    In this paper it is argued that existing ‘self-representational’ theories of phenomenal consciousness do not adequately address the problem of higher-order misrepresentation. Drawing a page from the phenomenal concepts literature, a novel self-representational account is introduced that does. This is the quotational theory of phenomenal consciousness, according to which the higher-order component of a conscious state is constituted by the quotational component of a quotational phenomenal concept.     We argue that Graziano and Kastner are mistaken to claim that neglect favors their self-directed social perception account of consciousness. For the latter should not predict that neglect would result from damage to mechanisms of social perception. Neglect is better explained in terms of damage to attentional mechanisms.

    Millikan's account of substance concepts is based on a notion of “substance” expanded from realist notions of individuals and natural kinds. Her metaphysical notion, based on “inductive potential,” is shown to be too puristic and needs to incorporate cognizing subjects. This could preserve the realist/nondescriptionist insight that the extension of substances is determined by the world.
