The article examines the peculiarities of the spreading of Buddhism in Ukraine through the prism of modern global trends. The most famous areas, schools, and teachers were chosen for the convenience of the study. It should be noted that not all Buddhist centers have official registration, occupying rather an informal niche. In the example of schools that are registered and continue activities in Ukraine, we note commonalities in the processes of adaptation and dialogue with local cultures. This (...) feature is common to European, American, and Ukrainian Buddhism in all its various forms. The author draws attention to the fact that common trends determine our involvement in global processes and certain problems in the understanding, translations, and formation of unique local forms of Buddhism, which are also part of the process of spreading this teaching, and its religious, and philosophical forms in Ukraine. Among the presented schools of Buddhism in Ukraine, we can mention: Theravada, Zen, and Tibetan schools, which are accordingly classified by famous Buddhist scholars (Theravada, Mahayana, and Vajrayana). Also, teachers with personal traits, who continue active missionary and educational activities deserve special attention. Based on the analysis of the features of the spread of Buddhism in Ukraine, the author of the article claims that, in general, global processes affect the Buddhist Sangha in Ukraine, and therefore the trends common to the West (Western Europe and North America) are also preserved for local schools. Among the noticeable changes are the gradual Ukrainization of Buddhist texts, religious practice, and liturgy, the representation of the main trends and schools that were first assimilated in the West and then continued their journey in post-Soviet countries and the concentration of communities in large cities. With the preservation of the further trends of Buddhism in Ukraine, we can predict a gradual increase in the number of Buddhist centers, mainly in big cities, where there is a need for alternatives to Christian forms of religion or religious philosophy. Ukrainization is also noticeable, albeit very slowly, but the need for Ukrainian-speaking teachers, books, sacred texts, and sermons is growing. We hope that these trends will continue in the future. War crimes are being committed in Ukraine today, but who should be held responsible? By looking at the literature on responsibility and violence by Philippa Foot and John Harris, this article argues that there are grounds for holding Vladimir Putin responsible for war crimes in Ukraine, even if he did not give the command for these crimes and other atrocities to be carried out.

This paper explores Pope Francis’ and the Holy See’s reaction to the war in Ukraine, and attempts to explain the logic behind it. After introducing the Holy See’s statements since the start of Russia’s aggression, the author reads them through the background of Catholic social teaching. In particular, he claims that the ambiguities of the Holy See’s position are due to the unresolved tension between the traditional just war approach and a tendency towards nonviolence. The latter has acquired prominence (...) over the last decades, in particular with Francis’ Fratelli Tutti. Unarmed surviving Parbatya Chittagong nation of Buddhists population in Bangladesh has not yet been able to form their government since 1997 to 2023, so it has been assumed that Prime Minister Sheikh Hasina & Awami League Government of Bangladesh (ALGOB) cheated to weaponless freedom fighters Buddhists people (...) by taking their weapons through the Chittagong Hill Tracts Peace Accord 1997 that was signed between Bangladesh and Chittagong HillTracts in order to a Commonwealth of Independence of Autonomy Government, Formation of Legislative Assembly House and Parliament Building Construction, which is also the last official initiative of the Parbatya Peace Process in the Chinese Belt and Road. Following the theater of war between the US-led NATO—Ukraine alliance and the Russian Federation, the 3rd World War situations intended to expand between Bangladesh and Myanmar. This doctrinal paper has been presented through codification of situations of the post-seizure war-fighting battles surviving cold and silent conflicts in Parbatya, Chittagong Hill Tracts, in order to deliver the seized nation onto a free pathway. In my paper, I develop a phenomenological and pragmatist reflection on the fragility of liberal democracy’s moral foundations in times of war. Following Judith Shklar’s conception of the “liberalism of fear”, the legitimacy of the liberal-democratic order is seen as grounded in experiences of suffering caused by political violence. It is also assumed that the liberalism of fear delivers an adequate conception of the normative foundations of the European project. With the help of phenomenologists such as Edmund Husserl, Maurice Merleau-Ponty (...) and Michel Henry, the paper ants to philosophically deepen the liberalism of fear by outlining a theory of “pathic evidence” as a normative foundation and the concept of a common “flesh of the political” as a shared moral sensitivity that sets boundaries to political conflict as well as the political imaginary, excluding what I call the production of “monumental meaning”. It then examines the question which political conditions are needed for this evidence to become a shared, communal criteria of ethical thought, and considers inner and outer challenges to the transmission and reproduction of this evidence in time, drawing especially on John Dewey’s ideas of democratic communication and social intelligence. In the current war, the following problem appears as crucial for the “soul” of European democracies which are confronted with the need to respond to Russia’s attack: How can a political morality grounded in pathic evidence be sustained, once it is challenged by an aggressor who, out of cultural and political reasons, shows a higher level of toleration towards violence? Besides aggression from an external foe, there are also temporal dynamics that further the loss of the inhibiting force of pathic evidence from the inside. As it shall be argued, boredom can be such a factor. The paper concludes by drawing conclusions for the current war in Ukraine. (shrink)

