners better understand language, allowing them to understand others as they want to express themselves as well. This applies not only in speaking but also in writing and reading. Wilkins (1972, p. 111-112) stated that without grammar very little understanding can be acquired and without vocabulary there can be no learning at all. Thus, even without good grammar, so long as you equipped with useful words and expression, one can still manage to communicate. Lewis (1993) argued that “lexis is the heart of language” and that it develops a better fluency and expression in English. He also added the significance to the learners of acquiring a more productive vocabulary knowledge, also, their eagerness to develop their own personal vocabulary strategies. Thus, a proposed bridge model program was recommended to highlight the study findings using the lexicons found from the different respective courses. (shrink)

The study aimed to identify the reality of technical education in Palestine. The analytical descriptive method was used in the study. A questionnaire which consisted of 41 paragraphs was distributed randomly to the technical colleges in Gaza Strip. Random sample of (275) employees of these colleges were used, and the response rate was (74.5%). The results showed a high degree of approval for the dimensions of technical education with a relative weight of 76.07%. The ranking and relative (...) weight was as follows: Technical education institutions: 79.51%, graduates of technical education 75.75%, Labor market and local community 72.96%. The researchers propose a number of recommendations, the most important of which is: the need to pay attention to technical education in line with the National Strategic Plan for Higher Education by moving towards technical education. The importance of offering special courses in all technical education programs in these colleges. The researchers urged more future studies that address the same variables as the current study and apply them to other sectors. (shrink)

This paper argues that Bitcoin can be conceptualized as a manifestation of Technics, building on definitions of this term offered by selected philosophers of technology from the last century. Such conceptualization aims to help frame Bitcoin’s understanding and trajectory, especially in relation to other forces competing in the world over the past two centuries and still striving for their own affirmation. This paper examines two prominent formal trade-offs in artificial intelligence (AI)---between predictive accuracy and fairness, and between predictive accuracy and interpretability. These trade-offs have become a central focus in normative and regulatory discussions as policymakers seek to understand the value tensions that can arise in the social adoption of AI tools. The prevailing interpretation views these formal trade-offs as directly corresponding to tensions between underlying social values, implying unavoidable conflicts between those social objectives. In this paper, I challenge that prevalent (...) interpretation by introducing a sociotechnical approach to examining the value implications of trade-offs. After providing a set-theoretic understanding of these model trade-offs, I argue that their implications cannot be understood in isolation from the technical, psychological, organizational, and social factors that shape the integration of AI models into decision-making pipelines. Specifically, I identify three key considerations---validity and instrumental relevance, compositionality, and dynamics---for contextualizing and characterizing these implications. These considerations reveal that the relationship between model trade-offs and corresponding values depends on critical choices and assumptions. Crucially, judicious sacrifices in one model property for another can, in fact, promote both sets of corresponding values. The proposed sociotechnical perspective thus shows that we can and should aspire to higher epistemic and ethical possibilities than the prevalent interpretation suggests, while offering practical guidance for achieving those outcomes. Finally, I draw out the broader implications of this perspective for AI design and governance, highlighting the need to broaden normative engagement across the AI lifecycle, develop legal and auditing tools sensitive to sociotechnical considerations, and rethink the vital role and appropriate structure of interdisciplinary collaboration in fostering a responsible AI workforce. The article gives a definition of the technical and economic potential of the application of the deforming broaching process. Research of the consequences of introducing deforming broaching into technological processes at manufacturing enterprises is carried out on the basis of application of system resource and matrix approach. On the basis of the performed researches, a methodological basis for the economic evaluation of the results of applying deforming broaching on the pro-duction has been developed. The article has improved the well-known (...) scientific and methodological foundations for the determination of technical and economic results of the application of deforming broaching due to the complex identifica-tion of production-organizational decisions - in technical and forms of evaluation in economic spheres. The developed approach gives an opportunity to more accu-rately assess the economic effect of introducing deforming broaching on the min-ing, metallurgical and machine building industries. With the concept of the technical image, Flusser indicates a historical shift in the structure of Western society.1 Technical images, as found in photographs, films, videos, computer terminals, and television screens, designate images produced by an apparatus designed to create programmed information. Contrary to traditional images which carry significance through representation as seen in paintings, technical images are surfaces that operate according to “inverted vectors of meaning.”2 The meaning of a technical image is not found in (...) what the image signifies but in what it projects. In other words, technical images are less about the representation of the world and more about modeling the subject’s relation to and vision of reality. As such, technical images are “instructional programs” designed to inculcate significance, shape behavior, and direct subjects on how to make sense of the world.3 The surfaces of technical images move away from a mimetic representation of the real to inscribe concepts as connotative, as opposed to denotative, forms of signification. However, traditional images and technical images are not entirely disconnected from one another. Together they shape the posthistorical phase of humanity, a phase in which humans’ relationship to reality is increasingly conditioned and modulated by embedded codification. This codification is produced by apparatuses that calculate probability. These apparatuses are opaque because they no longer require the knowledge of their operation by the subject that handles them. In other words: traditional images are “observations of objects,” while technical images are “computation of concepts.”4. (shrink)