The purpose of the article is to analyze the prerequisites, advantages, problems and prospects for the development of the processes of financial decentralization in Ukraine. Initially, the article reveals the features of the federal and unitary arrangements of states. As research has shown, the principles of fiscal federalism have been increasingly used by unitary states. The legislative and normative legal acts regulating the implementation of the decentralization policy in Ukraine are justified and given. Characteristics of the formation of (...) new structures, such as: united territorial societies and their sources of financing are characterized. Changes in incomes in local budgets as a result of decentralization are analyzed, and their significant growth is observed. The mechanism of horizontal leveling of the tax ability of territories has been developed, which helps to remove imbalances and unevenness, most of the budgets of Ukraine are recipients of budgetary funds, since they receive a basic subsidy. The influence of the development of information technologies on entrepreneurial activity in small towns and villages is determined. Information technology is a tool of points of growth of territories. Decentralization will not gradually increase due to urbanization processes, but will be accompanied by new development mechanisms, where the labor force and the means of production will unite and help create a qualitatively new environment. In the context of Ukraine’s membership in the WTO, the functioning of a free trade area with the EU, the opportunity for agricultural producers to obtain a larger share of the value added is primarily linked to the intensification of trade in domestic livestock products and their processing products. However, their production is one of the high-risk areas and requires a set of measures aimed at ensuring proper quality. Without effective solution of the problem of quality of livestock products (...) it is impossible to ensure its competitiveness in the world market, to guarantee the rational nutrition of the population of the country, the availability of the necessary components for the vital activity of the human body. The aim of the research is to determine the socio-economic factors for ensuring the quality of livestock products in Ukraine. The scientific and specific research methods were used to solve the tasks set in the work: the historical method; abstraction method; method of comparative analysis; system-structural method. The main producer of livestock products in Ukraine are households. They do not have the capabilities to implement technologies of keeping, feeding, veterinary services, programs prerequisites for guaranteeing the safety of products, adherence to the HACCP principles. In Ukraine, real technical, economic and organizational-economic prerequisites for ensuring the safety and quality of livestock products are created only in the poultry meat sector. During 2015-2017, the trends in production of almost all types of livestock products except poultry and honey were identified. One of the reasons for this situation was, firstly, decreasing in capital investment in the livestock sector, and secondly, the low profitability of production of livestock products in the context of accelerated growth in prices for resources. It is proved that insignificant market (price) incentives should be supplemented with instruments of state assistance to improve the quality parameters of products on the basis of specialized enterprises. The necessity of state support for the production of livestock products based on small and medium-sized enterprises is substantiated. This will effectively combine the processes of increasing the production of livestock products with the environmental friendliness of production and steady improvement of quality. It is shown that the low quality of certain livestock products in Ukraine is caused by insufficient living standards of the population and low incomes of the majority of households, which cause them to consume low quality products. It is determined that the problem of guaranteeing the quality of livestock products in Ukraine has deep roots cause due to the influence of socio-economic factors. Therefore, a comprehensive approach is needed to solve it, which is not limited to improving the efficiency of the state control system and successfully harmonizing of the Ukrainian technical regulation system with the European one. The problem of low quality and the danger of livestock production requires a systematic approach for its solution, which is not limited, in particular, by measures to improve the system of state control and ensure approximation of the domestic technical regulation system to the European one. In Ukraine, major high-quality animal products are economically inaccessible to a large part of households. The projected increase in safety parameters and a certain improvement in the quality of livestock products as a result of the implementation of regulations adopted in 2014-2017, will necessarily lead to an increase in its value, and therefore may lead to a decrease in market demand and even greater inaccessibility of these products to people. All this can only aggravate the situation with guaranteeing the food security of the country, forming the prerequisites for increasing the intellectual capacity of the nation. (shrink)

The paper is devoted to the study of determinants determined the level of financial security of economic systems. It is shown that the financial security of an economic system implies the achievement of a level of financial stability that will contribute to simultaneously maintaining financial equilibrium and ensuring targeted growth in line with the development strategy. The level of financial security of rail transport in Ukraine was analyzed and it was determined that the decline in its security was the (...) result of a complex interaction of external and internal factors, the main of which were tight government regulation, shifting the financial burden of social responsibilities to Ukrzaliznytsya, PJSC, lack of competition in the transportation of the main nomenclature of cargo and the unsatisfactory state of non-current assets. Based on the Argenti’s method, it is shown that the consequence of the inefficient financial management of Ukrzaliznytsia, PJSC are the reduction of its insolvency. Three main determinants of the financial security of rail enterprises were identified: a reduction in traffic volumes, an unstable capital structure and the impossibility of timely repayment of current liabilities. An additive model for assessing the impact of