Noology is the technical life of ideology. It works at the formal and technical production of knowledge, rather than focusing on the content displayed by a specific system of thought. There are two reasons why the notion of noology must play a role in today’s critical and political debates. First, the concept of ideology has lost its relevance since its everyday meaning is far removed from the original meaning Karl Marx gave it; today ideology mainly means “political doctrine,” (...) right-wing, left-wing, or the entire spectrum of shades between the two. Expressions such as “an ideology” or “ideologies” are used in critical analysis, while for Marx “ideology” has always come without any pronoun. Ideology now presents itself as an “inversion of causalities producing illusions.”1 The second reason has to do with the changes in the modes of production since the 1970s, and the rise of the post-Fordist economy, or “neoliberalism.” Since the 1970s, the end of ideologies has been proclaimed (epitomised by Daniel Bell). Given this context, noology critique demonstrates that the work of ideology in today’s economy plays out at an infrastructural level, in social organs that materially institutionalise thought and ideas, and not simply at the level of the immaterial culture of political parties and discourses (superstructure). The view that an agent’s cognitive processes sometimes include proper parts found outside the skin and skull of the agent is gaining increasing acceptance in philosophy of mind. One main empirical touchstone for this so-called active externalism is Edwin Hutchins’ theory of distributed cognition (DCog). However, the connection between DCog and active externalism is far from clear. While active externalism is one component of DCog, the theory also incorporates other related claims, which active externalists may not want to take on (...) board. DCog implies a shift away from an organism-centred cognitive science to a focus on larger socio-technical-cum-cognitive systems. In arguing for this shift, proponents of DCog seem to accept that socio-cultural systems have some form of agency apart from the agencies of the individuals inside them. I will tentatively suggest a way in which such a notion of agency can be cashed out. (shrink)

This research aimed to assess the general and technical competency of Technical Vocational Education (TVE) teachers in the schools Division of Aklan. It also determined the competency needs and gaps in teaching TVE in the implementation of the program. The study was participated by 118 TVE teachers. Mixed-methods research design using sequential strategy was employed in this study. The Philippine Professional Standards for Teachers was used as guide for assessing the general level of competency while self-assessment guide of (...) TESDA was used to assess the level of technical competency. The quantitative data were used as bases in the conduct of focus group discussions to triangulate the responses in the survey. The general competency level of TVE teachers was described as “highly proficient” while the technical competency level was reported on the “advanced” level. The gaps identified were: (1) teacher-subject mismatch, (2) inadequate skills in applying math and science principles in technical training, (3) struggle in promoting understanding of global labor markets, (4) inability to lead workplace communication (5) lack of content knowledge and pedagogy, (6) lack of competence in assessment and reporting, (7) insufficient trainings related to area of specialization, and (8) expired and unaligned national certificates (nc).The competency needs identified were:(1) activities that would enhance competency, (2) motivation and opportunities to acquire/enhance, and apply competency, and (3) renewed professionalism and rejuvenated teaching advocacy and calling. This paper will outline a series of changes in the archaeological record related to Hominins. I argue that these changes underlie the emergence of the capacity for strategic thinking. The paper will start by examining the foundation of technical skills found in primates, and then work through various phases of the archaeological and paleontological record. I argue that the key driver for the development of strategic thinking was the need to expand range sizes and cope with increasingly heterogeneous environments.