selected determinants on the level of financial security of Ukrzaliznytsia, PJSC is proposed. The analysis of the model parameters showed that the greatest impact has the index of industrial production, which is due to the predominant formation of its own financial resources of rail transport due to income from freight traffic. A complex of measures designed to improve the financial condition of rail enterprises was proposed. It is substantiated that in order to equalize existing threats, it is necessary to take political decisions aimed at improving the financial condition of Ukrzaliznytsia, PJSC by reducing the intensity of leaching of its financial resources, as well as implementing an anti-crisis financial strategy aimed at optimizing the capital structure and financial rehabilitation of rail enterprises. The introduction of digital technologies in agricultural production is one of the most important elements of strategic development in the agricultural sector and rural areas in Ukraine. In agriculture, these new technologies can modernize the industry, promoting innovation in agribusiness and creating new opportunities for rural development. The introduction of digital technologies in agriculture ensures the accuracy of measurements, speed data collection and processing. Digitization in rural areas is an inevitable process that brings a number of economic, social and (...) environmental benefits. The immediate aim of this paper is to assess the state of implementation of digital technologies in agriculture and to examine opportunities for rural development in Ukraine. Research methods: monographic, descriptive, analysis, synthesis, induction. The results indicate that only large agricultural enterprises in Ukraine are able to implement and use digital technologies. Thus, it is proposed to create an integrated digital portal for agricultural needs, combining solutions that optimize activities of agricultural enterprises: land bank management, production, crop monitoring, warehouse, procurement and supply, equipment and repairs, logistics, inventory and finished products. The article identifies technological and human barriers to introduction of digital technologies in rural areas of Ukraine. In addition it proposes strategies for development of digital literacy and skills among rural residents in Ukraine. The results of the research can have a significant impact on the development of agriculture in Ukraine, promoting digital technologies among other agricultural enterprises and ensuring the development in rural areas, attracting additional agricultural market participants and infrastructure that provide relevant information and digital services to rural residents. Management decision-making is a daily task that managers of various levels solve in every organization. Degree of difficulty of this process depends on the scope of authority, responsibility level, manager’s position in organizational hierarchy; on the changes in the environment, unpredictability of which causes emergence of significant amounts of alternatives. For this reason, managers do not rely only on intuition or personal experience (which limited with selective perception, cognitive ability, ability to withstand stress and/or the presence of bias), but use (...) tools (methods) that have stood the test of time and practice; are based at the analysis of a significant amount of primary and secondary information; involve team-building to find the optimal option or to generate ideas. A significant amount of research papers are devoted to such methods, however, the author forms a synergetic approach which contains a detailed analysis of their correlation with the key factors of the competitiveness of enterprise, such as organizational culture and leadership. Existing decision-making practices, problems and style of management at the tourism enterprises are revealed from conducted survey (the first half of 2014) in tourism firms of Dnepropetrovsk and Zaporizhzhia regions of Ukraine, in which 729 tourism managers took part. The most popular decision-making practices in tourism branch were specified, among them are modeling and monitoring of previous results. The study proved the hypothesis of the author concerning strong connection of decision-making management and type of organizational culture. Moreover, 63% of managers were dissatisfied with low attention to organizational culture at their companies. The basis for future research and the synergetic matrix for decision-making management were worked out in the article which give preconditions for further studies and improvements in tourism management of Ukrainian enterprises. The article describes the features of social entrepreneur development as a way of government regulation of labor market. Different ways of definition “social enterprise” are analyzed. During the research, the models of improvement and development about regulation of this activity in other countries were analyzed. Analyzing the modern models of social entrepreneurship in other countries demonstrates how it is popular and deals with the problems of unemployment and social safety. In the current situation in Ukraine this model of entrepreneurship (...) is not so popular. For the changing situation we described and proposed the mechanism of development of social entrepreneurship. For the more active development of this entrepreneurship model we have proposed: to create, pass and apply the law about social entrepreneurship, which can measure the criteria for this type of activities and the law mechanism to support social entrepreneurship; to spread information about this type of activity through the informational channels; to develop and establish programs about professional education for people, who would like to work at the social entrepreneurship area. The characteristics of social entrepreneurship were compared, charitable organizations and traditional business. Features and criteria, which characterize the social entrepreneurship are described. Experience of developing social entrepreneurship in other countries and the benefits of involving labor force in Ukraine are compared. The methods used for research are comparing and analyzing. The main goal of social entrepreneurship is producing goods and services for solving social problems and searching the ways of improving the economic situation in Ukraine. (shrink)