Abstract: Herders and farmers conflicts in Nigeria have enjoyed a lot of construal and different connotations. The confrontations mostly started as farmers and herder’s conflict, then the attacks of suspected Fulani herders, then rustlers and bandits and a lot of others. The mode of attacks and nature of the clashes varies in different times and different places. The conflicts have further opened ways to menace such as the spread of Fulani bandit, the rise of cattle rustlers and other criminalities such (...) as the activities of societal miscreants, and conflict entrepreneurs. All the attacks and confrontations often have negative bearings on people lives, properties, businesses, houses, food and agricultural produces. This study attempted to examine herders and farmers conflicts in Barkin Ladi Local Government Area of Plateau State and how it has affected societal progression. The study generated data from array of both published and unpublished materials such as text books, journal papers, newspapers, magazines, white paper of reports of panel of investigation and commission of inquiry, internet materials, seminar and conference papers and a lot of others. The main instrument used to generate data was interview. In interpreting our data, the relationship between herders and farmers conflicts and development was established at both theoretical and empirical level. Empirically, we used a qualitative and historical method that was critical and analytical in providing descriptive and historical details. This was further complemented by descriptive analysis. It was established that the activities of groups such as the Bigol, bandit and some youth of the Berom who often indulged in cattle rustling is at the heart to the incessant attacks that are witnessing in the Local Government Area . The acts have enjoyed a lot of interpolation and have been eroded and broaden by different vices in the society. It was also found out that the attacks have negative impact on lives and properties, farm products, livestock, food production, business and a lot of others. Conclusion was drawn that the herders and farmers confrontation in Barkin Ladi is a migraine to socio-economic development. Recommendations such as control of borders, good governance, improve policing, religious tolerance and a lot of others were proffered. (shrink)

This essay explores the distinct characteristics of Russian technical thinking within the framework of Yuk Hui’s concept of cosmotechnics. Hui’s proposal emphasizes “good technology,” which aligns with local cosmological perspectives and moral practices, as an essential component of the technosphere’s decolonization. The analysis contrasts Russian approaches to technical creativity with those of the West and China, highlighting the synthesis of collective and individual efforts through archetypal imagery such as the campfire and the reverence for “bookish wisdom.” Central to (...) the essay is the idea that Russian technical thinking, rooted in cosmism and conciliarity, integrates multidimensional understanding and co-creation with God, fostering a sense of universal responsibility. This perspective manifests in the prioritization of theoretical knowledge, unconventional problem-solving, and the moral imperative to serve humanity. Despite similarities to Western technological practices in material aspects, Russia’s unique contributions lie in its social technologies and motivational frameworks, which remain underexplored within global perspectives. The essay argues that these features provide a valuable addition to cosmotechnics and demonstrate the potential for alternative intellectual trajectories beyond Western paradigms. (shrink)

The advent and widespread adoption of modern technology has impacted our society in a significant and ubiquitous manner. I argue that our dependence on modern technology, specifically, has prompted a loss of human autonomy that corresponds directly to its advancement. I argue that this anti-reciprocal phenomenon is self-instituted. In this sense, autonomy is not lost like ones wallet or car keys, but rather handed over to modern technology in exchange for the streamlined processes and conveniences it promises. -/- I arrive (...) at this conclusion through exploring the research and findings of other thinkers situated in the field of philosophy of technology and the analyses made by other contemporary authors. I also provide my own analysis incorporating relevant phenomena that serve to validate and solidify my arguments. -/- For as much talk of technology that comes part and parcel with a work of this nature, I suggest something quite divergent from its leading critics. It is true that modern technology impacts nearly every aspect of our lives today, and in many ways, its influence defines the very way we have evolved as a society. In its use, there can be seen a wide spectrum of advocacy from philia to phobia and everything between. Yet, I recognize that the one common factor in the invention, adoption, advancement, and widespread utilization of modern technology is a human inventor, adopter, advancer, and end user. It is my contention that the blame can rest not in a thing for the phenomenon of human dependence and loss of autonomy. To truly understand the way modern technology affects us, we must look upon ourselves. (shrink)

In On Touching, Derrida commends philosopher Jean-Luc Nancy for ‘taking into account [the] plasticity and technicity “at the heart” of the “body proper.”’ Specifying the meaning of this plasticity and technicity, Derrida writes, the"[s]upplementarity of technical prosthetics originarily spaces out, defers, or expropriates all originary properness: there is no “the” sense of touch, there is no “originary” or essentially originary touching before it." What is ‘proper’ or ‘original’ to the body, it seems, is not any set of properties or (...) capacities – including sensorial or perceptual powers – but rather the ‘plastic and substitutive structure of prosthetics’, the very possibility of the body’s ‘technical’ supplementation. With the recent renewed interest in AI, the field has made substantial advancements, particularly in generative systems. Increased computational power and the availability of very large datasets has enabled systems such as ChatGPT to effectively replicate aspects of human social interactions, such as verbal communication, thus bringing about profound changes in society. In this paper, we explain that the arrival of generative AI systems marks a shift from ‘interacting through’ to ‘interacting with’ technologies and calls for a reconceptualization of socio- (...) class='Hi'>technical systems as we currently understand them. We dub this new generation of socio-technical systems synthetic to signal the increased interactions between human and artificial agents, and, in the footsteps of philosophers of information, we cash out agency in terms of ‘poiêsis’. The purpose of this article is to explore the close link between technology and death in the philosophical writings of Lewis Mumford. Mumford famously argued that throughout the history of western civilization we find intertwined two competing forms of technics; the democratic biotechnic form and the authoritarian monotechnic form. The former technics were said to be strongly compatible with an organic form of life while the latter were said to be allied to a mechanical power complex. What is perhaps less (...) well known is the extent to which Mumford characterizes the authoritarian technical form as being a technics of death. This article will argue that the connection between death and technics is a key theme in Mumford’s philosophy of technology. In addition to elaborating this theme and detailing how it informs Mumford’s other positions on the nature of technology, this article will also argue that Mumford’s theory of a technics of death bears witness, both implicitly and explicitly, to the influence of Sigmund Freud’s theory of the death instinct. Freud’s account of the death instinct will be outlined briefly and its influence on Mumford’s writings will be explained. Death, in Mumford’s technological writings, has a generally negative function and serves to warn humanity of the perilous course that its technological civilization is set upon. However it also has a positive function in that it encourages man to transcend its biological existence in acts of creativity and purpose. Death, in this positive sense, serves the purpose of life whereas, in the negative sense, it hinders it. The role of death, in both aspects, will be explored and related to Mumford’s overall perspective on technics and life. It is argued that Mumford’s philosophy of technology cannot be fully understood without an awareness of his views on death and its role in the life of technological society. (shrink)