The relevance of this research has been caused by the return of “war” as a central subject of thought to the attention of European thinkers. The complexity of this subject requires special attention to the methodological aspects of its cognition. The purpose of our research is to find effective epistemological means for transferring the immediate experience of war into the sphere of rational thinking and knowledge because this article focuses on the analysis of the specifics of thinking about war in (...) one’s own country. The results of the study show that thinking about the war “from the inside of war” differs from the “external view” as it is built on personally experienced feelings. This article argues that the immediate experience of war is not an obstacle for the process of cognition but, on the contrary, is a prerequisite for having a close view of the factual reality of war. Also, this research argues that for the thinker of a country waging a just defensive war, a true interpretation of the reality of war is an effective means of countering the enemy. This article proposes the use of Heinrich Rickert’s theory of the ordering of the chaos of sensations through concept formation and the further systematization of the formed concepts. This is because this theory is one of the means of transferring the experience of war into the sphere of rational thinking. Furthermore, this article demonstrates the application of this theory when dealing with the feeling of encountering evil. The concept of three modes of evil (factual, active, and passive) is proposed, and its applicability for characterizing Russia’s military actions against Ukraine is demonstrated. In addition, the idea of collective and personal responsibility of the citizens of the Russian Federation for the war their state unleashed against Ukraine was elaborated through the means of philosophy. In particular, the applicability of Karl Jaspers’ theory regarding the political, moral, and metaphysical guilt of the aggressor nation is shown in relation to the people of contemporary Russia. Throughout this review, two types of toleration of war by Russian citizens are distinguished. Also, three conclusions were drawn from the obtained results. First, thinking about war in one’s country make one capable of taking into consideration data that researchers “outside the war” do not have. Secondly, the main methodological difficulty of thinking about the war in one’s own country is the search for a reliable means of transferring the sensations from experience into a rational and clearly articulated system of concepts. Thirdly, using the methodological tools of H. Rickert and K. Jaspers, one can effectively start to research complex aspects of this war such as the essence of the actions committed by the invaders and the question of their guilt. (shrink)

The article presents an analysis of global trends in setting the inflation target and the acceptable corridor of inflation target fluctuations. Inflation targeting is an important attribute of the monetary regime of inflation targeting, its main quantitative parameter. The tendency of the inflation targeting regime in 70 countries all over the world are considered, of which 41 countries have official recognition by the International Monetary Fund (IMF) regarding the inflation targeting regime. It was found that most countries set the inflation (...) target at 5% or below, and the level of the corridor of fluctuations in relative terms hovers around 20-50% of the target value. The latest trends related to changes in the monetary policy of the European Central Bank have been studied, recommendations for determining the acceptable corridor of fluctuations of the inflation target in small and open economies on the example of Ukraine are provided. The entry of Ukraine into the European Union significantly expands the boundaries of cooperation with different countries of the world. Compliance with the European requirements in the marketing sector will greatly increase the efficiency of its operation in the regions of Ukraine. The method of estimating the development of social infrastructure in the resource support of the management mechanism aimed at increasing the competitiveness of the transport system of the region by the integral indicator, which characterizes the level (...) of social development of the region, is developed in the work. The integral indicator is defined as the sum of the ratios of the current and maximum partial indicators of population security by type of services in the region. The components of the process of social development assessment have been introduced: a limitation on the magnitude of each type of resource used to improve social development indicators; specific expenses of each type of resource in the region in support and improvement of the indicator of social development; the magnitude of the growth of the provision of the region for each indicator of social development; the function of the priorities of social development in the region for each indicator. The article reveals some approaches to the notion of the balance between “life and work”. There are given constituents of the notion “work and life”, also we offered basic orientations of policy in achievement the correspondent balance, analyzed possible consequences of establishment/violation for a person or business, in particular for enterprises in the tourism and hospitality sphere. There are given and analyses survey results of the specialists in tourist enterprises concerning the balance between working and free time. Several kinds of (...) organizational culture are outlined and given monitoring results on these kinds in tourist agencies of Dnipropetrovs’k and Dnipropetrovs’k region. We determined that adherence of the employees of recreational enterprises to their working places depends on their awareness of the possibility in achievement in the working place the balance between working and free time. Secondly, we found out that employer’s help was more important than family support as to reducing stress and leveling industrial conflicts. Thirdly, there exist significant dependence between employee turnover in tourist and some other enterprises and unbalancing between «public» and «individual». There is emphasized the role of organizational culture in finding the compromise between public and private, and given recommendations as to its reinforcement. (shrink)