The study aimed to identify the level of promotion of entrepreneurship in the technical colleges in Palestine. The analytical descriptive method was used in the study. A questionnaire of 41 items was randomly distributed to the technical colleges in the Gaza Strip. The random sample consisted of (275) employees from the mentioned colleges, and the response rate were (74.5%). The results of the study showed that the technical colleges achieved a high level of promotion of entrepreneurship with (...) a relative weight of 73.45%. The results of the study showed that there is a high level of promotion of entrepreneurship (risk, preparedness, proactive competition, innovation orientation) in the technical colleges in Gaza Strip. The field of competition came in first place with a relative weight of 76.65%. In the second place came the field (the trend towards innovation) and relative weight (74.96%). In the third place came the field of pre-emptive preparedness with a relative weight of 74.07%. In the fourth and last place came the field of risk and a relative weight of 68.39%. The results confirmed that there are statistically significant differences in the promotion of entrepreneurship in the technical colleges in Gaza Strip due to the college variable in favor of UCAS. The results confirmed that there is no statistically significant relationship in the promotion of entrepreneurship in technical colleges in Gaza Strip due to the variable level of employment. The researchers suggest a set of recommendations, the most important of which is to draw the attention of the technical colleges to the importance of promoting entrepreneurship, because of their role in reducing the problem of unemployment, the importance of linking technical education and promoting entrepreneurship to the Palestinian society in general and Gaza Strip in particular. The importance of urging decision-makers in technical colleges to promote interest in leadership and to put their own courses in all technical education programs in these colleges, as well as enhancing the technical, technological and technical capabilities of technical education and keeping pace with the latest international standards by providing the necessary material resources. There is a need to urge researchers to conduct further studies of the future which deal with the same variables of the current study in the field of entrepreneurship and applied to other sectors. The purpose of this article is to establish that Lewis Mumford’s historical and philosophical writings were heavily influenced by the psychoanalytic theories of Sigmund Freud. It is argued that Freudian ideas and concepts played a foundational role in the construction of Mumford’s views on the nature and function of mind, culture and history, which in turn founded his views on the relationship between technology and society. Indeed, it is argued that a full understanding of Mumford’s technological writings cannot be achieved (...) until one has grasped their psychoanalytic influence. To this end, this article will reconstruct the psychological views of Lewis Mumford and indicate how they draw upon and modify Freudian theory. It will then be shown how Mumford’s theory of the psyche interacts with Mumford’s own concept of the idolum. This interaction, I will argue, considerably underpins Mumford’s holistic views on the relationship between society and the individual and between the internal and external world and will require us to reconsider our understanding of Mumford’s philosophy of technology, particularly with regard to his descriptions of monotechnics and biotechnics, the authoritarian and democratic technological forms. It will be argued that for Mumford the division intechnics corresponds to a division in the human psyche, and indeed arises from it. Not only will an appreciation of Mumford’s Freudian influence alter our understanding of Mumford’s technological writings in general, but also in particular it can enable us better to comprehend the reasoning behind Mumford’s recommended method of resistance to the modern power complex of the megamachine. Such a revised understanding of Mumford’s philosophy also undercuts any attempts to characterize his position as being a technological determinist one. Rather, his philosophy of technology is better understood as a form of technological voluntarism. (shrink)

‘What it is like’ talk (‘WIL-talk’) — the use of phrases such as ‘what it is like’ — is ubiquitous in discussions of phenomenal consciousness. It is used to define, make claims about, and to offer arguments concerning consciousness. But what this talk means is unclear, as is how it means what it does: how, by putting these words in this order, we communicate something about consciousness. Without a good account of WIL-talk, we cannot be sure this talk sheds light, (...) rather than casts shadows, on our investigations of consciousness. The popular technical account of WIL-talk (see e.g. Lewis, 1995, and Kim, 1998) holds that WIL-talk involves technical terms — terms which look like everyday words but have a distinct meaning — introduced by philosophers. I argue that this account is incorrect by showing that the alleged technical terms were not introduced by philosophers, and that these terms do not have a technical meaning. (shrink)

A technical artefact is often described in two ways: by means of a physicalistic model of its structure and dynamics, and by a functional account of the contributions of the components of the artefact to its capacities. These models do not compete, as different models of the same phenomenon in physics usually do; they supplement each other and cohere. Coherence is shown to be the result of a mapping of role-contributions on physicalistic relations that is brought about by the (...) concept of function. It is common to characterise phenomenal consciousness as _what it is like_ to be in a mental state. This paper argues that the ‘what-it’s-like’-phrase in this context has a technical meaning, i.e. a meaning for which the association to the relevant expression is peculiar to a theoretical community. The relevant theoretical community is philosophy and some parts of cognitive science, so on this view, only philosophers and cognitive scientists use the ‘what-it’s-like’-phrase in the way that is characteristic in the (...) literature on phenomenal consciousness. This claim has important consequences. Firstly, I argue that the phrase says nothing informative about phenomenal consciousness. Secondly, I argue that the fact that non-philosophers use the phrase is not compelling evidence that they believe in phenomenal consciousness. The study aimed to identify the reality of the use of social networks in the technical colleges in Palestine, where the variables of social networks were included. The analytical descriptive method was used in the study. A questionnaire consisting of (12) items was randomly distributed to college workers Technology in the Gaza Strip. The sample of the study consisted of (205) employees of these colleges. The response rate was 74.5%. The results showed a high degree of approval for the (...) dimensions of the social networks and a relative weight (74.15%) according to the perspective of the employees of the technical colleges in the Gaza Strip. The results of the study showed that there is a high level of social networking areas (site management and Website Content) in the technical colleges in the Gaza Strip. The field of site management ranked first with a relative weight of 74.91%, and second and last (Content Site) with a relative weight (73.38%). The results showed that there were differences between colleges in the use of social networks where the results showed that the most common colleges used these networks (UCAS) and the least used is (GTC). The results showed no differences between male and female employees in the use of social networks in technical colleges. The researchers suggest a number of recommendations, including: the need to raise awareness of the importance of Facebook and other social networking sites, through the holding of courses for employees in technical colleges, and to identify the ways to optimize the use of such sites, and the benefits of this use, and reflected positively on technical colleges. And the adoption of dealing with the various social networking sites as a reality, and the Palestinian and Arab technical colleges, use them in accordance with the objectives of technical colleges. Advise the Department of Technical Colleges to devote time to their presence on social networks to follow the public and respond to their queries. There is a need for the attention of decision-makers in technical colleges in social sites, because they are considered an important and effective means of communication, and the link between beneficiaries and decision-makers. Definition of the problem The umbrella term “explicability” refers to the reduction of opacity of artificial intelligence (AI) systems. These efforts are challenging for medical AI applications because higher accuracy often comes at the cost of increased opacity. This entails ethical tensions because physicians and patients desire to trace how results are produced without compromising the performance of AI systems. The centrality of explicability within the informed consent process for medical AI systems compels an ethical reflection on the trade-offs. Which (...) levels of explicability are needed to obtain informed consent when utilizing medical AI? Arguments We proceed in five steps: First, we map the terms commonly associated with explicability as described in the ethics and computer science literature, i.e., disclosure, intelligibility, interpretability, and explainability. Second, we conduct a conceptual analysis of the ethical requirements for explicability when it comes to informed consent. Third, we distinguish hurdles for explicability in terms of epistemic and explanatory opacity. Fourth, this then allows to conclude the level of explicability physicians must reach and what patients can expect. In a final step, we show how the identified levels of explicability can technically be met from the perspective of computer science. Throughout our work, we take diagnostic AI systems in radiology as an example. Conclusion We determined four levels of explicability that need to be distinguished for ethically defensible informed consent processes and showed how developers of medical AI can technically meet these requirements. The study aimed to identify the creative environment of the technical colleges operating in Gaza Strip. The analytical descriptive method was used through a questionnaire which was randomly distributed to 289 employees of the technical colleges in Gaza Strip with a total number of (1168) employees and a response rate equal to (79.2%) of the sample study. The results confirmed the existence of a high degree of approval for the dimensions of the creative environment with a relative weight (...) of (75.19%) according to the perspective of the employees of the technical colleges in Gaza Strip. The results of the study showed a high level of creative environment (fluency, flexibility, originality, sensitivity to problems) in the technical colleges in Gaza Strip, where the field (fluency) ranked first and relative weight (76.86%), in the second place came the area (sense of problems) and relative weight (74.89%). The field of elasticity came in third place with a relative weight of (74.59%). Finally, the field of originality came in fourth and final rank with a relative weight of (74.41%). The results showed that there are differences between the technical colleges in the principles of the creative environment in all fields and the overall degree except for the field of flexibility. The most available colleges in these principles were the university college of applied sciences, and that was the least of the Faculty of Al-Aqsa Society. The results showed that there were differences according to the age variable in the areas of creative environment only in the sense of problems for age groups (less than 30 years) and (from 40 to 50 years). The researchers suggested a number of recommendations, the need to enhance the dimensions of the creative environment in technical colleges by working to improve the faculties of fluency, flexibility, originality and sensitivity to problems. The need to work on continuity and improve aspects of the creative environment of the colleges and the creation of new and innovative ways to support and develop and support these aspects combined. Necessity of technical colleges to continue to develop the creative environment (fluency, flexibility, originality, sensitivity to problems) for employees by engaging them in specialized training courses for creative thinking and problem solving. Developing work procedures with new innovative methods that will accomplish the various tasks quickly and accurately, and provide the effort, time and costs. The researchers urged more future studies that address the same variables of the current study in the field of creative environment and applied to other sectors. (shrink)