Purpose. The creation ofan ergonomic methodical approach to the modernization of management processes of metallurgical production, which involves a human factor while developing and exploiting the difficult man-machine system and estimating the degree of implementation of ergonomic requirements at different stages of an operator’s activity planning. -/- Methodology. Ananalytical model of the organization of the research works devoted to the ergonomic modernization of man-machine systems was developed. Searching and purpose-oriented investigations at different stages of man-machine system development and exploitation were (...) modelled from the sketchy projection till the exploitation of the system. Theoretical, system analytical and experimental methods were used. -/- Findings.The results of ergonomic modernization of management processes of metallurgical production in two countries under new economic (market) conditions were discussed. The factors, which define the tension in rolling-mill operators’ activity, were exposed. Certain recommendations on modernization of the existing technology and labor organization were formulated. -/- Originality. The scientific novelty consists in the development and adaptation of the methodical approach that describes adequately the cognitive complexity and psychophysiological tension in an operator’s activity as the modernization factors of modern metallurgical production in two countries. -/- Practical value.The practical value involves the creation of an ergonomic management system of the development, exploitation and modernization of difficult men-machine systems and metallurgical production management processes. The article examines key indicators of the demographic crisis in Ukraine, highlighting manifestations of the nation’s aging and natural population decline. It’s determined that understanding and analyzing the demographic situation allows for predicting changes in the size and structure of the student population, which is crucial for the effective development of higher education in Ukraine. Considering the trends of declining birth rates and an aging population, it is important to adapt admission strategies for students and educational programs accordingly. (...) The examination of the demographic crisis helps identify key challenges, such as a decrease in the number of high school graduates, which can impact competition within the higher education environment. The trends examined in the article, including the decline in the birth rate of the Ukrainian population, the aging of the nation, the level of migration, and the loss of the civilian population due to the war, enable us to characterize the situation in Ukraine as depopulation. Notable changes in the demographic landscape and shifts in the population structure occurred after February 24, 2022, including irreversible human losses, population emigration (over 10 million people), and a decline in the average birth rate. A correlation was identified between the number of births each year and the dynamics of educational services’ capacity. It was observed that higher education in Ukraine will confront significant demographic challenges in the next 17 years. In the context of the strategic goal to restore Ukraine’s human capital, the article suggests viewing higher education as an effective instrument of state policy in a cyclical process: attaining higher education, integrating graduates into the national economy, ensuring financial stability, fostering active citizenship, and promoting loyalty to the state—all contributing to an improvement in the demographic situation. Classical presentations of the Buddhist path prescribe the cultivation of various good qualities that are necessary for spiritual progress, from mindfulness and loving-kindness to faith and wisdom. Examining the way in which such qualities are described and classified in early Buddhism—with special reference to their treatment in the Visuddhimagga by the fifth-century Buddhist thinker Buddhaghosa—the present article employs a comparative method in order to identify the Buddhist catalog of virtues. The first part sketches the characteristics of virtue as analyzed (...) by neo-Aristotelian theories. Relying on these accounts, the second part considers three lists from early Buddhism as possible catalogs of virtue: the components of ethical conduct, the 37 factors that contribute to awakening, and the wholesome or beautiful mental factors. I then raise the question of why the Buddhist tradition developed several classifications of virtue, whereas the Western tradition of virtue ethics used a single category. Appealing to the connection between the virtues and living well in the eudaimonistic version of virtue ethics, I propose that one of the reasons why Buddhism developed multiple lists of virtues is its pluralistic acceptance of different modalities of living well and associated practices, in MacIntyre’s sense of the term. These modalities and practices are not equal, but are ordered hierarchically. Accordingly, I conclude that Buddhist ethics ought to be seen as a pluralist-gradualist system rather than a universalist theory. (shrink)

Derek Parfit’s early work on the metaphysics of persons has had a vast influence on Western philosophical debates about the nature of personal identity and moral theory. Within the study of Buddhism, it also has sparked a continuous comparative discourse, which seeks to explicate Buddhist philosophical principles in light of Parfit’s conceptual framework. Examining important Parfitian-inspired studies of Buddhist philosophy, this article points out various ways in which a Parfitian lens shaped, often implicitly, contemporary understandings of the anātman doctrine (...) and its relation to Buddhist ethics. I discuss in particular three dominant elements appropriated by Parfitian-inspired scholarship: Parfit’s theoretical categories; philosophical problems raised by his reductionist theory of persons; and Parfit’s argumentative style. I argue that the three elements used in this scholarship constitute different facets of one methodological approach to cross-cultural philosophy, which relies on Western terminology and conceptual schemes to establish a conversation with non-Western philosophy. I suggest that while this methodology is fruitful in many ways, philosophy as a cosmopolitan space may benefit significantly from approaching Buddhist philosophy using its own categories and terminology. The identity and institutional capabilities of the European Union (EU) have changed over the years. As a global player in international politics, the