As a response to climate change, geoengineering with solar radiation management has the potential to result in unjust harm. Potentially, this injustice could be ameliorated by providing compensation to victims of SRM. However, establishing a just SRM compensation system faces severe challenges. First, there is scientific uncertainty in detecting particular harmful impacts and causally attributing them to SRM. Second, there is ethical uncertainty regarding what principles should be used to determine responsibility and eligibility for compensation, as well as determining how (...) much compensation ought to be paid. A new layer of complexity, constituted of networks of information token recurrence, has been identified in socio-technical systems such as the Wikipedia online community and the Zooniverse citizen science platform. The identification of this complexity reveals that our current understanding of the actual structure of those systems, and consequently the structure of the entire World Wide Web, is incomplete, which raises novel questions for data science research but also from the perspective of social epistemology. Here we establish the principled (...) foundations and practical advantages of analyzing information diffusion within and across Web systems with Transcendental Information Cascades, and outline resulting directions for future study in the area of socio-technical systems. We also suggest that Transcendental Information Cascades may be applicable to any kind of time-evolving system that can be observed using digital technologies, and that the structures found in such systems comprise properties common to all naturally occurring complex systems. With the previous technical reports, we presented the main insights from the qualitative analysis of the reflection of the mathematical dimension of gambling in gambling-related sites, in its structural, linguistic, epistemic, and informative aspects. In this report we will focus on the factors responsible for the patterns that the content of the gambling-related sites exhibit and the way that the mathematical dimension of gambling is reflected in this content, namely the factors that influence the content policies of these sites. It is focused on and discusses the usage of the math terms specific to gambling in the reviewed sample. In particular, the fifth technical report discusses the usage of math terms associated with the game of slots, as found in the reviewed sample.

Except in extraordinary circumstances, patients' clinical care should reflect their preferences. Incapacitated patients cannot report their preferences. This is a problem. Extant solutions to the problem are inadequate: surrogates are unreliable, and advance directives are uncommon. In response, some authors have suggested developing algorithmic "patient preference predictors" (PPPs) to inform care for incapacitated patients. In a recent paper, Earp et al. propose a new twist on PPPs. Earp et al. suggest we personalize PPPs using modern machine learning (ML) techniques. In light of the observations and research design presented in the previous reports, the current technical report is focused on the relationship between the quality and specificity of the content of the gambling sites and the site’s SEO and marketing policy. This relationship is dependent upon the category of the gambling site and the difference in content quality, and the degree to which the mathematical dimension of gambling is reflected in this content is explained by this dependence.

This second technical report shows some partial results for the variables of the proposed statistical analysis and a discussion about some changes in sampling. In what concerns the qualitative analysis of content, the report presents the general predominant tendencies that get contoured with the first two samples.

Extruded polystyrene (XPS) otherwise known as a thermoplastic polymer has a closed cell structure and is often stronger, with a higher mechanical performance. XPS is a pressed material and is sold in different thicknesses ranging from 2 cm to 10 cm, thus having a weight that varies from 28 to 45 kg/m3 due to the force and pressure exerted on it. In general, XPS material has very low thermal conductivity and is resistant to bending. This material obtains typical values of (...) thermal conductivity between 0.025 and 0.040 W/m∙K., which means that it is ideal for surfaces that have to withstand weight, continuous traffic, etc. It is also resistant to moisture absorption and has a homogeneous density. Other characteristics of the material are good acoustic properties, easy assembly, and high durability over time. It should always be kept in mind that the surface where the thermal insulation will be applied must be leveled, cleaned, and dried. Primer is applied, before placing the thermal insulation on the surface. Then, XPS boards are placed on the surface, adhering to the corresponding mortar. This paper will deal with different cases of application of XPS tiles in the city of Tirana. A closer look at the resistance of this material from the day of application until today will be analyzed. The results during the observations showed high thermal stability of the material and no mold surface. EPS Expanded Polystyrene, otherwise known by the Dow Chemical trademark name STYROFOAM, is a lightweight product made from expanded plastic beads. It was first discovered by Eduard Simon in 1839 in Germany. EPS in its composition has 95% air and only about 5% plastic. This material is used because of its excellent properties, including good thermal insulation, good protective properties, and extremely lightweight. EPS is inert in nature and therefore does not result in any chemical reaction. EPS is durable, strong, and lightweight and can be used as an insulated panel system for facades, walls, roofs, and floors, as floating material in marine construction, and as a lightweight filler in road and railway construction. Different examples from the city of Tirana, of buildings where XPS and EPS materials are applied, are going to be analyzed, drawing conclusions. (shrink)

The current technical report of the research project investigating how the mathematical dimension of gambling is reflected in the communication and texts associated with the gambling industry raises the problem of the adequacy of sampling and proposes a new approach in this respect. The qualitative analysis of the reviewed websites is extended to a deeper analysis of language and also to the organization and structure of websites’ content. Although not stated as a goal of the initial project, the research (...) will also try to identify relationships between the specificity of content relative to the mathematical dimension of gambling, and the management and marketing of the website. In Aristotle’s physics and biology, matter’s capacity for spontaneous, opaque, chance deviation is named by automaton and marked with a feminine sign, while at the same time these mysterious motions are articulated, rendered knowable and predictable via the figure of ta automata, the automatic puppets. This paper traces how automaton functions in the Aristotelian text as a symptomatic crossing-point, an uncanny and chiasmatic figure in which materiality and logos, phusis, and technē, death and life, masculine and feminine, are intertwined and (...) articulated. Automaton permits a mastery of generative materiality for teleological metaphysics, but also works to unsettle teleology’s systematic and unifying aspirations. (shrink)

With the development of sharing economy, a consensus to study this area from the perspective of morality and ethics has been recently reached. The key point of this study is the ethical basis of sharing economy. It should be noticed that the conceptual framework of sharing economy must be grounded within the market economy, technological innovation, and the spirit of "rational cooperation". It is, therefore, necessary to realize that the sharing economy is based on the Contractual Ethics internally rooted in (...) the market economy, the Technical Ethics which is coordinated with technological innovation, and the Universal Ethics produced by the cooperative reason. This study aimed to identify the interactive justice and its impact on the organizational loyalty of the Faculty Staff in the Technical University of Palestine-(Kadoorei). In order to achieve this, the researchers used a questionnaire consisting of (22) paragraphs where the first area (10) paragraphs looking at interactive justice, while the second area (12) in the area of organizational loyalty to the Faculty Staff at the university, where it was distributed to (105) individuals from the study sample, and after (...) the process of distribution of the questionnaire was collected and coded and entered into the computer and processed statistically using the statistical package of social sciences. The results of the study indicated that there is a statistically significant effect at the level of significance (α = 0.05) between the interactive justice at the Technical University of Palestine (Kadoorei) at the level of organizational loyalty among the teaching staff of the university. In light of the results of the previous study, the researchers recommended several recommendations, namely, the need for the university to pay attention to the level of interactive justice at department heads and to show more democracy in the decision-making mechanisms of Faculty Staff. The current study evaluates qualitatively how the mathematical dimension of gambling is reflected in the content of gambling websites. A number of gambling websites have been reviewed for their content in that respect. A statistical analysis recorded the presence of the mathematical dimension of gambling and its forms in the content of the participating websites, and a qualitative research study analyzed and assessed the quality of the content with respect to that dimension. The emergence in Britain of chemical engineering, by mid‐century the fourth largest engineering specialism, was a hesitant and drawn out process. This article analyses the organisational politics behind the recognition of the technical occupation and profession from the First World War through to the end of the 1920s.