EU has recognized the need to develop a comprehensive space policy perspective. This perspective is shaped by changes in the dynamics of the space ecosystem, the "New Space", and this phenomenon consists of new business models, new technologies, new markets, new value chains and new actors. New space actors (private investors) have fundamentally changed the dynamics of space (...) activities. The subject of the research is the peculiarities of the influence of investment processes of the EU and Ukraine on the development of space industries. The methodological basis consisted of general scientific and special methods of knowledge, based on a systematic approach to the consideration of economic processes. The article aims to examine investment in the context of space management in the EU and Ukraine, and to examine in detail the trends in such funding of space companies. In order to better understand the European space system. The article concludes that, recognizing the indisputable importance of space applications and safety of space systems, the EU attaches great importance to taking into account the trend of "New Space" in its governance structure and stimulating changes in this sector. Unfortunately, Ukraine lags far behind in this respect. In the EU, in the initial stages of space research and use, space programs are financed from the general budget, and as individual activities reach a level of profitability, their public funding is reduced. Therefore, the sphere of commercial space activities and the share of private investments in their total financing are rapidly growing. The reduction of state expenditures is compensated by investments of private business in commercial projects. Thus, the article emphasizes the particular importance of private investments in the development of the Ukrainian space industry and points to the need to develop the commercialization of space activities, especially given the potential in the absence of budget financing. It is impossible to compare the sufficiently powerful and effective investment system of the EU and the lack of even state financing of the space industry in Ukraine. Against the backdrop of hostilities in Ukraine, there is a significant need to reconsider investments in this area on the basis of public-private and international partnerships. Conclusion. The main tasks for Ukraine are revision and change of the state policy, right accents on investments into the space industry, qualitative overcoming of bureaucratic obstacles, approval of a new Strategy of Space Industry Development. As an example, one could use the experience of the EU and refer to its previous experience in this sphere to have an opportunity to stay among the world space powers. (shrink)

Indian philosophy is a term that refers to schools of philosophical thought that originated in the Indian continent. Buddhism is one of the important school of Indian philosophical thought. Happiness is much pursued by individuals and society in all cultures. Eastern and western cultures have understood well-being and evolved ways and means to promote well-being over the years. Buddhism pursues happiness by using knowledge and practice to achieve mental equanimity. In Buddhism, equanimity, or peace of mind, is (...) achieved by detaching oneself from the cycle of craving that produces dukkha. So by achieving a mental state where you can detach from all the passions, needs and wants of life, you free yourself and achieve a state of transcendent bliss and well-being. The journey to attain a deeper form of happiness requires an unflinching look into the face of a reality where all life is seen as dukkha or mental dysfunction. Buddhism is a philosophy and practice that is extremely concerned with the mind and its various delusions, misunderstandings and cravings but, happily for us, sees a way out through higher consciousness and mindful practice. Perhaps it is because of this seemingly dim view of reality that happiness in Buddhism is so tremendously full; the ideas contained in Buddha's teachings point to a thorough engagement with lived reality. Ironically, it is through such an engagement with one's self, the world and reality that one is able to achieve a transcendent happiness. Equanimity, a deep sense of wellbeing and happiness, is attainable through proper knowledge and practice in everyday life. The objective of this paper is to the study the conception of happiness Buddhist philosophy. Russian aggression against Ukraine has become one of the most serious challenges for the international security system. One of the regions where Russian propaganda has been spread widely is Latin America. And one of the countries especially influenced by the Russian disinformation in the region is Brazil. The goal of this article is to define characteristics of the Russian propaganda in Latin America regarding Russian aggression against Ukraine, particularly, look at the case of Brazil, trace features of the (...) Kremlin propaganda in this country at the current stage and outline possible ways of countering this propaganda. It can be concluded that Russian propaganda in Latin American and in Brazil, particularly, has several specific characteristics-it is widespread, long-standing and generally supported. Key current narratives concerning the ongoing Russian aggression against Ukraine include the nuclear threat, calls for peace negotiations between Ukraine and Russia and accusing the West of russofobia. Other false narratives include accusing Ukraine of war crimes and provocations, as well as dangers of further “escalation” of the war. Among reasons for common misconceptions about the Russia-Ukraine war in Brazil one can name a simple lack of information and familiarity with the local politics. This gap is partially the result of Ukraine’s insufficient communication with the Latin American and Brazilian audiences and the countries’ lack of interest in each other for many years. In order to counter Russian propaganda in Latin American and Brazil, in particular, Ukraine should enhance its communication and diplomatic efforts, cooperate with the Ukrainian diaspora in the region and consistently deconstruct Russian disinformation narratives. In the long-term perspective, it is worthwhile increasing opportunities to study the Spanish and Portuguese languages and have respective Regional Studies courses at Ukrainian educational institutions. The Buddhist Nikāya Suttas frequently mention the concept of fear (bhaya) and related synonyms. This concept does not receive much scholarly attention by subsequent Buddhist philosophers. Recent scholars identify a ‘paradox of fear’ in several traditions of classical Indian Buddhism (Brekke 1999, Finnigan 2019, Giustarini 2012). Each scholar points out, in their respective textual contexts, that fear is evaluated in two ways; one positive and the other negative. Brekke calls this the “double role” of fear (1999: 443). Each also (...) identify fear as purposely elicited to motivate acts aimed at achieving fearlessness, where freedom from fear is characteristic of nibbāna. They all find this puzzling. Finnigan asks: “Why would one purposefully incite fear if one’s goal is its elimination?” (2019: 221). Giustarini says that fear has a “contradictory nature” (2012: 513); Brekke calls it “the paradox of fear” (1999: 442). This article introduces the ‘paradox of fear’ as it appears in the Bodhicaryāvatāra of Śāntideva and the Nikāya suttas. It then critically examines Brekke and Giustarini’s proposed solutions. It argues that they get some things right in ways that are both supported by the Nikāyas and relevant to Śāntideva but that they leave some important questions unanswered. The article contends that these questions are best answered if fear is analysed as appropriate when its objects are related to karma and rebirth. (shrink)

In the early twentieth century, Uchiyama Gudō, Seno’o Girō, Lin Qiuwu, and others advocated a Buddhism that was radical in two respects. Firstly, they adopted a more or less naturalist stance with respect to Buddhist doctrine and related matters, rejecting karma or other supernatural beliefs. And secondly, they held political and economic views that were radically anti-hegemonic, anti-capitalist, and revolutionary. Taking the idea of such a “radical Buddhism” seriously, A Buddha Land in This World: Philosophy, Utopia, and Radical (...) Buddhism asks whether it is possible to develop a philosophy that is simultaneously naturalist, anti-capitalist, Buddhist, and consistent. Rather than a study of radical Buddhism, then, this book is an attempt to radicalize it. The foundations of this “radicalized radical Buddhism” are provided by a realist interpretation of Yogācāra, elucidated and elaborated with some help from thinkers in the broader Tiantai/Tendai tradition and American philosophers Donald Davidson and W.V.O. Quine. A key implication of this foundation is that only this world and only this life are real, from which it follows that if Buddhism aims to alleviate suffering, it has to do so in this world and in this life. Twentieth-century radical Buddhists (as well as some engaged Buddhists) came to a similar conclusion, often expressed in their aim to realize “a Buddha land in this world.” Building on this foundation, but also on Mahāyāna moral philosophy, this book argues for an ethics and social philosophy based on a definition of evil as that what is or should be expected to cause death or suffering. On that ground, capitalism should be rejected indeed, but utopianism must be treated with caution as well, which raises questions about what it means – from a radicalized radical Buddhist perspective – to aim for a Buddha land in this world. Comparing Buddhist and contemporary analytic views about mereological composition reveals significant dissimilarities about the purposes that constrain successful answers to mereological questions, the kinds of considerations taken to be probative in justifying those answers, and the value of mereological inquiry. I develop these dissimilarities by examining three questions relevant to those who deny the existence of composite wholes. The first is a question of justification: What justifies denying the existence of composite wholes as more reasonable than affirming their existence? The (...) second is a question of ontology: Under what conditions are many partless individuals arranged composite-wise? The third is a question of reasonableness: Why, if there are no composites available to experience, do “the folk” find it reasonable to believe there are? I motivate each question, sketch some analytic answers for each, develop in more detail answers from the Theravādin Buddhist scholar Buddhaghosa, and extract comparative lessons. (shrink)

The article examines the peculiarities and modern specifics of the formation of ecological and economic security in Ukraine in the conditions of digitalization. It was determined that the lack of dynamic growth, the violation of the optimal balance and balance of the ecological and economic system are caused by the depletion of raw resources, a decrease in the overall potential of the environment, and the irrational use of natural resources. It has been proven that in the conditions of digitalization, (...) a new challenge for all enterprises is to ensure the ecological and economic efficiency of their activities, which combines the principles of transparency and openness in their functioning. Adequate knowledge about Buddhism is essential to the education and culture of any person who does not want to be simply another alienated member of a herd that walks blindly amid a technological revolution. It is possible to understand early Buddhism through modern language and knowledge and establish its relations with contemporary thought and its references. With this, it becomes possible to deepen and broaden our perception of these millennial principles' compatibility with our modern ways of living and (...) knowing. The study required for this is quite laborious. Buddhism is the subject underlying a gigantic literary and cultural mountain. Words of Gautama Buddha after attaining Nirvana were against of any religious rituals and practises but after His death, gradually his words become another religion. Buddhism flourished and flourished rapidly on the Aryan land and (...) also prospered and therefore also brought many evils in the then society and this new native ideology altered the Hindu race of Aryans. The phrase ‘Never Again,’ ‘plus jamais, ‘nie wieder,’ ‘nunc más’ and ‘nunca mais’ promises to end the atrocities of the 20th century and warns of their return if individuals and governments remain indifferent to injustices in the world. Never Again is based on the moral claim that active remembrance is central to learning from the past and to preventing violence in the future. Indeed, as President Volodymyr Zelensky argued in his speech on May 8th commemorating the end of World War (...) II, ‘Never Again’ is ‘the anthem of the civilized world.’ While the promise of Never Again was undermined by genocide in Yugoslavia and Rwanda, and the bombing of civilians in Syria and war in Afghanistan, Russia’s full-scale invasion of Ukraine tests the ethics of Never Again on a larger scale with its looming specter of nuclear war and growing list of war crimes. In an effort to understand how the very institutions that were created in the aftermath of World War II could not prevent war from returning to Europe, my argument proceeds in three parts: (1) Never Again is based on a paradox between the universal and the particular, as well as between the historical experience of individuals in the past and the universal promise to avert its reoccurrence. (2) Never Again refers to a break in historical time that links the living with memories of the dead and promises not to repeat the violence of the past in the future. At issue is the kind of intergenerational responsibility implied in the ethics of Never Again. (3) The imperative of Never Again is weakened when memory is reduced to a melancholic gaze of catastrophe that privileges a tragic understanding of history. (shrink)

In the Visuddhimagga, there is movement from an early Buddhist phenominalist epistemology towards essentialist ontology based in rationality and abstraction. The reductionist methodology of the Abhidhamma and reactions to it brought forth a theory of momentariness not found in early Buddhism. Abhidhamma reductionism and the concept of phenomenal dhammas led to a conception of momentary time-points and the incorporation of a cinematic model of temporal consciousness as a direct consequence of momentariness. Essentialism was incorporated into the Visuddhimagga precisely because (...) of Buddhaghosa’s commitment to momentariness. This is seen in Buddhaghosa’s treatment of karma and rebirth. Karma, particularly death-threshold karma, receives more emphasis in the Visuddhimagga than was previously found in the Suttas. This is due to the need to explain the continuity of the process of karmic rebirth in light of the theory of momentariness, making it necessary for Buddhaghosa to synthesise momentariness with the tri-temporal existence of the Sarvāstivādins. Chengguan (738–839), the fourth patriarch of the Huayan school of Chinese Buddhism, declared the primacy of Buddhism over Confucianism and Daoism and criticised these philosophies from a Buddhist stance. In his subcommentary to the Avata?saka Sutra, he defines ten differences between Buddhism and indigenous philosophies, which are discussed in this paper. However, he also often quoted from Chinese Classics to clarify the meaning of a Buddhist tenet. On these occasions he sometimes adds that he only borrows the (...) words but not their meaning. This research is an attempt to address the issue of evil in the context of Russia’s war against Ukraine in an analytical way, trying to specify what evil is and check whether this or that feature of evil is applicable to the reality of the war. It is argued that there are the following three conditions that are separately necessary and jointly sufficient for the characterization of something or somebody as evil: the phenomenon needs to be the result or (...) the source of (1) wrongful acts of action or inaction that (2) lead to the ruination of lives of other people and (3) are either planned or foreseen or being the results of willful blindness about consequences of the acts. The research gives arguments in favor of the thesis that many acts of a significant part of the people of contemporary Russia show the abovementioned features. Moreover, it is argued that their evildoing is also characterized by regularity. Then it is argued that evil in Russia’s war against Ukraine exists in the following three modes: the factual evil (acts of ruining lives), the active evil (initiators and implementers of ruining lives and those who actively support them) and the passive evil (those who do nothing to stop the acts that are ruining lives). What can it mean to criticize when you are inside the work itself? In a immersive electronic or digital environment critic is not distanced on a platform based on firm principles. Yet criticism self-awareness and commentary remain possible. This essay examines various techniques for dealing with immersive environments critically.

The article focuses on the cartographic enactment of the topos of Ukraine as a lost homeland in contemporary German literary discourse on migration, and in particular in the body of work that conveys the voices of the “second generation” — children of the German (post-)war migration. The article analyses by way of an illustrative example Hans-Ulrich Treichel’s poem “Flight into Kyiv,” in which we find reflected the autobiographical theme of the (re)construction of the lost homeland of his father, a (...) Volyn German who fled to Germany during the Second World War to escape reprisals of the Soviet army. The main object of research are the mental maps of Ukrainian space, which largely define the way Ukraine is represented both in contemporary German social discourse and in modern German literature. A textual analysis of the poem allows us to discern how the resource of the Western European construct of Eastern Europe is instrumentalized and aesthetically arranged by German (post)migration perception to institutionalize the image of Ukraine as a “lost homeland.”. This article analyses Ukraine’s language policies from 2002 to 2022 within a framework of liberalism, while avoiding making normative judgements or recommendations, updating the discussion raised in Kymlicka and Opalski’s Can Liberal Pluralism be Exported? The analysis takes into consideration Ukraine’s present and historic position, including the challenge that postcolonial nation building can pose for achieving liberalism and linguistic justice. The paper focuses on three main areas of language policy: education, businesses and media, and assesses if they can (...) be described as liberal orthodox, pluralist or illiberal. The article begins by defining liberalism and illiberalism, discussing the context of Ukraine’s linguistic diversity and postcolonial context, before outlining the language situation until EuroMaidan. Then, the main issue of language policy in the areas of education, business and media is analysed, before considering whether Ukrainian language laws might be considered liberal or illiberal.
